Dfcu bank sacks its Acting Executive Director

The Board of Dfcu Bank has sacked its Executive Director and Chief Commercial Officer, Mr. William sekabembe, who has served the bank for over 11 years.

Sekabembe has been in acting capacity for sometimes.

The announcement was revealed by Angelina Namakula-Ofwono, the Company’s Secretary.

Sekabembe, who has been in the banking sector for over 24 years, has been instrumental to the success, transformation and growth of Dfcu bank.

Sources say his sacking could be related to the poor performance the bank is experiencing lately.

Dr. Winnie Kiryabwire the Board Chairperson said, “We are incredibly grateful to William for the energy, vision and heart that he dedicated to our bank and the customers we serve. We wish him the absolute best in all his future plans and endeavors.”

Namakula-Ofwono revealed that during his time with Dfcu bank, William served in three key positions- first as the Head of Consumer Banking. He then served as the Head of Corporate Banking and in most recent role as the Executive Director and commercial Officer.

He was instrumental in the growth of the Bank’s retail franchise, adapting technological solutions that improved customer experience, championing organizational culture and growth of the Bank’s asset book that propelled Dfcu into one of the top 5 banks in Uganda.

Mr. Sekabembe, who leaves the Bank on August 31, 2023, expressed his appreciation to the Bank saying,” It has been an extremely rewarding experience working at Dfcu bank and I am truly proud of what we have been able to achieve and deliver to our customers., stakeholders and the banking sector in Uganda. I extend my sincere appreciation to the Board, Management and the Staff of Dfcu bank for their timeless efforts and support.

He added, “I look forward to seeing how the foundation we have built together will propel both the Bank and our customers to greater heights.”

Hoima Chairperson LCV By-Election set for September 14

The Electoral Commission has set September 14, 2023 as the polling date for the Hoima District Chairperson LCV By-Election. The seat fell vacant after the untimely death of Kadiri Kirungi who perished in a road accident on March 17, 2023 along Kampala-Hoima Highway in Kiboga district.

During the stakeholders’ consultative meeting for the by-election, the committee also revealed that the Male Councillor for Older Persons, Kabaale sub-county and Directly Elected Councillor, Katereiga Parish, Buhanika Sub-county, Hoima District polling will take place on Sept 8, 2023.

Justice Byabakama Mugenyi Simon, the Electoral Commission Chairperson, said that scrutinizing the displayed lists of persons recommended for deletion from the Voters Register will take place between Friday August 18 to Wednesday to August 23, 2023 at the respective parish or ward headquarters in the district.

Justice Byabakama urged all persons participating in the Hoima By-Elections to comply with guidelines issued by the Commission.

“All persons aspiring to contest in the Hoima By-Elections are urged to familiarize themselves with the requirements for nomination for each elective position, as outlined in the Guidelines issued by the Commission,” he urged.

He also advised stakeholders to mobilize the voters to attend the candidates campaign rallies so that they make informed choices. He particularly appealed to the prospective candidates to desist from organizing supporters into processions marching to and from campaign venues.

He further said campaign gatherings must stop at the designated campaign venue and should not be extended onto public roads.

“I appeal to the Political Parties and prospective candidates to call upon their supporters to observe law and order, transparency, and fairness aimed at having peaceful, free, fair, and credible elections without any violence,” he noted.

Byakama further guided that for election to a Local Government office, one shall resign his or her office at least 14 days before nomination day in accordance with the procedure of the service or employment to which he or she belongs (Section 172 of Local Gov’t Act & Section 4(4)(b) of the Parliamentary Elections Act). For the avoidance of doubt, a public officer employed by a Local Council shall not be a Councilor of that Local Council or any other Local Council, Section 116 (6) of the Local Government Act.

Trade Minister suspends UNBS boss for six months

The Minister of Trade, Francis Mwebesa has suspended David Ebiru, UNBS boss for six months to pave way for investigations into allegations of bribing the Board with Shs100 million for extension of his contract, misappropriation of public funds and misconduct.

The Minister said before the Parliamentary Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE).

Following the suspension, Joel Ssenyonyi, Chairperson COSASE asked Ebiru to comply with the suspension, so as to allow smooth flow of business at UNBS, as any interference may affect the Bureau’s mandate of ensuring minimum standards of good Ugandans consume.

In a twist of things, Ebiru withdrew his statement earlier made before the committee that he bribed the Board with Shs100 million for extension of his contract, saying the remarks were made out of anger and high animosity between him and the Board.

“I wish to formally submit to withdraw that statement because I took note that it offended many people and it was quoted out of context. So, the issue of offering my chairman Shs100M for protection as reported, I want to withdraw it formally, because I know it was recorded but I want to confirm that it was out of the environment we were operating in, high tempers, high animosity so it was really not intended to harm anybody,” said Ebiru.

The committee is investigating Ebiru, the Executive for misappropriating Shs12.5 billion. The Chairperson of the Board of UNBS, Charles Musekuura said that the Ebiru had caused financial loss at the entity and was at the helm of corruption and numerous irregularities.

He revealed that out of the total $4.9 million in the account, only $1.5 million had been sent to the Consolidated Fund, while the remaining $3.4 million was converted and utilised to support the bureau’s operations at its source under the authority of the director.

“The $3.4 million was used at the source which, to my understanding, was contrary to the law and I am mindful that whatever it is that I have to do at the bureau, I am guided by the law,” Musekuura said.

Trial of Ex- LRA rebel Thomas Kwoyelo stalls due to lack of funds

The trial of Thomas Kwoyelo, a former commander of the rebel Lord’s Resistance Army (LRA) has stalled because of lack of money. 

The revelation was made by Flavian Zeija, the Principal Judge. According to Zeija, the Permanent Secretary Pius Bigirimana claims there is money.

“Permanent Secretary has always said that there is no money to facilitate the trial of Thomas Kwoyelo and suspects. I told him that at least some money should be availed every quarter for such cases, ” he said. 

He said the Kwoyelo’ has stayed so long in court because he first contested his trial in the international Crimes Divisions of the High Court till the matter came back for pre-hearing and trial. 

Kwoyelo’s trial resumed on April 17, 2023 at the International Crimes Division of the High Court (ICD) sitting at Gulu High Court.

Having commenced the trial on September 24, 2018, the court had its first prosecution witnesses testify in March 2019 and since then trial sessions have been held periodically between Kampala and Gulu. 

Kwoyelo is grappling with 93 counts of murder, aggravated robbery, extensive destruction of property, causing serious injury to body or health, and inhumane treatment, rape and torture among others that he is averred to have committed against the civilian population of northern Uganda, southern Sudan and the northeastern regions of the Democratic Republic of the Congo (DRC).

Kwoyelo was abducted by LRA on his way to school in 1987 and remained in captivity and later became Colonel.

The worst attack of the paramilitary group that was under the leadership of Joseph Kony occurred in Haute-Hele Province (DRC) in December 2008, the so-called Christmas massacre where over 200 were killed and over 800 houses razed down.

The rebels split up into groups to attack the villages of Faradje, Batande, Duru, Bangadi, and Burgi. They waited until people had gathered for Christmas festivities, then surrounded and killed them with axes, machetes, and clubs.

In March 2009, Kwoyelo was injured during hostilities between the Ugandan army and the LRA in DRC and brought into Uganda for medical treatment and subsequently into custody.

His trial however commenced in July 2011 before ICD, a division of Uganda’s High Court Constitutional Court resolved that the suspect’s trial should stop as it found grounds for the failure by the DPP and the Amnesty Commission to act on Kwoyelo’s application.

In 2015, Supreme Court decided that Kwoyelo trial should resume.

Speaker Among suspends parliament sessions over LC elections

Speaker Anita Among yesterday adjourned Parliament sittings to an unknown date over the impasse of Local Council (LC) elections.

“I am not going to continue on something that is illegal. Government must advise the country on the way forward. We need a position of government, not to continue speculating,” Among said while presiding over the plenary sitting on Thursday, 20 July 2023.

The term of office of LC I and LCII chairpersons expired on 10 July 2023, and since then, MPs have raised concern, saying that the absence of the local leaders has caused crises in villages.

Government extended the term of office of the LCs but the Speaker challenged the government to present a statutory instrument for an extension, to ensure it is lawful.

The Speaker’s decision to adjourn the House followed a statement by the Attorney General, Kiwanuka Kiryowa.

“Government would like to assure the public that the apparent void created by the absence of these administrative units is being handled,” he said.

Kiwanuka Kiryowa added: “As we pursue and wait for the necessary Cabinet and Parliamentary approvals therefore, the immediate recently elected leadership of the administrative units should continue rendering the necessary services to the people in observance of the spirit and principle of the Constitution that there should never be a vacuum in leadership.”

His attempt to justify the mandate of the administrative units, citing Sections 45 and 175 of the Local Government’s Act as well as the third schedule, regulation 11 was rejected by legislators.

The Shadow Attorney General, also Ndorwa County East Member of Parliament, Wilfred Niwagaba, said that whilst LCs are merely administrative units, they have quasi-judicial functions which are clearly stipulated in the Local Council Courts Act, 2006.

“The expiry of term of those administrative units implies that the quasi-judicial function of those units cannot be dispensed with when their term has expired and there is no way you can apply to extend an already expired term,” said Niwagaba.

He added that even if the expired term is extended, it cannot apply in the Local Council Courts Act. 

“Unless they want to completely remove the quasi-judicial functions from these administrative units and then say they are going to extend in respect of the functions of only administrative units excluding the quasi-judicial functions then we do not even need those units there,” Niwagaba said.

The Leader of the Opposition, Mathias Mpuuga, cast doubt on the government’s commitment to resolve the impasse.

“The Attorney General said he was aware that the term expired and since last week, we have been demanding for clarity and the Attorney General is now bidding for more time,” said Mpuuga.

Uganda seeks to increase trade with South Africa and invites businessmen with interest in East Africa to consider exploring Uganda’s various business and investment opportunities, the Uganda High Commission in Pretoria said.

The country invites businesses to explore investment in sectors such as agribusiness, infrastructure, real estate, recoverable oil and gas, copper, gold, cobalt, limestone, and various other minerals among others.

Other key sectors of the Ugandan economy include the processing of agricultural products, the manufacturing of light consumer goods and textiles, and the production of beverages.

“The Uganda High Commission in Pretoria is delighted to extend an invitation to South African businesses and entrepreneurs to participate in a trade mission to Kampala, Uganda. Wine exports rank second at a value of USD 1.80 million (12.85%), followed by agricultural crop protection products such as insecticides, rodenticides, fungicides, herbicides, and anti-sprouting products, valued at USD 1.22 million (8.81%). Together, these three categories make up 35.19% of the total product exports.

He reiterates that Uganda has established firm frameworks of cooperation with key departments of South Africa through the Department of International relations and Cooperation (DIRCO) to Promote trade and investment. Uganda and South Africa have now signed many agreements including Agreement on the promotion and protection of investments, Agreement on Bilateral trade, agreements establishing Joint Commission of Cooperation (JCC), MoU on cooperation on tourism, MoU on cooperation in Transport related matters and MoU on cooperation in the field of ICT among others.

The trade mission to Uganda will undoubtedly create a platform for South African businesses to establish valuable connections, explore trade partnerships, and unlock new avenues of growth in the Ugandan market.

The mission will investigate opportunities for outward investment in Uganda and establish firm trade relations with companies and other key strategic partners. The objective of matching South African and Ugandan businesses for possible partnership and enhancing trade and investment flow between our two countries.

Former Mbarara Archbishop Bakyenga to be accorded an official burial

President Yoweri Museveni has directed that former Archbishop of Mbarara Diocese, His Grace Paul Bakyenga be accorded an official burial.

The directive has been revealed today by the Prime Minister, Robinnah Nabbanja in a letter as she offered sincere condolences on behalf of the Government to the Catholic Church, the bereaved family, friends and all the people of Uganda upon the death of the Emeritus Archbishop of Mbarara, His Grace Paul Bakyenga which occurred on July 18, 2023.

“H.E the President of the Republic of Uganda, Yoweri Kaguta Museveni has granted Archbishop Bakyenga an official Burial in honour of his contribution to our country,” Nabbanja revealed.

Nabbanja added that Archbishop Bakyenga was a humble and dedicated servant of the Lord, who touched many lives through his spiritual work.

“He significantly contributed to the development of the Church and our and our country. Archbishop Bakyenga has left a strong legacy and will be fondly remembered. May his soul rest in eternal peace,” She said.

The body of Paul Kamuza Bakyenga, will be laid to rest on Sunday within the sacred confines of Nyamitanga Cathedral in Mbarara City.

Dr. Otuko swears in as Oyam North MP

Doctor Eunice Apio Otuko has been sworn in as the new Member of Parliament for Oyam North County.

Accompanied by the Jimmy Akena, one of the faction leaders of Uganda People’s Congress (UPC) and other party members, Otuko was sworn in during the plenary, chaired by the Speaker Anita Among.

On July 7, 2023, Oyam District Returning Officer Richard Onoba declared Otuko as the newly elected Oyam North County legislator.

She defeated the National Resistance Movement’ (NRM) Samuel Engola Okello, the son to the deceased State Minister of State for Labour late Col. Charles Okello Engola Macodogo, National Unity Platforms’ (NUP) Daniel Okello and the Forum for Democratic Change’s (FDC) Newton Freddy.

The Oyam North Parliamentary seat fell vacant following the death of Okello Engola on May 2, 2023.

Engola was on May 2, 2013 shot and killed by his bodyguard, Pte Wilson Sabiiti at his residence in Kyanja, a Kampala suburb. The killer fired several shots at close range before fleeing the scene up to the trading center where he entered a salon and shot himself dead.

Trade Minister to cause the suspension of UNBS Chief

The Minister for Trade, Industry and Co-operatives, Francis Mwebesa has promised to cause the suspension of the Executive Director of Uganda National Bureau of Standards (UNBS), David Livingstone Ebiru.

Appearing before the Parliamentary Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE) yesterday, Ebiru admitted to bribing the entity’s board with Shs100m to retain his job.

While appearing before the Committee Mwebesa, said he is surprised that Ebiru is still in office, noting that he [Ebiru] was supposed to have gone on leave this month.

“I wrote a letter to the Board of Directors directing them to send him on forced leave on the recommendation of the IGG,” he said.

Both the Inspector General of Government (IGG) and the Minister of Trade had written a letter calling for the suspension of Ebiru for incompetence.

Middle East Consultants Bosses convicted of promoting human trafficking and forgery

Benon Kunywana, 36 and Godfrey Kyalimpa, 48 both managers at Middle East Consultants, a labour export company have been convicted for promoting human trafficking & forgery. The duo was arrested in 2019 for various human trafficking related cases.
They also tried to traffic Ugandans out of the country using forged documents purportedly from the Ministry of Gender, Labor and Social development.
The Anti-corruption had earlier recovered over Shs1.5 billion which had been paid by hundreds of youth to the company, promising them jobs abroad which did not materialize.
The plea was reached during a plea bargain process with the state in the exchange of a lesser punishment.

Justice Richard Wejuli Wabwire   ordered each to pay a five million fine separately on each account of promoting trafficking and in default to serve a three years imprisonment term.

Prosecution states that Kyalimpa and Kunywana on February 12, 2019 at Entebbe International Airport in Wakiso District attempted to traffic  50 migrant workers.

Prosecution further states that on the same day the two forged an official document to wit a clearance list for migrant workers Re. LEI 74/286/11 purportedly signed by Lawrence Egulu from the Ministry of Gender Labour and Social Development for purposes of trafficking the group  from Uganda.

Their luck ran out after Egule found the said list at the airport the same day bearing his signature yet he had not signed it.

This prompted the authorities at the airport to launch investigations into the matter before the group could be allowed to board the plane.
