Lukwago nominated for Kampala Mayor

Embattled Kampala Lord Mayor Erias Lukwago has been nominated to contest as a mayoral candidate for the city in the 2016 elections.

Lukwago, who was cleared at the Kampala Electoral Commission offices in Ntinda, a Kampala suburb, is an opposition candidate and is likely to tussle it out with the National Resistance Movement (NRM) Kampala mayoral flag bearer Mr Dan Kazibwe aka Ragga Dee.

Lukwago was elected Lord Mayor in 2011 to serve a five-year term but he has had several run-ins with the government, leading to his being removed from office for nearly half of the tenure of office.

Also, during this time, the government, Lukwago and Kampala Capital City Authority (KCCA) have been engaged in persistent litigation, with the government appointing a tribunal led by Justice Catherine Bamugemereire in 2013, which ‘impeached’ the Lord Mayor last year.

Meanwhile, on the 10th day of the presidential campaigns, NRM candidate Yoweri Museveni is in Arua, where he has declared that he will hand over power once defeated in next year’s elections.

Candidate John Patrick Amama Mbabazi of the Go Forward is in his home district Kanungu.

Micho names 25-man squad ahead of CECAFA

 

Uganda Cranes head coach Milutin ‘Micho’Sredojevic has named aprovisional squad of 25 players to start preparations for the 2015 CECAFA Senior Challenge cup to be held in Ethiopia.

According to the Uganda football governing body, FUFA, the team started training yesterday with a one hour gym session at Acacia Mall then headed to Kampala Parents School for field work.

 

The squad that was announced yesterday during the FUFA weekly press conference at FUFA House in Mengo includes four goal keepers, ten defenders, six midfielders and five strikers, plying their trade at home and elsewhere.

Micho named James Alitho James and Ismail Watenga of Uganda premier league champions SC Vipers, Mathias Kigonyaof Bright Stars FC and Douglas Kisembo as goal keepers.

In defense the Serb named Denis Okot, Ibrahim Kiyemba, Joseph Nsubuga,MurushidJjuko, ShafiqBakaki, Richard Kassaga, Hassan WasswaDazo, Joseph Ochaya, Isaac Muleme and Bernard Muwanga.

In the midfield he called KCCA’s Ivan Ntege and MuzamiruMutyaba, Martin Kizza and Vipers SC’s KezironKizito, Farouk Miya and ErisaSsekisambu.

Micho also sought to engage the services of BrianUmony, Caesar Okhuti, Robert Ssentongo, Frank Kalanda and Nelson Senkatuka as strikers.

The record CECAFA winners on 13 times, Uganda is placed in group B together with the reigning champions Kenya, Burundi and Zanzibar and is expected to play their first match on Sunday, November, 22, 2015.

Party strength more important than individual interests – Museveni

President Museveni has reminded thousands of Movement supporters who turned up at the rally in Koboko North, that the party’s strength and success was more important than individual aspirations and urged all National Resistance Movement members to put aside their differences that could have arisen from the party primary elections and unite for the success of the party.

“Movement supporters should know that it’s the party that is strong and not individuals and we should strengthen it further. Although am a national leader of the Movement, am not stronger than the party because I derive my strength from you the party supporters. Whoever gets majority votes in the National Resistance Movement primary elections should get the backing of all party leaders and supporters for the harmony and strength of the party” he said.

The President who is in the West Nile Region to solicit support for the party ahead of the forth coming general elections made the appeal at a campaign rally he addressed this afternoon at Gurepi Primary School, Ludara sub-county, Koboko North County in Koboko district.

He called on the party leaders and supporters to put the success of the party beyond individual goals and aspirations.

Museveni pledged to extend power from Koboko Municipality to Koboko North Constituency, adding however, that it was not good to have all the development infrastructures in place and the population continues to live in poverty.

He said that his government will in the next five years prioritize the agricultural sector and increase budgetary allocation to the wealth creation program so as to avail enough seedlings and breeding stock to many families and fight poverty especially in the rural areas.

President Museveni said that the National Resistance Movement derives her strength in uniting Ugandans and said that whoever works against the unity of Ugandans is the enemy of the country’s prosperity.

“The NRM united all of you to be this strong and it does not care about one’s tribe or religion. Whoever preaches disunity in Uganda is an enemy of the country’s prosperity,” he noted.

On health, President Museveni appealed to the people of West Nile to test and later immunize themselves against the deadly hepatitis B which is reportedly rampant in the West Nile region. He also called on the people to exercise the highest level of hygiene to avoid diseases associated with poor hygiene.

On the same occasion, President Museveni received hundreds of people who crossed from opposition political parties to join the National Resistance Movement. He welcomed them to the party and urged party supporters to embrace and welcome them whole-heartedly.

Rose Akol is the icing on the cake

 

Before his mysterious death, Gen ArondaNyakairima had sworn in the media that he will never allow police to get involved in the general elections as a partisan force.

That rattled a few folks in government.

There is no dicey season for the Ministry of Internal Affairs like a General Election.

It is that ministry, at least on paper, that is charged with ensuring security during and after elections. It is the ministry charged with the responsibility of ensuring that armed forces are not used in a partisan manner to influence politics.

It is a very important institution in ensuring a free and fair election and therefore, it needs a tested and experienced political head especially when they happen to be appointed at the height of a possibly tense General Election.

In such a period, it is the internal affairs minister to watch sometimes more than the Electoral Commission boss.

Does the just appointment Rose Akol fit the bill?

She is a newbie in matters cabinet politics. But during her stint as a Commissioner of Parliament, herdeportmentwas basically that ofa firm regime adherent.

President Yoweri Museveni needed someone to be in the internal affairs seat as the country heads to the ballot. Needless to say, he needed someone who would be at his beckon and call, more of a trusted cadre, and MsAkol fits the bill.

She is most likely to dance to the whims of the regime,just appearing in Parliament to read ‘policy statements’, occasionally apologizing if apology is the only way to soothe the public.

Her stint on the Commission and on the different House committees she has served leaves marks of someone who puts party and president Museveni first and the public later. With the ministerial appointment in the bag, she will forever be indebted to the NRM leadership and work hard not to upset it.

KirundaKivejinja

He is one of the longest serving comrades of President Museveni. In Busoga, Kirunda no longer commands serious political respect worth its name, not even within the big Menya clan.

It will be foolhardy to think that the appointment of Kivejinja will bring any political capital from Busoga, let alone in Bugweri where FDC’s Abdu Katuntu reigns high.

As such, the appointment of Kivejinjaseems more of rewarding and keeping one’s longtime friend around and, of course, the President could be benefiting from the old man’s wise counsel.

There would be no befitting ministry for a person of Kirunda’s experience than the ministry of East Africa’s affairs. Kirunda lived through the first EAC, he knows why it collapsed and he saw the coming of a new EAC. Save for the bungling of the national ID project while he served as the internal affairs minister, Kirunda is a tested politician both in the boardroom and on the podium.

Michael Werikhe

His regime steadfastness has paid off. Ever since he was dropped from thelands and housing ministry a couple of years ago, Werikhe has fought tooth and nail to get his way back to cabinet through any means including the ‘not so thorough’ way in which he chaired the ad hoc committee on the oil sector.

That noted, of all the three appointments, it is werikhe’s that brings political capital to the party in this campaign environment.

Mbale is Uganda’s most dicey political region and after the death of the former junior trade minister James MutendeShinyabulo, who was from the same region, the most logical region was to pick his replacement from the same region to soothe political sentiments.

NRM primaries – dishonesty and inadequate capacity – cause temporary challenges by party officials and candidates:

As I wrote in the other day’s paper, the careerist attitudes that have flooded into the Party, caused problems for leaders (mainly financial) and disoriented voters (expecting meaningless bribes from the leaders).  To remind the reader, careerism means going into leadership as a job (murimu, omurimo, aswam-atesot, tic-luo, azi-lugbara) rather than going into leadership as a mission.  We the freedom fighters joined, initially, the struggle and subsequently politics, not as a career, but, as a Mission with specific aims.  Aim one ─ to oppose politics based on sectarianism of religion and tribe.  Aim two, to oppose the marginalization of the women, the youth (waiting for the age of 21 to vote instead of voting at the age of 18, for instance) and the disabled.  We characterize these two aims as patriotism (uzalendo, mwoyogwaUganda).  Aim three, Pan-Africanism (the economic and political integration of Africa), leading to the Political Federation of East Africa and the Common Market of Africa.  This is to create a bigger market for our farmers, manufacturers, etc. and guarantee our strategic security vis a vis the potential imperialists and hegomonists in the World.  Aim four, socio-economic transformation.  Aim five, disciplined democracy.Aim six, building a disciplined, patriotic Army with a Pan-Africanist orientation.  Without these, I cannot be in politics.  In fact I have been in the struggle for a long time because I believe that all these six, including the Political Federation of East Africa, will be realized.  Otherwise, there would be no reason to waste my time and energy with politics.  I have my job, career, as a farmer and it is very rewarding and also satisfying.

Flooding into the Movement of careerist attitudes and the poor work by the Secretariat over the years, created dishonesty ─ using any means to get into that “job” of political leadership as a “career”.   Dishonesty meant bribing and cheating.  On account of bribing and cheating, many that were aggrieved opposed the use of the Electoral College to select flag bearers.  Why?  This was because the delegates would be “bribed” into supporting the flag-bearers that the electors of the delegates would not have supported.  The fewer, the easier to bribe.The demand, therefore, became “no delegation of power but direct democracy” like in the ancient Greek cities.  This village-based direct democracy, ancient Greece style, actually worked well when we had just come from the bush because supporters could line behind candidates.   There would be no argument.  It would be self evident and uncontestable.

Along the way, however, the idea of secret ballot came on board.  The candidate should not know who voted for him/her and who did not.  This, therefore, meant a massive General Elections being called a Party Primaries.  This means alot of work and alot of money ─ organize a secret ballots election in 60,000 villages for eightpositions: Constituency MP, Woman MP, District Chairperson, Sub-County Councillor to the district, Sub-County Chairman, etc., etc.   In this last Party Primaries, the Party spent a total of Ug. Shs. 30 billions.  The National Electoral Commission spendsUg. Shs. 560 billion on 28,010 polling stations, not 60,000 like the NRM does.

This would still be manageable if there were two elements: honesty by the Contestants and Party Election officials and thorough preparations by the candidates themselves.  Honesty on the part of the contestants and the Party election officials must be clear enough to the reader.  I am sure there is no need for elaboration.  On the issue of the candidates preparing enough, the crucial element is having a reliable and alert polling agent at the village polling station.  When the opposition rigged the by-election in Bushenyi, I brought a solution to the NRM.  Let the candidates select candidate agents they personally trust ─ two of them per polling station.  One should observe how the voting is going on.  The other should record the names of everybody that comes to vote that day: “Museveni, Mukasa, Mugisha, etc”.  At the end of the polling, at 1700 hours, you will have recorded that, for instance, 300 village voters voted on that day, name by name.  These are villagers that are known to everybody.  Even the village members that are staying away from the village that may come back from the towns to vote in the villages are known.  Museveni of Rwakitura, who stays in Kampala, is known.  Soon after polling, the ballot boxes are opened in the presence of everybody, votes are counted, results are announced, recorded and every candidate agent signs.  The elections are finished.  The rest is adding up ─ famously called “tallying”.  If these candidate agents are honest ─ the two of them ─ nothing will go wrong whatever the other weaknesses ─ dishonesty, inefficiency, etc., of the candidates and election Party officials.    If the candidate agents are chased by Police or hired hooligans, then the results of that polling station should be canceled and repeated.  The Secretary-General, working with the Electoral Commission of the NRM should ensure this.  It seems, however, many candidates did not also have reliable agents at the village polling stations.  Some could be bribed by opponents, etc.

It is this mixture of inadequate funding for such a massive exercise; dishonesty caused by the careerism (jobism rather than mission); and the inadequate preparation by the candidates to ensure, through reliable polling agents who record the voters by name and observe the counting and declaration of results, that their votes are guarded; that is responsible for the present post primaries arguments among our contestants.

Given all his, my advice to the NRM Electoral Commission has been as follows: listen to the illustrated complaints carefully and, where the situation is clear, cancel the results.  Where it is not clear because of some missing steps, then, counsel the stakeholders by pointing out, in detail, where the gaps are.  The Administrative Secretaries of the Party at the district would have helped in this if politicians had not pushed for their Political Assistants that have no objectivity and, therefore, no value.

Ihope that when our political leaders and cadres read this short analysis, they will be able to see that there is need for collective effort by all of us to remove the original causes of this distraction from the long, mission ─ oriented journey of the NRM.  The original causes are careerism which breeds dishonesty and the inadequate preparations by all concerned.  When, for instance, we talk of reliable polling agents by candidates, immediately the talk of money comes in.  How will these agents be paid?  That is part of the problem.  If there are people who are concerned about their area (district, constituency, sub-county, etc.), why should they not volunteer for free for just two days in five years to support the candidate they want to be Member of Parliament for their area, or Chairman of a district or the Chairman of a Sub-county or Councillor to the district?  How about me who endangered my life for a total of 13 years for free to fight for the freedom of the country?  How about my colleagues who did the same?  Were we fools?  In the Book of Mathew Chap: 23:23; it says: “They left undone what they ought to have done and did that they ought not to have done and there is no truth in them”

This is a wrong spirit and logic.  It must be expunged.  As a flag bearer of the NRM, I expect, at least, 4 Volunteers to guard my votes against the cheating by whoever might think of doing so.  The most important are these two at the polling station.  One will be to record the names of people who come to vote and the other one to observe the voting process.   Should these volunteers be paid or should they give voluntary service as a contribution to our cause?  They could even bring their packed lunch.  This may mean the need for four observers so that when the two pull aside to eat their lunch, the other two remain on duty.  Is it really too much to have some of our supporters give voluntary service to our cause two times (a day each time) in five years?  NRM members reflect on this.  Besides, the NRM members should massively fundraise for the Party so that the Party has adequate money for its activities.  It is not correct to make no financial contribution and you only complain when there are difficulties.  The NRM account number is 1100039293 (Shs. Account) and 1100069362 (Dollar Account) in the Housing Finance Bank.

As to the long-term solution to the malpractices that were witnessed in the NRM Primaries, there are three possible remedies. Remedy one is to keep the present system.  It can work with honesty and more alertness by the candidates and their agents although it is very expensive for the Party.  Remedy two is to go back to the electoral colleges.  This can only work if honesty is upheld by everybody and bribing is banished.  The third remedy is to go back to lining behind candidates.  This would remove the secrecy but it would be transparent.  The fourth remedy is to go computerized with finger-prints digitally read by a computerized digital reader like the one we are acquiring for the National Electoral Commission.

Therefore, NRM members and leaders,should know that these problems are temporary and are solvable.  Be strict with honesty and alertness.  These problems will disappear.

Otherwise, in future, we will have to rely on the honesty of the computerised finger-print reader.

Gen Tumukunde reacts to ‘campaign chopper concerns’

Lt Gen (rtd) Henry Tumukunde yesterday made a surprise landing in a chopper at the Boma grounds in Fort Portal, the venue for Mr Mbabazi’s campaign rally in the area, prompting speculative talk that he intended to disrupt the rally.

A senior political mobiliser for President Yoweri Museveni has refuted allegations that he deliberately interfered with the campaign schedule of aspirant John Patrick Amama Mbabazi.

Lt Gen (rtd) Henry Tumukunde yesterday made a surprise landing in a chopper at the Boma grounds in Fort Portal, the venue for Mr Mbabazi’s campaign rally in the area, prompting speculative talk that he intended to disrupt the rally.
However, Gen Tumukunde has said that he is on a countrywide mobilization exercise including the Rwenzori sub region, and that the Boma grounds is the only gazetted place for planes to land in the area.

People at the grounds said the chopper was draped with campaign posters of candidate Museveni, and also claimed Gen Tumukunde was delivering campaign materials.

“I did not go to Tooro to disrupt the rally and Mbabazi’s rally and his supporters should not worry; we are doing our work and they should also do their work,” Gen Tumukunde told The EagleOnline and added that the same plane had earlier taken him from Fort Portal to northern Uganda, after being cleared by security.

Later yesterday, both Tumukunde and Mr Mbabazi retired and spent the night at Mountains of the Moon Hotel.

“I support President Museveni because his government has constructed roads and extended electricity to rural areas,” says Zainabu Kongaa of Amani social club who was one of thousands of people who turned up in Arua Municipality to listen to President Yoweri Museveni.

Another supporter Rosemary Pakeche says she supports Museveni because he has brought peace and security in the West Nile region. “We can now travel from Arua to Kampala and back safely on the roads without worrying about the rebels on the way,” she said.

And for Abdul Rahman, his love for the NRM party and President Museveni is because they have empowered the women and people with disabilities which had never been there before.

“The party should continue to consolidate on what they have done. Rome was not built in a day. NRM is a steady party,” he said.

He said that household incomes can be got from a number of sectors such as farming, factories, services and business process outsourcing.

The president advised the people to embrace commercial agriculture so that they can earn big from their produce. “Traditional agriculture has no capacity to chase away poverty. Through large scale farming you will earn double from what you get from the small scale farming,” he said.

He also noted that now that the West Nile Region has achieved peace and roads have been constructed, factories are also coming up and these will create employment for the youth.

“Karamoja was never pacified even by the British. It remained in war. Uganda has never had peace like this in the last 500 years. The whole country is now peaceful. There is peace and development, what is remaining is fighting poverty,” he said.

The President also advised the youth to form groups that can help them solve the problem of unemployment. “The youth should form agricultural associations so that we can support you,” he said. He also promised that electricity will be extended to Maracha, Koboko and Yumbe.

At the rally, members from Forum for Democratic Change (FDC) party of the Rokoba United Association led by their leader Baba Oluke crossed over to the NRM party and promised to mobilize support for Mr. Museveni.

The President also thanked the people for showing up in huge numbers and asked them to vote for ‘the old man with a hat’ and NRM party in the coming general elections.

NRM deputy secretary general Richard Todwong also cautioned the supporters against violence.

UPDF starts explosive plant

The Ugandan Ministry of Defence has, at its headquarters in Mbuya, signed a memorandum of Understanding with China Wanbao Engineering Corp to manufacture commercial emulsion explosives at Luwero Industries Ltd (LIL) premises in Nakasongola District.

This is the first of its kind in the region.

The Vice Chairman of China North Industries Corporation (NORINCO), Tang Deng Jie, who arrived Uganda on November 13, 2015 signed on behalf of China Wanbao Engineering Corp and the while the Managing Director Luwero Industries Limited, Maj. Gen. James Mugira, signed on behalf of the Ministry of Defence.

State Minister for Defence, Gen. Jeje Odongo presided over the ground breaking ceremony on November 14, 2015, for the construction of the multibillion factory in Luwero Industries in Nakasongola.

The ground breaking ceremony was witnessed by Mr Tang Deng Jie with a 10 man delegation from China, Minister for Gender Labour and Social Affairs, Muruli Mukasa, Permanent Secretary Ministry of Defence Ms. Rosette Byengoma and the Joint Chief of Staff of the UPDF Maj. Gen. Wilson Mbadi among others.

Gen. Odongo said the joint venture was initiated by President Yoweri Museveni. “The idea of this explosive plant was born in December 2013 when the Commander-In-Chief, in his strategic understanding of the economy and security environment, guided that there was need for LIL to partner with a company in establishment of an explosive plant in Uganda as one of the drivers of development in the Country”. Adding that, “Under this joint venture, much will happen in this area. Not only shall we be able to deal with our problems but also assist others in the region.”

Odongo thanked the Chinese counterparts for their continued support in different fields saying “this kind of strategic intentions are beyond just business but go deeper to positively impact on the lives of the people of Uganda and the region at large.

Mr Muruli who is also the area Member of Parliament said, “this is another Land Mark in the transformation story of Uganda. The opportunities to the community will be enormous, economically and in terms of skills development. This will greatly contribute to the fulfillment of vision 2040.”

According to the Managing Director LIL, Gen. James Mugira, the factory is the first of its kind in the region.

“This will be the only manufacturer of commercial emulsion explosives in the East and Central African region. The products will therefore, have a big market. It will improve on the financial base of LIL and reduce or stop its reliance on the National treasury,” said Gen. Mugira.

He revealed that much mineral deposits have been discovered in the region which will require huge quantities of commercial emulsion explosives for mining.

Mugira said the plant in which UPDF Engineers will be key workers will also serve as a one stop center for storage of explosives which will ensure accountability of explosives in the country as a counter terrorism measure.

On his part, Tang said China is committed in sharing with Uganda to strengthen and modernize Uganda’s National Defence capabilities and propel economic development. He pledged continued support to LIL so that it can contribute further in National development, adding that the Kyoga Dynamics partnership will go a long way in further consolidating the positive relationship between Uganda and China.

NORINCO offers technical and equipment support and some raw materials to LIL. It recently started providing full sponsorship to LIL Engineers for post graduate studies at Beijing Institute of Technology.

LIL produces small ammunitions for use by Uganda security agencies, tools and spare parts for weapons and does metal fabrication production. It also repairs, fabricates and upgrades Infantry fighting vehicles, upgrades AK 47 riffles and repairs weapons of all calibers among others.

Following the 2013 strategic guidance by the President, bids were open and MORINCO emerged the best partner of five bidders and on September 3, 2015, a Limited Liability Company called Kyoga Dynamics Limitd was formed in Uganda which will engage in the manufacture and production of commercial emulsion explosives.

This was a result of a joint venture entered into in June 2015 by China Wanbao Engineering Corp and LIL, a subsidiary of National Enterprise Corporation under the Ministry of Defence. Construction and establishment of the Kyoga Dynamics Ltd plant will be concluded by October 2016 when production will start.

The Independent Electoral Commission has set a new date for nomination of mayoral aspirants for Kampala just hours after Lord Mayor Erias Lukwago was arrested and blocked from accessing EC offices.

Lukwago who started driving from his home at Wakaliga with his supporters was destined for EC head office to protest the delayed nominations of mayoral aspirants in Kampala due to the proposed amendment in the law that would change the voting pertains.

However, midway he was intercepted by police who arrested him and drove him to Naggalama police post as a journalist and a politician were injured in the scuffle.

Now EC Chairman says nominations for Lord Mayor will be between November 18-20, 2015.

“Following a consultative meeting by the Minister for Kampala with Electoral Commission, held today Monday November 16, 2015, on the above matter, the EC announces resumption of the electoral process for Lord Mayor, Kampala Capital City Authority, under section 9 of the local government Act and the local government Act cap 243 (as amended) nomination of candidates for Lord Mayor will therefore be conducted from 18-20 November at the office of the returning officer Kampala, Minister’s village plot 9 Muwafu Road Ntinda Kampala starting at 9.00 am until 5.00pm” reads Eng. France is committed to “destroying” the so-called Islamic State group after Friday’s deadly attacks, President Francois Hollande has said.

He said he would table a bill to extend the state of emergency declared after the attacks for three months and would suggest changes to the constitution.

France’s military campaign against IS in Iraq and Syria will also intensify.

IS says it carried out the attacks on bars, restaurants, a concert hall and a stadium in which 129 people died.

Speaking during a joint session of both houses of parliament, Mr Hollande said the constitution needed to be amended as “we need an appropriate tool we can use without having to resort to the state of emergency”.

Other measures he said would be pursued included:

  • 5,000 extra police posts in the next two years and no new cuts in the defence budget
  • Making it easier to strip dual nationals of their French citizenship if they are convicted of a terrorist offence, as long as this did not render them stateless
  • Speeding up the deportation of foreigners who pose “a particularly grave threat to the security of the nation”
  • Pushing for greater European action against arms trafficking and greater penalties for it in France

Mr Hollande said he would travel to meet US President Barack Obama and Russian Vladimir Putin in the coming days to discuss action against the group.

He reiterated his opposition to Syrian President Bashar al-Assad remaining in power but said “our enemy in Syria is Daesh [IS]”.

He promised more resources for the security forces and said the Charles de Gaulle aircraft carrier would be sent on Thursday to bolster the military campaign against IS.

This was a solemn speech in which one felt the president genuinely striving – under the weight of appalling circumstance – to give service to the nation.

He knows that the people expect a riposte. He said it would come in two forms: military and judicial.

In Syria there will intensified strikes, and new co-ordination with the US and Russia.

In France there will be a three-month extension of the state of emergency; more police and magistrates; possible powers to strip dual nationals of French citizenship.

There will also be a reform of the constitution – creating a new status short of all-out war in which exceptional powers can be handed to police.

But President Hollande is better at empathy than at talking tough. His opponents will give him slack because today no-one wants to expose dissent.

But are these measures really going to be enough? Or are they just more administrative knob-twiddling, when the people feel in deadly peril?

In the early hours of Monday, a total of 23 people were arrested, 104 put under house arrest, and dozens of weapons seized in more than 168 raids on suspected Islamist militants across France.

Belgian police say two people arrested on Saturday have been charged with “participating in a terrorist attack”.

They were among seven people detained in Belgium at the weekend.

Five of them were later released, including Mohammed Abdeslam, the brother of two suspects – Brahim Abdeslam, killed during the attacks, and Salah Abdeslam, who is on the run.
