Mukula under fire for flouting party rules

Mike Mukula

The National Resistance Movement (NRM) party chairpersons in Teso Sub region have vowed to abandon Capt. Mike Mukula, the Eastern Uganda Vice chairperson of the NRM party.

Mukula is accused of flouting over  party’s rules.

While addressing the press on Sunday afternoon at Hursey Resort Soroti town, the group headed by Charles Elasu the group’s regional coordinator and the chairman of NRM chairperson’s in Uganda vowed to abandon Mukula after he secretly supported non-party flag bearers and worked in isolation.

“If Mukula doesn’t come to work with us we are willing to abandon him and work for a different leader of another region. We can decide to Work with Karamoja or any other region if he is not going to work with us”, said Elasu.

He added that, the clicks that have been instigated by the party’s top big wings in Teso have made the party lose over 10 MP seats in the region.

Elasu who endorsed Mukula’s candidature for the region’s vice chairman in the recently concluded NRM polls further added that, his relationship with Mukula has worsened after he refused to follow what they told him as leaders to follow if they wanted to secure victory for all NRM flag bearers.

John Richard Opio Katakwi District NRM Chairperson and the spokesperson for NRM Chairperson of Teso said, internal contradictions in the party are eating up the party in the region and has purely affected the NRM flag bearers at all levels.

Without mentioning names Opio said, the big wigs within the party leadership ended up fighting the flag bearers because of their selfish desires while asking the party’s top leadership to desist from suffocating the lower carders and being individualistic.

He also reveals that, whereas the party has its internal contradictions, the Teso vote was also partly disorganized by Amuriat’s candidature and now asks government to recognize Teso as a sub region saying Teso disowned Amuriat in favor of President Elect Yoweri Kaguta Museveni.

Isaac Okello Omiat Amuria District Chairperson, also revealed that “there is nobody who is an enemy to President Museveni in Teso but the big shots in Teso who are his enemies because they have continued intriguing and fighting each other.

He wondered how an NRM leader would start to celebrate the downfall of fellow NRM cadres.

Absa Bank Uganda named the best primary dealer in gov’t securities

ABSA

Bank of Uganda has recognised Absa Bank as the Best Performing Bank in Uganda Government Securities for December 2020.

The award was established by the Central Bank recognising financial institutions for their successful participation in the trading of government securities, volumes traded and month-end reporting.

Speaking about the accolade, Mumba Kalifungwa, Managing Director, Absa Bank Uganda said;“This accolade is a testament to Uganda’s improvement  of market depth, which is covered under the first pillar of Absa’s Africa Financial Markets Index Report 2020. Under the pillar, the country is developing more robust and active secondary markets, which offer reliable yield curves.”

Absa Bank Uganda is one of the seven commercial banks appointed by the Bank of Uganda as Primary Dealers under the new Primary Dealer system to develop an active and liquid secondary market for the country’s government bonds.

Also part of the reforms, which came into effect on 1 October 2020 is the automation of the auction processes to enhance efficiency and price transparency, which has increased the global visibility of Uganda’s financial markets.

In tandem,  Uganda in the 2019/20 financial year, halved the withholding tax on 10-year government bonds from 20% to 10%, to boost offshore dollar inflows, ease pressure on the exchange rate, increase investor participation in future infrastructure bond auctions and reduce interest on government securities.

This is the third time that Absa is being recognised as the best Primary Dealer, after having won the same award in January and May 2020.

“Following the socio-economic shocks brought on by the COVID-19 pandemic, Uganda is going to need constant investment in the financial markets to build the economy’s resilience and drive recovery in the long-run. Absa Bank Uganda remains committed to building public/ private partnerships to enable this recovery,” Kalifungwa added.

Lawyers for Lawyers call for dropping of money laundering charges against Nicholas Opiyo

Nicholas Opiyo, the executive director of Chapter Four

Lawyers for Lawyers and the International Commission of Jurists (ICJ) have called for dropping of charges under the Anti-Money Laundering brought against Ugandan lawyer and human rights defender Nicholas Opiyo.

The organizations consider that this action stands to impede work of lawyers in the country of carrying out their professional functions, particularly regarding human rights work.

There do not appear to be legitimate grounds for these charges or the ongoing prosecution. The organizations are further concerned at numerous alleged violations surrounding the arrest, detention and pre-trial proceedings.

Nicholas Opiyo, Executive Director of Chapter Four Uganda, a civil rights charity working to defend human rights and civil liberties, was arbitrarily arrested on 22 December 2020, not informed of the reason for his arrest and effectively held in incommunicado detention for a prolonged period.

On 22nd December 2020, plain clothed law enforcement officers who did not identify themselves seized Mr. Opiyo from a restaurant, along with four other individuals, including three lawyers.

He was later charged under section 3 (c) of the Anti-Money Laundering Act on allegations that he acquired USD 340,000 through the bank account of Chapter Four Uganda, knowing that “the said funds were proceeds of crime”.

Chapter Four Uganda have confirmed that these are legitimate donor funds for lawful purposes.

Sophie de Graaf, the Director of Lawyers for Lawyers, said: “Lawyers play a vital role in the protection of the rule of law and human rights. It is the responsibility of lawyers to protect and establish the rights of citizens from whatever quarter they may be threatened. Their work is indispensable for ensuring effective access to justice for all. To fulfil their professional duties effectively, lawyers should be able to practice law freely and independently, without any fear of reprisal.”

Kaajal Ramjathan-Keogh, ICJ’s Africa Director, added: “Uganda is required under its Constitution and under its international legal obligations, to respect and protect the independence of lawyers. These baseless charges seek to intimidate and harass Mr. Opiyo and interfere with his work as a lawyer.”

Lawyers for Lawyers and the ICJ call on the Ugandan authorities to drop the spurious charges against Mr. Opiyo and to ensure that his rights to due process and fair trial are fully respected.

The organizations emphasize that the responsibilities authorities must comply with Uganda’s international legal obligations to ensure that members of the legal profession can carry out their professional functions without harassment and improper interference, including arbitrary arrest and incommunicado detention.

The vaccine will be administered to 128 male and female patients who will present Covid-19 symptoms to analyze and validate the natural product anticipated to have antiviral, anti- inflammatory and immunological ability.

Speaking at the launch Museveni congratulated Ugandan scientists for coming up with the vaccine which will tomorrow bring smiles to Ugandan patients.

Minister of Health -Dr Jane Ruth Aceng said the trial will also validate content standardization, and replication after which will be rolled out for industrial production and wide spread use.

“The product has already gone through quality assurance steps and got all the necessary certificates and approval for use in human beings. The product has been approved by the National Drug Authority (NDA), Uganda National Bureau of Standards and National Council of Science and Technology,” she said.

“The findings and the outcome of the studies that we are doing and continue to do will be shared with the whole nation from time to time. I want to thank President Museveni for observing Standard Operating Procedures (SOP) before, during and after his campaigns. That was as great of you as a leader.”

Chopper above Bobi Wine's house

The former presidential candidate and leader of the National Unity Platform (NUP) Kyagulanyi Sentamu Robert aka Bobi Wine has met with the newly elected Party Members of Parliament.

The meeting happened shortly after court ruling stopping security personnel from both the Uganda Peoples Defence Forces (UPDF) and Police from maintaining their presence at the MP’s home. Eagle Online can reliably confirm that the roadblocks and foot soldiers were withdrawn from the area.

The singer has been under house arrest since January 14th 2021 when he returned home from freedom square polling station. The newly elected MPs were led by the NUP vice chairman for Buganda Region Mathias Mpuga. The closed door meeting peddled at paving way forward after the general elections.

In his remarks, Bobi urged the various elected politicians not to disappoint voters noting that they are watching every move they take. “This is not time to celebrate, it’s time to begin a new chapter to liberate Uganda” he added

“I congratulate you for voting for me. We don’t see Mr. Yoweri Museveni as the president of Uganda, the president you voted for is here and that is Me,” he said.

“The people of Uganda are relying on us, they voted for us and we must not disappoint them. While you take up these offices you need to remember that you are servants to the people,” he said.

During the meeting a police chopper was seen hovering over Bobi Wine’s home, an indication that security agencies are closely monitoring the singer’s moves.

CHAN 2021: Cranes on a must-win mission against Morocco

Cranes players celebrate Saidi Kyeyune's goal against Togo

Uganda Cranes are on a must win mission when they face defending champions Morocco in Group C Matchday 3 game of the ongoing Total African Nations Championship (CHAN), Cameroon 2021 at Stade de la Reunification in Douala.

The Atlas Lions, champions at home in 2018, entered the tournament well by beating debutants Togo 1-0, but were later held to a goalless draw with Rwanda, a draw that shed doubts about a successive title defense campaign.

Uganda has started the campaign on a slow pace, having a barren stalemate with Rwanda before falling to Togo Sparrowhawks.

Northern Irish coach Johnny McKinstry still believes they can do it to the next round, but they will have no other choice but to win.

“We can beat Morocco by correcting our mistakes,” McKinstry said in the pre-match press conference. “We will certainly have opportunities, the game will be open, and we can hurt them.”

Morocco have to avoid defeat against Uganda to grab a place in the quarterfinals. Coach Houcine Ammouta knows it’s not going to be an easy mission as the Ugandans have nothing to lose, going into the game with a lone point and needing nothing but a win.

Ammouta, who won the 2017 Total CAF Champions League title with Casablanca giants Wydad, will once again wait for the 2018 top scorer Ayoub El Kaabi to deliver, having gone two matches without scoring. “He’s an important player for us. He might be off form, but I have no doubt that he can make the difference in big games,” the Moroccan coach said.

This is the second time Uganda and Morocco in CHAN history, after the Atlas Lions 3-1 victory in 2014 group stage.
