Lukwago is not a member of FDC – Amuriat

The Forum for democratic Change (FDC) party president Patrick Amuriat has revealed that the Lord Mayor Erias Lukwago is not a member of the Najjanankumbi based party.

Amuriat’s statement follows the ongoing fist fight in the Forum for Democratic Change (FDC) party. Kiiza Besigye accuses the party president Patrick Amuriat and the Secretary General Nandala Mafabi of soliciting money from the ruling party, the National Resistance Movement (NRM) to finance his campaigns.

The severing relations between the two FDC factions comes after a series of challenges that the FDC has faced managing two centers of power (Katonga and Najjankumbi), which have conflicted since 2018 leading to total misunderstanding immediately before, during, and after the 2021 general elections.

The party has experienced internal conflicts accompanied by allegations and counter accusations that have contributed to considerable turmoil within its ranks, with resultant negative publicity of the party in the media.

“I have checked with the FDC register starting from the area where he stays and he is not in the party register. Lukwago is not a member of the FDC and therefore he doesn’t qualify to stand for any position in the party,” he said.

Amuria said whatever Ssemujju Nganda and Erias Lukwago are doing elsewhere is merely for self-contentment duping the unsuspecting public.  We don’t need Ssemujju and his group. They are at liberty to join NUP or start their own party. There’s only one FDC and that’s Najjanankumbi.

“Our business is restricted to corporate, life and other members who are up to date with their membership. We have no responsibility for people who do not belong to FDC. We are asking them to be decent enough, not to misrepresent the FDC,” he said.

He said all individuals whose membership expires every year and has not renewed it, by registering in their village registers, they can only be supporters and sympathizers are not members.

According to Amuriat some members of the FDC chose a hostile stance against their own party in complete contravention of article 12 of the party constitution. They have, for example, continued to poster as the legitimate leaders of the party, which matter was settled on the sixth October 6, 2023 National Delegates Conference with the election and swearing in of new leaders.

He said they continue to issue illegal notices using FDC headed paper. Use symbols to snow bags and colors and continue to brand themselves as such and also abuse party documents during unauthorized meetings.

“FDC leadership is not going to tolerate double or divided loyalty. Our members have got a choice to be where the FDC is led or go elsewhere they feel comfortable. No member has been conscripted into this FDC; every member comes voluntarily,” he said.

Late Dr Aggrey Kiyingi’s body arrives in Uganda, will laid to rest at Namulonge

The body of Australia-based Ugandan cardiologist Dr Aggrey Kiyingi has been flown into the country. Dr. Kiyingi died on September 30, 2023 in Sydney Austria.

The return of his body has been confirmed by his wife Kiyingi Galiemaya. “Glory be to the almighty God who has made it possible for me to return Dr Kiyingi’s body back home as he wished,” she said.

The deceased will be laid to rest tomorrow at his ancestral home in Seeta- Busukuma, Namulonge.

Dr. Kiyingi graduated from Makerere University, obtaining a Bachelor of Medicine and Bachelor of Surgery.

In 1989, he ascended to the role of consultant cardiologist, later expanding his expertise to encompass tropical medicine. Dr. Kiyingi further honed his skills in general adult cardiology and echocardiography. His clinical interests spanned preventative cardiology, echocardiography, hypertension, and general medicine.

Around the early 2000s, Dr. Kiyingi gained prominence for his benevolent gestures, generously contributing to churches and NGOs in Kampala upon his return from Australia, where he was based.

Alongside his wife, the late Robihan Kiyingi, he presided over Dehezi International, a notable computer firm and internet service provider headquartered in Kampala.

The company gained renown for its subsidized computer offerings to schools and organizations. Notably, Dehezi’s association with Mengo-based CBS FM solidified its reputation, as the company facilitated the creation of the radio’s online platform, enabling Ugandans abroad to tune in.

Kiyingi’s public image underwent a dramatic shift when he was accused of orchestrating the tragic murder of his wife, Robinah Kiyingi, a distinguished Kampala lawyer.

This grievous event transpired shortly before a pivotal ruling in their divorce case at the Mengo Chief Magistrate Court, wherein Dr. Kiyingi had accused his wife of adultery. Although initially arrested and charged, he was eventually released on bail, ultimately being acquitted of the allegations.

Years later, circa 2015, he faced further accusations, this time of masterminding the murders of Muslim clerics in Uganda, alongside purportedly funding ADF activities. Nakawa Magistrates Court summoned Dr. Kiyingi to address charges of terrorism and murder.

 An arrest warrant was later issued, with authorities threatening extradition from Australia to face a battery of severe charges, including murder, terrorism, crimes against humanity, and attempted murder. The state contended that Dr. Kiyingi had provided training, recruitment, and logistical support to rebels seeking to overthrow the Ugandan government.

In 2015, Dr. Kiyingi boldly announced intentions to return to Uganda, vying to challenge President Museveni in the 2016 general election. Despite being wanted for treason at the time, he expressed a staunch determination to expose what he deemed as President Museveni’s unscrupulous political tactics. Dr. Kiyingi firmly believed that the charges against him were contrived in fear of his potential challenge to Museveni’s political reign.

Museveni commissions Marine Pier at sustainable base in Mayuge

President Yoweri Kaguta Museveni who is also the Commander in Chief of the Uganda People’s Defence Forces (UPDF) over the weekend commissioned a Marine Pier at the Sustainable Base in Ntokolo, Mayuge District.

“I congratulate the Commandant of the Marine Brigade for building this Brigade, which started as a small force and is now growing. I congratulate you for building the training centres in Butiaba, the other one near Entebbe, now you have also got this one,” Gen Museveni said.

The President explained that the Marine Brigade is very vital in ensuring security on water bodies.

“20 percent of Uganda is under fresh water, so it is good that some of it is on the borders with Tanzania, Kenya, and Congo. Therefore, it has got a lot of security implications. These boats have always had some good capacity; they are “eyes” that see some distance, but we are also planning to have “eyes” based on shore. We shall be able to have surface radars which can see in the lakes and then communicate with these boats,” he said. 

Gen. Museveni further urged the Marine officers to study the whole history of naval Warfare to enhance their capacity in dealing with water security matters.

“When I was watching your formations, although we don’t have a big ocean, it’s good for you as Marine people to study the whole history of naval Warfare; how people fight on water. Your officers should know this history since you are our specialists on water matters,” President Museveni said.

“There’s a group which I created, the Fisheries Protection Unit. There are some sorts of stories about that unit about corruption and other claims,” the President added, before being assured by Bunya County West Member of Parliament, Aggrey Bagiire that the officers reformed, and they are now doing a good job in combating bad fishing practices on lakes.

President Museveni also asserted that to ensure good governance in Uganda, the National Resistance Movement (NRM) government created political power among Ugandans that would enable them to defend themselves against injustice.

“To be sure that people are not squeezed, and to be sure of good governance, we said that you must defend yourselves by electing your leaders, not anybody; the LC1, LC II, LCIII, and LCV, these are your people. We elect them to defend us against any misbehaviour by anybody. If you say they have stolen your money or what, I also blame you that you elected badly,” he noted.

On the issue of creating a special program to alleviate poverty in Busoga as raised by the 3rd Deputy Prime Minister, Rukia Nakadama, President Museveni said he will go back to the region and discuss the issue. 

“I gave you my medicine for poverty in 1995 when I made a tour here. I told you people with four acres or less, I recommend the seven activities to you. Acre number one clonal coffee, the second acre put fruits, acre number three put grass for zero grazing cows, acre number four put food crop and in the backyard put poultry. Those who are not Muslims and traditional Banyankore, you can also rear pigs, then fish farming for those who are near swamps. That was my medicine for the people of four acres or less. And in the Manifesto of 1996 of the NRM that is what we put there,” he said.

“Then we said Uganda needs other products which don’t have the same high value if you do them on a small scale but if you do them on a big scale, they also give you good money, what we call extensive agriculture where maize, sugarcane, cotton and tea fall, people like Museveni who look after indigenous Ankole cattle, and tobacco like in West Nile can make money if you do them on a big scale. But now Abasoga here, you never listened to me, and you decided to go and carry out maize and sugarcane growing on a small scale. That is where the problem is. The people who have listened to us, like those in Kalangala have done well; these are people who came just long after our programs of Operation Wealth Creation, and they are getting good income. In Masaka, people listened to our advice, and they are growing more and more.”

On the issue of land compensation where the Marine barracks is seated, which was a landing site, the President said it’s a simple matter, though it needs an explanation.

“Yes, the residents were bona fide occupants, but they cannot stop the government from establishing a barracks, but there’s a law which you use to do it. They can either buy by negotiations according to the government evaluation or if you don’t want to sell, the government can take it over by compulsory acquisition,” President Museveni said.

“I was not aware that there was this controversy. Now that I know, this is simple. What I encourage is that the Marine Force Commander should meet and negotiate with the locals. Therefore, I kindly request that we support this barracks because this place here is well selected based on a professional and scientific point of view. When I came here, I found it a very good place. Now the issue is good compensation but also give the barracks enough land because they may need slightly more than that.”

The 3rd Deputy Prime Minister, Rukia Nakadama, who is also the Mayuge District Woman Member of Parliament, suggested that the government needs to provide seedlings to farmers in Busoga like it was the case during the Operation Wealth Creation program.

“The Parish Development Model (PDM) doesn’t allow people of Busoga to secure seedlings so that they execute your message. So, I request that we be given a special intervention like giving seedlings to our people.”

However, the President explained that the reason the government came up with PDM is because people were complaining that the OWC people were sharing the seedlings among themselves and that the seedlings were expensive yet substandard.

“So, we told them that money is here, you buy the seedlings yourselves, and we calculated Shs1m as a starting point for each beneficiary.”

The Minister of Defence and Veteran Affairs, Vincent Bamulangaki Ssempijja, thanked the President for establishing the Marine Brigade as part of his long-term strategic vision for the development of this country.

“Your Excellency, as Defence and security fraternity under your leadership and headship as Commander in Chief, we thank you sincerely for consistently enhancing our capabilities under competing national priorities. You have enabled us to actively respond to threats to our national and regional security.”

The Joint Chief of Staff of UPDF, Maj. Gen. Leopold Kyanda, who represented the Chief of Defence Forces (CDF), Gen. Wilson Mbasu Mbadi, congratulated the Marine Brigade Commander, Brig Gen. Michael Nyarwa and his team for their tireless efforts in building and expanding the capacity and capabilities of the Marine Brigade.

“Your Excellency, in your inaugural speech on January 29, 1986, you said that no one should think that what is happening today is merely a change of guards but a fundamental change. The fundamental change sir from the military perspective was to professionalize the army into a well-trained, disciplined and equipped force,” he said.

“The UPDF has witnessed a significant development in its unwavering commitment to enhancing our capacity and capabilities for the efficient and effective attainment of the UPDF’s constitutional mandate and mission. This is in line with one of the CDF’s strategic priorities of capacity enhancement that involves acquisition, refurbishment, and maintenance of our military equipment. This deliberate effort will enable the Marine Brigade to secure our waters, conduct search and rescue operations and protect high-profile targets such as wagon ferries, cargo ships, fuel tankers effectively and efficiently.”

Maj Gen. Kyanda further noted that as UPDF leadership, they recognize the great leadership of President Museveni and the strategic guidance he gives to the UPDF towards professionalising the force and building a strong Cadre leadership.

“Your Excellency, we have confidence that this Marine base will serve not only as a facility for vessel testing but also training and aimed at aligning skills for sustaining vital assets and safeguarding equipment in the support of search and rescue operations and ensuring navigational security to promote commerce between Uganda, Tanzania and Kenya.”

The Commandant of the Marine Brigade, Brig Gen. Michael Nyarwa welcomed the President to the Marine base and thanked him for the guidance he has given to them all this time.

“We can only promise sir, that we will fulfil our values, one of them is loyalty, the other one is teamwork and of course making sure that we fill the gap where it is required to support our services.”

IMF lauds URA’s tax mobilisation strategy

The International Monetary Fund’s Regional Technical Assistance Center for Southern Africa (AFRITAC) program has lauded URA’s strategy of forecasting revenue projections based on the prevailing economic situations.

“I like the fact that you are flexible in setting revenue projections for the future based on the prevailing economic conditions. In other countries we visited, there is rigidity,” said Par Jonsson, a financial consultant from the IMF.

Jonsson made the remarks during an engagement between the URA, Ministry of Finance and a delegation from the IMF-AFRITAC East program held at the URA headquarters in Nakawa.

His recognition followed URA’s presentation on revenue projection where they stated that prevailing economic conditions and tax head performance for a given period inform the revenue projections for the next financial period.

During the engagement, the Assistant Commissioner Finance, Diana Kisaka highlighted that URA is depending on administrative efficiencies to boost revenue collections since no taxes were introduced in the last three financial years.

“We are bringing new people on board, for small taxpayers, we use modern technologies like USSD code. Other innovations include; integration of systems with sister agencies, information sharing with our partner states, automation of our systems and carrying out massive tax education to ensure voluntary compliance,” Diana stated.

Richard Kariisa, the Commissioner Corporate Services underscored the importance of such discussions noting that the ideas shared there supplement revenue collection.

AFRITAC East is a collaborative venture between the International Monetary Fund (IMF), the recipient countries and bilateral and multilateral development partners. It originated from the IMF’s response to African leaders’ call on the international community to increase technical assistance to Africa and focus it more on capacity building. AFRITAC East provides technical assistance and training to Eritrea, Ethiopia, Kenya, Malawi, Rwanda, South Sudan, Tanzania (including Zanzibar) and Uganda.

Mukisa Alvin wins this year’s essay competition

Mukisa Alvin, a student from Princes Diana High School has won this year’s UBA Foundation National Essay Competition.
Alvin beat 700 students from various schools who took part in the competition. Alvin walked away with a laptop, Shs 3.5 million and other goodies from the United Bank of Africa (UBA).
The notable schools include Mengo SS, Tororo Girls School, Exodus College School and sundry. The students were tasked to write about how Uganda can contain these adverse impacts on the climate?
Upon announcing him as the winner, Alvin applauded his teachers and his mother who guided him throughout the competition and pledged to engage more in such competitions which aim at shaping their future and sharing brilliant ideas which can lead to the development of the country.
The CEO/Managing Director of UBA Uganda Chioma Mang said this is the second National Essay Competition the bank is holding in Uganda. We hold such competition in all the 20 African countries they operate.
“We hold such competitions because we believe in the youth in Africa. If you look at the demography of Africa, the population of Africa is made up almost 50% by youth. We believe that youths are the future of Africa, including Uganda. We have to invest and prepare them to face the wider world,” she said.
“We run this essay competition because we also believe that communication is key in everything that you do. We do it to give them confidence to improve their creativity and writing skills,” she said.
She said out of the 700 students, 12 came up. We have given them gifts in the form of money, laptops and certificates to encourage them to continue to be the best that they can be in their schools.
She stated that the Bank provides financial support to schools they attend, teachers and parents to be able to pay school fees for their children.
Mulidwa Ismail,  the director Basic and secondary education at the ministry of education and sports said we encourage this kind of program in all our schools and teachers should be fair to the learners and give them the kind of holistic education they are supposed to get.
He said learners who participate in such competitions to develop their reading, writing and speaking skills and another of them will tomorrow be members of parliament because they are accurate. They have been trained, and supported to develop talent.
“The Ministry is carrying out a similar program in different regions of the country. As a ministry we are implementing the lower secondary curriculum which is competency based that is aiming at developing the skills of learners. By doing this, UBA is supporting what the ministry has put in the curriculum,” he said.
He stated that the ministry is shifting from the traditional assessment where it used to look at UNEB 100% assessment at school level. When learners develop their skills and are assessed, it will help them to move on. The Directorate of Industrial Training is doing the same thing, assessing and certifying some of these competencies or skills.

Museveni orders reinstatement of Geraldine Ssali as accounting officer for Ministry of Trade

President Yoweri Museveni has ordered the reinstatement of Geraldine Ssali as the Permanent Secretary of the Ministry of Trade.

The Head of Public Service and Secretary to Treasury, Lucy Mbonye Nakyobe referred to Museveni’s letter dated 22nd October to reinstate Ssali.

“This is to request you to reinstate Ms. Geraldine Ssali Busuulwa as the Accounting Officer of Trade, Industry and Cooperatives as per the President’s directive,” Lucy Mbonye wrote to PS Ggoobi.

Ssali was dropped on 5th October 2023 by the Permanent Secretary and Secretary to the Treasury, Ramadan Ggoobi.

In the letter dated 3rd October 2023 to the Ministry of Trade and co-operatives, PS Ramadan Ggoobi noted, “Reference is made on the report on the investigation into the utilization of the supplementary funds to your office for the FY 2021-2022 where Parliament received that the secretary to the treasury should exercise his authority under Section 11(2) c of the Public Finance Management Act 2015 to the appointment and designation of Ms. Geraldine Ssali as an Accounting Officer for the Ministry of trade Industry and Cooperatives.”

After sacking Ssali, Ggoobi guided, “I therefore request the minister of trade to nominate a suitable officer to execute the duties of the accounting officer as allegations against Geraldine Ssali and others are being investigated.”

In the same letter the Accountant General Tom Opio has also with immediate effect been denied access to the Electronic Government Procurement system.

“You are also informed that Mr. Tom Opio has been removed from the Electronic Government Procurement system and Management is advised to liaise with the Accountant General to ensure that there are no disruptions in the Procurement processes,” Ggoobi told the Minister.

This development came after Parliament recommended the sacking of Geraldine Ssali, the Permanent Secretary for Ministry of Trade, Industry and Cooperatives over allegations of inflating the price for the renovation works at the Ministry Head Quarters at Farmers House in Kampala.

The decision was part of the recommendations contained in the report by Parliament’s Trade and Tourism Committee following probe into the utilisation of Shs5bn that was meant for the acquisition of new office Space at Kingdom Hall Kampala, but the top officials at the Ministry instead opted to use the funds to carry out renovations, a decision that raised queries than the Ministry was able to provide, thus prompting prove into the expenditure.

Mwine Mpaka, Chairperson Parliament’s Trade Committee while presenting the report faulted Ssali for failing to regulate and ensure proper utilization of funds which saw the cost of works inflated to a tune of Shs2bn.

“The Committee therefore finds that the Permanent Secretary Geraldiine Ssali is personally liable for the dubious and mysterious inflation of the estimated contract price from Shs4.664Bn to Shs6.2Bn without any formal or legal justification,” remarked Mpaka.

In sealing Ssali’s fate, Mpaka called on the Secretary to Treasury, Ramathan Ggoogbi who is charged with supervising all Permanent Secretaries and accounting officers to relieve Ssali of her duties for causing Government financial loss.

“The PSST exercises his authority  to withdraw the appointment and designation of Ssali as an Accounting Officer of the Ministry of Trade in view of her failure to control the regularity and proper use of money appropriated to the vote in regard to the procurement of renovation works,” said Mpaka.

Action taken report on NSSF affairs not ready- Amongi

The Minister of Gender, Labour and Social Development, Hon. Betty Amongi, has said that the action taken report on the probe of the state of affairs at the National Social Security Fund (NSSF) is not yet ready.

In January 2023, Parliament constituted a select committee to investigate NSSF over allegations of mismanagement and subsequently, a report was presented and adopted in March 2023.

The Parliamentary resolution had four components for action including; Auditor General, Ministry of Finance, Planning and Economic Development, Ministry of Gender and Inspector General of Government (IGG).

Amongi was expected to present the action taken report during plenary sitting on Wednesday, 25 October 2023, but she said that she could not because the IGG has released partial findings.

“They [IGG], have requested that they be given time to undertake some of the Parliamentary resolutions on lifestyle audit and other related aspects,” she said.

Amongi added that the Auditor General has indicated that they have not yet concluded on any of the resolutions and work is ongoing, while the Director of Public Prosecution has indicated that the matter referred to them by Parliament is still under investigation by the Criminal Investigations Division.

“Ministry of Finance has written and I am in receipt of their letter, asking NSSF to undertake implementation of issues under the Ministry,” said Amongi.

She said that the Ministry of Gender is coordinating the Ministries, Departments and Agencies, quickly adding that most of the issues that were referred to her Ministry were addressed in the IGG’s report.

Police investigates torture of two children in Nakasongola

The Nakasongola Territorial Police is actively investigating a deeply distressing case of child abuse and torture involving Nagenda Fatuma, a 6-year-old female, and Nasuuna Hajara, a 4-year-old female, both pupils of Kamukamu Nursery School in Kakooge. This horrifying incident occurred on Monday, October 23, 2023, at approximately 3:00 p.m. in Kyabutaika, Kakooge Town Council in Nakasongola District.

ASP Twiineamazima Sam PRO, Savannah Region said, “preliminary information reveals that on October 23, 2023, around 3:00 p.m., a 27-year-old woman, Namuwonge Justine, and residing in Kyabutaika, Kakooge Town Council in Nakasongola District, who is also the biological mother of the victims, allegedly lit a charcoal stove and inflicted burns on her children’s hands. She accused them of stealing food (beans) and thereafter, intentionally kept them at home without seeking medical attention.”

He added that upon receiving information about this distressing incident from Kwagala Resty, a 25-year-old teacher and resident of Namunsaala zone in Kakooge Town Council, Nakasongola District, the police responded to the scene, documented it and registered a case of torture.  Statements were recorded from relevant witnesses and ensured the victims were admitted to Kakooge Health Center III. The suspect, Namuwonge Justine is arrested and currently in detention at Kakooge Police Station.

However, Police strongly condemn this horrific act of torture. “Parents are entrusted with the sacred roles of protector and provider of safety for their children. Police arrests online vendor of fake UNEB Papers

Police in Kampala have arrested one of the fraudsters vending fake examination papers on social media that were purported to be UNEB Examinations. The 20-year-old suspect, whose real name is Seguya Abdu Kareem, was trending as Fresh Kareem on his social media platforms.  He is said to have shared video clips of past papers. According to his confession, he would erase the actual year and superimpose it to appear like a 2023 examination paper.

Abdu Kareem is a 2020 UCE candidate who wrote his examinations in 2021. He is currently in building and construction, but says he did the act for purposes of getting a big following.  He has been detained at Kampala Metropolitan Police and will be arraigned before court to answer to charges aiding and abetting examination malpractice, as well as unauthorised possession of examination paper, material or information.

In a related development, Police in Old Kampala have arrested one Luyima Gilbert, aged 49 years, for vending materials or information purported to be UNEB examinations.  He was arrested along with the Head Teacher of Old Kampala S.S.S, Mr. Suuna William, whom, it is alleged, was due to buy the said fake material. Luyima was arrested from the office of the Head teacher.

Further investigation into both of these cases continues and the search for those still at large is going on.

Section 25 (2) of the UNEB Act 2021 states that a person who willfully or negligently, assists or causes any candidate to obtain or gain unauthorized possession of any examination paper, examination material, any other material and information, commits an offence and is liable on conviction, to a fine, not exceeding two thousand currency points (Forty million shillings), or to a term of imprisonment not exceeding ten years or both

According to the Act, an Examination paper, Material or information includes the electronic version of an examination paper, examination material or any other material or information; and the electronic transmission of an examination material or any other information.
