Rukh-Shana Namuyimba resigns her role as DFCU Communications Manager

Rukh-Shana Namuyimba has resigned her role as DFCU  Manager Communications and Events, a position she has held for the last four and a half years. Ms Namuyimba will be leaving the Bank at the end of July 2021.

As the Manager Communication & Events, Rukh-Shana has been responsible for the planning and execution of the Bank’s communication strategy. In her capacity, she has supported several initiatives including Brand campaigns, Corporate Social Responsibility, Digital and Marketing Communications, as well as Internal Staff Communications.

Rukh-Shana joined dfcu in January 2017 at a time when the Bank was experiencing one of its most critical milestones – an Acquisition that saw the Company grow in size and balance sheet.

Assessing President Museveni’s response towards Covid-19 Pandemic

Like the rest of the world, Uganda has been, since last year, wrestling with fundamental and painful questions about managing the COVID-19 pandemic; yet the Yoweri Museveni administration has heroically stewarded us through the balancing act of taking the country through a general election earlier this year and simultaneously confronting the globe’s most virulent virus in recent times. During the latest campaigns, our intrusive westerly lecturers and in tow, their recessing and recalcitrant opposition legatees, ignorantly accused this administration of using the pandemic to choreograph the general elections to its advantage yet that very precinct was simultaneously locking down despite their respective electioneering seasons!

They exasperatingly denigrated the administration’s limiting the size of political rallies to two hundred people yet in their home turf huge rallies ironically became super spreaders of the pandemic!

That notwithstanding, the administration journeyed on and imposed measures that undoubtedly slowed both the infection and death rates. Whereas those rates burgeoned alarmingly in several other countries, the administration attracted international accolades for limiting the gravity of this pervasive global enigma.

Currently, and despite the slow pace at which the pharmaceutical world is dispensing vaccines to the south, Uganda has vaccinated 1,087,152 of its citizens. That vaccination program wasn’t without resistance though from people with a cognitive deficit and exhibiting signs of being voodoo-ridden; they ineptly labelled the endeavour as a means by the administration to intoxicate citizens!

The administration also launched a fundraising drive to augment government efforts in combating the pandemic and mitigate its after effects. But even before the funds left the government coffers, Uganda’s venerated opposition suggested that they had been pilfered. President Yoweri Museveni was at the forefront in ensuring that not a single penny is stolen; he simultaneously deployed against that possibility and the progress registered is a sequel of those very efforts despite some accountability issues raised by the auditor general.

Additionally, the President has personally addressed numerous press conferences to offer leadership and engender confidence in the fight against the pandemic. Those conferences couched in simple language away from the usual and convoluted medical jargon, continue to inform citizens about how to better protect themselves against the pandemic. Like he did, before, while leading the fight against HIV Aids and Ebola, this President has provided the requisite superintendence in limiting not only the astronomical progression of the pandemic but also its debilitating effects to both the people and the country’s economy. Although the pandemic has led to an economic reset globally, Uganda’s leadership has largely insulated us from uglier extremities that have shredded entire national economies elsewhere.

The Yoweri Museveni administration, drawing from earlier experiences, demonstrated its preparedness to respond to the pandemic before the country recorded its first COVID-19 case. The initial measures included restricting travel to and from high risk countries, dispersing concentration points of people like schools, colleges, places of worship as well as political and social gatherings. Those measures were reinforced with mandatory institutional quarantine of all incoming travellers as well as the observance of basic SOPs like washing hands, social distancing, wearing of masks and imposing a curfew.

The President established the national task force headed at the highest level by the prime minister to compellingly and irresistibly over-see the implementation of strategies and polices aimed at inhibiting the pandemic; that was punctuated by an effective national response plan of action that manifested in terms of risk communication, testing and contact tracing at district and community levels. It entailed screening all incoming travellers at ports of entry, training and preparing health workers as well as repurposing hospitals and other facilities like Namboole Stadium in order to better manage COVID-19 cases.

Available data shows that risk communication has been transparent, consistent and inclusive; it has taken into account the use of main stream electronic, print and social media for public health messaging. As indicated before, the president made good use of press briefings to manage public perceptions by delivering situation reports that tellingly mobilized the citizens against the pandemic. Supplemental statistical revelations, lately, indicate that Uganda has the eighth highest number of people tested of COVID-19 in Africa.

In combination, the district task forces, village health teams, local councils and community-based disease surveillance teams have increased awareness through local language/dialect messaging and embodied the unfeigned game changer in Uganda’s COVID-19 response.

As a result of Uganda’s robust COVID-19 response, the country has been billed as a role model for pandemic containment in Africa by among others the American Public Health Association.

Open letter to the Minister of `Internal Security and protest against forceful installation of car tracking number plates on private cars

I write in reference to the above subject following the decision of the government to forcefully deploy new vehicle number plates with GPS tracking system embedded.

I call this forceful for the following reasons:

  1. The decision breaches my right to privacy as guaranteed by Article 27 of the 1995 constitution which article I reproduce here.

1.     No person shall be subjected to

a.      unlawful search of the person, home or other property of that person; or

b.     unlawful entry by others of the premises of that person.

home, correspondence, communication or other property.

 

  1. Secondly the directive imposes a cost to me that is both uncalled for and unnecessary

As one of the people who toiled to debate and promulgate the 1995 constitution, of which you were an honourable delegate, I am privy to the arguments and counter arguments that led to the passing of the articles of the constitution that is our supreme law of the land.

Our constitution was framed to address the ills we went through. This dream is well summarised in Preamble and the National Objectives and Directives of State Policy

Unfortunately for the people of Uganda there has been, and continues to emerge actions by the state that are directly in conflict with the constitution and the consequences of ignoring these deliberate actions in to move from constitutional to rule by decree.

I am also empowered by Article 3 of the constitution of Uganda to defend the supreme law of the land and to fight for my rights

Targeting the wrong source of terrorism

While the state argues that vehicles deliver those who commit crime, which type of car has killed or robbed a person? The real killer is the gun.

It is common knowledge that the state owns more guns than all private persons put together. It is also common knowledge that guns owned by the state have been regularly hired out by undisciplined security personnel to criminals or stolen to use in robbery and murder.

So why does the state leave the killer weapon free to move ad instead concentrate on the means of transporting it?

The logic should be to install tracking chips in guns as it will be much easier to monitor the actual killer or enabler of robberies

Exposing me to high risk

Apart for intruding my privacy, the installation of a tracking  device on my car will expose me to being tracked by criminals who have contacts in the police or police operatives with criminal minds. I do not need to belabour the fact that many criminals have contacts in the police whom they use for protection when they commit crime. It will therefore turn out much easier to track and rob or kill Ugandans whose movement will hence forth be recorded by police 24/7/52

I therefore implore you to inform government to reverse this illegal directive.

Failure to do so I will take matter to the constitutional court as I do not see any legality in its implementation

Retire into tweeting, you don’t know anything about football – Magogo to Kabushenga

Following the reappointment of Micho as the Uganda Cranes head coach, there has been a social media fight on twitter between Former Vision Group CEO Robert Kabushenga and FUFA President Eng Moses Magogo.
The two have been hitting back and forth to each other with the first being Kabushenga tweeting; “Micho, I hope this time you have been paid in advance. Unless of course you are returning as a volunteer. If they pickpocket you again don’t come here to make noise for us.”
Micho resigned in 2017 after his first stint as the Cranes head coach saying FUFA had not paid his monthly salaries for a number of months.
Magogo did not hold back replying Kabushenga; “With you as the country head boy, we will make sure that in this new contract we pay him through your bank account.”
“It looks like tweeting is your retirement hobby. Dot com era Jajja does not tell stories around fire places but tweets. Just provide us your bank details to be receiving the man’s salaries,” Magogo added in his response tweet.
“Moses Magogo stupidity is not a badge of honor. It is not a good idea to wear it in full public view. But then again you are far too tone deaf to understand it,” Kabushenga hit back.
Magogo then responded; “Kabushenga the nearest you came to football you ran away leaving debts in hotels?
“Football administration and selling newspapers require different skills.”

“Moses Magogo in normal times you should be in jail & weightlifter Julius Sekitoleko should be an MP. But then God has played a cruel joke on us as a country & it is the other way round. But it takes a special kind of idiocy to make a mockery of it. I give up!!!” Kabushenga said.

Micho named Uganda Cranes head coach

FUFA has re-appointed Mulitin ‘Micho’ Sredejovic as the new Head coach of the Uganda Cranes.
“Federation of Uganda Football Associations (FUFA) hereby announces that Mr. Milutin ‘Micho’ Sredojevic has been appointed Head coach of the Uganda Cranes on a three year renewable contract effective 1st August 2021,” FUFA said in a statement.
The Serbian returns in his second stint as Cranes coach after ending his stint mutually with Zambia national team.
Micho was first appointed Cranes head coach in 2013 replacing Bobby Williamson. He left the job in 2017 over salary arrears.
Since 2017, he has managed Orlando Pirates in South Africa, Zamalek in Egypt, and Zambia’s Chipolopolo; and now he’s back at Cranes.

#Covid-19: Museveni to address nation on Saturday as health experts push for extension of lockdown

State House has communicated that President Yoweri Museveni will address the nation on Saturday night about status of the #Covid-19 lockdown and other issues.

Ms Linda Nabusayi, Press Secretary to the president announced  “Yoweri Museveni will address the Nation this Saturday July 31, 2021 at 8pm on #Covid-19 and any other related issues. The address will be live on all Television and Radio stations Tune in”.

The address will be at the end of the 42 days of lockdown that Museveni announced in regards to curbing the spread of #Covid-19.

The 42 days saw no internal inter-district movements of people, closure of places of worship, educational institutions, markets among a host of others.

However, sources say there could be an extension of the lockdown by another 21 days as the country waits to ship in vaccines to vaccinate the population. But other sources say, there is fear that outright opening up of all sectors at ago could undermine the little gains registered under the lockdown and therefore, there is need to open only critical sectors.

“The problem is that if we hurry to open, we could undo what we have achieved and therefore, we think it should be a planned one in phases. We are also anticipating for another wave and so, the option available is extension of the lockdown as we monitor the situation” said a committee member of the Health Advisory Committee who asked to remain anonymous.

Already  Minister in charge of Science, Technology and Innovation in the Office of the President, Dr Monica Musenero has said that the lockdown could be extended because the country hasn’t vaccinated half of the population as it was anticipated.

Museveni’s 97-year-old aunt Jiresi Keminagano dead

President Yoweri Museveni has lost his paternal aunt, Kaaka Jiresi Keminagano at the age of 97.

The president said in a tweet this Sunday that his aunt Keminagano died at 8:00 pm last night at Nakasero from conditions related to old age and long-time immobility in a wheelchair.

Museveni further said that very few of the concerned persons will be allowed to carry out the burial ceremony at Rwakitura, on Monday July 26 given the current restrictions due to #Covid-19 pandemic.

“The relatives, acquaintances, and friends, are requested not to try and congregate at the burial because it is dangerous and has no value addition.”

He said a video recording of the burial will be done and shared with all the concerned.

The president thanked God for the life well lived by his aunt.

“We praise the Lord Almighty for her long life. May her soul rest in eternal peace. This is to inform all relatives, friends, acquaintances, and the NRM fraternity.”

You have no powers over Departed Asians property-Solicitor General warns Bizibu and Kasaija

The Solicitor General has warned Departed Asians Property  Custodian Board Executive Secretary George Bizibu and Finance Minister Matia Kasaija not to interfere in matters regarding Asian properties.

The Solicitor General says the matter regarding those properties was put to rest by his office and the former Finance Minister. He says the two have continuously discarded the earlier positions.

“reference is made to your letter no CB2672 dated  26 February 2021 addressed to the LC1 Chairperson, Martin Road (copy attached) on the captioned subject which was brought to the attention of the Hon. Attorney General on 16, April 2021 in his capacity as principal legal advisor of the government by M/s Sharma Import and Export (U) Limited, the registered owners of the property captioned. The letter requires the occupants/registered owners of the property to vacate it to enable the Minister for Finance to deal in the property”

He adds “The Hon. Attorney General has advised as follows: That he has previously advised on such matters  vide his letter to the Hon Minister of Finance , Planning and Economic Development ref.ADM31/197/01 dated 15 August. That as per the said letter of August 2019, the minister responsible for Finance (or Departed Asians Property Custodian Board) “(“The Board”) has no powers to cancel a certificate of repossession previously issued by him or her (See Mohan Kiwanuka vs Asha Chand SCCA No14 of 2002). That powers is reserved for the High Court of Uganda under section 15 of the Expropriated Properties Act Cap.87. It is also the position of the law that a certificate (of title) is conclusive proof of title to land, unless it has been proved that the title was procured through fraud”.

The Attorney General in his letter indicated that from the available record, the property in caption had been repossessed by its pre 1972 owners  on the authority of a certificate issued by the minister.

“That the purported claim of ownership or authority over the property by the board, as has been the case with respect to other long possessed properties in the recent past, is downright illegal, and is unnecessarily exposing his office and the government at large to costly litigation. That this office therefore, will disassociate itself from illegal action being contrived by the board in this particular matter and urges the board to desist from further interfering with registered owner’s  constitutionally protected right to the property in question” reads the Solicitor General’s letter of June 15, 2021.

DAPCB had on February 26, 2021 wrote to  the LC1 Chairperson Martin Road indicating that the board was verifying the said property in his area and the purpose of writing to his was to provide vacant possession of the property.

“DAPCB is in the process of verifying  and winding up all its activities on Expropriated Properties of which this property is among the properties to be verified. Further the occupants are illegally occupying this property without any colour of authority to which they are required to pay rent arrears since 1972 to date. Therefore, they should provide vacant possession to enable the Minister of Finance  deal in the property. The purpose of this letter is to request the occupants to provide vacant possession of Plot 14c Martin Road Kampala not later than 60 days from receipt of this letter” reads  a letter from Hirome Sabbehe Mayanja, Chairman of Divestiture committee of DAPCB

Emirates launches new passenger service

 

Fly Emirates has celebrated the inaugural flight of its four times a week service in Miami. Emirates flight EK213 was welcomed by Miami International Airport with a water cannon salute, and drew in an audience of passengers, aviation fans and guests.

For the first flight, the airline operated its popular Boeing 777 Gamechanger, and on the ground, showcased the interiors of the aircraft to guests, featuring its highly popular First-Class private suites. With floor to ceiling sliding doors and sleek design features inspired by the Mercedes-Benz S-Class, Emirates’ First-Class suites on the Gamechanger offer up to 40 square feet of personal space each, and ultra-modern design features.

The airline will subsequently operate its three-class Boeing 777-300ER on the route, featuring eight private suites in First Class, 42 lie flat seats in Business Class and 304 spacious seats in Economy Class for the four times a week service.

Along with Orlando, the new service to Miami provides an additional access point to and from Florida and expands Emirates’ US network to 12 destinations on over 70 weekly flights, providing more choice and convenient connections from the Emirates network to Southern Florida. It also links travellers from Miami, as well as Southern Florida, South America and the Caribbean to over 50 points across the Middle East, West Asia, Africa, Far East and the Indian Ocean Islands via Dubai.

To celebrate the new service, Emirates extended its signature onboard service to include specially crafted mocktails and cocktails on the airline’s food and beverage menu, and customers across all cabins enjoyed a zesty key lime pie dessert to round off their meal. To transform the inflight experience on the way to Miami, mood lighting was set to the signature red, white and blue US colours upon boarding and arrival. Customers in all classes enjoyed the 4,500 channels selection of on-demand entertainment on ice, including a Miami inspired musical playlist, as well as Wi-Fi and Live TV.

The new service will also add to the existing trade connections provided by Emirates SkyCargo, the freight division of Emirates, which has been operating passenger freighter services to Miami since October 2020. Emirates has been offering cargo capacity into and out of Miami facilitating exports of perishables, electronics and other components as well as e-commerce goods. Emirates SkyCargo has also in the past operated several charter flights on its Boeing 777 full freighter aircraft to transport champion horses from Miami to equestrian events around the world. Since 2019, Emirates SkyCargo has moved more than 7,700 tonnes of cargo in and out of Miami.

With the addition of Miami, Emirates now serves 12 gateways in the US including Boston, Chicago, New York (JFK and Newark), Houston, Dallas, Los Angeles, San Francisco, Seattle, Washington DC and Orlando.

Flights to/from Miami will operate four times weekly on Emirates’ three-class Boeing 777-300ER. Emirates flight EK213 departs Dubai (DXB) at 03:10hrs, arriving in Miami (MIA) at 11:00hrs while the return flight EK214 departs Miami at 21:10 hrs, arriving in Dubai at 19:25 hrs the next day.

Danish gov’t extends Shs5b grant towards #Covid-19 response in Uganda

Denmark through World Health Organization  has extended Shs5 billion grant towards the implementation of the #Covid-19 Resurgence Response Plan in Uganda.
The one-year grant will support coordination of the #Covid-19 response through: strengthening national and district coordination of the #Covid-19 response, strengthening #Covid-19 detection, reporting and response in the community schools, and closed settings. In addition, the project will also support the strengthening management of severe and critical #Covid-19 cases.
The grant will be managed by WHO but implemented in partnership with the Ministry of Health and district health #Covid-19 response teams.
The agreement signing was witnessed by the Minister of State in Charge of General Duties, Hanifa Kawooya who appreciated the Government of Denmark and WHO for the support to Uganda in the #Covid-19 outbreak.
“The grant from the Danish Government is going to be a great contributor to our efforts towards managing the outbreak and vaccinating our citizens”, she said. Hanifa also implored development partners to support Uganda to acquire vaccines to safeguard the lives of Ugandans.
The Head of Cooperation at the Danish Embassy in Kampala, Mr. Henrik Jespersen acknowledged the good partnership WHO has, not only with the donor partners but most significantly with the Ministry of Health and district health offices. While signing the grant, he thanked WHO and the Ministry of Health who are the lead institutions in the #Covid-19 response.
“We are optimistic that this additional financial support will contribute towards improved national and district coordination of #Covid-19 responses and the lifesaving facilities will minimize avoidable #Covid-19 infections and deaths”, said Henrik Jespersen.
While speaking at the signing ceremony, the WHO Representative in Uganda, Dr. Yonas Tegegn Woldemariam expressed appreciation to the Government of Denmark for the financial contribution towards #Covid-19 management and prevention in Uganda. He noted, “the support from the Danish Government is a much needed, due to the surge in #Covid-19 cases in the country.”
He added “Partners like the Danish Government have been instrumental in disease outbreak responses, and we, yet again, recognize their immense support in the #Covid-19 response. Coordination is a core part of any outbreak response and WHO, working with the Ministry will use this support to boost the already existing structures”, he added.
The grant is in addition to roughly Shs9.3 billion, which was granted in April 2020 for the Emergency Response to #Covid-19 outbreak in Uganda.
The resurgence plan was developed by the Ministry of Health in line with global guidance and the WHO’s April 2020 #Covid-19 Strategy Update and intends to provide a framework for a robust response to an acute and gradual but sustained rise in the number of cases, mitigate the risk associated with #Covid-19 resurgence and to strengthen sustainable structures for emergency response in the country.
