Why FDC’s Amuriat has to retain Winnie Kiiza, Ssemujju and other pro-Muntu MPs

Last Friday’s election of Patrick Amuriat Oboi (POA) as FDC president sent shockwaves in the opposition realm and marked the crossing of a Rubicon in the testy politics of Uganda’s largest opposition party.

In a David vs Goliath race, Amuriat polled 641 votes to Maj Gen Mugisha Muntu’s 463, defeating him with 168 votes.

But as darkness engulfed Namboole Stadium deep into Friday morning, those that were particularly shaken and worried by Amuriat’s victory are the FDC leaders in Parliament who all supported Gen Muntu.

Leader of Opposition Winnie Kizza, Opposition Chief Whip Ssemujju Ibrahim Nganda, PAC Chairperson Angeline Osege and her deputy Gerald Karuhanga, COSASE Chairman Abdu Katuntu and Local Government Accounts Committee Chairman Reagan Okumu, all spiritedly backed Gen Muntu.

Deputy Opposition Whip Roland Mugume Kaginda, Government Assurances Committee Chairman Hassan Kaps Fungaroo and Local Government Accounts Vice Chairman Okin PP Ojara are the only FDC leaders in Parliament who backed Amuriat.

Perhaps, MPs who worked with Amuriat during his three-term stint in Parliament knew better that the office of the FDC president is more onerous than representing Kumi County.

After clinching victory, Amuriat acknowledged that he did not enjoy the support of most MPs and appeared to strike a magnanimous chord when he suggested that now is the time to put the campaign squabbles to a past.

“I would like to address my friends the MPs, LoP and her team; you are a great asset to this country. We have got to forge a good relationship so that each of us is comfortable as we do our work. I know number of you did not trust that I can run the party but this is something of the past. You have a president before you and so we need to work together,”Amuriat said.

But Amuriat was quick to add a disclaimer, warning that the: “Battle for the liberation of this country is not going to happen there (Parliament). It will happen outside.”

Amuriat was effectively putting the MPs who did not back him on notice; defiance-and not compliance, is the way to go for the party.

Naturally, the FDC MPs who did not support Amuriat left Namboole fearing for their jobs and they are right to do so.

Parliament’s Rules of Procedure require that a review of the post of the LoP,Opposition Chief Whip and  leadership of the four accountability committees be done every two and half years.

Mid next year, the positions of all the FDC leaders in Parliament will be reviewed by the FDC president, who will no doubt be guided by the Secretary General Nandala Mafabi and founding  President  Kizza Besigye.

Winnie Kizza and her team have, however, done enough to retain their positions.

The leadership Winnie and Ssemujju have exhibited during the fight against the removal of age limits in Parliament cannot be understated.

And as the English say, ‘if it ain’t broke, don’t fix it’!

For Katuntu, under his leadership, Cosase has managed to recover Shs 26b from profiteering Chinese firms while his leadership of the probe into the Oil Cash Bonanza (President Museveni’s Shs6 billion ‘handshake’) is still fresh in the memories of Ugandans.

Accountability committees have been the shining light of the Tenth Parliament and a reshuffle of leadership would be ill-advised.

And there is also the need to avoid further polarisation of the party. If Amuriat replaces Winnie Kizza and her team, it would lead to a further disintegration of a party that is already split by two diametrically opposed sides.

Kamuswaga, UNRA agree on road network deal in Kooki

The Kamuswaga Apollo Sansa Kabumbuli Lwampanja has called on the people of Kooki to embrace culture and unite in a bid to foster development.

Speaking on Saturday, on the sidelines of the Ezigati, an annual cultural festival to recognize the heritage and potential of his kingdom, the Kamuswaga noted that Kooki was resource-rich and that the people need roads to be able to transport their produce to markets elsewhere.

Consequently, the Kamuswaga said he had agreed with the Uganda National Roads Authority (UNRA) to construct a road network in Kooki, in exchange for the money he is supposed to be compensated for his land that will be acquired by the roads agency.

Earlier in the day, he had hosted pupils and students from 21 schools across the kingdom to attend and perform at the Ezigati.

Later in the evening older people from all walks of life joined the all-night long fete that climaxed with a lottery in which a lady won herself a motorcycle. Other winners of the night walked away with bicycles, phones and a host of other prizes.

The glamorous fete, attended by almost all top officials of the kingdom, was spiced up by a number of entertainers among them the Golden Band, whose star performers like Stecia Mayanja and MC Mariach kept the revelers on their toes.

Meanwhile, on Christmas Day the Obwa’Kamuswaga will host children from Kooki to a treat, at a function organized by the Omugo under her children’s charity, the Bwowe Royal Children’s Development Fund that is headed by educationist Margaret Namata Lugalambi.

According to Ms. Namata Lugalambi, Bwowe was launched in October 2016, and is aimed at helping disadvantaged children in the Kooki kingdom.

BoU to face closed banks audit

The Bank of Uganda (BoU) has come to the spot, with Members of Parliament seeking to establish the fiduciary state of affairs of the liquidated banks in the country, among them Crane Bank.

And in a bid to get to the bottom of the matter, Parliament’s Committee on Commissions, Statutory Authority and State Enterprise (COSASE) has asked the Auditor General to audit the BoU with a view of knowing the reasons behind the closure of banks like Greenland Bank of Sulaiman Kiggundu (RIP), International Credit Bank of Thomas Katto (RIP)’ the National Bank of Commerce and the Crane Bank that was closed in December last year.

In a closed door meeting with officials from BoU led by Deputy Governor Louis Kasekende to answer queries raised in the AG’s 2016 report, Abdu Katuntu, the Cosase chairperson, said the 90-day audit should be comprehensive, covering all aspects like assets and liabilities of the closed banks.

He also said a supra audit would be carried out to check the efficiency of the Bank Supervision Directorate that is headed by Ms. Justine Bagyenda.

Meanwhile, the BoU has asked to committee to keep matters regarding Crane Bank’s liquidation confidential, informing the members that the case is before court.Documents presented to COSASE reveal that BoU has so far spent Shs4.5 billion on Crane Bank case minus legal fees for external lawyers.

NBS comes to Anita Fabiola’s rescue

Following close to three years of job hunting, it appears former NTV presenter Anita Kyalimpa aka Fabiola has finally landed a job.

Reports indicate that the former ‘Be My Date’ host has landed a job with NTV’s biggest rival, NBS TV, and Fabiola will be soon on our screens, much as we are yet to establish the show that she will be presenting.

Following her sacking by NTV in 2015 when her nude photos leaked to the public, Fabiola has been hoping from one station to the other, hunting for another job.

She initially benched Urban TV for days but her efforts never paid off, and then briefly ventured into acting before signing with Talent Africa early this year as an MC.

But even then, the only big gig she has ever hosted was Tekno and Mr Eazi’s recent show in Kampala.

KCCA blames ‘brutality’ against its staff on politicians, media

Kampala Capital City Authority (KCCA) has blamed politicians and media for inciting violence against its enforcement officers.

The assertion was made this morning in a meeting between KCCA officials and legislators on the Parliamentary Presidential Affairs Committee.

KCCA had been summoned to answer queries on the brutality meted out against people in Kampala by its enforcement officers, following numerous complaints from members of the public.

In her signed presentation to Parliament, KCCA Executive Director Jenifer Musisi said that in incidences where a community group is to be affected by the enforcement action, the councilors and MPs have been engaged and often times this has resulted into deferment of the enforcement action.

Musisi said that politicians have always backed criminals so as not to erode their political base.

‘There is marked reluctance amongst the political class to support enforcement action as this is perceived as an attempt to erode their political support. This has resulted in politicians becoming hostile and undermining enforcement operations. Some leaders including political leaders incite the public against KCCA enforcement staff as they carry out their duties’, Musisi wrote.

However, it wasn’t only politicians that KCCA attacked, but also members of the Fourth Estate, who were blamed for only covering negative stories, while sidelining the positive achievements of the Authority.

She noted in her document that whereas KCCA has undertaken numerous enforcement actions without incident, these have been ignored.

“In many instances the concerned parties have voluntarily complied with the notices issued to them unfortunately, these instances the concerned parties have voluntarily complied with the notices issued to them unfortunately these instances are not news worthy because the preference if for those rare occasions when the affected people resist our actions even where they have no legal basis whatsoever for doing so but just in the hope that they shall attract public sympathy,” Ms. Musisi wrote.

She also attacked Ugandans for failing to acknowledge the financial contribution made by the ream in which Shs654,255,000 was collected in 2016/2017, by the Law Enforcement Unit, ‘but instead resorted to spreading false propaganda’.

Musisi also argued that most of the stories and videos circulated on social media accusing KCCA staff of atrocities are simply fabricated to tarnish the Institution’s image.

“In our view, many of these allegations against Enforcement Unit are simply a ploy to solicit and attract sympathy from all quarters in the hope that KCCA shall ultimately be hand-tied so that we fail in executing our statutory mandate,” Musisi’s response read in part.

The Authority also argued that the accusations on KCCA have only been one sided, forgetting that some of its Enforcement Officers have suffered the wrath of errant and resistant members of the public, which has resulted in grievous bodily harm and serious injury to their staff.

The Authority also denied allegations of impunity among enforcement officers saying that since 2012, a total of 134 enforcement officers have been fired on grounds of indiscipline, absenteeism, extortion and other corrupt practices.

Yet still, the Authority has decried the small number of enforcement officers saying the body needs 481 enforcement assistants to respond to situations in the city.

MPs issue ultimatum for Musisi–Lukwago fights

The Parliamentary Committee on Presidential Affairs has issued an ultimatum on Kampala Capital City Authority (KCCA) top officials to stop bickering and work for the development of the city, or risk not having the Authority’s budget passed.

The ultimatum followed a meeting between KCCA Executive Director Jenifer Musisi and Lord Mayor Erias Lukwago, after the two tabled contradicting views on the brutality of law enforcement officers.

In his submission Lukwago denied knowledge of the statement tabled by the KCCA technical team on the matter, a decision that didn’t go down well with MPs.

“The unit is carrying out unregulated operations with brutality and isn’t subject to any disciplinary action,” Lukwago said.

The Lord Mayor singled out Kituma Musoke, who was hired as Musisi’s body guard, but swiftly turned to head the Enforcement Unit, saying he used his powers to wreak havoc both within the city and unit as a whole.

“The Unit is working as militia with a lot of impunity,” Lukwago further charged.

Lukwago also complained on the unfair treatment from MPs whom he accused of ganging up against him whenever he raises matters about Kampala.

The Lord Mayor also demanded the relocation of the KCCA court, saying many people have been ‘tortured’ by the court.

However, in her presentation, Musisi had defended the Law Enforcement Unit, saying it is carrying out its normal duties.

On intervention Committee chairman Jessica Ababiku, warned the duo against the continued bickering threatening not to process any Bills or Budget if the two warring sides ever appear with diverging views.

Suzan Amero, the Amuria Woman MP, on the other hand called for change in the structural appointment of the Executive Director of KCCA.

“The biggest challenge in KCCA is the struggle for power. The Executive Director has too many powers because she is appointed by the President yet we think she should be appointed by the Public Service Commission,” Ms. Amero said.

DP to sensitise Ugandans on human rights

As the clock ticks towards the World Human Rights Day on December 10, the Democratic Party (DP) is set to conduct public lectures in and outside Kampala to sensitise Ugandans about human rights.

DP President Norbert Mao said the first lecture, under the theme ‘attacking police brutality’, will be conducted at the Constitutional Square, after the party cleared with KCCA.

“The country fears even to sound itself about this day’s celebrations because of acts that contradict the law, however Ugandans should shout a loud voice to stop police brutality and demand for their rights,” Mao said at DP headquarters in Kampala.

According to Mao, the party will also focus on sensitizing people about their rights as enshrined in the 1995 Constitution and the Bill of Rights comprising the Universal Declaration of Human Rights (UDHR), which was ratified by Uganda.

Mao also said there will be music shows in various areas of Kampala by artistes who have been instrumental in advocating for human rights like Kyadondo East MP Robert Kyagulanyi Sentamu aka Bobi Wine and Ronald Mayinja among others.

“Bobi Wine has always been a great motivation to as far as human rights is concerned, his songs like fighting for freedom really puts a block on improving and promoting human rights,” Mao said.

The DP leader also castigated the killings in Kasese last year, in which over 100 people died.

The 2016 Uganda Human Rights Report puts the Uganda Police on the spot for human rights abuses including frequent arrests of Ugandan opposition leaders and journalists among other cases.

EC sets dates for Ruhama by-election

The Electoral Commission has approved the electoral programme for by-election of the Member of Parliament for Ruhama County Constituency, Ntungamo District.

The Ruhama County parliamentary seat fell vacant following the death of the former Member of Parliament, William Beijukye Zinkuratiire on November 3, 2017.

And during this by-election programme, the Commission will also conduct elections and by-elections to fill vacancies existing in various Local Government Councils in Ruhama County Constituency, Ntungamo District.

The programme will commence with an update of the National Voters’ Register from November 28 to December 1, 2017, at update stations in each of the fifty (50) parishes in Ruhama County Constituency.

The Commission has also appointed Friday December 1, 2017 as the cut-off date for registration of voters in the Constituency. Registration and transfer of voters from one polling station to another within Ruhama County Constituency will not be conducted after this date.

The display of the National Voters’ Register will be conducted from December 11 to 20 2017, at all the one hundred and ninety-nine (199) polling stations in Ruhama County Constituency.

The nomination of candidates will be conducted for a period of three days, starting on Monday, December 11, 2017 and ending on Wednesday, December 13, 2017, at Ntungamo District Headquarters.

Campaign meetings for candidates for elections of Special Interest Groups (SIGs) shall be held for a period of twenty (20) days, that is, from December 15, 2017 to January 5, 2018, while the campaign meetings for candidates for Member of Parliament and Local Government Councils by-elections and elections shall be held for a period of twenty five (25) days, that is, from December 15, 2017 to January 9, 2018.

Polling for elections of Special Interest Groups (SIGs) shall take place on Tuesday, January 9, 2018 and shall be by secret ballot by electoral college at the respective sub county/town headquarters.

The polling shall start at 7:00am and close at 4:00pm.

Polling for Member of Parliament and Local Government Councils shall take place on Thursday January 11, 2018 at all polling stations in Ruhama County Constituency, and (polling) shall start at 7:00am and close at 4:00pm.

Cranes keeper Onyango in nominations for two CAF awards

Uganda Cranes captain and goalkeeper Denis Onyango has been nominated for two Caf accolades.

Onyango was nominated in the Player of the Year category

Onyango, who also turns up for South African side Mamelodi Sundowns, was shortlisted in the category of African Player of the Year and Player of the Year based in Africa.

The Ugandan will face stiff competition though from the likes of Victor Moses, Sadio Mane, Pierre-Emerick Aubameyang and Mohamed Salah.

Onyango was named 2016 Player of the Year (Based in Africa) after playing an instrumental role in helping giants Mamelodi Sundowns win the Caf Champions League title last year, beating teammate Khama Billiat and Zambian Rainford Kalaba to the award.

Eleven players made the cut for the Player of the Year and 10 for the Player of the Year (Based in Africa) after votes from members of the CAF Technical and Development Committee, CAF Media Experts Panel and Independent Media and TV Consultants, from the initial 30-man list.

The final three shortlisted players will be voted for by Head Coaches or Technical Directors of the National Associations and ten members from the Independent Media and TV Consultants group as well as National Team Captains.

The Awards Gala will take place on Thursday, January 4, 2018 in Accra, Ghana.

AUPL: SC Villa eager to stretch table lead

SC Villa players undergo training

The Azam Premier League enters match day 13 today with all the clubs in action before the called-up players depart for the forthcoming CECAFA tournament.

With 12 games played by each club, SC Villa lead the table with 25 points, two points above second placed Police FC. Express dropped in the relegation zone with 11 points tied with Masavu FC while UPDF are at the bottom with only 6 points.

SC Villa take the fine form to struggling Masavu FC after edging fierce rivals Express 1-0 at Masaka Recreational Grounds last Friday.

The Jogoos travel to Fisheries Training Institute, Bugonga in Entebbe looking for a fifth straight win to keep the momentum at the top of the table.

Villa will rely on forwards Alex Kitaata and George Senkaaba to keep their goal scoring form to get the maximum points.

Defending champions KCCA travel to Mbarara as they look to bounce back from their 2-1 home defeat to Proline. Daniel Isiagi’s scored a brace while Mucureezi scored a consolation from the penalty spot late in the game.

Proline became only the second Azam Uganda Premier League (AUPL) team on Friday to beat KCCA at StarTimes Stadium since the facility was refurbished a couple of years ago.

Proline will entertain Bright Stars at the StarTimes Stadium.

Vipers will seek to continue their form when they host rivals URA FC at St. Mary’s stadium.

Milton Karisa scored a goal in either half as Vipers won only their second match in the last eight attempts as they beat Kirinya-Jinja 2-0 at St Mary’s Stadium, Kitende on Friday to regain the team’s confidence.

Both Jorge Da Costa and Ibrahim Kirya are currently under pressure following a slow start campaign and the outcome of the game is likely to leave one’s job hanging by the thread.

Vipers will be without Nicolas Wadada who misses out due to suspension while their number one goalkeeper Ismael Watenga is still out with an injury.

Elsewhere, Express manager Shafik Bisaso visits his former employers, Soana seeking his first win after losing his first two games in charge.

Kirinya host Maroons in Jinja while Onduparaka host bottom side UPDF in Arua.
