Government dragged to EAC court over ‘Parliament siege’

The Attorney General William Byaruhanga, who is the official government legal advisor, has been dragged to the East African Court of Justice (EACJ), over a raft of supposed commissions or omissions carried out by the Speaker of Parliament Rebecca Kadaga and the Inspector General of Police Kale Kayihura, when the tow allegedly ordered a raid on the parliamentary chambers.

Led by the Leader of Opposition Winnie Kiiza, five MPs Ibrahim Semujju Nganda, John Baptist Nambeshe, Gerald Karuhanga and Betty Nambooze, joined by Forum for Democratic Change (FDC) stalwart Alice Alaso Asianut and lawyer Irene Ovonji Odida, the group avers that by among others, Kadaga’s throwing out of opposition MPs on September 27 without according them a hearing, was in breach of the East African Community Treaty to which Uganda as a partner state, is signatory.

At the time chaos broke out in Parliament as the legislators were due to debate a Private Members Bill tabled by Igara West MP Raphael Magyezi, aimed at removing the 75-year age limit cap enshrined in the 1995 Constitution.

In the 23-page petition filed on November 24 by lawyer Donald Deya on behalf of Messrs. Pan African Lawyers Union of Arusha, Tanzania and Victoria Advocates and Legal Consultants of Kampala, the petitioners also accuse Kadaga of, directly or indirectly, allowing members of the Special Forces Command to storm the floor of Parliament to forcefully evict the opposition MPs, in the process injuring some of the legislators like Angeline Osegge and Francis Zaake Butebi.

The petitioners also seek the interpretation of the EACJ on a number of issues among them governance, accountability, obligations, freedoms and rights that are enshrined in the Constitution of Uganda, in respect to the EAC Treaty, with one of their points of contention being the amendment of Article 102 (b) of the Uganda Constitution to remove the age limit, to pave the way for a ‘Museveni life presidency’.

Wife to Police’s Ssekatte angry over his ‘second wedding’

Halima Sekatte, the wife to police spokesman Vincent Ssekatte has vowed to crush any lady who tries to snatch her man.

This follows media reports and photos showing Ssekatte, who is married to Ms Halima Ssekatte, was introduced last week by another lady, one Nabunya, to her parents. The news didn’t go down well with Halima.

Halima, who already has three kids with the law enforcement officer, laughed at Nabunya, saying ‘she had been fooled because no man makes a formal visit to the home of lady without a single friend, workmate or family member by his side yet this is what happened.’

“We got married and I introduced him to my parents officially and he also did that. This will come to pass and I am strong. I don’t associate with co-wives and I stand by my word. I will never have a co-wife in my life,” she vowed on social media.

She further added that ever since they started dating in 2006, they had been through the thick and thin.

“We have been through a lot, have been through hell and back and we still have each other’s backs. I have been with him even before his police days,” Halima said.

In her latest comments, she says that whereas she met Ssekatte when he was ‘a no body’, she knows Nabunya is a gold digger.

“I just know it. Most girls pick interest in only successful people. Ladies please learn how to respect people’s relationships and lives. I would like to extend my gratitude to all my in-laws who have stood by me in this trying moment and support me,” Halima wrote.

New ranks call for new opportunities and new responsibilities- Gen. Muhoozi.

The Chief of Defence Forces Gen. David Muhoozi has today decorated officers and senior officers of the UPDF.
The function took place at the Ministry of Defence and Veteran affairs headquarters Mbuya.
The officers were among the over three hundred newly promoted officers on the November 19, 2017 by President Yoweri Museveni and also Commander-In-Chief of the Uganda Peoples’ Defence Forces.
While making his remarks after performing the decoration ceremony, Gen. Muhoozi reminded promoted officers of the opportunities and responsibilities that come with the new ranks. “New ranks come with new opportunities, new responsibilities and new challenges,” he said. He assured the officers that the awarding of ranks is commensurate to their new roles of leading bigger teams and that they have been found capable of performing their new roles.

The CDF warned the officers that the institution and the general public will condemn or approve of them by the same ranks they are elevated to according to their performance.

He chronicled to the guests who included spouses and families of the newly promoted officers the history of UPDF that was fully reflected in the categories of officers presented. Officers were from the old age, the middle and the young ones hence projecting UPDF as a growing institution that has since transitioned to being led by younger and energetic cadres.

As a special gesture to honor the role of spouses of the newly decorated officers, the CDF required the senior officers to stand up and salute them. He referred to them as the backbone of all that the officers do and hence contribute enormously to their promotions and success.

Maj. Gen. Stephen Kashaka who spoke on behalf of the newly decorated officers, thanked the Commander in Chief and the UPDF leadership for considering them fit to be promoted to another level. He promised continued loyalty and dedicated service to the country.

The function was graced among others by the representative of the Permanent Secretary Ms Edith Buturo, the UPDF Joint Chief of Staff Maj. Gen. Joseph Musanyufu, the General Manager NEC Maj. Gen. James Mugira, Maj. Gen. Nakibus Lakara the Commandant of the Uganda Rapid Deployment Capability Centre and other UPDF General officers.

Zimbabwe officially declares Mugabe national holiday

Zimbabwe has officially declared 21 February to be Robert Gabriel Mugabe National Youth Day, thereby making the former president’s birthday a public holiday, the Herald newspaper reports.
New President Emmerson Mnangagwa is expected to form a cabinet this week.
Mr Mugabe resigned last week after a military intervention and days of mass protests.
The police and army are to stage joint patrols as the country returns to normal, the authorities have said.
They have already received reports of looting and illegal occupation of properties, particularly farms and houses.
Police had not been seen in public until 21 November when Mr Mugabe resigned and they slowly started returning to work. The army had effectively been in charge.
Before the army operation, police officers had been an ever-present sight in the centre of the capital, Harare, and roads around the country, although they were not always welcome as many complained of police harassment.
Last week, President Mnangagwa said the former president needed to be given the respect and recognition he deserved as one of the founders and leaders of Zimbabwe.
“To me personally, he remains a father, mentor, comrade-in-arms and my leader,” he said during his acceptance speech at his inauguration on Friday.
Reports that Mr Mugabe was granted $10m (£7.5m) to ease him out of office have not been confirmed.
Break from the past?
There is speculation as to whether Mr Mnangagwa will select a broad-based government or keep figures from the Mugabe era.
The opposition Movement for Democratic Change has called for an inclusive “transitional authority” to mark a break with his 37-year rule and bring in reforms to pave the way for free elections next year.
There are fears that President Mnangagwa, who is associated with some of worst atrocities committed under the ruling Zanu-PF party since independence in 1980, will not usher in the democratic reforms that many in Zimbabwe are hoping for.
Emmerson Mnangagwa was sworn in to replace Mr Mugabe as president on Friday.
Earlier this month Mr Mnangagwa was sacked as vice-president, triggering a political crisis that led to the army taking control and Mr Mugabe eventually standing down.
Mr Mugabe and his wife, Grace, remain at their house in Harare and have no plans to leave the country.
The military takeover came in response to Mr Mugabe’s decision to position his wife as his successor and sack Mr Mnangagwa from the vice-presidency.

Red Pepper directors, editors remanded to Luzira

Five Directors and three editors of Red Pepper Publications have today been remanded to Luzira prison by Buganda road court judge James Ereemye Mawanda till December 5, following a story published which indicated that President Museveni wants to cause the overthrow of the Rwandan government led by President Paul Kagame.

Appearing before court, the eight, prosecuted by Uganda Communication Commission (UCC) lawyer Abdul Salam Waiswa, were charged of offensive communication, defamation and disturbing the reputation of the president, his brother Caleb Akandwanaho and the Minister for Security Henry Tunukunde. They were also charged with the November 20publication of information that is reportedly prejudical to national security.

However, the accused Richard Tusiime, James Mujuni, Johnson Musinguzi, Arinaitwe Rugyendo, Francis Tumusiime, Ben Byarabaha, Richard Kintu and Patrick Mugumya, denied all the charges as the prosecution dropped the treason charges that had previously leveled against the eight.

Their lawyers led by Marx Mutabingwa applied for bail but Waiswa objected, asking for more time ‘to look into substantial information presented by sureties’.

The eight were arrested last Tuesday by counter terrorism police with a search warrant obtained by Deputy AIGP Henry Peter Walya from Buganda Road Magistrates Court, allowing police to search the Red Pepper offices in Namanve.

Following the search,  the company’s electronic devices including computers, laptops and mobile phones belonging to staff were taken away, while the suspects were whisked off to the notorious Nalufenya police detention facility in Jinja.

Uganda Cranes squad for CECAFA named

Uganda Cranes interim coach Moses Basena has named a 26 man squad to start training on Wednesday ahead of the CECAFA Senior Challenge Cup to be hosted by Kenya.

The squad is dominated by home-based players with only one foreign based player, Juuko Murushid, who plays for Simba in Tanzania. This is to prepare them for the CHAN tournament in January next year.

Uganda are the defending champions and are placed in group B with guests Zimbabwe, Ethiopia, Burundi and South Sudan.

The regional tourney kicks off on December 3 and ends on December 17 2017. The Cranes open their campaign against Zimbabwe on December 4.

Kakamega, Kisumu and Nakuru, Kasarani and Machakos are the confirmed venues for the upcoming regional tournament.

Scandinavian events organiser brings ‘Million Dollar Party’ to Uganda

November and December is always party time for Ugandans most especially those who live abroad; it’s always time for them to enjoy their sweat in the motherland.

But unlike the previous years, this year Ugandans will for the first time be treated to an exclusive ‘Scandinavian Party’ dubbed ‘The Million Dollar’ party, slated for November 30 at Club Guvnor, thanks to Ugandan-born Joseph Wajjala, an events host based in Denmark.

And, having organised successful parties in Scandinavia through his company, Scandinavian Haves, Wajjala says he has decided to do the same for his motherland.

“The main reason for hosting the party is because I want to give back to my people. Having organised several successful parties in the diaspora, why not do the same for my country?” he said at a press conference held at Guvnor.

Wajjala added: “I am not here to throw money at people. No. What makes this party different from others is, it’s going to be an exclusive Scandinavian party and just like the name, revellers will be treated to the most expensive Wines and Champagnes.”

He revealed that revellers will be treated to Louis Rederere, one of the most expensive drinks in the world currently only found in Europe.

And it won’t end at just drinking expensive drinks and partying, revellers will stand a chance of winning prizes among which include mobile phones and Flat TV screens.

“Whoever pays for the party will enter a draw to win these prizes,” said Wajjala, who promised revellers to expect something ‘they’ve never experienced on an annual basis’.

Wajjala, who says he owns a chain of restaurants in Denmark, also boasts of having flown big names in the global entertainment industry like Konshens, Demarco, Mr Flavour, Timaya for his parties.

Kabaka Run proceeds for sickle cells handed over

Airtel Uganda and the Buganda Kingdom have this morning handed over 60,000 sickle cell testing kits to the administration of The Uganda National Health Laboratory Services, the institution best equipped to carry out conclusive testing for the disease.

The kits were bought from the proceeds of the Kabaka Birthday Run 2017 and speaking at the handover event, Airtel Uganda Director of Human Resources, Flavia Ntambi Lwanga, echoed the telecoms commitment to giving back to its communities.

“Airtel Uganda is honored to be working with the Buganda Kingdom, the Uganda Sickle Cell Foundation and the Ministry Of Health on this noble cause. It is our commitment to give back to the communities in which we operate hence us creating such impactful partnerships. In addition to the Kabaka Run, we have other Corporate Social Responsibility activities most notably the Airtel Health Camps which take place in different regions of the country every few quarter where we extend treatment and checkups to over 15,000 people,” Ms. Lwanga noted.

On his part Katikiro Charles Peter Mayiga commended Airtel for coming on board to support the noble cause.

“The kits are free for use and will allow over 120,000 people to get tested for the sickle cell disease and this will help fight the prevalence rate. I call upon Ugandans to take advantage of this donation and get tested as this will be the only way we can fight this disease,” he added.

According to statistics from the Ministry of Health, each year over 30,000 babies are born with the sickle cell disease and over 80% die before their 5th birthday contributing to 15% infant mortality.

These statistics have played a great role in making the fight against the sickle cell disease a key agenda for the Buganda Kingdom.

Airtel owners, Bharti family dedicate 10 per cent of their wealth towards charity

Courts dismisses medical union application against striking doctors

High Court Deputy Registrar Sarah Langa has today dismissed an application filed by Uganda Medical Workers Union (UMWU) seeking to stop doctors from negotiating with government about pay increases and improvement of their working conditions.

The application was dismissed basing on the a letter signed by the minister of finance in which government indicated it is ready to address the doctors’ concerns after finalizing the bill that is aimed at harmonizing salaries of all civil servants.

In the application, UMWU wanted court to issue an interim order restraining Uganda Medical Association (UMA) President Dr. Ekwaro Obuku and workers MP Sam Lyomoki from discussing the matter, saying the doctor’s umbrella association has no authority to represent the medical workers’ interests.
In the plaint UMA was accused of undermining UMWU by calling the strike.
Three weeks ago, doctors under UMA convened a general assembly and agreed to go on strike, protesting government’s failure to increase their salaries and improve their welfare.
