UNCCI boss implores Russians to invest in renewable energy

The president of the Uganda National Chamber of Commerce and Industry (UNCCI) Olive Kigongo has urged Russians to invest in the Uganda’s renewable energy.

Speaking at a forum organized by the Ministry of Foreign Affairs and held at the Office of the President, Ms Kigongo told the Russian delegation: “We believe our next drive for income is in oil but importantly the sustainability of our environment lies with how quick we shall switch from overreliance on non-renewable sources of energy to adoption of renewable energy source.”

Ms Kigongo lauded the Russians’ expertise in renewable energy and said Uganda would like to adopt such technologies.

“You are experts of renewable energy and we would wish to import such technologies. Indeed some of our private companies are ready to invest in those technologies,” she said.

She said that in 2009 UNCCI signed a memorandum of Understanding with its Russian counterpart, the Chamber of Commerce and Industry of Russia, paving the way for business to business partnerships that have led to increase of Uganda’s exports to Russia.

In 2016, she said, Uganda’ exports to Russia earned her US$8 million while the country spent US$84 million from US$36 million in 2008.

The Russian companies represented on the delegation have interests in Oil and Gas, Mining, ICT, Coffee, Security and pharmaceuticals which are all priority areas of Uganda government and the private sector too.

“I therefore call upon the private sector to take advantage of their being around and tap into their potential. Allow me thank the ministry of Foreign Affairs for organizing this forum and the governments of the two countries for such cordial relations that encourage commercial diplomacy and business venturing,” Ms. Kigongo said.

Police summons Bobi Wine for ‘turning concert into a political rally’

Police has summoned Kyadondo East MP Robert Kyagulanyi Sentamu for interrogation at CID headquarters Kibuli for allegedly ‘turning a music concert into a political rally’.

In a letter to Kyagulanyi aka Bobi Wine, the CID Commander for Kampala Metropolitan detective Senior Superintendent of Police (SSP) Johnson Olal, quoting section 27(a) of the Police Act, said the police is empowered to summon any person it believes has relevant or valuable information, exhibits or relevant documents to help in investigations.

“You are therefore required to appear at Media Crimes Department at CID headquarters today on 19th October 2017 to respond to allegations of inciting violence which is centrally to section 83 of the penal code act. Mr. Kyagulanyi is alleged to have committed the office on 15th October at one love beach Busabala Zone A, Makindye, Wakiso district,” Olal wrote in his letter to Kyagulanyi.

Since becoming MP, the musician-turned-politician has attracted the wrath of police, and recently the Kampala Metropolitan Commander Frank Mwesigwa stopped him from conducting a show shunned at Colline Hotel in Mukono that was slated for October 21, allegedly because MP Kyagulanyi had ‘talked politics’ at an earlier music show.

According to Mwesigwa, police had ‘agreed’ with Bobi Wine that the said show at Busabala beach ‘was going to be about music and not politics’.

However Bobi Wine, in a social media post, wrote  that he would not censor himself because  all his music is about change for good leadership.

China moves on global safety net

China appears to be preparing for an increasing role in an expanded ‘global safety net’ to assist countries that run into balance of payments difficulties, in concert with the International Monetary Fund.

This policy line, which could gain momentum after the quinquennial Communist party congress that started yesterday in Beijing, emphasises China’s wish for a multilateral approach on the world stage in pronounced contrast to the unilateralism of the US administration under President Donald Trump.

The Chinese moves, which could include wider currency swap arrangements among central banks and other official financial institutions, form part of several years of manoeuvrings aimed at overcoming many countries’ reluctance to seek financial help from the Fund. The stigma attached to IMF borrowing stems in large part from the bitter legacy of the Fund’s Asia policies – widely criticised as over-harsh – during the Asian financial crisis in 1997-98.

By backing IMF-strengthening multilateral action while at the same time showing it can advance with its own initiatives if needed, China is following multiple aims. First, it wishes to build behind-the-scenes influence on international financial organisations. Second, it is keen to assure that potentially vulnerable emerging economies can withstand possible liquidity shortages flowing from higher US interest rates. Third, it wants to protect its own position as one of the world’s largest creditors in case of payments difficulties among debtor countries troubled by US monetary ‘normalisation’.

Fourth, Beijing aims to buttress the renminbi’s international role without questioning the dollar’s current primacy. Reinforcing a network of international swap arrangements under which renminbi can be exchanged for local currencies can serve the purpose of strengthening countries’ reserve positions. It can also provide back-up renminbi liquidity needed in coming years to help settle foreign nations’ trade, investment and capital market obligations denominated in the Chinese currency.

Fifth, China needs to adapt its planning to a possible sharpening of anti-Beijing action from the US in both trade and investment. Such moves, which would heighten fears of world protectionism, would reflect Washington’s perception that China is gaining unfair advantages from international trading and financial arrangements. As well as castigating China’s large bilateral surplus on US trade, Washington in intensely suspicious of China’s policies on the Belt and Road initiative financing Eurasian trade and transport links, alleging that these discriminate against US companies and interests.

As another prime example, news emerged last week that the Trump administration is demanding the World Bank reconfigures lending to China as the condition for a capital rise. Washington claims China undercuts western policies and gains undue influence by using US-backed World Bank money to expand its own lending to diverse emerging market economies. Chinese officials reject the charge, saying it shows the US does not understand how the World Bank works.

In its overarching policies, China is demonstrating that it is pursuing a variety of compatible options. Washington habitually claims that China is trying to circumvent multilateral financial organisations by building alternatives outside the Bretton Woods institutions – the Fund and Bank set up at the seminal 1944 conference. Alongside its backing for the Beijing-domiciled Asian Infrastructure Investment Bank and the Shanghai-based New Development Bank – where the US has no shareholding in either bank – China wants to demonstrate that it is one of several countries trying to make the IMF more relevant in international finance.

The IMF executive board has been discussing for more than a year plans for a short-term liquidity facility through the Fund’s own swap lines under which the organisation could provide hard currency back-up to reinforce countries’ foreign exchange reserves in case of possible externally generated monetary shocks. The ‘short-term liquidity swap’ would be a more flexible credit line than the Fund’s existing panoply of lending instruments and would aim to meet the needs of generally well-run countries facing continuous low-level liquidity pressures rather than sudden outflows for internal or external reasons.

Five key members of the Association of Southeast Asian Nations – Indonesia, Malaysia, the Philippines, Singapore and Thailand – have been targeted as potentially participating in the IMF swap arrangements. The relatively large number and the presence of well-off Singapore are intended to overcome debtor countries’ reservations over stigmatisation.

Preparations for the swap line activation have been put on hold, partly because of a cooling of interest from both the US and Asean side. However, this could be revived for important symbolic reasons ahead of the next IMF-World Bank annual meeting, in Asia for the first time for six years, in Bali in October 2018.

Speaking in Washington at a G30 seminar on Sunday, at the close of this year’s IMF-World Bank meetings, Zhou Xiaochuan, governor of the People’s Bank of China, highlighted Beijing’s role in international economic governance, although he said the domestic agenda took precedence. He termed renminbi swap agreements an unexpected outcome of the 2008 financial crisis. He added: ‘China supports the further development of a global safety net. In our view, the global safety net may be more efficient than bilateral arrangements.’

Zhou is expected to stay at the PBoC until his third five-year term ends in March 2018, when he will be 70. The Chinese authorities seem likely to choose as Zhou’s successor a person with political as well as financial skills. Jiang Chaoliang and Guo Shuqing, respectively governor of the provinces of Jilin and Shandong, alternate member and member of the Communist party’s central committee, have both been rumoured as possible successors.

RDC urges Kayihura to prosecute Rukungiri police officer over murder

The Acting Kagadi Resident District Commissioner (RDC) Moses Nuwagaba, has urged the Inspector General of Police, General Kale Kayihura to consider prosecuting the police officer who shot an innocent young man in Rukungiri yesterday.

The police are said to have used live ammunition and teargas to disperse the crowds that had gathered in the area to attend the FDC campaign rally that was to be addressed by Patrick Amuriat who is contesting for the FDC party presidency. Dr Kizza Besigye, a ‘son of the soil’, had accompanied Amuriat.

“I hear one more person died. Really? This mere debate? Does anyone have to kill to make a point? Why? Killing for who? Don’t say government. It never sent anyone to kill. Don’t say NRM it never assigned anyone to kill. These are just overzealous selfish officers baying for people’s blood just to prove their loyalty,” Nuwagaba posted on his Facebook.

Nuwagaba said the police officers are seeking ranks at the expense of people’s blood, urging the cruel officers to repent. “You have not killed on behalf of all of us in government. You have killed on your own behalf. May u alone smell the blood of the innocent Ugandans you’ve killed for the rest of yo miserable lives. May u smell it in yo food. May u smell it in your tea. May u see it in yo soup. May u find it in yo bed. Only then will u confirm that indeed you killed not on behalf of any of us but on your own behalf,” the RDC added.

According to Nuwagaba, it is time Ugandans got civilized and ready to engage in peaceful debate. “We can debate peacefully. Why war? Why chaos? Why blood? Why corpses? Why stupidity? YOU keep your kids safely home, you kill other people’s children? Really? Is it fair? Didn’t the Speaker say go & consult? What crime is in someone thinking or even rejoicing in what u don’t support? I thought that was maturity and civilization,” he said.

The RDC said: “This nonsense of shooting at Ugandans must stop. Go kill your pigs. “Tumbavu”,” he said. He continueds that the people of Uganda are supreme and that what they choose is what will prevail,” he said.

He urged Dr Besigye to help kids/loved ones of those who die during his political rallies. “If you don’t have the money, float a mobile fon from the deceased’s trusted family members so we can put the little we have. Otherwise am hurting, am saddened, am annoyed,” he concluded.

Interestingly, the Police spokesman for Kigezi region Elly Maate said the young man was hit by a stone which killed him instantly, but other sources say he died of bullet wounds.

Several other people including police officers sustained injuries during a standoff between police and Rukungiri residents.

Zambian football legend Kalushya Bwalya to head vetting for Cranes coach

The Federation of Uganda Football Association (FUFA) has today announced it is seeking applicants for the Uganda Cranes Coach, with Zambian football legend Kalushya Bwalya named to head the five-man inaugural search team.

“We have considered Kalusha Bwalya because of his legacy in African football as a player, an administrator and a member of the CAF Technical Committee” said FUFA CEO Edgar Watson, while addressing the press at FUFA House in Mengo.

Other members on the committee include Watson (FUFA CEO and member of the CAF Technical Committee), Asuman Lubowa (FUFA Technical Director), Livingstone Kyambadde (Chairman Uganda Football Coaches’ Association) and a representative from the National Council of Sports.

According to Watson, both local and foreign tacticians can apply for the job which fell vacant after Serbian coach Micho Sredjovic quit.

“Applications are now open for the Uganda Cranes job and the qualified applicants from Uganda and abroad can apply” said Watson, adding:  “Applicants will send their applications through (vacancy@fufa.co.ug) starting 23rd to 29th October 2017.”

The shortlist will be presented to the FUFA Executive for the final decision on who becomes the next Uganda Cranes coach and the new coach will be announced by November 15, 2017.

Moses Basena has been in charge of the Uganda Cranes as the interim coach since the resignation of Micho in August.

FUFA embarks on talent search drive

The Federation of Uganda Football Associations (FUFA) president Moses Magogo has today launched a new tournament ‘FUFA the Drum’ that is to be played in sixteen provinces across Uganda.

The development follows a resolution of the 93rd FUFA Ordinary General Assembly and the 13th FUFA Executive Committee directive to begin the competition that is aimed at spreading the game all over Uganda.

At a press briefing held at FUFA House in Mengo, Magogo said the association will meet the almost all the costs of the teams including accommodation, transport,  individual and team winners’ prizes, trophies and medals, payment of match officials and provision of training balls.

“We have already conducted the seeding of the teams and the tournament will kick-off in January to October 2018 and we expect to hold draws in Kasese, where the final of the tournament will be played on the Independence Day,” Magogo said.

He added: “The objective is for searching talent across the country; the league will not only  be the best way of tapping more talent  but clubs will also have a better hunting ground of players for their teams.”

State tightens grip on Bobi Wine, stops his Colline Hotel show

It’s often said that politics is a dirty game and it appears singer Robert Kyagulanyi aka Bobi Wine is already paying the price of being one.

This is orchestrated through his regular arrests over the ongoing Togikwatako campaign, to blocking of his music shows, work away from politics.

This began last week when KCCA security officers confiscated speakers of Diners Lounge, Bukoto just hours before Bobi’s performance.

Well, it has been repeated even this week. The musician’s show which was scheduled for this week at Colline Hotel, Mukono has been cancelled by police.

“Unfortunately, we are not granting permission for the show because during the previous show at One Love Beach Busabala he uttered words that are inciteful to the public and he is now under investigation,” reads an order issued by Kampala Metropolitan Police commander Frank Mwesigwa to Colline Hotel Management.

IGG finally to investigate BOU’s Justine Bagyenda

Embattled former Executive Director in charge of Supervision at Bank of Uganda Justine Bagyenda.

The Inspector General of Government (IGG) is in final preparations to investigate the Bank of Uganda Executive Director in charge of supervision, Justine Bagyenda, over allegations that she evaded paying income tax for ten years on revenues earned from her Naguru apartments, Munira Ali the IGG Spokesperson told Eagle Online on Wednesday.

Bagyenda is said have rented her apartments to the top officials of the defunct Crane Bank, earning millions of shillings without paying income tax as required by law.

According to Munira, the first meeting was held between the IGG and the petitioner, Dick Kimeze, to basically understand the ground and the issues raised by the petitioner before investigations into Bagyenda’s alleged tax evasion can begin. She said the second meeting is scheduled before investigations can begin.

On October 7, Eagle Online published a story in which Mr Kimeze reported Ms Bagyenda to IGG for non-payment of taxes. The source at the time told Eagle Online, the Uganda Revenue Authority (URA), the national tax collector had already begun investigations into the said tax evasion.

Mid this year Ms. Bagyenda came under criticism for allegedly failing to enforce her mandate, something her critics said had led to the closure of a couple of commercial banks including the Crane Bank, that is now under receivership.

Also, at about the same time reports indicated that the Inspectorate of Government (IGG) was set to begin investigations into allegations that Ms. Bagyenda made incorrect declarations contrary to the Leadership Code, 2002.

According to sources speaking on condition of anonymity, officials from the IGG’s office were set to meet with city lawyer Dennis Nyombi, to ascertain whether Ms. Bagyenda made false declarations about her assets including land and houses.

Among the property she allegedly falsely-declared are houses in the leafy suburbs of Ntinda, Naguru, Bugolobi and Kulambiro.

“When I wrote the letter I got confirmation from the IGG and I was to get an appointment with the official handling the matter but later on the person went abroad and we have now scheduled between 10th and 20th to meet,” lawyer Nyombi, who is representing ‘whistleblower’ Dick Kimeze, said.

In his allegations, Mr. Kimeze also avers that the properties owned by Ms. Bagyenda are way above what she has earned during her employment over the years.

Contacted at the time the IGG spokesperson Ali Munira confirmed their office had received the petition against Ms Bagyenda.

“Some lawyer wrote requesting for a meeting to discuss the wealth of the lady (Bagyenda); the meeting has not taken place,” Ms. Munira said on phone then.

By press time it was not possible to get Ms. Bagyenda for comment.

East Africa leading in ‘unsafe abortions’ – PAP MP

The Chairperson of the Pan African Parliament (PAP) Permanent Committee on Health, Labour and Social Affairs, Zalikatou Diallo, has said that unsafe abortions was one of the five leading causes of death among women and girls in Africa, singling out East Africa which she said, has the highest maternal deaths at 18 percent in Africa due to unsafe abortions.

“There is a link between the high maternal mortality and morbidity rates with restrictive laws and policies on abortion and where legal abortion services are not available,” Zalikatou told MPs who are attending the Fifth Ordinary Session of the Pan African Parliament in Midrand, South Africa, on Tuesday.

Zalikatou cited an example of Ethiopia where before the legal reforms, 32 percent of maternal deaths were related to unsafe and clandestine abortions but after reforms in 2005, maternal deaths reduced to less than 10 percent.

The Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (Maputo Protocol) Article 14(2)(c) requires State parties who have signed the Protocol to take all appropriate measures to protect the reproductive health rights of women, including by authorizing abortion in cases of sexual assault, rape or incest, where the life or health of the pregnant woman or the life of the foetus is at risk.

The African Commission on Human and Peoples’ Rights in its guidelines to countries said, in interpreting the provisions of Article 14(2)(c) of the Protocol, “health” means “a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.” In other words, the Protocol takes the holistic understanding of health as grounds for an abortion.

Abortion, being a highly sensitive and emotive matter, solicited varying reactions from the Members.

Jacquiline Amongin (Uganda) suggested that the MPs instead look to the Abuja Declaration to address the health challenges of the continent. “While Uganda is among the 37 countries that have ratified the Maputo Protocol, it signed with reservations, so our national laws will take precedence on abortion,” she said adding “We are a God-fearing country and it’s only God who gives life and terminates it.  Instead of us legalizing abortion, we should struggle to ensure that we adopt the Abuja Declaration and allocate 15 percent of our national budgets to health.”

Uganda, Kenya and Cameroon are some of the countries that have ratified the Maputo Protocol with reservations on Article 14(2)(c) thereby excluding themselves from the obligation to implement abortion related provisions of the Protocol.

Ethiopia, Cape Verde, Mozambique, South Africa, Tunisia and Zambia were identified as countries that have progressive reforms in their legal frameworks and permit abortion on request in the first three months of pregnancy. The Zambian law was touted as significant because it allows abortion on socio-economic grounds.

“Maternal mortality is not just due to unsafe abortion. Any pregnancy is considered a risky pregnancy. What we need is quality healthcare to reduce maternal deaths,” said Safia Elmi Djibril from Djibouti. She said countries need to focus on improving health care and accessibility to health services to address maternal mortality and morbidity in Africa.

Anifa Kawooya (Uganda) informed the legislators of Uganda’s position on abortion saying that whether safe or legal, in the African context, the practice is frowned upon. “I am a strong advocate for women’s rights but when it comes to abortion, I have very strong reservations. This is an area where we need deep thought. I want to disassociate myself and my country, from this advocacy tool,” she said.

With the Maputo Protocol already operational, it is now up to States to implement it in entirety or with those reservations as indicated in their ratification instruments.

The fourth ordinary session of the Pan African Parliament is taking place from 9-20 October 2017 in Midrand, South Africa. Uganda’s members to PAP include Jacquiline Amongin (NRM, Ngora); Prof. Ogenga Latigo (FDC, Agago North); Anifa Bangirana Kawooya (NRM, Ssembabule); Felix Okot Ogong (NRM, Dokolo South) and Babirye Kadogo (Ind. As the Azam Uganda Premier League enters Match Day 6, today’s fixtures will see two matches played.

Vipers host struggling Soana whose manager Shafiq Bisaso has resigned from the club today morning after a poor run of games.

In five league matches, Bisaso, a former SC Villa manager succeeded Alex Isabirye in August, managed to pull off a single win against Masavu.

Soana come into the game low on confidence after losing two successive games that leave them on five points and just a point above the drop zone in 13th while Vipers look for a positive comeback after suffering a 2-1 loss in their previous game to Police.
