Katikkiro: Kabaka is suffering from an allergic health condition

Katikkiro Charles Peter Mayiga has revealed that Kabaka Ronald Mutebi II is suffering from an allergic health condition caused by pollen, animal dander, dust mites and mold.

During celebrations to mark his 66th birthday, Kabaka’s subjects were outraged by his health condition in that he could easily breathe and on a sad note, he didn’t address them.

The Royal family however revealed that the Kabaka has been sick for some time and said that he is currently in a stable condition.

“Kabaka has been unwell for a while. However, he has responded well to the prescribed medication and his medical team is positive about his prognosis. The Royal Family would like to express their gratitude to the public for their good wishes as well as for their concern towards Kabaka,” Royal family said.

And today, Katikkiro has come out and revealed that Kabaka is out of danger and is on the right track to recover. “We have qualified doctors who are attending Kabaka and we hope that he will recover in the shortest time possible. Disregard all protracted and baseless media reports indicating the Kabaka was poisoned. Those are total lies” he said

“Kabaka is the most loved and respected and I don’t blame his subjects for being outraged about Kabaka’s health condition. We can’t speak about Kabaka’s health condition since we are not doctors and flying a patient out for further medication depends on doctors.” he said

Katikkiro refuted all claims that he was relieved of all his duties in the Kingdom for allegedly allowing the frail and ailing head of the kingdom to appear before his subjects as he marked his 66th birthday.

He confirmed that Kabaka was yesterday at capital shoppers along Ntinda-Nakawa Road noting that he wanted to do personal shopping.

Kabaka and Nabagereka Sylvia Nagginda have today been vaccinated against Covid-19.

St. Lawrence reclaim the National Beach Soccer League crown

St. Lawrence successfully defended the National Beach Soccer League after clinching the 2021 edition played at the FUFA Technical Centre, Njeru.

Right from onset St. Lawrence were dominant and managed to win 8 of the 9 games played to garner 27 points, five ahead of second placed Buganda Royal BSC.

The 2021 League witnessed six teams taking part and all games played at the newly commissioned Beach Soccer Facility at the FUFA Technical Centre.

This is the third time that St. Lawrence are winning the League following 2013 and 2019.

Kabaka, Nabagereka receive #Covid-19 jab

Kabaka Ronald Muwenda Mutebi and Sylvia Nagginda have been vaccinated against #Covid-19.

The ailing and frail Kabala joins a list of Ugandans officials who include President Yoweri Museveni, Katikkiro Charles Peter Mayiga, who have been vaccinated against #Covid-19 pandemic.

Currently there have been 137,866,311 confirmed cases of #Covid-19, including 2,965,707 deaths, reported to the World Health Organisation (WHO). A total of 734,121,870 vaccine doses have been administered. In tandem, there 41237 confirmed cases of #Covid-19 and 338 deaths registered in Uganda and over 100,000 doses administered.

During the celebrations to mark his 66th Birthday on Tuesday Kabaka urged eligible Ugandans to go for vaccination. Kabaka’s subjects were outraged about his health so that he could breathe.

The Royal family however revealed that the Kabaka has been sick for some time and said that he is currently in a stable condition.

“Kabaka has been unwell for a while. However, he has responded well to the prescribed medication and his medical team is positive about his prognosis. The Royal Family would like to express their gratitude to the public for their good wishes as well as for their concern towards Kabaka,” Royal family said.

Yesterday he was seen at capital shoppers along Ntinda-Nakawa road where he had gone to do shopping.

Health Minister on spot over roll out of mental health law

The Speaker of Parliament, Rebecca Kadaga, has directed the Minister for Health to explain the delay in rolling out the Mental Health Act, 2019 despite the assent of the President.

“This House took time to research and enact the law in 2019. The Minister is required to come on Tuesday, 20 April 2021 to explain to this House why there is no commencement date two years after the law was made,” said Kadaga.

The Speaker made the directive following concerns raised by the Leader of the Opposition in Parliament, Hon. Betty Aol Ocan, on the status of the law during the plenary sitting on Thursday, 15 April 2021.

According to the LoP, the Act was gazetted in September 2019 but without a commencement date, was not effective thus leaving the lives and rights of the intended beneficiaries at risk of having their freedoms abused.

She alluded to a news item published by NBS TV at the weekend pertaining to the hampering of rights of persons living with mental illness.

“The news story indicated that the leadership of Ntoroko district resolved to arrest all persons with mental disability roaming the streets as security measures taken to stop threats from ADF rebels. Such intended acts threaten human rights especially of people with mental illness,” said Ocan.

The LoP cited Section 1 of the Act that provided for the law to come into force on a date to be appointed by the Minister by statutory instrument, whereby different days could be appointed for the commencement of the different provisions.

“My prayer is that the Minister fixes or appoints the commencement date for the Mental Health Act, 2019 as soon as possible,” Ocan added.

The objective of the new law is to ensure the safety and protection of persons with mental illness, the protection of their rights and safety of the people who come into contact with them.

It also seeks to provide for mental health treatment at primary health centres, provide for referral for examination and for examination in mental health units as well as provide for mental health treatment for prisoners and other offenders; among others.

“I am in a stable condition and on course to full recovery” – Lord Mayor

Kampala Lord Mayor Erias Lukwago has revealed that he is steadily recovering after being admitted to Nairobi Hospital.

Lukwago was last week flown to Nairobi, Kenya for further treatment days after he collapsed during a requiem mass for the late Kampala Archbishop Cyprian Kizito Lwanga.

“I am currently in a stable condition and on course to full recovery, praise be to the Lord of the Universe. I will always be grateful to the committed team of physicians and health workers at The Nairobi Hospital led by Professor Godfrey Lule and to you all, dear friends, for your spirited concern and prayers,” Lukwago said adding that “looking forward to returning home in a couple of days.”

His deputy Doreen Nyanjura said the Lord Mayor was admitted at Nairobi hospital after being diagnosed with acute anaphylaxis which became persistent on treatment.

“Following a recurring dizziness, persistent abdominal discomfort and severe chest pain despite attending several medical facilities in Kampala including Lubaga Hospital, Platinum Hospital, Case Hospital, Norvic Hospital among others, the Lord Mayor was referred to Nairobi Hospital for further management,” Nyanjura said.

POATE moves to revive tourism industry amidst #Covid-19 pandemic

The Uganda Tourism Board (UTB) has revealed that the 2021 Pearl of Africa Tourism Expo (POATE) is set to revive the country’s tourism industry amidst Covid-19 pandemic.

Last month UTB launched the 6th Pearl of Africa Tourism Expo (POATE 2021). The first-ever virtual tourism expo is a tourism exposition which brings together domestic, regional and international tour operators, travel agents, destination agencies and various players in the tourism trade to network and facilitate tourism business.

Under the theme; ‘Restarting Tourism for Regional Economic Development, the expo will take place from 23rd to 25th of April 2021.

Speaking earlier today, UTB’s Marketing Manager, Claire Mugabi said the virtual platform has unique abilities such as; Directory Listings where exhibitors will be able to showcase their products and services in a variety of multimedia formats, including video, website links and e-brochures.

The One -On-one Meetings function within the platform will be exclusive to buyers, media and exhibitors only, and shall allow participants to connect with the highest level of travel trade industry professionals with direct purchasing power.

“POATE used to be a physical event but because of Covid-19 we decided to host it virtually. The previous Expo happened at Speke Resort Munyonyo. We normally invite 50 top tourism players from various markets and take them round various National Parks and tourism centers before we organize a meeting with local tourism players” she said.

“UTB registered a 138% growth in exhibitors, from 63 exhibitors in 2018 to 150 exhibitors in 2020, and leveraging the power of the internet, this time we expect to attract more than 400 host buyers. With the virtual event we shall host as many as one Million people unlike the previous Events” Claire said

She said hosted  buyers and exhibitors will emerge from the available markets within the East African Region (Kenya, Tanzania, Rwanda), rest of Africa (Egypt, Nigeria, South Africa) and the international markets (North America, UK and Ireland, Germany speaking countries, Japan, Gulf states and China and the new markets of France, Belgium and Netherlands).

Participants can create their attendee profile, adding products and regions they are interested to buy from. This will make it easy for exhibitors and other participants to quickly find and match contacts that suit their business needs.

“POATE focuses on telling good stories about Uganda to tackle negative publicity about the pearl of Africa. Following the introduction of Covid-19 Vaccine, many tourists will fly into the country as we observe safety measures to aimed at curbing the spread of the Virus,” she said

“POATE 2021 will enable distributors of tourism products to interact with suppliers and distributors in the value chain to establish relationships necessary for business sustainability. During POATE 2021, suppliers of tourism-related services and products will close and sign business deals through travel bookings on-spot. An estimated Shs 12.2 billion is expected in the subsequent financial years,” she said.

Construction works of Katosi water treatment plant at 95%

The Managing Director of National Water and Sewerage Corporation (NWSC) Dr. Eng. Silver Mugisha has revealed that Construction works of Katosi water treatment plant stands at 95%.

Works on the 240million litres per day water production plant are near completion with 5% of project works left. The new plant will serve over 7.5million people in Kampala, Wakiso and Mukono up to 2040.

Assessing the progress of works and ongoing system tests at the plant, NWSC MD Dr. Eng. Silver Mugisha said that water supply challenges in Kampala, Wakiso and Mukono districts will soon be history.

This follows 100% completion of the Katosi Water Treatment Plant civil works, commencement of system tests and final installations at the facility.

“We are happy with the progress made so far by the contractor and consultant. We experienced logistical challenges in the delivery of some plant components. However, the good news is, the remaining 1.5kms of the pipeline was delivered and a km has already been laid, with 500m to go.” Eng. Mugisha said

 Dr. Silver added that the critical path which included laying of a 1.4mm diameter water intake 500m into the lake has been completed.

“After testing the plant, we shall test the reservoirs at Nsumba, Ssonde and subsequently carry out pressure tests for the new 51kms Katosi-Kampala bulk transmission main. Upon completion of the system tests, we shall charge the new system and serve the population.”

He said the combined production from Ggaba and Katosi water works will address the water supply challenges in the Kampala Metropolitan service area; Mukono, Wakiso and Kampala.

Chief Justice engages MPs on Judiciary priorities

At least 15 Members of Parliament attended the engagement in a closed-door interface from the Legal and Parliamentary Affairs Committee visit to the Judiciary Headquarters on Thursday.

The Chief Justice, Alfonse Owiny – Dollo, said after the meeting that he discussed with the legislators Judiciary’s key priorities in line with the administration of justice and the desire to take justice closer to the people.

He also said he used the opportunity to rally the MPs to support the Judiciary’s enhanced budget to operationalise the Administration of the Judiciary Act 2020 fully.

The Parliamentary Committee Chairperson, Jacob Oboth Oboth, said his Committee is committed to supporting Judiciary’s bid for an enhanced budget, among other things.

At the end of the engagement, the Legislators made a tour of the Appellate buildings under construction at the Judiciary headquarters in Kampala.

The Deputy Chief Justice, Richard Buteera, Principal Judge, Dr Flavian Zeija, Permanent Secretary, Pius Bigirimana, and the Chief Registrar, Sarah Langa Siu, took part in the day-long engagement, together with selected members of the Judiciary Senior Management.

Museveni drops Sylvia Muwebwa Ntambi as Equal Opportunities Commission boss

President Yoweri Museveni has dropped controversial chairperson of the Equal Opportunities Commission Sylvia Ntambi.

The president has instead appointed  Ms Safia Jjuko Nalule, the outgoing  Member of parliament representing people with disability to replace her as the chairperson.

The president further appointed Joel  Cox Ojok as vice chairperson,  Ms Denise Tumusiime, Zaidi Ibrahim Edema and Sr. Mary Wasagali as members.

“In Exercise of the powers vested in the President by Article 32 (3) of the 1995 Constitution and section  5(1) and (2), I have appointed persons listed below as chairperson, vice chairperson and members of the Equal Opportunities Commission respectively” reads the president’s letter to the Speaker dated March 23, 2021 which Eagle Online has seen

last month, the Permanent Secretary in the Ministry of Gender, Labour and Social Development, Aggrey Kibenge ordered the chairperson of the Equal Opportunities Commission and other senior staff to handover office immediately as their contract had expired.

In a letter dated February 19, to the Under Secretary Finance and Administration, Equal Opportunities Commission, he directs that since their contract expired and are still waiting for president’s action on the tenure of the commission on whether to extend its mandate or appoint a new one, it was prudent that the affected individuals handover over office.

The EOC boss who renounced and abandoned the use of the name Sylvia Ntambi as it appears on her national identification card and in the lieu assumed the name Sylvia Nabatanzi Muwebwa. Previously EOC boss was using Sylvia Muwebwa Ntambi but now she  dropped Ntambi and replace it with Nabatanzi hence adoption of Sylvia Nabantazi Muwebwa

Their contracts expired in January 2021 and the President Yoweri Museveni has not communicated his decision on whether or not he will renew some of them.

PS Kibenge in his letter said the commissioners were supposed to hand over office on February 5 but this ceremony was postponed.

However, in a February 19 letter to the Under Secretary in the Ministry directed that officials, with the exception of Mr Joel Cox Ojuko should hand over handover immediately. Mr Ojuko had complained that his contract runs out in July 2021 and not January 2021 as the other officers. The PS said Mr Ojuko can meanwhile remain in office as they look into his matter.

Sylvia Muwebwa Ntambi and nine others were charged  for abuse of office following a complaints to President Yoweri Museveni calling for his intervention. According to a petition dated May 22, 2019, the whistleblower accused her of causing financial loss of over Shs 200 million through termination of workers contracts and forcing workers to resign and replace them with her relatives and friends.

Since she took over the chairperson-ship of the commission, the whistleblower said Mrs Ntambi has unfairly dismissed over 11 staff, terminated over 10 staff contracts, and four contracts have not been renewed. In 2017/ 2018, the Auditor General advised the commission to employ people on permanent contracts however the chairperson declined and this has since led to financial losses.  However, the Director of Public Prosecution recently dropped all the charges brought against her.

Oulanyah denied opportunity to speak at Kyankwanzi

The Deputy Speaker of Parliament Jacob Oulanyah was on Thursday afternoon denied opportunity to speak to the newly elected Members of Parliament at the NRM Kyankwanzi retreat.

Oulanyah’s presence was only announced by the Secretary General Kasule Lumumba and the Deputy Secretary General Richard Todwong.

Prime Minister Ruhakana Rugunda and President Museveni did not refer to Oulanya in their presentations. The opening ceremony ended without the deputy speaker being called in to even just greet the elected MPs.

Oulanya seems to be the only CEC member who attended the opening ceremony by the party chairman Museveni. Others like Mike Mukula, Godfrey Kiwanda, Rebecca Kadaga and others just sent their apologies.
