FDC endorses Ibrahim Ssemujju Nganda for Speaker of Parliament

The Forum for Democratic Change-FDC has endorsed Kira Municipality Member of Parliament Ibrahim Semujju Nganda for the position of Speaker in the 11th parliament.

Last month the party spokesperson, who also doubles as the Opposition Chief Whip officially declared his intention to contest saying he has been in parliament for two terms hence he is capable of leading the parliament while in his third term.

The FDC chairman Wasswa Birigwa made the announcement at their party offices in Najjanankumbi in Kampala, saying that the party National Executive Committee unanimously agreed to have Semujju stand for the position.

Birigwa also announced that Counsel Yusuf Nsibambi, the MP-elect for Mawokota South will contest in the Deputy Speaker race.

“I am happy to announce that a decision has been reached by the party through its top organs, the working committee, the Parliamentary caucus and the National Executive Council (NEC) to front the Hon. Ibrahim Ssemujju Nganda and Hon. Yussuf Nsibambi to contest for the positions of Speaker and deputy speaker of the 11th Parliament respectively,” Waswa Birigwa said while addressing the media at the party headquarters Najjanankumbi.

Birigwa said that as FDC, they will give their candidates all the necessary support throughout the race in the next Parliament.

Ssemujju will battle it out with the incumbent Rebecca Alitwala Kadaga, her deputy Jacob Oulanyah and Rakai district Woman MP Juliet Kinyamatama.

The race for the deputy speaker of parliament has attracted candidates like West Budama MP Oboth Oboth, Kampala Central MP Muhammad Nsereko and Ruhindi North MP Thomas Tayebwa.

The new Speaker and Deputy Speaker of Parliament will be elected in May by the Members of Parliament after their swearing-in.

UNBS warns clearing agents against unauthorized releases and corruption tendencies

The Uganda National Bureau of Standards (UNBS) has warned clearing agents and consolidators against unauthorised releases and corruption tendencies, which frustrate UNBS efforts of curbing substandard imports on the market.

The remarks were made by the UNBS Imports Inspection Manager, Mr. Martin Imalingat, during a sensitization meeting with clearing agents and consolidators held at the Entebbe International Airport.

“A good number of clearing agents and consolidators suspected to have been involved in unauthorised releases are in court and others have already been penalised,” Mr. Imalingat added.

He further noted that UNBS requires all goods imported into the country to conform to the requirements of the respective Uganda standards for consumer safety and protection as well as ensuring value for money.

During the engagement, the UNBS Principal Inspector, Mr. Samuel Tumwesigye, sensitized the stakeholders about the UNBS imports processes; Pre-Export Verification of Conformity (PVOC) and Destination Inspection (DI), to better service delivery.

The stakeholders were grateful for the engagement and asked for a solution to the delays in clearing goods entering the country.

Mr. Tumwesigye hinted on the Uganda Electronic Single Window (UESW) Single Transaction Process (STP) that is to be rolled out by UNBS to make clearing of imports as quick as possible.

The Uganda National Bureau of Standards is committed to developing, promoting and enforcing standards in protection of Health and Safety of the public and the Environment well as facilitating Fair trade and Competition.

2020 Annual Crime Report: Over 118 children were defiled by their parents

The released 2020 Annual Crime Report indicates that a total of 301 children were defiled by persons living with HIV and 120 children by their parents.

This report follows the 2019 crime report detailing the crime trend, patterns and ratios of crime taking into account the contemporary challenges and efforts by the Uganda Police Force to reduce crime.

According to the report, there was an 8.9 per cent decrease in the number of crimes reported to Police in 2020. The report shows that 215,224 cases were reported in 2019 compared to 195,931 in the year 2020.

The reduction in crime rate is alluded to the Covid-19 pandemic outbreak and the subsequent lockdown, Anti-Crime infrastructure such as the CCTV Cameras and Community co-operation and the continuous sensitization.

The report indicates that a total of 14,134 cases of Defilements were reported to Police compared to 13,613 cases reported in 2019, giving an increase of 3.8%. Of the cases of Defilement reported in 2020, 10,413 were defilement while 3,721 were Aggravated Defilement.

By the end of the year, 5,745 cases were taken to court, out of which 794 cases secured convictions, 22 cases were acquitted, 168 cases were dismissed and 4,761 cases were still pending in court.

“A total of 5,058 cases were still under investigations. 5,943 suspects of defilement were arrested and charged to Court, out of whom, 845 were convicted while 4,907 were still awaiting trial in the period under review.  A total of 14,230 victims were defiled in 2020, of whom, 14,080 were female juveniles, 140 were male juveniles and 10 female adults (Imbeciles),” reads in part of the report.

The regions that registered the lowest number of defilement cases in 2020 include CID Headquarters with 08 cases, Kidepo with 139 cases, Rwenzori East with 161 cases, and Kiira with 162 cases, Mt. Moroto with 188 cases and Greater Bushenyi with 258 cases.

In tandem, Katwe Division registered the highest number of defilement cases in 2020, followed by Kamuli District, Mbale and Buyende.

Speaking at police headquarters, the Inspector General of Police (Martin Okoth Ochola said the report will help them to understand and analyse the emerging crime trends both nationally and locally better.

“There was also a 4.7 per cent reduction in the number of traffic accidents reported in 2020 from 12,858 accidents reported in 2019 to 12,249 accidents reported in 2020. On the contrary, in terms of Fire and Rescue emergencies, there was a 1.6 per cent increase in incidents handled, from 999 incidents handled in 2019 to 1,015 handled in 2020,” IGP said.

The Director of Criminal Investigations Directorate (CID) Grace Akullo-Director said with well guided investigations, coordination and collaboration with sister security agencies; eight criminal syndicates were identified and dismantled.

“A total of 301 children were defiled by persons living with HIV and 120 children were defiled by their parents. This is absurd and completely deplorable,” AIGP Akullo said.

“Before these criminal syndicates were busted, they had; Shot and killed 10 persons, Shot and injured eight people, cut and injured one person, Robbed Shs28.3 million, one Rifle with five rounds, one pistol, 253 mobile phones,” she said.

Former Katikkiro Daniel Mulika has been making one allegation after another over Ssaabasajja Kabaka’s health. He has accused current Katikkiro Owek Charles Peter Mayiga for neglecting the Kabaka. He did this over the weekend while speaking on a Zoom meeting to Ugandans living in Canada.

If Mayiga can’t neglect Muliika, how can he neglect the Kabaka? When Mayiga assumed office, he set out to look after his predecessors starting with Muliika who was in a financial strain. He mobilized resources and bought him a Toyota Landcrusier V8 that Muliika drives around.

Last week, the Toyota Landcruiser V8 had a mechanical problem, it was sent to Toyota in Industrial Area for repairs. The Kingdom paid Shs5m so that its former Katikkiro can be able to go wherever he wants.

Muliika has a fuel card that is loaded with Shs2 million every month. That means he can go wherever he wants. His driver is paid for by the Kingdom.

Muliika’s medical bills together with those of his wife are met by the Kingdom. Every time he or his wife feel unwell even if it’s a mere cough, they simply go to Nakasero Hospital, Paragon, Kampala or Platinum hospitals. The Kingdom meets the bills. Sometimes they go to any of the top consultant doctors in Kampala. The bill is not their problem. It is Mayiga’s to find the money.

So, if Katikkiro Mayiga can look after Muliika, the most disastrous Katikkiro ever in Kabaka Mutebi’s reign, how can he fail to look after Ssaabasajja Kabaka?

Muliika, without efforts by Katikkiro Mayiga, he would be languishing in poverty. He wouldn’t even have the transport means to attend functions from where he attacks Mayiga. And after attacking Mayiga, he has the guts to call Mayiga’s team to pay for the bills.

Before Katikkiro Mayiga occupied the Katikkiro’s office, no former Katikkiro had any such package. That money that looks after Muliika is realized from the innovativeness of Katikkiro Mayiga and his team.

Jose Mourinho sacked by Tottenham Hotspur

Tottenam boss Jose Mourinho has been sacked by Daniel Levy just days before the Carabao Cup final against Manchester City. The Portuguese coach has been under pressure for a few months now with Tottenham facing a battle against the odds to finish inside the top four.

Following the 2-2 draw against Everton at the weekend, Tottenham sit seventh in the table and five points adrift of the Champions League places.

And news broke on Monday morning that Tottenham have now relieved Mourinho of his duties with the Carabao Cup final against City just days away.

Ryan Mason and Chris Powell will reportedly take up a joint-interim role on a temporary basis with the search for a permanent replacement already underway.

Mourinho was heavily backed last summer with seven new signings being brought in, including Gareth Bale on loan from Real Madrid.

“The Club can today announce that Jose Mourinho and his coaching staff Joao Sacramento, Nuno Santos, Carlos Lalin and Giovanni Cerra have been relieved of their duties,” Tottenham said in a statement.

Club chairman, Daniel Levy, said: “Jose and his coaching staff have been with us through some of our most challenging times as a Club. Jose is a true professional who showed enormous resilience during the pandemic. On a personal level I have enjoyed working with him and regret that things have not worked out as we both had envisaged. FUFA part ways with Cranes coach McKinstry

The Head Coach of the Uganda Men’s National team, Johnathan McKinstry, has today reached an agreement with FUFA to bring an end to his 18 months at the helm of the Uganda Cranes.

“FUFA would like to thank Coach McKinstry and his staff for the work and dedication to developing the Uganda Cranes during their tenure,” FUFA said in a statement.

Coach McKinstry departs Uganda having won 2 in every 3 games played, recording a 67% WIN rate from the 18 games he has overseen – including 12 wins, 3 draws and only 3 defeats.

In addition to this, Coach McKinstry guided Uganda to victory in the CECAFA Challenge Cup 2019 where Uganda won all of the games contested, for only the second time in their history.

“We would like to thank Coach McKinstry for the professionalism demonstrated during his employment with FUFA, and we wish him well in all his future endeavours,” the statement further read.

European Super League announced

European Super League annouced - England's big six to take part

Twelve of Europe’s leading football clubs have agreed to establish a Super League, despite widespread criticism of the plans.

A statement from the new competition said: “AC Milan, Arsenal, Atlético Madrid, Chelsea, Barcelona, Inter Milan, Juventus, Liverpool, Manchester City, Manchester United, Real Madrid and Tottenham Hotspur have all joined as founding clubs.

“It is anticipated that a further three clubs will join ahead of the inaugural season, which is intended to commence as soon as practicable.”

Florentino Pérez, president of Real Madrid and the first chairman of the Super League, said: “We will help football at every level and take it to its rightful place in the world.

“Football is the only global sport in the world with more than four billion fans and our responsibility as big clubs is to respond to their desires.”

The project is being launched to rival UEFA’s Champions League format which currently dominates European football – and the announcement came a day before UEFA was due to sign off on plans for an expanded and restructured tournament.

The new Super League has been criticised by politicians including Prime Minister Boris Johnson and Labour Party leader Sir Keir Starmer, as well as former players such as Gary Neville.

UEFA, the FA, and the Premier League are among others to have expressed opposition, saying in a joint statement that they “remain united in our efforts to stop this cynical project”, adding: “We thank those clubs in other countries, especially the French and German clubs, who have refused to sign up to this.

“This persistent self-interest of a few has been going on for too long. Enough is enough.”

The English FA said: “We would not provide permission to any competition that would be damaging to English football, and will take any legal and/or regulatory action necessary to protect the broader interests of the game.”

FIFA and six continental federations also threatened to ban any player that takes part in the proposed European Super League from international tournaments like the World Cup.

The Super League competition will see 20 participating clubs – 15 founding clubs and a further five teams able to qualify annually based on their achievements during the previous season.

Sexual offences to dominate Masaka appeals criminal session

The Court of Appeal is set to kick off a criminal appeals session in Masaka, starting today Monday, where 41 appeals are to be handled. Of these 41 cases, 22 are appeals against the conviction of aggravated defilement, 14 for murder, three are for aggravated robbery and one against rape.

In one of the appeals, the State is seeking to overturn the acquittal of four men on the charges of Murder while six appellants want the court to quash life sentences handed to them by the High Court.

Justices; Cheborion Barishaki, Stephen Musota and Muzamiru Kibeedi, will be hearing the matters during the session. Thereafter, the Justices will return to the headquarters and embark on a judgment writing process.

The Deputy Chief Justice, Richard Buteera, will officially open the session and lead the Justices to the Masaka Prison panel. The appellants have been transferred for sensitization on how the session will run.

The Registrar, Court of Appeal, Ms Susan Kanyange, said the scientific session would be conducted via video conferencing. “The video conferencing facility has been set up at Masaka court to provide a direct video link between the Court and the prisons where the appellants will be following proceedings from,” she said.

Video conferencing enables real-time video, audio and data communication and transmission.

Some of the matters cause-listed are 2010 and 2011 appeals. This, the Registrar explains, is one of the efforts by the Court to handle the backlog.

Adding that the Justices are committed to delivering justice to Ugandans.

Between January and March this year, the Court delivered 273 judgments. Later this month, two sessions, one Civil Appeals session and another handling Constitutional petition, will be held. Ms Kanyange said all these are part of a larger year-long work plan that has been adopted by the Court of Appeal to improve service delivery.

Gov’t data interaction center moved to State House, gets new boss

The Government Citizens Interaction Centre which was created to lead and enhance data-driven communication between the public and government institutions has been moved from the Ministry of ICT and National Guidance to the State House.

The outgoing Senior Presidential Press Secretary Mr Don Wanyama announced that the center will be under Ms Marcella Karekye, who has replaced Awel Uwihanganganye.

“Glad to announce that the Government Citizens Interaction Centre (GCIC) that was under the Ministry of ICT & National Guidance has now moved to State House Uganda, and will be headed by Ms Marcella Karekye, deputised by Mr Duncan Abigaba,” he said.

The unit is the government initiative established as a primary contact center to share information with the public on government programmes.

Ms Karekye takes over from Mr Uwihanganye who had been the pioneer head of the unit.

US imposes visa restrictions on top Uganda officials for ‘undermining’ democracy

U S Secretary of State, Antony J Blinken issued the statement.

The US States Department has announced that it is imposing visa restriction to individuals that undermined democracy in the just concluded elections.

The department didn’t specify on the individuals or institutions that they work for but previously, US legislators named top security individuals as having been involved.

“The Government of Uganda’s actions during the recent electoral process undermined democracy and respect for human rights. Today I am announcing visa restrictions on those believed to be responsible for, or complicit in, undermining the democratic process in Uganda, including during the country’s January 14 general elections and the campaign period that preceded it,” reads the statement.

The Government of Uganda’s actions during the recent electoral process undermined democracy and respect for human rights. Today I am announcing visa restrictions on those believed to be responsible for, or complicit in, undermining the democratic process in Uganda, including during the country’s January 14 general elections and the campaign period that preceded it.

The Government of Uganda’s actions represent a continued downward trajectory for the country’s democracy and respect for human rights as recognized and protected by Uganda’s constitution. Opposition candidates were routinely harassed, arrested, and held illegally without charge. Ugandan security forces were responsible for the deaths and injuries of dozens of innocent bystanders and opposition supporters, as well as violence against journalists that occurred before, during, and after the elections. Civil society organizations and activists working to support electoral institutions and transparent electoral processes have been targeted with harassment, intimidation, arrest, deportation, and spurious legal charges and denial of bank account access. The government limited accreditation for international and local election observers and civil society, but those who were able to observe the process noted widespread irregularities before, during, and after the election, which have undermined its credibility. This electoral process was neither free nor fair. Nevertheless, we continue to urge all parties to renounce violence and respect freedoms of expression, assembly, and movement.

The Government of Uganda must significantly improve its record and hold accountable those responsible for flawed election conduct, violence, and intimidation. The U.S. government will continue to evaluate additional actions against individuals complicit in undermining democracy and human rights in Uganda, as well as their immediate family members. The United States also emphasizes that we strongly support the Ugandan people, and we remain committed to working together to advance democracy and mutual prosperity for both our countries.
