‘Going back to my roots’ … Museveni’s new cabinet at a glance

‘Going back to my roots… yeah… to the place of my birth…back down to earth…’ the lyrics of a 1981 song by New York singing group Odyssey somewhat go.

In the same year, precisely on February 6, 1981 Mr Museveni set off for the jungles of Luwero, where he waged a five-year armed struggle against the Uganda Peoples Congress (UPC) government of Dr Apollo Milton Obote (RIP) and later the six-month short-lived government of General Tito Okello Lutwa, culminating in the capture of power by the National Resistance Movement/Army (NRM/A) on January 26, 1986.

Then, on January 29, 1986 Mr Museveni swore in as president, later appointing a team of 48 men of diverse political persuasions to serve as ministers in his first government, with the exception of members of the UPC.

Perhaps, those conversant with Uganda’s immediate post-1986 political terrain might find it easy to link President Yoweri Museveni’s cabinet announced yesterday to a new dispensation that has all the political designs of the ‘old man with a hat’ going back to his 1986 roots.

Indeed, the nature of composition of the new cabinet named yesterday is a near replica of the one Mr Museveni appointed 30 years ago when, as a 42 year-old guerilla leader, he named a cabinet with names of people drawn from almost all the diverse backgrounds of the country in order to try and reverse the ‘bad politics’ that had reportedly given rise to social vices like corruption, nepotism, tribalism and disunity, all leading to a near-break down of the Ugandan social fabric.

So, in a bid to reverse the near perilous situation, in the 1986 cabinet were names of long-serving politicians, both drawn from the ‘opposition’ and those linked to the new government; the ‘emerging politicians’ including those who belonged to the Mr Museveni’s former party, the Uganda Patriotic Movement (UPM) like Dr Crispus Kiyonga and Jaberi Bidandi Ssali; technocrats and men and soldiers of the then victorious National Resistance Movement/Army (NRM/A), all cobbled together to form the ‘broad-based government’.

For instance, in the 1986 Museveni cabinet the people who represented the NRM/A included among others Dr Samson Kisekka; Eria Kategeya; James Wamboga Wapakhabulo; Dr Ronald Bata; Dr Zac Kaheru; Sam Kalega Njuba; Al Hajji Abubaker Kakyama Mayanja; Chango Macho w’Obanda and Balaki Kirya (all deceased).

At the time the politicians who represented the ‘opposition’ in cabinet included among others Dr Andrew Kayiira (RIP) of the Uganda Freedom Movement(UFM); Dr David Lwanga (RIP) of the Federal Democratic Movement of Uganda (FEDEMU); and Mr Paul Kawanga Semogerere and Mr Evaristo Nyanzi (RIP), both of the Democratic Party.

Then there was the group of technocrats allied to the NRM including among others Prof Ponsiano Mulema (DP); Justice Joseph Mulenga (DP); Prof Yoweri Kyesimiira (DP); Dr Shem Masaba; Abbey Kafumbe Mukasa (DP); Prof Stanley Tumwiine; John Baptist Kawanga (DP) and Engineer Dan Serwano Kigozi.

During their tenure as ministers, the political mix that was Uganda in 1986 under the broad-based government ensured that the social malaises that had previously been obtaining were reduced, and the country once again emerged as a functional entity: Corruption was minimized; tribalism and nepotism were anathema, while linear and lateral economic and social development undertakings became the rallying clarions for Uganda under the new political dispensation.

Fast forward to 2016, the country has not progressed as most Ugandans would want it to be, and that has possibly informed President Museveni’s choice of new ministers; those that he thinks might have the potential to unlock his 1986 strategies to put Uganda on a better pedestal. Of course, this is not to wit that the outgoing cabinet did not do enough!

Needless to say, there are 35 ministers who were not retained, representing about 50% of the outgoing Cabinet and this does not project a very good image.

Representation:

The Constitution of Uganda engenders the President to appoint ministers and other public office holders, taking into account the diverse interests that include among others region of origin/tribe, religion and gender.

Women representation:

For the first time since the 1995 Beijing Conference that paved the way for women to occupy at least 30 per cent of the decision-making positions in governance, Mr Museveni has this time surpassed the UN Economic and Social Council threshold by appointing 26 women out of the 81 ministers and this represents 32.5 per cent.

Among the women named to key ministries is Janet Kataha Museveni, the President’s wife who moves to Education and Sports; Irene Muloni at the energy ministry; the youthful Dr Jane Ruth Aceng at the health ministry and Betty Olive Kamya Namisango, who is to head the Ministry for Kampala Affairs under the President’s Office.

Regional representation:

Under the new cabinet composition, the Central region has 17 ministers; the greater western region 26 ministers; the greater eastern region has 19 ministers, the greater north has five ministers, while the greater West Nile region has eight ministers.

Viewed from the above perspective, one may be tempted to think that the representation is not fair. However, given the tribal demographics, it is safe to say that the composition is representative of the various interests of the people in the said areas.

New faces:

The new cabinet has 36 new ministers; the biggest change of cabinet faces since 1986.  The new faces represent a cross-generational aspect that is inclusive of the elderly like Hajji Nadduli; the upper middle aged like Lt Gen Henry Tumukunde, Eng Azuba Ntege, Joy Kabatsi and Betty Olive Namisango Kamya to the youthful ministers like Dr Aceng, Evelyn Anite and Dennis Ssozi Galabuzi.

Bouncing back:

In the new cabinet Mr Museveni has brought back seven former ministers who have previously served under him at different times and these include Dr Kasirivu Atwooki, Hajjat Janat Mukwaya, Col (rtd) Tom Butime Rwakakaira, Eng Simon D’Ujanga, Aggrey Bagiire, Isaac Musumba and Jennifer Namuyangu.

Of these ‘cabinet returnees’, Col Butime and Hajjat Mukwaya are representative of the historicals of the bush war that brought the NRM government to power in 1986, while the rest were progressively incorporated in the NRM but had been rejected by the electorate in previous elections.

Political ping pong:

Of course, with all cabinet appointments there will always be several political observers giving opinions as to what might have informed Mr Museveni’s decision to name particular people to the portfolios they are to hold.

For this particular cabinet, some observers have opined that Mr Museveni sought to wean the NRM off the former Secretary General Mr John Patrick Amama Mbabazi, who until last year had enjoyed a privileged political career under Mr Museveni and the NRM spanning three decades, the envy of most party supporters.

According to the pundits Mr Mbabazi had during that time used the NRM as a vehicle to build a well knit support base within the ranks of the party, which he intended to use to gun for presidency.

As such, the downfall of Mr Mbabazi last year is reportedly responsible for the missing scalps in the outgoing Museveni cabinet. Interestingly, it is also Mr Mbabazi’s unceremonious shunting from the NRM that is responsible for some of the faces that grace the new cabinet and among these is Evelyn Anite, the newly-named Minister of State for Privatisation and Investment.

Another name that surfaces allegedly due to intra-party acrimony and infighting is that of Jennifer Namuyangu, who reportedly had a score to settle with former Kibuku MP Lt Saleh Kamba.

2016 elections:

Following the fall out between Mr Museveni and Mr Mbabazi, it was clear to many that the elections of 2016 would, in many ways, become a turning point for many politicians of the ruling NRM party.

Against such a background, the retention in cabinet of people like Maj Gen Severino Kahinda Otafiire, Gen Jeje Odong, Lt Col Bright Rwamirama and the inclusion of Lt Gen (rtd) Henry Tumukunde came as no surprise to political observers ostensibly because the four represent the military-political continuity of the NRM.

Similarly, the exit of those reportedly allied to Mr Mbabazi was inevitable and might be the fundamental factor as to why almost half of the new Museveni cabinet, 35 ministers were dropped!

Kony’s LRA abduct 100 primary school pupils, nurses

An unspecified number of primary school pupils who had travelled from neighbouring villages to sit for their primary leaving national examinations have been abducted by gunmen believed to be fighters led by Joseph Kony of the Lord’s Resistance Army (LRA).

According to a report by UN-sponsored Okapi radio, about 50 gunmen launched a raid over the weekend about 500km (310 miles) north of Kisangani in the Democratic Republic of Congo.

Besides the pupils, some of the 100 people believed to have been kidnapped in the attack were traders and nurses who were carrying out the vaccination campaign against meningitis.

The administrator of Bondo said troops were pursing them into Adama forest, believed to be the rebels’ hiding place.

This one of so many LRA abductions so far this year, they have kidnapped more than 200 people alone in the Central African Republic, a quarter of them children, human rights groups says.

The LRA has abducted nearly twice as many people in CAR so far in 2016 than they did in the whole of 2015, the LRA Crisis Tracker, a joint project of the Invisible Children advocacy group and The Resolve LRA Crisis Initiative said, adding that it was too early to judge whether those taken would be released after serving as porters for looted goods or be forcibly integrated.

The LRA first emerged in northern Uganda in 1987, the year after current President Yoweri Museveni seized power, but remnants of the rebel force and its elusive leader have been driven out of the country and operate abroad.

Key leaders have been captured or defected, but the movement has not been crushed.

Museveni appoints wife Minister of Education and Sports

President Museveni has appointed former Ruhama Member of Parliament Janet Kataha Museveni as the new cabinet Minister for Education and Sport replacing Jessica Alupo in the newly elected government at the presidential session of the Government on Monday.

Janet Museveni recently graduated from UCU with a masters of Arts in Organizational Leadership and Management.

This comes weeks after Mr. Museveni, with whom she has four children elevated their firstborn Muhoozi Kainerugaba to Major General, one of the highest ranks in in the Uganda military.

Mrs. Museveni has been Minister for Karamoja Affairs in Uganda’s Cabinet since 27 May 2011.

As Minister of Education and Sports, Mrs. Museveni will handle matters relating to education, training and sports.

In the Ugandan government system, each minister is also responsible for international matters in their sectors and for matters relating to appointments and personnel administration in the Ministry of Education. Each minister also directs financial planning and the preparation of budgets and other joint matters in his/her respective field.

Who is Janet Museveni

Janet Kainembabazi Kataaha Museveni was born in Bwongyera village in Kajara county, Ntungamo District, Western Uganda to Mr. and Mrs. Edward Kataaha. She attended Kyamate Primary School, and Bweranyangi Girls’ Senior Secondary School.

Mrs. Museveni went into exile in 1971, when Idi Amin toppled the Milton Obote regime in a military coup. She married Yoweri Museveni in August 1973. When Idi Amin’s regime fell from power in April 1979, she moved back to Uganda from Tanzania where she had been living in exile with her husband.

She founded the Uganda Women’s Effort to Save Orphans (UWESO), a private relief agency in late 1986, which she said was shaped by her experience as a refugee. She became involved with the HIV/AIDS campaigns in Uganda in the 1990s, forging ties with radical pastor Martin Ssempa for abstinence-only sex education.

In November 2005, she announced that she would seek the parliamentary seat of Ruhaama county in the February 2006 general elections. Beating FDC strongmon Augustine Ruzindana overwhelmingly and was re-elected in March 2011.

Stella Nyanzi: What you need to know about disgraced Makerere don’s fate

CONTROVERSIAL ACADEMIC: Dr. Stella Nyanzi

Suspended Makerere Institute of Social Research (MISR) fellow Dr Stella Nyanzi’s actions of nudity were of gross misconduct and should be subjected to disciplinary action.

This is according to the disciplinary committee by Makerere University Appointments Board to investigate the circumstances under which Dr Stella Nyanzi a mother of twins stripped naked.

On April 18, Dr Nyanzi, a research fellow at MISR  stripped in protest of being locked out of her office by her boss Prof. Mahmood Mamdani who accused her of refusing to teach MISR’s doctor of philosophy (PHD) students.

“Those University officials who failed to take action in this matter, (we) shall take action on them,”  Bruce Kabaasa Chairman Makerere University appointments Board said while presenting their findings on Monday afternoon.

“There was no evidence that these matters were discussed in any Management meeting from January to April when the disagreement went out of hand,” he added.

Professor Mamdani’s act to request Stella Nyanzi to teach was proper and in line with her terms of employment as mentioned in the report.

Ugandan army selling guns, uniforms in Somalia

The Uganda Peoples Defence Forces (UPDF) has once again come to the spotlight after five of its soldiers serving under the Africa Union Mission in Somalia (Amisom) were arrested by Somali authorities in Mogadishu for stealing and selling military supplies and fuel.

UPDF spokesman Lt Col Paddy Ankunda confirmed the arrests of the soldiers and said investigations had been initiated to establish the facts.

“It is true they (Ugandan soldiers) were arrested for being involved in the black market trade,” Lt Col Ankunda told EagleOnline on Monday.

“We are holding investigations and if they are found culpable the law will take its course,” he added.

Speaking to local media, Somalia Police Commissioner General Mohamed Hassan said they recovered telephones, ammunition materials, petrol and other logistics from the Ugandan commandos.

He said the five UPDF soldiers were arrested after a tip-off that several Amisom soldiers were selling military equipment at the Mogadishu market.

Besides the Amisom soldiers, ten Somali civilians were also arrested in the crackdown at capital’s black market which was carried out by Somali police and intelligence officers on Sunday.

Different UPDF Amisom contingents have been in the spotlight for various intermittent infractions among them selling of deployment slots and military logistics, with several officers being charged and punished accordingly.

For instance, in 2014 the UPDF suspended 15 officers among them Brigadiers Francis Chemonges and  Jack Bakasumba; and Lt Col Kutesa after an internal investigation found them guilty of charging soldiers money in order to second them for deployment to the African Union Mission in Somalia (Amisom).

In another matter, in 2013 Contingent Commander Brig Michael Ondoga was arrested and charged before the UPDF General Court Martial for making multiple false accusations against his juniors. He was acquitted of all the charges in 2015.

Top security chiefs in panic over Fuelex boss’ arrest

All isn’t well in security circles as information starts trickling in that some top security officers both in intelligence and the police have been conniving with the Fuelex Uganda boss to smuggle fuel into the country.

Sources said Mr John Imaniraguha, the city businessman on a wanted list by Uganda Revenue Authority (URA) for dealing in smuggled fuel, was arrested on Sunday, June 5, 2016 at Entebbe Airport, sending panic waves among those suspected of connivance.

Security suspects the fuel mogul, who URA announced last week in a public statement, was fleeing the country with the aid of top security chiefs.

“It is true, when we appealed to security authorities to help us apprehend him, we got bad reception. But what we observed was that there was connivance between the suspect and some highly placed people in police” said a source who didn’t want to be named for lack authority to speak to the media.

A story is told how, Mr Imaniraguha had built a network with some in security and police that had aided him elude arrest.

EagleOnline has been informed that whereas URA placed the public announcement, Imaniraguha was being guarded by some of these operatives which made it hard for him to be arrested.

So, on realizing that the effort was futile, the URA started a social media campaign, prompting those protecting Imaniraguha to arrange for his escape but instead the Special Forces intercepted and arrested him.

Imaniraguha’s arrest at the airport at midday in the company of his family members came two days after the businessman was arrested by URA enforcement officers and jailed at Jinja Road Police Station but he disappeared from the cells under mysterious circumstances.

Add to the smoke … cheating rumors have dogged the couple ever since.

“During her recent return from SA they were fighting after Diamond’s mother Sanura Kasim kept pestering him over her character and infidelity,” an insider told EagleOnline. Her apprehension had been fueled by loose talk that her son Diamond was sharing his wife with her ex husband. “[They have] broken up and got back together a few times.”

And sources close to Ivan Ssemwanga tell us that he also believes he has scored in his quest to get the mother of his kids back considering he even had quality with time her in a swimming pool the last time she visited.

We’re told Zari’s other flame Diamond with whom she also has a daughter is not happy about it and will consider dumping her.

UK warns South Africa of terror attacks

Britain has said there is a high threat of attacks against foreigners in shopping areas in South Africa, two days after a similar advisory was issued by the United States embassy in Pretoria.

Africa’s most industrialised country has a significant expatriate and tourist population but has seldom been associated with Islamist militancy. South Africa’s government said the country was safe following the U.S. warning on Saturday.

The British government said upmarket shopping areas and malls in the commercial hub of Johannesburg and Cape Town, widely regarded as South Africa’s tourism capital, were the main target areas in the suspected planned attacks.

“There is a high threat from terrorism. Attacks could be indiscriminate, including in places visited by foreigners such as shopping areas in Johannesburg and Cape Town,” the British government said in a statement on its travel advice website.

“There is considered to be a heightened threat of terrorist attack globally against UK interests and British nationals, from groups or individuals motivated by the conflict in Iraq and Syria. You should be vigilant at this time,” the statement said.

On Saturday, the US also warned its citizens of possible attacks by Islamist militants on US facilities or shopping malls in South Africa during the month of Ramadhan.

It was not immediately clear what triggered the warnings but security officials say there are no known militant groups operating in South Africa. It has only a small Muslim population.

The UN Secretary General Ban ki Moon recently appointed two prominent personalities to serve as his Special envoys on Climate and El Nino.

Mr Moon announced the appointment of Mr. Macharia Kamau, the Permanent Representative of Kenya to the United Nations and the former Irish President Mary Robinson, to the two influential positions.

Mr Kamau is a former President of the United Nations Children’s Fund (UNICEF) Board; former Co-Chair of the General Assembly Working Group on the Sustainable Development Goals (SDGs) and has had a long and distinguished career in the service of the United Nations, including with UNICEF and the United Nations Development Programme (UNDP).
