Museveni pledges to develop St. Janani Luwum memorial grounds into pilgrimage site

President Yoweri Museveni has pledged that government is going to turn St. Janani Luwum Memorial grounds into a national pilgrimage site. The centre is located at Wii Gweng village in Mucwini sub-county, Kitgum district.

“We are going to develop this site as we did to Namugongo for the Catholics and the Anglicans. We shall do it,” President Museveni said.

The President made the revelation yesterday February 16 during the commemoration of St. Janani Luwum Day at Mucwini Primary School playground in Kitgum District.

This year’s celebrations ran under the theme: “United for Service and Growth.”

Museveni also pledged to clear the debt of the Church House, a commercial building owned by the Church of Uganda in Kampala City.

According to the Archbishop Church of Uganda, His Grace Stephen Kazimba Mugalu, they have been paying a debt of Shs60bn and now remain with a balance of Shs16 billion.

“The debt for Church House,  I thought it had been solved but if it has not been cleared I will talk to the Ministry of Finance and we see how we can go about it,” he said. “On Canon Lawrence School where Archbishop Luwum studied from we are also going to rehabilitate it. I will tell my people to discuss with the concerned parties.”

The President also revealed that he was happy that with the help of his colleagues, he was able to avenge the death of Archbishop Janani Luwum and other good Ugandans who were killed for no good reason.

“These people thought that if you kill others you succeed. Even the conflicts between the Kabaka and Obote were all unnecessary. I was there in DP. This was really very unfortunate and a lesson to Uganda and to Africa. These mistakes were unnecessary. I feel so sad that these people died unnecessarily. We are talking about Janani Luwum but there are also many other prominent people who died for no good reason,” he expounded.

“But at the same time I feel happy because we avenged the death of these people who died for no good reason. I’m so happy I was part of the group. God supported us and we defeated all those killers that is why we are here remembering, and I would like to salute all the people who contributed to the fight. It’s good that we are celebrating and remembering Janani Luwum”

President Museveni also commended the Church of Uganda for standing strong against the homosexuality vice which is being supported by the Church of England.

“I want to congratulate believers for rejecting homosexuality. This problem of homosexuality is not something you should normalize and celebrate, I told Europeans that there were a few homosexuals before they came here, I have heard stories, but this was deviation from normal. But now the Europeans don’t listen to other people’s views, they want to turn the abnormal into normal and force it on others,” he remarked, adding that, “But it is good that you took a stand and you said that Canterbury if you want homosexuality go,  but here we say God is Mighty and we are not going to follow people who are lost.”

At the same event, President Museveni urged the people of Kitgum to work towards creating wealth in order to stabilise their household incomes.

“So you the elites when we talk to the people that we want schools, roads and hospitals etc.,  that is development. Are there good roads here, have they solved poverty? The tarmac road is here and we should use it to create wealth, if you don’t do so, development will be there in the area but you will be having poverty at your home.

In the Book of Genesis when God created man, He gave him two mandates, produce and multiply and establish dominion over nature/creations. The NRM is always pushing that line, when we talk of Education, health, wealth, modern farming; we are in the same line of establishing dominion over nature. We have now decided to intensify the program of irrigation. Look out for that, they shall be approaching you to offer support,” he added.

On the issue of Karimojong warriors causing insecurity in the region as raised by Chua East legislator, Hon. Margaret Lamwaka, President Museveni assured residents that government has all the capacity to deal with such security problems and it’s going to be solved.

“I now direct the RDCs and the Minister for Northern Uganda to work with Okello Oryem (State Minister for Foreign Affairs) to give me a detailed report on those raids, day by day and place. We have capacity to deal with all this. There’s no reason for someone to cause this confusion.  In the middle of March, I will come here if they have failed to solve it, I will solve it,” he noted.

The President also used the same function to send a warning to Education stakeholders who charge fees in Universal Primary and Secondary Education schools, saying they are the biggest saboteurs of government programs when it comes to providing free Education to vulnerable Ugandans.

“We came up with UPE and later alone USE but some of the headteachers and parents don’t get it, we send money for UPE or USE but they introduce school charges and politicians are keep quiet. The result is that many children drop out of school. The rich people can pay money in private schools, but the children of the poor should study for free. We are going to come up with tough measures,” he warned.

On his part, the Archbishop Kazimba Mugalu lauded government through the able leadership of President Museveni for always extending annual support towards the celebrations of St. Janani Luwum Day.

“Archbishop Luwum died because of his Biblical values, advocacy for social justice and other things. We are grateful to the government of Uganda for recognising this man and what he did for Uganda and for making this day a public holiday,” Archbishop Kazimba said.

“Again for the legacy of this man, we appreciate him by building an income generating facility in Kampala, Janani Luwum Church House,  Your Excellency we thank you for the support.”

The Archbishop also requested President Museveni to join hands with the Church of Uganda to ensure that homosexuality is lawfully dealt with.

“We appeal that that Anti-Homosexuality bill is signed again. Janani Luwum was bold, we want you to be bold like him and fight all the vices attacking our nation,” he said.

The Minister of State for Ethics and Integrity, Hon. Akello Rose revealed that the master plan to develop Archbishop Janani Luwum’s burial site into an international pilgrimage centre is already in place, awaiting for funding from government.

“The target was to have the site ready by 2027,” she asserted.

Janani Luwum (c. 1922 – 17 February 1977) was the Archbishop of the Church of Uganda from 1974 to 1977 and one of the most influential leaders of the modern church in Africa. He was arrested in February 1977 and died shortly after. Although the official account describes a car crash, it is generally accepted that he was murdered on the orders of then-President Idi Amin.

The event was attended by the Chief Justice of Uganda, His Lordship Alfonse Owiny-Dollo, Ministers, Members of Parliament, religious leaders among other officials.

EAC revenue managers resort to tax information sharing

The East African Community revenue authorities have resolved to collaborate in the elimination of tax crimes in the region in order to foster regional self-reliance.

This was during the East African Commissioners Tax Investigations forum recently. The deliberations centered on the theme “Leveraging technology and data for revenue mobilization”.

The URA commissioner of Tax Investigations department Dennis Kugonza Kateba revealed to fellow commissioners that tax fraudsters are advancing in knowledge and technology hence the need for collective efforts by East African nations to tackle the crime.

“Tax fraudsters are becoming shrewder; they are doing everything possible including investing in modern technology and skills development so as to evade tax. We must work together and eliminate these cartels,” Kugonza continued.

The delegation from Kenya led by Dr. Edward Karanja Commissioner TID highlighted the need to put a human face in tax investigations to ensure self-compliance. The team stated that Kenya Revenue Authority is currently working on empowering its officers to improve the image they hold in public thus facilitating change in the dynamics of taxation.

“We need to work closely with other government agencies to enable them to appreciate that the revenue we are generating is to support national growth and development rather than working in seclusion,” said Dr. Tera Saidimu, KRA commissioner intelligence and strategic operations.

In his remarks the Burundi commissioner Mr. Niyonzima Jean Berchmans highlighted misdeclaration, transcribing, dumping of goods into East Africa, and taxation of the digital economy as matters to be investigated swiftly to close this revenue leakage.

The Rwandan representative Emma Rwigema appreciated information sharing between East African nations.  He disclosed that his country has so far recovered 8 billion francs in revenue due to shared investigations. He also lauded URA for the training in intelligence-based revenue collection and requested for joint operations among the nations.

The Commissioner of Tax Investigations Tanzania Revenue Authority, Mr. Everest Mashiba cited plea-bargaining as a way of easing tension and a faster way of recovering tax from fraudsters. He said that a big milestone has been walked and more is still coming.

Ms. Joyce Wani, Acting Commissioner of Internal Affairs in South asked the East African Revenue Authorities to make policies that will favor the youngest nation in the bloc.

“South Sudan is still young, we still have a lot to learn though with much to offer. With such initiatives coming up we shall definitely become a better nation and Africa.”

 The resolutions for this meeting shall be adopted for implementation by the East African Revenue Commissioners General forum which is scheduled for Thursday 16th February 2023. This event has attracted the largest delegation ever since the inception of the forum.

Gov’t urged to reverse decision on closure of Human Rights office

Human Rights Watch has urged the Government of Uganda to reverse its decision of ending the mandate of the Office of United Nations High Commissioner for Human Rights (OHCHR) in Uganda.

Mr Oryem Nyeko, Ugandan researcher at the Human Rights Watch said shutting down the UN human rights office is a move intended to stifle those working to promote respect for human rights in Uganda.

“Instead of removing another critical voice from the human rights ecosystem, Ugandan authorities should create an enabling environment for rights advocates to work,” Nyeko urged.

He said the Human Rights Watch has since written to the Foreign Affairs ministry permanent secretary, Mr Vincent Bagiire with questions about the Government’s position on the UN rights office but Bagiire referred them to the ministry’s earlier communication on the matter.

Nyeko said that the Uganda government has not only shown little commitment to addressing the country’s deteriorating human rights situation, but has increased repression of human rights groups.

 “Concerned UN member states should press Uganda to constructively engage with all UN human rights mechanisms and put in place measures to allow rights groups to work freely without fear,” he cautioned.

On February 6, 2023, Uganda’s Foreign Affairs Ministry informed the OHCHR Uganda country office that it would not renew its agreement to host the UN entity beyond its current three-year term ending in February 2023.

The Office of the High Commissioner for Human Rights (OHCHR), a department of the United Nations Secretariat, is mandated to promote and protect the enjoyment and full realization, by all people, of all rights established in the Charter of the United Nations and in international human rights laws and treaties.

The mandate includes preventing human rights violations, securing respect for all human rights, promoting international cooperation to protect human rights and streamlining the United Nations system in the field of human rights.

The Office was established in Kampala in 2006, with the initial mandate focused on the human rights situation in the conflict-affected areas of Northern and North-Eastern Uganda. However, it was renewed in 2009 and expanded to cover the entire country and all human rights issues.

In February 2020, the mandate for the Office was further expanded to include the establishment of a Regional Human Rights Training Centre in Uganda; to provide training activities on the international human rights system for Government officials of interested States in the region, as well as national human rights institutions and civil society organizations.

As students continue to celebrate the results garnered in the 2022 O-level examinations, even after studies came to a halt due to a two-year Covid-19 lock down, there is none happier than 17-year-old Nakayita Melissa Caroline after getting her UCE results with English 4, IRE 1, HIS 1, GEO 1, MAT 2, PHY 1, CHE 1, BIO 3, COM 2, CST.

Born to the late Kankaka Edward and Namanda Margret in Bulinda, Kalisizolocated in Kyotera district, her mother struggled to provide basic needs for her children and raising school fees was a challenge and only managed to raise school dues for Melissa up to primary three when the situation at home worsened.

Luckily for Melissa, Gentilezza Ripple Effect Foundation (GREF) under the Rakai Orphans Hope Project (ROHP) sponsorship program with funding from Dr. Silvia Viola and her friends in Italy and; supporting disadvantaged and vulnerable communities heard of Melissa’s situation and started supporting the family and eased the burden on her mother while also skilling her and other women like her by giving them valuable life skills and starting income generating activities such as Jelly production, Soap Production, growing of vegetables, poultry rearing, pastry baking, and rearing of animals for the production of biogas.

Today, Melissa is very happy and thanks the Almighty God and extends her sincere appreciation to Dr. Silvia and ROHP for putting a smile on her face. She says that they did not only help her but helped everyone around her. With their continued support in her community, only the sky is the limit.

Over 100 agribusiness enterprises to benefit from ADC business accelerator program

Over 100 agribusiness enterprises are set to benefit from the Agribusiness Development Centre (ADC) business accelerator program.

The population growth rate has consistently remained higher than the jobs creation rate necessary to absorb new entrants to the labour market, resulting in unemployment and underemployment. The few jobs created sideline youth and due to severe skills, many youths are engaged in low value services like vending with only a handful able to secure high value ones in agro processing.

ADC powered by dfcu limited and Rabo foundation has partnered with GOPA Worldwide consultants to implement Cohort two and three of the Business Accelerator Program (BAP) in line with the Enhancing the Competitiveness of Small and Medium Enterprises (ECOS) project, which is funded by the Deutsche Gesellschaft fur Internationale  Zusammenarbeit (GIZ) GmbH.

The collaboration is aimed at increasing over 100 Agribusiness Competitiveness with the overarching goal of triggering necessary linkages for its growth and resultant creation and improvement of jobs.

ADC’s mandate of capacity building of agribusinesses to bankability and self-sufficiency for enhanced incomes and job creation is well aligned to the ECOS project’s goal, and dfcu vision to transform lives and businesses through innovative solutions and empowering people which contribute to the four key pillars and objectives of National Financial Inclusion Strategy (NFIS), one of which is: “Reduce Financial Exclusion and Access Barriers to Finance.”

Agriculture is one of the key sectors Dfcu has made commitments to support and has put in place strategies to de-risk agriculture. The bank has intentionally created different Agri-products like Agri-Asset Financing, Agri Production Loans, Business Loans, Farmer Group Accounts, Save for Loan Accounts, Enterprise accounts and made them attractive and more affordable to the Small and Medium Enterprises, women entrepreneurs and Investment Clubs.”

“Since its inception, dfcu has made continuous commitments to support a wide base of customers that include; SMEs, women entrepreneurs, Investment Clubs. Our partnership with ADC is part of a joint mission to grow, build and promote the prospect of a sustainable future,” William Sekabembe, Ag CEO noted.

ADC will approach the cohort two and three by using a multidimensional approach focused on a combination of Training, Mentoring, Coaching and Technical Assistance. The methods shall be utilized jointly to address the main constraints to accessing and using financial services for improved business operations, investment readiness and linkages to funding for growth and job creation.

“We shall integrate key themes of gender and green growth for sustainability within the training modules, the outcome of which being enterprises developing strategies on the same as well as establishing key indicators to track women participation in SME leadership,” Josephine Mukumbya, Executive Director ADC said.

By the end of 2023, fifty jobs will be created by the enterprises graduated from the program, 100 intern jobs created contractually within the enterprises and 10% increase in incomes of trained and linked Agribusinesses.

Conflicts and War are the enemies of Africa – But the AUC is worse than conflicts themselves when it is captured by a foreign European state

Peace Greetings,

Your Excellencies,  you are going to attend the 36th AU Ordinary Heads of State Summit that starts on 16th-19th February 2023 in Addis Ababa .This year AU summit should have one AGENDA resolving CONFLICTS.

Your Excellencies, if I were the AUC Chairperson today in Addis Ababa I would have arranged the AGENDA of how to resolve the destructive conflicts on the continent. The current AUC has not served Africa but serves FRENCH interests in Africa. Millions of Africans are angry with AUC Chairperson who looks like a SELLOUT. He has connived with FRANCE and MOROCCO to destroy Africa

Your Excellencies, the AUC should be CANDID enough to discuss CONFLICTS & WAR in Libya, DRC, Somalia, CAR, Nigeria, Cameroon, Mozambique, Mali, and Ethiopia itself that was engulfed by war and now on the healing end. The TRUTH is that almost all regions of Africa have turmoil spots.

Your Excellencies, the Summit is being held amid religious  riots   that rocked  Ethiopian people last week .The new Ethiopia today after the war is a great Ethiopia after 2years of civil strife . Ethiopia has not completely healed from the wounds of the war.

Your Excellencies the war has ended and thanks to AU that facilitated the talks under the Chairmanship of General Obasanjo and former President Uhuru Kenyatta and others. On this one the results were seen as the two former Presidents were able to bring warring parties on table. But I must add Ethiopia needs a lot of help to bring using a REDEMPTION STRATEGY to completely HEAL.

Your Excellencies, the violent conflicts of one type or another have afflicted the entire Africa and exacted a heavy toll on the continent’s societies, polities and economies, robbing them off their developmental potential and democratic possibilities. This is the only debate that the millions and millions of SILENT Africans want to see discussed the rest can wait. War is killing Africa.

Your Excellencies, the current situation in DRC is very worrying. The type of DISHONESTY among the ACTORS in DRC conflict is what the SUMMIT MUST address before they leave Addis Ababa. The 9 neighboring countries of DRC are not honest. This includes the DRC Government itself that is NOT honest and has allowed 132 armed groups on its soil.

Your Excellencies, the divided Libya is another scene of crime in Africa which MUST be discussed and solutions found before you leave Addis Ababa  .It  is sad that FRANCE a member of UNSC has taken part and encouraged the PARTITIONING of Libya by supporting General Khalifa Haftar to frustrate efforts of Peace in Libya. AUC Chairperson might shy and fail to say this OPENLY but Africans across the continent know it.

Your Excellencies, the Somalia war is at the FINAL stages where the Al-Shabaab has intensified its ugly faces supported by some countries in the Middle-East that supply uniforms and guns. The countries are going to sit in the AU Hall as Observers or as interested parties .How on earth do we sit and watch when the uniform of Al-Shabaab is resembling the Uniform of a country that is in the Hall.

Your Excellencies, the causes of the conflicts are as complex as the challenges of resolving them are difficult. But their costs cannot be in doubt, nor the need, indeed the urgency, to resolve them, if the continent is to navigate the twenty-first century more successfully.

Your Excellencies, Africa had previous conflicts in the twentieth century , a century that was marked by the depredations of colonialism and its debilitating legacies and destructive postcolonial disruptions. The origins of conflicts were manifold and complex, rooted in international and national arenas, and encompassing economic, political, cultural and social parameters.

Your Excellencies, among the international factors, particularly noteworthy are the consequences derived from the end of the Cold War and its aftermath, as well as the globalization and liberalization of the world economy.

Your Excellencies, these conflicts have generated a sense of political and economic insecurity in Africa. On the whole, and in the longer run, these factors are likely to bring about political and economic chaos in Africa.

Your Excellencies,  the entire continent is full of EXCLUSION AND INEQUALITY that have haunted millions and  excluded them  from the political process for reasons of personal, ethnic or value differences, lack of socio-political unity, lack of genuine access to national institutions of governance can cause conflict. The case of DRC which is a great LANDMINE in Africa. These are the TOPICS that AU Heads of a State and Government have been DENIED to discuss by AUC 

Your Excellencies, the reliance on centralized and highly personalized form of governance, perception of inequality and discrimination, constitute major socio-political causes of conflicts in Africa. In Nigeria, Cameroon, Libya, South Sudan, Sudan, Mail, Burkina Faso, Chad, Mozambique the conflicts have consumed half of their independence .

Your Excellencies ,while many of the causes may be historical in nature, the problems are compounded by the quality of leadership and lack of political alternatives in most African countries including the lack of good leadership of AUC led by Dr. Mahamat Faki who has destroyed the African Union and allowed a foreign power in Europe to capture it .

Your Excellencies, as you gather in Addis Ababa it is true that the AUC has not prepared a COHERENT agenda on the countries I have mentioned above . The AUC has lacked direction on SILENCING the guns in Africa. The killings have taken place in Cameroon for over 7 years but no Agenda for peace has been brought to the AU Heads of State and leaders of Governments in Africa for discussion.

Your Excellencies, the factors that have destroyed Africa lie in the following sub-topics I have mentioned below .These are factors that cut across Africa and especially where CONFLICTS are ongoing .

Your Excellencies, Sub-Saharan Africa has become the new global epicenter of violent extremism with almost half of global terrorism deaths recorded there in 2021.The UN report has shown that the interviews with nearly 2,200 of different people in eight countries proves what I am saying: The countries Burkina Faso, Cameroon, Chad, Mali, Niger, Nigeria, South Sudan , Somalia, and Sudan have features of insurgence. 

Your Excellencies, one of the factors that has led to the rise of TERRORISM is Religious ideology which has become the third most common reason for joining terrorism in the SAHEL REGION .

Your Excellencies, as you gather in Addis Ababa one of most populous nation in Africa Nigeria is going through tough times. Nigeria has oil, diamonds, copper, and cobalt that have tremendous positive economic potential for Africa.

Your Excellencies, however, these resources in Nigeria have done more harm than good. They have the Nigerian security agencies to be the most corrupt in Africa .A huge army that can’t even fight Boko Haram and instead kills its own people in the South Eastern Nigeria where destruction of property and Human Rights abuses has been committed by SECURITY AGENCIES.

Your Excellencies , CORRUPTION has become a benchmark of most African countries that you lead and corruption has been used towards ulterior motives including  to corrupt the armies and security agencies so as to hold on to power .

Your Excellencies, the violence caused by greed and looting which are routes that lead to conflict over natural resources. Countries that rely heavily on natural resources like DRC and Libya which depend on minerals and oil have sharp conflicts. There are countries in Africa that are especially vulnerable to violent conflicts based on needs of FRANCE.

Your Excellencies, the obstacles that STOP Africa from development come from AUC failure to DIRECT the efforts of the AU. The capture of AFRICAN UNION by an EXTERNAL COUNTRY from Metros of Europe is the biggest blow to AU.

Your Excellencies, the French are using our AUC to create DIVISIONS in AU. They decide which Government to recognize in Africa and one not to do so. The case of DRC 4 years ago where Election which was observed by the same AU observers and monitors was rejected by AUC on instructions of FRANCE  .

YOUR-EXCELLENCIES, my fight for a better Africa continues and my opinions reflect the opinions of the silent millions who can’t travel to Addis Ababa.

IGP Ochola promotes 13 police officers

The Inspector General of Police (IGP) Martin Okoth Ochola has promoted thirteen subordinate officers, from the sports department,  to various ranks of Inspector of Police, (IP), Assistant Inspector of Police, (AIP), Sergeant (SGT) and corporal (CPL).

According to the Deputy Uganda Police Spokesperson, ACP Claire Nabakka, the IGP thanked the promoted officers for their tremendous contributions to the sports department that has brought the police and country medals.

“They are therefore being rewarded for the great success, pride and jubilation they brought to the institution and the country during their participation in the various sports activities,” she said.

He further encouraged them to continue excelling in their field of sports and inspire young talent into sports and further take their responsibilities very seriously in promoting the image of the police and Uganda as a country.

Internal bank fraud is forcing Ugandans to keep money in their houses, bad for investors

National and global financial analysts say Ugandans rank highly among the worst when it comes to saving money in commercial banks and other financial institutions, negatively impacting investments in the country.

In fact, a recent survey reveals that 87 percent of Ugandans aged 10 and above do not own a functional bank or savings account. The National Labour Force Survey, 2021, which was done by Uganda National Bureau of Statistics (UBOS) still shows that only 9 percent of the population had a functional bank account while only 3 percent of the entire population possess a microfinance/SACCO account.

Another report released earlier by the Deposit Protection Funds (DPF) shows that more than 90 percent of Ugandans who hold bank accounts do not keep more than one million shillings at any one time in their accounts, a sign of the poor saving culture.

There are many reasons for the above figures such as poverty, lack of financial literacy and lack of bank branches in the rural areas of Uganda among other reasons.

However, the other big reason why Ugandans do not want to save with banks and other financial institutions is fraud orchestrated by the bank staff, and is a hot topic in the local media and banking industry, which is a shame not only on the side of banks but the government and country at large.

However much there is some form of insurance cover for deposits, some Ugandans have decided to keep their money in sacks at home because they fear it will be stolen by bank staff and will never be recovered.

Interestingly, many of the banks are not willing to apologise to the victims who have lost their money and in most cases, without even investigating, the banks put the blame on the victims.

Further still, the Uganda Bankers’ Association (UBA), an umbrella of local banks in the country has never come up to publicly condemn the bank staff who fleece depositors’ money. UBA is only seen in the public lamenting when a member bank falls victim to sharp business goons like it happened recently with one of their members.

Banks should know that their thieving staff are an obstacle to investment in the country. When an investor loses his money in the bank, there is no doubt that his projects will stall due to lack of working capital. Further, investors, especially foreign ones will fear saving their money in Ugandan banks. That results in unemployment.

Relatedly, due to greed, some of the bank staff have gone further to con clients of their properties such as land and buildings. A story is told of how the staff of a certain bank were involved in a murder of a client so that they could benefit from his prime land in one of the major cities in the country. The client had mortgaged the land to the bank for a loan.

Some banks have been accused of trying to hold on or using the money of the dead, which some people say is unethical and unfair to the family of the deceased.

Disturbing still, the Bank of Uganda (BoU) which regulates banks in the country, is also shy to publicly condemn banks for their vices. BoU should come out and tell the public actions being taken to clean banks of iniquities, even though the Central Bank has its own share of controversies arising from the closure and liquidation of some banks.

Meanwhile, some members of the public are calling for lifestyle audits of those working in banks. They say most of the money stolen from banks by staff ends up in real estate and lending, while some are keeping the money either in their houses or with friends and relatives, which is bad, on the side of investments.

Museveni receives credentials from seven new envoys

The new ambassador of France to Uganda, H.E. Xavier Sticker, also presented his letters of credence to President Museveni.

President Yoweri  Museveni on Tuesday received credentials from seven new envoys recently posted to Uganda. He received credentials from the Republic of South Sudan, France, Egypt, Iran, Turkey, Equatorial Guinea and the Saharawi Republic at separate ceremonies that took place at State House, Entebbe.

The first envoy to present his credentials to  President Museveni was H.E. Juach Deng of the Republic of South Sudan. The envoy was accompanied by his wife, Mrs. Pasquina Atak Garang.

President Museveni welcomed the new High Commissioner with whom he discussed matters of mutual interest between the two countries. The new envoy conveyed greetings from President Salva Kiir to President Museveni and the people of Uganda. He pledged to further strengthen the existing strong relationship between the two countries.

Members of his entourage included the Deputy Head of Mission, Amb. Margaret Apuol Daniel, the Defense Attaché , Gen. Thiik Bol Giir and the Counselor, Mr. Joseph Anyak.

The new ambassador of France to Uganda, H.E. Xavier Sticker, also presented his letters of credence to President Museveni.

A career diplomat who has served his country, France, in various capacities internationally, assured President Museveni that he will, during his tour of duty, strive to strengthen the existing bilateral relationship between the two countries based on partnership and mutual interest.

President Museveni welcomed the new envoy to Uganda and thanked the French Government for training the Mountain Brigade of Uganda People’s Defence Forces (UPDF).  “You added value to our mountain force,” he said.

The President expressed interest to have dialogue with member countries of the European Union (EU) to streamline the bilateral relations that should  be the basis of partnership and mutual interest, not master-puppet relations.

The President also received credentials of the new ambassador of the Arab Republic of Egypt to Uganda, H.E. Monzer Fathi Abdel Aziz Mohamed Selim.

The new Egyptian envoy was flanked by his wife, Mrs. Engy Ramadan, who appreciated the beautiful climate of Uganda as well as the scenery.

President Museveni welcomed the new envoy to Uganda and invited the leadership of Egypt to, at least, visit the source of the Nile River. “Ever since the days of the Pharaohs, no leader has ever visited the source of the Nile,” he noted.

The new Ambassador of the Islamic Republic of Iran, H.E Majid Saffar was also at State House to present his credentials to President Museveni.

The envoy conveyed greetings from President Ebrahim Raisi to President Museveni and the people of Uganda, and pledged to strengthen the bilateral Economic, Trade and Social ties with Uganda.

He expressed the need to revive the Joint Economic Commission which President Museveni readily welcomed. A Ugandan delegation will next month visit Iran to make a follow up. 

The new envoy of Turkey, Amb. Mehmet Fatih AK, while presenting his letters of credence to President Museveni expressed his country’s gratitude for the support extended to the people of Turkey following the two disastrous earthquakes that hit the country  a week ago.

President Museveni, once again, extended his heartfelt condolences to the President of Turkey, H.E. Recep Tayyip Erdogan, and the people of Turkey upon the great tragedy caused by the earthquakes.

“I am very sorry about the earthquakes. It’s terrible. Convey my sympathy to the President. I wrote to him. I am really very sorry,” he said.

The new envoy who was accompanied by his wife, Mrs. Aysen AK, thanked President Museveni for his message of solidarity and condolences.

“Uganda is our trustworthy friend and reliable partner. My main task is to strengthen this relationship with our Ugandan counterparts. I wish the people of Uganda prosperity,” he said.

His entourage included the Deputy Head of Mission at the Turkish Embassy, Mr. Can Berk Atasoy, and the military attaché, Col. Ismail Demirtas.

The new Ambassador of Equatorial Guinea to Uganda, H.E Carmelo-Micha Nguema Misi, also presented his credentials to President Museveni.

He was accompanied by the Second Secretary at the Equatorial Guinea Mission in Uganda, Ms. Magdalena Nfono Menana.

President Museveni welcomed him to Uganda and wished him all the best during his tour of duty in the country.

The newly accredited envoy of Saharawi Arab Democratic Republic to Uganda, Amb. Salek Sghair Radhi, also presented his letters of credence to President Museveni.

The envoy who was flanked by his wife, Mrs. Minatou Seddiki, pledged to work towards the improvement of the relationship between Saharawi and Uganda.

Amb. Radhi was accompanied by the Deputy Head of Mission, Mr. Mohamed Ali Mohamed.

The envoys expressed appreciation for the warm welcome to Uganda and said that they felt at home.

The ceremony was attended by the Minister of State for Foreign Affairs, Hon. Okello Henry Oryem and the Minister of State for Regional Cooperation, Hon. John Mulimba

Others included the Chief of Protocol, Amb. Charles Ssentongo and other senior government officials.

Ministry of Energy to introduce new tax on gold exports

The Ministry of Energy and Mineral Development is considering introducing a new tax on all gold exports.

This is being considered in the Mining and Minerals (Export Levy) Regulations which are currently being revised by the ministry.

 According to the draft regulations seen by Eagle Online, the standard levy for all gold exported out of the country is meant to avoid loss of revenue.

 “The levy referred to in sub regulation (1) shall be paid by the exporter to the Uganda Revenue Authority at the time the processed gold is exported out of Uganda,” the regulations read in part.

The ministry spokesperson, Mr. Solomon Muyita, said the minister was still reviewing the regulations.

“The permanent secretary was reviewing the document before the minister could sign,” he said.

The regulations were made in exercise of the powers conferred upon the minister responsible for mineral development under section 287(2) (s) of the Mining and Minerals, Act, 2022

 The proposed regulations also state that processed gold refers to refined gold with a minimum fineness of 99.5% purity since the export of unrefined gold was banned when the Mining and minerals act, 2021 was signed into law on 17 February 2022.

The above regulation will be a revision from the $100 (Shs360,000) for each kilogram of refined gold exports stated in the Mining and minerals Act, 2021.

However in July 2021, the gold dealers rejected a five percent levy that had been imposed on gold exports by the government and suspended gold exports for close to a year until the Finance ministry stayed the implementation of the levy.

This comes a month after URA signed a Memorandum of Understanding (MoU) with the Gold Refiners, Exporters, and Dealers Association of Uganda (GREDAU) to streamline relations.

Under the MoU, gold dealers pledged to become tax compliant and pay existing tax arrears as far back as July 2021.

In addition, they would share information on the export and import of gold, alert URA of any illegal gold dealers, cooperate with URA in the collection of taxes and advise on any entities that are suspected of engaging in smuggling, tax evasion, and other illicit activities in the gold industry.

The MoU further discloses that URA shall recognize the association as a legal entity, educate gold dealers on their tax obligations and ensure that there is tax compliance.

Gold exports had hit Shs7 trillion as reported by URA in FY 2021/2022.
