Let government seize properties of the corrupt

IN TROUBLE! Jailed former Principal Accountant in Office of the Prime Minister Geoffrey Kazinda

So the Commission of Inquiry into the management of Uganda National Roads Authority (UNRA) established that the road agency cumulatively lost four trillion shillings over a period of seven years.

It is quite disturbing to know that this humongous amount was lost to white and blue collar fraudsters, some of who are entrusted with the responsibility to protect government assets on behalf of the people of Uganda.

There is no doubt that corruption in Uganda is endemic and the depth of this can be exemplified by President Yoweri Museveni’s State of the Nation Address, in which he even castigated his ministers for asking for bribes from foreign investors.

Suffice to say; despite voicing his concern over corruption on very many occasions, this was the second time Mr Museveni was publicly ridiculing his officials in regard to the gravity of corruption in Uganda, the first having been done in Kigali, Rwanda, where he decried the rampant theft that crippled government programmes in Uganda.

Indeed, to his credit, on all the many occasions he has spoken out against corruption, the President has threatened to deal with wayward officials involved in the vice. But if the findings of the Justice Bamugemereire UNRA Commission are anything to go by, then his efforts have been clinically circumvented by the fraudsters, who seem to enjoy unlimited powers of being protected.

Uganda has some of the best anti-corruption laws in the region, and the country is also home several institutions that were established to fight and contain corruption namely: the Anti-corruption court, the Inspectorate of Government, the CIID, and the Financial Intelligence Authority (FIA) and Uganda Revenue Authority among others. In fact, some of the institutions’ roles seem to overlap!

However, it seems that the individuals at all these institutions that are charged with the duty of ensuring the safety of the tax payers money have failed to nail the real thieves of public funds, instead choosing to always parade the ‘small fish’. And the game goes on.

But questions abound: where do these thieves keep their loot? Do they siphon the money out of the country? If so, then how do they do it? All these questions and many more need answers if the country is to tackle the issue of corruption effectively.

Lastly, as a deterrent, there is need to operationalize the seizure of properties of those found culpable for corruption as the move will instill fear in these thieves.

That way we can even begin talking about achieving a middle-income status by 2020.

Jovago, SiteMinder partner to roll seamless online distribution for hotels

Hotel booking website, Jovago.com, has announced its partnership with the global hotel industry’s leading cloud platform, SiteMinder, to mark its first time enabling seamless online distribution for hotel clients. The agreement enlists Jovago.com among the more than 300 channels integrated with SiteMinder’s Channel Manager and means mutual hotel clients can now seamlessly update their inventory and room rates to the booking portal.

“As the leading channel management provider for hotels globally, partnering with SiteMinder was an obvious decision,” says Eduard Posthumus Meyjes, global head of revenue management at Jovago.

“We aim to bring top-notch technology to our hotel partners across all our markets in Africa and SiteMinder offers the right technology to grow our supply of real-time bookable inventory for our customers.”

The partnership creates massive opportunity for its large client base of hotels to reach and attract guests, and increase both occupancy and revenue in return.

Jovago launched an extranet application for its hotel clients earlier this year, allowing them to reach operational excellence with the online channel by giving hotel managers real-time access to, and control over, their room rates and inventory.

The booking portal says an integration with the market’s leading channel management solution was the logical next step, to offer its hotel clients value-added services.

Uganda names depleted squad for Kenya Elgon Cup battle

Action between Kenya A and Uganda in last years Elgon Cup in Nairobi

The availability of four Kenyan based semiprofessional ruggers will do little to change fortunes on Robert Seguya’s 23-man Uganda Rugby Cranes squad to play Kenya Simbas in the first leg of the Elgon Cup on Saturday June 4, 2016 at Legends Grounds .

Brian Odong will captain Uganda in the upcoming game has been accredited by World Rugby as a full test, unlike what was the case last year.

Kenya ‘A’s Elgon Cup dominance over The Cranes for three years came to a temporary halt in 2015 as Uganda ran riot to dethrone Kenya 30-25 and 47-45 on aggregate.

Kabras Sugar trio of Gerald Ssewakambo, Odong James and Uhuru Charles and Kenya Harlequin’s Ronald Musaja join a host of established local players and a whole new lot of debutants like prop Elijah Ssegawa, Saul Kivumbi, Byron Oketa and Robert Masendi among others.

There is no place for injured stars Justrin Kimono, Lawrence Ssebuliba, James Ijongat and Marvin Odongo  while gigantic Scot Olouch hasn’t played all year.

Analysts say coach Seguya could be on a mission of using the Kenya tie to figure which new players he will use host Namibia in the Rugby Africa Tier1 A game at Kyadondo Rugby club in July.

Spark TV champions female empowerment

L-R: Christine Semambo Sempebwa, Executive Director of Forum for African Women Educationalists Uganda, Joan Nekesa, one of the mentees and Ruth Sebatindira, President of the Uganda Law Society at the launch of My World. Spark TV has developed a 1 hour reality show from this mentorship program to allow viewers experience the journey of the mentors/mentees.

On Monday, Spark TV (NTV’s sister station) in partnership with GIZ announced the introduction of a TV reality show spun off a female mentorship program dubbed “My World”. My World is a mentorship program that attaches young female graduates to successful, professionally savvy, and highly qualified Ugandan women with different professional backgrounds drawn from Uganda’s corporate world.

The TV show was launched at a cocktail at the Kampala Serena Hotel and was attended by a number of high powered Kampala women drawn from a number of professions; media and broadcasting, legal, civil society, banking and finance, to mention but a few. The chief guest at the event was the Inspector General of Government, Ms. Irene Mulyagonja.

The My World mentorship program was introduced in 2016 by GIZ after realizing that the Ugandan market boasts of a good number of well qualified female graduates and there is a need to empower them by giving them guidance in developing their career path and advice on how to achieve both their career ambitions and personal plans (e.g. family).

In her opening remarks, Aggie Asiimwe Konde, Managing Director of NTV and one of the mentors attributed her success and achievements to receiving guidance from individuals who had mentored her. “Mentorship is about sharing experiences, passing on knowledge and guidance to your mentees. It’s our role as women to empower and bring out the best in one another which will as a result increase productivity in the work place, “she said. She added that through the TV reality show that will air on Spark TV every Sunday, the mentorship program would reach even more young women than the 24 who are currently undergoing the mentorship journey.

“Despite living in the 21st century, today’s woman still faces a number of bottle necks in the work place. These include disparity in equal pay (in comparison to male counterparts), harassment, limited advanced career opportunities, difficulty in maintaining a work life balance and having children while building a career. This program is here to help address those challenges by allowing young women the opportunity to learn from those that have been through it and can share their life lessons and experience, “Ms. Annette Boliba Juma from GIZ added.

In a panel discussion, the mentors gave the young women in attendance tips on how to make it in a male dominated world, how to achieve a work-life balance and the importance of constant self-evaluation to be able to achieve their dreams. Ms. Mulyagonja narrated her experience as a female lawyer in a male dominated profession and noted that with focus and determination, it is possible for a woman to rise up the ranks and achieve success in the work place.

The 13 mentors who have been selected to mentor the 24 young women in the My World program have attained success and are at the top of their careers. They are;

  • Aggie Asiimwe Konde, Managing Director of NTV.

State levies fresh terrorism charges against 5 acquitted Kampala terror suspects

The Chief Magistrates Court in Jinja district has today, Wednesday, June 1, 2016, instituted fresh charges of terrorism and related conspiracy against the five suspects acquitted last week in relation to the 2010 Kampala twin bombings in which 76 lives were lost.

The five, Omar Awadh Omar, Muhamad Hamid Suleiman, Yahya Suleiman Mbuthia, Batematyo Abubakar and Dr Ismael Kalule, were acquitted of terrorism, murder and attempted murder in a judgment delivered on Thursday last week by Justice Alphonse Owiny Dollo, only to be rearrested immediately.

At the time, police said then the men were being held outside the capital for their own safety.

Besides the five who were acquitted, five other suspects convicted of terrorism were given life sentences; two others were given 50 year jail sentences, while and another man was convicted of a lesser accessory charge.

The suspects’ lawyer Caleb Alaka told EagleOnline that the group that was re-arrested moments after regaining their freedom and that their whereabouts are still unknown until today when they were freshly charged in Jinja.

The five had been acquitted on ground that prosecution failed to provide evidence linking them to the bombings but EagleOnline understands that a re-investigation was hurriedly carried out by state prosecutors who aver that hand written documents and related materials asking members to conduct hostile reconnaissance around security facilities and other vital installations, in preparation for violence, were seized and fresh evidence of the new plot that connected the suspects to the materials, recovered.

The new charge sheets states that while at Luzira Upper prisons, the rearrested five allegedly created documents and materials connected with preparations to facilitate, assist or engage co-conspirators to undertake terrorist acts.

It should however be noted that Justice Owiny Dollo had also dropped the charges of belonging to a terrorist organisation brought against the suspects, saying Al Shabaab, which they are linked to, isn’t a designated a terror organisation in the Ugandan law books.

In a related development, Police spokesperson Fred Enanga confirmed the developments and revealed that the force and sister security agencies continue to maintain vigilance to thwart threats of terrorism.

“We encourage the public to always remain alert and report any suspicious activity to the police, other security personnel or local council officials for immediate attention,” Enanga said on Monday evening.

Uganda Breweries partners with bar owners and bartenders to curb drunk driving

Ronald Tumwizere, UBL’s Promotion Manager gives out tips during the Responsible Serve training for bar owners and tenders, at Kati Kati Restaurant

Bartenders and bar owners are crucial in curbing drunk driving and promoting responsible drinking as they interact with alcohol consumers daily and can influence attitudes and drinking behaviour.

This was revealed on Wednesday June 1, 2016 during the Responsible Serve training for bar owners and tenders, at Kati Kati Restaurant, Kampala.

The training is part of the Red Card campaign, an initiative by Uganda Breweries Limited (UBL) to inform, sensitize and engage consumers about the dangers of alcohol misuse. The training equips bar owners and tenders with the knowledge to promote responsible alcohol consumption and why this is important for sustainability of their business.

Explaining why they chose to train this particular group, David Onyango UBL’s Sustainability Manager said,”A bartender/Owner is in a perfect position to understand and promote responsible drinking. As a professional serving alcohol and as someone who interacts with customers every day, there is a high chance of having a positive effect on attitudes.”

The one day training which started at 10:00 am was graced by over 80 bar tenders and owners in Kampala.

“This training is intended to help the bartenders and the bar or restaurant owner promote alcohol in a responsible and enjoyable way. It’s also aimed at reminding bar owners of the existing laws governing the selling, serving and consumption of alcohol among others,” Mr.  Onyango noted.

“Uganda has a legal alcohol limit of 35 milligrams per 100 milligrams of breath for drivers. However, it’s difficult to calculate how many drinks can get an individual over the acceptable limit because everyone metabolises alcohol at a different rate. One’s weight, gender and age affect this; as do activity levels; whether you’ve eaten recently; whether you’re on medication; the type of alcohol you consume; and the speed you drink it.” Mr. Onyango said adding “The safest amount of alcohol to consume before driving is none.” He went on to urge bar owners to install signage with messages encouraging their customers not to drink and drive and to get designated drivers if they are drinking.

The bar owners during the training also received tips on preventing drunk driving, which is the leading cause of traffic accidents in Uganda. According to the recent traffic report by police, Uganda experienced 19,229 crashes and 310 of these were attributed to drunk driving. Kampala registered the highest traffic accidents with 51 percent. (Annual Traffic Accident Report, Police: 2014)

During the training, Ronald Tumwizere, UBL’s Promotion Manager, urged bar tenders to keep a close watch on their clients to ascertain if there is any doubt about their ability to drive within the legal limits and take the necessary action.

“You can affect the way your customers get home by having public transport information available on the premises and inform customers about it. Have taxicab numbers available on signage, possibly even a direct phone link to the local taxicab company. Arrange with your local taxicab company that can provide cabs at certain times regardless of whether they’re called or not,” Ronald said.

38c8e130-9545-4f77-a0b4-7bc0a4ae7951

He further noted that serving responsibly can have many benefits to bar establishments or to customers as well as to the local community.

“A trouble free bar means more customers, better reputation, and increased profitability. It also builds a better working environment for you and your colleagues as well as making bartending a professional and rewarding career.  It is much more than serving customers a drink, it is really something to be proud of and can play a positive role in the community with partners such as the police and licensing authorities,” he noted.

He stressed that it was imperative that bartenders know the alcohol laws in Uganda and obey as well as remind their customers about them.

There is need to come clean on decisions regarding justice

The laws in Uganda are very clear: ‘every one is equal before the law’ and ‘every one is innocent until proven guilty’ by a competent court. Also, any suspect is supposed to be granted access to his lawyers, should he/she demand that Counsel be present before he/she engages in any proceedings that have a bearing on his/her future in respect to the law.

And these notions have, for most of the 30-year old lifespan of the National Resistance Movement (NRM) regime in Uganda, been sanctified. However, since the beginning of the electioneering process that preceded the February 18 presidential and parliamentary elections and thereafter, things seem to be changing negatively, mostly for those persons involved with opposition politics.

As a result, so many actions by the state in respect to the activities of the opposition have turned out to be legally objectionable both in form and content, leaving a bitter trail among sections of the community.

For instance, sitting as a single judge and after working hours, early this month Deputy Chief Justice Steven Kavuma made an ex parte order, among other matters, barring any media house from reporting about activities of the ‘defiance campaign’ of the opposition Forum for Democratic Change (FDC).

It should be noted that the media is mandated by law to carry out activities of reporting on national issues, for the benefit of informing the other citizens who may not have access to information and yet they are entitled to know what is going on in their country.

So, one then wonders why a senior member of the judiciary, very much schooled at law, can ignore such an important facet and make a blatant order that even has the overt capacity to put the integrity of the judiciary in question.

That said, there is also need for the respective arms of state to explain today’s failure to produce opposition FDC flag bearer Dr Kizza Besigye, in the Nakawa Chief Magistrate’s Court, under the guise of ‘security threats’  against his life.

The suggestion that the trial of Dr Besigye be moved to a court in Luzira should also be explained, because it is not clear if his security there will be better guaranteed.

Otherwise, the judicial and law enforcement institutions in Uganda owe it to the citizens to avoid ‘selective’ application of the law.
