Amuriat granted Shs5M non-cash bail

The Forum for Democratic Change (FDC) Presidential candidate Patrick Oboi Amuriat has been granted non-cash bail of Shs5 million after spending a night at Mpigi Central Police Station (CPS).

The former MP was arrested yesterday as he conversed for votes ahead of general elections slated to take place on Thursday, January 14, 2020.

He was granted bail by Mpigi Court Grade One Magistrate Ruth Nabaasa earlier today, Amuriat charged with riding atop his vehicle and was subsequently released on non-cash bail of Shs5 million. Sureties were however ordered to  pay Shs10m non-cash bond.

Since the kicking off of presidential campaigns in November last year, Amuriat has been arrested and detained 10 times. He is seeking to take over leadership from the incumbent President Yoweri Museveni who has been in power for 35 years.

Election violence: Uganda should learn from the Kenyan experience of 2007

Political violence also known as Electoral violence has unfortunately already played and is anticipated to play a major role in determining the feel and outcome of the upcoming 2021 general elections.

Whereas competitive elections are by their very nature conflictual processes intended to mobilize divergent views and stimulate political competition between political actors in any given country, a red flag should be raised if this process stimulates more political violence instead.

It should be very concerning to all Ugandans of good will that our electoral process has raised a red flag already by delivering violence and death which appears to eclipse that of the 2006, 2011 and 2016 general elections combined. Media reports have put the number of dead from the November 2020 clashes between security forces and opposition supporters at 50. I shudder at the thought of what might happen on or after the election day on 14th January, 2020 if this trend is allowed to continue.

Going by the rhetoric of the rival political actors, it seems they are all determined to drive a deeper wedge in the electorate in much the same way they have been doing. This leads me to suspect that we are not preparing well for a peaceful general election. My suspicion has led to the fear that we could have reached the tipping point of Election violence. God forbid!

It is an ominous sign that election violence which is usually an entanglement involving rival political actors and groups has given birth to a progeny of intra party election violence. We all witnessed the unprecedented levels of intra party election violence in the just concluded NRM Primaries which were held in the last quarter of 2020. I had a close view of this intra party violence in some cases where I had taken a brief from aggrieved NRM party members and I was left in total shock and bewilderment.

One would have expected that the design of the electoral system of the NRM Primaries built on the principle of universal adult suffrage which replaced the electoral colleges in 2010, should have alleviated the risk of political polarization and violence within the party.

But as it turned out, the recent NRM primaries appear to have increased political polarization and violence within the party, despite the enthusiastic participation of many party faithful’s and the majestic grandeur of the Primaries which attracted envy from rival political actors.

In the story published in the Monitor Newspaper of September 5,2020 under the title 6 people Killed as Candidates Protest Results, it was reported that six people were killed during the NRM Primaries held in Isingiro, Katakwi, Namutumba and Tororo Districts. This is probably the first time in the history of Uganda that a party member has paid the price for seeking elective office within his party with his or her life.

If this is not evidence of a developing culture of political thuggery and lawlessness which pre disposes actors to commit such heinous crimes, then what is it? You can only imagine what a person who is ready to kill a comrade in the same party for political office can do to a political opponent from a rival political party who is vying for the same office.

The above sad tale of the inter party and intra party election violence which we have experienced in Uganda should give a clear indication that we have the potential for election violence as a country irrespective of our political affiliation. This should also remind us that our respective party cards or colors cannot save us from the indiscriminate nature of election violence despite assurances from Politicians.

The ethnic based electoral violence which torched up Kenya after voting in the 2007 general election killed more than 1000 people and displaced close to 500,000 despite assurances of victory and serenity from Mwai Kibaki who was contesting under the Party of National Unity and Raila Odinga, then under the Orange Democratic Movement. If it wasn’t for the swift intervention of the international community which was led by the United States, the bloodletting would have claimed more lives. Unsurprisingly, the assuring rhetoric of the Politicians who had stoked the fires went silent.

My understanding is that any upsurge in election related violence symbolizes an increased dominance of the metaphysical theory of violence which postulates that all human beings are violent. I don’t know why this human penchant to show that one is more violent that the other tends to show up in subtle ways to always complicate and compound human tragedies.

In Kenya, it was the self-absorbing egoistic tendencies fueled by ethnic grievances over land, privilege and inequality that turned the 2007 Kenyan elections into a ticket to hell. The death and destruction which ensued in Kenya could have been avoided if the Kenyan body politic had not ignored the pent-up anger and frustration of the electorate which just needed an excuse of a botched up electoral process to spark into a disastrous fireball.

As the Former US First Lady Mrs. Eleanor Roosevelt once remarked – we should learn from the mistakes of others because we can’t live long enough to make all of them.

I don’t mean to say this with tongue in cheek, but the reality is that we are lucky that the same mistakes we have made and are continuing to make in this general election in Uganda, were already committed in Kenya in 2007. We should therefore heed the advice of Eleanor Roosevelt and learn from the mistakes made by our Kenyan brothers and sisters by arresting the drivers of the election violence we are witnessing well in time.

If as we hope, this year’s elections exercise concludes successfully and peacefully, we should cut short any celebrations and instead set to work on reforming our Electoral laws. I think that our electoral laws have something to do with the instigation or mitigation of election related violence in Uganda. This should however be the subject of a full discussion for another day.

What I can say at the moment is that the Presidential Elections Act for example does not define electoral violence. The only reference to election violence in the Act can be found in S.26 which creates the offence of interference with electioneering activities of other persons. It is the above provision that the Ugandan courts use to deal with election violence cited in election petitions. Whereas the punishment for election violence under this section which at less than 3 years is very decimal, you will be hard-pressed to find a convict let alone one serving a sentence for election violence in Uganda.

This situation contrasts unfavorably with the position in Kenya where the law clearly defines election violence and a court hearing an election petition can recommend the prosecution of the perpetrators of election violence under the Election Act 24 of 2011 and the Election Offences Act Cap 66. I want to believe that this handicap in Uganda can be nebulized by enacting specific legislation to support prosecutorial and judicial action aimed at punishing all forms of electoral violence.

My sense is that we cannot continue lamenting as a country about election violence and expect miracles to happen if we leave the perpetrators of election violence to go unpunished. To do so only serves to encourage and energize some errant political actors, sections of the electorate and the security apparatus to indulge in more wanton acts of election violence. This is the main reason why inter party and intra party election violence is on the increase in Uganda.

The Ivory Coast experimented with a lame duck approach to election violence when it neglected to tackle the actual root cause of the problem after vicious election violence which erupted in the country during the 2010/2011 general elections. Since then, the country has continued to experience more and more political and electoral violence, the latest installment coming in the October 2020 general elections. A Uganda of sound mind cannot afford to follow the example of Ivory Coast.

On the other hand, Kenya is reaping great political dividend from the constitutional and electoral reforms it put in place to redress the causes of the 2007 electoral violence. It is these legal reforms that are credited with nearly nullifying the excesses of political and electoral violence which had provided a wrong pigmentation to the Kenyan electoral process in the past. I suggest that Uganda attends to its electoral violence problems by following the Kenyan example.

My humble appeal to all Ugandans of goodwill is to exercise maximum restraint by ensuring that we do not lend ourselves to any violent conduct during and after casting our Parliamentary and Presidential vote in this general election.

As a people belonging to one homogenous society, we don’t need to prove to each other that we are more violent. If we insist on proving our violence in such a manner, we may end up destroying ourselves and the country as a whole.

I will end by leaving you with a quote from the Bible, specifically the Book of Leviticus 24:19, “And a man who injures his countryman – as he has done, so it shall be done to him.”

Sponsored online trolls target pro M7 Ministers with fake propaganda

Several active Ministers in President Yoweri Museveni cabinet are under pressure due to the propaganda asserted on them by their opponents and the current online propaganda by hired bloggers.

One of the targeted ministers is active, nonsense and eloquent pro Museveni Frank Tumwebaze. He is the only Museveni minister who is bold and can speak convincingly and eloquently about NRM and Museveni achievements.

He is also very popular in his constituency after having passed unopposed. He has never scored below 82 per cent in his constituency in all the last consecutive elections he has gone thru. He is always a target of both opposition activists who see him as a Museveni dismantling gun and also targeted by internal intrigue of his fellow colleagues in government for outshining them.

Last year, ISO targeted him and wrote fake dossiers to Museveni about him linking him to Rwanda but finally the President discovered that the dossiers were fake and only driven by intrigue. When a new government or reshuffle is anticipated, Tumwebaze is always suspected of getting promoted or getting reshuffled to a big and busier ministry because of his ability to make decisions.

Even when he left the ministry of ICT, the president still gives him ICT related tasks. For example last year in December the president tasked him to represent him at a virtual meeting of Smart Africa hosted online by President Kagame.

The meeting was hosted by heads of government and Prime ministers. Tumwebaze performed excellently well. This definitely wasn’t good news to Tumwebaze’s envious haters. It either signaled him returning to the powerful ministry of ICT or being elevated to PM.

There has also been talk that he may be the next Foreign Affairs Minister. Fact is: Tumwebaze children haven’t asked for any visa from US embassy as is being funded by trolls online. His children studied and some still study at Kampala parents and other Uganda schools.

Large scale fish deaths on Lake Victoria not linked to poisoning – NEMA

Communities living in and around the shores of Lake Victoria have recently been concerned by the growing number of dead fish, especially Nile Perch along the shores.

The people in the communities are worried that the Lake is contaminated by poisonous chemicals. The dead fish are not only an eyesore but also emit an offensive odour as the decomposition occurs.

However according to the National Environment Management Authority (NEMA), preliminary investigations have ruled out the possibility of poison as the cause of the deaths of the fish.

“The occurrence has been attributed to a drop in oxygen levels. Nile perch is species of fish known to be sensitive to low oxygen levels- (below 2mgl),” NEMA said in a statement.

“As a result of the recent flooding and rising water levels, large masses of weeds were submerged and sunk into the lake bed. These weeds use up oxygen as they rot from within the lake hence a drop in the oxygen levels.”

“Also, the recent strong winds around the lake Victoria basin have heightened lake overturn; a phenomenon that causes water from the bottom of the lake that is low in oxygen, to come up and mix with upper layers, where fish live; leading to a reduction in oxygen, hence the death of fish,” the statement further read.

This is not the first time large scale fish deaths are occurring on Lake Victoria; Fishing communities have always referred to this situation as “Kaliro” and it occurs periodically.

Communities living around the lake are advised to bury the dead fish to contain the pungent smell; as further research and studies are undertaken by all stakeholders including, NEMA, MAAIF, Communities, and developers.

Bobi Wine Petitions ICC seeking for arrest and trial for Gen Museveni and Gen Tumwine

The National Unity Platform (NUP) Presidential candidate Kyagulanyi Ssentamu Robert aka Bobi Wine has petitioned the International Criminal Court (ICC) calling for issuance of arrest warrant against President Yoweri Museveni and security Minister Gen. Elly Tumwine.

Through his local and international lawyers led by Robert Amsterdam, the legislator wants the former Bush wars generals tried on allegations of gross violations of human rights in the country.

The singer contends that president Museveni’s leadership has committed more atrocities than the Ugandan insurgent and the leader of Lord’s Resistance Army (LRA) Joseph Rao Kony who killed many people in Northern Uganda before moving to the Central African Republic (CAR).

“Many atrocities are being committed on the orders of Museveni and I expect a live bullet targeted at me any time” he said at Magere adding that where have you ever seen a presidential candidate treated like they treated me to the extent of wearing a bullet proof jacket and helmet.

According to the 41paged petition, the singer wants the ICC to consider his petition outlining human rights violations dating from 2018.

The petition embeds the 2018 Arua mayhem where he was arrested, detained and later withdraw of charges against him by the Court Martial Judge Lt Gen Andrew Guti and the November 18, 2020 sporadic protests which derived from his arrested and detention for flouting Covid-19 standard operation procedures (SOPs).

Museveni has accessionally been dragged to the ICC however all the petitions have not seen the light of the day after the court declined to carry out investigations.  Recently the ICC turned down the petition file by among others the former leader of opposition Winnie Kizza calling for investigation into Kasese killings.

We beat journalists to restrain them from going where there is danger- IGP Ochola

The Inspector General of Police (IGP) Martin Okoth Ochola has revealed that police officers have been beating journalists to restrain them from going where there is danger.

The IGP said during heads of security organisations’ press briefing held at Naguru police headquarters. Since the kicking off of presidential campaigns in November, police and other security agencies have been captured on cameras roughing up journalists covering opposition presidential candidates.

It is averred that in December 2020, police fired a teargas canister at Bobi Wines official car in Masaka and injured Ashraf Kasirye, a journalist who was working for Ghetto Media. In the scuffle, NBS TV’s Danial Lutaya and NTV’s journalist Ali Mivule were injured.

“Police beat journalists to help them for their own safety. When a police officer tells you to stop, you must stop for your own safety. I won’t apologise for police actions. It is the media targeting the Police by portraying it as brutal and siding with the government,” IGP said adding that they will use reasonable force against the media to help them not to go where danger is.

“There are political leaders who are urging their supporters to go in large numbers and monitor the elections on false claims of election fraud which is against the Electoral Commission (EC) guidelines. There is no evidence of voter fraud” he said

He assured the whole country that whoever intends to cause trouble will regret why his or her mother gave birth to him or her.

“We shall not accept any disorder or chaos in the country. Nobody will shake our resolve. We are a very resilient force with an agile team that can adjust and adapt to any threats,” Deputy IGP Maj Gen Paul Loketch said

He  cautioned Ugandans that there should not be mass assemblies around polling centres asto EC directed. “You need to vote and go home. Any act of hooliganism around the polling stations will be dealt with,” Deputy IGP said

Spice Diana, Sauti Sol team up ahead of MTV Awards

MTV Africa Music Awards, in partnership with Uganda have inspired musical collaborations and unites artists from across the continent. Kenyan superstars Sauti Sol met with songstress Spice Diana, recently nominated in the Best Ugandan Act category, as part of the Road To MAMA campaign.

Gen. Tumukunde: Use your vote to negotiate for dev’t of Busoga region

Presidential candidate Rtd Gen. Henry Tumukunde has promised to avail alternative sources of income and resolve the fluctuating prices of sugar cane.

Sugar cane growing is the main source of income for many households in the Busoga sub-region. The farmers have however over time been hit hard by the fluctuating prices for sugar cane at the available sugar processing plants.

“Sugarcane growing is laborious yet it pays less to the farmers in terms of return on investment save for the sugar factory owners. sugarcane growing alone has failed to get the people of Busoga out of poverty and there is a need for an alternative to foster speed household income generation on top of food growing for feeding families.” Tumukunde said

The farmers in the region are cutting down their plantations to grow coffee after Kenyan government closed its borders for all Ugandan sugar cane and sugar. The farmers have resorted to transporting their sugar cane to Atiak Sugar factory in northern Uganda for processing.

“Busoga has got the seven rare minerals in the world. I have never understood why government has not found it useful to explore these minerals to empower and elevate people in poverty stricken areas in the region,” he said

“Busoga has influential people Like the speaker of parliament Rebecca Kadaga, Secretary General of National Resistance Movement (NRM) I don’t see them benefiting from the leadership. The regions has over 2Million voters, use that vote to negotiate by voting for me for thriving of the region,” he said
