Museveni and Besigye: An abridged tale of two former NRA bush comrades

Over the last two decades the rivalry for the presidency of Uganda has never been as pronounced as it is today, with the competing interests of President Yoweri Museveni and his challenger Dr Warren Kizza Besigye Kifefe taking centre-stage.

To those who follow politics Mr Museveni and Dr Besigye need no introduction; both emerged as national leaders following the capture of state power by the National Resistance Movement/Army in 1986 after engaging in a grueling five-year bush war against the Uganda Peoples’ Congress (UPC) government of Milton Obote and the six-month military junta government of General Tito Okello Lutwa.

At the time to date, 30 years to be precise, Mr. Museveni has maintained the leadership of the political-military outfit that swept the two men to the national leadership scene, while his nemesis has spent most of that time in political limbo after their intra-party fall out.

As a result, in between scouring Mr. Museveni’s and Dr. Besigye’s divergent opinions Ugandans have come to draw comparisons between the two bush war comrades who, through their actions over the last 20 years, have at different times, polarized the country.

Similarities

Since they fell out and started challenging each other politically both Museveni and Dr. Besigye have enjoyed top news coverage, local and international. Similarly, in more recent times both men, ordinarily resident in Wakiso on the outskirts of Kampala capital city, have been guarded heavily by the army and police. Museveni is guarded by Special Forces Command (SFC), a specialized unit of Uganda Peoples’ Defence Forces (UPDF) whereas, Dr. Besigye is guarded by ‘police’ that oversee his movements and home.

Pundits also say that Museveni and Dr. Besigye, both university graduates men are from Uganda’s ‘political west’, are resolute in their individual political convictions and actions, who have been linked to fiery lady politician Winnie Byanyima.

Differences   

According to observers, Mr. Museveni is a calm and suave political actor who however, reacts to challenging circumstances in a manner that leaves many guessing his next move. However, Dr. Besigye is openly aggressive, making him admired and loathed in equal measure by different Ugandans.

A political Scientist, Mr. Museveni, alumni of Dar es Salaam University in Tanzania and Dr. Besigye, alumni of Makerere University in Uganda, studied medicine.

And most recently, Mr. Museveni was sworn in as President of Uganda on May 12, while his challenger in the February 18 elections, Dr. Besigye, who is also dubbed by his supporters as the ‘Peoples President’ declared himself president after ‘swearing in’ on Wednesday, May 11.

In the ensuing brouhaha Dr. Besigye was flown by a police helicopter to internal exile in Moroto where he was arraigned before a magistrate, who later ordered that Dr. Besigye be transferred to Luzira prison for remand.

CIA ‘spied’ on Mandela

Nelson Mandela’s arrest in 1962 came as a result of a tip-off from an agent of the US Central Intelligence Agency (CIA), a report says.

The revelations, made in the Sunday Times newspaper, are based on an interview with ex-CIA agent Donald Rickard shortly before he died.

There has been a long-running campaign to get the CIA to release classified documents that will help shed light on the issue

Among those who have a pending suit against the CIA is Ryan Shapiro, a national security researcher at Massachusetts Institute of Technology.

Jolie warns of ‘race to the bottom’

Angelina Jolie-Pitt, the UN refugee agency’s special envoy, says that the number of people left homeless by conflict in Africa is increasing.

Speaking in London as part of the BBC’s World on the Move special coverage, she said:

“In the past six years, 15 conflicts have erupted or re-ignited. The average time a person will be displaced is now nearly 20 years.

“The number of refugees returning to their homes is the lowest it has been in three decades. Africa has more people displaced than ever before.

Ugandans to unlock online payments at DusuPay meet

American commandos, AU raid al-Shabab stronghold

Al-Shabab has carried out bombings in several East African states

A coalition of US, Somali and African Union (AU) forces have carried out an assault on al-Shabab bases in the southern Somali town of Barire, some 60km from the capital, Mogadishu.

Loud explosions and gunfire were heard during the operation against the al-Qaeda-linked militants.

Residents told me that US forces were on the ground, giving cover to US-trained Somali commandos and accompanied by AU troops as they entered Barire.

Shots were also fired from US helicopters which were flying overhead during the operation, but there were no air strikes, as earlier reported, the residents said.

They added that al-Shabab fighters fled Barire, and coalition forces entered – only to withdraw later, possibly after destroying al-Shabab bases in the town.

The militant group said its fighters had repelled the attack.The US has not yet commented on the operation, but Somali officials have confirmed the joint operation.

It is the latest sign of US forces becoming increasingly involved in Somalia in the campaign to fight al-Shabab.

Last week, US officials confirmed that its special forces had opened “defensive fire” after al-Shabab posed an “imminent threat” to Somali and AU troops.

MP Nsereko compares himself to Jesus after M7 snub

Tenth parliament Deputy Speaker aspirant and Kampala Central MP Muhammad Nsereko took to television in an interview and compared himself to Jesus Christ after he was thrown out of a State House meeting on Sunday.

in apparent reference to biblical teachings, Nsereko told NTV after yesterday’s meeting of the National Resistance Movement (NRM) Parliamentary Caucus outside State House Entebbe that: “Jesus was also castigated by Rome and Mohammed was persecuted and sent away from Mecca. History will absolve all of us.”

MP Nsereko was reacting to his kicking out of the Entebbe meeting after he rejected demands to drop his bid to challenge incumbent Jacob Oulanyah for position of Deputy Speaker.

The meeting had been convened to iron out final procedures for ensuring the election of Oulanyah, but Nsereko’s refusal to withdraw from the race was a major sticking point.

And the legislator maintained he is unbothered by his ‘unfair handling’ and that President Museveni should not interfere with Parliamentary affairs or dictate a deputy speaker for Ugandans.

“I respectfully disagreed with Mr. Museveni. The nature and conduct with which am being handled is not the issue, the issue is the truth; them telling me to leave,” he charged.

“My fellow MPs have called me many times and stood with me so I am very willing to stand against their (NRM) tide. In any case am independent so I am not under any obligation to bend to the whims of the NRM,” he added.

Asked about the NRM establishment and the party leader President Museveni supporting his opponent, Mr. Nsereko insisted he was not bothered.

“That man (Jacob Oulanyah) alone is not strong and can’t appeal to his voters so he needs Museveni to help him. The choice is his because I can’t demand that he chooses me over his favoured candidate Oulanyah,” Nsereko said.

He added that the fact that the president, and the NRM had gone to such great lengths to get him to withdraw from the race was a sign of the strength he wields as a contender.

Besigye airlifted to Luzira

The transfer of Uganda’s leading opposition figure Dr Kizza Besigye to Luzira Prison in Kampala to serve his remand period over treason charges has been ordered today by Moroto Chief Magistrate Charles Yeteise.

Dr Besigye was arrested by police in Kampala last Wednesday May 11 after he purportedly swore in as ‘president’, with a video clip uploaded on Youtube and other social media. On the same day he was whisked off to Moroto Police Station and later to the Moroto Government Prison, where he was detained before being produced in court under tight security on the evening Friday, May 13, at about 6.30pm.

While there police officers allegedly tried to make him sign a document with two charges; terrorism because they got 20 pangas (machetes) from Forum for Democratic Change party headquarters in Najjanankumbi and for treason because he had declared himself ‘President of Uganda’.

However, by press time today the Uganda Police was in the process of transferring the former Forum for Democratic Change (FDC) presidential aspirant using a helicopter that is expected to fly directly to Luzira in order to avert public attention and anxiety.

This development follows a request by the former presidential candidate’s lawyers for him to be held and tried in Kampala where he allegedly committed the said offences. And weighing in on the matter FDC spokesperson Mr Ibrahim Semujju Nganda said a bigger team of lawyers has been constituted to defend Dr Besigye when his court hearings start in Kampala.

In a earlier interview Police Spokesperson Polly Namaye had justified Dr Besigye’s incarceration in Moroto, saying the nature of charges against him were ‘national’ in nature, and that the FDC man could be held any where on the territory of Uganda.

Interestingly however, Dr Besigye and Lord Mayor Erias Lukwago have for the past two years been going to attend court hearings in Kabale, where they allegedly incited violence contrary to the penal code Act.

Meanwhile, reports indicate security remains tight in Moroto town, with counter terrorism police and plain-clothed security personnel patrolling the usually sleepy town.

Euro 2016: Marcus Rashford unlikely to make England final squad

England manager Roy Hodgson has named Manchester United’s 18-year-old striker Marcus Rashford in an initial 26-man squad for Euro 2016.

There is still a good chance Rashford will miss out when the squad is whittled down to 23 for France, but it is a sign of his progress that he is included while Walcott misses out.

Asked about Rashford’s chances of featuring in his final 23-man squad, Hodgson, 68, said: “The competition is quite strong, he’ll understand that.

“There’s no reason why he can’t knock someone off their perch, but it will be harder than some people might expect.”

Hodgson, predictably, has included Wilshere despite being injured for virtually the entire season.

The Arsenal player is a key figure if fit, Hodgson having used him at the base of a diamond formation and also as a creative force, as shown by his two goals in the 3-2 qualifier win in Slovenia.

Liverpool’s Jordan Henderson appears to have regained fitness in time, but both of these players will be under scrutiny in the three pre-Euro 2016 friendlies.

England’s defensive heart is arguably the most suspect part of Hodgson’s team and perhaps reflected in just three recognised central defenders – Smalling, Cahill and Stones – being selected.

Tottenham’s Eric Dier is picked as a holding midfield player but will act as central defensive cover.

England look well blessed with attacking options but there must still be very big question marks for the defence when facing opposition of the highest quality at Euro 2016.

Kadaga, 71 MPs take oath

The incoming speaker of the 10th Parliament Rebecca Kadaga earlier today freely mingled with various opposition and ruling party Members of Parliament as she prepared to be sworn in in front of the House.

The Kamuli Woman legislator was among the first batch of 72 MPs and took her oath just after 9am, in preparation for the new Parliament to officially open on Thursday with her election as Speaker for another five-year term.

Other prominent personalities that also took oath in the first batch include: seasoned politician and retired General Moses Ali who returns as East Moyo MP; former first son James Akena (UPC) Lira Municipality, Lucy Achiro Otim, an independent candidate who clinched the Aruu North Constituency seat; Hon. Evelyn Anite of Koboko Municipality and celebrated Ugandan gospel singer, Judith Babirye who swore in as Buikwe Woman MP.

However, there are 117 MPs whose election is being challenged in courts and some of these MPs will be sworn-in but subjected to a by-election in the event that they lose their seats.

Former Makerere University Guild President Anne Adeke Ebaju, who is also one of the youngest MPs in the 10th Parliament also took her oath of allegiance.

However, there are 117 MPs whose election is being challenged in courts and some of these MPs will be sworn-in but subjected to a by-election in the event that they lose their seats.

The swearing in is a three-day ceremony being presided over by the Clerk to Parliament Jane Kibirige with at least 420 MPs out of the 458 to be sworn in. Today’s exercise has resumed at 1.30pm.

Museveni endorses Shs5bn foreign tourism marketing deal

President Yoweri Museveni has today endorsed three Public Relations and Marketing firms that are to represent Uganda in the growing global travel market.

According to a release by the Uganda Tourism Board (UTB), the firms, PHG Consulting, Kamageo and KPRN will promote and seek tourism investment on behalf of Uganda in North America (USA and Canada), the UK and Ireland, and the German speaking markets including Austria and Switzerland at a total cost of US$1.5 million (about Shs4.8 billion) a year.

The three firms were chosen after an international competitive bidding process managed and funded by the World Bank through the Competitiveness and Enterprise Development Project (CEDP), coordinated by the Private Sector Foundation Uganda (PSFU).

The five-year project comprises of four major components and is being implemented by seven agencies and UTB CEO Stephen Asiimwe says the three firms work will directly impact on development and employment in Uganda.

“In 2015, the direct contribution of travel and tourism to GDP was UGX2, 982.1 billion (3.7 per cent of GDP). This is forecast to rise by 0.7 per cent to Shs3, 002.7 billion in 2016,” says Asiimwe. He adds that this contribution reflects the economic activity generated by industries such as hotels, travel agents, airlines entertainment, leisure, and transportation services.

Under CEDP, the tourism sector is being supported through product planning, packaging and promotion among other components and the UTB is one of the beneficiary Government Agencies that has received support from World Bank, to popularize Uganda’s existing and new tourism products and services in order to increase their visibility and attract more tourists.

Under this arrangement, the Uganda Tourism Board is using part of this support to engage public relations and marketing firms to provide strategic marketing, sales representation, and public relations services in the above mentioned key source markets.

“According to the World Tourism Organization, tourism has the power to drive inclusive development, create jobs and build the sustainable societies we want for our future. Tourism builds mutual understanding and can help us safeguard our shared natural and cultural heritage,” says Maria Mutagamba, the Minister of Tourism, Wildlife and Antiquities.

‘The overall objective of the assignment is to leverage Uganda as a prime tourism travel destination, and also to increase tourism arrivals and length of stay in the country and overall spend’ the UTB release adds.
