Gas explosion claims two people in Mbarara City

At least two people have died in a gas explosion in Kisenyi, Mbarara City. Their death was confirmed by Samson Kasasira, the Rwizi Regional police spokesperson.

“We have registered an incident of gas explosion in Kisenyi Mbarara City, which claimed lives of two people yet to be identified,” he said.

The explosion happened at a scrap metal shop where they were trying to cut the gas cylinder and in the process, it exploded killing two people.

The explosion injured three people. They include; Kamusiime Gashom and Tumwebaze John who are admitted at Mbarara Regional Referral Hospital for treatment.

“Our teams from Mbarara Central Police Station have cordoned off the scene and bodies of the deceased conveyed to Mbarara Referral Hospital for postmortem,” he said.

At home in Uganda, the late Joseph Etima – Commissioner General of Uganda Prisons Service was defending the Prison’s budget in then Parliament including buying some sleeping mats for prisoners when the late Vice President Paulo Muwanga who was in attendance rebuked the former (Etima) whether he wanted to turn prisons into Guest Houses? Luckily for Etima, the National Resistance Movement/Army overthrew Muwanga’s regime, Muwanga was arrested, charged in courts of law and sent to Luzira Maximum Prison when Etima was still Commissioner General of Prisons Service. Muwanga had been escorted by friends, family and in-laws given his status, they were carrying materials fit for the former Vice President including mattresses and bed sheets etc

 

In early 1981, late David Oyite Ojok of the hearby the sound “Owiny Kibul” generation arrested then Lt. Caleb Akandwanaho (Salim Saleh) on trumped up charges because the former hated the later on tribal basis. So the current debate of no bail for capital offenders is uncalled for. Ugandan experts, advisors more specifically lawyers amaze me. It will not be surprising one day when they (experts) will lead or mislead the President to advertise and sell the country to the highest bidders so that the rest of us are rendered prisoners.

Bail is not about crime alone, It also helps depopulate remand cells (prisons) from being crowded. Experts aren’t always right. Around the time of Moses, Egyptian experts believed the Earth was hatched from a winged egg, that Man came from white worms found in the sludge of the Nile, and that the Sun reflected the light of the Earth. Equally in ancient Babylon, experts taught that humans were produced by a Spitting Monster, that wherever the Monster spat, a Man was formed; and that wherever a Man spat, a Woman appeared and wherever a woman spat, an animal emerged. Now it is true that all the experts were wrong.

Money, Power, Glamour, Impunity, Poverty, Misery, Pain most of the times make human beings act in funny ways. One thing all citizens of Uganda are Sure of is that we are currently living in highly polarized times. I have a been a global witness to many events. The world still remembers the Philippine Leader Ferdinand Marcos and his flamboyant wife Imelda Marcos who had spent the country’s fortune in foreign currency to buy over 300 pairs of shoes for herself.

The conversation was short for He only reminded the former Vice President why he had come with sleeping materials yet prisons aren’t meant to be Guest Houses.

Back to the story of Gen. Saleh, on February 28, in the year of our Lord 2005, I and my team of Mess staff accompanied Kenyan, Tanzanian and Ugandan directing staff (Lecturers) and Senior Army students to a shooting range ground in a Bush on the shores of Lake Victoria behind Magamaga township in Mayuge district for a shooting exercise. As a policy, we fed them from wherever venue they went out for such excursions. Gen. Akandwanaho is a very curious person and on this particular occasion, he had seen and got interested in some wild plants (Herbs) which he picked and handed them to me to ferry in an Army vehicle allocated to me for the day. In the late afternoon, I had to deliver the herbs to his college residence, I found him sitted in his Lounge in a very jolly mood in the ensuing interaction he shared with me thus:- In 1981, he was deployed (posted) in Kidepo Valley National Park, in Karamoja.

The February 6, 1981 attack on the Kabamba Military Academy found him in Karamoja and that he got the news through BBC Focus on Africa News. That while in Moroto before he left for Kidepo, he saw many unexplained movements of Military vehicles in the Town. His colleague, same rank then Lt. Fred Rubereza was in-charge and all pointers indicated that they were organizing (troop mobilisation) that whenever he would inquire from Lt. Rubereza what was taking place and even negotiated to offer his services to escort anything from Kenya to Uganda, Rubereza now deceased, declined and once openly told now Gen. Akandwanaho that they (Army) wouldn’t trust him. As said above, the late David Oyite Ojok arrested then Lt. Akandwanaho on trumped up charges of stealing a Sweater for which he was sent to Moroto prison. Gen. Akandwanaho was later given bail by a one Otim, a sympathetic magistrate at the instigation and facilitation of Ms. Dorah, the late Gen. Pecos Kuteesa’s wife, the then Lt. Edward Katumba Wamala and then Lt. Damba’s civilian little sister. The bail offered him free passage, when he fled to Kampala stayed at a Contact’s house in Bugolobi and later guided by Katumba Wamala to Matugga from where an NRA contact linked and delivered him to the NRA struggle camps.

It is therefore, easy to get so involved in a sweet debate such as this one of removal of bail. But the question would be What would be the consequences of we the known big supporters of Gen. Y.K.Museveni and the current regime when another group of the Owiny Kibul’s come after here. It is said that the biggest weapon to fight a tormentor, is the mind of the tormented one. Finally, Uganda is big, we can either expand the table or increase the number of chairs, we shall all fit there.

UNAIDS warns of millions of AIDS-related deaths and continued devastation from pandemics

UNAIDS has warned that if leaders fail to tackle inequalities the world could face 7.7 million AIDS-related deaths over the next 10 years. UNAIDS said if the transformative measures needed to end AIDS are not taken, the world will stay trapped in the COVID-19 crisis and remain dangerously unprepared for the pandemics to come.

The warning comes in a new report by UNAIDS launched ahead of World AIDS Day entitled Unequal, unprepared, under threat: why bold action against inequalities is needed to end AIDS, stop COVID-19 and prepare for future pandemics.

“This is an urgent call to action,” said UNAIDS Executive Director Winnie Byanyima. “Progress against the AIDS pandemic, which was already off track, is now under even greater strain as the COVID-19 crisis continues to rage, disrupting HIV prevention and treatment services, schooling, violence-prevention programmes and more. We cannot be forced to choose between ending the AIDS pandemic today and preparing for the pandemics of tomorrow. The only successful approach will achieve both. As of now, we are not on track to achieve either.”

Some countries, including some with the highest rates of HIV, have made remarkable progress against AIDS, illustrating what is feasible. However, new HIV infections are not falling fast enough globally to stop the pandemic, with 1.5 million new HIV infections in 2020 and growing HIV infection rates in some countries. Infections are also following lines of inequality. Six in seven new HIV infections among adolescents in sub-Saharan Africa are occurring among adolescent girls. Gay men and other men who have sex with men, sex workers and people who use drugs face a 25–35 times greater risk of acquiring HIV worldwide.

COVID-19 is undercutting the AIDS response in many places. The pace of HIV testing declined almost uniformly and fewer people living with HIV initiated treatment in 2020 in 40 of 50 countries reporting to UNAIDS. HIV prevention services have been impacted in 2020, harm reduction services for people who use drugs were disrupted in 65% of 130 countries surveyed.

“It is still possible to end the epidemic by 2030,” affirmed United Nations Secretary-General António Guterres in his World AIDS Day message. “But that will require stepped up action and greater solidarity. To beat AIDS and build resilience against the pandemics of tomorrow—we need collective action.”

This new report from UNAIDS examines five critical elements of the plan agreed by Member States at the United Nations General Assembly High-Level Meeting on AIDS that must be urgently implemented to halt the AIDS pandemic and which are critical but under-funded and under-prioritized for pandemic prevention, preparedness and response.

The call for scaled investments and shifts in laws and policies to end the inequalities that drive AIDS and other pandemics is backed by leaders in global health and pandemic response from across the world.

“If we do not take the steps needed to tackle the inequalities driving HIV today, not only will we fail to end the AIDS pandemic, we will also leave our world dangerously unprepared for future pandemics,” said Helen Clark, Co-Chair of the Independent Panel for Pandemic Preparedness and Response, in a special foreword to the UNAIDS report. “Pandemics find space to grow in the fractures of divided societies. The amazing scientists, doctors, nurses and communities who work to end pandemics cannot succeed unless world leaders take the steps that will enable them to do so.”

UNAIDS and global health experts emphasize that while business as usual would kill millions and leave the world trapped with colliding pandemics going on for decades, leaders can, by acting boldly and together to tackle the inequalities in which pandemics thrive, end AIDS, overcome the COVID-19 crisis and be protected from the pandemic threats of the future.

“Pathogens ranging from HIV to the virus behind COVID-19 invade the cracks and fissures in our society with startling opportunism,” said Paul Farmer of Partners in Health, a nonprofit that for decades has effectively treated AIDS in settings of material poverty. “That the AIDS pandemic is shaped by deep structural inequalities need not resign us to inaction, however. Our teams, in rural Haiti and across the world, have routinely shown that with comprehensive care delivery, robust forms of accompaniment and social support and a larger dose of social justice, disparities in HIV outcomes can be rapidly narrowed, and health systems swiftly strengthened. We shouldn’t settle for anything less.”

This year marks 40 years since the first cases of AIDS were reported. Since that time, where investments have met ambition, there has been huge progress, particularly in expanding access to treatment. By June 2021, 28.2 million people had access to HIV treatment, up from 7.8 million in 2010, although progress has slowed considerably.

Countries with laws and policies aligned to evidence, strong community engagement and participation and robust and inclusive health systems have had the best outcomes, whereas the regions with the largest resource gaps and countries with punitive laws that have not taken a rights-based approach to health have fared the worst.

“We know what works from seeing brilliant AIDS responses in some places,” said Ms Byanyima, “but we need to apply that everywhere for everyone. We have an effective strategy that leaders adopted this year, but it needs to be implemented in full. Ending inequalities to end AIDS is a political choice that requires bold policy reforms and requires money. We have reached a fork in the road. The choice for leaders to make is between bold action and half-measures.”

The estimate of 7.7 million AIDS-related deaths between 2021 and 2030 is what UNAIDS models predict if HIV service coverage is held constant at 2019 levels. If the Global AIDS Strategy 2021–2026: End Inequalities, End AIDS is executed and the 2025 targets are achieved, UNAIDS estimates that at least 4.6 million of those deaths can be averted over the decade.

UPDF attacks ADF camps in Congo

UPDF attacks ADF camps in Congo

The Uganda People Defence Forces (UPDF) attacked the Allied Democratic Forces (ADF) camps earlier this Morning. The attacks were confirmed by the Brig. Flavia Byekwaso, the spokesperson of UPDF.

“This morning, we have launched joint air and artillery strikes against ADF camps with our Congolese allies,” said Byekwaso, she however didn’t delve into details.

Since Sunday, international media has been buzzing with reports that Congolese President Felix Tshisekedi has raised the option of allowing the UPDF to enter the DRC to fight the rebels belonging to ADF group, following a spate of regional terror attacks.

The attacking of ADF camps follows three terror attacks which claimed four lives and scores injured. According to police the first explosive occurred at Digida Pork joint in Komamboga, Lungala along Kampala Masaka Highway, Parliamentary Avenue and Kampala Central Police Station (CPS).

President Museveni later said that the person who died in the Ishaka bound bus along Kampala Masaka Highway was a terrorist by the names of Muzafala, but instead called himself Isaac Matovu. Museveni said the UPDF is hunting for all the terrorists and urged them to surrender before launching an attack.

According to Reuters, the Islamic state (IS) claimed it had masterminded the attack where its members detonated an explosive device in a bar where ‘members and spies of the Crusader Ugandan government were gathering’ in Kampala and the recent bombings. Police have since disregarded all claims saying that attacks belong to ADF rebel groups.

MPs want Gov’t to intervene in skyrocketing fuel prices

Members of Parliament (MPs) have asked government to intervene in the skyrocketing fuel prices, saying businesses are starting to crumble due to the high transport costs.

The MPs who addressed journalists on Monday, 29 November 2021 in the Members’ Lounge at Parliament say that whereas fuel prices have been increasing for months, government has remained silent as far as giving a strategy is concerned.

Uganda’s fuel prices are highest in East Africa at Shs 4,590 per litre followed by Burundi’s Shs4,290. Tanzania has the lowest price of Shs 3,780 per litre, Rwanda Shs 4,060, and Kenya, Shs4, 180.

Crude oil prices have been rising fast for the past eight months following the opening of most economies from the COVID-19 lockdown.

Fuel demand shot up fast with limited production and although regular oil production has started, there is still a gap to cover.

Now MPs say that the country is in a crisis and government needs to give a strategy to intervene.

Hon Denis Sekabira (NUP, Katikamu County North) said that because of the high fuel prices, prices of goods and services are getting out of hand and adding that it was ironic that top government officials and politicians were in the fuel business.

The Katikamu legislator was shocked that whereas fuel to the DR Congo (DRC) transits through Uganda, fuel prices in the country are higher than those in DRC.

“It means everything is going to be bought at higher prices with the pinch going to the common Ugandan who use public transport. The other challenge is government officials who are owning oil supplying companies. Government should come in and help people,” he said.

Hon Gaffa Mbwatekamwa (NRM, Igara County West) says that whilst Members of Parliament have also been affected, it is the common citizens who have been cheated.  He says prices of oil have skyrocketed and Shs 10,000 that used to buy two and a half litres can barely get you two litres.

“The President, Ministers, and many other leaders are silent on the matter of fuel, but Members of Parliament can also now not handle fueling their cars. Some people are jumping on motorbikes, while others are parking their cars. I have personally decided to park my car and use a scooter which consumes less fuel,” Mbwatekamwa said.

Mbwatekamwa said it is time for government to use the fuel reserves to provide stability for the country. He also says Parliament should debate the matter of the high rising fuel prices so that a solution can be got.

Eng Ronald Balimwezo (NUP, Nakawa Division East) says Ugandans are failing to meet their basic needs because of the high costs of things.

He says the dealings between Uganda National Oil Company and Stabex, an oil and gas marketing firm should be investigated since it could create a monopoly.

MP Ssegirinya’s mother storms Parliament, seeks to meet Speaker Oulanyah

Ms Justine Nakajumba, the mother to Kawempe North MP Muhammad Ssegirinya has stormed Parliament seeking to meet Speaker Jacob Oulanyah over her son who has been in detention since August.

“I want to see the speaker, he can find a way for me to meet my son,” she said as she walked towards the main entrance of Parliament.

The frail and ailing MP is admitted at Mulago Referral hospital after his health condition deteriorated. He had been detained at Kigo prison and later transferred to the Murchison Bay hospital in Luzira, the national referral hospital for prisoners.

Ssegirinya and his co-accused Makindye West Legislator Allan Ssewanyana were last week committed to the International Division of High Court for trial.

They are accused of terrorism contrary to section 7 (1) and (2) (d) and (d) of the Anti-Terrorism Act 2002 in count one, aiding and abetting terrorism contrary to section 8 of the Anti-Terrorism Act 2002 in count two, murder contrary to sections 188 and 189 of the Penal code Act in Counts three, four, five and attempted murder contrary to section 204 (a) of the Penal code Act.

In September Masaka High Court Judge Nakintu Victoria released Ssegirinya and his counterpart Ssewanyana on Shs 20 million cash bail each and bonded each of their sureties with Shs 100 million non-cash.

The two were re-arrested moments after being released from Kigo government Prison. They were arraigned before Masaka Chief Magistrate Charles Yeitesi who slapped them with new charges of murder allegedly committed at Kissekka village in Lwengo district.

Prosecution avers that that Ssewanyana, Ssegirinya and others still at large 2nd August 2021 at Kisekka B Village, Kankamba Parish, Kisekka Sub-County in Lwengo district with malice aforethought killed Bwanika Joseph.

Ministry of Health, WHO, UNICEF and partners discuss advancing the nutrition agenda in Uganda

The World Health Organization (WHO), UNICEF and the country’s stakeholders on nutrition discussed advancing the nutrition agenda in Uganda in a one-day symposium, convened by the Ministry of Health, under the theme Strengthening Information System for Nutrition.

The symposium aimed to provide a platform for sharing experiences on the successes and challenges of processing and disseminating nutrition information. It focused on efforts by government and nutrition partners to strengthen the collection and management of nutrition data from the health system, both at community and facility levels, and to showcase innovations to support the digitalization of reports, analysis and use of nutrition information systems in Uganda and share experiences in linking nutrition information systems across various sectors.

Ms. Samalie Namukose, Assistant Commissioner for Nutrition at the Ugandan Ministry of Health said, “This year’s symposium comes at a time when the world stands reminded of the importance of collecting, analysing, and using data for decision making, as seen in the current COVID19 pandemic.” And Uganda, with the support of its partners and stakeholders, is working to ensure that nutrition data reflects the situation in the country and that actions are taken to close the identified gaps, she continued.

“Improved nutrition data management, dissemination, and use at national, regional, and district levels will ensure a huge push in the right direction to strengthen nutrition actions and monitor global nutrition targets,” said Dr Bodo Bongomin on behalf of WHO. He later recalled WHO continued support in this regard.

“Well-nourished children stand better chances of achieving robust physical, mental and cognitive development. They tend to have better immunity against illnesses, and are likely to be more productive throughout adulthood.” –Mr Paul Mbaka, Assistant Commissioner- Division of Health Information at the Ministry of Health.

Uganda committed to track and report on specific nutrition indicators identified by the World Health Assembly and the United Nations in the sustainable development goals. These include childhood wasting, Underweight in women of reproductive age, anaemia in women of reproductive age, low birth weight, childhood overweight, exclusive breastfeeding, overweight and obesity in women, adolescents, and children, iron supplementation, counselling on breastfeeding.

The symposium was held as part of the findings of the Uganda Nutrition Action Plan II, launched in September 2020. It aimed at one side, to increase access to and utilization of nutrition-specific services by children under 5 years, adolescent girls, pregnant and lactating women, and other vulnerable groups; on the other side to strengthen the enabling environment for scaling up nutrition-specific interventions.

The UNAPII reports that only 65.5% of infants under 6 months are exclusively breastfed, 10% of newborns are born with low birth weight, and 29% of children under five are stunted. These figures show the burden of malnutrition is still high among this group. Routine data from the ministry of health showed that the proportion of children under five found malnourished increased to 22.4% in July 2021 from 6.4% in June 2021 with the highest rise noticed in Karamoja, Kitgum, Ntoroko, Kampala, Kibale, and Mityana districts. Such increases call for further investigation to identify the underlying cause for the rise in cases to initiate an appropriate response.

Uganda’s adult population also faces a malnutrition burden. According to UDHS 2016, 28.5% of women of reproductive age have anaemia, and 4.7% of adult women have diabetes, compared to 4.4% of men. Meanwhile, 8.6% of women and 1.8% of men have obesity.

To address this gap, The Ministry of Health is implementing several nutrition interventions. One such intervention is improving the tracking of nutrition indicators. WHO and UNICEF through the Ministry of Health are implementing a 4 years project on strengthening national nutrition information systems. With financial support from the European Commission, the NIS project aims to increase the uptake of nutrition information to generate evidence that supports the development of policies and programmes and the implementation and monitoring of nutrition programmes.

This project is expected to revise national Nutrition Monitoring Frameworks by filling key nutrition data gaps; refined data collection system for existing HMIS; enhanced human resource capacity for the collection, analysis, interpretation, communication and quality control of nutrition data; improved It data management system; and improved dissemination of NIS information.

The symposium further discussed recommendations to advance the nutrition agenda in the country in other to ensure good health of Ugandans, especially children under five years and pregnant women.

“There is a need to improve management of acute malnutrition service delivery through routine coaching, mentorship, and supportive supervision on integrated management of acute malnutrition as well as mortality audits.”  Said Nabunya Phoebe, Nutrition consultant at WHO.

The provision of close supports by the MoH and Nutrition partners including WHO to districts during planning and implementation to increase ownership and governance oversight of the nutrition services offered within the health system.

Two suspects arrested for human smuggling and forced labour

The Directorate of Crime Intelligence in close coordination with the police in KMP North, has in custody, two suspects arrested on charges of human and labour trafficking of Ugandans, who are mobilised and illegally transported into the Eastern DRC, to work in the local mines of Moku, under very hostile conditions.

According to the Police spokesperson Fred Enanga, the Preliminary findings indicate that Vuma Rogers, a 28-year-old, operations Manager of China, Uganda-Congo (COC), has been mobilising vulnerable Ugandans, from different districts and bring them to the collection centre at STAR INN Guest House, located in Kinoni Zone “C”, Makerere 1 Parish, Kawempe Division, Kampala District.

The victims would spend a few days and are thereafter, smuggled out of the country through Kasese and Kanungu districts. Also arrested is Simon Ochogi, the supervisor at Star Inn, Guest House; where 7 female victims were recovered.

The victims include; Kugonza Mildred, a 37-year-old, female adult from Buliisa district, Nakayemba Resty a 23-year-old, female adult from Kabimbiri village, Kayunga; Nabire Annet, a 28-year-old, salon attendant of Makindye; Ndiwakogi Sylivia, a 29-year-old, businesswoman of Namugongo, Akitai Loyce, a 29-year-old from Buloba, Kyomugisha Beatrine, a 31-year-old, female adult of Mpaija village in Hoima and Nakawukyi Aisha, a 21-year-old, female adult of Nansana.

“While in Moku, Eastern DRC, the workers are taken to dig for Gold, in the local mines using rudimentary tools, a physically demanding activity, with little pay and under very degrading conditions, all in exchange for millions, by their traffickers.  The CUC Company has been paying for their passports and transportation out of the country,” Enanga said.

“We are now tracing for Mr. Lin, a Chinese owner, of CUC which allegedly has a branch in Moku, Eastern DRC.  And also investigating their lawyer Naturinda Eriab, who has been processing passports for them, using his law firm, of Phelp Associates Advocates, located at Park Royal buildings.”

FUFA to cater for Isma Mugulusi’s knee operation bills

The Federation of Uganda Football Association (FUFA) has confirmed that they will foot the travel costs and medical bills of Isma Mugulusi who is set to undergo an operation on his knee in Europe.

Mugulusi has a torn lateral meniscus anterior horn that requires an urgent operation in about two weeks. A fundraiser for the player was underway.

The latest development from FUFA means that the initial fundraising plans are no more. The 18-year-old midfielder will now travel to Greece to have his operation.

The attacking midfielder is yet to feature for his new club Sports Club Villa since joining from Busoga United this season.

Mugulusi has featured for both Uganda U17 (Cubs) and U20 (Hippos) teams and was instrumental in the squad that reached the final of the AFCON U20 this year.
