Kiir fires Abyei administrator

South Sudan President, Salva Kiir

President Salva Kiir Monday has relieved Chol Deng Alak, the chief administrator of the disputed area of Abyei, attracting mixed reactions from the natives of the region.

According to the order which became public this week, the president has replaced Alak with Kuol Alor Kuol Arop, better known as Kuol Alor Jok as the new chief administrator.

It remains unclear what prompted Jok’s relief in less than two year after his appointment. However, observers attributed the move to a local power struggle.

The new chief administrator is already in the area carrying out consultations with different community members and groups to form his administration.

President Salva Kiir, in 2015 removed Kuol Monyluak and appointed Chol Deng Alak as the chief administrator for the oil producing and contested region of Abyei.

Khartoum and Juba failed to implement an agreement providing to appoint a joint administration, as the Ngok Dinka of Abyei say the priority should be for the referendum.

Since Juba appoints a chief administrator from the Ngok Dinka and Khartoum appoints a Misseriya for the administration of the same region.

Trump law: Former Norway PM held at Washington airport over 2014 visit to Iran

A former prime minister of Norway has spoken of his shock after he was held and questioned at Washington Dulles airport because of a visit to Iran three years ago.

Kjell Magne Bondevik, who served as prime minister of Norway from 1997-2000 and 2001-05, flew into the US from Europe on Tuesday afternoon to attend this week’s National Prayer Breakfast.

He was held for an hour after customs agents saw in his diplomatic passport that he had been to Iran in 2014. Bondevik said his passport also clearly indicated that he was the former PM of Norway.

“Of course I fully understand the fear of letting terrorists come into this country,” he told ABC7. “It should be enough when they found that I have a diplomatic passport, [that I’m a] former prime minister.

“That should be enough for them to understand that I don’t represent any problem or threat to this country and [to] let me go immediately, but they didn’t.”

Bondevik, who is the president the Oslo Centre, a human rights organisation, said he was placed in a room with travellers from the Middle East and Africa who were also facing extra scrutiny.

He said he was ordered to wait for 40 minutes, before being questioned for another 20 minutes about his trip to Iran, which he had taken to speak at a human rights conference.

“I was surprised, and I was provoked,” he said. “What will the reputation of the US be if this happens not only to me, but also to other international leaders?”

An executive order signed by Donald Trump last week temporarily bans all travellers from seven Muslim-majority countries – Iran, Iraq, Libya, Yemen, Syria, Sudan and Somalia – from entering the US. It also suspends the US refugee resettlement programme for 120 days and puts an indefinite stop to the acceptance of Syrian refugees.

The order caused chaos at airports across the US and sparked protests and worldwide condemnation. Many people who were en route to the US when the order was hastily signed, including those with green cards, were detained on arrival at US airports, denied boarding on to US-bound flights, or taken off planes by security officials before takeoff.

Bondevik said Dulles officials told him he had been detained because of a 2015 law signed by Barack Obama that placed restrictions on travellers from those seven countries, or travellers from elsewhere who had recently visited those countries.

But he said he had never had a problem visiting the US before, and that his office was told by the US embassy in Oslo before his trip that his passport and a separate electronic travel authorisation were all he needed.

Speaking to the TV2 channel, Bondevik expressed further concern about the Trump administration’s tactics. “I understand the fear of terror, but one should not treat entire ethnic groups in such a way,” he said.

“I must admit that I fear the future. There has been a lot of progress over the last 10 years, but this gives great cause for concern, in line with the authoritarian leaders we see controlling other major countries.”

A spokesperson for US Customs and Border Protection said it was prohibited by law from discussing specifics of any individual’s admissibility review.

On Friday, Iran took retaliatory action by banning US wrestlers from participating in the Freestyle World Cup, one of the most prestigious competitions in international wrestling.

The IRNA news agency quoted Iran’s foreign ministry spokesman, Bahram Ghasemi, as saying a special committee reviewed the case and “eventually the visit by the US freestyle wrestling team was opposed”.

Ghasemi said the policy of the new US administration left Iran no other choice but to ban the wrestlers.

Angola’s President Dos Santos anoints deputy Lourenco

Bye Bye Angolan strongman Dos Santos waves to his supporters as gives up after 38 years of leadership.

Angola’s long-time President Jose Eduardo dos Santos has confirmed he will step down before August’s poll and has announced his likely successor.

He told a meeting of the governing MPLA party that Joao Lourenco, the defence minister, would be the party’s presidential candidate.

But the 74-year-old is to remain leader of the influential ruling party.

He is one of Africa’s longest-serving leaders, becoming president of the oil-rich nation in September 1979.

Mr Dos Santos has previously said he would stand down only to change his mind.

Many Angolans credit him for leading the country to recovery after the end of its 27-year civil war in 2002.

But some accuse Mr Dos Santos of being authoritarian, staying in office for too long and failing to distribute the proceeds from the oil boom more widely.

Last year, the president appointed his daughter Isabel dos Santos to head state-run oil firm Sonangol.

“He’s pursuing a legacy plan with family members retaining control of key financial institutions,” Darias Jonker, Africa director of political risk consultancy at Eurasia Group, told the Reuters news agency.

“We see signs that he plans to retain some power behind the throne.”

Who is Joao Lourenco?

A former general, the 62-year-old is part of the president’s inner circle and is currently the MPLA’s deputy leader.

As a young man he fought against Portuguese colonial rule, and in the civil war that followed independence in 1975.

Like Mr Dos Santos, he was a student in the former Soviet Union before going into politics.

According to his biography posted on the Community of Portuguese-Speaking Countries (CPLP), he used to play football and do Shotokan karate and also enjoys chess and horse-riding.

He is married with six children and speaks Russian, Spanish and English.

Will he become president?

Angola no longer directly elects a president, so the winning party in the parliamentary vote chooses the head of state.

As the MPLA faces no real political opposition, it is likely that Mr Lourenco will become president.

Soren Kirk Jensen of the London-based Chatham House think tank says Mr Lourenco has a reputation as a moderate.

“He is probably the right person to be the bridge as Angola goes through a transition,” he told the AFP news agency.

Dr Margaret Mungherera is dead

RIP: Dr. Margaret Mungherera. Parliament February 14, 2017 paid tribute to her contribution to the country in the health sector.

Mungherera died in India where she had traveled for specialized treatment and by the time of her death.

She retired in 2015 as a senior consultant psychiatrist at Uganda national referral hospital Mulago.

She served as the president of the World Medical Association from October 2013 until October 2014

The president of the Uganda Medical Association Dr Fred Biso confirmed the gloomy news noting that she succumbed to cancer.

Who is Dr Margaret Mungherera?

She was born Tororo district (Butaleja dsistrict) in the eastern region  and she was one of five siblings, four of whom are medical doctors.

She attended Nakasero Primary School and Gayaza High School for her elementary and secondary education. In 1977, she was admitted to Makerere University to study human medicine. She graduated in 1982 with a Bachelor of Medicine and Bachelor of Surgery degree. After one year of internship at the Mulago national referral hospital, she attended the London School of Hygiene and Tropical Medicine, where she obtained a Diploma in Tropical Medicine and Hygiene in 1984. In 1992, she obtained a Master of Medicine in psychiatry from Makerere University. Her chosen field of concentration was forensic psychiatry.

From 1992 until 2000, she worked as a registrar at the Butabika national referral hospital, responsible for forensic services and from 2000 until 2003, she was a consultant psychiatrist at the Mulago National Referral Hospital and was responsible for forensic services. Since 2003, she had served as a senior consultant psychiatrist at the Mulago Hospital Complex, responsible for psychiatric emergency services. Since 2012, she had been the clinical head of the Directorate of Medical Services (Departments of Internal Medicine and Psychiatry) at the Mulago National Referral Hospital. After 31 years of continuous service, Mungherera retired from civil service effective 30 June 2015.

An official statement from the camp stated that ‘Marry You’ is the first project Diamond Platnumz will release with Universal Music. The collaboration that was recorded in Nairobi, Kenya in 2015 during Neyo’s visit in Kenya to record Coke Studio Africa season 3 is a big deal for him.

Stop demeaning Basoga-Prof. Balunywa

I have been irked by various comments about Abasoga that I hear now and again. At times you think that they are made as a joke but in actual sense the majority of those who make them do mean it. Some of these are very popular on WhatsApp and they are demeaning to the people of Busoga. A few examples are; whenever the martyrs ‘day celebrations end, you get satirical message saying the Basoga are in Mabira coming to an event that has ended! The same thing happened when the Pope came to Uganda in 2015. Some de-meaning messages went round indicating that a group of Basoga were on their way to attend events that had already closed!

There’s a common joke that to find Amusoga who’s sensible he should be at the age of 45 and above. Today, Swengere the comedian is an entertainer, but I have found people who say that his comedy is real. They say it actually depicts how the Basoga think and act! There are many more alleged negative affirmations about Abasoga. Below are some;
1. That a Musoga was selling pancakes “kabalagala” at old Kampala Taxi Park and the conductor was calling passengers “Ggaba, Kabalagala, Ggaba, Kabalagala” the Musoga decided to distribute the pancakes to the passengers in the taxi after he went to the conductor “mmaze okugaba kabalagala sasula ssebo”!
2. Supporters of Uganda Cranes from Busoga region are in Nambole waiting for the Match between Uganda vs Ghana! Aye munna Twalumbye
3. Alex Ngobi from Namulesa Busoga bought a new laptop and he got a notification “open windows” so he opens all his windows and waited, he fell asleep only to wake up when the laptop is taken away through the window kiri Busoga.
Abasoga it is time for us to wake up and find the rightful position in the Ugandan society. Indeed Abasoga have many outstanding personalities both present and in the past. They have achieved a lot and made contributions to this country. They deserve better Busoga had an administrative system of kings in different parts of Busoga. It what the British used to rule it. Because the British never wanted anybody from poor countries in Africa and elsewhere to be seen as an equal, they didn’t allow the usage of the word King. Instead it became Chiefs who ruled over chiefdoms rather than kingdoms. We continue to use those words today. We do so with confidence and happily.

Busoga led the way in the country’s educational system putting many outstanding Basoga nearly in all professional positions. With Madhvani establishing the industrial establishment in Kakira, Busoga became Uganda’s economic power house. The decline in the Madhvani fortunes due to the Iddi Amin policies of 70’s led to the economic decline of Busoga. The changing fortunes from coffee and cotton especially cotton also led to the decline of economic prosperity of the Busoga region.

The general economic malaise in the country in the 1970’s and 1980’s led to decline of Busoga’s fortunes! The high population density coupled with the increasing growth in the population has increased poverty not only in the country generally but in Busoga in particular. Busoga is now poor and backward!
As the country changes economically, Busoga is failing to match the demand for that change and the growth that is coming out of that change. Consequently Busoga is lagging behind in comparison to other areas of the country.

The low level of education and the poor performance in all national examinations and the poverty in the sub-region is hair raising. Given the fact that Busoga is part of the face of Uganda, has a main highway goes through parts of it, it is easy to see the poverty in Busoga because it is visible. It is poverty and low level of education among people in the sub region that is making Busoga laughing stock.

Busoga must rise up and meet this challenge of improving lives of Abasoga. True government is doing something for the entire country but the Basoga need to do something for themselves. Drawing analogy, an individual who wishes to progress can wake up and do something that is productive or can wait for government to do something the government etuyambe syndrome or wait for donors or sit and beg.

Ugandans generally love begging. Many don’t work. Of course now and again when they see those that get things without work they too expect to be in the same position. Unfortunately this cannot work for everybody, there will only be a few people who benefit in that manner, the rest of the people have to work. So Abasoga we have a challenge, we need to get out of work, we are in a better environment than many other parts of Uganda. There’s no excuse for us not to work. I recall a meeting I participated in at Jinja town hall where a national leader asked the Basoga what they wanted.

During the meeting I sought an adjournment of the meeting and talked to the group of Basoga that was being addressed saying it’s an opportunity for us to ask for improvement in our infrastructure especially the educational infrastructure, I was booed ‘I cannot forget this’. They said I was preventing them from getting money and taking a kaveera home. I abandoned the meeting and I gather they went away with shs.3000 each. The Chinese proverb teach a man to fish he will eat for life. Give him a fish he will eat only one meal. Looking back, I had wanted us to have a vocational institution and a business incubator in Jinja. It never came to pass’. Such is the nature of our people.

Abasoga have cultural institutions and Kyabazingaship is the only legitimate one that can get things done. Obwa Kyabazinga Bwa Busoga (OKBB) should initiate programmes to mobilise Abasoga to get up and work. It should also use the top brains of Busoga to think through Busoga’s challenges and make recommendations to put where Busoga wants to go to compliment the effort of central government and also the effort of local governments. Busoga can address the following areas either on its own or in partnership with central government. These include family planning, afforestation, town planning, education at different levels, health services among others. A very important area is poverty eradication. OKBB can plan to have Abasoga in schools, plan for training them in production, entrepreneurship so that they can improve their production capacity and address poverty. The effort by government will be complimented by the effort of OKBB.

Kyabazinga rejects Museveni’s appointment

REJECTED APPOINTMENT: Kyabazinga of Busoga William Wilberforce Kadhumbula Nadiope Gabula IV.

Busoga Kingdom has rejected the appointment of Kyabazinga William Nadiope as Ambassador. Through a response issued by the Busoga Prime Minister Dr. Joseph Muvawala on Thursday, he stated that the Kingdom had rejected the appointment.

“At the extra ordinary meeting of the Court of Isabakungania and Executive members of the Busoga Clan Leaders Assembly held today 2nd-02-2017 at Bugembe: Clan Leaders noted the intention of His Excellency The President of the Republic of Uganda Yoweri Kaguta Museveni, to appoint His Royal Highness Isebantu Kyabazinga William Nadiope Gabula IV, to the office of Ambassador Special Duties. The Clan Leaders agree with His Excellency that in the person of William, Busoga and Uganda have someone of high integrity, high sense of responsibility and purpose; one eager to transform one’s people from poverty to middle income level,” reads the letter.

However, they don’t agree with his appointment to the position of Ambassador.  “It is not reasonable or correct for Isebantu the Kyabazinga to be placed in a position that may require, compel and or oblige His Highness to take instructions other than from the Olwekobaano Lwa Busoga, The Royal Chiefs’ Council or The Clan Leaders’ Court. The appointment is inconsistent with the Constitutional position implied in the legislation above mentioned which bars a Cultural leader to engage in partisan politics, have or exercise any Administrative, Legislative or Executive powers of Government or Local Government,” the statement adds.

Uganda will not send troops to South Sudan – Minister Oryem

The Ugandan Minister of State for Foreign Affairs Henry Okello Oryem has ruled out military intervention in South Sudan, saying Kampala has no more interest in sending troops back to the war-torn country.

“We were misunderstood by the international community and all hell broke out – we were being accused of everything under the sun and being told to leave. We’ve told them we are not going to go back. Uganda has no more interest in sending its troops and boys to South Sudan,” he said. Oryem also said Uganda would reject any attempts at imposing South Sudan under UN trusteeship.

The Minister’s statement is a clear response to recent and past suggestions that the best way for the war-torn young nation would be to put it under a joint United Nations and African Union Trusteeship. He described the idea as ‘colonial mentality’.

“I don’t think it’s a good idea. That’s a colonial mentality. If an attempt was made to have trusteeship in South Sudan, then I think even the (Riek) Machar side would resist it and fight it,” Oryem said adding: “that’s an idea that should not be mooted.”

Ugandan President Yoweri Museveni is a staunch supporter of South Sudanese President Salva Kiir and has publicly defended Kiir both military and diplomatically.

CBS Meddie Nsereko’s life out of danger following accident

Veteran Actor, TV and Radio personality Meddie Nsereko, who plies his trade at CBS Radio, is admitted to hospital following an accident last night as he returned home in Namuwongo.

According to sources, his car front was seriously damaged but fortunately the presenter survived with minor injuries. He was rushed to Kibuli Hospital where he is still undergoing treatment, the source added.

According to friends, he is responding well to treatment and his life is out of danger.

KCCA to launch book on its restructuring

Kampala Capital City Authority (KCCA) is to launch a book about its restructuring process, in which over 500 people lost their jobs.

The revelation was made today by KCCA Executive Director Jennifer Musisi Semakula, while presiding over the launch of a book ‘Restructuring: A Practitioners Perspective’, written by Jennifer Kagwa. The launch took place at Hotel Africana’s Katonga Hall and was attended by among others Ms Kagwa’s former workmates at the Uganda Revenue Authority (URA), where she worked as the Commissioner, Human Resource.

Leading her former workmates, KCCA ED Jennifer Musisi said Ms Kagwa is an inspirational force.

“I thank her for being a brave, focused, intelligent and an amazing friend,” Ms Semakula Musisi said, adding: “She (Kagwa) is one of the few leaders who I not only fear but also genuinely respect and honour. I am proud to have written the foreword of this book.”

She added: “as you restructure others, you should also restructure yourself; I had decided to retire after URA restructuring but the president asked me to help rescue Kampala, this is how I became the Executive Director of KCCA.”

She also said that while at KCCA she was tasked to write termination letters for 500 workers including her relatives and those of her friends among them Allen Kagina, the former Commissioner General of URA.

“I will begin on writing my own book today, but we as KCCA are soon launching a book about restructuring of KCCA,” she said.

On her part Ms Kagwa noted that she was inspired to write the book by a number of factors among them, failure by professionals to document their experiences.

“Failure to document our experience like Allen (Kagina) and Jennifer (Musisi Semakula) have inspired me to document this book but I mainly talked about value of change, sacrifice and transformation,” she said.

A former colleague at URA, Assistant Commissioner Vincent Sseruma, praised Kagwa’s work, saying the 150-page book that costs UgShs50, 000 is insightful work that has been adopted by the Makerere University Institute of Psychology as part of the reading material for the masters students.
