Report moneylenders, there is enough space in Luzira to keep them-Museveni roars

President Yoweri Museveni has ordered Ugandans to report all moneylenders so that they are arrested for extorting them with high interest rates.

“These moneylenders have been cheating you. I have put a padlock on moneylenders. Moneylenders who cheat you and buy land and property claiming that they have signed a purchase agreement for lending you money, we shall arrest them,” Museveni revealed.

He urged, “Report them because Luzira has a lot of space, it isn’t yet full.”

Recently Finance Minister, Matia Kasaija under the Tier 4 Microfinance Institutions and Money Lenders Act, Cap. 61, announced 2.8% per month or 33.6% per annum as the maximum interest rate lenders can impose on the borrowers.

However, Museveni was glad to hear that the recipients of Parish Development Model funds are becoming millionaires.

Musveni made the revelation today while launching the construction works for the 272km Standard Gauge Railway (SGR) from Malaba to Kampala.

The project includes an electric railway line and all associated infrastructure and is set to be completed within 48 months.

Once completed, the SGR will enhance regional integration and international trade, reduce transport costs ($0.155 per tonne-km to $0.05 per tonne-km), reduce travel times from Mombasa to Kampala (10-14 days to 1 day) and reduce road wear and tear, road maintenance costs.

Museveni noted that the SGR will reduce congestion, cost and wastage. He noted that more airports will be constructed in Bwindi, Kasese and Kidepo to ease the movement of tourists to the tourism centres.

He urged that cargo will specifically be on railway and water, the petroleum will be through the pipeline from Kenya, Tanzania and another one from DR Congo.

“The pipelines will help reduce accidents, for example the one in Kigoogwa which claimed many lives.

Uganda to host 43rd African Association of Public Administration and Management conference at Speke Resort Munyonyo

Uganda is to host the 43rd African Association of Public Administration and Management (AAPAM) Round Table Conference and Annual General Meeting.

The meeting which is slated between November 26-29, 2024 will take place at Speke Resort Munyonyo. Over 700 delegates across Africa have confirmed their participation.

The conference will be Uganda’s 3rd time hosting the occasion, the first which was the 20th conference took place in 1998 while the 2nd which 38th conference took place in 2018. It brings together Africa’s public administration leaders to deliberate on advancements in the sector.

The conference under the theme “Agile and Resilient Public Administration Framework for Sustainable Development in Africa”. The aim is to drive discussions on strengthening governance systems across Africa to address the continent’s pressing social, economic, and environmental challenges.

Muruli Mukasa, the Minister for Public Service, noted that the meeting is timely as Uganda undergoes public service restructuring under the rationalization of agencies. The country plans to draw valuable insights from states that have undertaken similar transformations.

 “Nowadays, people require instant responses because that’s what the world demands. The public service should also adopt this agility to meet contemporary needs while upholding the principles of the service. Unlike the old-fashioned style, where communication could take an entire month for approvals, things have changed,” he stated.

According to Mukasa, the gathering positions Uganda as a top destination for international conferences, with accompanying economic and cultural benefits, including increased tourism, investment opportunities, and a chance to showcase Uganda’s cultural heritage. “With partnerships across government ministries, UN bodies, international institutes, and corporations like Kenya Airways, the conference is also an opportunity to boost Uganda’s global visibility. Steps have been taken to facilitate delegate participation, including streamlined visa processing and safety measures for all attendees,” he added.

Former Kenya DP Gachagua decries harassment by State agents in unmarked cars

Former Kenya Deputy President Rigathi Gachagua has raised concerns over alleged state surveillance and harassment, claiming that security agents in unmarked cars have been monitoring his every move.

The outspoken politician, who is now a private citizen, disclosed the ordeal through a public statement that paints a chilling picture reminiscent of past oppressive regimes.

Gachagua has detailed how the surveillance has extended to his Nairobi residence, rural home and even his movements to church and social gatherings.

“Security agents in unmarked cars have been following me wherever I go. They are parking at the entrance of my Nairobi residence, taking note of all my visitors, and they trail me whenever I leave the house, even all the way to my rural home in Nyeri,” he alleged.

The harassment, he claimed, reached a peak last Sunday when a saloon car allegedly trailed him to multiple locations.

“Last Sunday, the saloon car that was parked at the entrance to my residence trailed me to PCEA Kerarapon Church, followed me to where I went for a late lunch and back to the house!” Upon investigating the car’s license plate on the NTSA portal, the plates were registered to a lorry, raising further questions about the intent behind the surveillance,” he revealed.

Gachagua likened the current events to the dark days of the Moi regime, stating, “This surveillance and intimidation of Kenyans was last witnessed during the era of the dreaded ‘Special Branch’ during the 24 years of Moi’s misrule!”

He expressed fears for his safety amid Kenya’s worrying trend of extrajudicial killings and forced disappearances, calling on citizens to hold the government accountable for any harm that may come to him.

He added, “In this era of extrajudicial killings, forced abductions, and disappearances by state agents, I have thought it important to share with Kenyans the harassment and intimidation I am going through and inform them to hold the state responsible if I am harmed by state agents.”

Gachagua appealed for an end to the alleged intimidation, urging the state to allow him to live in peace as a private citizen.

“I request the state to leave me alone! You hounded me out of office, and you should now allow me to enjoy my peace as a private citizen.”

As the nation awaits official government communication, Gachagua’s revelations serve as a reminder of the fragile balance between national security and individual freedoms in the country.

Gachagua was removed from office after he was impeached in a historic vote in the country’s Senate on Thursday night.

Gachagua became the first deputy president to be removed from office in this way since impeachment was introduced in Kenya’s 2010 constitution.

The 59-year-old, who was once a close ally of President William Ruto, faced 11 charges including insubordination to the president, inciting ethnic violence, corruption, undermining government and money laundering, among others.

Gachagua rejected the charges against him as being politically motivated.

But the Senate – which only had to find him guilty of one charge to remove him – decided he was guilty of five of the 11 that Gachagua faced.

Gachagua, who previously served as a member of parliament, was elected into office to serve alongside President Ruto in August 2022. The two defied the odds to win the election, but their relations have since sputtered, even as Ruto has warmed to opposition leader Raila Odinga, his main rival in the elections.

Besigye has not owned a gun in last 20 years- Byanyima

Winnie Byanyima, a wife to the opposition leader, Dr. Kizza Besigye has revealed that he (Besigye) has not owned a gun in the last 20 years.

“He does not own a gun, I live with him and there are no guns in our house. These are trumped-up charges trying to stop him from his work as an opposition leader opposing the government democratically and peacefully,” Byanyima said.

Besigye and his comrade Hajji Obeid Lutale were kidnapped in Kenya and drove to Uganda where he went on to be charged with cases of possession of a pistol and holding meeting in Geneva in Switzerland, Athens and Nairobi in Kenya aimed at soliciting for logistical support and identifying military targets in Uganda with intent to prejudice the security of the Defence Forces.

The duo was remanded to Luzira until December 9, 2024.

Winnie Byanyima said that these are trumped-up charges and questioned how a civilian would be tried at the court martial.

Besigye’s arrest comes barely four months after 36 Ugandan citizens affiliated with the Forum for Democratic Change (FDC) were abducted in Kisumu and taken to Uganda, where they were allegedly tortured and detained.

The group had travelled to Kenya to attend a leadership workshop and was cleared by immigration officials in both Kenya and Uganda.

Education Ministry drops internship proposal on student teachers

The Ministry of Education and Sports has dropped the proposal to impose internship on student teachers and instead opted to maintain only school practice, after many experts in the education sector questioned the practicability of implementing both internship and school practice.

The government’s latest position was revealed by Brighton Barugahare, Assistant Commissioner Policy Analysis- Ministry of Education and Sports while appearing before Parliament’s Education Committee to respond to the various questions and concerns raised by various stakeholders during the consideration of the National Teachers Bill, 2024.

“While internship and school practice are different in meaning and practice, Government agrees to drop this requirement due to practicability concerns which were raised and were extensively discussed in meetings,” Barugahare said.

In August 2024, the Ministry of Education and Sports, tabled before Parliament the National Teachers’ Bill, 2024 in which Government sought to be given exclusive rights to post all students seeking to train as teachers in Uganda for internship, despite the glaring failure the policy is facing in the health sector.

Kedrace Turyagyenda, Permanent Secretary, Ministry of Education noted that there should be comprehensive school practice that will enable teachers come out with the prerequisite competences to be effective teachers and one of the practical way of doing it was to start school practice in in first year so that they do it for the three years.

NSSF launches ‘Smartlife Flexi’ to expand social security coverage

The National Social Security Fund (NSSF) has launched the NSSF Smartlife Savings Plan, a voluntary savings product aimed at expanding social security coverage. This initiative targets existing NSSF members, non-NSSF members in the formal sector, the informal sector, and Ugandans in the diaspora.

The initiative is designed on a voluntary membership principle that allows members to choose how much to save, when to save, for how long, and when to exit without condition

The launch follows the issuance of the National Social Security Fund (Voluntary Contributions and Benefits) Regulations, 2024, by Betty Amongi, the Minister of Gender, Labour and Social Development, on November 8, 2024.

Speaking at the launch event in Kampala, NSSF Managing Director Patrick Ayota highlighted that the new product stems from amendments to the NSSF Act, allowing the Board to introduce innovative products based on member needs.

“In 2021, we conducted the NSSF Members Needs Research. It revealed that 60% of our members wanted more voluntary savings options to address their retirement, education, health, and business capital needs,” Ayota stated.

The NSSF Smartlife Savings Plan offers flexibility, enabling savers to set mid to long-term goals with affordable contributions starting from Shs5,000. Contributions can be made at the saver’s chosen frequency, with returns computed daily and credited monthly. While the minimum lock-in period is one-year, early withdrawals are allowed with minimal costs.

Ayota emphasized that anyone can make voluntary contributions, including mandatory members looking to make top-ups. “We designed this plan to be flexible and affordable, catering to various saver needs,” he added.

The Smartlife Flexi component is part of NSSF’s strategy to increase social security coverage to at least 50% of Uganda’s working population by 2025. Currently, the Fund serves approximately 2.3 million Ugandans, predominantly in the formal sector. The new plan aims to include the informal sector, which plays a significant role in the economy yet remains largely unprotected.

Eligible participants include all Ugandans aged 16 and above, as well as non-Ugandans living and working in Uganda with valid identification. The plan empowers savers to choose their saving amounts, timing, and duration, with goals starting from a minimum of one year.

NSSF Board Chairman David Ogong expressed gratitude to the government for supporting the Fund’s efforts to introduce flexible saving options. He urged members to leverage the Smartlife Flexi plan, citing NSSF’s strong track record in safeguarding and growing member savings.

Thadeus Musoke, Chairman of the Kampala City Traders Association, praised NSSF’s innovation, noting that the Smartlife Flexi plan gives traders better control over their finances, promoting capital growth through consistent saving.

He said, “In Uganda, we have a bad culture of accumulating capital through savings and instead opt for loans whereby members’ property is at most times auctioned until KACITA comes to mitigate.”

Minister Tumwebaze orders crackdown on misuse of gov’t-issued agricultural equipment

The Minister of Agriculture, Animal Industry and Fisheries, Frank Tumwebaze, has directed district officials to monitor the use of government-issued agricultural mechanization equipment and ensure that it serves its intended purpose of boosting food production and productivity.

The government through the Ministry of Agriculture has been distributing tractors and other agricultural tools to farmers, farmer groups, and institutions to support large-scale production.

However, concerns have arisen regarding the misuse or underuse of these resources.

“It has come to our attention that there are cases of misuse and underuse of agricultural mechanization facilities,” Tumwebaze noted in the letter.

“Some beneficiaries have turned them into private businesses for hire, while others have monopolized their use, leaving them idle instead of supporting those in need.”

To address this issue, Tumwebaze clarified that these tractors are distributed based on demand and are strictly for agricultural purposes. The equipment remains government property and misuse could lead to its withdrawal and redistribution.

“We provide tractors where there is effective demand and not for hire,” Tumwebaze emphasized.

He added, “Before an individual, group or institution is recommended, there is a need to establish that the entity deserves. When equipment is underutilized or misused, the Ministry retains the right to withdraw and reallocate it to deserving farmers.”

The ministry also announced plans to deploy auditors to evaluate the performance of the distributed equipment, including tractors, milk coolers, and maize mills. This assessment will help refine future beneficiary selection and ensure accountability.

“I write, therefore, to ask you to monitor and look out for how tractors or other agricultural value chain equipment/technologies are being used by the beneficiaries,” the minister instructed.

He added, “Where a group is unable to utilize the equipment or is using it for purposes other than agricultural, please inform us to allow for repossession and reallocation.”

Tumwebaze also appealed to district leaders to cooperate with the audit teams and facilitate their efforts.

Besigye was kidnapped by Ugandan operatives facilitated by Kenyan establishment-Martha Karua

Kenyan oppositionleader and iron lady Martha Karua has revealed that Dr. Kizza Besigye was kidnapped by a cobweb of operatives from both Uganda and Kenya.

She said the Nairobi regime helped machinists from Kampala to kidnap Besigye from Riverside Apartments after he was dropped off by a taxi driver.

In the latest episode, the Pan African Opposition leaders Solidarity Network has issued a strong statement demanding for his immediate and unconditional release who they say went missing on Saturday November 16, 2024.

Besigye was dropped off at Riverside Apartments for a meeting and a taxi driver who waited for him in the parking area from 4:30 pm until 4:00 am on Sunday morning received no response to his calls or messages Martha Karua, the network’s convener said.

“We suspect that Dr. Besigye may have been abducted after he was dropped at Riverside Apartments, most likely by Ugandan authorities working in cahoots with facilitated by Kenyan authorities” the statement reads.

TheKidnap and subsequent arraigning of former presidential candidate and opposition ideology Kizza Besigye suggest that the Kampala regime has learnt and forgot nothing from past ventures in trying to intimidate and harass one of the men that brought the very system into power 40 years ago.

Like the saying goes history repeats itself, this seem to be true for Dr. Besigye whose journey to Luwero to join the so-called struggle under the then military leader Yoweri Kaguta Museveni started in the same capital Nairobi at Aga Khan university teaching hospital so is the tardiest situation in which the retired army colonel who cut short his medical profession from same Nairobi he was kidnapped and sneaked into Uganda for apparently possessing a pistol and lobbying for fire arms from Western capital as per the revelation of the state in the latest attempt to silence a credible opposition.

In July 2024, 36 members of People’s Freedom Front (PFF) Besigye is a member were also arrested in Kisumu in Kenya at a hotel and forcefully transported back to Uganda where they were held in safehouses before being produced in court on terrorism charges.

“These abductions from Kenya soil, followed by illegal detention in other countries do not bode well for the region” Karua slammed the Kampala regime.

The network called on the Kenyan security apparatus especially the National Police Service to account for Dr. Besigye’s disappearance and for both Kenyan and Ugandan governments to adhere to human rights and international law.

“We challenge the governments of Kenya and Uganda to conduct their cross-border operations in accordance with their respective laws and international human rights law” she said. Adding “Why would government connive to abduct their citizens across boarders when they have the opportunity to make a formal arrest at home?”

Nairobi has lately been an epi-centre for abductions with Turkish, Nigerian and now Uganda’s Besigye being the latest in the growing trend.

However, the Pan-African Opposition Leaders Solidarity Network says it has informed various international organisations about the incident including the African Union, the East African Community and the United Nations.

Besigye has been arrested several times and similar charges slapped against him by Kampala authorities. He is seen as a threat to the Kampala regime.

Ugandan authorities claim that Besigye was found with a pistol in Nairobi. However, interestingly, the complaint is Uganda and not Kenya a foreign country where he was found with a gun. Other allegations are that he has mobilizing for arms in foreign western capitals.

Museveni directs police commanders to deny bail to PDM funds embezzlers

President Yoweri Museveni has issued a stern directive to Regional Police Commanders (RPCs), prohibiting the granting of police bonds to individuals accused of embezzling funds for the Parish Development Model (PDM) and Emyooga programs.

Addressing the leaders of the Teso sub region at Kumi Municipal Grounds yesterday, Museveni emphasized the importance of safeguarding funds meant to uplift Uganda’s village economies.

This was during the second day of the ongoing Presidential wealth creation assessment tour in the Teso Sub-region which commenced on Monday, November 18, 2024.

“I have received reports from ISO about individuals stealing PDM money. Some were arrested but given police bonds,” the President stated.

“I now direct the RPCs, no more police bonds for anyone who has stolen PDM or Emyooga money. If you give a police bond, I will ‘bond’ you myself.”

President Museveni also warned that such leniency undermines efforts to defend the village economy and vowed to engage the Chief Justice to put an end to these practices.

“This money is for transforming communities. If someone steals it, refunding alone is not enough, you must refund and also go to jail. Was it given to you as a gift?” he asked rhetorically.

“PDM and Emyooga funds are critical to Uganda’s development and must be protected at all costs. No one should play games with this money. We are transforming lives, and we won’t allow anyone to derail that mission,” he also noted.

The President also criticised the practice of deducting bank charges from PDM funds before they reach beneficiaries.

“I demand that the Ministry of Finance covers all bank charges. Recipients must receive their full amount, no deductions, no additions,” he declared.

On the other hand, President Museveni reiterated the need to change societal attitudes, which he referred to as “the problem of sleep.”

Drawing from his own experiences, he recounted how exposure to global history in the 1960s inspired him to challenge the belief that Africa’s challenges were insurmountable.

“The problem of Africa is sleep. It’s amazing how people can be so unaware of their potential. In the 1960s, some people told me that Banyankole could never change,” he remarked.

“I disagreed, my own mother, who was a traditional woman, changed after joining Christianity. She learned to boil milk, iron clothes, and knit. If she could change, why can’t we?” he inquired.

President Museveni also addressed environmental conservation and sustainable development, particularly the misuse of wetlands for rice farming.

He called for a shift towards fish farming as an alternative that benefits both the environment and the economy.

“I visited Limoto Wetland Restoration Center in Pallisa and found that when people stopped growing rice in the swamp and adopted fish farming, their income grew significantly. One family now earns Sh62 million annually from fishponds, compared to Sh1 million from rice farming,” President Museveni said.

He explained that fishponds located at the edges of wetlands not only protect the environment but also provide a sustainable source of income.

“This approach restores the swamp, secures water for irrigation, and helps families get out of poverty,” he added.

The President expressed satisfaction with the impact of PDM in many parts of Uganda, noting that the initiative has enabled people to invest in livestock, poultry, and other income-generating activities.

President Museveni assured the public of continued support for PDM, with Sh100 million allocated annually per parish.

Additionally, he revealed plans to use centres like Serere to breed animals and multiply foundation seeds through zonal centres to further boost agricultural productivity.
