Premier Recruitment brings Western Uganda to a standstill, leaders hail Sudhir for employing Ugandans abroad

Premier Recruitment Limited, which is part of the Ruparelia Group of companies launched a sensitization campaign about labor externalization last week which was hugely received and embraced by the people in western Uganda.

The tour which kicked off last Thursday with a staff induction session at Mbarara regional office along kakoba round about and ran throughout the entire weekend attracted huge numbers from both the leadership and members of the public in the areas of Bushenyi, Sheema, Kazo and Kashongi-Kiruhura districts where the sensitization workshops took place.

While speaking at the sensitization workshop that took place at Tuuza Motel last Friday, Bushenyi LCV Chairman Jaffar Basajja Balaba thanked the management of Premier recruitment Ltd for introducing grass root sensitization workshops aimed at promoting transparency in the Labour externalization sector and encouraged the natives of Bushenyi to embrace Premier recruitment in the area and register for Jobs since he was 100% sure  that after a long wait ,they had got a reliable company to deal with concerning recruitment for jobs abroad being that it’s a subsidiary of Rupaleria group of companies.

‘’I know Sudhir Ruparelia has many businesses and many business dealings with government so we have trust in him that his company cannot be like the ones you have always complained about that got issues to do with trust”, He said before advising the team from Premier recruitment to always take records of people from Bushenyi deployed in the Arab countries and share them with district authorities under district Labour office so that they can track them for monitoring and ensure they are investing the money they earn from overseas employment opportunities.

The Bushenyi District Labour officer Loyce Namara sensitized bushenyi people about their Labour rights especially about employment leave, insurance and compensation in the case where an employee may get sick or loose life caused by work.

She thanked the management of Premier Recruitment Ltd for being open and transparent to the extent of sensitizing the public about the procedures, processes and costs involved when someone is seeking for employment abroad. Adding to this, many companies don’t reveal much of this information because some of them use such loopholes to defraud unsuspecting ignorant candidates and they end up losing lots of their money.

The workshop whose organizers highly observed COVID19 SOPS started at 9:00am to 2:00pm before the team rushed for another evening session in Sheema district to meet Prof.Elijah Mushemeza’s voters was attended by over 200 people and graced by all district leadership who included Deputy Resident district commissioner ,District internal Security Officer ,District Police Commander and many more.

The Friday field activations were followed by more in Kazo district on Saturday and another in Kashongi-Kiruhura district which were run under Hon. Jenniffer Muheesi and Hon. Tayebwa Herbert Youth employment programs which were launched in these constituencies respectively in Partnership with Premier Recruitment Ltd through which the named Members of Parliament aim at empowering their Voters by sponsoring some of the requirements a qualified candidate would need while seeking for employment abroad.

Premier Recruitment Ltd registered over 106 candidates both domestic and non-domestic under Hon. Jenniffer Muheesi the woman Member of Parliament for Kazo district and an attendance of over 400 last Sunday at Byanamira play ground in Kashongi organized under area Member of Parliament Hon. Tayebwa Herbert.

The Premier recruitment team was headed by Marketing and Public Relations manager Amon Baita who sensitized the area locals about processes, procedures, costings, requirements and benefits of seeking employment abroad especially in the gulf countries.

He has since revealed that this is just the beginning of a big plan to carry out country wide sensitization workshops as one way of ensuring that the public is made aware about recruitment processes and requirements so as to build transparency in the Labour externalization industry.

Uganda could host 2022 World Cup qualifiers abroad

The Sports Minister, Hamson Obua has warned that Uganda Cranes risks hosting its 2022 FIFA World Cup Qualifiers in neighbouring countries.

While appearing before the Parliamentary sports committee, Obua stressed that Uganda’s options lie on either lifting the ban off Namboole stadium or approving of the St. Mary’s Stadium in Kitende by FIFA.

“If the inspection for the world cup qualifiers does not approve it, I want to put the country on notice that the country will have no option but to host the world cup qualifying matches in one of the countries outside Uganda,” Obua said.

The only current option for Uganda is St Mary’s Stadium in Kitende which although passed the CAF standards for the Africa cup qualifying games, didn’t get approval by FIFA for the World Cup games.

Obua says that they need about 96 billion shillings to renovate Namboole stadium.

FIFA in March 2020 barred Namboole from hosting the Qatar 2022 World Cup qualifiers after inspection of the facility. They cited that the toilet facilities, the playing ground, the pavilion and the dressing rooms all were substandard.

Uganda is in group E for 2022 alongside neighbours Kenya and Rwanda, and West African giant Mali. This means Uganda could host its games in Tanzania if Namboole isn’t renovated by the time the games kick off.

European Super League facing collapse as clubs withdraw

Plans for the European Super League are gradually collapsing as the project’s six Premier League clubs, half of the Super League’s founding members walked away from the plan only two days after it was announced.

Manchester City, one of the six English teams that had signed up as founding members of the new Super League, was the first to confirm it was out, saying in a one-sentence statement that it had begun the process of withdrawing from the project.

Within hours, Chelsea, Manchester United, Arsenal, Tottenham Hotspur and Liverpool all signaled they, too, would decline to take part.

Soon after that, it was all over. Inter Milan was out as well, and just after midnight in Europe a top Super League official confirmed the entire project had been suspended.

The multibillion-dollar proposal that had prompted howls of outrage from nearly every corner of the sport since it was announced on Sunday, and the culmination of a frantic 48 hours of arguments, threats and intrigue at the highest levels of world soccer.

City’s about-face came soon after its celebrated Spanish coach, Pep Guardiola, had slammed the plans for a closed competition, saying, “It is not a sport if it doesn’t matter if you lose.” Chelsea spent the day preparing documents to make a similar reversal, according to a person familiar with the club’s discussions. It did so while its fans held a protest march on the streets outside the club’s stadium.

Tottenham Hotspur expressed regret for taking part. Manchester United acknowledged that its fans had helped to change the club’s mind. “We have listened carefully to the reaction of our fans, the UK government and other key stakeholders,” the team said. Arsenal’s announcement came with an apology.

Earlier, Manchester United had announced that its executive vice chairman, Ed Woodward, one of the main drivers behind the Super League plan, would leave the club at the end of the year.

The loss of the giant Premier League clubs was the death blow for the Super League, stripping it of the competitive legitimacy and relevance it had hoped would make it attractive to sponsors and broadcasters, and leaving the remaining clubs — Real Madrid, Barcelona and Atlético Madrid from Spain, and Italy’s Juventus and A.C. Milan — with little choice but to abandon the proposal.

Less than 24 hours earlier, Florentino Pérez, the Real Madrid president who had been named the Super League’s first chairman, had told a Spanish television interviewer that all of the clubs had signed binding contracts and could not leave. Within a day, half of them did.

Child killed in suspected ritual sacrifice

Territorial police in Kiboga is investigating a murder case of a child- katongole charles aged 3 years, son to Ronald Kasibante and Betty Tulina.

According to Asp Racheal Kawala, the Wamala Region PRO, preliminary investigations indicate that on 19/04/2021, the child left home to play with the neighbour’s children.

The mother then waited for the child to come back but in vain, prompting her to proceed to the neighbour’s house and was informed that an adult by the names of Kintu had gone with the child.

The mother lnformed the neighbors who accompanied her to Kintus place at Ndabiriza village but didn’t find the child. lnstead they found the said Kintu with blood stained clothes. The matter was immediately reported to the LC 1 chairman and kintu was apprehended.

Thereafter, a case of a missing child was reported to Police for inquiries. A team of detectives visited the area and a sniffer dog was introduced to suspected scene.

The sniffer dog led the dog handler with other detectives to the first scene where the clothes of the missing child were recovered soaked in blood. Also recovered at the same place was a body part suspected to be a lower lip chin.

The sniffer dog further led the detectives to another scene at Kanoga swamp where a mutilated body of the victim was recovered. Other body parts of the child had been cut off from the deceased’s body by the assailants and were visibly missing.

The body of the deceased was conveyed to Kiboga Hospital for postmortem. Samples were extracted from the suspect-Kintu and the blood stained recovered clothes and have been submitted to the Government Analytical Lab for analysis, as deeper investigations continue.

Kintu who is the prime suspect in this case will be taken for medical examination to establish his mental state.

Racheal Kawala said three other suspects are in police custody for questioning, related to this case with high indications that this might have been a ritual sacrifice.

DCJ flags off Court of Appeal Criminal Session in Masaka

The Deputy Chief Justice, Richard Buteera, presided over a Criminal Appeals session at the Masaka High Court.

The scientific session started with a briefing session of the appellants at Masaka Main Prison. Justice Buteera led the panel of three other Justices, advocates and other stakeholders in the criminal justice system.

The DCJ informed the appellants that the main purpose of the visit was to explain to them the shift from the traditional physical appearance of the appellants before their lordships. He explained that submissions by appellants or their advocates, responses by the State and submissions in rejoinder were all on record.

He added that the court appearances were mainly for the advocates to highlight the submissions earlier filed so that the Court could later write and deliver judgments.

He notified the stakeholders that the Court of Appeal has only 14 justices, who were few compared to the workload they handle. Adding that the Judiciary management was in consultation with the Executive and Parliament to ensure that there are regional courts of appeal to handle the ever-increasing appeals.

“Our cry is to have regional courts to handle these sessions. This will make it easier to handle these cases, and it will also reduce delays in the management of appeals.” The plan is to have a Court of Appeal in Masaka, Mubende, Gulu, Mbale, Mbarara, and Jinja to start before rolling it out to other regions.

The Deputy Chief Justice noted that the method of procedure by way of video conferencing was the best in the circumstances amidst the Covid-19 pandemic.

The head of panel, Justice Cheborion Barishaki, on behalf of Judges Stephen Musota and Muzamiru Kibeedi, reassured the appellants that they are committed to delivering judgments within 60 days upon closure of the session.

He added that 41 appeals would be heard and determined. Of these, 22 are Aggravated Defilement, 14 for Murder, four for Aggravated Robbery and one for Rape.

Justice Barishaki observed that as rape cases go down, the ones against Aggravated Defilement were going up, which was not pleasant. He pointed out that the Masaka session had delayed due to the COVID-19 pandemic and other constraints.

One of the appellants, Mbazira Joseph Bob, thanked the panel for the planned session but raised some concerns. These included the fact that court proceedings and judgments are not availed to appellants on time and that cause listing at times does not follow the first in, first out strategy.

The DCJ said the Judiciary, alongside its JLOS partners such as the Office of the Directorate of Public Prosecution and Prisons, was adopting a joint-cause listing process to ensure that the cases cause-listed follow the principle of first in and first out.

On her part, the Masaka Resident Judge, Victoria Nkwanga Katamba, welcomed the Session. She added that the workload at court is quite high, and through their prison visits, they have established that prison capacity is overwhelmed. She expressed gratitude for the session and undertook to use innovations such as sessions, Plea Bargaining and weeding out to reduce the congestion.

In his brief, the Officer in Charge of Masaka Main Prison, Deogratius Ogwabit, stated that although the prison capacity is 252 inmates, it was now accommodating 1,288 prisoners. Of this number, 1,209 are males while 79 are female. A total of 589 accused persons are committed to the High Court for trial. The prison also had 52 appellants, of whom 41 had been cause-listed for hearing in the ongoing session.

Mr Ogwabit expressed gratitude for such sessions, which would help with decongestion in prison.

Court experience

Eight matters were cause-listed for the first day of hearings which the DCJ participated in. The appellants followed the proceedings from a dedicated computer room at the prison via video conferencing.

Among the eight handled was Joseph Kikomeko, who was seeking court intervention to quash his conviction for Aggravated Defilement. Kikomeko was convicted by the High Court in 2016 and sentenced to 20 years in jail. However, Court heard that the appellant had been killed by an angry mob in his village where he was hiding after prison. After getting confirmation of those facts from the prison authorities, the matter abated.

In another matter, Walakira Lazaro, who is serving a life sentence for rape, asked the court to ensure that the time he spent on remand is deducted as the trial court had not considered when handing him the sentence.

Kadaga expresses concern over continued human rights violations by security agencies

The Speaker of Parliament, Rebecca Kadaga has said that the August House is concerned about the continued human rights violations by security agencies.

Responding to a petition presented to her by the newly elected Kampala Capital City Authority (KCCA) councillors, Kadaga said Parliament had tasked the government to release all those people it has arrested for supporting former presidential candidate, Robert Kyagulanyi.

The petition was among others, requesting Parliament to instruct the central government to release all political prisoners and to lift the night curfew.

The Speaker said as Parliament had already pronounced them on the matter disagreeing with the actions of the security agencies and government’s failure to be forthcoming on the matter.

“Immediately after elections, we were on record for asking the government to produce a list of the people it is illegally holding and produce them before court,” she added.

On curfew, Kadaga agreed that it was affecting the livelihoods of many people. “I do not understand why we still have a curfew; does the virus only spread at night? I strongly believe that the decision to lift the curfew is long overdue,” she added.

John Mary Ssebuufu, a councillor from Nakawa and a member of National Unity Platform party led the delegation of mainly NUP councillors.

Ssebuufu said as a party, they witnessed the most violent elections in their lifetime with over 400 people abducted adding that about 60 per cent of the people on Hon. Robert Kyagulanyi campaign trail may have been killed by security agencies.

“The government should release the people it is holding incommunicado because of supporting Hon. Kyagulanyi especially one of the councillors, James Mubiru who was imprisoned and arraigned in military court.”

Ssebuufu added that Parliament needs to push for lifting of the curfew because businesses that benefit have been adversely curtailed.

Absa Bank posts Shs41 billion profits amidst #Covid-19 pandemic

The Managing Director, Absa Bank Uganda Limited Mumba Kalifungwa has revealed that the bank posted Shs41 billion profits in 2020.

Despite the industry decline in lending, the Bank’s gross loan book grew to Shs 1.5 trillion maintaining a three-year compounded annual growth rate of 9.6%, mainly driven by its commitment to support their customers’ credit needs. With a capital ratio of 23.9%, the bank remained well capitalized way above the regulatory requirement of 12%.

Despite the outbreak of Covid-19 Pandemic costs remained well controlled with a 4.9% growth year-on-year, in line with core inflation for the year ended December 2020. This was on the back of better cost management and continued investment in technology platforms to increase efficiencies.

The bank witnessed an 8.1% growth in customer deposits amounting to Shs 2.4 trillion, maintaining a 12% compounded annual growth rate for the third year running.

“We remain committed to providing financing to the economy to facilitate trade, commerce and capital formulation for business growth. We have prioritized investment in innovation as we seek to leverage the strength of digital technology to create seamless experiences for our customers and consequently, realize our ambition to become a digitally led bank,” Mumba said.

Mumba commended the Ministry of Health on its efforts to combat Covid-19 pandemic. With increased access to the vaccine both locally and globally, the Bank anticipates a pick-up in key sectors including International Trade, Agriculture, and Construction and Manufacturing sectors.

“As we look at 2021, we remain cautiously optimistic as certain sectors of the economy recover from the contraction in 2020. Uncertainty still remains on when we shall see full recovery of the economy,” Kalifungwa said.

The Board Chair of Absa Bank Nadine Byarugaba said; “As a Bank and the country, they faced exceptionally unique challenges and I would like to commend the management team and staff for their stewardship throughout the year. The Board is very confident in your abilities.”

The Bank intends to invest in sectors crucial to socio-economic development and economic recovery by growing private sector credit. Among the digital innovations introduced included the contactless functionality on our vertical visa cards and point of sale machines which was a first in the market and the Novo FX app which allows for cross border payments in multiple currencies.

 “Some of the achievements witnessed over the year included digital innovations in line with the bank’s ambition to become a digitally led bank, resilient business growth and impactful community support as a response to the pandemic,” Shew said.

Chad President dies hours after winning sixth term

Chad President Idriss Deby, who won a 6th term on Monday, has died of injuries suffered on the frontline, an army spokesman said.

Chad’s newly re-elected President Idriss Deby has died of injuries suffered on the frontline while fighting rebels in the north of the Sahel country, an army spokesman said on Tuesday.

Deby, 68, “has just breathed his last defending the sovereign nation on the battlefield” over the weekend, army spokesman General Azem Bermandoa Agouna said in a statement read out on state television.

The news came a day after Deby, who came to power in a rebellion in 1990, won a sixth term, as per provisional election results released on Monday. Deby took 79.3 percent of the vote in the April 11 presidential election, the results showed.

Deby postponed his victory speech to supporters and instead went to visit Chadian soldiers on the frontlines, according to his campaign manager.

Uganda Wildlife Authority closes Ziwa Rhino Sanctuary

The Uganda Wildlife Authority-UWA has closed the Ziwa Rhino Sanctuary to the public with immediate effect until further notice.

According to the statement from the authority’s communications manager Bashir Hangi, the closure has been triggered by the persistent misunderstandings between Ziwa Rhino and Wildlife Ranches the owners of the land where the rhinos are being bred.

“The closure has been triggered by the persistent misunderstanding between Ziwa Rhino and Wildlife Ranches (ZRWR), the owners of the land where the rhinos are being bred, and Rhino Fund Uganda (RFU), an NGO that has been managing the rhinos at the sanctuary,” part of the statement reads.

“In line with UWA’s mandate of protecting wildlife resources in Uganda as per the Uganda Wildlife Act 2019, UWA has taken over full charge of the Rhinos at Ziwa Sanctuary in Naskasongola district in order to secure the rhinos at the sanctuary.”

“For this to be effectively done, UWA, has with immediate effect, closed ZIwa Rhino Sanctuary to the public and as such, no tourism activities will be undertaken until further notice.”

The authority realized that the conflicts could potentially compromise the safety of the rhinos and took this decision to temporarily close the sanctuary as government engages the concerned parties.

“UWA realized that the conflict could potentially compromise the safety of the rhinos and took this decision to avert the threat. Therefore, the closure is a temporary measure as government engages the two parties with a view of mooting a lasting solution to the conflict.”

“UWA is not party to the conflicts between Ziwa and Wildlfife Ranches and Rhino Fund Uganda and we reiterate our impartiality in the matter while stressing our mandate as an institution established to protect Uganda’s wildlife heritage.”

Standard Chartered, Inclusion Works Consortium offer 18 million to youth with disabilities

Standard Chartered Bank Uganda in partnership with the Inclusion Works Consortium rewarded finalists of the ‘Innovation Challenge for Youth with Disabilities’ with Shs 18 million (USD 5,000) to help them realise their entrepreneurial aspirations.

This ‘innovation challenge’ initiative is part of the Bank’s Diversity and Inclusion agenda initiated as a means to empower youth with disabilities as job creators through self-motivated innovations. The Inclusion Works consortium led by Sightsavers announced the five winners of the ‘innovation challenge for youth with disabilities and the five included; two deaf youth, two visually impaired youth and 1 with physical body limitation with each of them receiving Shs 3.6 million.

Standard Chartered Bank and Sightsavers launched the ‘innovation challenge’ in December 2020, attracting a total of 32 applicants. On 3rd December, the 11 shortlisted applicants pitched their ideas to a panel of judges who then selected the five applicants. These have since then been undergoing a mentorship programme where they received sufficient business skills from experienced business mentors and online resources.

Speaking to the participants, the Commissioner for Disability and Elderly Affairs, Ministry of Gender, Labor and Social Development, Mr. Emilly Ajjambo thanked Standard Chartered and the Inclusion Works Consortium for complimenting government efforts.

“It’s only through a combined effort that we can address the needs of persons with disabilities. Government alone remains constrained due to inadequate resources yet the number of persons with disabilities who need support is still high.” he said

the Head of Corporate Affairs, Brand and Marketing, at Standard Chartered Bank  Ms. Regina Mukiri said that the initiative is a move to recognize the hidden abilities of persons with disabilities, saying;

“Most often persons with disabilities face prejudice from society which rarely considers their potential. At Standard Chartered, we aspire to be a disability confident organization. We are committed to investing in youth with disabilities to help them prosper in addition to ensuring that we remain the best place to bank and work.” she said

Simon Brown, Global Technical Lead, Economic Empowerment, Sightsavers, while delivering his remarks, commented; “It’s clear that in the next economic recovery cycle from COVID-19, labor markets will even be more competitive than perhaps ever before; with many people competing for a relatively limited number of opportunities. That of course will change over the course of the cycle as resilient businesses fully recover and new business models emerge which generate employment. But an important moment to be investing in potential job creators as well as job seekers, and that’s exactly what Standard Chartered Bank is recognizing with this pilot of the Innovations Challenge. It’s been a terrific experience over the last few months, and it’s helped me see the potential this has to scale; of challenging youth with disabilities to generate entrepreneurial solutions that solve community needs, and then to launch those as a business. I very much look forward to seeing this model grow, because it is so consistent with the world’s ambition of building back better and more inclusively”.

The Sightsavers Uganda Country Director, Dr. Johnson Ngorok, appealed to the bank to scale up the intervention given the potential impact, adding;

“We enjoyed a decade of Standard Chartered’s seeing is Believing initiative where we collaborated helping many Ugandans to have their sight restored. We are now glad to once again collaborate with the bank in the ‘innovation challenge’ which builds onto the legacy of seeing is Believing. I believe this initiative will go a long way in improving the welfare of persons with disabilities as well as the realization of their human rights when they are economically empowered.”
