UCC digital literacy campaign resumes in Eastern Uganda

Uganda communications commission (UCC) has resumed a digital literacy campaign peddled at sensitizing informal business actors to embrace the digital economy.

The campaign targeting informal business actors in their workspaces was conducted in February this year. It had covered parts of Western and Northern Uganda just before the onset of COVID-19 lockdown at the end of March.

The outreach teams head out to Eastern and North-Eastern Uganda. The digital skills enhancement exercises will be carried out in open-air markets in the towns of Busia, Tororo, Mbale, Kumi, Kabong, Kotido, Moroto, Abim and Nakapiripirit.

Flagging off the teams at Ntinda in Kampala, the Director Rural Communications Development Fund (RCDF) Nyombi Thembo pointed out that the COVID-19 pandemic has made digital literacy more critical for the informal sector today than it was yesterday.

UCC through RCDF, Mr. Thembo said, is committed to its three-year goal of equipping over one million informal sector people with the digital literacy skills they need to boost their business and improve their daily lives.

UCC is mandated by Section 5(1) (S) of the Uganda Communications Act 2013 to promote universal access to communication services and to improve access to ICT services in Uganda.

In line with this mandate, RCDF has prioritised extending digital literacy skills to various informal sector groups in rural areas across the country.

According to the Uganda Bureau of Statistics (UBOS), the informal economy contributed 50% of Uganda’s GDP in 2014.

Up to 80 per cent of the labor force worked in this informal economy, and most of this population was essentially ‘underemployed’, with most of the workers not earning enough to escape poverty.

The informal economy in Uganda is characterised by jobs and business activities that are often not registered. These include market vendors, fishermen, subsistence farmers, mechanics and boda-boda cyclists, among others.

Musicians, media personalities join Bobi Wine’s NUP

Several Musicians, media personalities and councilors have joined Nation Unity Platform (NUP), a Political Party owned by Kyadondo East MP Robert Kyagulanyi aka Bobi Wine. The group joined earlier today at the party head office in Kamwokya, Kampala.

The group, according to Nubian Li, the Head of Entertainment in the Political Party, joined to add their voices against the newly introduced laws aimed at streamlining the industry. According to the proposed laws comedians, musicians will have to hand in their scripts to the regulatory body for clearance to record or shoot videos.

Sekabira probe: Security closes in on lawyer Andrew Kasirye

Security operatives are closing in on City lawyer Andrew Kasirye after it emerged that he attempted to frustrate a police investigation into how Benedict Sekabira, Bank of Uganda’s Director for Financial Markets Development, acquired title deeds belonging to closed banks.

Eagle Online was informed that lawyer Kasirye, a Managing Partner at Kasirye, Byaruhanga and Co Advocates, is reaching out to prosecutors at the Directorate of Public Prosecutions(DPP), urging them to drop charges against Sekabira.

Police sources told this website that if Mr Kasirye’s persists in trying to frustrate justice, the only option left is to hold him responsible for frustrating justice.

“We are closely monitor him and others and it is a matter of time, let them know we are aware of every step they are undertaking” an investigator said.

When contacted for a comment, Counsel Andrew Kasirye, said it was completely news to him and false as he hasn’t been in contact with police this year.

“I have not been touch with police this year and I am not involved at all. I have never been a Bank of Uganda lawyer  or Sekabira. Sometimes people mistake me for being Attorney General. It is completely false” He told Eagle Online

 

Mr Sekabira was on Monday summoned by the Criminal Investigations Department (CID) to explain how he acquired title deeds belonging to some of the banks that were irregularly closed between 1993 and 2015 by the Central Bank.

On July 27, 2020 the CID wrote to Governor Emmanuel Tumusiime Mutebile asking him to release Sekabira from duty so that he report to the headquarters for inquiries and thereafter appear in court to take plea.

“This is to inform you that the Director Public Prosecution sanctioned the matter for the suspect to appear in Court and the purpose of this communication is to request you release Mr. Benedict Sekabira to report at CID headquarters on July 30, 2020, such that he can be produced in court for the charges of concealing titles deeds under sections 278 of the penal code,” reads the letter from CID.

Sekabira was among a coterie of Bank of Uganda officials that were explicitly named by Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) as having irregularly benefited from the closure of seven commercial banks.

The Cosase report named Mr Sekabira together with Mrs Justine Bagyenda, the former director for Commercial Bank’s supervision at BoU and Mrs Margaret Kasule, BoU’s Director Legal.

The letter from CID to the Governor added that: “The Directorate has been investigating the above matter that arose from the Committee of Commissions, Statutory Authorities and State Enterprises (COSASE) with directive to the Inspector General of police t immediately upon adoption of Special Audit Report on defunct banks seize all the land titles in possession of JN Kirkland and Associates and MS SIL Investment arising from the loan portfolio sold to Ms Nile River Acquisition  Company BY bank of Uganda.”

Standard Chartered Bank partners with Truera to tackle unjust bias in decision making

Standard Chartered has partnered with Truera, a US based startup to use their model intelligence platform to improve model quality and increase trust by analyzing models and helping to identify and eliminate unjust biases in the decision making process.

The Bank is an active proponent of the use of artificial intelligence and data analytics to better support clients and stakeholders, and doing so in a responsible and trustworthy way that adheres to the pillars of fairness, ethics, transparency and self-accountability.

Sam Kumar, Global Head, Analytics and Data Management, Standard Chartered, said: “New developments in analytical technology and expanding usage of data require us to fundamentally rethink how we demonstrate ongoing adherence to our pillars and tackle the issue of unjust bias.”

Machine learning, which makes it quicker and easier to analyse large amounts of data and identify patterns and trends, leads to better performance and risk management when used correctly. However, because machine learning models are built using complex automated algorithms, they can act like a black box where it is often challenging for data scientists to explain in detail how decisions are made, and validation of a model’s effectiveness can take longer.

Mindful to ensure that data is used ethically, and with a vision to scale up their use of machine learning for core credit decisioning across multiple markets, Standard Chartered presented a challenge to the Truera team, to help create a solution that gives greater insight into the machine learning decision making process, including being able to identify, and therefore mitigate, unjust bias.

Vaman S, Chief Risk Officer, Retail Banking, Standard Chartered, said: “While there are a number of companies that are exploring the issue of explainability with AI models, we were impressed by the strong academic background of the Truera team and their commitment to helping companies translate responsible AI principles into best practice.”

Truera collaborated closely with the Bank’s retail analytics, risk, digital and technology teams on a pilot that focused on one of the Bank’s challenger credit decisioning algorithms which uses a combination of traditional data, and with clients’ consent, alternative data.

A first for the Bank, the industry leading solution that has been developed works across multiple machine learning platforms and is able to pinpoint the specific variables that influence risk scoring. It also has the ability to look for correlations between seemingly impartial variables that can act as proxies for demographic indicators such as race or gender, which could lead to the introduction of unjust bias resulting in unfair decisions.

The Bank will now work with Truera to further develop the software and explore its application across a range of AI use cases.

Gen Kyanda urges LDU officers to work towards improving their tainted image

The Chief of Staff Land Forces (COS-LF) of the Uganda Peoples’ Defence Forces (UPDF), Maj Gen Leopold Kyanda has urged Local Defence Unit (LDU) trainees to work towards being citizens with reputable images.

Gen Kyanda said during an interactive lecture to the personnel undergoing refresher training at Kakiri Barracks.

He lauded the LDUs for the commendable work they have done in fighting criminality in Kampala metropolitan policing area despite a few isolated cases of indiscipline that he referred to as a very grave act against the good image of the UPDF.

“In the UPDF, we have no space for any form of indiscipline; there is no amount of indiscipline that is small to us. A mere abusive language or annoying gesture to the civilians is too grave an act to do. You must work towards correcting these mistakes as you conduct your operations,” said Maj Gen Kyanda.

He further told the LDUs that “You are part of the UPDF and members of the larger national security structure of our country. You must therefore measure to the expected disciplinary standards.”

Maj Gen Kyanda encouraged the LDUs to pay attention during every lesson delivered to them because the training material is interlinked; beneficial in the conglomerate.

“This is a very important course necessary for your ideological growth; a prime necessity in your career in the UPDF. It is important that you grasp every bit of the lessons taught because it will help you today and in the far future, not only as members working in the UPDF but also great citizens of this country,” said Maj Gen Kyanda.

Maj Gen Kyanda is one of the several senior resource persons drawn to mentor the LDUs with a focus on ideological rejuvenation.

“This course is intended to inculcate and uphold in you the time-tested UPDF ideology of a Pro-People Force,” he told the trainees.

He added that after the course, the LDUs will be able to execute their duties more effectively.

NUP launches nationwide membership registration

The National Unity Platform party has launched the registration of all party members who would like to register for identity cards from where they hail from.

NUP had launched the membership registration that has been only taking place at NUP secretariat in Kamwokya for the entire country, which has been hard for people who come from far places to access.

Joel Senyonyi, the National Unity Platform party spokesperson notes that they have received a lot of inquiries and requests from people who come from far places about how they could be registered without first coming to the head offices.

He says that, in order to make it easy for all the people who want to access NUP registration services without making long journeys especially in this season where the pandemic affected the means of transport.

“Our cards cost only shillings 1000 but those who can offer extra money can give more in order to support the part which needs a lot of financial support.” Senyonyi explains.

Robert Sentamu Kyagulanyi, the NUP leader says that he is very optimistic that with these registers, more members are going to join the party, because they have been unable to access the head offices due to the fact that they lack means of transport.

“I urge with you Ugandans who have been yarning for this opportunity, and I call upon you to utilize this registration that will be brought near you.” Kyagulanyi adds.

In the same way, he clarifies that now that they are a fully registered political party, they will not entertain the leaders who will want to be in NUP and still remain in their political parties.

He further notes that, in that way, they are on the road to make the strongest party in the country.

“You cannot belong to two political parties, we are now a party therefore, you have to decide on being with us only.” Says Kyagulanyi.

Jameson Kamoga a NUP supporter who travelled to Kampala from Masaka says they are many people in his place who are yarning for registering with NUP but they are unable to make it to Kampala, and he applauds that fact that even those people he left home will register when the registers reach them.

#Covid”: Uganda confirms fifth death

Uganda has confirmed the fifth #Covid-19 death and 13 new cases from samples tested on 2 August 2020. This brings the cumulative confirmed cases of Ugandans to 1,195.

Currently, there are 17,660,523 confirmed cases of #Covid-19 and 680,894 deaths worldwide.

According to the Director General of Health Services, Dr. Henry Mwebesa the deceased is a 46-year-old female of Indian origin, a resident of Kibuli, Kampala.

“On Saturday, she presented at Kibuli hospital with signs and symptoms consistent with #Covid-19 which included mild fever, dry cough and difficulty in breathing. Upon suspecting #Covid-19, Kibuli Muslim hospital referred her to Mulago National referral hospital for further management.” He said

The patient however passed away on her way to the hospital. The samples were then taken from her body for analysis. They were analyzed at various laboratories which included Makerere University, Uganda Virus research institute (UVRI) and Central public health laboratories and confirmed SARS-COV2.

He said the ministry has now embarked on tracing all contacts.

“Investigations show that the deceased was diabetic and off medication and had a history of Asthma for over 10 years,” he revealed.

Dr. Michael Atingi-Ego assumes role as BoU Deputy Governor

Dr. Michael Atingi-Ego has assumed his new role as the Deputy Governor, Bank of Uganda on August 03, 2020 following his appointment by His Excellency the President on 23 April, 2020.

Dr. Atingi-Ego is a seasoned Economist who has served in several capacities at various institutions and brings a wealth of experience to the position of Deputy Governor. He started his career at BoU in August 1984, rising through the ranks to become the Executive Director, Research.

His research and publications focused on macroeconomic and financial policies and statistics, and he was an eminent resource in capacity building and a consultant on monetary operations and balance of payments in East, West, and Southern Africa.

In 2008 he took up an assignment with the International Monetary Fund (IMF) serving as Deputy Director of the African Department (AFR). While at the IMF, he was instrumental in enhancing the effectiveness of capacity development; modernising monetary policy frameworks in developing countries; and improving macroeconomic statistics in sub-Saharan Africa.

In addition, he was deeply involved in the Fund’s work on data management across the institution besides providing strategic guidance to many IMF African country teams on programme and surveillance work.

From September 2018 until the date of his appointment as Deputy Governor, Bank of Uganda, Mr. Atingi-Ego was the Executive Director of the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI). MEFMI is a multinational capacity building institute based in Harare, Zimbabwe.

Dr. Atingi-Ego holds a PhD in Economics from Liverpool University (1996), an MSc. Economics in International Economics and Banking from Cardiff Business School, University of Wales (1991), and a BSc. Economics from Makerere University.

He returns to the Bank of Uganda with a wealth of regional and international experience; well-honed managerial and open communication skills; as well as the commitment to advancing the goals and governance of the Bank of Uganda through professional leadership on crucial policy & institutional issues.

Court of Appeal to dispose of 40 criminal cases in scientific session in Mbale

The Ag. Chief Justice Alfonse Chigamoy Owiny-Dollo is set to open the second Court of Appeal scientific session at Mbale High Court in which 40 criminal appeals will be disposed of.

The session will be presided over by Justices; Frederick Egonda-Ntende, Cheborion Barishaki and Muzamiru Kibeedi. Hand-in-hand with a team of prosecutors, the new Director of Public Prosecution, Justice Jane Frances Abodo, will make her maiden court appearance in Mbale where she will handle some appeals before returning to Kampala to handle other administrative duties.

Out of the 40 appeals, murder ranks highest with 17 cases followed by aggravated defilement with 12 cases and aggravated robbery with seven. The other appeals are on offences of operating a pharmacy without a license, rape, arson and criminal trespass, each with one case.

In one case, the appellant seeks to quash a death sentence while in four others the appeals are against life convictions meted by the High Court.

The first case on the cause-list, is a State appeal against the acquittal of 12 people who were acquitted on first appeal on charges of arson, inciting violence, doing grievous harm and assault. The offence was committed in Tororo District where the appellants were convicted for burning several houses belonging to their neighbours in an inter-tribal clash.

The Ag. Registrar Court of Appeal, Ayebare Tumwebaze, said the session will be scientific.

“Since the appellants/prisoners will not come to Court due to the threat of Covid-19, the hearings will be via zoom technology. Lawyers will carry along laptop computers for the session. The court will provide internet connectivity and their lordships will host the zoom session while sitting at Mbale High Court,” he said.

He urged the lawyers in conduct of the matters to observe the Covid-19 prevention guidelines issued by the Chief Justice and Ministry of Health on social distancing, hand washing, sanitization and wearing face masks among others.
