Interpol to extradite Vivian Chebet wife to SK Mbuga-Ssekate

Police is holding Angela Vivian Chebet the wife to detained socialite Sulaiman Kabangala aka SK Mbuga over defrauding 53 million Krona (Shs23 billion) from a Swedish boyfriend, Sten Heinsoo, aged 72.

Mbuga was last year arrested in Dubai and detained at Awiir Central jail, over allegations of fraud and is currently grappling with the same cases involving $2.6M in gold deals.

Together with his wife, Angela Vivienne Chebet, 33, the couple is accused of fraudulent transfer of money amounting to 53 million Kronor (about Shs23 billion) from a company account Chebet was running with her 71-year old Swedish boyfriend, Sten Heinsoo.

According to the spokesperson of the directorate of Criminal Investigation Department (CID), Vincent Ssekate, Vivian was arrested on Friday from their home in Muyenga and is currently detained at Katwe police station.

He said they were contacted by Bowman, a law firm representing Einor Mattson AB Construction Company, a Swedish company claiming that Vivian and SK Mbuga diverted US $6 million that is about Shs23 billion.

It is believed that the said money is what the couple used on their luxurious wedding that was held in Kampala in 2016, with sources intimating that it is because the wedding took place shortly after Heinsoo made the last transfer of money.

Chebet was last arrested in Sweden, prosecuted and was temporarily released bail. She was banned from traveling outside the country however, fled and came back to Uganda.

Police working with Swedish prosecutors, the detainee is expected to be extradited back to Sweden to answer all the alleged charges that were brought against her.

You fought whatever was wrong and loved what was right Bishop Bamwoze

Last week, the country received the worst breaking news of the death of one of the greatest men not only in Busoga, Uganda and in the religious circles but also someone who contributed a lot to the development of Uganda as a country in many aspects.

Retired Bishop Cyprian Bamwoze was named Busoga Diocesan Bishop in 1973 before I was even born but as a young man who grew up during his reign of leadership at Bugembe Cathedral, I should say that the country has lost a very important resourceful person not because he baptized me in 1992 but because there is a lot that he put in place that everyone in Busoga diocese looks at and appreciates plus very many other productive initiatives that he started up to empower the different groups of people in Busoga region.

He sourced funds for relief projects like school, health and modern farming and most of all he was among the people who started up Busoga University the only Christian leaning University in Uganda that has been in Busoga for the longest time in history with a number of graduates.
The teachings of Bishop Bamwoze used to be good because he always used the local language that everyone understood though sometimes it was the hard Lusoga that could always leave people not understanding or else misinterpreting his message and I am very sure this was the main reason many people started taking him for a politician than a church leader .

Though I was a Sunday school product during that time, our service could end early and we used to get time to also sit and follow the last bit of the service in the BIG Church where my family elders used to pray from but Bishop Bamwoze was always my best choice. More than anyone else, he became my mentor, theologian, and liturgical instructor. I intentionally adopted his style of speaking and writing as my own especially during those days that he could attend to certain functions and speaks to audiences using quotes, proverbs and many other words of the wise.

As a person who believed in creating peace with everyone, he really loved his kingdom Busoga and was one of those elders that Busoga looked at whenever there was something that required guidance and he was a lead person in making sure Busoga got a Kyabazinga after a long standoff without a cultural leader.

As no doubt all reading this feel, he was a special grace of God, not only to me but to more people than we shall know in this world. For now we share with his family the loss that he described as having torn the fabric of life, but we know that the hope he held with such bold confidence will enable us to persevere in our own callings until we see him with the Risen One in that kingdom of glory which he proclaimed all his life.

While many of us sometimes disagreed with the topics he emphasized especially the political ones, the manner in which he expressed them, and the tone with which he challenged those of ruling government, I always knew that he loved Christ, his Church and his country and he must have decided to always criticize where necessary as a leader because all he said wasn’t because of his wish but because he was always representing the people he led in church. Happily, his many remarkable writings that he wrote and said will make it possible for him to continue his dialogue on faith in the public square.

Yes, he fought a good fight, fought poverty in the region, preached against hostility amongst tribes, preached against illiteracy, shared with the needy and contributed a lot to the construction of the Bugembe Cathedral Church and he deserves the decent burial that he was given at the church, Bishop, our prayers will always be with you and may the mighty angels always comfort you where you are.

High Court dismisses Kipoi’s bail application, sends him back to jail

Former Bubulo West legislator, Tonny Kipoi Nsubuga, has been denied bail by High Court judge after spending close to one year period in jail.

Kipoi was arrested in Botswana in February alongside a one Robert Kitali and both were extradited in March 2018 for reportedly extorting money by posing as a witch doctors. He is currently facing treason charges in Makindye General Court Martial chaired by Lt. Gen. Andrew Guti.

Through his layers led by Ronald Idulo of Ojok and Company advocates, Kipoi has applied for a temporary release from Makindye military barracks contending that he has a fix home in Bubulo where he can be found whenever is required by Court.

“First of the offence that is averred to have been committed by Kipoi is not capital in nature, therefore he can be released on bail to go and look after his family as he reports to court,” said counsel Ronald Idulo.

Counsel Idulo said his client is a Uganda and therefore he has a right to apply for bail as it is stipulated under article 28 of the constitution of Uganda.

Appearing before Justice, Jane Francis Abodo, Kipoi’s bail application was dismissed on ground that military court has jurisdictions to released him on bail all acquit him of all charges leveled against him.

Prosecution avers that between November 2012 and December 2013, while in various districts of Masaka, Jinja, Kampala Uganda, and Kipoi convened meetings to recruit soldiers with the intention of overthrowing government.

In 2013, Kipoi was allegedly arrested in Congo and charged with treason however he refuted the claims, saying he had fled the country because of bad governance under President Yoweri Museveni

Former Bubulo West legislator Tony Kipoi Nsubuga is charged alongside five UPDF soldiers: Sgt. Yunus Lemeriga, Sgt. Adams Mawa, Sgt. Albino Okenge, Cpl. Rogers Mwiru, and Private Ddodola Ijosiga.

FA Cup: United face tough Chelsea test

Two Premier League heavyweights will complete the FA Cup fifth round this evening at Stamford Bridge to fight for a place in the quarter-finals.

The Blues have had the better of their clashes in recent years but United will be eager to return to winning ways after their first defeat in eleven games.

Along with Lingard and Martial – who were injured in Tuesday’s 2-0 loss to PSG in the Champions League – Antonio Valencia and Matteo Darmian are also absentees because of minor injuries.

CAF approves use of VAR at 2019 Afcon

Confederation of African Football (Caf) has approved the use of Video Assistant Referee technology at the 2019 Africa Cup of Nations to be hosted in Egypt.

This was confirmed in a press briefing by Caf in Niamey on the eve of the final of the 21st edition of the Total U-20 Africa Cup of Nations in Niger over the weekend.

The video technology will be used during the game on a number of occasions that include; goals and whether there was a violation during the attacking phase of play, such as an offside or a foul, penalty decisions, direct red card decisions and mistaken identity in awarding a red or yellow card.

VAR was used during the finals of the 2018 Total CAF Champions League between Egyptian giants Al Ahly and Esperance of Tunisia. It was also used at the 2018 Total CAF Confederation Cup.

According to FIFA statistics, the VAR system has had a success rate of 99.3 percent, up from the 95 percent of correct calls by referees without VAR.

The Video Assistant Referee became famous during the 2018 FIFA World Cup in Russia.

Fourteen countries have already confirmed their places at the 2019 tournament and they are; Kenya, Ghana, Senegal, Madagascar, Morocco, Mali, Algeria, Tunisia, Nigeria, Egypt, Uganda, Mauritania, Guinea and Ivory Coast.

The other ten places will be decided during the final qualifiers in March.

The group stage draw will be held on 12th April in Cairo, Egypt.

The 2019 AFCON tournament will be the first to host 24 teams from 16. The competition will be held from 21st June to 19th July.

Newly promoted UPDF generals to be peeped and decorated tomorrow

The Uganda People’s Defence Forces (UPDF) senior officers who were promoted to the rank of General by President Yoweri Museveni and Commander In Chief of UPDF are to be peeped and decorated tomorrow, according to sources.

Those to be decorated are Gen. Ivan Koreta and Gen. Joram Mugume. The two were formerly Lt. Generals.

Others to be decorated are: Lt. Gen. Pecos Kuteesa, MLt.Gen. John Mugume, Lt. Gen. Prossy Nalweyiso, Lt.Gen. Charles Awany Otema, Lt Gen.James Nakabus Lakara, Lt Gen.Peter Elwelu, Lt Gen.James Mugira, Lt Gen. Joseph B Masanyufu, Lt Gen.Charles Lutaaya, Lt Gen. Muhoozi Kainerugaba, who is Museveni’s son. The officers formerly serving at the rank of Major General.

To be decorated also are Maj Gen. Joram Kakari Tumwine, Maj Gen. Elly Kayanja, Maj Gen. Paul Lokech and Maj Gen.Eric Mukasa.These were formerly holding the trank of Brigadier.

Busoga’s Pioneer Bishop, Bamwoze laid to rest

Hundreds of people have gathered at Kyabazinga Stadium in Bugembe, Jinja district to attend a funeral service to send-off the late Bishop Emeritus, Cyprian Kikunhi Bamwoze – pioneer Bishop of the Anglican Diocese of Busoga.

The late Bamwoze was buried today at Bugembe Cathedral next to his late wife, Noame Bamwoze who was buried  here last year.

The speaker of parliament, Rebecca Kadaga represented president Museveni as chief mourner and the Most Rev. Stanley Ntagali, the archbishop

Of the The main Church of Uganda was the main celebrant at the funeral service.

The archbishop was accompanied by service leaders who include Wilberforce Kityo Luwalira the Bishop of Namirembe and Paul Naimanhye the Bishop of Busoga Diocese, and assisted by several other Bishops and Clergy.

In attendance at the service were; second deputy prime minister, Kirunda Kivejinja, former VP, Specioza Wandera Kazibwe, deputy speaker of parliament, Jacob Oulanya, the Prime Minister of Busoga Dr. Joseph Muvawala, ministers; Moses Kizige (Karamoja affairs), Katukba Wamala (works), Betty Kamya (KCCA),  Members of Parliament, Busoga Kingdom Ministers, Busoga Kingdom Royal Chiefs and the Clergy among others.

In her speech, Kadaga hailed the fallen Bishop for the work he did for Busoga.


“He drilled hundreds of boreholes and established hundreds of schools. We shall always emulate his example,” she said.

Earlier, Kazibwe had urged orphans and relatives of fallen mothers to always allow the widowers to remarry such that they would live longer.

“When his (Bamwoze’s) first wife died we advised him to get another wife who would look after him. And it was until recently when his second wife died that his life started deteriorating. Therefore children, stop stopping your fathers from remarrying when your mothers die,” said Kazibwe.

Many speakers hailed Bamwoze for his love and advise he always rendered to the people of Busoga and development projects he initiated in Busoga and Uganda at large.

Ntagali described Bamwoze as a great man who worked tirelessly for the growth of the Church in Busoga.

Bamwoze has been an adviser to married couples who also bonded many broken marriages.

He has been described as a selfless, candid, ingenious, developmental and loving man of God who touched the lives of infants, children, young people and adults in and beyond Busoga.

Bamwoze succumbed to Leukemia at Mulago Cancer institute on Monday February 11, 2019.

He was born in Nakimegere-Naminage on May 15, 1934. He is succeeded by six children.

Who was Bamwoze

Cyprian Kikunyi Ngobi Bamwoze was the first bishop of Busoga. He presided over the diocese for 26 years, the last seven of which were turbulent.

Bamwoze, who was born on May 15, 1934, in Nakimegere Village, Kitayundhwa Sub-county in Kamuli District, to Birusaani Munhanhanfu and Budestiana Mukoda, was consecrated bishop in 1973 and it was not by accident. His father, a peasant farmer, had always wanted his son to become a priest.

He went to Naminage Primary School in 1944 and proceeded to Kamuli Junior School before joining Busoga College Mwiri in 1955. Bearing in mind the fact that his father had always wanted him to become a priest, he in 1960 enrolled for a religious education course in Mukono before going on to study theology in the United Kingdom. He was ordained a priest in 1963.

Impressed by his brilliance, the then Archbishop of Uganda, Prof King, had him enroll for a Bachelors’ Degree in Religious Education and Philosophy at Makerere University. He graduated in 1967 and was posted to St James Church in Jinja from where he rose to become Busoga’s pioneer bishop.

Twice widowed

Bamwoze was widowed twice. His first wife and mother of his six children, Beatrice, died in 1986. In 1988, he married Naomi but he was once again left widowed on June 12, 2016 when Naomi succumbed to diabetes and high blood pressure.

That marked the beginning of the deterioration of his health. Early in February 2017, he was admitted to Nakasero Hospital complaining of stomach complications. In August, it was established that he had leukemia.

The developer

Bamwoze believed that Christianity was more than spiritual welfare of his people.

“He believed that Christianity was also about the social and economic welfare of the believers. That is what informed his involvement in activities aimed at uplifting the living standards of Christians,” says Patrick Waiswa.

Under Bamwoze’s stewardship, the diocese set up the Family Life Education Programme (FLEP), which provides for treatment for, among others, HIV/Aids, Tuberculosis and reproductive health services. He was instrumental in the formation of Busoga Trust, an NGO that works to improve water and sanitation in rural communities.

The educationist

In 1993, the Board of Governors of Busoga College Mwiri, which he headed at the time, passed a resolution to establish a university. In May 1995, the diocese then offered 100 acres of land in Iganga, the seat of Busoga University today.

Rebellion

What caused the rebellion in the diocese and why it remained for seven years remains a mystery. It was believed that some members of the House of Bishops sparked it off because they viewed him as a threat to their own ambitions to succeed the late Yona Okoth as archbishop.

It is, however, also likely that he was always misunderstood by his flock. His messages were often difficult to decipher. The homilies were always punctuated with sayings and proverbs. Even when he would try to speak plainly, the speech would be so pregnant with meaning. A case in point was the 1999 handover to late Archbishop Mpalanyi Nkoyooyo, who was caretaker of the diocese until Bishop Michael Kyomya was enthroned a year later.

“You see who I am handing over your diocese to. Look at him critically,” he said.

His message was that had they not allowed themselves to be used to fight a war that they never understood, he would have been directly handing over the crozier to his successor.

Farming

Bamwoze retired into farming. By April 2008, he was doing so well in fish farming that President Museveni, who was in Busoga to popularise the “wealth for all” programme, lavished praise on Bamwoze and promised to boost his work with Shs600 million. Years later, when the delivery boys turned up, it was with Shs400 million.

“Take it back until President Museveni gets all the Shs600 million that he promised me. After all, I never asked for it,” he told them.

The delivery drove out but were back in a jiffy. They had somehow found the other Shs200 million.

Bamwoze’s politics

He belonged to the Uganda People’s Congress (UPC) and was one of the architects of Jinja, Iganga, Kamuli (JIK), a body headed by the late former minister of Internal Affairs, Dr Luwuriza Kirunda. JIK brought together MPs and UPC constituency chairpersons to plan for the region’s development.

JIK spearheaded the renovations of Busoga College Mwiri, Wanyange Girls’ School, Kiira College Butiki, helped Namasagali College to expand and led to the establishment of new schools such as Bukooli and Kisiki colleges; Nkutu Memorial, Bunya, Bugobi, Bubinga and Nakabugu girls secondary schools. JIK also helped to complete Christ’s Cathedral Bugembe.

There were efforts to convert him to NRM. He led prayers during Mr Museveni’s last rally in Kamuli ahead of the 1996 general elections and has been very close to all NRM big guns in Kamuli, including Speaker of Parliament Rebecca Kadaga. It was, therefore, a surprise when he was named chairperson of Mr Aggrey Awori’s national campaign taskforce ahead of the 2001 general elections.

On the other hand, Bamwoze, a man of modest size, did not go down with the botched Awori campaign. He remained standing tall like a giant sphinx.

It was not until he was weakened by chemotherapy that he scaled down Christian ministry. Otherwise, his homes in Nakakabala and Bugembe were always teeming with Christians in need of counselling.

Despite the fact that the diocese has since been split into two, each with its own bishop, many Christians from either of the two have approached him to preside over their functions.

MTN Executives decry discrepancy in telecom licenses, ask Mbire be protected

MTN Uganda executives have told eagle online that government needs to come up with a homogeneous licence fee for telecom companies operating in the country.
The executives who talked to Eagle Online believe that MTN Uganda is discriminated against when it comes to licence fees, despite the fact that the company is one of the best taxpayers in the country.

For instance they say Airtel paid US$150,000 for the fiver-year licence while MTN was to pay US$58 million to renew the licence for 10 years.

MTN Uganda’s 20-year license expired last October. The firm applied for a 10-year extension and UCC gave it an interim renewal lasting 60-days pending resolution of some issues before a final license is issued.

President Museveni wanted the company to pay US$100 million reasoning that shareholders repatriate huge profits from Uganda.

“You ought to be aware that over the 20 years span during which MTN has been operating in Uganda, it has reaped vast profits most of which have obviously been repatriated. This is common knowledge derived from the company’s own declarations and from our own sources,” President Museveni wrote to UCC and ministry of ICT on October 28, 2018.
Museveni, in also in a letter dated November 19, 2018 to the Minister of ICT and National Guidance Frank Tumwebaze and the Attorney General, said he was “astonished” by UCC’s decision to charge MTN US $58 million.

Tumwebaze in a letter dated December 14, 2018 replied Museveni that UCC had decided to cut MTN’s fee to US $58 million from US$100 million after the company said it would need to invest about US $200 million to meet the conditions of a new national broadband policy.

According to Tumwebaze, the policy compels local telecom companies to invest in infrastructure so as to guarantee high quality voice calls and high data speeds across the country, including in rural areas where returns are low.

Meanwhile, company’s executives have asked government security agencies to spare its Chairman Charles Magezi Mbire from investigation, saying Mbire is not involved in the day-to-day operations of the company. “He only waits for us to bring him a report for approval as Chairman,” one of the executives said, saying the businessman should be applauded for bringing MTN to Uganda.

MTN Uganda is the largest telecom operator in Uganda with more than 10 million subscribers. Government also wants the company to list on the Uganda Securities Exchange (USE) so that Ugandans buy some of the shares. Negotiations on this matter continue between government and owners of the company.

Frightened BoU officials camp in Jinja as COSASE drafts reports on closure of seven defunct bank

Two top officials of Bank of Uganda (BoU) alongside a former colleague are reportedly camped in Jinja purposely to beg MPs on the out-going parliament’s Committee on Commission, Statutory Authorities and State Enterprises (COSASE) not to implicate them in the controversial closure of seven defunct banks whose former owners now want them revived as well as BoU to compensate them for loss of business over the years. The compensation could be in trillions of shillings.

The MPs on COSASE are in gathered a certain hotel in Jinja to write a report on the probe they held against BoU top officials over the controversial closure of banks such as; Teefe Trust Bank, Greenland Bank, International Credit Bank, Cooperative Bank, National Bank of Commerce, Global Trust Bank Uganda and Crane Bank Limited.

The banks, according to BoU officials, were majorly closed due to undercapitalisation.
One of the MPs on the committee told Eagle Online that the BoU officials who want to be spared bear the responsibility for the mess in the closure of the banks between 1993 and October 20, 2017, with Crane Bank Limited (CBL) being the last one to be closed and sold to its rival at Sh200 billion even though BoU claims it spent Shs478 billion on CBL in receivership much as CBL needed only Shs157 billion to remain operating.

The BoU officials, according go the MP, are fearful that the report might recommend not only for their sacking but also prosecution in courts of law for not following guidelines in the laws related to the closure of banks.
Asked if the committee would meet the frightened BoU officials as members draft a report, the MP said that would be against the guidelines that govern committees of parliament when writing such reports.

“Remember we gave them enough time to talk to us, we requested for documents on bank closures, they gave us some while others were never given to us. This is what we will be looking at as we write the report,” the MPs said.
“You remember that the same BoU officials did not want the Auditor General to investigate them when we sent him there. You also remember that in his report, the Auditor General said he was not provided with some of the documents related to the closure of some banks. You also remember that we forced them to bring some of the documents they did not wants us to look at. Remember that when closed our probe last week, some of the documents were still missing.  This is what is frightening them and it is the reason the three officials are camped in Jinja to see if they can influence us. However we it is too late now,” the MP said.

Meanwhile the MP said the committee’s recommendations will be aimed at reorganizing BoU in terms of its operations as well as recruitment of staff. He said one of the recommendations is likely to be that the Ministry of Finance supervise BoU and that the ministry should be the one to have the last say on the closure of banks. “You remember Matia Kasaija who is the minister of finance said he has never received any report on closure of banks,” he said.
The out-going COSASE led by Chairperson Abdu Katuntu is expected to present a report on BoU probe to parliament by end of next week as the new committee led by Mubarak Munyagwa takes over and the latter committee is expected to handle matters that were not handled by the former committee due to time constraint, caused by BoU’s failure to present documents in time as requested.

What is clear, is that the taxpayers will bear the loss should the committee recommend that former owners of closed banks be compensated as requested. “In the recommendations, someone must be punished for such losses,” said the MPs.

Busoga Lukiiko pays tribute to Bishop Bamwoze

BUSOGA Lukiiko has yesterday paid tribute to Bishop Emeritus, Cyprian Kikunhi Bamwoze at Obwakyabazinga Bwa Busoga headquarters in Bugembe, Jinja.

Many in attendance eulogised Bamwoze and praised his efforts towards the development of Busoga and Uganda at large.

Present at Busoga Lukiiko was Speaker George Mutyabule were; the Katukiro of Busoga Dr. Joseph Muvawala, Royal Chiefs led by Issabalangira Samuel Zirabamuzale Menhya, OBB Ministers, Members of Busoga Lukiiko and politicians.

Mutyabule requested that Bamwoze’s monument and those of former Kyabazingas (Busoga Kings) be constructed at the Source of the Nile tourist attraction site in Jinja.

Bamwoze, the first Bishop of Busoga Anglican Diocese, succumbed to Leukaemia at the Uganda Cancer Institute in Mulago, Kampala, where he had been undergoing treatment since December 2018.
