South Sudan VP implores SPLA on Juba security

South Sudan’s Vice President, James Wani Igga, has told forces of the Tiger Battalion which are redeployed around the national capital, Juba, to stay alert and be ready for any eventualities.

Igga, in a speech broadcasted on the state-owned South Sudan Broadcasting Corporation (SSBC), made the warning to the troops of the Sudan People’s Liberation Army (SPLA) of President Salva Kiir’s faction when he visited them on Monday near Nesitu, east of Juba.

The third powerful politician in the war-ravaged nation who is an ally to President Kiir in the two year civil war that ended in August 2015, told the forces to always be on alert like members of an ethnic group, the Kachipo, who he said allegedly wash one eye at a time in order for the other eye to see what was going on.

“Comrades, you should always wash your face like the Kachipo. The Kachipo do not cover both eyes like we do when washing our faces. They first wash one eye while using the other one to see and guard against any attacker around them,” Vice President Igga told the forces who responded by singing war songs in Dinka language.

The newly appointed presidential adviser on Military Affairs, General Daniel Awet Akot, who accompanied the Vice President to the military base, congratulated the Tiger Division for a ‘job well done’ in fighting the war against the opposition faction of the Sudan Peoples’ Liberation Movement (SPLM-IO) led by the current First Vice President, Riek Machar.

The presidential guards were reportedly recruited in Bahr el Ghazal region by the current chief of general staff, Paul Malong Awan, when he was governor of Northern Bahr el Ghazal state.

The Vice President also told the forces to stem out tribalism among them and promote reconciliation.

It was not clear why the senior government politicians visited the forces around Juba and urged for readiness.

Sekandi, Rugunda rate high for VP and PM positions

Vice President Edward Kiwanuka Sekandi and Prime Minister Dr Ruhakana Rugunda are politically rating high and are likely to retain their respective positions.

According to a source, President Yoweri Museveni has today constituted a team of the representatives of the National Resistance Movement (NRM) Appointments Committee of Parliament chaired by the Speaker Rebecca Kadaga and her deputy Jacob Oulanyah, to kick start the appointments process that will also include the opposition naming their representatives to the Committee, a procedural enterprise that will culminate in the vetting of Sekandi, Rugunda and the Ministers and State Ministers by Parliament.

A former Speaker of the 8th Parliament, Sekandi has served as VP since 2011, while Dr Rugunda was named PM following Amama Mbabazi’s ouster in September 2015.

UPDF retires former renegade Col Kyakabale

President Museveni has promoted former UPDF renegade officer Lt Col Anthony Kyakabale to the rank of Colonel and retired him from the army.

Lt Col Kyakabale declared war on Museveni’s government in 2001 and went into exile where he stayed for 14 years, but was pardoned last year and quietly returned to Uganda, settling to a quiet civilian life in his home village of Rushebeya, Rwamucucu sub county of Kabale district.

And today, at a ceremony held at Ministry of defense headquarters in Mbuya, Kampala, Col Kyakabale and other Uganda People’s Defense Forces (UPDF) officers were pipped by the Chief of Defense Forces (CDF) General Katumba Wamala, in the company of their spouses and relatives.

A total of 692 officers were promoted four days after Mr Museveni was sworn in as Uganda’s president for the next five years. They include one Lieutenant General, one Major General, 11 Brigadiers, and 41 Colonels, 37 Lieutenant Colonels, 277 Majors, 321 Captains and three Lieutenants.

Who is Col. Kyakabale

Registered as RO/00058 in the army, which makes him one of the pioneers of the Luweero bush war, Col Kyakabale fled the country shortly after the 2001 elections that pitted his NRA comrade Dr Kizza Besigye (RO/00098) against his commander-in-chief, President Museveni (RO 0001).

Kyakabale was one of the 27 armed NRA guerrillas that launched an attack on Kabamba barracks in 1981, sparking off the five-year guerrilla war that brought NRM to power in January 1986.

Under the command of Gen Elly Tumwine, Kyakabale was in February 1981 chosen to fire the only RPG the rebels had in an ambush at Kyekumbi in Lwamata, Kiboga district. The RPG hit a moving lorry that was carrying Tanzanian soldiers on a counter-insurgency mission. When he disagreed with the government in 2001, Lt Col Kyakabale and two other bush war comrades, Col Edison Muzoora (deceased) and Col Samson Mande (exiled in Sweden) sneaked into Rwanda and declared a rebellion against President Museveni.

With rising tensions between Kigali and Kampala, the trio alongside 10 other dissidents relocated to Sweden in May 2003. Back home, they were wanted for treason and were linked to a shadowy rebel outfit, People’s Redemption Army (PRA), which was said to be operating from eastern Democratic Republic of Congo.

They were accused of working with Col Besigye, who was at the time exiled in South Africa, to overthrow the Museveni government. Two years later, Besigye returned to lead FDC into the 2006 elections but was arrested and charged with rape and treason. He was arrested again recently and remanded to Luzira on similar charges.

The EAC Secretary General Liberat Mfumukeko has this afternoon taken the Oath of Allegiance as an Ex-Officio member of the East African Legislative Assembly (EALA) as the 6th Meeting of the 4th Session commenced in Arusha, Tanzania.

Ambassador Mfumukeko was sworn in by the Clerk to the Assembly in a brief ceremony witnessed by the Speaker and Members of EALA in line with the Rule 5 of the Rules and Procedures of the Assembly.

“No Member can sit or participate in the proceedings of the House until the Oath or Affirmation of Allegiance to the Treaty is taken,” Rule 5(4) of the Rules of Procedure states in part.
Amb Mfumukeko, who was appointed during the February 2016 Summit of EAC Heads of State to replace Amb Dr Richard Sezibera, was ushered in to the House by EALA Members Isabelle Ndahayo and Hafsa Mossi.

Ambassador Mfumukeko at a glance

 

Amb Liberat Mfumukeko has over twenty one years’ work experience in both private and public sector and prior to joining the EAC he was the Director General of the Burundi Electricity and Water National Company between 2013 and 2015 and President of the Steering Committee of the East African Power Pool.

He has served as a Senior Advisor to the President of the Republic of Burundi in charge of Economic Affairs (2012-2013) and as Director General of the Burundi Investment Promotion Authority (2009-2012).

Amb  Mfumukeko also served as an Economic Expert at the United Nations – UNDP and FAO from 2006 to 2009 and also in various companies in the USA and France including Banque Populaire (France), EDF GDF – Electricite de France (France) and American Express, Mobil Oil, FUBU, Karl Kani (USA).

Amb Mfumukeko, who is a Doctoral Studies candidate (Doctoral studies in Business Administration – DBA) at Atlantic University holds a BSC and Masters Degree in Economics (Université Francois Rabelais of Tours – France), and an MBA from Clark University in the USA. He has attended several training programs in Change Management and International Business at Harvard University and at the MIT in USA.

Afghan Taliban announce new leader

A picture has emerged of the new Taliban leader - it is not known where or when it was taken

The Afghan Taliban have announced a new leader to replace Mullah Akhtar Mansour who was killed in a US drone strike.

In a statement, the Taliban acknowledged Mansour’s death for the first time and named his successor as Mawlawi Hibatullah Akhundzada.

Analysts say it is unlikely the group will change direction under hardline religious scholar Akhundzada.

Last year the Taliban were plunged into turmoil when Mansour replaced the group’s founder Mullah Mohammad Omar.

Mansour was killed in a strike on his car in Pakistan’s Balochistan province on Saturday.

Under his stewardship, the Taliban refused to take part in peace talks. Instead, militant attacks escalated and became more daring.

Mawlawi Hibatullah Akhundzada, a former head of the Taliban courts, was a deputy leader to Mansour.

First Son Muhoozi Kainerugaba who was recently promoted from the rank of Brigadier to Major General has been officially decorated a two star General.

Maj Gen Muhoozi Kainerugaba’s pipping was carried out by the Chief of Defence Forces General Katumba Wamala, assisted by the newly-promoted General’s wife, Charlotte Kainerugaba.

At the same pipping ceremony the former deputy Army Commander Joram Mugume, who was promoted to the rank of Lieutenant General, was also decorated.

The decoration ceremony was held at Mbuya Army headquarters and among those promoted from Colonel to Brigadier were Charles Lutaaya, Stephen Muzeyi Sabiti and James Mugabe.

Who is Maj Gen Muhoozi Kainerugaba

Gen Muhoozi was born on 24 April 1974 in Dar es Salaam, Tanzania to Mr and Mrs Museveni. His father, General Yoweri Museveni, has been President since 1986.

Maj Gen Muhoozi Kainerugaba heads the Special Forces Command, which maintains the president’s security, and is considered to be one of the most powerful figures in the Ugandan military, which is one of the country’s most dominant institutions.

Muhoozi has been in the army since 1999 and trained at esteemed military centers including Sandhurst, the British Army’s prestigious military college, and the U.S. Army Command and General Staff College in Fort Leavenworth, Kansas. He was only made brigadier in 2012 and has enjoyed a rapid ascent through the military’s ranks.

US ambassador endorses ‘President’ Bobi Wine

Self-styled ‘Ghetto President’, Robert Ssentamu Kyagulanyi, popularly known as Bobi Wine’s stock has skyrocketed.

Bobi annihilated his competition on Tuesday, after being endorsed as Uganda’s ghetto president by the new US ambassador to Uganda Ms. Deborah Malac.

Sources close to Bobi and his wife Barbie say he had dined with the envoy — like many top ‘politically-conscious’ Ugandans– but we’re told he’d been completely sober for the whole evening.

Amb. Malac tweeted: ‘Just spending a Tuesday night with Uganda’s ghetto president @HEBobiwine and Barbie!

Wine has built his image as the champion of the defiant opposition activists and lower classes. He has had numerous commercial endorsements and has acted as a patron for the government and for charities, advocating for everything from drug-safety to environmental protection.

The tweeps were having it, so praised the endorsement.

When Bobi attacked President Obama

The singer was in 2014 denied entry into several Western countries because of his “sharp” anti-gay lyrics in one of his songs.

Wine’s opinions on homosexuality have been widely publicised. When he took to Facebook to criticise US President Barack Obama’s stance on gay rights, the post was later removed but not before Ugandan gay rights blogger Seba had a chance to respond, accusing him of disregarding loyal fans who may be gay, or have friends who are gay.

Did his anti-gay and most recently politically inclined agendas like Dembe and Situka damage this image, or make him more popular in Uganda? The jury is still out.

UK to support Burundi peace dialogue – FCO

The United Kingdom has pledged its support to the implementation of the Inter-Burundi Dialogue, saying the talks will help in achieving peace in the troubled East African country.

In a May 24 communication by the Foreign and Commonwealth Office (FCO) issued by the UK Special Envoy to the Great Lakes Region Danae Dholakia, the envoy also thanked the EAC appointed facilitator, former Tanzanian President Benjamin William Mkapa, for steering the mediation talks in Arusha, held between May 21 and May 24.

‘I congratulate President Mkapa for his clear and even-handed approach, which has provided a strong foundation on which to build. I commend his initiative to hold a further consultative event with opposition and civil society voices unable to come to Arusha, and his commitment to doing this in the next two weeks,’ she wrote.

Ms Dholakia urged the Burundi officials and opposition involved with the peace process to ensure that peace and stability ensues in their country.

‘I strongly support President Mkapa’s call for everyone to give this dialogue a chance to succeed by ceasing all armed and political violence. I sincerely hope that all parties can reach an agreement which provides the basis for sustainable peace and security in Burundi, built on the strong foundations of the Arusha Agreement. The UK stands ready to support the attainment of that goal,’ Ms Dholakia added.

In a related development Mr Mkapa is scheduled to meet and hold talks with President Yoweri Museveni, the EAC-appointed Mediator, to brief him on the progress of the just-concluded dialogue that was attended by over 80 Burundi and international delegates.

KCCA target title celebration at rented Nakivubo fortress

Before they get their hands on the Azam Uganda Premier League trophy, newly crowned champions Kampala Capital City Authority will look extend a good home run against Sadolin Paints on Friday.

The club has been using Nakivubo stadium as their home ground as they laid the synthetic surface at the Kampala City Council Authority (KCCA) stadium at Lugogo.

It is a historical title for coach Mike Mutebi who has won the League for the first time as head coach at the club where he flourished as a player.

Express FC took a first half lead through Vincent Kayizzi’s well taken penalty. The Kasisiro Boys bankrolled by the Kampala City Authority managed to press hard and found the deserved equaliser through enterprising midfielder, Muzamiru Mutyaba.

Muslims want NBS to apologise over terrorist remarks against scholar

A group of Ugandan Muslims has demanded for an apology from NBS TV for allegedly making terrorism accusations against leading Muslim scholar, Dr Abu Ameenah Bilal Philips, who is blacklisted as a terrorist by the US government.

Through an unsigned communication, the 40 complainants accuse NBS TV journalist Moses Walugembe for branding Dr Bilal ‘a danger to Ugandan security’ and also for misrepresenting details of an interaction between the two.

‘We, the undersigned, call on the management of the NBS Television to issue an apology to us the Muslims for what we call an attack on the personality of Dr. Bilal Philips in their Investigative Segment dubbed #NBSInvestigates by Moses Walugembe as of the News Briefing on 23/05/2016 at 21:00 E.A.S.T. It is of note that the Investigative Journalist fails to understand what Dr. Bilal told him during the interaction they had. In his own words (paraphrased), Dr. Bilal debunked all the reasons the United States put his name on the infamous list of the Blacklisted people in the World’ the group writes.

Further, the group dares NBS to explain why Dr Bilal was never arrested while in Uganda, where he allegedly stayed for a lengthy period of time.

‘Now, if we may ask, if Dr. Bilal was a danger to Ugandan Security as Walugembe alleges, why was he not arrested the moment he arrived at Entebbe? Why did he even stay in Uganda for that long? Mark you, it was even the NBS TV which had the sole right to broadcast all the events that Dr. Bilal graced while on his stay in Uganda, an opportunity they paid back by making a fool of us all. That should stop,’ the group charges.

According to the group, the US blacklist lacks credibility.

‘Actually, even the criterion they (US) use to put people’s names on that list still remains a matter of debate both in the West and in the East. The infamous list once had the likes of Nelson Madiba Mandela, till the time he won the Nobel Peace Prize, when out of embarrassment were obliged to scrap it off. Perhaps, Dr. Bilal has to win the Prize for his name to be cleared’, the group further charges.
‘We demand an apology from the Management of NBS Television,’ they conclude.

By press time it was not clear what the group planned to do in an effort to get remedy, and it was also not possible to get comment from the management of NBS.

Born Dennis Bradley Philips in Jamaica on January 7, 1947, Dr Abu Ameenah Bilal Philips (69) is a Canadian Muslim scholar who now lives in Qatar. According to Wikipedia, he was ‘secretly indicted’ by the US in relation to the 1993 bombing of the World Trade Centre and subsequently deported in 2004. He has also been banned from several other countries including neighbouring Kenya, the United Kingdom, Bangladesh and the Philippines.
