Five police officers arrested over siphoning fuel from an accident scene

Police has arrested and charged five officers who were caught on video siphoning fuel from a vehicle that had been involved in an accident along the road.

Fred Enanga, the Police Spokesperson confirmed their arrest while addressing the media on the general security situation in the country.

“Notably, an update on the officers who were captured on video siphoning fuel from a truck. The officers have been arrested and charged with discreditable conduct,” Police Spokesperson Fred Enanga said.

They have been identified as; Sgt Okello Brian Sadik, CPL Dragudu Ceasar, PC Oven Albert, PC Ocen Christopher and PC Adoro Anthony, all charged of discreditable conduct, theft and conspiracy and detained at CPS Nwoya, pending court action.

The video of the officers siphoning fuel went viral as a number of community members watched the officers; who should have protected the risky scene, getting involved in fetching the fuel.

The preliminary information indicates that on the 29th August 2020, officers responded to a call from the Commander Integrated Highway Patrol from Karuma–Pakwach Highway that a fuel tanker reg. no. CGO-1296AA – 06/CGO1277AA – 06 carrying petrol from Eldoret (Kenya) enroute Uganda to DRC overturned at Wipolo, Agung, Anaka sub-county along the Karuma – Arua highway in Nwoya district.

A good amount of fuel spilled over due to the accident, presenting a danger to other road users and people from the immediate neighborhood.

Although the initial response team from the Integrated Highway Patrol helped to secure the scene, they were captured on camera siphoning fuel out of the tanker. A Joint Security Re-enforcement Team was further dispatched from Nwoya and the scene effectively secured and condoned off to prevent or minimize exposure. This enabled the transporters to offload and transfer about 17000 litres of fuel into another fuel tanker under registration number CGO-918200-07 and CGO-33800AA-07.

Police Disciplinary Court sentences its officer for injuring MP

Uganda Police Force Disciplinary Court has sentenced Superintendent of Police (SP) Tubanone Joel for injuring Dokolo District Women MP Cecilia Ogwal.

It is averred that, Joel Tubanone, the then Lira District Police Commander (DPC) allegedly kicked Cecilia Atim Ogwal, the Dokolo Woman MP and her Otuke counterpart, Sylvia Akello before discharging a teargas canister directly at them as the constituted a meeting to consult the voters about the removal of presidential limit.

The Disciplinary Court was chaired by SCP Birungi Charles (Ag. Director Interpol and Peace Support Operations), and in attendance was Cecilia Ogwal (Woman MP Dokolo District), SP Tubanone Joel (former DPC Lira among others.

The accused pleaded guilty to two counts of using unnecessary force, he was convicted and sentenced on his own plea of guilty and did not waste court time.

The court in exercise of objectivity and fairness to both the accused and the complainant, heard from both parties and convicted the accused on both counts.

The sentencing also put into consideration the pain and inconveniences endured by the complainant as a result of the unwarranted actions of the accused, basing on his own plea of guilty.

He was sentenced to reduction in rank as well as reprimand and his right to appeal this sentence within 14 days was explained to him.

The court made this decision with the aim to deter the accused and all other police officers from using unnecessary force in executing their lawful duties.

Uganda’s COVID-19 death toll rises to 35

Uganda has registered another two COVID-19 deaths bringing the total to 35.

The Ministry of Health confirmed that both fatalities are Ugandan females aged 57 and 69 years and were residents of Kampala.

Sixty five new positive cases have been confirmed from the 4,540 samples that were taken on 3rd September.

60 of the 65 new cases are contacts and alerts. 44 are from Kampala, 6 in Gulu, 3 Bukiwe, 2 Mukono, 1 Busia, Luweero, Nakapiripirit, Nwoya and Wakiso all registered one case each. 3 are truck drivers and two are health workers.

The cumulative total confirmed cases in Uganda are now 3,353.

A total of 1,564 have so far recovered from the virus.

How Dott services built Shs 66 billion Water and Sewerage Project in Arua

The leading services provider in the construction industry in East Africa, Dott services Limited has recorded another milestone after it successfully erected a Shs 66 billion Water and Sewerage Project in Arua.

Over the years, Northern Uganda and West Nile region in particular had a problem of water scarcity and this is alluded to a long dry spell experienced from November up to March when the rains return.

Arua water project is part of a bigger World Bank-funded project that will also see improved water and sewerage access in Bushenyi, Mbale and Gulu towns.

According to the site surveyor at Dott services Mr. Kibuuka Sowedi, Under the project a 23 kilometres of sewer lines was laid connecting over 400 houses in Arua city and neighbouring areas.

In addition, 79 kilometers of water lines was laid and the water treatment at purification center at River Enyau. He said the 12,000-cubic meter water reservoir was built at Gilgil, West of Arua town.

He said that they also constructed a sewage correction center at Dadamu and at a female prison site.

“The sanitation project receives sewerage from all areas of Arua town through sewerage pipes to anaerobic ponds which allow solids to settle down at the bottom as sludge, facultative ponds and maturation pond before discharging it to the main water stream.” He said adding that the process is natural and does not involve any chemicals.

The construction of the 3.5 million litres water reservoir and storage at Giligili in Pajulu Sub County has been completed in addition to the current 1.4 million litres at Arua hill which is to be renovated under the same project.

The National water and sewerage corporation (NWSC) is expanding the coverage from the 10km radius as it has been to 30km.

The project which was handed over to the government in 2018, was executed by Egyptian firm El-Nasr and Dott Services, a local civil works firm.

The company has handled various projects which include; Kafu-Masindi Road, Muduma-Mityana Road, Jinja-Kamuli Road, Mbale-Soroti Road, Tororo-Mbale Road, Muku-Tarakea among other projects.

NRM Primaries: MP Persis Namuganza’s agent killed, elections called off

The chairperson of the electoral commission in the ruling party, National resistance Movement (NRM) Dr. Tanga Odoi has suspended elections in Bukono constituency after the gruesome killing of MP Persis Namuganza’s agent.

“I have suspended elections in the Bukono constituency because Persis Namuganza’s agent was killed this morning. We have sent police to arrest anyone connected to that killing,” Dr Odoi said.

UPL clubs receive Fifa Covid-19 relief fund

The Uganda Premier League secretariat and the sixteen clubs have confirmed receiving the FIFA Covid-19 relief funds from the Federation of Uganda Football Associations (FUFA).

As promised and allocated, the StarTimes Uganda Premier League (SUPL) clubs received a combined total of Shs 527m.

Each club received an equal share of the money totaling to UGX 32,920,000 while the Secretariat received Shs52 million part of which was an extension from Fufa offers.

UPL CEO Bernard Bainamani said its relief as the Secretariat will be used to offset a few salaries, rent and outstanding overheads at the secretariat.

“It’s a big relief to the secretariat and we shall use it for a few salaries and other outstanding overhead costs,” said Bainamani according to the UPL website.

Others to receive the FIFA COVID-19 relief fund from Fufa include; Special Interest Groups (SIGS) who received UGX 105,000,000 while the eight member Regions have received UGX 160,000,000.

Beach Soccer clubs received UGX 22,000,000, Futsal clubs received UGX 16,000,000 while Fourth Division clubs moved away with UGX 90,500,000.

Youths national teams have been given UGX 100,000,000 while UGX 176,780,000 has been set aside for the restart of competitions.

Lawyer Andrew Kasirye quizzed over Shs1.6b payment

City lawyer Andrew Kasirye of Kasirye Byaruhanga yesterday  quietly went to the Criminal Investigations and Intelligence Department (CIID) where he was interrogated by detectives over a Shs1.6 billion dubious compensation from the judiciary.

According to a source that was briefed about the interrogation, Kasirye who appeared alongside Paul Luticu, was grilled for several hours by D/ASP Opendi who recorded their statements.After hours of intense grilling, the two were later released on police bond.

Their file will be sent to the DPP for perusal and advice.

The interrogation of lawyer Kasirye comes after the Secretary to the Judiciary Pius Bigirimana, requested the Police Criminal Investigations and Intelligence Department (CIID) to inquire into payments totalling to Shs1.6 billion in alleged refund of security deposits by litigants, suspiciously passed through accounts of a private company.

In a letter to CID Director Grace Akullo, Mr.Bigirimana asked the CID to validate the source of the requisition for the said money in regard to the Commercial Court case of Kasekende Mujuzi & Others Vs Uganda Revenue Authority; and also wants investigators to probe a $ 48,294.26 payment to law firm M/s Kasirye, Byaruhanga and Company Advocates in the case of Entebbe Handling Services Vs Uganda Fish Packers Ltd.

As a result, the CIID asked three senior court officials to help the police with investigations in regard to the payments for requests made for refund of security deposits by litigants.

The three are Chief Registrar Tom Chemutai and registrars Mary Ikit and Dr.Agnes Nkonge.

In a July 10, 2020 letter to Mr Bigirimana, the Director for Police’s Criminal Intelligence l Investigations, Directorate (CIID)Ms Grace Akullo indicated  that investigators want to find out the source of the  transfer of over 1.6 billion from the judiciary accounts to M/s Heed Debt Recovery Service Ltd in Eco Bank.

Ms Akullo said that the money was transferred by Bank of Uganda to the said account and by the time the fraud was detected, the suspects had already withdrawn Shs 200 million.

In a separate correspondence, Mr Bigirimana had written to Ms Akullo asking the CID to investigate the two payments to establish whether they were fraudulently requisitioned or are genuine saying he had been alerted by the Secretary to the Treasury, Mr. Keith Muhakanizi about the a possible fraudulent payments.

Mr.Bigirimana explained that the payment was again originated by a court order signed by Dr Nkonge and the requisition was originally made by His Worship Tom Chemutai (Acting Chief Registrar) and later by Ms Ikit on January 16, 2020.

Kadaga’s gang raids Kamuli NRM office, thumps District Admin in her presence

In what many have believed to have been speaker Rebecca Kadaga’s planned moved, a gang this Thursday morning stormed the Kamuli district NRM office where Kadaga was attending a District Executive Committee (DEC) meetings and pulled out the district Administrative Secretary, Trevor Baleke before beating him up.

Under the influence of Kadaga, DEC was convened by Samuel Bamwole the district NRM chairman to terminate Baleke’s contract.

Political hotspots as NRM goes to polls

The political temperature in the country is high as the National Resistance Movement ruling party goes to polls in less than 24 hours from now.

However, the political temperature has in some areas degenerated into chaos with supporters of different candidates trading insults and fights. The elections of party flag bearers isn’t the final vote but it means alot as it is an affirmation that one is a candidate endorsed by the party.

Kigezi has reported a peaceful campaign period in general except a few incidents in some areas like Rubanda East where the incumbent legislator Henry Musasizi is  reported being intimidated by former commander of Air Force Lt.Gen. Jim Owoyesigyire. Eagle Online  Gen. Owoyesigyire is reportedly supporting Musasizi’s opponent Kenneth Biryabarema.

Rujumbura formerly represented by former minister Jim Muhwezi who is trying to reclaim  it from the current legislator Tumuheirwe Turyamuhweza. Still in Rukungiri, another constituency likely to be no go area for the incumbent is Rubabo represented by Puala Turyahikayo.She is facing competition from two young turks.

Kinkizi East, Junior lands Minister Dr. Chris Baryamunsi is also struggling to retrain his seat given that he is now the longest serving legislator but above all, Baryamunsi is having sleepless nights due to the pressure from the church given his love and hate relationship with the leadership of the church in the area.

Bushenyi 

Bushenyi  is one of the areas that is likely to register high cases of electoral multipractice given the nature of campaigns and candidates who are in the race.

Karooro Okurut and Mugisha Annet. The current Minister of General Duties in the Office of the Prime Minister is fighting for her survival from newcomer Annet Mugisha wife to the loaded Managing Director of National Water and Sewerage Corporation. However, Minister Okurut has equally a mountain of sponsors who are led by tycoon Hassan Basajjabalaba who are backing her. Ms Okurut and Ms Mugisha used to be friends to the extent that at one, Ms Mugisha was her political Assistant. The race between the two has sharply divided voters with cases of intimidation already being registered.

Igara West With Minister Raphael Magyezi out of the way, Igara West looks like everything is preset for former Kasambya  County legislator Mbwatekamwa set to represent the constituency. However, Mr. Magyezi and regime looks likely there is a plot to have some other candidate instead of Mbwatekamwa.

Sheema Municipality  This is an area that has shown signs of violence from the start of the campaigns and this is because of the nature of the people contesting in the party primaries. The race has attracted many candidates but two standout and these are former Assistant Commissioner in charge of Customs at Uganda Revenue Authority Dicksons Kateshumbwa and current legislator who is also Minister of Science and Innovations Dr. Elioda Tumwesigye. Both candidates are strong with money and security apparatus. However, there are reports of ferrying of non voters to the area and also some masquerades as security outfit by one of the two camps.

Mbarara Municipality Mbarara is the regional city of Western region and therefore, this alone gives status and credibility to whoever takes over Mbarara as the bull in a kraal for representation in the region.

Mbarara has been sub-divided into two constituencies, Mbarara South and North. the current Member of Parliament Michael Tusiime is under spotlight for not doing much under the current term. Tusiime is facing it rough from Mbarara businessman and also NRM Central Executive Committee member Robert Mwesigwa Rukaari. Rukaari represents entrepreneurs on CEC. The two camps have seen their supports trading insults and the same is like to happen at polling date. The two are vying for Mbarara North.

Mbarara South Outgoing Member of Parliament for Youth representing Western Mwene Mpaka is contesting for Mbarara South constituency. Although he has competitors, it is likely that they threaten his win as he has mobilized the ground well.

Kaazo This is a new district that was curved out Kiruhura. The battle in Kaazo is between former Principal Private Secretary to the president Molly Kamukama and Ann Ruyondo a daughter to one of the bush war fighter Col. Patrick Lumumba.

Ruyondo narrowly lost to Ann Adeke in the national female elections in 2016 elections. It was alleged that Ms Kamukama silently influenced that election fearing should Ms Ruyondo win, it would have been an automatic ticket for her to use to claim Kaazo. Their campaigns have tense with both camps boasting of money and security.

Other areas deemed hot are Isingiro, Ibanda Fort Portal Hoima, Kibaale and Kiryadongo.

DPP takes over Mabirizi’s case against Bobi Wine

The Directorate of Public Prosecution (DPP) has taken over a case filed by a renowned city lawyer Male Mabirizi against Presidential aspirant and Kyadondo East Member of Parliament, Robert Kyagulanyi Sentamu aka Bobi Wine.

Last month, Mabirizi filed an application contesting the MP’s academic documents and the year of birth. On Monday, Wakiso Chief Magistrates Court summoned Bobi Wine over cases of providing false documents and giving false information.

According to a statement released by the resident Chief state attorney, Buganda road, Janet Kitimbo, in pursuant to article 120 (3) (c), of the constitution of the republic of Uganda 1995 and section 43 (1) (a) of the magistrates courts act  Cap 16, the DPP is taking over and will continue to conduct criminal proceedings in this case.

“In that regard, the complainant is required to furnish the DPP all reasonable information, assistance and to furnish any documents or other matters in this possession or under his control in regard to this case,” reads in part of the statement.

Court summons indicate that the MP is required to appear before Court on the 16th September 2020. He is required to answer charges of giving false information contrary to section 115 (a) of the penal code act, obtaining registration by false pretense contrary to section 312 of the penal code act and uttering false documents contrary to section 315 and 347 of the penal code act.

Last month Mabirizi petitioned Uganda Electoral Commission to avail him with academic papers which the MP filed when he contested in Kyadondo East.

The availed academic papers indicate that the MP failed mathematics at ‘O’ level and general paper at ‘A’ level. This sparked discussions on whether the MP is suitable to lead the country after failing the two subjects. On the other note, the MP missed a first grade by one aggregate at ‘O’ level.

On Monday, Bobi wine said: “The issue of my academic documents and age have been brought up to derail our struggle. I want to encourage all the students out there who miss exams because they haven’t paid fees on time that I went through the same.”  He said adding that the world is looking for people who have done something, not how they did it.
