Mutebile’s health condition: Family members moot idea to see him retire in June

As the health condition of the Governor Bank of Uganda (BoU) Emmanuel Tumusiime-Mutebile continues to deteriorate with less hope of seeing him back on his feet, doctors said that he will recover.

On Tuesday Eagle Online exclusively broke the news of his admission to Aga Khan Hospital after he collapsed on 31 December 2021. Charity Mugumya, the head of communications at BoU Said the Governor is not ill but on a routine check up at the Kenya based hospital and will return when discharged.

According to the sources, some family members are mooting the idea of seeing him retire in June this year with three and half years left on his contract.

“Some family members wants him to retire from BoU after serving for two decades. The Doctors established some complications with his nerves at the back of his neck. They said that if he survives, he will resort to using a wheelchair,” the source said.

The frail economist has been on and off duty due to diabetes related complications. “The big man was put on dialysis. He was forced to ditch his favorite Whiskey because his kidneys had weakened and they couldn’t do their excretion job,” the source told this Website.

The source said in September last year, Mutebile was admitted at Nakasero hospital for a full week. He was later discharged and continued to be monitored from his Kololo based home. He was later admitted to Cleveland hospital Abu Dhabi.

Upon receiving emails confirming that the Governor is sick, several BoU employees have praised him for being flexible, kind and focused on streamlining the Bank.

“We have been receiving interest free loans during his tenure and we have gained wealth. I can only thank him and wish him a quick recovery,” BoU employee said adding that “Before mafias infiltrated the bank changing policies under the guise of streamlining the bank but in actual sense they wanted to control it. I assure you that we worked in the most desirable conditions.”

Another employee said the big man is so appreciative, noting that at the end of year parties, the frail and shaky Governor would move around to every table applauding employees for working hard in their respective departments.

The 72 year old, whose contract was renewed on January 12th, 2021 for five years, has been at the helm of the central bank since 2001. He is the longest serving Chief Executive in the Bank of Uganda’s history. He is credited with many of the sound economic policies adopted by the Uganda government at the urging of the central bank during the 1990s and the first decade of the 2000s.

Amidst Covid-19 pandemic Mutebile and his team have kept Uganda’s economy generally stable. Inflation has been contained within the BOU target of 5% and the Shilling has remained stable against major currencies.

In tandem, the Governor has superintended over dubious activities which tainted the image of the Bank. It should be recalled that in February 2018 Mutebile made staff changes where he replaced former Executive Director of Supervision Justine Bagyenda with Dr. Tumubweine Twinemanzi.

President Yoweri Museveni later appointed a committee to investigate staff changes. Later it was established that Mutebile made some transfers and appointed Twinemanzi without consulting other members of the BoU board, a decision they said was wrong as the Governor had no powers to make changes single handedly.

Worse still, most of the staff head picked by the governor did not meet the qualifications and experience required for the jobs. For instance, Dr. Tumubweine didn’t have any experience in commercial banking.

Public cautioned against bursary, scholarships and fundraising scams

As schools prepare to open on Monday January 10, 2022, Police have cautioned the public against bursary, scholarships and fundraising scams.

According to the Police spokesperson Fred Enanga, they have started getting concerns from the public, about conmen who are targeting vulnerable students, families and good Samaritans, with fake bursaries, scholarships and fundraising activities.

“For instance, there are fraudsters who are using the “O” level results of a one Atucungwire Princess, who passed in Grade 1, from Kibingo Girls SSS, to solicit funds. We are asking the public to ignore the tweet that has gone viral, simply because the victim has already secured sponsorship from an American organization,” Enanga said.

As a result, a case file has been opened at Sheema police station, to track down the culprits.

“We are also using this opportunity to call upon any persons who could have fallen victim to this fundraising scam or other form of education scam, to liaise with the police at Sheema. The other common areas of fraud are; offers of bursaries and admissions to schools never applied for, processing fees for bursaries, companies with expensive and sometimes vague bursaries to mention but a few. The conmen use language and techniques which entice intending beneficiaries,” Enanga added.

It is therefore, important that parents and students do sufficient homework by researching about the scholarship or bursary. They should look for previous beneficiaries or students for legitimacy. In addition, it is important to correspond with the alleged sponsors in writing for record purposes. Usually conmen are hesitant to correspond in writing which is a sign of fraudulent activity.

Uganda Cup: Draw date for round of 64 set, teams revealed

The draw for the 48th edition of the Stanbic Uganda Cup is set to be held on Monday 10th, January 2022 at FUFA House in Mengo.

The round of 64 will consist of the current 16 Uganda Premier League clubs, 11 Fufa Big league teams and 37 already qualified clubs from the eight FUFA footballing regions.

The matches will be played between 18th and 30th January.

Vipers SC are the holders after thumping BUL FC 8-1 in the final last year.

The winner of Uganda Cup represents Uganda in the CAF Confederation Cup. This historic tournament has been played since 1971.

The 64 teams that will take part in 2021/22 Stanbic Uganda Cup are:

Uganda gets Shs9b from UK, Ireland and UNICEF for safe reopening of schools

As schools in Uganda prepare to reopen after a prolonged period, the UK and Ireland have partnered with UNICEF to support two key activities which aim to support safe and sustainable reopening. The focus will be on school-based surveillance for early identification, reporting, and management of emerging COVID-19 cases in schools, and the secondary focus will be on mental health and psychosocial (MHPSS) wellbeing training to support teachers and children to readjust. These are critical activities which can have a lasting impact on the system, enabling it to remain open and continue to provide education for the country’s children.

The UK has provided £450,000 (Shs2,153,403,038) to UNICEF towards the initiative. In addition, Ireland has provided Euro 1.8 Million (Shs7,200,521,083) to UNICEF for the overall Government of Uganda school reopening strategy, a portion of which is used for school-based surveillance and MHPSS in Karamoja region. The initiative has been prioritized by the Government of Uganda under its School Re-opening Strategy, and it will be implemented jointly by the Ministry of Education and Sports and the Ministry of Health in districts and schools across the country. The training is covering all schools in the country.

Speaking at the opening of the training, Kate Airey, British High Commissioner to Uganda, said “I sympathise with my Government of Uganda colleagues who have had to make really difficult decisions over the last two years. I like all Ugandans were relieved when the Government announced schools would be reopening on the 10th January. Regaining the ground lost will not be easy – and ensuring this is essential not just for our children on an individual level, but to ensure Uganda’s economic development. Without investment in human capital, without schools remaining open, I fear Ugandans will start to fall behind regional peers. Uganda must therefore now create a system to ensure that can enable schools to remain open, and education can carry on without further interruptions.”

Getting children back into school and learning is a priority for all three partners and this support comes at a critical time to support Uganda in its recovery.

Speaking at the same event the UNICEF Country Representative, Dr. Munir A. Safieldin said, “”I share UNICEF’s respect for all head-teachers and teachers present here. Others can support, but only you can keep the schools safe and ensure that children receive the quality education they need and deserve. We are aware that there are many challenges, and your task at the forefront of this effort is among the most difficult.  However, if anyone can make this happen, teachers can. The future of a generation of children, and the future of the country, is in your able hands.”

Cormac Shine, Chargé d’Affaires at the Embassy of Ireland, said: “Ireland is proud to support Uganda’s efforts to safely reopen schools, and implementing effective surveillance is crucial to ensure a safe learning environment for students and staff alike. Along with our development partners Ireland remains committed to supporting education in Uganda, and the safe reopening of schools is a landmark achievement after a challenging few year.”

The initiative will result in up to 40,000 schools nationwide (both public and private) being capacitated via district officials to effectively track and manage COVID-19 cases and support students and teachers on re-entry.

UNICEF has worked with the government and development partners on continuity of learning and safe school re-opening for the last two years. UNICEF’s support has included sharing of global knowledge and best practices, provision of self-learning materials, radio, and TV lessons for continuity of learning and parenting education.

Apart from the nationwide School-Based Surveillance training, UNICEF is also providing selected schools with infection prevention and control supplies including handwashing materials and tents for the safe re-opening of schools.

Since March 2020, the UK has provided distance learning via radio to an estimated half a million lower primary and secondary children, and in 2022 intends to provide catch up classes directly to 250,000 children.

Ireland has been a strong supporter of Uganda’s education sector for more than fifteen years, with a long-standing focus on investing in bursaries in Karamoja. Since June 2021, Ireland has chaired the Education Development partners group, and has maintained its support for the sector throughout the pandemic with continued investment in primary and secondary schools, vocational training, and bursaries with a variety of partners including UNICEF, Enabel, and Straight Talk Foundation.

Lands Minister Judith Nabakooba highlights 2021 achievements in New Year message

The Minister of Lands, Housing and Urban Development Judith Nabakooba has said they have made considerable progress in 2021 and the New Year 2022 provides them with the opportunity to deliver on their mission of making the land sector work for every citizen.

In her New Year message, Nabakooba highlights some of the achievements of the ministry in 2021 and their areas of priority to focus on in 2022 as below;

Getting the law work for everyone. According to Nabakooba, last year they started on the process of cleaning up the law on land ownership. The current law indirectly ‘provided for dual ownership’ of land between registered owners and bonafide bibanja owners. This grey area has been the source of insecurity in many parts of the country leading to loss of lives, property and unending misery. The proposed amendments to the land act will create more peaceful and harmonious communities with the right conditions for every citizen to take part in government’s efforts of wealth creation.

On the side of customary land registration, Government processed customary land certificates for families and communities in the following districts: In Pader district in the subcounties of Pader, Ogom and Pajule, 1,000 Certificates of Customary Ownership (CCOs) were issued.

In Adjumani district in the subcounties of Cifero, Ofua, Adropi, Pachara and Dzaipi, 4,000 Certificates of Customary Ownership (CCOs) were issued; In Kisoro district in the subcounties of Murora, Nyakabande, Muramba and Nyakinama, 12,000 Certificates of Customary Ownership were issued; In Kabale district, in the subcounties of Kitumba, Rubaya, Kamuganguzi and Buhara, 1,500 Certificates were issued;  In Butaleja district in the subcounties of Mazzi Masa, Kachonga and Nabweyo, 1,200 Certificates were issued.

In Mbale district in the subcounties of Bukashaka and Bungokho and in the Northern Division of Mbale city, a total of 600 certificates were issued; and in Namutumba District in the subcounties of Ivukula, Nabweyo, Nangode and Kibale, 602 Certificates were processed and are to be issued soon.

The Ministry carried out mobilization and sensitization for communities in the districts of Agago (Paimol and Wol subcounties), Maracha (Kijomoro and Oluvu subcounties) and Apac (Ibuje and Chegere subcounties) on the benefits of customary land registration. So far 1,712 families have submitted applications at the subcounties to register their customary land in those parts of Northern Uganda. Their land has been demarcated and the process to issue them with CCOs is in advanced stages.

Equality and Fairness. Through the Uganda Land Fund, the Ministry is enabling several lawful and bonafide bibanja owners to acquire registered interests. This has been made possible through negotiated settlements with absentee landlords willing to sell off their interests to government. So far 33,036 acres have been acquired securing the rights of occupants on this land from eviction. Through this arrangement, the Ministry puts emphasis on the principle of Equality and Fairness working on a first come, first serve basis for everyone regardless of their political or social status. “Throughout this year, we shall continue to put forward these principles in all that we do. We shall endeavor to be transparent while minimizing any possibility of corruption in our work.”

Housing & Urban Developing. By securing people’s rights to occupancy, the Ministry is making it possible for everyone to have a place they call home. “In 2022, we are continuing with our targeted efforts to ensure that the current housing deficit reduces significantly. Prototypes of affordable and smart housing units have been developed and pushed out. 2022 is going to be a busy year for many of our new cities and urban centers, the Ministry has commissioned several funding programs that will enable these areas undertake structural improvements in a number of key areas.”

Better organized Cities and Municipalities. It is everyone’s desire to live and work in well organized cities. “Throughout 2022, we going to put effort in pushing for better physical planning. We shall be doing a lot of public education and awareness while also enforcing the existing laws. This way we shall edge closer towards our target of better organized and smart cities.”

The National Physical Planning Board. In line with the above efforts of better organized Cities and Urban centers, government has provided funds to support a fully functional physical planning board. The board is already making progress in supporting Local Governments in ensuring that they address gaps in infrastructure development and population distribution. They have also come up with a detailed guide that will guide the establishment of new fuel stations across the country. These guidelines are before cabinet for approval.

Putting People at the Centre “We launched the Ministry of Lands Call centre (0 800 100 004) with the main purpose of enabling everyone throughout the country to access the Ministry. The Call center is doing a good job in tracking key hotspots in land evictions and other complaints giving our staff timely intervention,” Nabakooba said.

Under the Competitiveness Enterprise Development Programme, (CEDP AF), Customary land owners, who make up 80% of the unregistered land are going to have their land registered and placed in the Land Information System (LIS). The registration shall be at subcounty level in rural areas and Divisions in urban areas.

All land administration institutions including MZOs, subcounty customary land registries, Local Government level Land Managers, the LIS, the Private sector, Investors shall all benefit from the capacity building programmes and infrastructure development efforts.

Professionals including (Lawyers, Surveyors, Physical Planners, Land Agents and Architect’s among others shall benefit from accessing the LIS.

On 1st March, 2022, the Ministry shall roll out a full automation of its services to cut down on face to face interactions and improved service delivery. The services shall include: online submissions of transaction documents; searching the status of transactions submitted; searching parcels; searching titles; searching for encumbrances (e.g caveats, mortgages and court orders).

There shall also be systematic demarcation of land to issue freehold titles to citizens and full enhancement of the Survey geodetic network for improved, faster, accurate and consistent surveys.

Hundreds of Orphans reap big from Ruparelia Foundation‘s End Of Year donation drive

Ruparelia Foundation, the philanthropic arm of the Ruparelia Group, a conglomerate owned by Dr. Sudhir Ruparelia, together with partners has donated more than 5,000 amazing gifts and goodies to the community and orphanages in an End of Year Donation Drive.

Under the theme “Giving Is Not about Making a Donation but Making a Difference”, the Foundation in December announced a call for donations from well-wishers to give in items such as toys, clothes and anything usable to the vulrenble and the needy children as a way sharing the love and extending support while celebrating the New Year with annual gift hampers.

In a glamorous event which was held on Wednesday January 5, 2022, various orphanages across the region including notably; The Eseza Foundation located in Gayaza, Rwenzori Mumta’zi Orphanage Uganda (Islamic Orphanage) found in Katiti, Kakiri and Angel’s Centre for Children with Special located in Balabakulu, Wakiso joyfully walked away with their annual gift hampers.

Asked why they chose a donation drive, Ruparelia Group’s Managing Director Mr Rajiv Ruparelia said their goal is to have improved livelihoods in society and to improve a solution directly or with strategic partners from the business, government and non-profit sector.

“Eseza Foundation has a number of children battling cancer and they need all our support, love and prayers. We choose to donate to Eseza because it is a home that takes care of vulnerable children living with Cancer. I upon all well-wishers out there to take time and visit the children as well as donate to support them,” he said.

Eseza Foundation commended Ruparelia Foundation for always coming onboard whenever invited. They say, one of the challenges they face is income and financial sustainability and called upon the government and all well-wishers to give a helping hand.

Angel’s Centre for Children with Special Needs is another centre supported by Ruparelia Foundation. It is a set up an ‘early learning center for children with special needs established to improve the quality of lives of children with special needs through promoting and protecting their rights.

The Executive Director Mrs Namboze Rose Niwagaba said the purpose of the centre is to create an environment where children with disabilities will flourish and attain their full potential.

It is important for disabled children to be stimulated and supported in their development at a very early age, as it is at an early age that children are still strongly developing and have the capacity to learn many new things mentally and physically.

In Uganda stimulation of disabled children’s development is now almost absent as parents and children don’t get any support, there is no follow up on the child’s development and participation in a normal social life including going to school.

Rwenzori Mumta’zi Orphanage Uganda is an Islamic children’s orphanage with its own school that takes care of vulnerable children and widows. Through the Ruparelia Foundation, the Islamic Orphanage has been able to support over 253 children with access to education and scholastic materials. The Orphanage seeks to expand in order to reach out to more vulnerable children and widows within the community.

Shiekh Muhammad Swaleh Masereka the Director of Rwenzori Mumta’zi Orphanage thanked the Ruparelia Foundation for the endless support and call out for more support especially with accommodation and their new project of soap making.

While handing over the goodies, Mrs. Jerely Fernandez on behalf of the Ruparelia Foundation also thanked all sponsors who endeavoured to give towards the donation drive notably, Pearl Dairy, Dembe Distributors, Kampala Siti Industries, Supreme Flexibond (U) Limited, AMMADI Group and Shreeji.

She added that more well-wishers are encouraged to join the cause of making a difference in the community by enriching people’s lives through various contributions and donations.

The Ruparelia Foundation was founded in 2012 by Dr. Sudhir & Mrs. Jyotsna Ruparelia and runs its programs under the catchphrase theme: “Enriching Lives Together”.

For the past ten years, the Foundation has worked together with several stakeholders to champion positive change in different communities across the country to improve livelihoods in Uganda.

To date, more than 700 charitable causes have been funded by the charity.

Court dismisses Francis Onebe’s bail application

High Court has dismissed Francis Onebe’s bail application. Onebe is accused of killing his wife Immaculate Asio Onebe, the 64 year old whose body was retrieved from a septic tank at their residence in Munyonyo, after she went missing in January 2021.

Appearing before Justice Paul Gadenya, Onebe’s application was dismissed on grounds that he might interfere with the investigations.

Court ruled that Onebe is a flight risk, has a permanent place of residence in Nairobi and that he is a very influential person who owns an armed security company, where some of the witnesses are supposed to come from.

Onebe was arrested after police established his intentions to flee the country. But upon arrest, Onebe said he was traveling for treatment, and his earlier reasons to travel to Nairobi also indicated appointments with doctors.

The arrest also followed the nabbing of a former security guard of Onebe who sneaked into the home. It is averred that the guard identified as Okariot disappeared moments after Onebe’s wife went missing.

On November 19, 2021, through his lawyers led by Moses Ingura, Onebe applied for bail on grounds that he is suffering from chronic prostate cancer, high blood pressure saying they are ailments associated with advanced age. He is 63 years old.

Onebe said he is a man with a number of responsibilities including being an executive director of companies such as Pentagon Security Limited which employs more than 2,000 Ugandan citizens, and being a managing partner of Price and King, an audit firm employing more than 30 people.

Onebe who also said he is the non-Executive Director Board Members of Post Bank Uganda added that his services are highly required for the survival of the said companies and he cannot render them while in prison.

He also presented his sister Dr. Jennifer Rose Aduwo, the Dean of School of Distance Learning and Information Technology at Uganda Management Institute, his Price and King Audit Managing Partner Robert Mukasa, village mates Pascal Achelu and John Francis Olume Igwoko as his sureties such that he can be granted bail.

Education Ministry warns schools against forceful #Covid-19 testing of students

The Ministry of Education and Sports, together with the Ministry of Health have warned schools against forceful testing of students for Covid-19 when the learners return to school starting Monday January 10th, 2022.

In his New Year address to the nation on 31st December 2021, President Museveni said all schools will open on January 10 and he tasked the responsible Ministries to come up with measures for safe reopening.

Ministry of Heath has received information that some schools are directing students to do Covid-19 tests before reporting to schools; and that other schools have actually pre-positioned private laboratories to test students on arrival at the cost of students.

“Ministry of health would like to advise that testing of pupils/students on admission or before arrival is not the official position of the Covid-19 National Task Force. The National Covid-19 guidelines for safe reopening of schools that were jointly developed by MOES and MOH provide specific guidance on how learners will safely return to schools,” part of the statement from the ministry reads.

“Testing learners on arrival was not one of the recommendations.”

The major recommendations in the guidelines were based on three pillars; Putting in place a system for strict compliance to Covid19 Standard Operating Procedures (SOPs) in every school.

Secondly, establishing a system for monitoring and isolating symptomatic cases in every school and reporting to the nearest health facility. Following this, if possible found necessary to test all learners in school because of soaring numbers, MoH undertakes to do so; not the private laboratories.

Lastly, in all schools, the staff and parents shall work closely with the communities and nearby health facilities to address Covid-19 issues in the school.

Kakwenza’s Case: Lawyers file a fresh Habeas Corpus order with High Court

The detained Ugandan novelist Kakwenza Rukira-Bashaija’s lawyers led by Luyimbazi Nalukoola have filed a fresh Habeas Corpus order with the High Court registry.

The lawyers said the detainee deserves to have his day in court, having spent more than the stipulated 48 hours in custody.

Kakwenza was arrested last week at Kisasi after a three days twitter feud with supporters of UPDF Land forces commander Muhoozi Kainerugaba. Kakwenza averred that Muhoozi’s supporters were allegedly bullying him for criticizing President Museveni.

Mr Charles Twiine, the Criminal Investigations Directorate (CID) Spokesperson said the Kakwenza Rukirabashaija will be arraigned before Court for allegedly insulting President Kaguta Museveni and the first son Gen Muhoozi Kainerugaba.

On January 4, 2022 Makindye Grade One Magistrates Court ordered for the immediate release of Kakwenza from Police Custody but it was not obeyed.

Rukirabashaija is the author of the novel The Greedy Barbarian, which takes on themes of high-level corruption in a fictional country. He was arrested on 13 April 2020 in Uganda, and held for seven days, during which time he was interrogated about his fiction and subjected to torture and later released. Rukirabashaija details this treatment in his latest work Banana Republic: Where Writing is Treasonous.

Vipers duo scoop December UPL awards

Head coach Robertinho and Manzoki receive accolades

Vipers Sports Club Head Coach Oliveira Robertinho and striker Caeser Manzoki have won the Pilsner Uganda Premier League monthly awards for the month of December 2021.

Oliviera Robertinho won the UPL Manager of December beating competition from Express’ Wasswa Bbosa Alex Isabirye of BUL FC.

Manzoki claimed the player of the month award. The Congolese striker emerger as the winner beating competitions from BUL FC’s Nsimbe Ibra and Juma Balinya of Police FC.

Coach Oliviera guided the team to 4 wins and one draw from the five games played claiming a total of 13 points from a possible 15.

Manzoki scored five goals in the five games against KCCA, Busoga United, Tooro and UPDF scooping two man of the match awards in the process.

They were rewarded one million Ugandan shillings each.

Pilsner Lager entered into a partnership with the Uganda Premier League to award the competition’s best players and coaches.

The awards are named ‘Pilsner man of the match award’ and the monthly awards named ‘Pilsner player of the month award’ and ‘Pilsner coach of the month award’.

The Pilsner man of the match walks away with one hundred thousand shillings (Ugx 100,000) after every match while monthly winners one million shillings each.
