Court Clerks, Judiciary drivers to work in uniforms

The judiciary’s efforts to continuously improve its public image and curb the vice of corruption are in full swing and one of the measures is providing uniforms for all its support staff.

The move will, for the start, have at least 550 support staff (450 Court Clerks and 100 drivers) provided with corporate shirts and t-shirts, complete with their full names and job titles.

The development comes against recommendations in the 2020 Judiciary Anti-corruption Taskforce Report, which emphasizes staff uniforms for all support staff. This, the report stressed, would easy staff identification in their respective courts and minimize the vice of corruption.

An April 9, 2021 circular to all staff issued by the Permanent Secretary, Secretary to the judiciary, Mr. Pius Bigirimana, announced that the uniforms would be procured in a phased manner. “Management has procured the second batch of uniforms for all Court Clerks countrywide. The first batch, early this year, catered for drivers,” the circular reads in part.

Mr. Bigirimana said the move was part of the robust efforts to fight against corruption in the institution and many others implemented before.

Judiciary’s Chief Registrar, Sarah Langa Siu, said “With our court staff properly uniformed, it will be effortless to identify and deal with the crooks that have been impersonating court officials at some of the courts and extorting money from the unsuspecting litigants.”

Court Clerks perform clerical duties in court, prepare the docket of cases to be called, secure information for judicial officers and contact witnesses, advocates and litigants to obtain information for court.

Each of the benefitting court staff received three sets of uniforms, which they are expected to wear at all times while on duty. The phased provision of uniform will see all the 2,000 administrative support staff properly identified.

#Covid-19: Gov’t maintains night-time curfew

The Prime Minister, Dr Ruhakana Rugunda, has told MPs that the night time curfew put in place to stem the spread of the #Covid-19 pandemic remains in place.

Last week, Parliament asked Premier Rugunda to present an update on the need to continue having the curfew, with the hope that government could after all end it.

Rugunda, however, angered MPs during the Tuesday, 13 April 2021 sitting when he maintained that the 9p.m. to 6a.m. curfew will not be lifted.

“As you are aware and from the information that we have been receiving from our scientists and the Ministry of Health, the threat and scourge of #Covid-19 is still very much with us,” said Rugunda.

The premier said this is not the time to relax #Covid-19 protocols.

“Projections indicate that we should not relax our guard because the number of positive cases reported have started unfortunately to increase, especially in urban areas, border districts and trading centres. This is coupled by the reported cases of new fast spreading, and possibly more deadly variants of #Covid-19,” he said.

Rugunda announced that in the coming days, President Yoweri Museveni will address the country on the #Covid-19 Standard Operating Procedures (SOPs).

MPs, however, were not amused.

“Informally, curfew is no longer there in most parts of Uganda. We want to officially get curfew out of our way. Curfew has lost meaning and has been totally abused,” said MP Latif Ssebagala (IND, Kawempe North).

Leader of the Opposition in Parliament, Ms Betty Aol Ocan, dismissed the continuation of the night time curfew as unresearched, and that it has outlived its usefulness. “I request you to go and revisit the communication which you have given to us; do your research well and help the people of Uganda,” she said.

MP Cecilia Ogwal (FDC, Dokolo), agreed with Ocan, saying the Prime Minister should advise the President to abandon the idea of keeping the curfew in place. “When you go back, tell the President what people are feeling and our concern about curfew; you should advise the President,” she said.

Speaker Rebecca Kadaga, too, joined in putting Premier Rugunda to task. “We had campaigns, did it cause a spike in COVID-19? The Churches are there, the Mosques are there, what is special about 9p.m. and 6a.m.? You better get better reasons,” she said.

Internal Affairs Minister Gen. Abubakhar Jeje Odongo said in light of the holy month of Ramadhan, it is erroneous to suggest that the curfew should be lifted for the Taraweh, which is night time prayers.

Gen. Odongo said the prayers are optional and are not supposed to necessarily be conducted in the Mosques, but that they could be performed at home, too.

On Monday, a message from the Assistant Inspector General of Police Edward Ochom had suggested that Police officers would relax the curfew implementation and be flexible, especially with Muslims attending the night prayers.

Gen. Odongo, however, criticised Ochom for issuing the message, saying it has since been withdrawn and that Ochom was not authorised to send the message.

President Yoweri Museveni announced the curfew alongside a raft of measures in March 2020, following the advent of the #Covid-19 pandemic.

FUFA to honour Denis Onyango with testimonial match

Federation of Uganda Football Association-FUFA President Eng. Moses Magogo has revealed that the federation will organize a testimonial match for Denis Onayngo to honour his dedicated services to the national team.

Onyango announced his retirement from international football on Monday. The Mamelodi Sundowns’ goalkeeper made his Cranes debut against Cape Verde in 2005 and retires with 79 caps for the national team. He was named Cranes captain in April 2017 following the retirement of veteran striker Geoffrey Massa.

“Fufa took a decision to organize testimonial matches for national team players who retire after 8 years of service or those that have put indelible marks to the team as decided by the Fufa Executive. Definitely Onyango will have the option to take the testimonial match at the right timing,” Magogo said.

Magogo described Onyango as one of the best goalkeeper he has watched in the World, adding that he sees him as a great athlete, disciplined sportsman and patriotic footballer.

“Let us Celebrate Uganda’s greatest goalkeeper ever. Another icon of Ugandan football draws the curtains to such an illustrious career with the Uganda Cranes. Denis Masinde Onyango has been the best goalkeeper I have watched in the World. For those who follow, it is not the first time I am saying this.”

“We have always been sure that there is Denis to carry the team when it needed the goalkeeper. He has been a great athlete, disciplined sportsman and patriotic footballer,” Magogo said.

“He has taken choice to retire and we should celebrate him for the hard decision. If you asked me, he is one of those few players that should have stayed forever but we have to accept that players come and go. It is just human.”

Magogo also revealed that Onyango wanted to quit Uganda immediately after Malawi defeat but advised him to wait for a better timing.

“Denis wanted to announce his retirement in Malawi immediately after the game but was advised to hold on for a better timing. There was always not going to be the right timing for Denis to retire.”

A testimonial match in football is a non-competitive game which is used to honour a long serving player of the club or country when the player retires from the game.

MTN UG Hip Hop awards return for the 2021 edition

The MTN UG Hip Hop awards, the annual event that recognises and celebrates growth in the music genre in the country are back with the 5th edition 2021 scheduled to take place on 16th May 2021.

MTN Pulse has kicked off this year’s edition with the release of nominees for the various categories that will then be awarded at the award ceremony.

Hellen Kirungi, the MTN Youth Segment Manager noted that Hip Hop remains a popular genre of music in Uganda among the youth, which informs MTN’s continued support towards its growth.

“Hip Hop is a music genre that continues to take centre stage in Uganda among the youth. Many young people have taken it up and are doing very well for themselves. Hip hop allows them to express themselves and be who they want to be without limits. This is what we are about at MTN Pulse. We are about creating a community of like-minded people who want to live life without fear or limits and that’s why we are happy to be part of these awards every year,” Kirungi said.

This year marks the fifth year that MTN Uganda has backed the Hip Hop industry organise these awards. In 2020, MTN sponsored the first televised rap battles that saw several rappers pitched against each other in battle categories that included battles on the street, free style and in the forest, among others.

Kirungi noted that the 2021 awards will feature the Pulse Nation Cypher competition that will allow new and undiscovered talent to showcase their abilities in an online rap battle.

In the Pulse Nation Cypher challenge, participants will be required to download the MTN Pulse Cypher beat from the microsite under the Pulse tube, record a one-minute video of them rapping to the beat for one minute with the mention of MTN pulse Nation at least once, and then upload the video on the MTN Pulse microsite.

Participants will be required to rally their fans and friends to go to www.pulse.mtn.co.ug to vote for them by liking their video. The video with the highest engagement gets to win 1,000,000 UGX on the Awards night. The 1st Runner up will walk away with 800,000, 2nd runner up with 600,000 and 400,000 to the pulser in the 4th position.

Hellen continued to say that from previous years, there has been immense talent realisation among the youth that was kick stated by these Pulse Cypher competition a case in point is Racheal Rey, Ghetto Upgrade, and many more to come.

UG Hip hop awards organizer, Afsa Umutesi said that with MTN’s support, the industry has continued to record steady progress with Hip Hop artists getting favourable airplay on local radio and television stations.

“Hip Hop artists continue to shine out there. If you listen to the top ten most requested songs on radio today, six of them will be Hip Hop artists. We are happy with this progress and would like to thank MTN for standing with us for five years in a row now,” he said.

UN urges gov’t of Uganda to stop brutal crackdown on political opponents

The UN Human Rights Council has urged the government of Uganda to immediately stop the brutal crackdown on its political opponents which began in the lead-up to January’s disputed general elections and continues to suppress opposition supporters.

On Thursday 14th January, 2021, the Electoral Commission conducted presidential elections where Ugandans exercised their constitutional rights of choosing a president who will lead them through a five year term. Uganda has a total 18,103,603 registered voters and 34,684 polling stations however only 10,350,819 people turned up to vote.

The presidential election which comprised 11 candidates was won by President Yoweri Museveni Tibuhaburwa Kaguta who got 6,042,898 (58.38%). His closest opponent Kyagulanyi Robert Sentamu got 3,631,437 votes (35.08%).

Opposition leaders and their supporters have protested against alleged electoral irregularities and the prohibition of gatherings under the guise of preventing the spread of the COVID-19 virus. The massive deployment of armed forces in cities, as well as the intimidation and attacks of opposition observers at polling stations, reportedly affected voter turnout; while the interruption of internet services slowed the voting process and affected counting.

“We are particularly alarmed by the reports of widespread and continued repression against opposition leaders and their supporters,” experts at UN Special Procedures of the Human Rights Council said.

The experts; Mr. Tae-Ung Baik (Chair), Mr. Henrikas Mickevičius, (Vice Chair), Ms. Aua Balde, Mr. Bernard Duhaime and Mr. Luciano Hazan, Working Group on Enforced or Involuntary Disappearances,  Mr. Nils Melzer (Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment).

Others are; Mr. Morris Tidball-Binz (Special Rapporteur on extrajudicial, summary or arbitrary executions), Irene Khan (Special Rapporteur for Freedom of Opinion and Expression), Clément Nyaletsossi Voule (Special Rapporteur on the rights to freedom of peaceful assembly and of association)

“More than 50 people have been killed as a result of the brutal policing methods, including the use of live ammunition fired without warning, and at least 20 others have lost their lives in incidents linked to the electoral context,” they said.

They urged the authorities to immediately and thoroughly investigate and prosecute all human rights violations, including allegations of extrajudicial killings, arbitrary arrest and detention, enforced disappearance, torture and ill treatment, deprivation of due process of law and assault on freedom of expression and peaceful assembly.

Several thousand people have been arrested and while some have been released, others have allegedly been tortured before appearing in military courts, the experts said. Relatives of others often do not know their fate or whereabouts. “It is outrageous that those who are requesting information about their forcibly disappeared relatives are further subjected to reprisals and arrest,” the independent experts said.

“We are urging the Government of Uganda to take all necessary measures to immediately stop the concealing of information concerning individuals arrested in the context of the general elections, a practice amounting to enforced disappearance, and reveal their fate and whereabouts.”

“The arbitrary house arrest between 14 and 25 January 2021 of the prominent opposition leader known as Bobi Wine (Mr. Kyagulanyi), which a High Court ruled to be unconstitutional, is symptomatic of the flagrant suppression tactics of the opposition and the absence of due process of law,” the experts said.

They said that curtailing of freedom of press and media, the intimidation, ill-treatment and assaults of journalists covering the elections and especially the opposition is simply unacceptable. The Government must provide immediate remedies and reparation to all the victims.

UMEME on the spot over unauthorized Yaka deductions

The Electricity Regulatory Authority-ERA has directed Umeme to stop unauthorized Yaka deductions following complaints from a section of members of the public after getting less Yaka unit than what they pay for.

In a statement released by Julius Wandera, the Director of Communication at ERA, he says investigations into the matter have kicked off and proper action will be taken.

“The Electricity Regulatory Authority has received complaints from electricity customers about unexpected deductions from prepaid (Yaka) vended amounts in March and April 2021 by Umeme Limited,” reads part of the letter.

“This uncommunicated action has left consumers with less energy unit compared to what is expected based on the approved tariff structure.”

“By adjusting monthly lifeline units and imposing fixed recoverable amounts on consumers, Umeme Limited is implementing tariff structure different from that approved by the regulator and is in violation of the Electricity Act 1999,” the statement further reads.

“Umeme Limited has been directed to immediate stop this action as ERA conducts investigations into the matter.”

However, Peter Kaujju, the Umeme spokesperson said the deductions are from an error in December when some customers received more than what they had paid for, adding that the deductions were meant to correct the error.

“In December 2020, some customers received more units (excess credit) than they paid for. In light of the above, the excess credit was recovered during the March/April 2021 transactions,” Kaujju said.

He added that the excess credit for those Customers who have not yet purchased tokens, will be recovered from their next transactions and all the affected customers will be/have been notified by SMS.

Jubilations as Kabaka marks 66th birthday

Kabaka Ronald Muwenda Mutebi II has marked his 66th birthday. The scientific birthday celebrations were held at Bulange-Mengo.

Kabaka dedicated his Birthday to mobilising young people to fight and end HIV/AIDS by 2030. Unlike the previous birthday celebrations, Kabaka didn’t address his subjects, he instead waved to them.

During the celebrations, Kabaka recognised five people for their immense contribution towards the development of Buganda kingdom.

The first recipient of the Kabaka’s 66th Birthday Honours included; Tefiro Malokweza and Annette Nandujja who was recognised for promotion of the arts and culture and George William Kiwanuka one of the founders of SWICO.

Hajji Bulaimu Kibirige was awarded for exemplary entrepreneurship and philanthropy (especially in the fight against Sickle Cell) and Dr. Ken Chapman Kigozi. Born in Texas he has served as a missionary in Uganda for 40 years working as a dentist at Mengo Hospital and teaching many Ugandan dentists. He was inducted into the Ffumbe (African Civet) Clan.

During the celebrations, Kabaka launched a book titled ‘Kabaka Omulwanirizi w’ebyaffe’ written by seasoned journalist Timothy Mugerwa Ntanda.

In his remarks, Katikkiro Charles Peter Mayiga commended efforts to fight HIV/AIDs and urged Ugandans to continue the fight against Covid-19 and HIV/AIDS.

“Yesterday, I was vaccinated against Covid-19. Please go for vaccination and stop the myth of saying that the vaccine is targeting Africans whose population is steadily increasing. If it was that they wanted us killed, you would have died of other drugs/medicine used for treating among others malaria,” he said.

According to statistics released by the Ministry of Health, only 180,969 people have been vaccinated against Covid-19.

“We thank you Maama Sylvia Nagginda for looking after Kabaka Ronald Muwenda Mutebi,” Katikkiro applauded.

Uganda, Kenya commence talks to advance Bi-lateral Trade

Officials from the Government of the Republic of Uganda and the Republic of Kenya, have met at the Ministry of Foreign Affairs Headquarters to discuss ways of advancing Bi-lateral trade between both countries.

The Ministry of Foreign Affairs, in line with its core mandate of promoting commercial and economic diplomacy, has previously engaged the Government of the Republic of Kenya under the framework of Joint Ministerial Commission to secure concessions to increase Uganda’s trade volumes of goods exported to Kenya.

Speaking on behalf of the Ministry of Trade, Industry and Cooperatives, Ms Grace Adong, the Acting Permanent Secretary welcomed the Kenyan Delegation to Uganda and highlighted that these efforts to resolve the trade issues between Uganda and Kenya are being perused in the spirit of promoting cooperation and integration within the East African Community. She further observed that this was not an accident, but rather a process of meticulous calculation and foresight of the political leadership of both countries.

Ms. Adong further reiterated that the benefits of integration and cooperation far outweigh the costs. She also noted that total trade between Uganda and Kenya has increased from 168 million dollars registered in 1999 to 1.247 billion dollars in 2020, an increment of 644%. Total trade was recorded as 1.325 billion dollars in the year before #Covid-19 – 2019.

In his opening remarks, Amb. Johnson Weru, the Principal Secretary of State Department for Trade, Enterprise and Development in the Ministry of Industrialization, Trade and Enterprise Development of the Republic of Kenya thanked the Government of Uganda for the warm reception accorded to him and the entire delegation.

Amb. Johnson noted that this meeting is to, among others follow up on what was agreed during the 18th December and March 2019 meetings between President Kenyatta and President Museveni that this will increase the amount of sugar export from Uganda beyond the COMESA protocol.

The Principal Secretary recalled that the issue of whether the quota of 20,000 metric tonnes of Ugandan sugar that was eligible to enter Kenya had been resolved. He further noted that Kenya moved into the formulation of what was agreed during the March 2019 understanding between President Kenyatta and President Museveni. This will increase the amount of sugar export from Uganda beyond the COMESA protocol.

Sugar is one of the key products of Uganda. At the moment, Uganda has an annual production capacity of approximately 550,000 mts (Five hundred and Sixty Thousand Metric Tons) with a domestic consumption of approximately 360,000 mts (Three Hundred and Sixty Thousand Metric Tons). Uganda therefore has a surplus of 190,000 mts (One Hundred and Ninety Thousand Metric Ton).

In December 2019, during the Mid-Term Review of the outcomes of the Joint Ministerial Commission held in Kampala, the two parties noted that the sugar exports had increased from 36,000 metric tons to 57,273 metric tons as of October 2019. It was then agreed that a verification Mission would be undertaken by Kenya to Uganda to ascertain the origin status of Uganda’s sugar in order to be considered for further increases of the quota to 90,000 metric tons.

The Verification Mission will undertake field visits to the following factories; Sezibwa sugar factory, SCOUL sugar factory, FM sugar factory, Mayuge sugar factory, Kakira sugar factory, Kaliro sugar factory, Kamuli sugar factory, Bwendero sugar factory, Hoima sugar factory, Kyenjojo sugar factory, Kiryandongo sugar factory, Atiak sugar factory Victoria sugar factory among others.

The Joint verification Trade Mission will not only involve the sugar verification exercise but also tackle other market access challenges in areas such as poultry, maize and dairy products.

Mujib Kasule joins race to become next FUFA President

Proline Football Club Director Mujib Kasule has officially announced his bid to run for FUFA Presidency, joining the incumbent Moses Magogo and Makindye West MP Allan Ssewanyana in the race.

Mujib announced his bid in a press conference at Mackinnon Suites in Kampala on Tuesday morning. “I announce that I will stand for FUFA Presidency in the coming elections,” he announced.

The former FUFA vice-president under Lawrence Mulindwa says he wants to mainly focus on developing the Uganda Premier League as he believes the current regime is only focusing on the national team.

“My focus will be the Uganda Premier League, each club should be getting Shs100 million per season to cater for operational costs.”

According to Mujib, the politics fire is destroying football yet the game has to be neutral. He said many people have joined football for personal gains hence messing up all structures.

“Football has to be neutral for everyone; the politics fire that’s destroying it must be stopped,” he said.

He also proposes to send six coaches to Europe every year on a study tour as part of his plans immediately he ascends to the Presidency of the Uganda FA.

“I think we need a reset, we need to re-organise the game. It needs systems and structures such that individuals don’t come back and deprive us of this beautiful game called football,” he said.

In 2017, Mujib showed interest to run for the office of FUFA President but was bitterly locked out of the system for not fulfilling the required qualifications.

Magogo’s current tenure expires on August 31, 2021 and he will be looking for a third term having been voted unopposed in 2013 and 2017.
