UPDF Mountain Division Commander assures Rwenzori Region of security

The Uganda Peoples’ Defence Forces (UPDF) Mountain division commander Maj Gen Dick Olum has assured all residents of Rwenzori region of security and stability of the region.

While officiating as the chief guest at the pipping ceremony of Uganda Police Force (UPF), officers of Rwenzori West elevated to higher ranks, Gen Olum dispelled rumours doing rounds that the districts of Rwenzori had been infiltrated by Allied Democratic Forces (ADF) rebels.

This was after earlier panics that went around leading the RDC Kyenjojo to order for closure of nightclubs and bars. “Let Mzee’s Bazukulu enjoy themselves, the UPDF, the police, working with other security agencies is here to protect you” Gen Olum said in his remarks.  “Disregard the rumours, though you must remain vigilant,” he counselled.

Gen Olum also warned security personnel who move around with guns in civilian clothes to reconsider their act as such acts help fuel rumours and cause fear in the ‘Wanainchi.’ He said when people see such a person, especially at night, rumours start circulating.

On the promoted officers, Gen Olum congratulated them and urged them to work even harder for the trust entrusted to them.  “You were not promoted because of your tribe, or colour. You were promoted because of hard work and discipline.  Promotion means service and working even harder. Let’s work together to protect the people”

Gen Olum thanked the regional police commander (RPC) Rwenzori West Assistant Commissioner of Police Norman Musinga for transforming the policing in the region. “The police here is different, it’s quick and proactive, it works with everyone, thank you Musinga”

The RCC Fort Portal city Mrs Catherine Tumwine thanked Gen Olum for sparing time from his busy schedule to come and attend the function. We know you came from DRC this morning, but you were here in time, we thank you for your commitment to the people of Rwenzori ” She said she also warned those misusing social media to cause fear amongst the ‘Wanainchi.’

The RPC Rwenzori west ACP Norman Musinga thanked Gen Olum for always being present whenever they called upon him. He pledged continued cooperation.

265 officers from the Rwenzori west region were elevated to different ranks. The function was held at the district police headquarters Kabarole located in the Fort Portal tourism city.

How Shs5b FDC “evil cash” was sourced from a moneylender

The current crisis that has gripped the Forum for Democratic Change (FDC) can be traced to the financial throes that the party found itself in in the lead up to the 2021 presidential elections, forcing some principals to take hard decisions.

Though both Dr Kizza Besigye, the founding FDC President and Mr Nandala Mafabi, the Secretary General, who are leading parallel factions, admitted that the party was cash-strapped in the lead-up to the 2021 polls, the two fell short of coming clean on the source of the money.

However, Eagle Online can exclusively reveal that the money at the centre of the acrimonious fight was secured from a top moneylender in town by Mafabi, much to the chagrin of some senior party members who were against the idea of securing such a loan from a moneylender.

A senior party member who sits on the FDC Elders Committee that is currently investigating the source of the money said the money amounts to the tune of Shs5 billion but declined giving the actual figure.

At the press conference in Najjanakumbi, the FDC Headquarters, Eng. Patrick Amuriat, the FDC President, declined divulging the source of the impugned money. “We will not disclose and betray the funder. They could be in government, business people or civil servants. This is meant to protect them from the junta,” Eng Amuriat said.

Mr Mafabi put the money that was available to the party to bankroll the 2021 polls to be Shs3 billion, a fee that is Shs2 billion less than what our source indicated to us.

“The 2011 election was well-funded with about Shs10 billion available but the 2021 election was poorly funded. We hardly got Shs3 billion because the funders run away because it was Amuriat standing (as President),” Mafabi said.

At his Katonga Road office, Dr Besigye gave a genesis of the financial crisis in the party, detailing how he was approached to fundraise for Eng. Amuriat in the run-up to the 2021 polls but could not do so because he has lost interest in elections.

The founding FDC President said funders could not offer financial backing to Eng. Amuriat because he was a “last-minute compromise” while there was “also absolutely no plan” on how to manage the elections.

When the now contested cash came in, Mafabi disbanded an Election Bureau that had been formed to manage the elections, Dr Besigye said.

“There have been allegations that I got money for my own campaigns but failed to get money for Mr Amuriat. Fundraising for an election depends on a candidate. Not in the sense that the candidate must raise all the money. You can’t raise money when there is no candidate,” Dr Besigye said.

With all these accusations and counter-accusations, a power struggle is also brewing pitting Semujju Ibrahim Nganda, the Kira Municipality MP and FDC Spokesperson, Erias Lukwago, the Kampala Lord Mayor and FDC Vice President against Mafabi and Amuriat.

With party elections looming, the rivalry has taken an unsavory turn with accusations turning tribal-as both Ssemujju and Lukwago are from central Uganda while Mafabi and Amuriat are from Eastern Uganda.

Other party insiders further accuse Dr. Besigye of nursing a hangover over FDC saying he has never left the party leadership to curry on with what is deemed fit for them to do.

“Besigye should know that he isn’t the leader of FDC anymore and why have does he want to behave like a person who is a bad looser? He never lost FDC leadership but rather retired and immediately set a comparable office as if to suggest that he was the head prefect of opposition. We respect him but it is high time he respects himself as well” said a source.

Besigye is said to be behind a lineup of party hardliners whom he had fronted to dislodge the current leaders who he accuses of not listening to him anymore and these hardliners are Erias Lukwago for Party President and Outspoken Kira Municipality legislator Ibrahim Ssemujju Nganda for Secretary General.

In Lukwago and Ssemujju Besigye believes he would have secured an avenue to be the helm of FDC activities again like he was before. However, his approach on the two individuals who are both Baganda and Muslims is backfiring with FDC members from other traditional regions of Uganda questioning the rational used at getting two who hail from Buganda and yet the same region is in bed with National Unity Platform. Sources further reveal that with the opposition mounting to Besigye’s scheme, the opposition to Najjanankumbi has shifted and drafted in former Bugabula legislator Salaam Musumba as a replacement for Lukwago.

The Najjanankumbi team faults Besigye for knowing facts about how money was sourced but had decided to paint the leadership as sale outs who got money from government. They wonder why same Besigye didn’t refuse money that was sourced for him in 2011 when he was stuck during campaigns but was rather rescued by one of the current leaders who mortgaged two of his fuel stations to money leaders to get him campaign money.

Church of Uganda disowns ‘Reverend’ Erich Kasirye as KCCA chaplain

Church of Uganda has distanced itself from the appointment of Erich Kasirye who is popularly referred to as the Chaplain of Kampala Capital City Authority (KCCA).

The Church of Uganda Provincial Secretary, Rev. Canon Wiliam Ogeng, revealed that the church has never appointed anybody to KCCA as a Chaplain.

“As the Provincial Secretary of the Church of Uganda, I would like to make it very clear that the Church of Uganda has never appointed a Chaplain to KCCA. Kampala Diocese has not appointed a Chaplain to KCCA. Namirembe Diocese has not appointed a Chaplain to KCCA.”

“We don’t know any Chaplain on the staff of KCCA, and definitely don’t know Erich Kasirye. Erich Kasirye was originally ordained in Busoga Diocese and later however, Namirembe Diocese no longer considers him to be a priest of the Diocese. We don’t have any dealings with that person. He is no longer a priest of Namirembe Diocese.” The Diocesan Secretary said.

He added that Kasirye has been for long associated with the defrocked 2nd Bishop of West Buganda Diocese, Christopher Ssenyonjo, known for his active support of LGBTQ activities. (Ssenyonjo was defrocked in 2008 for presiding at a consecration as “Bishop” of a rebel priest into a non-existent denomination.)

“Kasirye worked with Ssenyonjo in his LGBTQ support organization because of the funding he got and, presumably, because he believed in the LGBTQ cause.” Rev. Canon Ogeng revealed.

He further added that Erich Kasirye is not an official spokesperson for the Church of Uganda. He is not a Communications Officer for the Church of Uganda. He was never appointed a Chaplain by any Bishop or Diocese under the Church of Uganda.

Rev Ongeng said that Erich Kasirye has a long history of deception and lack of integrity and the Church of Uganda distances herself from anything he says or writes and urges the public to not believe the lies he publishes in the media.

Acholi education stakeholders demand First Lady to save dying giant schools

GULU-The Acholi education stakeholders last week signed a memorandum of understanding with the First Lady who doubles as Minister of Education and Sport on the poor performance of schools in the sub region.

Pamela Okwii, Headmistress Laroo seed secondary who presented the head teachers table before the First Lady eight key resolutions made by the stakeholders to address the poor performance the sub region has attained for the last five years.

The resolutions were made during the stakeholders consultative meeting with ministers are;

Training and sensitizing parents on parenting, Reawakening the traditional school in the sub region, promoting and curbing child abuse and school dropout among others.

Mrs Museveni challenged the parents to be close to their children saying “children nowadays grow up like trees without proper guidance from their parents that hurt me as mother therefore, we need to put our hands together to bring our children morally, spiritually so that they become better citizen in future “she said.

She added “The characters of our children and their behaviors are now difficult to manage and we are living in a difficult world with a lot of challenges, those days ‘parents had a right to discipline any child accordingly so that he or she grows up right but this day it is the contrary and it pains my heart”.

Hellen Lamunu, the Headmistress Secret Heart Secondary School said the poor performance in the sub region is attributed to low enrolment of learners in schools saying the school currently has a total population of 1120 students.

The past records for five years indicate that 40 percent of students passed in division one and two yet between 1979 to early 2000, the school was among the top academia giants.

St Joseph’s College Layibi maintained its high academic record up to 2006 where 105 of their students passed in division one.

However, the performance has since declined with Secret Heart and Gulu High school also posting poor grades compared to the previous years. The meeting was held at the Presidential State Lodge Gulu City on Friday July 14, 2023 to find out solutions on how schools in the sub region can gain back the academic performance.

Amuriat, Nandala refute claims of getting money from Museveni

The President of Forum for Democratic Change (FDC) Patrick Amuriat has refuted all claims of receiving money from President Yoweri Museveni.

Amuriat said at a time when there are intra party fights, such allegations are bound to surface. The fights originate from Budadiri West MP who doubles as the FDC Secretary General Nandala Mafabi and the party president Patrick Amuriat. The two are accused of declining to remit 50 percent of all the income to districts to implement the resolutions and popularising the party and receiving undisclosed amounts of money from the ruling government.

There is also an ongoing battle between the Amuriat and the former party President Dr Kizza Besigye and the Lord Mayor Eria Lukwago. Besigye accuses Amuriat of getting money from the ruling party to finance his campaigns. In tandem, Amuriat asked Besigye to table the source of the $400,000 he gave to Nandala Mafabi ahead of the 2021 elections.

Speaking earlier today, Amuriat said FDC has never received money from Museveni as party members claim and the only money the party gets through the Electoral Commission is legal and accounted for.

Amuriat stated that the allegations of funds received from hostile groups by the party were made by our founding President, Kizza Besigye in 2020, in private. Besigye said that he had received intelligence that money was obtained from the Museveni establishment. It has taken us two years to try, quietly, to resolve this matter without much success

“We will not disclose and betray our funders. They could be in government, business people, or civil servants. This is meant to protect them from the Junta. In Nsambya, the situation involving our accusers is riddled with blackmail, dishonesty, and a palpable fear of internal elections. -Patrick Amuriat, FDC party President,” he said.

Nandala said the meeting was based on a falsehood to destroy the FDC that we built for a long time. Semujju’s clique has made accusations without evidence. If this is not malice, why don’t they bring evidence? You say that you saw us in the State House receiving money, but why don’t you share the evidence?

UNBS Boss accused of misappropriating Shs12b

The Uganda National Bureau of Standards (UNBS) Executive Director is under investigation by the Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE) for misappropriating Shs12.5 billion shillings which occurred without obtaining the required clearance from the Secretary to the Treasury and approval from Parliament.

During a meeting on Tuesday, 18 July 2023 between the committee and the bureau, the Chairperson of the Board of UNBS, Charles Musekuura said that the Director, David Livingstone Ebiru had caused financial loss at the entity and was at the helm of corruption and numerous irregularities.

COSASE is scrutinizing the report of the Auditor General on the financial statements of UNBS for the financial year ended 30 June 2022.

According to Musekuura, UNBS maintains a collection account for money received from PVoC suppliers, a programme that involves inspecting and verifying goods through appointed inspection agents in the exporting country, which generates royalties.

However, he said that all funds from this account are intended to be transferred to the Consolidated Fund.

He revealed that out of the total US$4.9 million in the account, only US$1.5 million had been sent to the Consolidated Fund, while the remaining US$3.4 million was converted and utilised to support the bureau’s operations at its source under the authority of the director.

“The US$3.4 million was used at the source which, to my understanding, was contrary to the law and I am mindful that whatever it is that I have to do at the bureau, I am guided by the law,” Musekuura said.

He said that money moved from the PvOC account to a Global Alliance for Improved Nutrition (GAIN) account, a programme that was being run by the UNBS.  The account was meant specifically to receive money from donors.

Additionally, Musekuura commented on five members of staff who caused a financial loss of Shs9.2 billion and were still at the office to date.

Upon receiving information about staff involved in malpractice, the director initiated an internal investigations committee.

Subsequently, the investigations revealed that five individuals had a case to answer and the report was submitted to the director in October 2022.

However, the director ordered another investigation to ascertain the exact amount lost.

As a result, two implicated staff have since left the bureau while the other three are still in employment.
“The meeting resolved that the ED evaluates the report of the Shs9.3 billion and takes appropriate action given that it is not a disciplinary report; it was an investigations report. So that management meeting did not think that it would be a disciplinary matter,” he said.

Museruuka said when he attempted to find out what an appropriate action he took through a letter to the director, the infighting started.
He added that although the UNBS Council recommended a special audit related to the happenings at the bureau, the director couldn’t allow this.

When asked by the Committee Chairperson, Hon. Joel Ssenyonyi to explain what happened, the Director, Ebiru stated that indeed he had broken the law by appropriating money without clearance, but there was an urgent need.

“Our budget was cut by over Shs20 billion and it was core operating activities. I wrote to the Secretary to Treasury that this limits the bureau as it will not be able to meet staff obligations like payment of gratuity,” he said.

When asked by Ssenyonyi how much he spent at the source, Ebiru said he did not have the figures readily but pledged to provide them in the subsequent meeting.

Ssenyonyi said that Ebiru had asked for a supplementary budget of Shs27 billion, questioning whether this was the amount that he used at source since it is what he had asked for.

“I did what the chairman is not very happy with and of course, what is contrary to the Public Finance Management Act on the basis that I tried my best to keep the institution running rather than creating arrears for the government where I would personally be held liable, so these are legitimate expenditures,” he said.

Ssenyonyi ended the meeting, asking the bureau to provide all documentary evidence of the transactions including certified bank statements, official meeting minutes and letters and correspondences from the minister responsible.

EACRF Commanders meet to evaluate DRC operations

The East African Community Regional Force Commander, Major General Aphaxard Kiugu has commended the EACRF peacekeepers in the Democratic Republic of Congo for the noble role they are playing in the fulfillment of their mandate and ensuring the safety of civilians, free movement of goods and services and humanitarian Aid workers.

While addressing the EACRF Contingent Commanders from troop-contributing countries of South Sudan Peoples Defence Forces, Burundi National Defence Force, Kenya Defence Forces, and Uganda Peoples’ Defence Forces at the Force headquarters in Goma, DRC, Maj Gen Kiugu tasked the Regional Joint Force commanders to cooperate and maintain a good working relationship and internal communication amidst themselves while conducting kinetic military operations in their various areas of responsibility.

“I urge all of you to follow the rules of engagement, standard Operation Procedure, and the status of Force Agreement (SOFA) while in your day-to-day kinetic operations,” said Maj Gen Kiugu as he called upon the EACRF forces to conduct regular patrols and engage the community to ensure that they attain the trust and confidence of the local populace so that normalcy prevails to consolidate the peaceful dividends so far attained.

The meeting is to enable the Joint forces to address and make a follow-up on EACRF operational matters from the period of its posture and give highlights on the recently concluded technical evaluation exercise of the four EACRF contingents of UPDF, BNDF, SSPDF, and KDF to enable the force gauge its success as per the mission and mandate of EACRF.      

Maj Gen Kiugu urged the commander to be cautious about the complex situation in the entire DRC and tasked them to remain committed to the military track and mindful of the ongoing peaceful process. 

He cautioned the commanders against interfering with the politics of DRC and reminded them that DRC is a sovereign State and whatever they do should be in support of the DRC government as mandated.

Other attendants included the Deputy Force Commander of Intelligence and Operations-Brig Emmanuel Kaputa, the Administration and Logistics-Brigadier Ndorarigonya Groggier, EACRF Chief of Staff-Brigadier Michael Kibuye among other Force headquarters Staff Officers.

Senegal’s Macky Sall applauds Museveni for ensuring peace and security in Africa

The President of the Republic of Senegal, H.E Macky Sall has described his Ugandan counterpart, H.E Yoweri Kaguta Museveni as a freedom fighter who has made a lot of sacrifices to ensure peace and security reigns in Uganda, East Africa and the entire African continent.

“The old people have a lot of experience, a lot of knowledge and a lot of things to share that is why we come to you for experience. As a freedom fighter, all what you are doing your entire life is fighting for Africa. When we got independence, we didn’t know what to do, but the sacrifices of our old people who struggled for our independence helped us to get a lot of freedom. President Museveni is one of these leaders in Africa,” President Macky Sall expounded.

The Senegalese leader made the remarks today during a press briefing at State House Entebbe. He is in Uganda on a two-day official visit (18th- 19th July, 2023) on the invitation of President Museveni.

Prior to the Press briefing, President Macky Sall was received by H.E Museveni at State House-Entebbe and the two Heads of State held bilateral talks during which matters of bilateral, continental and international interest were discussed. He was accompanied by a delegation consisting of Ministers, and Senior Government Officials.

President Macky Sall also thanked Gen. Museveni for his good leadership and asserted that his visit was consistent with the traditional African hospitality.

He however underscored the need for the two countries to strengthen their bilateral cooperation in the areas of trade, security and intelligence among other sectors.

“What does Uganda produce in excess so that it can export it to Senegal? For example, in Senegal we import things from New Zealand and Brazil. We import powdered milk from these countries. We need to see how we can come and buy your milk,” H.E Macky Sall suggested.

We also produce a lot of things in Senegal, we produce a lot of ground nuts, we don’t know whether Ugandans like ground nuts. There are therefore a lot of possibilities to exchange ideas. In the world and Africa, there are many subjects we can cooperate on, including security. Uganda exports security in many places. It can be made a valuable export product,” he added.

The visiting Head of State condemned the recent attack and killing of innocent students in Kasese and expressed his condolences to the parents, the community of Kasese and Ugandans in general. He expressed the need to continue with the fight against terrorism across the continent.

“The experience in East Africa for example could inspire us and also inspire all other African countries. In West Africa, yes, there are a lot of terrorism activities in the Sahel zone and the Lake Chad area. Different groups terrorize people and nations. We must work together and mutualize our common understanding of this problem and also put together our resources to fight it. We must examine our ways including intelligence and why not adopt symmetric measures to have them established?” he wondered.
