Kifesi are Police informants – Enanga

Uganda Police’s spokesperson Fred Enanga ventured into the woods and never came out.

While you can never truly predict how an interview is going to pan out in the end, in a somewhat surprising turn of events, the Police mouthpiece Enanga let spill a statement he and his superiors had for months kept under the mat – plain-clothed men armed with clubs commonly known as Kifesi provide Police with local intelligence and community intelligence.

But while there were various reasons to think that it is a noble thing for the citizenry to help Police, the evidence had been mounting of late that masked goons were suspected to be police officers or less informants had hit an insurmountable bump in the road.

It should be noted that Mr. Enanga also accepted that some police commanders looked on as the hooded attackers beat up civilians. Among them is the Kampala Metropolitan Police South deputy regional commander Godfrey Tayebwa.  However, Mr Tayebwa is not only superior in rank to Mr Ayebare, but he is also his supervisor, which makes the investigation strange and complex.

The most vivid of their attacks were when plain-clothed men armed with clubs have attacked civilians without any police intervention. The first group emerged during the protest against proposed giveaway of part of Mabira Forest in 2007. Police then denied knowledge of the stick-wielding goons. On June 9, 2010, a similar group attacked Dr Besigye and his supporters at Clock Tower Grounds as police looked on.

NTV’ Sudhir Byaruhaga caught with the police publicist Fred Enanga for a comment over the identity of the notorious men.

On March 12th 2016, masked stick wielding men beat up people in downtown Kampala as Forum for Democratic Change (FDC) former presidential candidate, Dr.Kizza Besidgye drove through town after attending the weekly prayers at Najjanankumbi. Police denied having any connections with this motley gang.

This week at Nakawa Magistrate Court were Dr Besigye was supposed to face a committal hearing, similar men were seen in the vicinity. These men parked their van nearby and later pulled out their sticks as they disembarked out of their vehicle. They eventually roughed up people resulting in the arrest of FDC Secretary for Mobilization Ingrid Turinawe. The police now say these men are informants in the force.

Who are these men who beat up civilians?

Fred Enanga “There are not police officers but they are always informant. They are operatives who supply us with local intelligence and community intelligence which we use to get what is happening in a particular community.”

Sudhir If they had beaten people, I’m very sure just like it happened last time. If they had beaten people just like it was, you would have renounced them.

Fred Enanga If they were to beat people then of course we would have taken responsibility and have them charged even including the commander but I have told you the circumstances.

Sudhir Previously how many have you charged? (Fred Enanga tries to interrupt but the reporter gains ground.” The very ones who beat up people there around Kampala Road how many did you charge and the commander.

Fred Enanga, “You have never followed up on that case and I remember going on record saying that you people according to the footage we requested that these witnesses who could help us come forward and none of you helped us up to today we don’t have anyone who came up complaining.

 “It is unacceptable to have these incidences of kiboko wielding people emerging from the side and are caning people, clobbering people and the police is looking on and the public keeps complaining and they promise to review and we don’t hear” Opondo said.

However Enanga, said “The most important thing is that, even after the filing is sanctioned usually there is the statement of the arresting officer on his role”

Enanga also defended police’s continued use of men to arrest female suspects.

“Yes, the commander went and called female officers who were dressed because we anticipated this. So you bring out photographs that show men were the one who arrested her”

Tracing Kifesi gangs

  • According to police crime intelligence, Kifesi is the biggest criminal gang in Kampala. Kifesi gangs are based in Katwe-Kinyoro zone and controls the largest criminal operational area in the city, covering Nkrumah Road, Clock Tower, Conrad Plaza, Entebbe Road traffic lights spot, Kamu-Kamu Plaza, Allen Road, William Street, Market Street, part of Ben Kiwanuka Street from Mukwano Arcade to Shoprite and Nakivubo Mews. Besides street crime, there are hardcore white collar criminals operating from Internet cafes, banking halls and around forex bureaus. They are educated and some of them are IT graduates.
  • The rising cases of phone robberies, car thefts and bank invasions have raised alarm among Kampalans and other Ugandans that the police and other security agencies are sleeping on their job by putting the lives and property of more people ever in greater danger.
  • Whereas the Police is generally charged with the responsibility of securing the lives and property of Ugandans, fingers are pointed at the force for using  the marauding gangs rather than bringing them under control.

Uganda defeated Botswana 2-0 in their opening match of Group D of the Africa Cup of Nations 2017 qualifiers at the Mandela National Stadium in Kampala on Saturday, June 13th 2015. A goal each in the second half from Geoffrey Massa and now injured Brian Umony were enough to give Uganda the victory after having dominated the entire match.

A year on, Uganda go into the return leg as underdogs following their poor away record and captain Massa this week urged his teammates to be prepared for a fierce battle. “We need to work hard because the only way to achieve good results is through hard work. So we can’t just rely on the fact that we have good players.

“All we need to do is to focus on the game and give a five star-performance and try to be victorious on Saturday,”  South Africa based Massa said. Indeed, Uganda produced a poor show to draw Burkina Faso in their group last match in March. Yet that was just about the only occasion they played at something close to their collective possession best during the current campaign.

Micho’s team had in a year largely disappointed in the preceding three matches, needing three fluke goals to force a win home against Botswana and 1-0 away to Comoros.

The Cranes however served their worst for the 0-0 stalemate against the Burkinabe, when they had goalkeeper Denis Onyango’s heroics to thank after a horror show.

That disjointed display was however quickly remember as Uganda were thumped 2-0 by Zimbabwe on Tuesday this week in an international friendly  in Harare thanks to a scintillating first-half onslaught.

The team’s star players Massa, Emma Okwi, Kizito Luwaga and Joseph Ochaya, all came out with low ratings, and the long suffering Uganda fans will undoubtedly be anticipating more of the same as the Cranes play in Francistown where rivals Burkina Faso fell 1-0 and Comoros where humbled 2-1.

As well as doing quite well after four games, Uganda are second below Burkina Faso in Group D on seven points because of a better head-to-head record.

In truth, perennial underachievers Uganda have little choice but to get a draw which would keep them in contention for a ticket to next year’s Afcon finals.

It would be a fitting achievement for a new generation of locally based stars like Joseph Ochaya and Eria Ssekisambu which has the potential to shape into perhaps the most exciting team in decades.  An appearance at the continent’s premier football tournament could provide some invaluable experience for a team effectively in transition.

The Cranes could however still find themselves with a mountain to climb even if the hold Botswana on Saturday should Burkina Faso also win away to Comoros. Such an outcome would leave Uganda needing to avoid defeat in their final match home to the South Africans and hope for a reverse in the other group game.

In short, Uganda Cranes need maximum points against Botswana who and Comoros in September to guarantee a place in Gabon.

South Africa match official Victor Miguel de Freitas Gomes will be the center referee, assisted by Zakhele Thusi Siwela and Mothibidi Stevens Khumalo as the first and second assistant respectively while Kulasande Qongqo will be the fourth official. The four will be joined by An Yan Lim Kee Chong as the match commissioner from Mauritius.

Can’t Geraldine Ssali forego the compensation?

It is good manners to respect the hand that feeds you. Geraldine Ssali Busuulwa is the Deputy Managing Director of the National Social Security Fund, recently reinstated by court and awarded a Shs200 million as compensation, after taking her employer to court following her suspension for insubordination.

Now, the Fund that is dependent on workers’ savings has had a turbulent history with its past Managing Directors, most of who have left unceremoniously. This trend had to be put to a stop, if the workers’ savings were to be secure, so a search was constituted to find a dependable person who could be trusted with the trillions of shillings in the Fund’s coffers. That person happened to be Richard Byarugaba, a banker of long-standing.

The current MD Mr Byarugaba has been credited with turning around the institution, prompting the powers that be to give him another chance to improve on the time-honoured performance he introduced in his first term.

And, in a bid to bolster this performance, the Board hired another equally competent personality, Geraldine Ssali Busuulwa, to assist in the realization of Fund’s goals.

Ordinarily, given their outstanding public service credentials, the Fund was destined for greater heights with these two managers at the helm. But Alas, for now it seems the notion is far-fetched!

However, the possibility still exists for the two of them to prove that their differences arise out of methods of work, which is normal, and not hatred.

That said however, Ms Ssali should consider exercising probity in regard to the ‘compensation’ by court because she still retains her job. The compensation also leaves a bitter taste in the mouths of the many workers who toil to save with the Fund.

But in any case, is it right for an employee who has been sent on ‘administrative leave’ to run to court?

United States v Colombia Preview: Hosts ready for special Copa America

The centenary tournament gets underway in Santa Clara on Friday evening, with the host nation looking for a perfect start against the 2015 quarter-finalists, who boast James Rodriguez.

With history set to be made in Friday’s curtain-raiser, United States captain Michael Bradley said his team-mates are ready for a “special” Copa America Centenario.

For the first time in Copa history, the tournament will be staged outside of South America, with USA hosting the 45th edition of the showpiece event, 100 years on from its inception.

USA and 2001 champions Colombia, who make up Group A alongside Paraguay and Costa Rica, will open the Copa at Levi’s Stadium in Santa Clara.

Jurgen Klinsmann’s side come into the tournament on a run of four consecutive wins, with Gyasi Zardes and teenager Christian Pulisic – USA’s youngest goalscorer – catching the eye as they lead a new wave of American talent.

And 115-cap midfielder Bradley, the second-most experienced player in the squad behind Clint Dempsey, feels USA are primed to shake things up at the Copa, which features defending champions Chile, 2014 World Cup runners-up Argentina, Brazil and 15-time winners Uruguay.

“It’s a good blend of youth and experience. I think there’s good balance in the team, and I think there’s big determination within the team to make this a special few weeks,” Bradley said.

“We’re happy with the way things went in these last two games. In terms of the spirit and the mentality of the group, it always helps, but we all understood that the second that whistle blew in Kansas City to finish the [Bolivia] game, those results meant nothing.

“Now it’s about understanding that the real thing is starting and we’ve got to have the right mentality, the right focus and know the difference between these types of games.”

Colombia, who boast a three-game winning streak, are out to spoil the party for the host nation in California.

Quarter-finalists at the Copa 12 months ago, Colombia are desperate to go further this time around.

Carlos Bacca will spearhead Colombia’s attack in the absence of Jackson Martinez and Radamel Falcao, while the centenary tournament provides captain James Rodriguez with the opportunity to either save his Real Madrid career or improve his chances of a potential move elsewhere.

Museveni receives prestigious award

President Museveni on Thursday capped off an impressive two-day working visit to Germany by being awarded the Afrika Verein Award for Excellence in Leadership from the German-Africa Business Association.

The ceremony took place on Thursday evening in the Germany capital Berlin. Museveni becomes the first African president to receive this prestigious award.

During the visit, President Museveni, urged German investors to come and participate in the growth of Uganda’s expanding economy, saying that this is the right time and Uganda the right place because of the big East African market and vast profitability opportunities now available.

The President was delivering a key note address to the German-African Business Day Forum 2016 at the Ellington Hotel in Berlin this morning.

“Business is not charity. It is about profitability through providing quality goods and services to the consumers. I am, therefore, here to show you that Uganda is the right place to go as far as investments are concerned and that, it is the right time to go,” he said.

Museveni said that Uganda was an impressive investment destination with a population of 38 million people and is projected to grow to 120 million by 2050. He urged them to regard Uganda and Africa in general as an investment destination for today and the future because of the growing purchasing power and the growing market.

“The two crucial elements in business are the producers and the consumers. All the major global economic developments and metamorphosis in the last 300 years have been triggered and sustained by these two actors – the consumer and the producer,” he said.

The President told them that Uganda’s economy was growing at 6.6% for the last twenty years without adequate electricity, poor road and railway transport infrastructure but with the surplus electricity and transport infrastructures obtaining now the growth rate will be more than double.

He identified abundant and cheap electricity, efficient and cheap road and railway transport, piped water, and a modern ICT backbone and under sea internet as vital infrastructures necessary for investment.

He further told them that Uganda was an impressive investment destination with a population of 38 million people, which will grow to 120 million by 2050. He asked them to regard Uganda and Africa in general as an investment destination for today and the future because of the growing purchasing power and the growing market.

The German Minister for Economic Cooperation and Development Mr Gerd Muller welcomed the President and encouraged German entrepreneurs to invest in Uganda and share their experiences and skills with Africa now that it is the fastest growing continent.

Later the President met Chairmen and Chief Executive Officers of the various concerns participating and these intending to participate in the Ugandan economy at his Residence at the Westin Grand Hotel in Berlin.

EALA calls for better urban planning policy

Hon Nancy ABisai, the mover of the resolution urging the EAC Council of Ministers to develop a Regional Urban Policy for the Community

The East Africa Legislative Assembly (EALA) has urged regional body’s Council of Ministers to develop a regional urban planning policy for the bloc to have better co-ordinated cities and cross-border towns and put in place remedial measures to disasters.

A Resolution, moved by Hon Nancy Abisai to that effect was adopted by the Assembly, and members want the Council of Ministers to establish an Urban Development Desk at the EAC to co-ordinate urban development matters in the region.

“Large concentrations of people and goods providing for increased opportunities for creativity, larger labor markets, and higher levels of productivity, not to speak of the cultural and political opportunities associated with urban life is the norm” a section of the Resolution states.

In her justification, Hon Abisai said that population growth has doubled in a number of countries in the globe, with Uganda and Tanzania expected to double their population by the year 2050.

According to Hon Abisai, Uganda which has a populace of 39 million is expected to have over 100 million in the next thirty four years, while Tanzania which has an estimated population of 53.7 million people will see the growth reach 137 million people during the same period.

During debate, Hon Christopher Opoka, Hon Kirunda Kivejinja, Hon Sarah Bonaya, Hon Frederic Ngenzebuhoro all supported the motion.

Analysts contend that the recent rainstorms, mudslides and floods in the capital cities of some of the EAC Partner States and other weather phenomena have exacted a devastating toll on property, human welfare, natural resources and the economies, with more than 95% of all deaths caused by disasters occurring in areas which are mostly unplanned.

‘States’ cause confusion after South Sudan presidency talks

Conflict has emerged over interpretation of the would-be formed committee by the South Sudanese presidency to review the number and boundaries of states in the country, with differing explanations as to the main purpose of the committee in determining the status of states in South Sudan.

The presidency composed of President Salva Kiir and his two deputies, Riek Machar and James Wani, on Wednesday resolved to form a 15-member committee to review the 28 states unilaterally created by the former government despite a peace agreement signed on the basis of 10 states.

In a public joint spoken statement after the meeting, Machar and Wani said the committee would determine the number of new states and their boundaries.

The inclusive membership committee would include 10 from South Sudanese peace partners and the other five from the international community. The committee will recommend a way forward within 30 days.

However, Ateny Wek Ateny, President Kiir’s press secretary, told the media that the main purpose of the committee was not about the number of states, but rather about reviewing the boundaries of the created new 28 states which ‘bother’ people.

He said the committee’s task will be to try to determine the boundaries of the 28 states, but added that they may add more states to the current 28 but will not be allowed to reduce the number.

“The importance of the committee is specifically to settle the borders and see the problems that bother the states. The committee can come up with a recommendation to increase the number of states but it’s impossible that it could be less than 28 states. Because nobody will accept that his state will be removed. Nobody will want that. Whose state will be removed and whose state will remain,” he asked.

But in a interview, James Gatdet Dak, First Vice President Machar’s press secretary, told the UN radio Miraya that the committee will review the “number of the states as well as their boundaries.”

He said if the committee will not agree on the number of states, they will simply revert to the 10 states as provided for in the August 2015 peace agreement.

When contacted in a separate interview, Dak said the armed opposition faction of the Sudan People’s Liberation Movement (SPLM-IO) is for the 10 states as a priority.

“As for the SPLM (IO), we want to abide by the peace agreement. The agreement talks of the 10 states. This is our priority now, not 21 or 28 states,” Dak said, while referring to 21 states earlier proposed by the SPLM-IO during the peace negotiations in Addis Ababa last year and the 28 states created by President Kiir’s faction in Juba five weeks after the peace agreement was signed.

Dak said more states may be premature for now given the security and economic challenges in the implementation of the peace agreement, coupled with the conflicts over states boundaries that the new 28 states have brought about.

He said the country, through the 15-member inclusive committee, may soon within 30 days confirm maintaining the 10 states and delay creation of more states to later period in the transitional period or after 2018 elections.

Dak acknowledged that the presidency had not yet put on paper the terms of reference for the 15-member committee, adding ‘this could be the reason for the misinterpretation of the task given to the committee’

UN agencies to give seeds to 200,000 South Sudan IDPs

Two United Nations agencies have joined forces to distribute seeds and agricultural tools to 200,000 refugees and their host communities across South Sudan, helping them become more self-sufficient in a country facing a serious food crisis.

This year, the Office of the UN High Commissioner for Refugees (UNHCR) and the Food and Agriculture Organization (FAO) have jointly contributed 186 tons of crop seeds, assorted vegetable seeds, hand tools and fishing kits for refugees and local communities in Unity, Upper Nile, Jonglei, Central Equatoria and Western Equatoria.

“We are pleased to announce that these interventions are working well, but we are also looking beyond quick-fix solutions that help refugees become more self-reliant and less dependent on humanitarian assistance in the long run,” said UNHCR Representative Ahmed Warsame. “This is the essence of the UNHCR-FAO partnership.”

“People here lack the resources to buy the things they need to start planting and need support to be able to produce their own food,” said FAO Representative Serge Tissot. “These distributions have been very timely since the planting season has just started.”

Assessments have shown that the food and nutrition security situation is worrying in many parts of the country, including in Upper Nile – a region hosting four refugee camps and South Sudan’s largest refugee population of 134,000 Sudanese refugees.

A nutrition survey, conducted in late 2015, found that Upper Nile’s Maban refugee camps registered higher levels of malnutrition compared to 2014. This was particularly the case in Doro camp, where the rates of Global Acute Malnutrition (GAM) and Severe Acute Malnutrition (SAM) were respectively 15.5 per cent and 2.6 per cent – above UNHCR standards of 10 per cent and 2 per cent.

“Without seed distributions we cannot survive. Not all of us are able to keep seeds for next year, some people do, but because of lack of food, sometimes we are forced to eat the seeds kept for planting,” said a Sudanese refugee from Blue Nile state. “We hope for peace so that we can return home, where we can be free.” she added.

FDC’s Besigye beats Attorney General in fresh defiance petition

The Attorney General has Thursday withdrawn an interim order against leading opposition party Forum for Democratic Change’s Defiance campaign because the law demands that Dr. Kizza Besigye ought to have been represented in court personally.

The Deputy Chief Justice Steven Kavuma, had summoned jailed Opposition leader of FDC, Dr. Besigye, and his party to appear in court for the hearing of an interim application aimed at extending the ban on their defiance campaign activities including the Tuesday weekly prayers.

“We do hereby apply to withdraw the above captioned application under rule 2 (2) of the Court of Appeal Rules with no order as to costs,” the Attorney General requested.

The second defendant Dr. Besigye had said he needed to be present in court himself so as to raise arguments against the application since he has no lawyers representing him in this particular application. However, earlier one of his lawyers Ernest Kalibbala had written to the Court Registrar stating that he could not reply to the application made by the Attorney General as required by law.

FDC lawyer Ladislaus Rwakafuuzi was in a jubilant mood when it was announced that the Attorney General had withdrawn the interim order against the defiance campaign.

Besigye’s FDC had planned countrywide demonstrations to protest the February 18 presidential results, their continued demand to have an independent audit of the presidential results and the live media coverage of defiance campaign activities, all of which had been earlier banned by Court of Appeal judge Justice Steven Kavuma, sitting as a single judge.The ban expired last week.

It should be noted that Police chief Gen Kale Kayihura had sworn an affidavit stating that unless court issues another ban stopping Dr. Besigye and FDC defiance campaign activities, the country will slide into political unrest.
