Kyabazinga and MTN CEO flag off Busoga Masaza Cup

The long-awaited 5th edition of the Busoga Masaza Cup kicked off on Saturday at St. Gonzaga Playground in Kagoma, with Butembe facing off Buzaaya in a spirited opening match to a two-month football tournament that will see the 14 counties of Busoga Kingdom face-off on the turf.

Watched by a well mobilized mammoth crowd, His Majesty William Gabula Nadiope IV-Isebantu Kyabazinga of Busoga flagged off the game between Buzaaya County FC and Butembe County FCl, alongside the MTN Chief Executive Officer, Wim Vanhelleputte. MTN is the lead sponsor of the 5th edition of the Busoga Masaza Cup following a two-year partnership between the Kingdom and the Telecom.

As early as midday, fans hurriedly took up space to watch their favorite players showcase their talent on the pitch. 

Prior to kick-off, there was a match passed where all the 14 participating teams waved to the monarch before he inspected all the teams. 

Both teams exhibited talent and the 1st half ended in a goalless draw but a resurgent Butembe came with full guns blazing in the 2nd half and, through Magumba Faruku, scored the only goal of the day in the 73rd minute thereby sending their enthusiastic fans into endless jubilation. The match ended in a 1-0 win in favor of Butembe, against Buzaaya County.

The Kingdom Premier Owek. Dr. Joseph Muvawala asked participating teams to exhibit discipline throughout the tournament with emphasis on promoting unity and togetherness for the good of Busoga.

The Kingdom’s 1st Deputy Premier, Owek. Prof. Dr. Muhamadi Lubega commended the soccer fans for gracing the game in large numbers.

Owek. Osman Noor Ahmed, Second Deputy Premier flanked by the Kingdom Sports Ministers Owek. Amin Bbosa and Owek. Daniel Musota revealed that as a Kingdom, they are determined to give the best to the people of Busoga with soccer being one of them.

MTN Uganda’s Chief Executive Officer, Wim Vanhelleputte revealed that as a corporate company, they cherish and treasure culture as a key identity for their customers.

“As MTN Uganda it is an honor for us to associate with a pro-people initiative like the Busoga Masaza Cup. We look forward to the spirited and engaging interactions with the people of Busoga, just like we did with the recently-concluded MTN Masaza Cup in Tooro Kingdom.” Said Vanhelleputte.

Apart from MTN Uganda, the other sponsor of the Busoga Masaza Cup is Busoga’s own Mayuge Sugar Industries Limited. This year’s edition is running under the theme “Talent Identification, Development and Promotion”.

Kenya elections 2022: Raila Odinga picks Martha Karua as running mate

Azimio la Umoja One Kenya presidential flag bearer Raila Odinga has named Narc-Kenya leader Martha Karua as his running mate.

Speaking at the Kenyatta International Convention Centre, Mr Odinga praised Ms Karua for her zeal and human rights record.

“I needed a true Joshua on my corner, one who will not be a turn coat. After a long search and reflection, together with consultation, I have arrived at the decision that the holder of this position must be a woman,” Mr Odinga said.

He added: “The office of the DP is a workshop which cannot compete with the presidency. The holder must be a co-worker”.

After reviewing the committee report I have nominated Stephen Kalonzo Musyoka as the Chief Cabinet Secretary to help me form the Azimio government.

“I also nominate Kenneth Marende as the speaker of the senate. I also nominate Oparanya as CS for Treasury,” he said.

Mr Odinga also proposed Mr Peter Munya as CS Agriculture and Mombasa Governor Hassan Joho as CS for lands, to deal with the land issues especially at the coast.

In her acceptance speech, Ms Karua said she was happy to deputize Mr. Odinga, congratulating her other running mates hopefuls.

“I am deeply honored by the decision to nominate me as the deputy president of the coalition. i am aware of the responsibility and this nomination is a collective honour that cannot be left f me alone to savor. It is personal journey but also a national journey,” she said.

She added; “We are going to do more in the area of social-economic rights. Together, we can finally bring to life the dreams deferred.” she said.

The Narc-Kenya party leader added “This is a moment for the women of Kenya. It is a moment that my grandmother would have been proud of…but she would not have been surprised because generations of women have fought for change. This is our moment as women of Kenya. It is also a moment for the men: they are our brothers and fathers.”

M Karua’s choice has split Azimio which saw Wiper Kenya party leader Kalonzo Musyoka bolt out.

In a separate press conference, Mr Musyoka wished Ms Karua well.

“I wish Raila’s running mate Martha Karua well. We have agreed to go our separate ways. I told Raila the decision to pick Karua will be met with a lot of opposition. OKA will be alone and very soon Wiper will be launching its own manifesto,” he said.

Ms Karua, who joined the Azimio team in March has been crisscrossing the country drumming up support for Mr Odinga.

Last week, she attended the running mate interviews where she said she would accept the verdict of the interviewing panel.

“I went for the interviews without any set conditions… I went knowing the situation there and I will continue working with them regardless of the outcome,” she said.

She went on to drum up support for Mr Odinga, saying that his record was unmatched to anyone opposing his candidature.

“My history and that of Raila are similar. He is a patriot that has fought for human rights all his life. I am in Azimio because I know Raila has the interest of the people at heart… even when he is wronged he makes decisions based on the people’s interest,” she said.

Ms Karua said the Azimio leader has a record of standing with Kenyans and thus the best suited to be president.

“When we consider the incidences of 2002, 2007 and 2013 we can all agree that he (Raila) put his interest aside for the sake of Kenyans. What kind of leader do we want if not someone who put the interest of Kenyans first? No other side has such a leader,” she noted.

She asked Kenyans while going to cast their vote to consider the person and not the party.

“Let us weigh all these people and see what kind of people they are… there are good and bad people on both sides but no one comes close to Raila,” she said adding that the Azimio government will ensure they ward off cartels and seal all corruption loopholes.

Jubilee vice chairman David Murathe has lauded Azimio flag bearer Raila Odinga for his choice of Narc-Kenya leader Martha Karua as his running mate, saying she is better placed to fight for the interests of Mt Kenya region and the country.

Mr Murathe said Mr Odinga and Ms Karua ticket will charm the country, with the possibility of the country having the first female Deputy President since independence.

“Martha is somebody who can secure the interests of Mt Kenya as Uhuru (President Kenyatta) goes home.

“So they need somebody like Martha who can excite the vote in Mt Kenya and the country,” Mr Murathe said.

Ms Karua, he said, “will appeal to the women and appeal to the forces of democratization which she has fought for.”

Jubilee vice-chairman David Murathe said that even anti-corruption crusaders will now know the fight against corruption with Ms Karua and Jakom,

“She has everything going for her,” Mr Murathe said adding that Ms Karua will fight for the Mt Kenya community and serve their interests.

“When the community feels insecure now that they don’t have a candidate, they need a  fighter next to Jakom to take care of their interests.”

He described Ms Karua as principled.

“She will be able to insulate Jakom and will not take nonsense.

“Those who think they will go to distract Jakom, they will have to pass through her first.”

The Jubilee official pointed out that the choice of Ms Karua is vital for Mr Odinga interms of the value of the vote, chemistry and will excite the vote base – both Mt Kenya and women base.

A lawyer by profession, Ms Karua graduated from the University of Nairobi in 1980 and the Kenya School of Law in 1981.

She worked as a magistrate before leaving to start her law firm and was instrumental in the treason trial of former Subukia MP Koigi Wamwere.

At the risk of being blacklisted by the Kanu regime, she defended several human rights activists.

Ms Karua would later plunge into politics and was elected MP for Gichugu constituency in 1992 and became the Democratic Party’s legal affairs secretary in 1993.

She served as minister for Water Resources Management and Development in the late President Mwai Kibaki’s administration between 2003 and 2008 before she was appointed minister for Justice, National Cohesion and Constitutional Affairs, where she served until April 6, 2009, when she resigned from the government.

She is celebrated for championing the Water Act 2002, which accelerated the pace of water reforms and improved related services. She is also known for the fight for democracy, the second liberation and constitutional change.

Police allows Besigye to interface with his lawyers after four days house arrest

Police have allowed the former Presidential Candidate Col. Kizza Besigye to interface with his lawyers following four days of house arrest.

Dr. Kizza Besigye was arrested last week and returned to his home as he attempted to walk to town in protest of the soaring prices of commodities in the country. He was destined to launch his latest campaign dubbed ‘Wakeup call’. He intended to mobilize citizens to protest against the hiking commodity prices in the country.

Since Thursday, Police besieged his home and no one was allowed in or out. Several political activists have since passed by his Kasangati based home to deliver food and other basic needs but none of them has been allowed beyond the mounted police checkpoints.  

Earlier today, police had denied Besigye’s lawyers access to his home but later five of them were cleared to go and interact with him. The five included; Lord Mayor Erias Lukwago, Kunihira Proscovia, Gawaya Tegulle, Nuwenyesiga Gilbert, and one other lawyer. 

“We want to secure ways and means ensuring that he regains his freedom. We want to interface with him and see how we can secure his freedom. Unfortunately we are being barred here without any reason. The commander of this deployment said for today she can’t allow us to see him,” Lukwago said before being cleared.

He added police officers should respect the law, freedom and rights of Dr. Besigye and them, the lawyers.

Mr. Matia Kasaija, the Minister for Finance Planning and Economic Development has since blamed the skyrocketing price of commodities to high prices of fuel and Russia’s invasion of Ukraine. Currently, most of the prices of essential commodities in the country have doubled.

Dating from 2011, Besigye has spearheaded various protests in the country. Following his defeat in the 2011 presidential elections, he led the famous walk to walk campaign protesting the high prices of food and fuel.

At the peak of the campaign, Besigye was arrested for a fourth time on 28 April, 2011 during a ‘walk-to-work’ protest and sprayed with pepper spray and dragged from his car by police. His arrest acted as a catalyst for additional protests leading to riots across Kampala, in which at least two people were killed and 120 people wounded, leading to some 360 arrests.

Bidibidi Refugee Settlement to benefit from IOM and Innovation Norway’s Electronic Waste Management Project

The International Organization for Migration (IOM) and partners have formally launched a project to transform management of solar electronic waste in Bidibidi Refugee Settlement situated in Uganda’s northwestern region.

The project, “Greening Humanitarian Responses Through Recovery, Repair, And Recycling of Solar Products in Displacement Settings”, will give new life to disused solar lanterns and their batteries, whilst creating jobs, supporting livelihoods, and providing business opportunities for refugees and host communities. Bidibidi Refugee Settlement is home to an estimated 270,000 refugees, most of whom have fled the violence and insecurity in South Sudan.

Ultimately, the project seeks to enhance environmental sustainability in the settlement by minimizing improper disposal of solar products. It also aims to provide evidence to replicate in other settings, and to scale up beyond solar products and to other types of e-waste.

The partnership will sensitize communities on proper electronic waste disposal and provide solar repair services.

“Through the innovative approaches focusing on repurposing usable components from broken solar products, this project is greatly going to contribute to reducing e-waste in Bidibidi,” Savage said. “The lessons from this pilot are going to influence future interventions that will focus more on the environmental sustainability of solar items,” Said Sanusi Tejan Savage, IOM Chief of Mission in Uganda.

Solar products and services have been/and are increasingly provided to refugees as part of efforts to supply them with clean energy through portable and low-cost solutions. Electronic waste causes air and water pollution, environmental degradation through hazardous metals and other elements, as well as causing problems to human health, whilst missing untapped economic opportunities for effective management.

The establishment of collection and repair centres will not only ease access to repair services, but also create jobs. BRIGHT and TEOSS will train seven technicians in testing, repair, and assembly of lithium-ion batteries.

TEOSS will also install a “Batlab”, a solarized mobile container built upon Aceleron’s patented technology. Here, lithium batteries from unrepairable solar products will be reassembled into battery packs for powering homes, businesses, or other facilities.

Peter Batali, the CTEN Executive director, noted that many homes in Bidibidi rely on solar yet they don’t have repair services. Instead, he said, some people resort to using some of the components like batteries to charge their phone batteries and others keep them under their beds which puts their health at risk because the products contain hazardous minerals like cobalt, lithium, and manganese. He said an important aspect of the intervention will be to educate communities about the dangers of poor disposal of solar products.

To improve sustainable procurement of solar products, Solvoz will conduct research focusing on the solar e-waste value chain. Through workshops with key stakeholders from the government, humanitarian agencies, and the private sector, Solvoz and IOM will share their experiences that will help green humanitarian procurement policies and solutions to the solar e-waste challenge.

The first phase of the project, conducted in 2020, included a needs assessment that analyzed e-waste management conditions in five refugee settlements and camps in Uganda and Kenya, as well as a market dialogue with the private sector, helping to shape the approaches for the pilot phase in Bidibidi.

The project is funded by Innovation Norway and is being delivered by IOM in partnership with BRIGHT Products, Solvoz, Total Energies Offgrid Solar Solutions (TEOSS). Locally, it is being co-implemented with the Community Technology Empowerment Network (CTEN). IOM received 5,300,000 NOK (about EUR 554,600) to finance the costs of the project in different locations, including private sector engagement, innovation and operations.

15 million Ugandans to renew National IDs

The National Identification and Registration Authority (NIRA) will undertake a mass enrolment and renewal exercise of National Identification (ID) cards in 2023, the Minister of State for Internal Affairs, Gen. David Muhoozi, has said.

Muhoozi said NIRA will commence the mass enrollment exercise of National IDs in January 2023 while renewals will start in August 2023 up to August 2025, targeting 17.2 million citizens who have never been registered and 20 million Ugandans who wish to renew their National IDs.  

NIRA is a government agency under the Ministry of Internal Affairs charged with the responsibility of registering and issuing identity cards to Ugandans.

According to the minister, the first batch of 15.8 million identity cards that were printed and issued in the 2014/2015 will expire between August 2024 and June 2025, thus justifying need for renewal in accordance with Regulation 19(1) of the Registration of Persons Regulations SI 67 /2015.

“Renewal will happen at each parish in a rotational manner with NIRA deploying 10 registration kits per parish per day. The exercise will happen over a 12-month period beginning August 2023. After this period, these services will be operationalised and delivered at district level,” Muhoozi said.

At parish level, 800 persons wishing to renew their IDs are expected to be served per day while 600 persons who are registering for the first time will be served.

Muhoozi was on Thursday, 12 May 2022 responding to a question raised by Wakiso District Woman MP, Hon. Betty Naluyima, on the impending expiry of national ID cards.

He said that persons who are renewing or applying for the ID for the first time will have to do so through online services. The applicant will then print a QR encoded sheet of information of the application which will be presented to a Registration Assistant at a parish.

Muhoozi said whereas the exercise will be used as a potential avenue to generate revenue, the full cost of the acquisition of a new National ID will be borne by government except for citizens who seek an express service.

Deputy Speaker Thomas Tayebwa, however, warned the minister not to make the national ID card exercise a revenue generating avenue because they have become a necessary requirement for one to attain any social and economic service.

Apparently, among other costs government intends to charge each Ugandan wishing to renew their national ID is about Shs50,000, a price that upset MPs.

“When we commercialise the issuance of IDs in Uganda, then we are making it optional, because they are people who cannot even afford Shs50,000 for a month. Parliament should allocate money to NIRA for issuance of National IDs so that we do not continue crippling Ugandans,” Bulamogi County MP, Hon. Sanon Bwiire said.

Dr Abed Bwanika (NUP, Kimaanya-Kabonera Division) was unimpressed by government’s decision to conduct DNA profiling on each citizen who is applying for the National ID, saying it offends the citizens’ right to privacy.

“DNA profiling is done on criminals. So why do you want to keep DNA data of the entire population which is against our right to privacy. The Minister needs to clarify on this,” he said.

Hon. Naboth Namanya (FDC Rubabo County) shared the same sentiment with Hon. Bwanika, saying there is a possibility of NIRA misusing the DNA databank for dubious activities.

“There are cases where somebody applies to change the name as well as the sex.  This is illegal, if NIRA staff can change the sex of a person, how sure are we that the DNA of Ugandans will not be misused?” he said.  

Bukomansimbi District Woman MP, Hon. Veronica Nanyondo urged government to operationalise regional NIRA offices and facilitate them to print National IDs in order to increase efficiency, reduce congestion and corruption at the NIRA head office located at the Kololo Ceremonial Grounds in Kampala.

Minister Muhoozi allayed MPs’ fears saying biometric system will be sufficiently done in line with the international system to the extent that it does not infringe on the right to privacy.

To improve efficiency, Muhoozi said that NIRA is looking for a new home to avoid the rampant interruptions at their office in Kololo occasioned by national activities held at the ceremonial grounds. He urged Parliament to support the Ministry to implement the project.

“This road map has been submitted to cabinet for approval and it will eventually return to Parliament for requisite funding because in this year’s Internal Affairs’ Ministerial Policy Statement, it is only captured as unfunded priorities. So, your support to the realisation of this plan is critical,” Muhoozi appealed.

Parliament women association staff protest over looming dismissal

Staff working with the Uganda Women Parliamentary Association (UWOPA) are living in fear over reports that the new leadership wants to terminate their contracts.

A top executive member of the association, who spoke on condition of anonymity, revealed that they plan to lay off the staff whose contracts run up to 2024.

“Yes, it is true but we are trying to find ways of handling it amicably,” the source said.

UWOPA is currently headed by Tororo Woman MP Sarah Opendi.

The looming layoffs have left the affected staff depressed.

“We are not in good mental health after receiving the information concerning the termination of our contracts. We are wondering why our bosses want to do this before informing us,” one of the affected staff told said on condition of anonymity.

Another staff member said: “It has happened to UWOPA staff before in 2012 when the former boss also fired the then staff.”

The UWOPA leadership consists of six staff and two volunteers. Those facing the sack include the executive director, the programmes director, the finance and administrative manager, communications officer, programme assistant and transport officer.

But Igara West MP Gaffa Mbwatekamwa, who is a member of the UWOPA, opposed the looming termination of staff.

 “There are no valid reasons for termination but all I hear is that they are trying to bring their own people. You know whoever is there as the chairperson tries to bring her own people to work in that office,” Mr Mbwatekamwa said.

Mr Mbwatekamwa further explained that the staff changes affect the association’s funding.

“It has been happening and whenever it happens, it affects funding and the funders,” he said.

When contacted, UWOPA chairperson Opendi said she would issue a comprehensive statement on the matter after holding a board meeting this week.

“Can you wait for UWOPA to communicate officially? UWOPA is just an association. We have had so many companies downsizing after Covid. So similarly for UWOPA, if it cannot meet its operational costs, it will definitely make changes to its expenditures,” she said.

She added: “We have not yet communicated. We sat as a board, we are going to sit and we will issue a final communication.”

UWOPA is composed of all women MPs and some male MPs.

The association is a forum for MPs to discuss, share experiences and support activities that facilitate women’s participation in leadership in all dimensions of politics across the country and beyond.

Bank of Uganda explains why the economy is struggling

Officials from Bank of Uganda and the National Planning Authority (NPA) have told Members of Parliament that the state of the economy is struggling because of global related factors.

The officials were interfacing with the Committee on National Economy to discuss the state of the economy at Parliament.

Rogers Matte, the Director Research and Development Performance at NPA said that there has been a general decline in the real Gross Domestic Product from 6.4 per cent in the 2018/19 financial year to 3.4 per cent in the 2020/21 financial year.

Matte said the locusts that attacked the country devastated both cash and food crops, significantly affecting the agricultural sector in 2019/20 followed by the COVID-19 pandemic outbreak in 2020 that paralysed life across the world.

He added that the biggest challenges faced by the economy over the last two years of the pandemic are in the area of public investment management which affects the economy.

“Many government projects have stalled while others which were planned were delayed,” he said, adding that, “there is still a high sense of business optimism especially in construction, manufacturing, agriculture and whole sale trade”.

However, Jimmy Apaa, the Director of Economic Research at the central bank said that there has been reduced optimism in the aforementioned sectors experienced between March and April.

“Headline inflation has increased from two per cent to 4.9 per cent especially during this period, driven by price increments in some commodity products. It should also be noted that the Russian invasion of Ukraine at the start of the year and the subsequent war is affecting global commodity prices,” Apaa added.

He said that palm oil, an ingredient of soap manufacturing is mostly sourced from Malaysia and Indonesia, which countries have been affected by the Ukraine war.

Apaa also noted that public sector debt rose from US$15.34 billion (41 per cent) to US$19.54 billion. This is attributed to increased borrowing requirements to finance the pandemic-related revenue shortfalls.

He said the commodity prices have been worsened by the Russia and Ukraine war accounting for 30 per cent of global exportation of wheat, 23.4 per cent of mineral fertilisers, 20 per cent of corn and natural gas, and 11 per cent of oil.

“All this creates the worsening global supply-demand imbalances aggravated by war and further increases in commodity prices,” he noted.

According to Apaa, the drivers of the recent spikes in commodity prices and inflation are largely supply-side factors, including the war, sanctions due to the war, the pandemic and subsequent disruptions in supply chain are beyond the control of government.

Committee chairperson, Hon. John Bosco Ikojo, commended the team of experts for their insight into the state of the economy and promised to study their reports before sharing with the full House.

Somalia elects Hassan Sheikh Mohamud as new President

Somalia’s former leader Hassan Sheikh Mohamud has been elected president after a final vote that was only open to the country’s MPs.

He defeated the current president, Mohamed Abudallahi Farmajo, who has been in office since 2017.

The ballot was limited to Somalia’s 328 MPs due to security concerns over holding a wider election, and one of them did not cast a vote.

Mr Mohamud received 214 votes, defeating Mr Farmajo who won 110 votes.

Three MPs are reported to have spoiled their ballots.

The unusual circumstances highlight Somalia’s security issues as well as the lack of democratic accountability.

The result marks a comeback for Hassan Sheikh Mohamud, who served as Somalia’s president between 2012 and 2017 before he was defeated by Mr Farmajo.

The elections – which were hotly contested and went to a third round – were delayed for almost 15 months due to infighting and security issues.

Mr Mohamud was sworn in shortly after the final results were announced, prompting supporters in the capital to cheer and fire guns into the air. He will serve for the next four years.

In the vote on Sunday, hundreds of parliamentarians cast their ballots at a fortified aircraft hangar in the capital Mogadishu.

Explosions could be heard nearby as voting was taking place, but police said no casualties were reported.

As the incoming president, Mr Mohamud will have to deal with the impact of an ongoing drought in which the UN says 3.5 million Somalis are at risk of severe famine.

But the big task he faces is to wrest control of much of Somalia from al-Shabab. The al-Qaeda-linked Islamist militant group continues to dominate large parts of the country and carries out frequent attacks in Mogadishu and elsewhere.

This latest project is one of the several dozen green field projects, developed over the last 25 years and one of the very many to come in the near future,” the property mogul noted.

Last month, Ruparelia Group kicked off the construction of the multibillion-swanky Pearl Business Park.

The mega project with an estimated 15 months scheduled timeline from the onset of construction to completion will encompass office premises, a shopping centre, health and leisure amenities, a 5-star hotel, modern hospital, among other things.

Ruparelia Group, through Meera Investments Limited, is building the 18-acre mixed-use facility on the premises of the former Chieftaincy of Military Intelligence (CMI) headquarters on Yusuf Lule Road in Kampala.

Ruparelia Group will divide the project into different phases. The first phase completion estimate is 2023, including office spaces, 16 lettable floors and two floors for parking.

The plan is to equip the facility with modern amenities such as a fully automated fire detection system on all floors and approximately 170 CCTV cameras in all public areas. In addition, the building will include internet access, a fitness centre and other health, safety and productivity utilities.

Meanwhile, on top of Pearl Business Park, Sudhir is also expanding Kabira Country Club, which is going to have a shopping mall complex attached to the hotel.

As if the above is not enough, mogul is also planning to build a 200-room Kingdom Kampala Hotel.

The Kingdom Kampala Hotel is estimated to be completed by 2026. This is another project by Meera Investments Limited, the real estate arm of the Ruparelia Group that owns a series of hotels, country clubs and over 300 commercial properties in and around Kampala.

Together with the government of Uganda, they will also build a modern Convention Centre at Commonwealth Speke Resort Munonyo. The centre will host 3,000 delegates and its first conference will be the Non-Aligned Movement (NAM) scheduled for next year. The construction is estimated to cost $40 million (Shs140 billion).

Sejusa, Tumwine, Nalweyiso and 30 other Generals to retire next week

The Uganda People’s Defence Forces-UPDF is set for the mass retirement of senior officers.

Among those to retire include Gen David Sejusa, Gen Elly Tumwine, ex Court Martial boss Lt Gen Andrew Gutti and Lt Gen Prossy Nalweyiso.

The process will be held at the Defence Ministry in Kampala on Monday, May 16 and Tuesday 17, 2022.
