KCCA suspends four over cruelty

CRUEL: Uniformed and plain-clothed KCCA law enforcement officers arrest a 'suspect'.

Four Kampala Capital City Authority (KCCA) law enforcement officers have been sent on suspension, following footage that showed them involved in the inhuman treatment of a street vendor.

By press time details of the errant officers were scanty, and efforts to contact KCCA Spokesperson Peter Kaujju were futile as he did not pick his phone on known number 0712242375.

However, the behaviour of the KCCA officers that went viral on social media about a week ago, has reportedly led the Authority to crack the whip on its perpetually errant law enforcement staff whose actions even led to the death of a toddler, Ryan Semaganda, who was crashed by a KCCA vehicle in the Authority’s yard in November 2014.

“These KCCA staff (law enforcement) behave as if they own the city; no body knows how they were recruited and they are unprofessional in their conduct,” one vendor said.

The rush action by the law enforcement officers followed a directive by Kampala Minister Beti Kamya, ordering all vendors off the streets of the city. The directive led to a disagreement between Ms Kamya and the Lord Mayor, who called for an orderly transition of the process.

Museveni to meet Cranes

President Yoweri Museveni is set to meet the Uganda Cranes team that will face Congo Brazzaville on Saturday in a World Cup qualifying match. The World Cup qualifiers to be held in Russia have pitted Uganda against Egypt, Ghana and Congo Brazzaville in Group E.

Meanwhile, President Museveni’s meeting with the Cranes scheduled for State House, Entebbe later today, also follows the Cranes successful campaign for qualification for the Africa Cup of Nations, Afcon, after 37 years.

In Afcon 2017, the Cranes under coach Sredjovic ‘Micho’ Milutin have been drawn against Egypt, Ghana and Mali in Group D. During the qualifiers Mr Museveni offered the team over Shs600m for the campaign.

Zuma faces another ‘no confidence’ vote

South Africa’s parliament is to debate a vote of no confidence in President Jacob Zuma amid growing calls for him to resign.

An anti-corruption probe last week raised allegations of misconduct against Mr Zuma.

But the ruling African National Congress (ANC) has said the motion “has no chance of succeeding”.

This is the third time in less a year that Zuma is facing a no confidence vote.

An investigation by the country’s anti-corruption watchdog said a judicial inquiry should be set up to further investigate allegations of criminal activity in Mr Zuma’s government.

The investigation found evidence that the Guptas, a business family with links to Mr Zuma, may have wielded undue political influence over the appointment of ministers.

Both Mr Zuma and the Guptas have denied any wrongdoing.

The main opposition Democratic Alliance (DA) brought the motion, accusing Mr Zuma of wreaking “havoc on our infant democracy”.

“President Zuma’s brand of corruption, economic mismanagement and lies can no longer continue to exist alongside the project of building a better South Africa,” the party said in a statement.

But calls for the president to quit have been described as ‘premature’ by ANC secretary general Gwede Mantashe who said the report had not found anyone guilty.

Burundi’s Nkurunziza ‘first’ African president to congratulate Trump

Presidents Nkurunziza and Museveni. The two were some of the 'first' African presidents to send congratulatory messages to US-President-elect Donald Trump.

Burundi’s embattled President Pierre Nkurunziza was the first head of state to congratulate Donald Trump as he was announced the new US president on November 9. Other African presidents who have so far sent congratulatory messages to Trump include Yoweri Museveni of Uganda, Uhuru Kenyatta of Kenya and Paul Kagame of Rwanda.

A 70-year-old billionaire, Trump swept to an unprecedented victory in the US election, defeating his rival Hillary Clinton following an ugly campaign.

Burundi’s Nkurunziza, who himself won a third term in a controversial election boycotted by major opposition figures and held amidst claims of vote-rigging and street violence in July 2015, was the first head of state to take to Twitter to congratulate his American counterpart.

“Mr. @realDonaldTrump, on behalf of the people of Burundi, we warmly congratulate you. Your Victory is the Victory of all Americans,” Nkurunziza said in his message on the social media platform.

For Nkurunziza, Trump’s accession to the top seat may come as a relief. As Trump threatened to jail his political opponents during the campaign for the White House, commentators likened his behaviour to that of Nkurunziza, who is accused of throwing opponents in jail on trumped-up charges.

Exiled activists have long been lobbying the West to help stem the extra-judicial killings in Burundi and while Burundi is not a geopolitical priority for the US, it has taken a stand in denouncing abuses and threats to democracy in the small central African nation.

President Barack Obama, imposed a series of sanctions on Burundi, targeting individuals in the government and armed groups that “contribute to the turmoil in Burundi, including by threatening its peace and security, undermining its democratic processes, and committing human rights abuses”.

In November 2015, the US imposed sanctions on Alain Bunyoni, Minister of Public Security, Godefroid Bizimana, deputy director-general of the National Police, Godefroid Niyombare, major general, former chief of Burundi Intelligence Service (SNR), and Cyrille Ndayirukiye, former Minister of Defence.

Obama extended the sanctions to two pro-government officials and a member of an armed opposition group “for threatening Burundi’s peace, security, or stability in June this year.

Nkurunziza’s election followed months of violence, which started on 26 April, when the ruling National Council for the Defense of Democracy (CNDD-FDD) party nominated Nkurunziza to stand for re-election – something the opposition claims violates the country’s constitution and the Arusha Accords peace deal.

Sudan party calls for Bashir ouster

The Sudanese Communist Party (SCP) has called on the residents of Khartoum to mobilize for civil obedience and popular uprising and escalate various forms of daily resistance to overthrow the regime of President Omar El Bashir.

In a statement the SCP chapter in Khartoum said the political and economic crisis has taken hold, saying the recent austerity measures are clear evidence of a steadily worsening situation.

Sudanese government lifted fuel subsidies and increased electricity price in a bid to stop the surge in inflation and control the fall of Sudanese pound on the black market.

The statement added that large segment of the society couldn’t bear price hikes, saying the regime and its affiliates are the primary beneficiaries from the government decisions.

It also cited the recent protests against the austerity measures, pointing to ongoing efforts of the various segments and sectors of the society including students, farmers, professionals and workers to topple the regime.

It is noteworthy that several small-scale protests broke out in several towns across Sudan, including the capital Khartoum, Atbara, Wad Madani and Nyala against government’s decision to lift fuel and electricity subsidies.

Recently, Sudan’s Minister of Interior General Ismat Abdel Rahman Zein al-Abdin said his ministry is ready for the worst scenarios, adding that the security situation is stable now.

In September 2013 following the government’s decision to lift fuel subsidies, demonstrations broke out in several Sudanese states. Rights groups said that at least 200 people were killed but the government put the death toll at 85.

Meanwhile, the opposition United People’s Front for Liberation and Justice (UPFLJ) described the government decision to lift fuel subsidy as a ‘false claim’, saying it aims to enrich the corrupt regime affiliates.

In a statement, UPFLJ chairman Zaineb Kabashi Issa, said the moment of revolution has indeed come, stressing the regime exhausted all the its ‘tricks’.

It pointed that the regime continued to repress and impoverish the Sudanese people for twenty seven years, saying time has come to overthrow the ‘worst regime in Sudan’s history’.

EAC, EDF meet over development aid

The EDF meeting in Brussels brought together the Secretaries General of the EAC, the Common Market for Eastern and Southern Africa (COMESA), Inter-Governmental Authority on Development (IGAD), Southern African Development Community (SADC) and the Indian Ocean Commission (IOC), and EU representatives from Brussels.
The purpose of the high level meeting was to discuss the implementation of the EDF 11 under which EAC was allocated 85 million Euros for a period of 5 years. The resources were distributed as follows: Peace and Security (15million Euros), regional integration (45 million Euros), natural resources management (20 million Euros), and institutional strengthening (5 million Euros).

According to EAC, out of the allocated 85 million Euros, projects worth 70 million Euros have reached advanced stages. A project on regional electoral support worth 5 million Euros is under implementation, a project on establishing a Trade Related Facility for 35 million has been finalized which will allow Partner States access to funds for trade facilitation, the EAC said.
A project on water resources management worth 10 million Euros led by Lake Victoria Basin Commission (LVBC) and KfW is at formulation stage. This project focuses on LVBC with plans for construction of water and sanitation infrastructure along major towns in the basin.
EAC is also preparing to submit a project on promotion aquaculture led by Lake Victoria Fisheries Organization (LVFO) worth 20 million Euros as well as project on peace and security and institutional strengthening.

During the meeting EAC was applauded for having passed the key EU pillars assessment, and will now discuss implementation modalities with EU which will mean the Community using its own procedures.  The meeting was also informed of the entry of the Republic of South Sudan into the EAC.

In his remarks, Amb. Mfumukeko urged the EU to consider priorities such as enhancing food security and income generation for employment to improve livelihoods.

During the meeting, the EU underlined the need to find sustainable financing solutions for donor-funded staff positions. EU also announced a creation of a technical facility of 14 million euros to support capacity building of project preparation on soft infrastructure projects.

Under EDF 11, EU has allocated 600 million Euros for the five Regional Economic Communities (RECs). All the RECs have up to the end of December 2016 to finalize on the identification of priority projects.

The Secretary General was accompanied at the meeting by Hon Jessica Eriyo , the EAC Deputy Secretary General in charge of Finance and Administration who also led the EAC delegation during Technical meetings .

Kenya withdraws first batch on peacekeepers from South Sudan

Kenya started the withdrawal of its troops from South Sudan peacekeeping mission with 100 Kenya Defence Forces (KDF) soldiers arriving in the country from Juba.

The soldiers arrived at Jomo Kenyatta International Airport aboard an Ocean Airlines plane and 100 were expected later in the day. The soldiers were part of troops seconded to the United Nations Mission in the Republic of South Sudan (UNMISS) in Wau region. They landed aboard the hired jet and were received by the commander of KDF’s Eastern Command Maj Gen Benjamin Biwott.

Military spokesman Lt Col Paul Njuguna was present. Maj-Gen Biwott said the withdrawal followed an order by President Kenyatta, following the sacking of Lt. General Johnson Mogoa Kimani Ondieki as Force Commander of UMISS on basis that he failed to protect people of South Sudan.

“We are happy and committed to serve in the missions. We have been serving in the peacekeeping missions since 1979 in 24 countries,” said Maj Gen Biwott.

On landing at JKIA the troops who carried light racksacks were taken for a debriefing before they could be redeployed to their original stations. Kenya has 995 of its soldiers deployed in Wau, 166 in Aweil and 304 in Kuajok – which are all the hotspots of violence in South Sudan.

It has 30 staff officers and 12 military observers in the three key areas. While announcing the withdrawal of the troops, on November 3, President Kenyatta said they will no longer contribute to a mission that has failed its mandate and which has now resorted to scapegoating Kenyans.

“Peace will not come to South Sudan by blaming a Kenyan commander for the wider failings of the Mission to South Sudan. We intend to withdraw Kenyan troops from the mission and will discontinue our contribution of troops to the proposed Regional Protection Force,” he said.
Meanwhile, fighting broke out in Kaya, near the border between Uganda and South Sudan, leaving an unconfirmed number of soldiers dead as well as several civilians including children, according to survivors who fled the town.

Many people reportedly crossed from Kaya to Oraba on the Uganda side, with children and women sitting on the road waiting whilst others got into cars with their belongings heading toward safety in Uganda.

Fleeing residents say that they saw up to nine bodies of armed men laying dead on the ground in Alikate area in Kaya. They also said they saw near a bridge the bodies of several children, estimated to be four in number.

At least one SPLA officer holding a high rank was killed by SPLA-IO in the fighting, residents said, though this was not yet independently confirmed.

Ugandan police deployed toward the border in pickup trucks blocking Ugandans from crossing toward Kaya, while allowing civilians leaving Kaya to escape.

Kaya is located near the borders of Congo and Uganda. Some of the civilians who fled crossed into Congo first and from there into Uganda.

Nigerian preacher TB Joshua deletes prophecy of Clinton win

B Joshua is one of Africa's most influential evangelists, with top politicians among his followers

A prediction by influential Nigerian TV evangelist TB Joshua that Hillary Clinton would win the US presidential election has been removed from the his Facebook account.

Mr Joshua told his congregation on Sunday that he “saw” a woman winning.

After Donald Trump convincingly won Tuesday’s vote, visitors to the preacher’s Facebook page noticed the prophecy had been removed.

The wealthy pastor is known as “the prophet” to his many followers.

He is one of Nigeria’s best-known and influential evangelists – and is popular across Africa, with many top politicians among his flock.

The US election prediction was broadcast on Mr Joshua’s TV channel Emmanuel TV, which an individual uploaded to YouTube. Africa Live: More on this and other stories

A section of that “prophecy” was posted on the preacher’s Facebook page but is no longer available.

People have also taken to a Facebook entry he posted on Wednesday to complain.

Clive Mashiri from South Africa asked: “Why was the prophecy deleted? If this was uttered by the man of God, why remove it?”

Though some have defended him.

“I will always believe in your prophesies, through thick and thin,” said South African Gugu Mathonsi.

Many people believe TB Joshua has supernatural powers, which include healing and prophecy.

Ghana’s late President John Atta Mills said in a speech at TB Joshua’s thanksgiving service after winning an election in 2008 that he had consulted the preacher through his campaign.

Tanzanian President John Magufuli and Malawi’s former leader Joyce Banda have also paid homage to him in the past.

in 2006 presidential elections a Ugandan pastor known as Robert Kayanja also prophesied and indicated one of the presidential candidates would die but this didn’t happen. So the latest prophecy by pastor TB Joshua puts to question the credibility of such prophecies.

Disgruntled CAA workers up in arms as jobs are given to children of politicians

The Uganda Civil Aviation Authority (CAA) is on the spotlight after it has emerged that that authority is recruiting staff without following  clear procedures.

The latest is that CAA has recruited many young people but using underhand methods and  majority of these being from sons and daughters of politicians. Among the politician’s son to have applied for the CAA jobs is Tony Rwamirama, an alleged son to State Minister for Veteran Affairs Bright Rwamirama.

Sources at Entebbe also told this Website that due improper planning, majority of the recruits are lacking office space hence forced to work in the canteens.

“I am very pleased to inform you that you have been offered a contract of employment as Assistant Marketing Officer,” reads an appointment letter addressed to Rwamirama a copy of which Eagle Online has accessed.

“The following specific terms will apply to you: Tenure – One year contract effective when you take up your duties as Assistant Marketing Officer; you will be paid a consolidated salary of Ushs.3, 000,400 per month. As will be provided by the manager marketing.”

The body will also cater for his hospital costs once sick and he will also be provided with transport.

“Upon acceptance of the terms set out in this contract, please affix your signature on the Certificate of Acceptance which shall form part of this contract and return the contract to the undersigned, within one week from the date of this contract,” reads the letter which has been signed by the Director Human Resource & Administration, Fred K. Bamwesigye.

However, EagleOnline is reliably informed that whereas the body advertised for vacant positions, the jobs had been already dashed out to children of prominent politicians.

As the Airport and Aviation regulator is recruiting, its staff are also up in arms as why the board and management have not cared to increase their salaries but what is hurting them is the underlying factor that most works are about to be sent off.

“We don’t know our fate because many departments had reached the seal but we are shocked that management decided to recruit new people while at same time old staff members have not been considered in the new salary scale. You find an old person who has worked for close to 10 and above years earning peanuts and yet newcomers are be paid well but at the same time when we beat them in qualification and experience” said a long serving CAA official.

According to the appointment letter issued to Rwamirama, he is to earn Shs3 million but some insiders say, despite the petition to the Inspector General of Government (IGG) on the same matter, little has been done as both Human Resource & Administration, Mr. Fred K. Bamwesigye and         Managing Director Dr. Rama Makuza continue threatening them.
