Kiir fires Central Bank Governor, finance deputy minister

South Sudan President Salva Kiir has fired the Central Bank governor, amidst the worsening economic situation in the country.

President Kiir dismissed governor, Kornelio Koryom Mayik and his deputy John Dor through a decree.

In a separate decree, the South Sudanese leader appointed Othom Rago Ajak and Dier Tong Ngor as the new governor and deputy governor respectively.

Both the new governor and his deputy were serving in the Central Bank as directors.

In a separate decree announced by President Kiir, the deputy minister of finance Mary Javes Yak and ministry’s undersecretary Salvatore Garang, were sacked.

The president appointed Mou Ambrose Ring Thik as the new deputy finance minister. The president did not, however, indicate why he made changes in these two institutions.

South Sudan is experiencing tough economic crisis with the local currency (SSP) losing 80% its value after it was floated against the United States dollar nearly 12 months ago.

Prices of the items have also surged in markets as government struggles to pay its staff.

DRC accuses Uganda for ‘letting’ M23 rebels out

Congolese rebels who had taken refuge in neighbouring Uganda crossed the border overnight armed with weapons, the Democratic Republic of Congo’s government has said.

According to DRC government spokesperson Lambert Mende, about 200 former members of M23, an ethnic Tutsi group defeated by the Congolese army in 2013, arrived from Uganda and took over the village of Ishasha, in North Kivu province.

“How could our Ugandan neighbours, with whom we are bound by very serious commitments, allow people who had been living in refugee camps to cross over – armed – into our territory?” he said.

Mende said the Democratic Republic of Congo army (FARDC) had engaged them in “confrontation… because the Congolese army will not allow anyone to cross the border without authorisation — and with weapons”.

Following M23’s defeat, the government launched a plan to disarm, demobilise and reintegrate more than 12 000 former rebels, many of whom lived in Uganda and Rwanda where the UN and Kinshasa say they received support.

But the return of the former rebels has stalled, with fewer than 200 of the 1 900 sheltering in Uganda and only 13 out of hundreds left in Rwanda coming back.

Congolese authorities regularly criticise Rwanda and Uganda for allowing ‘these criminals to circulate freely’ within their territory instead of trying them in court. Both countries deny providing backing.

‘M23 boss’ Lumbala back to DRC

Democratic Republic of Congo opposition leader accused of ‘high treason’ returned to Kinshasa on Sunday two weeks after a key deal to end a political crisis in the vast African country.

Roger Lumbala, head of the small opposition Rally of Congolese Democrats and Nationalists (RCD-N), was one of a few accused figures whose freedom or return from exile was agreed as part of the New Year’s Eve deal.

Lumbala, who allegedly backed the M23 rebellion in the country’s east, arrived back in the DRC capital on board an Ethiopian Airlines flight.

After mounting a failed presidential bid in 2006 elections, Lumbala had his lawmaker’s mandate invalidated in January 2013 for repeated absence, as he was reported to have spent much time in Uganda and Rwanda.

Democratic Republic of Congo authorities accused him of ‘high treason’ and complicity with M23 rebels, who were defeated in November 2013 after an offensive by government and UN forces.

As part of negotiations which led to the December 31 deal, a coalition centred on veteran opposition leader Etienne Tshisekedi demanded the release from prison or amnesty from prosecution for seven ‘symbolic’ opposition figures.

All sides agreed to the ‘immediate’ release from prison or return from exile of four of the seven, among them Lumbala, who thus became the first to benefit from legal action being abandoned.

On Friday, DRC’s Roman Catholic church leaders, who mediated last month’s deal, voiced concern at the ‘delay’ in freeing political prisoners whose release had been agreed.

The New Year’s Eve deal called for the appointments of a new prime minister and a transitional body to pave the way to elections in December 2017 that could bring an end to the rule of President Joseph Kabila.

The agreement was reached after months of violence and could set the stage for the first peaceful transfer of power in the DRC since its independence in 1960.

Mumbere re-arrested outside Court, driven to unknown location

The Omusinga was re-arrested and bundled on a waiting police van outside Jinja High Court gate. Justice Eva Luswata of the Jinja High Court had earlier granted Rwenzururu King Omusinga Charles Wesley Mumbere bail.

Mumbere, who has been on remand in Luzira Prisons, is charged with treason, terrorism and murder among others.

Sources in Kasese have told EagleOnline that people there are excited about the development and expect their king to head straight to his kingdom.

However, court ruled that Mumbere, who was granted a non-cash bail of Shs 100m, is not allowed to travel to Kasese.

Leader of Opposition in Parliament Winnie Kiiza, and Kasese MPs William Nzoghu (Busongora North) Atkins Katusabe (Bukonzho County West), Robert Centenary (Kasese Municipality), Muhindo Tonny Harold (Bukonzo County East) and Constantine Bwambale, a former Prime Minister for Obusinga bwa Rwenzururu were sureties for Mumbere, all told to post a Shs100m bail.

Mumbere’s wife Agnes Ithungu Mumbere and Queen Mother Christine Mukirania attended the court session today. Meanwhile, the Omusinga had holed in court, fearing re-arrest.

Desire Luzinda, MC Kats mute as Lukwago & Zuena release PLE results of their kids

Proud of you my daughter,” Kampala Lord Mayor, Erias Lukwago congratulated his daughter on Facebook shortly after the release of the results of last year’s Primary Leaving Exams.

It wasn’t long that Bebe Cool’s wife, Zuena Kirema congratulated their first born, Alpha Thiery. But unlike Lukwago, she didn’t indicate the aggregates her son had scored.

“Alpha just made us proud, he has passed in Division 1 yeeeeey….mukama mulunji nyo nyo.
Allahu-Akbar…” she wrote. Fans were quick to press her to reveal the aggregates that her son had scored.

Meanwhile, it ought to be remembered that MC Kat’s and Desire Luzinda’s daughters also sat their PLE exams last year. Though, both entertainers are yet to congratulate their children. Perhaps they are too busy to congratulate their children or are still unaware of the results.

Former pearl petroleum proprietors lose it again

News reaching us indicate that former pearl petroleum business mogul and  pro-LGBT advocate, human rights lawyer, Ms Patricia-Kimera have lost their petition again at East African Court of Human Rights (EACJ) in Arusha-Tanzania.

Robert Sengooba Kityo and Ms, Patricia-Kimera, filed a petition number 6 of 2014, where, Mr. Sengooba through his human rights lawyer, Ms -Kimera vs Attorney General in their case that was filled at the East African Court of Justice (EACJ) Arusha-Tanzania, contending that the passing of Anti-Homosexuality Act 2014 with certain provisions was in violation of the treaty in the establishment of East African Community (EAC) as particularly articles 6(d) 7(2) of the treaty.

The suspected gays were rounded up in mass raid by Old Kampala Police Squad and dragged to Kololo Summit View Police Station on the same suspicion. After being granted bail by “High-Court as his constitutional right as it applies to every Ugandan suspect, Sengooba fled to dodge prison as alleged by Old Kampala police CID while another alleged state witness at Makindye court” said (that) items which were found with the suspects.

However to have a positive judgment were futile after a penal of three judges ruled to maintain the anti-gay law. According to section 145(a) of penal code act an offender of gay legislation face a life imprisonment.

It was report that Mr. Sengooba, a son to ex Local Government Permanent Secretary, Ms; Florence Kityo Birungi & Ex Ugandan envoy at Ugandan Missions, Roma, Tokyo & Tanzania, late: Bakayana Kityo, Sengooba, was a pro-LGBT advocate who is outspoken against the legislation.

He was the coordinator of LGBT community in Uganda and in some European-countries like Iceland, Switzerland, Germany and Finland, South American countries; It’s believed that these ‘homosexuals’ are funded by their European, US LGBT NGO’s & politicians.

According reports from police’s Criminal Investigation Department and Intelligence (CIID), Mr. Sengooba,s bank accounts both with foreign and local currency were freezed, as it is said he was part of large group of homosexuals  who were rounded up by police in November 2011. He was arrested and accordingly police said that they were suspicious him as he was destabilizing Uganda’s security with the connection some opposition hooligans.

On allegation of sodomy, Sengooba, was also reported to Old-Kampala police, by a one of his victim a one, Eddie-Semanda, who accused Ssengooba, of sodomizing him.

Sengooba was found guilty of having carnal knowledge of his victim, Eddie-Semaganda and witnesses from BIA (schools) who recorded their statements at Old-Kampala police. It is said that Old-Kampala police said that without any reasonable doubt, Sengooba was a homosexual, who needs to be rehabilitated into a normal person.

A senior police analyst, (names withheld) was also one of state- witnesses who said that Semaganda, took him to Sengooba,s home in old-Kampala to recover exhibits from his home.

Police says items which were found were dermatological creams that are used by homosexuals to ease their Anal penetration and pain killers, which is used to reduce the pain associated with anal sexual intercourse. He said a bottle of chloroform was also found, to indice his victim, (Eddie-Semanda) to sleep in case he wanted to resist sexual intercourse.

Sengooba, later fled the country after being granted bail to dodge the wrath of the law.

That is life.

PLE Results: Kampala Parents among best schools, Sudhir rewards best pupils

Kampala Parents School has yet again marched to a top notch performance in the just released 2016 Primary Leaving Examinations (PLE).

The Naguru-based school belonging to tycoon Sudhir Ruparelia registered 200 first grades out of the 274 candidates who sat for the national exams last year.

The remaining 74 passed in second grade. The school’s candidates were also the best performers in mathematics. “This is to congratulate our pupils upon being the best in Math country wide in the just released PLE results by the Uganda National Examinations Board. We are so honored and humbled by this achievement,” the school Principal Daphne Kato said. She attributed the excellent performance to the efforts by pupils, school management and parents.

“Our sincere appreciation goes out to our dear students for their endless efforts, teachers, non-teaching staff, our esteemed parents and well-wishers. Thank you once again for your continued support,” Ms Kato added.

The owner of the school businessman Ruparelia, who rewarded the best performing pupils with cash prizes of Shs2 million, boasts of state of the art learning facilities which provide a conducive learning environment.
The Ministry of Education and Sports in conjunction with the Uganda National Examinations Board (UNEB) on Thursday released the 2016 PLE results indicating an improved general performance with a failure reduction of 9.2 per cent.

The boys’ failure rate was registered at 5.3 per cent and while that of girls was at 7.7 per cent. Janet Museveni, the minister of education, expressed delight seeing that more than 50 per cent of the pupils who completed primary education last year were female while UNEB Chairperson Prof.Mary Okwakol said the results showed that male candidates beat their female counterparts.
According to UNEB, there was marked improved performance especially in English, with girls performing better than boys. It said that in the past, poor handwriting has been the undoing for some candidates. But this time round, UNEB says examiners reported that handwriting was more legible and candidates were more detailed in their answering of questions, with fuller sentences.

Lord Mayor Lukwago: Norbert Mao’s model is working for me

For a very longtime Kampala Lord Mayor has been very close Forum for Democratic Change (FDC) former presidential candidate, Kiiza Besigye despite not being a member of the top opposition party.

However, Lukwago appears to have answered that. According to the leader of the Truth and Justice pressure group, his closeness to FDC is an inspiration from Democratic Party president, Norbert Mao.

“A token of appreciation to Hon Nobert Mao and FDC. Every time he would get the opportunity to recount his achievements as the Chairman Gulu District (2006–2011), Hon. Nobert Mao would not fail to mention his hitherto cordial working relationship with the FDC Party. He reasoned that since majority of the Councillors in Gulu District Council subscribed to FDC, it was inevitable for him to build synergy and collaboration with them. At the height of the political imbroglio that bedevilled my previous term as the 1st Lord Mayor of Kampala, Hon. Mao laboured, albeit with no success, to convince me to pick a cue from his Gulu experience and forge a harmonious working relationship with the NRM councillors who were the majority then,” Lukwago writes on social media.

“Of course, it was not feasible given the political dynamics at play. KCCA of today is predominantly FDC with 20 out of 32 Authority Councillors. Given the rapport I have enjoyed with the FDC over the years, coupled with the fact that we share the same values and vision for the liberation and transformation of this country, the Mao Gulu model is perfectly working for me. I therefore thank my brother Hon. Mao for the good precedent and the FDC leadership who wholeheartedly embraced the same.”

At the time of expressing his appreciation, Lukwago was still in the KIgezi region together with Besigye, where they had gone for trial in a Kabale Court.

Over 1000 guns recovered in Juba swoop

The SPLA Chief of General Staff has reiterated commitment and readiness of the South Sudanese army to strengthen and improve the security situation in the country.

General Paul Malong Awan spoke at the end of a house-to-house search operation during which more than 1200 different types of weapons were collected, following the conduct of the unannounced exercise in the national capital, Juba.

General Awan, dressed in full military attire and flanked by the minister of finance and interior well as the commander of presidential guards division put on a show of defiance, emphatically denying that government forces carried out the search in a manner that violated privacy in the capital, Juba.

He accused ‘anti-peace elements’ of preparing to go to war on the basis of ‘lies’.

He praised President Salva Kiir for demonstrating personal commitment to the Armed Forces allegedly guided by a vision to protecting the nation and making Armed Forces not only as one of the most developed armies but which would serve anywhere in the world.

“Our job as the army is one, defend the country, the constitution and protect civilians and their properties. This is what you have done; conducting a search to ensure Juba is free of weapons. People who are not permitted by law to carry weapons should not be allowed to carry them. They are misusing them and this is why we are collecting them today,” said Awan.

The top military officer announced the search has helped identify people with forged identity impersonating as officers in various organized armed forces to committee crimes.

Acting army spokesperson Col. Santo Domic Chol told reporters at a news conference in Juba that the operation had managed to collect more than 1200 different type of weapons and assorted equipment as well as managing to apprehend criminals in Juba.

400 weapons were found in the hands of unauthorized people.

Chol said nine people have been arrested after they found in possession of cars they could not explain how they got them.

Some of the cars were identified by their owners and 16 other different types of cars have either been stolen or non-registered have been detained.
