CEPO to handover community radios in Lainya, Morobo counties to promote peaceful co- existence through dialogues

Community Empowerment for Progress Organization (CEPO) will on Saturday handover Iyete FM 87.7, a community radio station it established in Morobo county of South Sudan’s Central Equatoria State (CES). The other radio station, Unity FM 100.8, was unveiled in Lainya County on Friday.

According to Edmund Yakani, the Executive Director of CEPO, the two radios were established in partnership with International Organization for Migration (IOM) with support from Multi-Donors for Reconciliation, Resilience Trust Fund (RSRTF).

“These radios are expected to reach more than 1000 listeners daily,” said Yakani.

Community stations serve geographic communities and communities of interest.

The radio frequencies cover all payams of Lainya and Morobo counties, extending up to
Yei, Kajo-keji, Koboko and the Democratic Republic of Congo.

As such, it is expected that the two community radios will promote peaceful co- existence and social cohesion through dialogues, round table discussions, radio talk- shows and other forms of open discussions in Morobo and Lainya counties.

“Community radios are one of CEPO’s strategies of building and empowering communities to be able to access information, make analysis and come up with recommendations that will make a better South Sudan,” stressed Yakani.

He appealed to the communities of Lainya and Morobo counties to be proactive in managing and sustaining Unity and Iyete FM community radios.

Yakani urged the state and national government to protect and support the community radios established to provide information to people at the grassroots.

He called on UN agencies and other donors like UNESCO, UNDP, UNMISS, IOM, IREX and USAID) to contribute to sustainability of community radios in South Sudan.

According to UNESCO, community radios have proven to be an effective tool to provide access to information for marginalized groups and hard-to-reach communities in South
Sudan.

OPM to investigate on ‘coffee consumption’ funds

The Office of the Prime Minister (OPM) is set to conduct an independent investigation into the utilisation of  Shs9.6 Billion allocated for the purpose of ‘coffee consumption’.

“We want to know who disbursed that money and who benefited from it. We need that money and the person who benefitted from it must bear the liability,” Speaker Anita Among said during the plenary sitting on Thursday, 07 September 2023.

It is premised on a report by the Public Accounts Committee (Central Government) on concerns raised by the Auditor General for Financial Year 2021/2022, on 15 MDAs.

The report presented by Committee Chairperson, Hon. Medard Sseggona, indicates that as part of NUSAF-III programme, OPM signed a two year memorandum of understanding with M/S Inspire Africa Uganda Limited as a capacity building partner.

The programme that ran from 16 May 2017 to 15 May 2019 was extended for another two years up to 31 March 2021, a period in which Inspire Africa was allocated Shs9.66 billion for its activities.

“The Committee takes exception that Shs9.66 billion had been invested in a project that was not well thought out, with Shs1.9 billion being paid for coffee consumption,” reads the report.

Sseggona said spending on teaching coffee consumption was a nugatory expenditure, adding that coffee shops supposed to be set up in Arua, Mbale, Lira and Tororo were non-existent or non-operational.

“When a team of CIDs visited Malaba, they established that the coffee shop did not take long in operation because Inspire Africa never involved the trained youth. Arua did not raise the 150 youth for training,” further reads the report.

The Committee recommended forensic investigation by the Inspectorate of Government (IGG) and other arms of Government.

“If found wanting, the Accounting Officer and Project Director for NUSAF-III project should be prosecuted for any loss of funds. A recovery mechanism should be instituted within six months of adoption of this report,” Sseggona said.

Hon. Betty Aol Ocan (FDC, Gulu City) said that much as the coffee shop in Gulu had been operational, it had closed.

“The shop was closed because Inspire Africa failed to pay rent. It was meant to be a youth project and it was run for close to three years,” said Aol Ocan.

Hon. Yusuf Mutembuli (NRM, Bunyole East) said he had consumed coffee from the Inspire Africa coffee shop in Mbale, but it did not meet its intended purpose of ‘coffee consumption’.

“Nobody came to tell me how to take coffee when I was there. If they gave money for the purpose of teaching people how to make coffee, then I did not benefit from it,” Mutembuli said.

The Leader of the Opposition, Hon. Matthias Mpuuga urged the House to take stricter care in monitoring social empowerment programmes.

“It is an invitation to the House that whenever such programmes are brought here for funding, we should undertake elaborate scrutiny on how the common person will benefit,” said Mpuuga.

NDA speaks out on allegations of ARVs in animal feeds 

The National Drug Authority has described as highly exaggerated reports that antiretrovirals (ARVs) were being given to pigs and chickens to treat and fatten them through animal feeds.

In a statement, Abiaz Rwamiri, the spokesperson of NDA, said if there was a health risk it would have warned the public, while insisting the authority’s job was to regulate drugs, not food or animal feed.

“The NDA is mandated to regulate the drugs, not food or animal feeds,” he said.

“If there was any public health threat concerning the drugs under use, the NDA would be the first one to come out and warn the public as we always do. The NDA remains vigilant and committed to ensuring that Ugandans have access to safe, efficacious and quality medicines,” Rwamwiri added.

He explained that the regulator had launched several actions to stop the misuse of drugs, which led to several arrests and prosecutions.

“Since such reports concern the misuse of drugs, the NDA conducted investigations and a scientific review and determined that the reported levels were very low to cause unnecessary public alarm,” the NDA said in a statement.

Mr Amos Atumanya, the Senior Inspector of Drugs at NDA, had earlier told Parliament’s Committee on HIV that the drug regulator learnt about the malpractice 10 years ago, and conducted an investigation in 2014 to verify the claims.

“…We have known about them, [and] we are trying to do something about it, but there are some concerns that if we blow it out of proportion, what does it mean for the economy if you are going to export food? So, we are trying to find ways in which to manage that situation,” Mr Atumanya said.

He added, “it is in that context that you find that whereas we have known about that issue for some time, we are taking some measures without necessarily having to alarm the whole country.”

He said it became aware anti-retrovirals were being given to pigs and chickens to treat them but insisted that levels were too low to cause public alarm.

The National Medical Stores (NMS) have said they are not the source of Antiretroviral drugs being reportedly used by some livestock farmers on their animals.

The drugs are used to treat HIV/AIDS in humans. NMS’s response comes on the heels of an admission by the National Drug Authority to Parliament’s HIV Committee on Wednesday, that they turned a blind eye to findings of the use of ARVs to feed and treat some diseases in livestock like chicken and pigs.

This was after a recent report by Makerere University found that more than a third of chicken and 50% of pork it tested contained traces of antiretroviral drugs. The meat was sourced from markets in the capital, Kampala, and the northern city of Lira.

The NDA’s report back in 2014, found that antiretrovirals were mainly used to treat African swine fever which is also known as Pig Ebola and currently has no cure. It also verified claims that ARVs were being used to treat Newcastle disease in chickens

Museveni praises MTN for investing in Uganda

President Yoweri Museveni has praised MTN for wisely investing in Uganda and more so the listing on stock market.

Museveni made the remarks during Uganda-South African Investment and Trade Summit that has just ended at Speke Resort Munyonyo. The president met with the MTN team led by the group Chairman Jonas Mcebisi, who was flanked by MTN Uganda Chairman Charles Mbire and MTN Uganda Chief Executive Ms. Sylivia Mulinge.

THE summit was a follow-up to the one hosted in South Africa earlier this year and was co-sponsored by MTN.

In his remarks President Museveni said he forgave MTN for the past, and thanked MTN along with Stanbic and Absa for their efforts and participation in the Summit. He further encouraged the companies to continue to invest in Uganda and to encourage other businesses across industries, including manufacturing to invest and benefit in the country.


 MTN Group Chairman Mcebisi said the importance of working together and paying focused attention to the growth and development of the various countries that MTN has operations in and in Africa.

“As a Pan-African organization MTN sees its role as an important part of the broader conversation to support and facilitate growth and development across the continent and that is why the Group has played its part in engaging with the public and private sector to make the Summit a reality.” 

South Africa’s delegation was led by ’s Agriculture, Land Reform & Rural Development Minister Thoko Didiza, the Department of Trade and Industry and Competition, the Department of International Relations and Cooperation, the Department of Communications and Digital Technologies and South Africa’s High Commission to Uganda.

He said arrangements are underway for the Isebantu to present his dear wife to Christ Cathedral Bugembe on Saturday November 18, 2023 for the celebration of Holy Matrimony and also unveil the Inhebantu to the people of Busoga and the world at large.

“We congratulate the Isebantu Kyabazinga and the Inhebantu upon this great and memorable decision of having a family which is synonymous with our Kisoga culture. This is a true reflection of how cultured our King and the Queen are. I am satisfied that Busoga’s missing link has finally been found and I can confirm with certainty that more blessings await us ahead. I also thank parents on both sides for the ministry of raising the children,” he said in a statement.

UNEB releases timetables for 2023 PLE, UCE, and UACE Examinations

The Uganda National Examinations Board (UNEB) has officially released the 2023 Examination Time Tables for the Primary Leaving Examination (PLE), Uganda Certificate of Education (UCE), and Uganda Advanced Certificate of Education (UACE) examinations.
The national examinations this year will begin on Friday, October 13, 2023, with the briefing of S.4 candidates and the first paper (Geography) on Monday, October 16, 2023.
The UCE examinations will run until November 17, 2023, but along the way, the second set of national examinations (PLE) will take place between November 7th–9th, 2023, starting with the briefing of the candidates.
The third and final set of examinations, UACE, will be conducted from November 10, 2023, to December 1, 2023.
While addressing the media at the release of the timetables this morning at the Media Centre in Kampala, UNEB Executive Director, Mr Dan Odongo advised heads of UNEB centres across the country to ensure that every candidate receives a copy of the timetable and that the same is also displayed on the school noticeboards.
“Center heads can access the timetables from their portals. Hard copies will also be provided along with the other stationery, which will be distributed on Monday, September 11, 2023,” Odongo said.
“Candidates and all those concerned must take special note of the sections on directions to candidates and caution against malpractice in or around the examination room. These have clearly spelt out the instructions that candidates must follow and cases of examination malpractice that can lead to disqualification, cancellation of results, or the arrest of a candidate,” he added.
Additionally, Odongo cautioned candidates across all levels to refrain from acts of involvement in malpractice as this shall lead to the automatic cancellation of the entire results of the examination.
Disclosing the statistics of this year’s national examinations, Onyango said a total of one million, two hundred twenty-four thousand, three hundred seventy-one (1,224,371) candidates registered for all three levels of the final examinations at 20,921 centres.
Of the total candidates, 51% are female, while 49% are male. We have recorded a percentage increase of 12,690 (13.5%) at the UACE level, which is a total of 110,579 candidates this year as compared to 97,889 last year.
At the UCE level, there is a percentage increase of 14,988 (4.3%) in candidature, from 349,433 to 364,421 candidates this year.
There is, however, a drop of 83,438 (10%) in the number of candidates at the PLE level, from 832,809 last year to 749,371 this year.
“Of the entire candidate pool, 3,698 are Special Needs Education (SNE) learners, as compared to 3,400 last year. Of the SNE candidates, 2,436 are PLE candidates, 721 are UCE candidates, and 242 are UACE candidates,” he noted.
In terms of funding, 645,191 (53%) of the total candidates are funded by the government, while 579,180 (47%) of the candidates are privately sponsored.
The UNEB boss also revealed that the Board has just completed a countrywide pre-test of the test items and is currently analyzing the outcome. The pretest exercise was conducted in 220 schools and involved 6,000 students.
“Candidates should look out for the correctness of names as well as the order of names, date of birth, gender, resolution of the candidates’ photograph, and the subjects and papers registered for in the case of UCE and UACE candidates,” Odongo said.
“After confirming registration status, candidates should sign on a parallel register to confirm the correctness of the registration data. Where anomalies in the candidate’s bio-data are found, candidates should inform the school authorities, who shall alert UNEB for correction of the variance,” he concluded.

Tooro kingdom receives Shs 4O million contribution for 28th Coronation Anniversary

Toro kingdom has received Shs 40 million towards the 28th coronation anniversary celebrations of the Omukama of Toro, His Majesty King Oyo Nyimba Kabamba Iguru Rukidi IV. The contribution was made by Pilsner Lager.

The Empango celebrations are held annually to commemorate the coronation anniversary of the King and are scheduled to take place on Tuesday 12th September 2023 at Karuzika Hill in Fort Portal. The celebrations have a special focus on promoting good health and environmental conservation for the people of Toro.

The donation was received by the Tooro Kingdom deputy prime minister, Abwooli Nyakaki who represented a delegation from the kingdom.

Traffic jam, huge workload delay us for Parliamentary sessions- Ministers express

A few Ministers have revealed that huge workload on their desks and traffic jams compel them to arrive late for the plenary sittings.
Their concerns have risen following the Speaker’s decision to adjourn the session pre-maturely yesterday having noticed that eighty two (82) ministers were absent.
Huda Abason Oleru, the State Minister for Veteran Affairs, blamed her late arrival for plenary sitting, on the huge workload on her desk, saying this compels Ministers to arrive late for plenary sittings.
“The challenge we are finding is to balance between being in the Parliament and also handling the ministerial issues. So, it is just not deliberate that we are late. I am sorry that the House has been adjourned. We shall do our best to improve,” Minister Oleru.
Rukia Nakadama, Third Deputy Prime Minister apologized for the late coming of the Ministers, attributing it to the huge workload and promised improvement in time management by the Ministers.
“The ministers have too much work which normally forces them to come late but late coming is not intentionally done,” Nakadama said.
She added, “The ministers normally come just minutes after plenary has started. I had reached two minutes after the House had started and then the Speaker adjourned the House. I believe they will be improving. We shall also keep informing the Ministers about that issue of late coming.”
Vincent Ssempijja, Minister of Defence & Veteran Affairs, attributed his late arrival for yesterday’s plenary sitting on the thick traffic jam & road works on Jinja Road,  saying it took him over 1hour to travel from Mbuya to Parliament, despite having the UPDF sirens & lead car to make way for him.
However, Rule 114 of the Rules of Procedure requires Ministers to attend Sittings of the House and where one is unable to attend, he or she shall request another Minister to represent that Ministry’s interests in the House and notify the Speaker accordingly.
Speaker Among has said the failure of some Ministers to regularly attend and participate in House Business is an abdication of responsibility and a breach of Public trust.
“The leadership responsibilities that we hold are in public trust and we should therefore work for the common good,” Among guided.
She added, “The absence of Ministers from the House impedes the efficiency and effectiveness of the Legislature, and by implication, Government as a whole.”
