Aviation Police nabs two drug dealers

Aviation Police and sister security agencies have arrested two drug dealers, who were set to deliver narcotic drugs to Cameroon and India.

It is alleged that on 28/8/2020 at about 1400 hours at NAS Export bonds at Entebbe International Airport in Wakiso District, one Mugabi Azaria of Sky Net Worldwide Express Courier Company took cargo for export under Master Airway to the Xray machine for security screening.

In the process of screening, Police Anti-Narcotics officers intercepted two packages of house Airway each containing cream powdered substances suspected to be narcotic drugs concealed in their false bottoms.

The shippers for the packages respectively were Nannono Lydia and Nakawooya Juliet according to the documents. Mugabi was tasked to produce the shippers and he led Police to Nannono.

Upon interrogation, Nannono revealed that the package was given to her by a Nigerian national called Okafor Osita Rufus, who stays at Kitende in Kajjansi in Wakiso District.

Nannono led Aviation Police to the home of Okafar Osita and he was arrested. The shipments which were being shipped by Nannono were destined for Cameroon.

It was found to contain about 306 grams of cream granular substance suspected to be heroin, according to preliminary tests conducted. The package which was being shipped by another suspect, who is on the run, was destined for India.

It was found to contain four smaller boxes each containing cream powdered substance suspected to be heroin concealed in the false bottom of these boxes with gross weight of 525 grams.

When a search was conducted in the house of Okafor, the following items were recovered; 10 packages of suspected methamphetamine 939 grams, 485 tablets of suspected MDMA (Ecstacy) 113 grams, 23 small sackets of suspected methamphetamine 20 grams, one pallet of suspected methamphetamine 12 grams, Some tablets mixed with powder substance suspected to be Ecstasy 16 grams, mixtures of powdered substance suspected to be Ecstasy 65 grams, money US$9500, Uganda shs98,000, Nigerian Naira 700, Indian Rupees 8360, three passports of OKafor Osita Rufus Nos AO9389943, AO428682A and AO0202772 and passport number AO 5547585 in the names of Ejike Jamal Lucky which is expired.

The two suspects in custody are Nannono Lydia and Okafor. They are being detained at Aviation Police in Entebbe on charges of being in possession of narcotics and trafficking in narcotics. They are likely to appear in court this week.

Museveni calls for hanging of murder, rape and aggravated robbery criminals

President Museveni has called for sentencing of hard core criminals by hanging saying this will reduce the number crime rates in the country.

Museveni said this during the swearing-in of the newly appointed Chief Justice Alfonse Owiny-Dollo and his deputy, Justice Richard Buteera at state house Entebbe.

Owiny-Dollo is replacing retired Justice Bart Katureebe after he turned 70 years, the mandatory age for justices of the Supreme Court. Buteera replaces Dollo as Deputy Chief justice at the Court of Appeal where he has served since 2017 when he replaced Justice Steven Kavuma.

“Sentencing for life should be stopped and let people be hanged. An eye for an eye should be used to best solve these cases. The issue of police bond saying leads to denial of justice and taints that credibility of the judicial system. The bail for cases of murder, rape aggravated robbery should be stopped to bring the concept of justice closer for the public,” Museveni said.

The president warned of excessive travelling abroad saying Uganda shilling is stabilising compared to the recent month before the outbreak of the deadly coronavirus. “The shilling is gaining on the dollar and yet we have lost money from tourism. This is alluded to the factor that the elite class are not squandering money,” he said.

In his remarks, Owiny-Dollo appealed to the president and the executive to pay more attention to enabling Ugandans receive timely and meaningful justice. “We are committed to giving meaning to your vision.”

He raised the issue of staffing versus case backlog. He said two to three trillion is tied up in the Commercial Division in Kampala. “We have only five Judges there. Imagine what these sums would do to the economy if they were released into the economy.”

“If I had 15 Judges in the Commercial Division, in 18 months, I should be able to report progress. We don’t have that man power and our hands are tied. How can the CJ ensure speedy rendering of Justice when one Judge has to look after 4,000 files? We must do something?” he said.

Emirates returns US$1.4 billion to customers in refunds

Emirates reveals that it has returned over AED 5 billion (US$ 1.4 billion) in COVID-19 related travel refunds to date, making strong and steady progress on its commitment to customers to complete pending refunds.

More than 1.4 million refunds requests have been completed since March, representing 90% of the airline’s backlog. This includes all requests received from customers around the world up until the end of June, save for a few cases which require further manual review.

Since the pandemic hit, Emirates has invested additional resources to ramp up its processing capability. The airline also continues to work with industry partners to facilitate refunds for those who have booked their Emirates flights through travel agents, this includes enabling direct refunds processing via global booking systems (GDS).

Sir Tim Clark, President Emirates Airline said: “We understand that from our customers’ standpoint, each pending refund request is one too many. We are committed to honouring refunds and are trying our utmost to clear the massive and unprecedented backlog that was caused by the pandemic. Most cases are straightforward, and these we will process quickly. But there are cases which will take a bit more time for our customer teams to manually review and complete. We are grateful to our customers for their patience and understanding.”

As global travel markets slowly re-open, Emirates has gradually restarted its passenger operations around the world, always ensuring that it provides customers with a safe and smooth travel experience.

Minister Rukutana remanded until September 15

The Minister of State for Labour Mwesigwa Rukutana has been remanded to Kyamugorani Prison in Mbarara district until  September 15, 2020.

Rukutana was remanded by Ntungamo Magistrates court Chief magistrate Sarah Mponye after he denied the offenses.

The former Deputy Attorney General is grappling with seven charges of attempted murder, assault, malicious damage, and threatening violence and others.

According to Charge Sheet on CRB 1050/2020 recorded at Ntungamo Police Station indicates that Mwesigwa Rukutana and others still at large on the 5th day of September 2020 at Kagugu village in Ntungamo District unlawfully attempted to cause the death of Rwebirungi Daniel alias Dan contrary to section 236 of the Penal Code Act.

Rukutana’s charges stem from an incident on Friday in which he was captured on video grabbing a gun from his escorts and attempting to shoot into a fire that was carrying supporters of his rival Naome Kabasharira.

NSSF launches online benefits claim

The National Social Security Fund (NSSF) has launched online benefits claim for members who qualify for withdrawal of their savings.

According to Teddy Arimi, the Head of Marketing and Communications at NSSF, under the electronic method, members can now submit and track their claims without leaving the comfort of their homes.

The service is available to all members who qualify for the Age, Withdrawal, Invalidity, Emigration Grant and Exempted Employment benefits.

To access the platform, one needs to download the NSSFGo mobile app on Google Play or visit https://nssf.page.link/1 and the web application: https://nssfgo.app then scroll to “Benefits Application” to enter required information and documents. Upon submission, a beneficiary is able to track the benefits claim until the payment is made.

“This innovation takes us closer to our benefits payment turnaround time target, which is paying qualifying members within 24 hours from the current eight days,” she said.

Rebekah Kabugo-Mugisha, Customer Experience Manager said, “Members do not need to travel long distances to NSSF branches or spend time in traffic or queues. In a few simple steps on their phone or computer, one can submit their claim, track the processing status and receive their funds on either mobile money or bank account without ever leaving their home.”

She urged all qualifying members to make use of this solution that seeks to enhance their experience at the time of claiming.

Central Motor Club elects Rajiv Ruparelia as new chairman Board of Trustees

The Central Motor Club (CMC), one of the clubs under Federation of Motorsport Clubs of Uganda – FMU, over the weekend elected its new leadership during their annual general meeting at Kabira country club.

Rajiv Ruparelia was elected as the new chairperson board of trustees while Shaym Kotecha is the new club chairperson and will be deputized by Kaketto sayid.

CMC decided to plan for the life after the lockdown by fundraising for the necessary resources that shall support the smooth running of the club activities on the annual FMU calendar.

During the meeting, a total of 102 million was raised by CMC members to support the activities of the club.

Other members on the board of trustees include Christakis Fitidis as vice chairperson, Nelson Walusimbi in the capacity of treasurer among others.

Only two events were completed on the FMU calendar by closure of business with preparations of the Masaka Rally in high gear.

MotorSport is one of the sports that is listed as one of the low-risk sports and the federation is plotting for a possible return before the end of this year.

The Federation of Motor Sports Clubs of Uganda (FMU) earlier in July presented standard operating procedures to the National Council of Sports hoping for the green light to resume activities.

World Bank appoints new Country Director for Uganda

The World Bank has appointed Mr. Keith Hansen as the new Country Director for Uganda, Kenya, Rwanda, and Somalia effective September 8, 2020.

Mr. Hansen, who has over 30 years of experience in development practice, will lead an active multi-country portfolio consisting of over 100 projects totaling more than US$13 billion.

Under Mr. Hansen’s leadership, the World Bank will work closely with the four countries to provide innovative products and services that respond to their diverse development challenges and contribute to achieving sustainable economic growth and poverty reduction, with a specific emphasis on COVID-19 recovery.

His appointment comes at a time when the governments of Kenya, Rwanda, Somalia, and Uganda are confronting both the immediate and longer-term health and economic impacts of the COVID-19 crisis.

Mr. Hansen has a strong track record of serving clients in different capacities around the globe, including in Africa, Latin American, and the Caribbean. Prior to this new assignment, he was the Vice President for Global Practice Solutions, Vice President and Director for Human Development, Sector Manager for Health, Nutrition and Population; with his most recent assignment being Senior Advisor in the Office of the World Bank Chief Executive Officer.

Mr. Keith Hansen, an American national, holds a Law Degree from Stanford University, a Master of Public Affairs from Princeton University, and a Bachelor’s degree in Political Science from Yale University.

Mr. Hansen will be based in Nairobi, Kenya.He succeeds Carlos Felipe Jaramillo who was appointed as the Vice President for Latin America and the Caribbean region.

EAC rolls out regional electronic cargo and driver tracking system

The East Africa Community (EAC) Secretariat and its Partner States are set to roll out of the Regional Electronic Cargo and Driver Tracking System (RECDTS) from Malaba, the border between Uganda and Kenya and Mirama Hills, the border between Uganda and Rwanda.

The tracking system provides a surveillance system to monitor long distance trucker’s crew and enable contact tracing. It allows Partner States to electronically share truck drivers’ COVID-19 test results; therefore, minimizing the need for multiple COVID-19 tests in a single trip.

Speaking ahead of the virtual launch, the EAC Deputy Secretary General in charge of Productive and Social Sector, Christophe Bazivamo said RECDTS is expected to support health related protocols and facilitate safe trade in the region.

“The reliance on manual certificates and delayed test results at the borders has been the main reasons for long delays at border points”. The tracking system is expected to be used in all Partner States and will eventually be extended to EAC neighbouring countries, particularly Democratic Republic of Congo (DRC) added, Bazivamo.

He disclosed that the European Ambassador to Kenya Simon Mordue is expected to be the guest speaker during the launch of the Tracking System.

A real time live demonstration of driver registration and verification of EAC digital certificate at the borders will be transmitted live from the Malaba and Mirama Hills borders.

Museveni calls crisis meeting over his family fued in Sembabule NRM politics

 

President Museveni has called a crisis meeting to calm down rising tensions between rival camps in Sembabule district.

In a letter dated 7th September 2020, Nickson Kabuye,the Sembabule RDC invited all parliamentary aspirants in Sembabule district,all MPs from Sembabule,all Sub-county LC 3 Chairpersons,all NRM Sub-county Chairpersons and the Sembabule District NRM Chairman.

“I have been directed to inform you and invite you for a meeting with the President on Thursday 10th September at State House Entebbe,”ress the letter.

The State House meeting comes after the NRM Electoral Commission suspended primaries in Mawogola North and Mawogola West amid a spiral on violence.

In Mawogola North, there is a tight race between Shartis Kuteesa Musherure,a daughter to powerful Foreign Affairs Minister Sam Kuteesa,and Godfrey Aine Kaguta, President Museveni’s younger brother.

In Maogola West,there is a tight contest between Hanifa Kawooya and Joseph Ssekabito.

In Lwemiyaga County, Fisheries State Minister Joy Kabatsi has rejected results after it was declared that she lost to the incubent, Theodore Ssekikubo .

There has been heavy deployment in the area commanded by Deputy IGP Maj Gen Sabiiti Muzeyi.

Shincheonji Church of Jesus, 2nd group of plasma donation – 1,018 people completed

Total 1,646 plasma donors in 1st and 2nd donation event as organizations and individuals

The Shincheonji Church of Jesus, the temple of the tabernacle of the testimony completed the 2nd group plasma donation for the development of the Corona 19 treatment.

Shincheonji Daegu Church held a seven-day group plasma donation at the Daegu Athletics Promotion Center from August 27 to September 4.

A total of 1,371 members of the church in Daegu, Shincheonji, who were infected with corona19, participated in the second group plasma donation, and 1,018 of them completed the donation, except for some who were unable to donate plasma due to health or chronic diseases.

Earlier, a total of 628 people have already donated plasma through the first group and individual donation.

As a result, the total of 1,646 members of the Shincheonji Daegu Church completed plasma donation, and 340 (20.7%) participated in plasma donation more than twice, and 312 people (18.9%) actually completed more than two donations.

In order to facilitate the large-scale plasma donation of 1,000 people, Shincheonji Church of Jesus volunteered the entire operation, including temperature check and list preparation for thorough prevention, hand sanitizer installation, shuttle bus operation, and donation guidance.

In addition, during the second round of plasma donation following the first round, they did not get support about 200,000 won to 300,000 won (200-300 US dollars) of transport fee. This is to show appreciation for the free corona 19 test and treatment in Feb, and March conducted by the government and to ease the burden of taxpayers’ money.

Given that it takes three to four hours per person to be in line waiting, testing, and plasma donating, most of the members participated in the donation as they took half of their work vacation or a day. There were many members who were disqualified in the first round and came again to try one more time.

A spoken person of Shincheonji Daegu Church explained, “The fact that we could join in saving someone’s life through blood donation was a great encouragement to the members who were already cured, and they were able to overcome the intimidated and difficult feelings that they went through at the time of the infection.”

“Thanks to the citizens who gave us a lot of encouragement, the Korea Centers for Disease Control and Prevention, the Korean National Red Cross, the Daegu-Gyeongbuk Blood Center, the GC Green Cross, and the gym, we were able to donate blood plasma safely. We sincerely thank you all. “We realize that the power to overcome Corona 19 lies in tolerance, love and unity,” he said. “We will continue to donate plasma for the development of the treatment.”
