Bobi Wine arrested as police blocks his consultative meeting

bobi wine in kasangati police station

Police have today morning arrested Kyadondo East MP Robert Kyagulanyi Ssentamu commonly known as Bobi Wine after blocking his scheduled consultative meeting for the 2021 Presidential election at Our Lady of Good Counsel church in Gayaza, Catholic Parish.

Arrested alongside him include People Power Spokesperson Joel Ssenyonyi, Bugiri Municipality MP Asuman Basalirwa, Latif Ssebagala, Benjamin Katana and Lewis Rubongoya. They have since been taken to Kasangati Police station.

While Kyagulanyi planned the consultation meetings under Sect. 3 of the Presidential Elections Act, the police accuse him of acting in contravention of Sect 13 of Public Order Management Act

Mr Fred Enanga, the police spokesperson, said they had received the letter and they will be checking today if he had fulfilled the requirements as asked for by the police under the provisions of the Public Order Management Act (POMA).

“He is supposed to notify the area LC1, police and the authorities then when the meeting is taking place we go and access whether the requirements are in place,” Mr Enanga said.

Police have also arrested a number People Power coordinators as it continues to heavily deploy at Our Lady Of Good Counsel Gayaza, Catholic Parish a place scheduled to host Bobi Wine’s first consultative meeting.

Those arrested include Kasangati mayor Tony Ssempebwa who heads Bobi Wine‘s elections teams.

Police have since ordered tent and music service providers off the place arguing the grounds are open and consultations should be in closed spaces.

Hollywood star Ntare Mwine announces $1,000 film challenge

Ntare-Mwine-Mbaho

Hollywood star and Ugandan born actor Ntare Guma Mbaho Mwine has given Ugandan filmmakers a shot in the arm by introducing a short film competition where the winner will take home USD 1,000 (approximately Shs 3.7 million).

Mr Ntare Guma Mbaho Mwine, who holds both Ugandan and American citizenship, unveiled the challenge while meeting film stakeholders who converged at the Uganda Communications Commission head office in Bugolobi.

Revealing that he had recently taken up responsibility as a cultural tourism ambassador, Mr Mwine explained that his new assignment entails promoting not only the natural beauty of Uganda but also its natural talents.

The $1,000 film competition, which he says aims “to inspire you guys to tell unique stories from Uganda,” will be an annual or bi-annual competition for short films of not more than five minutes.

The challenge was well received by the approximately 150 filmmakers and actors present. Some of them may be celebrities in their own right, but the presence of Ntare Mwine in their midst was an awe-inspiring moment, which explains the big turnout at such an inconvenient time – Sunday afternoon in the middle of end-of-year holidays.

The “talk-back session” with Mr Mwine was organised by the Screen Actors Guild in partnership with UCC and Uganda Tourism Board (UTB).

In his welcome remarks, the UCC Head of Multimedia Mr Meddie Kaggwa said the Commission believes “learning from the best is the only way to improve our sector” hence the decision to host Mr Mwine.

On his part, Mr Douglas Lubega, the acting president Screen Actors Guild, expressed gratitude to UCC and UTB for working with his team to make the meeting possible.

Mr Mwine told his audience that he was happy to be home, adding that he likes to see artists “work together, collaborate and inspire one another.”

He shared with the group tips and clips on how to make successful auditions, including self-tape.

Mwine also advised film actors not to think they can only make it abroad, citing the play Biro, his solo performance which premiered at the National Theatre in Kampala 17 years ago before going on to conquer the world and change his life.

“I came home and promoted the play here, and from here it went all over the world,” he said, reminding his audience of the adage “think globally, act locally.”

To artists who think that one needs millions to break through, Mwine said that creativity does not always thrive in moments of abundance, yet limited means could force one to be creative.

Besides, he noted that one could nowadays shoot and even edit a movie on their phone or iPad, thus making it possible for creative but financially crippled minds to showcase their talent.

“Everything has been democratised; there is equal access; we know who the true artists are because true artists have to create whether they have the means or not,” he said.

Asked how one can pick themselves up after being turned down following an audition, Mwine advised: “think of the audition as the one moment you get to act the role, then let it go.”

Mwine, who holds both Ugandan and American citizenship, is best known for his roles in Mira Nair’s “Queen of Katwe” where he acted alongside Oscar winner Lupita Nyong’o, and more recently Ekwa Msangi’s “Farewell Amor,” which is due for its World Premiere at Sundance Film Festival in 2020.

Mwine also acted in “Boost” by Oscar-winning producers Kieran Crilly and Frederic Bohbot, and “Blood Diamond” by Oscar-winning director Ed Zwick where he stars alongside Oscar winner Leonardo DiCaprio.

Back home in Uganda, Mwine announced his arrival on the scene when he staged Biro, a multi-media solo performance piece, which held its World Premiere at the National Theatre. After that, the play gained international acclaim as it premiered in London, New York and South Africa, among other high profile venues.

Uhuru, Raila helped DR Congo’s Tshisekedi win presidential poll

Felix Tshisekedi

Kisumu Governor Anyang’ Nyong’o says President Uhuru Kenyatta and opposition chief Raila Odinga may have played a greater role in organising the DR Congo’s opposition in the December 2018 presidential election that was eventually won by Mr Felix Tshisekedi.

Without elaborating, the governor said the two leaders mobilised African and global support for the Congolese opposition that saw it defeat the ruling party candidate.

“I must thank President Kenyatta and Mr Odinga who had faith in us and went ahead to embrace both the presidential candidate Tshisekedi and his party, the Union of Democracy and Social Progress (UDPS),” Prof Nyongo said on Wednesday.

He was speaking at St Austin’s Catholic Church, Nairobi, during the requiem mass for Mr Gilbert Mundela who, until his death last Friday, was a special adviser to the Congolese leader.

Mr Mundela, 66, suffered a heart attack during a meeting and was taken to Nairobi Hospital where he died of cardiac arrest.

Until his death, he was President Tshisekedi’s adviser in charge of private affairs and was in the city on a mission.

A HELPING HAND

He left Nairobi for Kinshasa on December 22, returned on December 26, and passed away a day later.

Mr Tshisekedi was sworn in as President on January 24 last year at a historic event in which President Kenyatta was the only African Head of State in attendance. Mr Odinga also attended.

Others at the mass were Cabinet Secretaries Fred Matiang’i (Interior) and Monica Juma (Foreign Affairs).

Dr Matiang’i delivered President Kenyatta’s condolences to the family, relatives and friends of Mr Mundela.

Prof Nyong’o told the congregation that he first met Mr Mundela in May 2018 through a mutual friend, Mr Ochoro Otunnu, in the company of Mr Francois Mwamba.

“Otunnu insisted that what was in the offing in the DRC in terms of presidential and General Election was too important to be left in the hands of Congolese people alone,” he said, adding that both Mr Mundela and Mr Mwamba were involved in the struggle in support of Mr Tshisekedi.

REFORMIST

“Otunnu and I had no alternative but to mobilise African support for our friend to win the elections. It seemed a tall order but, listening carefully to Mr Mundela and Mr Mwamba, I was instantly sold to the idea.”

Both Dr Matiang’i and Dr Juma eulogised Mr Mundela as a pan-Africanist who was a strong bridge in the relationship between the two countries.

“Mr Mundela truly believed in Africa and the best way for his family to honour his legacy is to ensure that his pan-Africanist spirit leaves on and that the Africa nation becomes truly one. We shall make useless borders that were not of our own making,” he said.

Prof. Balunywa tipped to replace Kasekende at BoU as Deputy Governor

Prof. Wasswa Balunywa

Makerere University Business School Principal Prof. Waswa Balunywa has been tipped to replace outgoing Deputy Governor Louis Kasekende.

Kasekende who is struggling to have his contract retained or extended has been lobbying powerful figures close to the presidency to retain his number two slot at the central bank.

Prof. Balunywa once served on the board of directors of Bank of Uganda but above all, it is his result oriented economic policies that have turned MUBS  from Uganda College of Commerce (UCC) Nakawa  to leading business school in the country.  Although cabinet granted MUBS  a university status as Kampala Metropolitan University, the MUBS council feel it is better to retain the current status given that it is the only leading business constituent college of Makerere University majoring in business studies.

Prof. Balunywa was over the weekend at Rwakitura, President Yoweri Museveni’s country home where he led a delegation of MUBS staff and council members to meet the president and First Lady and Minister of Education and Sports over the long standing salary increment in public universities.

According to reliable source at BoU, Dr. Kasekende is supposed to leave the number two slot at the central bank mid-January 2020. However, it is understood that given that the board hasn’t renewed or given him an extension of the contract, this has forced Dr. Kasekende to lobby the powerful figures within government without success.

Eagle Online has reliably learnt from credible sources that forced with no clear position on his contract, Kasekende over the weekend sent emissaries  led by former Minister of Finance, Planning and Economic Monitoring, Gerald Ssendawula  and  Catholic clerics to President Yoweri Museveni’s country home of Rwakitura over the weekend to lobby the president with a view of retaining him Kasekende at BoU.

The delegation which is reported to have been dominated by male clerics  argued that it is true BoU needs urgent changes but the changes must be uniform and implemented at a given time without necessarily targeting some individuals. It is common in Uganda for politicians and technocrats to run back to religious leaders for protection or seeking job promotion. And given that Kasekende is faced with uncertainty in his contract, an awkward situation with little assistance but  rather to fall back to religious and political leaders to lobby the president.

Earlier on, reports emerged that Kasekende had unsuccessfully tried to meet President Museveni in an effort to try and explain himself before the appointment authority. Kasekende could have resorted to lobbying the religious leaders after his key contacts in State House were reshuffled and therefore, it complicates matters for him.

Eagle Online has also been informed that Kasekende over the weekend was in Kabale meeting the Permanent Secretary Ministry of Finance and Secretary to the Treasury Keith Muhakanizi.

Parliament recommended changes at BoU after the Commissions, State Authorities and State Enterprises (COSASE) investigations recommended that there is leadership deficit at BoU.

However, a section of society opposed to his stay at the helm of central bank say retaining/extending contract will be underminding the resolution of parliament recommended that there was need to restructure BoU more so the offices of Governor, Deputy Governor and the board.

However, the same people say Kasekende isn’t a right person to retain the job because under his leadership, scandals after scandal have rocked the bank putting its name in disrepute.

Some of the scandal to rock BoU under Kasekende’s watch

The purchase of pens each at Shs350, 000

Closure of banks without proper guidelines and decisions made on phone calls

Auditor General’s report findings on how Shs487 billion was misused by BoU team on Crane bank in receivership

The Shs90 billion printed illegally and smuggled into the country

Old currency saga involving stealing from the BoU currency centres across the country.

Uganda deports South African star Yvonne Chaka Chaka over links with Bobi Wine

Ms Chaka-Chaka seen her hugging Mr. Wine

The Spokesperson of Uganda Police Force, ACP Fred Enanga has confirmed that police and other sister agencies escorted South African musician Yvonne Chaka Chaka back to Entebbe airport to oversee her board back to her country

Enanga said that the immigration authorities reached an agreement to deport back Chaka Chaka when it was discovered that she was only granted a visa as an ordinary visitor but not a performing artist.

Enanga said Chaka Chaka was given a tourist visa which apparently does not permit anyone to engage in any income generating activity like music concerts.

Ms Chaka Chaka who is loved by the Ugandan audience was yet to perform at the end of year event organised by Buganda kingdom. The king (Kabaka) of Buganda who usually presides over the event was expected to grace it.

However, Eagle Online  understands that underlying factor why Chaka Chaka was deported was what the Kampala regime views as her close link to musician/politician Robert Kyagulanyi who is known as Bobi Wine.

In July last year, Ms Chaka Chaka performed in Uganda during a charity concert in Kampala, she referred to Bobi Wine as Uganda’s Nelson Mandela.

She called on the Kampala establishment to free Mr. Bobi Wine who was then in custody battling treason charges. She also called on President Yoweri Museveni who has ruled the East African nation for 35 years to give way for another person to take on the mantle. However, her message to Mr. Museveni was viewed by his handlers as an attack on their leader.

There was evidence against Ruto but Ocampo squandered the chance – ICC experts Report

WHAT NEXT? Kenya's Deputy President William Ruto

Prosecutor Luis Moreno-Ocampo squandered an opportunity to nail Deputy President William Ruto over the 2007-2008 post-election violence, a report says.

The report released by Ocampo’s successor at the International Criminal Court, Fatou Bensouda, reveals that the Office of the Prosecutor (OTP) had enough evidence to succeed in Ruto’s case. But a bungled investigation, which was also marred by witness interference, meant that there would be no justice for Kenyans who were maimed, killed or forced to flee their homes, says the report.Conversely, the report reveals that even without witness interference, Ocampo’s evidence against President Uhuru Kenyatta, former police boss Mohamed Ali, former Head of Civil Service Francis Muthaura, radio journalist Joshua Sang and former Cabinet minister Henry Kosgey was flimsy at best, and it would not have withstood close judicial scrutiny.Experts conducted a post-mortem of the investigation 12 years after the poll chaos, which saw more than 1,100 people killed and over 600,000 residents displaced.

Their report was released Tuesday night and it criticises Ocampo for doing a shoddy job.“At trial, the prosecution lost many of its witnesses, who either recanted or refused to appear. The trial teams attempted to deal with this serious blow to their cases by quite rightly requesting the judges to admit the prior statements of these witnesses, but were ultimately unsuccessful,” states the report. It continues: “Absent the witness interference campaign, it is very possible the prosecution would have been successful in the case against Ruto. Even absent this interference, it is much less likely the prosecution would have prevailed in the other cases.”

The experts who drafted the damning report interviewed at least 30 current and former OTP staff members representing the court’s major divisions and some sections such as the Legal Advisory Section. The team also reviewed various OTP documents and press releases, as well as OTP filings and judicial decisions. On December 14, 2010, the retired prosecutor named six Kenyans as bearing the greatest responsibility for the post-election violence and promised to make an example to the world out of their case.Pressure on OcampoThe report reveals that domestic and international non-governmental organisations and other international actors exerted pressure on Ocampo and crowded out his decision-making.

The former prosecutor is also accused of pitting junior and inexperienced staff against an elite team that had been fronted by the six suspects. The problems that plagued the cases, the experts state, boiled down to Ocampo’s autocratic leadership and decision-making style, staffing practices and office structure. They also focused on conduct of the preliminary examination, investigation, charging and prosecution at the confirmation, pre-trial and trial stages; witness issues, including credibility assessments and interference with witnesses; and the impact of actors external to the OTP.The report singles out Ocampo’s top-heavy and cumbersome decision-making and staffing practices as the key reasons why the prosecution failed. “Prosecutor 1’s (Ocampo) leadership could best be categorised as autocratic, not open to contrary assessments or viewpoints, too often marginalising those who disagreed with him or reacting angrily and threateningly.”It adds: “This leadership style discouraged candid, contrary assessments and viewpoints to the detriment of the cases. Prosecutor 1 instilled an attitude that the Office must go forward with the Kenya cases, must save the cases, regardless of the evidentiary insufficiencies, and that any other view was disloyal.”But Ocampo’s critique of the report is equally scornful.

He accuses the experts of making personalised attacks against him and lays the blame for his failure at the feet of the six Kenyans, saying they were “powerful, refined, well-funded and prepared, and who had a well-oiled engine for propaganda and to interfere with witnesses”.“The report has two main problems: It does not suggest how the witness interference that affected the trial phase could have been controlled.

It also diverts attention thus producing unfounded personal attacks, including to the current prosecutor, and a baseless challenge of the quality of the OTP staff,” he says.Reached for comment, former Attorney General Githu Muigai told The Standard that the report corroborated his sentiments that the case was handled unprofessionally.“This confirms what we had always said all along. The case was incompetently handled by a team animated by external pressures.

The excuse that Kenya was not cooperating with the court is confirmed by the report to be an afterthought. One hopes that the court’s intermediaries have learnt a lesson,” said Prof Githu. The AG represented the country as a friend of the court during hearings at The Hague. The ICC opted to close the cases against the Ocampo Six without acquitting them. All eyes will now be on Bensouda to see whether she chooses to reopen the case against Ruto, or the matter remains held in abeyance.Doubts, however, linger on how far the prosecutor can dig in her pursuit of justice
