Why Church of Uganda has selected a committee to investigate Namirembe bishop election process

Church of Uganda House of Bishops has selected a five-man committee to investigate the deferred Namirembe Diocese bishop election process.

Led by Rt Rev Johnson Gakumba, the investigation committee will among others look into the nomination process in line with the Provincial Canon 3.7.30 to guide the next course of action by the House of Bishops for the deferred election.

The other four members of the investigation committee include Rt Rev Micheal Lubowa, Rt Rev Micheal Esakhan Okwi, Rt Rev Patrick Wakula, and Provincial Chancellor Naboth Muhairwe, the legal advisor to the committee.

In an October 11, letter addressed to all members of the Namirembe Diocese bishop nomination committee, Rev Gakumba announced that during the investigation period, they will also interact with any other persons deemed necessary to help form their final verdict on the disputed matter.

“The House of Bishops on October 4, did not consider the nominated candidates for Bishop of Namirembe owing to the complaints received about the manner in which the nomination process was conducted contrary to the Provincial Constitution and Canons,” Rev Gakumba said in the letter.

The chairperson of the probe committee revealed that his team will interact with the 13 members who met on September 30 and nominated the names that were forwarded to the House of Bishops for consideration. The meeting is scheduled for Wednesday.

Shortly before the House of Bishops embarked on the exercise for the election of the Bishops of Namirembe Diocese and the East Busoga Bishops respectively on October 4, a petition from a section of the elders at Namirembe Diocese was tabled before the Bishops.

The petition questioned the process that had seen the nomination of Can Moses Banja, the Archdeacon of Luzira Archdeaconry, and Rev Abraham Muyinda who currently serves as the Vicar at Namirembe Cathedral.

The elders cited allegations of corruption, unfairness, and conflict of interest that they claimed to have influenced the nomination of the two candidates forwarded for consideration as replacement for the retiring Bishop of Namirembe Diocese Wilberforce Kityo Luwalira who will be handing over the office of the bishop when he turns 65 on December 8.

Action to section 3.7.22 of the Provincial Canons of the Church of Uganda, the persons standing for the office of the diocesan bishop must be ordained priests who have served in pastoral ministry for at least 10 years, must have clocked 45 years of age and holders of a Bachelor’s Degree in Theology, among others.

Namirembe Diocese is one of the 37 Dioceses that constitute the Province of the Church of Uganda.

Absa Bank declines contributing towards Busoga Royal Wedding

Absa Bank has declined contributing towards the forthcoming King of Busoga Royal Wedding over earlier scheduled commitments in the period.

In a letter, Hellen Busuula, Absa marketing and customer Experience Director said, “We appreciate your request for Absa to attend and contribute towards the Royal Wedding scheduled to take place on Saturday, 18th 2023.”

She added, “Regrettably, we write to inform you that we are unable to support this request due to earlier commitments in the period. Thank you for choosing Absa Bank Uganda in this regard, and wishing the best in your preparations.”

The institution’s decision left citizens furious, saying that this was a negative reaction that will last more than it should and that Absa may lose business and close all branches in Busoga.

“The Basoga can confidently and collectively eliminate Absa from Busoga. Such concessions are good for business development, especially the local markets. If it was the white empire,we would see them offering but rather we see the contrary,” a one Ssetuba Felix tweeted.

Richard Ssbagala said that considering the fallout of Public Relations, he would choose not to respond at all. “I would give a token sum and still not put anything in writing,” he said.

He added that Absa should never put a rejection of a request from such a prominent or potential client in writing.

Mulago, Stanbic to launch cancer screening program for corporates

The Uganda Cancer Institute (UCI) will introduce a ‘Cancer screening programme for corporates’ to cater for individuals who, due to busy work schedules, find it difficult to spare time for regular health checks.

Mulago’s pledge for the new initiative follows engagements during last week’s International Breast Cancer Awareness Day, with Stanbic Bank Uganda and the Uganda Cancer Institute (UCI) management.

“We would like to introduce the corporate screening initiative to help bring the services nearer to corporate employees with busy working schedules such as Members of Parliament, bankers, and others,” Dr Israel Luutu, a representative of the Executive Director at the facility said.

Stanbic Bank donated two beds and Pap smear kits that are used to collect cervical cell samples to aid early cervical cancer testing.

While handing over the equipment, Diana Ondoga the Stanbic Bank Uganda Manager for Corporate Social Investment (CSI) said, “the adage that prevention is better than cure is one we very much support and wish to encourage with this modest contribution.

“We are proud of our sustained partnerships with the Ministry of Health to compliment government efforts to finding solutions to our challenges—the idea of a cancer screening initiative for the corporates, when implemented, will further facilitate early testing and we are glad to have the opportunity to be a part of the solution,” she said.

Sarah Nansikombi Lubega, the Manager—Women Banking at Stanbic Bank said, “on this day to mark the International Breast Cancer Awareness Day, we felt it worthy to lend a helping hand in light of a recent appeal by UCI to support its capacity to support the increasing number patients seeking cancer care, 45% of whom, we are informed, are female.”

Lubega emphasized the importance of awareness as a vital starting point in the battle against cancer.

“Knowing more about cancer can also help individuals and their loved ones better understand the physical, emotional, and psychological impacts of a diagnosis,” she said.

As part of its CSI activities, Stanbic Bank supports improving healthcare in Uganda. Last week, the lender, in partnership with Parliament of Uganda, donated over 4,000 Mama Kits to the Ministry of Health to be distributed across different regions in the country to improve access to maternal health services of pregnant women.

Uganda, DRC agree free-visa entry to promote cross-border trade

Uganda and the Democratic Republic of the Congo (DRC) have agreed to remove visa requirements for entry at their respective borders.

At the event held on Saturday, October 14, in Kinshasa, Ugandan Minister for East African Affairs Hon Rebecca Kadaga, and Antipas Nyamwisi, the Minister for Regional Affairs of the DRC, issued a joint statement in which they agreed to waive entry visa fees, promoting the unfettered movement of people across their borders.

President Yoweri Museveni late last year had instructed Ugandan authorities to cease the practice of requiring visas from Congolese citizens entering the country.

He emphasized that crossing East African borders should be unrestricted. The directive followed complaints from locals who were being charged $2.68 (approximately UGX 10,000) for entry into the DRC and the same amount for Congolese entering Uganda.

The proposed implementation of the JPC’s recommendation is expected to facilitate trade among citizens of both countries, especially those residing in border areas.

In order to put the meeting’s proposals into effect, they have also concurred to establish a permanent joint follow-up committee within three months, which will be responsible for generating quarterly progress reports.

Officials from both sides have concurred on the necessity of strengthening their bilateral relations to more effectively address the challenges confronting both nations and enhance the well-being of their populations.

The central objective of the meeting was to pinpoint emerging issues, foster new areas of cooperation, and simultaneously evaluate the execution of numerous bilateral agreements that both countries have entered into. In his opening remarks, John Mulimba, the State Minister for Foreign Affairs for Regional Cooperation, commended the DRC government for its support to Uganda in the realm of peace and security, including the ongoing Operation Shujaa.

Do You Know Hamas Is Different From Palestine Authority?

This is a topic that many don’t want to venture into. From the onset I want to state that I hate VIOLENCE from either side . There are those who might read this article and might not know that there is a PEACEFUL PALESTINE living side by side with Israel .

So I will bring out these facts about the creation of Hamas and PLO for readers to make better judgement on matters of Israel / Palestine. It is imperative that one separates facts from fiction.A lot of mob hysteria reasoning is everywhere in media and many facts have been lost in the amnesia of the conflict .

I want to tell my readers that historical injustices are well recorded .It depends on which side you want to support and that is not my problem for today . Mine is my right to state my opinion and what I feel as a scholar on the current crisis. You can add or subtract from what I have written but at the end of it we ALL need peace in the MIDDLE-EAST.

It will be a historical mistake on my part to forget serious facts like the existence of TWO types of PALESTINIANS.The two Palestines are the PLO (Fatah).The orignal PLO that fought for peaceful and nation of Palestine based in RAMALLAH.There is harmony. No war in PA.

Then there is Hamas (Ḥarakat al-Muqāwamah al-Islāmiyyah) that decided to oppose the PLO and killed many PLO fighters and separated . For those who want in English HAMAS is (Islamic Resistance Movement) They are based GAZA which is the hotbed of the conflict .

I have gone down this memory lane to add my voice that I hate violence from either side . I hate violence from Hamas and I hate violence from I srael . I am love peace having seen violence in my own country where I was born .

The world must find an urgent solution to the conflict .But unfortunately UN comes in too late and does very little when people have died. The root causes of the violence in Middle -East must be found and resolved peacefully .

As state above the there is a PALESTINE that is PEACEFUL in RAMALLAH . So I want to look at what HAMAS in GAZA have violated by all the known Palestinian, Arab, and International (UN) laws. These laws were geared towards a solution of TWO states.

It must ve known that Hamas is not member of PLO, and doesn’t endorse PLO Charter for peace (as amended in 1988). Hamas doesn’t represent Palestinians. Hamas is faction

In 2007, Hamas massacred 450 Fatah Palestinians, ejected Palestinian Authority (PA) and took over Gaza Strip in a violent coup. Palestine Authority has since then boycotted Hamas .

Again the Arab League endorsed in 1982, 2002, 2023 by consensus (with its 22 members states including Palestine voting yes) the land-for-peace initiative with Israel. Hamas refused the Arab League plan, its charter says violence is the only way to liberate Palestine from River to Sea.

Moderate Arabs hace tried to bring peace .The Arab League in 1964, Organization of Islamic States in 1970, the UN General Assembly in 1974, Israel in 1993, all recognized the PLO as the “sole and legitimate representative of the Palestinian people.

It must be remebered that the Arab League, PLO, and UN Security Council in their resolutions 1397 and 1515 all endorsed the two state solution. Hamas accepts none of these resolutions and insists on annihilating Israel .

The truth is that Hamas is an outlawed organization like Boko Harum in Nigeria or Alshabaab in Somalia . It has equally massacred Palestinians in 2007, Israelis in 2023. Its existence causes isolation of Gaza by Palestinian Authority, Egypt and Israel.

The current suffering and killings on both sides is regretable and for the world to resolve the conflict there is need to seperate fiction from the Truth .

My opinion is that for the sake of Gazans and the Palestinian people to have peace , and for Israelis to live in peace, radicalism and fanatism of Hamas must be removed. Israel also in self defence must follow international laws in excuting their defence.

Lastly both sides must dismantle the radical elements amongst them who want to kill the spirit of dialogue for a peaceful Middle -East . The countries that support terrorism and equip terrorists in the World must be Isolated by the entire world .

Let Peace return via dialogue .

Bailing out Bitaure: Is govt ignoring Auditor General’s warning on Electromaxx?

The government, it has been announced, intends to purchase Electromaxx Thermal Plant in a deal worth Shs240.9 billion.

The inefficient plant supposed to supply power to West Nile region belongs to troubled Kampala businessman Patrick Bitature and if the transaction is completed it will help the businessman settle a loan demanded by South African Company Vantage Mezzanine Fund II.

The Vantage Mezzanine debt is the reason why Cabinet on Monday gave a green light to purchase Electromaxx Thermal Plant, in the name of saving a local businessman who handled his loan business poorly.

To remember is that, despite the latest development, Auditor General John Muwanga last August cautioned the government against the purchase of Electromaxx Thermal Power Plant, citing several reasons including indebtedness and legal disputes surrounding the company.

The Auditor General’s recommendation was contained in a special audit report on the technical, legal, and financial evaluation of the Electromaxx Thermal Power Plant and the modular mini-refinery facility directed by President Museveni.

“I noted that Electromaxx is indebted to the tune of $13,978,900 and Shs138,537,919 in regard to ascertained debts being taxed costs attendant to litigation; and unascertained debts of $1,412,477.76 relating to pending or threatened litigations. These may cause an impediment on the ability of Electromaxx to transfer facility assets to government,” the Auditor General wrote in a report to the Minister of Energy and Mineral Development.

“The settlement of the indebtedness of Electromaxx in regard to litigations should be agreed between Electromaxx and government during the decision-making process,” he added after a comprehensive audit that sought to assess the legal, financial, and technical evaluation and further determine the status of the power plant and the refinery to facilitate the government decision on acquisition of the facilities.

The report also says that the two leasehold land titles for plots 185 & 200 and plot 198 with a combined size of 4.209 Hectares (10.400 Acres) on which the thermal power plant sits are subject to a Mortgage to Barclays Bank (U) Ltd (Now Absa) under term loan facility of $10 million.

“Government should ensure that the inventory ownership status is clearly resolved between Electromaxx and the O&M Provider. In addition, modalities of how the Mortgage with Absa bank will be settled should be agreed between Electromaxx and government during the decision-making process,” the report adds in parts.

“It should however be noted that two freehold Land titles i.e., Tororo Block 5 Plot 1583 and Plot 1706 both situated at Asinget A Zone, measuring approximately 16.172 Hectares (39.96 acres) attributed to the refinery are not registered in names of Simba Oil Limited and Electromaxx Uganda Limited. Management has not explained why the titles are not registered in the project owners’ names. In addition, one piece of land measuring approximately 13.12 Hectares (32.42 Acres) is not registered and there are no documents of ownership availed to us,” the report further adds.

It added: “Furthermore, Electromaxx did not obtain Petroleum Refinery License and there was no indication that all development permits required by the Physical Planning laws including building and excavation permits were obtained. However, Electromaxx indicated during discussions of my finding that the government had given a green light to the Project, and they had applied for the refinery licence with the Ministry of Energy and Mineral Development. This creates legal and regulatory compliance risks for the project.”

Bitature entered talks with the Ugandan government to sell his thermal Electromaxx power plant in Tororo District in a bid to bail himself out of a $30 million debt owed to South African lender, Vantage Capital.

Bitature, the group CEO of Simba Group— with interests in real estate, hotel and hospitality, telecom, oil and gas, and media, sought government assistance after being embroiled in a court battle with a South African lender over a loan repayment.

During a meeting with President Yoweri Museveni in which he wanted the government to use taxpayers’ money to bail him out, Bitature floated the idea of the government acquiring the power plant, which is owned by Simba Group and operated by independent power producer Electronmaxx Limited.

The 50-MW plant was built in 2012 under a build, own, and operate model to address low electricity generation and increasing demand in the country.

The president directed the ministries of energy and finance to continue discussions with Bitature to thrash out the finer details of the deal.

President Museveni in June 2022 is said to have directed the Attorney General to evaluate Electromaxx thermal power plant and the Modular mini-refinery facility located in Tororo owned by Electromaxx and Simba Oil Limited with a view of a possible acquisition of the infrastructure by the government.

The Auditor General in his report confirmed that the audit was sanctioned by President Museveni.

Presently, the government has a power purchase agreement with Electromaxx, although the latter has scarcely supplied electricity to the national grid due to surpluses from hydroelectric generation.

Bitature, the newly appointed chairman of the board of Bollore Logistics Uganda, which has won a contract to handle the majority of logistics work for the company’s oil fields and pipeline in western Uganda, has recently been confronted with a number of financial issues.

According to a recent report, Bitature has yet to repay a $10 million investment from Vantage Capital which has tripled in value to around $30 million, resulting in a legal battle over ownership of the Ugandan businessman’s Kampala properties.

 UNDP Elgon Half Marathon slated for late October in Mbale 

The United Nations Development Programme (UNDP) and Joshua Cheptegei Development Foundation (JOCDEF) have today unveiled the UNDP Elgon Half Marathon, a sports tourism product set to elevate the profile of Uganda’s Elgon region as a world-class tourism destination.

UNDP Elgon Half Marathon with Joshua Cheptegei will take place in Mbale City on Saturday October 28, 2023 and feature 5km, 10km and 21km running events traversing the foothills of the breathtaking Mount Elgon National Park.

URA impounds 200 used laptop worth Shs112m at Entebbe Airport

The Uganda Revenue Authority-URA customs at Entebbe Airport impounded a consignment containing over 200 used laptops worth Shs112 million.

The Acting Manager of Entebbe Customs, Simon Esunget said they received information that a one Kanyike Sam had checked in several packages as passenger-accompanied baggage.

“We started planning on how to intercept them without missing. The intelligence team was on the ground monitoring the arriving guests while another set of the team with plain clothes were positioned in different corners of the baggage claim area,” he said.

“When Kanyike touched down at the airport, he started collecting his packages, securing them in a corner and later walked around as though someone wished to help himself but instead disappeared, leaving the packages behind,” Esunget narrated.

URA engaged the Airline ground handlers and took custody of the packages. These were subjected to non-intrusive inspection and the images clearly showed used laptops which are banned by the Finance Act 2009. The used laptops are worth $30,000 about Shs112 Million

Further physical verification revealed more assorted items including:

Esunget noted that Entebbe Customs is currently pursuing full implementation of advance passenger information by all airlines. “This will facilitate customs to profile and target specific passengers while facilitating expedited clearance of compliant passengers based on credible information,” he explains.

According to Section 200 of the East African Community Customs Management Act, 2004 as amended, importing prohibited goods into Uganda can lead to imprisonment of up to five years or a penalty of 50 percent of the value of the subject goods.

Norway to close its embassy in Uganda next year

The Norwegian government has announced that it will close its embassies in Uganda and Guangzhou, China in 2024.

In a statement, the Norwegian Minister of Foreign Affairs, Anniken Huitfeldt, said the move is part of the government’s ongoing assessment of its foreign service to best safeguard its development policy priorities in line with available resources.

According to the government, the missions will be closed in 2024 while the diplomat positions from these two missions will be redirected to other Norwegian diplomatic and consular missions.

“In a rapidly changing world, it is essential for us to have diplomats in the places where they can monitor global issues that have implications for Norway and promote Norwegian positions. At the same time, we must continually assess where it is best to maintain a presence in order to safeguard Norwegian interests optimally with the resources we have,” Minister Huitfeldt is quoted as saying in a statement on the official government website.

The government says as part of the changes, Norway will have fewer, but more robust Foreign Service missions while more diplomatic staff will be posted to the Norwegian Embassies in Accra, Addis Ababa, Dar es Salaam, Kinshasa and Nairobi “in order to strengthen efforts in priority areas such as food security, business development and regional security in Africa.”

Their Embassy in Beirut will be given a new diplomatic position dedicated to working with aid to Syria.

The Norwegian Embassy in Kampala is responsible for representing Norway in Burundi and Rwanda. The Ministry of Foreign Affairs said it is now working on solutions to safeguard Norway’s diplomatic representation in these countries once the Embassy in Kampala is closed.

Starting in 2024, the Norwegian Embassy in Beijing and the General Consulate in Shanghai will be responsible for tasks currently carried out by the Consulate General in Guangzhou, they said.

However, the minister said the development cooperation with Uganda will continue.

Norway provides substantial aid to Uganda. In 2022, Uganda received NOK 382 million in earmarked funds from Norway for efforts in priority areas such as civil society, education, energy, refugees and women’s rights.

“The closure of the Embassy in Kampala does not mean that Norwegian aid to the country will be discontinued, or that there will be less focus on the rights of women and minorities. The decision has been taken based on an assessment of the Foreign Service’s overall resources,” the minister said.

“Norway will continue to invest significantly in development cooperation with Uganda through its civil society partners and multilateral organisations. We will also maintain our engagement in promoting human rights in the country, particularly the rights of women and minorities,” said Minister of International Development Anne Beathe Tvinnereim.
