Don’t use parliament for demonstrations-Kadaga warns

Following the breach of the rules by two strangers in the visitors’ gallery on February 19, 2020, the Speaker of Parliament, Rebecca Kadaga, has issued a stern warning against disrupting the important business of Parliament.

This is not the first time protocol was breached and the corridors of parliament breached when in 2017 a brawl broke out between opposing members of different political parties, leaving some MPs hospitalized and other under disciplinary measures.

The warning follows an incident in the August House when the unruly strangers jumped into the Chamber from the above gallery as MPs debated a ministerial statement on the upcoming Land Information Systems Conference due later this week in Kampala.

The two strangers, arrested by the Police and Sergeant-At-Arms were escorted out of the Chamber as the House continued on with its business on the Order Paper. No one was hurt in the incident and stories in circulation that tell of gunshots being fired have been dismissed as false and only click bait.

The Speaker said that under Section 18 (f) of the Parliamentary Powers and Privileges Act, it is an offence for any person to create any disturbance which interrupts or is likely to interrupt parliamentary proceedings adding that, ‘therefore, the two strangers have committed an offence punishable under the law’.

She said that any person(s) who wishes to demonstrate can do so in compliance with the law, but in other places like the city square or outside the Parliament.

“There are other ways and places of demonstrating or being dramatic; you can go to the National Theatre or the Constitutional Square and express yourself dramatically,” she added.

“The noise heard was as a result of the breakage of a glass cover of one of the tube light that was damaged as the strangers jumped into the Chamber,” reads a statement issued by Parliament.

Investigations into the isolated incident are ongoing and suspects still being held for more questioning into the matter.

Whose standards will Ugandans embrace in 2021?

Ugandans, in retrospection, know that whoever sets our national standards higher than the bar, most especially when it comes to the maintenance of our country’s peace, security and stability stands to win the general elections. And this is not without a background; its an uncomfortable lesson to the haters of peace, one that requires us to accept that some peoples’ norms are simply fluid, that in our case expectations do not simply shift, they are based on a candidate’s past and present valor.

Prior to the advent of the Yoweri Museveni administration in 1986, we were environed to accept the debilitating and ignominious insecurities from which we were delivered by his safe pair of hands. Ugandan voters, therefore, will not, as they have always done, gamble and choose, in 2021, someone who plays by renegade rules of remonstrations like defiance, riotous protests and walk-to-work.

A survey of the opposition’s pack that is seeking the office of chief executive officer of Uganda shows none has what it takes to effectively secure the country in a volatile region bedeviled by insecurities. The western neighborhood simmers with countless insurgencies pulling in all directions just like the northern one. The southern unhinged neighborhood that, in this age closes its boarders with us to the detriment of East African integration, calls for tested leadership which Yoweri Museveni does not lack.

Kiiza Besigye and Bobi Wine in tow, while enjoying their crowded political canvass, have so far unknowingly christened the opposition as a chaotic assortment hell-bent to stampede national progress. They have exhibited a general lack of knack to meld their jostling constituencies; they assume that by shouting from our capital’s bully-pulpit of the central business district that will supercharge their political batteries. From there, the public conversation will definitely take the usual course: Yoweri Museveni’s over 30 years of explicable public commission and a record spanning two centuries, a period of immense positive social-economic and political change are the reasons for his impeccable national and international standing.

His administration, though faced with the challenge of a generational divide, in which a rising cohort characterized by its diversity and exigencies, it has done the most in terms of advancing the youth agenda; that needs to be methodically explained: a burgeoned economy since 1986 has offered countless jobs especially in the private sector, youth representation at all political levels has churned out national leaders in droves, the youth livelihood fund has led to the massification of youth managed small businesses, etc.

The opposition’s mixture of paled fortunes and bravado which makes their rank and file punch above their weight deludes them to become politically rabid; some like Kiiza Besigye who has kept a stranglehold on that sector and Bobi Wine, a “Johnny come lately,” cannot measure to the high standards set by Yoweri Museveni and that disarms them to a point of playing dirty through riotous protests and social-media-mongering. Such fiendish posturing may be politically satisfying and expedient but it comes with a cost; the Ugandan voter who loves his peace is sick of paralyzing polarization. Which is why the Kiiza Besigye-Bobi Wine couple as compared to Yoweri Museveni is only moonlight by the latter’s sunshine.

Uganda will perform better than previous Total CHAN tournaments- Coach McKinstry

Uganda Cranes head coach Johnathan McKinstry is confident Uganda will perform better than the previous Total CHAN tournaments participated in.

Speaking after the draw held in Cameroon, McKinstry hinted on the exceptional pool of talent in Uganda, the work ethics and belief of the players.

Uganda Cranes was drawn in group C alongside defending champions Morocco, neighbors Rwanda and debutantes Togo.

“It is an interesting group to be drawn in. There is a lot of different types of football that we play. It is a proper Pan- African group that has a West African opponent, North African opponent and an East African opponent. The styles of football for all the opponents are obviously different. We know on our preparations that we have to be ready for those different types of football on every given match day.” He said

He said Togo will be making their debut and it will be something new to them as they are slightly inexperienced but equally they have an experienced coach in Claude Le Roy. The players might be inexperienced but a coach who has spent more than 20 years on the African continent.

“I know Rwanda very well and a lot of the players I gave the debut are still part of the team. We look forward to that. For Morocco, it will be a different test all together.” He said

He said a group of 45 players are under close supervision. All of them are aware of that and given personal training for stamina, power and endurance on top of their club training regime.

“In the final week of February 2020, we shall be announcing the provisional group of 32 players. We shall start the camp on March 2nd 2020.”

Kabaka top official drags Apollo Makubuya, two others  to court over land grabbing

City lawyer and former Deputy Katikkiro of Buganda Apollo Makubuya and two others  have been dragged to the High Court on allegations of land grabbing by former Executive Director of the Kabaka Foundation, Ambassador Matia Lubega.

Makubuya is jointly sued with Buganda Land Board Limited and Buganda Minister in charge of Culture and Tourism,Mr. Kyewalabye Male .D

Ambassador Lubega is the founder executive director of Kabaka Ronald Mutebi’s charity arm, the Kabaka’s Foundation.  It is alleged that when Ambassador Lubega retired from active service of the Kabaka, the Kabaka gave him land as a token of appreciation for the work well done and instructed his attorney, Apollo Makubuya, to transfer the land to him. Instead, Makubuya transferred the land to himself, defying Kabaka Mutebi’s direct orders.

These revelations are contained in court documents which this website has seen.

Ambassador Lubega filed this case to court after failing over the last many years to have his land returned to him by Makubuya.

The case is registered under civil suit number 1012 of 2019 of the High Court of Uganda (Land Division). Ambassador Lubega is represented by Kituuma-Magala and Company Advocates.

The land in question is situated on Block 268 Plot 475 Kyadondo in the upscale Lubowa neighborhood along Entebbe Road and valued at about Shs5.3 billion.

The court documents say that Apollo Makubuya who Kabaka fired recently from his position of Deputy Katikkiro on unknown grounds “used his office as Kabaka’s attorney to dubiously acquire the land in question.”

Ambassador Lubega wants court to issue a declaration that he is the rightful owner of this multi-billion land and Apollo Makubuya “defied the executive orders of the Kabaka of Buganda to fraudulently acquire this land.”

Ambassador Lubega also wants Makubuya to pay him Shs480 million per a year for the period he has illegally occupied this land.

Makubuya who is a partner at MMAKS Advocates where the other partner, Timothy Masembe Kanyerezi and David Mpanga of Bowmans were declared by court as conflicted in the case involving Bank of Uganda and former directors of Crane Bank Limited led by Sudhir Ruparelia. soon after the declaration of conflict of interest, Kabaka Mutebi dropped to two in a cabinet reshuffle in the kingdom relegating them to ceremonial functions with less significance. Another law firm that was found to be conflicted is Sebalu and Lule Advocates.

Prime suspect in the murder of Imam Mutumba Masudi arrested

Police has arrested the main suspect implicated in the murder of  Imam Masoud Mutumba Masudi, the Imam of Lwemba Twale Mosque, Lwemba Sub county Bugiri District.

The arrest of suspect was confirmed by police spokesperson Fed Enanga however, didn’t delve into details. “The main suspect in the murder of Sheikh Mutumba Masudi of Bugiri has been arrested by our flying squad teams.” He said.

The Imam was shot dead at his home in Lwemba, Bugiri district. According to eye witnesses, the assailant came walking behind the deceased at around 9:00 pm and shot him dead.

Accordingly to Busoga region police Spokesperson ASP James Mubi said , territorial police in Busoga East Region is actively investigating a case of murder by shooting vide CRB 112/2020.

“He was shot by a single bullet targeted to his head and he died instantly. Upon receiving information, our technical team headed by the Regional CID, Scene of Crime officers and commanders visited the scene and cordoned it off to start investigations.” Mubi said

He said an AK 47 riffle was recovered and has been submitted to our forensic experts to establish which gun was used in committing the crime. Police had earlier on arrested eight people in connection to the murder.

EAC mourn coronavirus deaths

The East African Community (EAC) has noted with grief and shock the death of more than 1,000 people from the outbreak of the Coronavirus so far.

Yesterday World health organisation reported that there are 73 332 confirmed cases of coronavirus and 1870 deaths worldwide. In china alone there 72 528 confirmed cases of the virus and 1877 deaths.

According to secretary general of EAC, Libérat Mfumukeko Coronavirus poses a threat to the well-being of the entire human race, which is all the more reason the world should come together to combat the disease.

“On behalf of the EAC and on my own behalf, I convey my heartfelt condolences to your Excellency, and through you to: the bereaved families, relatives and friends of those of who have passed on; the government, and; the People’s Republic of China.” He said

“We join the people of China in mourning those who have succumbed to the coronavirus. We also wish quick recovery to those who have been infected and are undergoing treatment.”

He said the entire EAC and share with the families of the departed, and the Government and people of China, the feelings of great loss at this time of grief.

“It is our prayer that the World Health Organization, Governments, medical research institutions, universities and other stakeholders will work overdrive to innovate some means to contain the spread of this virus.” He said

As recommended by WHO, Mfumukeko urged people to avoid close contact with people suffering from acute respiratory infections, Frequent hand-washing, especially after direct contact with ill people or their environment and staying away from unprotected contact with farm or wild animals.

 “People with symptoms of acute respiratory infect practice cough etiquette of maintaining distance, cover coughs and sneezes with disposable tissues or clothing, and wash hands.” He said

Uganda AIDS Commission still underfunded- Dr. Nelson Musoba

The Director General of the Uganda AIDS Commission, Dr. Nelson Musoba has revealed that the organisation is underfunded as they continue with the fight against the HIV/AIDS.

Appearing before the Parliament Committee on HIV/AIDS, Musoba said that over 70 per cent of the commission budget is funded by donors.

“Our external donors can only give us funding for our projects for a certain period of time. This affects the continuity of the projects when donor funding expires,” he said.

In the face of a spirited fight against the prevalence of HIV-AIDS with the country achieving an unrivalled high reduction of new HIV infections by 40 per cent, the Uganda AIDS Commission (UAC) has told MPs that Uganda is still among the top 10 countries in Africa with a high HIV burden.

 According to Dr. Musoba, the current donor funding is US $555.9 million whereas government funding for the financial year 2019/2020 is US$ 103 million.

He appealed to the Legislators on the Committee to support the Commission in securing more funding for its activities and projects.

He added that despite of the challenges, the country has achieved an unrivalled 40 per cent reduction in new HIV infections. He however, warned that Uganda remains among the top 10 countries in Africa with a high HIV Burden.

The Chairperson of the Committee, Hon. Florence Namboozo pledged to ask the government to increase funding for the Commission’s priorities.

She also called on the Commission to continue sensitising the public on the dangers of HIV-AIDS.

“There all sorts of festivals and cultural practices happening around the country that are a hot-bed for sexual practices; we need the AIDS Commission to talk to these people starting with Bugisu especially,” she said.

Dr. Musoba promised to fast track the sensitisation campaigns in all districts in the country especially through the district leaderships.

Uganda Red Cross, Coca-Cola deliver relief to Bundibugyo displaced Families.

The Coca-Cola Company, through Coca-Cola Beverages Africa in Uganda has contributed 580 kits of Non-Food Relief Items towards the Bundibugyo floods affected families. The kits have been extended to the communities through the Uganda Red Cross Society, the humanitarian agency mandated by the Government to support the internally displaced communities.

This followed a heavy down pour in December last year which divested the entire district.

A total of 1,152 households composed of 6,768 individuals were affected, 18 bodies retrieved, and left many homeless. Over 800 households became displaced and occupied churches and nearby school buildings, while others coped through their extended family members in safer communities.

The Government gazzetted Semuliki Secondary School and Bubkwanga Camp to accommodate those displaced/homeless and Uganda Red Cross offered humanitarian life line services for a period of two months. Today, a lot has changed. When the rains normalized, some people developed coping mechanisms and have since moved to live with relatives, some re-built their homes, while others are still struggling.

Uganda Red Cross through its fundraising efforts engaged corporate entities to support the local appeal for disaster affected areas country wide.

“This is how Coca-Cola came on board. We are happy to extend a note of appreciation for the support offered to the people of Bundibugyo through The Coca-Cola Company. Thank you for responding to our call when we approached you. I know and trust that the people of Bundibugyo will use these kits to cope and recover from the shock they went through when the disaster hit them.” Said Robert Kwesiga, Uganda Red Cross Secretary General.

While addressing the press at Harugare Sub-County offices, Ms. Maureen Kyomuhendo the Public Affairs and Communications Manager at Coca-Cola Beverages Africa said “As Coca-Cola, we deeply understand the impact of these devastating floods because we live, work and serve in these communities every day. As a responsible corporate entity, we were compelled to improve the lives of the impacted families.

In a message delivered on behalf of the General Manager Coca-Cola Beverages Africa in Uganda, Mr. Melkamu Abebe pledged to continue supporting the people of Bundibugyo and other communities in case of any need.

 “On behalf of the management and staff of Coca-Cola, please accept our humble contribution of relief items that we urgently mobilised using available resources. We have worked with our partners to provide the national recommended standard kits. We thank the Red Cross for having supported you through the tough time and for being a partner in emergency response. We hope that the donated relief kits will go a long way in restoring and improving your lives.” He said

Desert locusts haven’t caused damage to country’s vegetation cover- Minister Rwamirama

The state minister for agriculture, Bright Rwamirama has revealed that Swarms of desert locusts haven’t caused significant damage to country’s vegetation cover and urged people to report all suspected cases to relevant authorities.

Locusts invaded Uganda On Feb 9th, 2020 through Amudat and have now been sighted in seven districts of Abim, Kabong, Nakapiripirit, Amudat, Agago, Katakwi, Nabilatuk.  There are also reports of sightings in Lango, Acholi and West Nile sub-regions.

Since the outbreak, government through its agencies has step up control measures which include rapid spraying in all affected areas with both manual and motorized pumps and sensitization of people.  Pesticides in use include Fenitrothion 96 per cent low volume formulation, Malathion which is an organophosphate insecticide commonly used to control mosquitoes and a variety of insects that attack fruits, vegetables, landscaping plants, and Parathyroid insecticides.

“The swarms of locusts in Uganda continue to spread to other districts in the region and laying of eggs is expected to continue while other locust swarms are still entering the Ugandan space from neighboring Kenya.” He said

According to minister, the Ministry of Agriculture is working on a Preparedness and Response plan that includes a related Fund and multi-sectoral committee for Pest and Disease Risk Management.

Originating from Yemen all through to the coast of Somalia, scientists believe harsh environment and the conflict in Yemen have denied the government there an opportunity to marshal efforts to contain the insects.

The eminent threat caused by the locust invasion is to Food Security. Locusts are herbivorous and feed on green vegetation. Human beings and animals may be safe however the crops and grasslands on the other hand are at risk

KIU ranked best in education service export

Kampala International University (KIU) has been ranked the best institution in exporting education service to the outside world.

According to January 2020 rankings, KIU was not only ranked 4th top most university in Uganda by Webometrics, but also 2nd at regional level among private universities.

According to Webometrics, Ranking are peddled at improving the presence of the academic and research institutions on the Web and to promote the open access publication of scientific results. The ranking started in 2004 and is updated every January and July. Today it provides Web indicators for more than 12,000 universities worldwide.

Ranking system for the world’s universities based on a composite indicator that takes into account both the volume of the Web content they received. The ranking is published by the Cybermetrics Lab, a research group of the Spanish National Research Council (CSIC) located in Madrid.

Speaking to the press, the Vice Chancellor of the university, Dr. Mouhamad Mpezamihigo said pointed out that the institution is yet to go even higher.

“KIU is the best university that has promoted education service outside Uganda. Today, we are here to showcase what is upcoming at KIU and more so, celebrate 2020 in style,” said Dr. Mpezamihigo said

KIU as a center of Excellency, also looks forward to launching a community social responsibility program together with the Ministry of Health, aimed at training adolescents as volunteers to curb sexually transmitted diseases and stamp out the use of illegal drugs among adolescents and the youth.

“KIU is mainly doing this not only as a gesture of giving back to community, but also save Uganda’s next generation,” He assured
