LoP Ssenyonyi criticizes gov’t proposal of new taxes

Leader of Opposition in Parliament, Joel Ssenyonyi has criticized the government for proposing new taxes without showing any service delivery for the taxes collected, saying it is not right for the government to put a chokehold on the citizenry like the traders protesting downtown Kampala over high taxes, yet the money ends up being stolen by thieves of the regime.

Ssenyonyi made the remarks during the presentation of the Alternative National Budget Priorities for 2024/25 at Parliament where he urged the government to listen to the cries of the traders.

ā€œIt is no wonder that the government is proposing to increase taxes on certain commodities and services, which are further going to burden the population that is already not seeing adequate service delivery for the tax money that they pay currently. We need to save this money that is stolen by the thieves, so that we don’t need to dig deeper into the pockets of the struggling citizenry. And yet they see this money they pay in taxes being stolen, and that is why the traders are saying no and that is why we want to encourage them as citizens of this country to speak out,ā€ said Ssenyonyi.

Joel Ssenyonyi said that the opposition’s alternative budget is more than a financial plan, but rather, a document that is intended to illustrate the Opposition’s commitment to strengthen communities through effective service delivery as well as paint a picture to Ugandans of what ought to be done for the country.

“The human right based approach that we have adopted informs the foundation of our alternative budget, demonstrating our consistent commitment to defending the basic freedoms and rights of every citizen in Uganda. We hope that by adopting this approach, the budget process will become an effective instrument for social justice and equitable development. Therefore, in order to ensure that no one is left behind, it is imperative that the government allocates resources in a manner that promotes accountability and transparency,” Ssenyonyi added.

Robert Kyagulanyi, Principal of National Unity Platform warned that as much as these alternative policies might be attractive, it would be impossible to achieve them if the leaders in charge of Ugandans resources can’t rise above their petty selfishness.

ā€œWe must resist, we must reject, in fact, we must eject all forms of corruption in public administration otherwise, all this will be going to waste and our resources will continue sinking down the long drain of personal greed at the expense of our collective wellbeing and, at the lives of our people and children. As a National Unity Platform, we shall continue taking decisive action in that regard,” said Kyagulanyi.

Miria Matembe urged MPs to stand firm by their beliefs and principles, saying when she opposed removal of term limits, she was thrown out of Gov’t without pension and gratuity.

ā€œHave you ever seen me shaken by anybody? I worked for a good 30 years for this country but when I said no, you can’t remove the term limits, I was thrown in the garbage. No pension, no gratuity. I don’t tell you to accuse those people, but I tell you how those people can rob you. I was robbed. Have you seen me lacking? But I continue to serve for a legacy that when I am long gone, and when you stand with the people of Uganda, God will stand with you,ā€ said Matembe.

Victoria University VC launches East Africa’s first-ever book on AI, Chatbots, to boost education

Victoria University Vice Chancellor, Dr. Lawrence Muganga has launched East Africa’s first-ever book on Artificial Intelligence and its integration into today’s University Education.

Titled; ā€œFrom Chalk to CHATBOTS: Discovering Authentic Education with AI,ā€, the book which has already attracted public attention was officially unveiled by Gulu University Vice Chancellor, Prof George Openjuru Ladaahon Friday, April 5, 2024, at the Uganda Vice Chancellors Forum Workshop in Entebbe.

Gen Nabasa urges Jie, Dodoth to peacefully end cattle theft

The Uganda Peoples’ Defence Forces 3 Division Commander, Major General Don William Nabasa, has implored the Jie and Dodoth communities of Kotido and Kaabong districts, respectively, in North Karamoja, to explore the formation of a meaningful and peaceful alliance to combat cattle theft and reduce tension.

Maj Gen Nabasa made remarks yesterday (Saturday, April 6) during an inter-district security community meeting held at Moruitit village, Sidok Sub-County in Kaabong district. 

ā€œI implore the two communities to form a peaceful alliance to foster brotherhood, reduce counter-accusations and curb cattle theft in your locations,ā€ Maj Gen Nabasa said.

The 3 Division Commander observed that the sub-region continues to witness relative peace with adherence to the existing Presidential Amnesty window, despite the accusations and counter-accusations between the Jie and Dodoth communities that prompted an inter-district security meeting in Moruitit in Sidok Sub County, Kaabong district.

Maj Gen Nabasa stressed that the Turkana pastoralists factor is being addressed to maintain relative peace along the Uganda-Kenya borderline.

He urged the local leaders to cooperate closely with the UPDF’s 405 Brigade Commander. He tasked Battalion Commanders to identify the reformed warriors who would be able to work alongside security forces.

He underscored that reformed warriors know the terrain, routes, hideouts and their networks and, therefore, can be used to curb criminality in Northern Karamoja.

Capt (Rtd) Chris Mike Okirya, the Resident District Commissioner (RDC) for Kaabong, appealed to communities and rustlers still possessing guns to peacefully hand them over to security to become beneficiaries of government incentives and services.

On their part, the two district Chairpersons, Hon. Meri Jino (Kaabong) and Hon Lotee Paul, known as Kacheri Boy (Kotido), agreed to spearhead the drilling of three boreholes along borderlines to solve water scarcity and facilitate deployment along the Uganda- Kenya board line.

Ms. Judith Nakut, the Karacuna mobiliser, pledged to intensify the mobilisation of targeted groups to voluntarily surrender illegal firearms, noting that some Karacuna had fled to the wilderness due to conflicts between the Jie and Dodoth communities.

Trade PS Geraldine Ssali dragged to police after slapping senior lawyer

Geraldine Ssali, the estranged Ministry of Trade and Co-operative Permanent Secretary has been dragged to police by a senior lawyer in the same ministry after she reported slapped her.

Ssali who is not new to controversy has been dragged together with her bodyguard. The incident took place on Friday evening at the Ministry headquarters and has since been reported at Central Police Station.

Sandra Aneno, the senior lawyer is said to have been assaulted confirmed the incident to the New Vision saying ā€œI reported the matter on fiday evening and I was given medical forms to go the police doctor for examination. I have also been to my doctor at Bugolobi for a scan. My back was paining and I couldn’t bend and they did some physiotherapy on it. They gave me some medicine ā€œshe is quoted.

After assaulting Ms Aneno, Ssali on the same day went ahead to draft an interdiction letter suspending her from duty.

ā€œAs you are well aware, this afternoon in the execution of my normal duties as a Permanent Secretary and Accounting Officer and while issuing you with instructions, you exhibited grass unbecoming behavior such as abusive language against me, assaulting, threatening me, throwing items at me and insubordination which is irregular for a public officer of your caliber. Your actions were in total disregard of the provisions of the Uganda Public Service Standing Orders 2021 section F-r Para-1. As laid out in section F-r Para in 4 and 5 (a), (b), (c), (d), (e), (i), (k), (t) and 7 (a) those actions constitute to gross misconductā€ Ssali wrote.

She further continued ā€œYou are hence forth interdicted from duty with immediate effect in accordance with sec-F-S para 14 of the Uganda Public Service Standing Order 2021. While on interdiction you will;

  • Receive half of your basic salary for the period under interdiction
  • You shall not leave the country without express permission from the responsible officer
  • Handover your office and you will not appear in the office premises except if required on matters relating to the case of which you have been interdicted for. In the same reference, you are required to show cause why institutions of disciplinary actions should not be taken against you, this should reach my office with seven working days in any case not later than April 16, 2024ā€

Ms Ssali is not new to bad working ethics as this incident isn’t the first, she first hit the scene who she clashed with her boss then Mr Richard Byarugaba at National Social Security Fund (NSSF). Lately reports allege that she has been on bad terms with ministers at the Ministry of Trade. Her husband has also been mentioned to have received compensation money meant for co-oporatives.

In October last, she was dropped by the Permanent Secretary and Secretary to the treasury Ramathan Ggoobi after a report by Parliament trade committee endorsed her suspension over fraud and irregularities that were committed at the ministry on her watch.

Forum for Democratic Charge party iron lady Sarah Eperu is dead

She has been unwell for sometimes. Ms Eperu after losing elections in Ngora, she gave politics little time.

She is reported to have died at Life link hospital in Kyaliwajjala this evening. Former FDC president Kizza Besigye extoled her as a great leader.

ā€œJust been given the very sad news of the passing of our veteran political activist Sarah Eperu, devastatingā€ Besigye posted on his social media handlersā€

FDC party also announced the passing on of their former spokesperson of the women league and until her passing on, she was the chairperson of Kapir County constituency in Ngora District.

Minister Mayanja survives mental examination after Judge opted out of the case

Lands Junior Minister Dr. Sam Mayanja has survived undergoing a mental examination after a High Court judge rescued herself from hearing the case.

A case had been filed by David Ssenfuka, a renowned herbalist and was allocated to Justice Esta Nmabayo but when it came for hearing on Friday April 5, 2024, she said she couldn’t be fair in her in her ruling because she already thought the applicant didn’t have sold case.

Herbalist Ssenfuka who is also a businessman petitioned High Court to force Minister Mayanja to do a mental examination at Butabika because of his errant actions which Ssenfuka says margins insanity.

In March, Dr. Mayanja ordered for the arrest of Ssenkufa for allegedly wanting to evict bibanja holders from his land in greater Masaka areas. Ssenfuka in his prayers said Mayanja has allocated himself powers of police, court and that of Minister of Internal Affairs to order the arrest, dismissal from the police of officers and also the reinstatement of people on the land against court orders.

Dr. Mayanja lately has been abrasive with his directives on land matters. Late last year, he ordered for the arrest of city businessman Ben Kavuya over a similar related land transaction in Lyatonde District.

“Take notice that this honourable court shall be moved on the 5th of April 2024 at 11 am o’clock in the fore/afternoon or soon thereafter as counsel for the applicant can be heard for orders that; (a) A writ of Mandamus be issued directing the Executive Director of Butabika National Referral Hospital to conduct a mental examination of the Hon. Sam Mayanja. (b) The cost of this application be provided for” reads the application.

It further adds “The applicant who is concerned that the Hon. Sam Mayanja is likely diseased of a cognitive disorder, petitioned the respondent as a concerned person for the involuntary examination, admission and treatment of the Hon. Sam Mayanja under the provisions of the Mental Health Act 2018. That the respondent is to seized with the legal duty to act upon a tip off by any concerned person to cause an involuntary examination, admission and treatment of a person suspected of a mental illness”

Housing Finance Bank donates assorted items to Muslim community in show of solidarity during ongoing Ramadan season

As the holy month of Ramadan comes to a close, Housing Finance Bank underscored its commitment to supporting communities in need with a donation of assorted items to the Uganda Muslim Supreme Council (UMSC). The donation, delivered to the UMSC headquarters in Old Kampala, was presented by Housing Finance Bank’s Chief Operations Officer, Mr. Michael Opira, on behalf of Managing Director, Micheal Mugabi, to the Mufti of Uganda, His Eminence Sheikh Shaban Mubaje, and the UMSC leadership which will be distributed to over 20 mosques across the Kampala Metropolitan area.

The gesture reflects Housing Finance Bank’s ongoing commitment to integrating aspects of environmental, social and governance (ESG) principles within its operation in order to create value and enhance welfare for the communities in which it operates while supporting Uganda’s transition to a climate-neutral and resilient economy.

While speaking at the handover ceremony, Michael Opira, Chief Operations Officer of Housing Finance Bank, expressed gratitude for the opportunity to collaborate with UMSC and support the Muslim community during the Ramadan season. Ubos receives 100,000 tablets ahead of the national census

Uganda Bureau of Statistics (UBOS) has received 100,000 tablets ahead of the national census. The revelation was made by Chris Mukiza, the Executive Director of UBOS.

According to Mukiza, UBOS ordered for 120000 tablets costing Shs132 billion from local and international suppliers to carry out the national census. However, 100,000 have been delivered, while the remaining 20,000 will be delivered towards the end of April.

The technologically driven National Population and Housing Census (NPHC) 2024 will be carried out from May 10–19, 2024. The first day of enumeration, which is set for May 10, 2024, was approved a Census Public Holiday by the Cabinet and declared by the President to ensure easy recall of the Census Night during the period of enumeration.

The National Population and Housing Census was last conducted in 2014. At that time, Uganda had a population of 34 million people. The census is carried out every 10 years, and this year’s exercise was expected to take place on August 24 and 25, but it was postponed due to the delayed procurement of tablets.

Speaking during the training of trainers of the enumerators, Mukiza said after the census, 30000 tablets will be given to the National Identification Registration Authority (NIRA) for mass registration of people and verification of voters by the Electoral Commission.

ā€œLocal governments will retain others to pick up data for community information systems. This will later be picked up by UBOS for the generation of statistics for better planning for the country,ā€ he said.

He said the geo-mapping of household and enumeration area boundaries stands at 97.5.3%, and the exercise is scheduled to stop before the end of April.

Currently, Uganda is estimated to have 45 million people. The figures can only be verified after the national census. Currently, the Uganda Bureau of Statistics (UBOS).

Mubende Hospital officials squeezed over CT scan charges

The Committee on Government Assurances and Implementation has questioned Mubende Regional Referral Hospital officials for charging patients Shs150, 000 for use of a CT Scan machine.

The members of the committee led by Luwero District Woman Representative, Brenda Nabukenya is following up on government assurances and promises in the health sector. Specifically, the committee is looking into the Intergovernmental Fiscal Transfers (UGIFT) Loan Programme of Shs552.2 billion approved by Parliament to support the upgrading of the health centre IIs to IIIs in sub counties that did not have them.

During their visit to Mubende District on Thursday, March 4, 2024, the team established that five sub counties of Kayebe, Kitenga, Kiruuma, Nabingoola, and East and West Division of Mubende Municipality did not have health centre IIIs.

The MPs also visited Mubende Regional Referral Hospital where they discovered that the facility was charging for the use of a CT scan machine that was provided by the Government.

Acrobert Kiiza (Indep., Bughendera County) tasked the hospital officials to explain who gave the guidelines that Shs150,000 for use of CT Scan be charged on patients and yet is a government facility.

He also sought to understand where the money that is collected or the excess is spent or sent to. He also asked the director to explain what they do with Ugandans who cannot afford the Shs150,000.

ā€œDuring the delivery of the CT scan, did it come with guidelines? I would like the director to tell the committee whether the charge of Shs150,000 as cost sharing came with the guidelines, and was this the decision of the hospital board,ā€ he asked.

Isingiro District Woman MP Clare Mugumya said she was happy that the CT scan was provided by the facility but was shocked about the price which she said was too high.

ā€œThe user fee is really so high; Shs150, 000 is not affordable to most of the people in Mubende. I was wondering if there is anything you can do to reduce the cost,ā€ Mugumya said.

Dr Paul Batibwe, the Director of the hospital said that the cost sharing is meant to ensure that the machine does not get spoilt and keeps running.

He also told the committee that for those who cannot afford, the hospital gives a waiver.

The committee was also shocked to learn that the maternity section at Mubende Hospital still has mothers giving birth on the floor with at least 10 to 15 mothers sleeping on the floor.

The hospital has a bed capacity of only 49 clients of the required 80.

According to Sister Madelena Asedri, a midwife, the demand for beds is high with mothers flocking in from neighbouring districts to get services.

She added that the cases of mothers sleeping on the floor for lack of beds are a big challenge.

Dr Godfrey Malemeko, a gynecologist at the facility said that the lack of a health centre IV and a district hospital makes it difficult to handle cases who come in without referrals as this leads to overcrowding and limited sundries to support the work of medics.

China pledges unwavering support to Uganda’s Oil Pipeline Project

President Yoweri Museveni has received a letter from the President of China Xi Jinping, who expressed unwavering support for the East African Crude Oil Pipeline Project (EACOP).

Hand-delivered by Ambassador Xue Bing, the Special Envoy for the Horn of Africa Affairs of the Chinese Foreign Ministry, and read by the Chinese Ambassador to Uganda, Mr. Zhang Lizhong, on Thursday, April 4, 2024, at the Kisozi Farm, the message reaffirmed China’s commitment to collaborating with Uganda to ensure the success of the project.

ā€œYour Excellency, I received your letter, and I am very happy to let you know that I am in full support of EACOP. I believe that it will enhance socio-economic development for the region. I am confident that with the strong cooperation between our nations, this project will be a success,ā€ read the letter, in part.

The EACOP is a project spanning 1,443km from Kabaale, Hoima district in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania. Its aim is to transport oil from Uganda’s Lake Albert oilfields to global markets via the port of Tanga.

Acknowledging the support regarding the project, President Museveni underscored its significance and assured the Chinese delegation that all major concerns regarding the project are being addressed constructively.

His Excellency, Zhang Lizhong, informed the president that Chinese financial institutions are open to discussions on the project and extended an invitation to Hon. Ruth Nankabirwa, the Minister of Energy and Mineral Development, to visit China for further discussions.

Delivering his remarks, the special envoy, Ambassador Xue Bing, briefed the president on three areas of discussion: deepening bilateral relations between the two nations of Uganda and China, the Forum on China-Africa Cooperation (FOCAC), and the planned conference for peace in the Horn of Africa.

In response, the president thanked Chinese investors for their cooperation in various completed projects, such as the Isimba and Karuma Power dam projects, which generate over 800 megawatts. He also welcomed more ideas for cooperation between Uganda and China.

In particular, the president proposed collaborative efforts between China and Uganda to advance infrastructure development, specifically the establishment of a railway network. He emphasized the transformative impact such initiatives could have on Uganda’s progress and sought technical cooperation from China in this regard.

ā€œWe want to build a railway system that will connect Uganda to the coast. We are going to use the Engineering Brigade of the Army for construction. However, we need your technical and material support for this,ā€ he informed the delegation.

ā€œFor the roads and electricity, we have, now my focus is on the railway system, which I believe will bring us immense development. That is where we want your support,ā€ he further added.

The second area of bilateral cooperation the president highlighted was an appeal for the Chinese government to encourage their companies to invest in value addition at source. Recognizing the potential for mutual benefit, he urged Chinese companies to engage in processing raw materials locally in Uganda, thereby fostering employment and bolstering economic growth.

ā€œWe need you to come and add value to our products at the source so as to eliminate Africa’s dependency on exporting raw materials. We have a wide spectrum of raw materials, and what we need now is value addition,ā€ said the president.

Mr. Xue Bing conveyed Chinese President Xi Jinping’s admiration for Uganda’s achievements and contributions to regional unity and cooperation, citing the successful hosting of international summits as examples.

ā€œWe congratulate you, Your Excellency, for assuming the chairmanship of the two big summits, the Non-Aligned Movement (NAM) and the G-77+ China Summit. We believe this will strengthen our cooperation and unity among all member states because we strongly believe in your wise leadership,ā€ he said.

The Special Envoy also reaffirmed China’s commitment to supporting Uganda’s stability and development endeavors, highlighting the enduring friendship between the two nations.

ā€œYour Excellency, our countries have had a great relationship for a very long time now, and we assure you of continuous bilateral relations through the Forum on China- Africa Cooperation (FOCAC) and the two big summits that you now chair,ā€ he said.
