Court of Appeal to handle 63 Cases in two weeks

The Court of Appeal is set to handle two sessions simultaneously where a total of 63 civil and constitutional matters will be concluded in a fortnight.

The cases to be handled consist of 26 Civil Appeals, 20 Constitutional Petitions and 17 applications.

According to the cause-lists issued by the Acting Assistant Registrar Court of Appeal, Mary Babirye, the Civil Appeals will begin today while the Constitutional Petitions will be handled from July 23.

Justices Kenneth Kakuru, Hellen Obura, Stephen Musota, Christopher Madrama and Remmy Kasule will handle the Constitutional Petitions while Justices Geofrey Kiryabwire, Elizabeth Musoke and Irene Mulyagonja will handle the Civil Appeals.

“…There will be a few minutes’ oral presentations in the court on set dates,” a notice to lawyers and parties reads in part.The Assistant Registrar says that the submissions should be filed both in hard copy and soft copy to their email.

The first day of hearing the Civil Appeals will be dedicated to handling a number of election petitions and applications. Some of the prominent cases to be heard include the application by Kato Lubwama versus Habib Buwembo seeking leave to appeal, Nusura Tiperu versus Kasiano Wadri and Another among others.

Ms Babirye emphasized the fact that the Justices are ready to hear the matters in spite of COVID-19 pandemic and the partial lockdown. She said the guidelines issued by the Chief Justice will be followed during the sessions.

The performance report shows that the appellate court completed 1,049 cases last Financial Year, surpassing its annual target of 970 cases.

KCCA FC sign Bright Anukani from Proline

Kampala Capital City Authority Football Club (KCCA FC) have unveiled Bright Anukani from Proline FC.

The creative midfielder becomes the fifth signing for the Kasasiro Boys who are strengthening their squad for the upcoming season.

The 19-year-old was confirmed as a KCCA player on Sunday night via the club’s TV weekly show on Sanyuka TV.

He joins other new signings; Charles Lwanga, Ashraf Mugume, Stefano Mazengo Loro, and Dennis Iguma.

Anukani was in the Uganda national team squad that won the 2019 Cecafa Senior Challenge Cup and he also featured for the U-20 side in the same competition for the juniors.

He joins from Proline which was relegated last season that ended after 25 games due to the corona virus situation.

KCCA FC will represent Uganda in the CAF Confederations Cup next season after finishing second in the Uganda Premier League last season.

Sections of NRM demand for Tanga Odoi’s dismissal

Things are not well at the headquarters of the ruling National Resistance Movement party with allegations that one man undermining everyone’s efforts and fighting everybody including their  National Chairman, President  Yoweri Museveni himself.

On Friday, the NRM top leadership released its roadmap but the event exposed the infightings within the party  with some sections of the top leadership blaming the whole incident on chairman of the party Electoral Commission, Dr. Tanga Odoi’s alleged unbecoming behavior and disrespect to the Central Executive Committee (CEC), Museveni and the Secretary General, Justine Lumumba.

They allege that Dr. Tanga shamed Museveni, CEC and the party by openly rubbishing the CEC Resolution signed by both the national chairman and Secretary General in the presence of the majority members of CEC and the media at the NRM secretariat. Tanga told the meeting that CEC resolution and the roadmap they (CEC) passed on Thursday was still a draft which him as chairman of the electoral commission was amending to come up with the final version fit for public consumption.

Emmanuel Dombo Lumala, the Director Information, Communication and Publicity’s clarification that CEC’s resolution was final not draft as fell on Tanga’s deaf ear.

“This man’s unbecoming behavior should no longer be taken to be a simple matter,” one CEC member was heard as saying, adding that Museveni needs to stop fearing loud quarrelsome people and he prevails over Tanga otherwise the ruling party is at the verge of collapse.

“We have for so long cried to the president, seeking the dismissal of that man. Petitions have been made by the party structures and presented to the national chairman but it seems Museveni fears loud quarrelsome people even when their actions backstab him. Maybe that is why he has never taken any punitive measure not even a cautious one against Tanga,” one top official whispered to this reporter at the sidelines of the meeting.

However, in  phone interview with Eagle Online Tanga says those blaming him haven’t conducted themselves to the expectations expected of them. He says he shouldn’t be the person to blame all the time if there is failure.

“….. I  wonder where I found them, they are like people who are not responsible at all. What happened yesterday, I explained and I will not be intimidated, I will wait for their letter dismissing me if there is a letter”. Dr. Odoi  said.

However, those blaming Tanga said he has overstretched his battle with SG Justine Lumumba

“The problem is that Dr. Odoi thinks he is the best schooled person and that he can’t be under the supervision of a woman. Very egocentric. He has no regard for the feelings, interests and beliefs of others other than his own; he is self-centered,” another scribe said behind that big yellow tent at the Secretariat.

On the above accusations, Dr. Odoi says he has no personal problem with Ms Lumumba and any other member of CEC. He also insists it is his mandate to release the road map as the Chairman of the party’s Electoral Commission,

“On the road map, i was the one to release it and I told them we had to harmonise and correct few things before releasing it at 2.30 pm. There is nothing I did and it isn’t the first time I am being blamed”. He clarified

Adding “What would I fight Lumumba for? Let her register people because registers are not complete. I respect CEC members and they respect me too and therefore we aren’t clashing as alleged” .

Some Secretariat staff members we interviewed separately said enough was enough, the national chairman should dismiss Tanga if work is to move on.

“We are demanding for his immediate dismissal otherwise things shall not move on well,” one employee of the party told this website but Odoi dismissed the above allegations.

Asked why he never wanted to have his name mentioned in this story, the senior staff said; let us first get to know why the president has refused to hear our plight. Why he has kept a weevil in his grainary yet he has a pesticide in his right arm.

We understand the party offices were closed by the Secretary General in February as a preventive measure against Coronavirus. The party has not yet lifted this lockdown.

It is alleged that on Friday at the release of the NRM roadmap, Tanga refused to take a seat near Lumumba as it had been arranged. They also says Odoi declined to elaborate to the audience on how the NRM roadmap was going to be followed when Lumumba humbly invited him to take the microphone.

South Korea, WHO extends $10m support towards improving health system in Busoga sub-region

The South Korean government through, Korea International Cooperation Agency (KOICA) and the World Health Organization (WHO) have extended $10 million towards the improvement of Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) services in five districts in Busoga sub-region.

The support is aimed at improving RMNCAH service delivery to the communities and strengthening the capacity of health systems in the selected five districts. The areas of focus will be the procurement of ambulances, training of health workers, improving cold chain systems and refurbishment of 30 health facilities in Bugiri, Buyende, Iganga, Kamuli and Mayuge districts.

The five-year project dubbed, ‘Health System Strengthening for Improving RMNCAH Service Delivery in Five districts in Busoga sub-region, Uganda’, is collaboration between KOICA and WHO were the two are contributing Nine Million Dollars and One Million Dollars, respectively.

Through this project, 560,809 pregnant women, 499,852 newborn babies and over 1,480,200 people in the select districts will benefit from the support.

The partnership fits well within Strategic priority four of the WHO Country Cooperation Strategy that looks at strengthening the multisectoral approach for addressing reproductive, maternal, neonatal, child and adolescent health (RMNCAH) and the social and environmental determinants of health.

KOICA Country Director, Mr Kim Taeyoung, said the Health System Strengthening for Improving RMNCAH Service Delivery in Five districts in Busoga sub-region Project is in line with national and global RMNCAH strategic plans and frameworks especially the SDGs three on Good Health and Well-being and 17 on partnership for the goals. KOICA is concerned about the health sector and wellbeing of Ugandans and this intervention is in line with the KOICA Country Partnership Strategy for Uganda.

“KOICA expects that the project will unlock some of the systemic challenges within the six pillars that make the Health systems strengthening blocks in the Busoga sub-region as well developing a responsive health care system that will benefit mothers and children in need of RMNCAH services. We are also grateful to WHO and the Government of Uganda for the continued cooperation and we are hopeful that this will be a sustainable and successful project,” Mr. Kim Taeyoung remarked.

“This collaboration comes at a time when the delivery of essential health services has been derailed by the COVID-19 outbreak. The timely support from the KOICA will indeed go a long way in addressing the gaps in RMNCAH service delivery especially in terms of health system strengthening. World Bank approves more $15.2m to support Uganda’s efforts to fight #Covid-19

The World Bank has approved $15.2 million to support Uganda’s efforts to prevent, detect and respond to #Covid-19 and strengthen national systems for public health emergency preparedness under a new operation, the Uganda #Covid-19 Response and Emergency Preparedness Project.

The project is financed by an IDA credit of $12.5 million and a grant of $2.7 million from the Pandemic Emergency Financing Facility.

It aims to reduce the financing gap under the National #Covid-19 Preparedness and Response Plan by boosting #Covid-19 prevention, detection, case management and the overall health system readiness. This includes improving disease surveillance at points of entry and rapid laboratory diagnosis and reporting; case management with investments in the provision of equipment, training in the provision of intensive care and psychosocial support.

The primary beneficiaries will be the infected persons, at-risk populations, hosting communities and refugees, medical and emergency personnel, medical and testing facilities, and selected national health agencies.

“Uganda has built significant capacity in managing different pandemics over the years but the #Covid-19 poses unique challenges. These funds will provide the necessary resources to boost the current effort on #Covid-19 but also strengthen the country’s overall health security system so that it can effectively respond to future pandemics,” said Anthony Thompson, World Bank Country Manager for Uganda.

This funding complements other support the World Bank has provided to Uganda in response to #Covid-19. On March 31, $15 million was triggered under the Contingency Emergency Response Component (CERC) of the Uganda Reproductive Maternal and Child Health Services Improvement Project to support prevention and early detection, procure Personal Protective Equipment (PPE) for health workers, hand sanitizers, testing kits, transport media and consumables, thermal scanners, screening equipment. Other activities include risk communication and community engagement to raise awareness about the risk factors for #Covid-19. CERC funds will be replenished in an additional financing currently being prepared.

In addition to the CERC activation, the closing date for the East Africa Public Health Laboratory Networking Project was extended to March 30, 2021, to enable completion of isolation facilities at the Entebbe General Hospital and Mulago National Referral Hospital.

The Bank also recently approved a $300 million budget support operation that will extend subsidies and tax exemption to supplies and equipment used in treatment of #Covid-19 and provide immediate relief to individuals and businesses that have been most affected by the pandemic.

“This emergency operation will help Uganda contain the #Covid-19 outbreak and help bolster support in areas that are critically needed, such as in disease surveillance, testing and case management. The support provided will help scale up ongoing efforts, and ensure that Uganda’s response remains swift and targeted, with the goal of minimizing the overall health impact,” said Julia Mensah, Operations Officer and Task Team Leader.

#Covid-19: 276 Ugandans repatriated from USA

The Ambassador of Uganda to the USA, South America and the Caribbean, Mull Sebujja Katende has seen off a group of 276 Ugandans at Dulles International Airport Washington DC for Entebbe International Airport.

The travelers from the US and Caribbean include Ugandans and legal residents and their dependents, affected by the March 23rd closure of Entebbe Airport due to #Covid-19 concerns.

“The majority of passengers are holders of US visitors’ visas, F1 and J1 student and research fellow visas and Ugandan resident permit holders who were unable to travel back to Uganda when the airport was closed. The Uganda Embassies in North America also registered a number of stranded Ugandans who had traveled for medical reasons.” He said

Given the closure of numerous borders in both North and South America due to #Covid-19 concerns and visa limitations of several of the affected persons, it was necessary to create multiple departure locations, to ensure that everyone who could do so was afforded an opportunity to return.

He explained that the registration and repatriation process though complex, due to the size of the area of accreditation, had been made possible by the seamless coordination and teamwork of the staff at the three Embassies of Uganda in Washington, DC, New York and Ottawa.

He applauded the Ministries of Foreign Affairs and Health for putting in place clear guidelines and standard operating procedures to ensure that travelers do not just return to Uganda but ensured that they do so safely.

Chioma Mang appointed MD UBA-Uganda

URA applauds Coca-Cola for exhibiting impressive standards

The Uganda Revenue Authority Commissioner General, John Rujoki Musinguzi has lauded Coca-Cola Beverages Africa’s Century Bottling Company Plant in Namanve for being a world class operation exhibiting impressively high standards.

Mr. Musinguzi was conducting a Plant Tour to inspect the Digital Tax Stamps equipment installed at the Plant.

“This is an amazing state of the art investment. There is proper accountability of progress -where you started and how you have continuously invested in Uganda, employed more citizens, paid taxes, and even added value to your products,” said the Commissioner General.

The URA team lauded Coca-Cola Beverages Africa for investing consistently in bottling as this ensured the creation and protection of jobs for Ugandans.

“I was extremely happy to see that there is a new line coming up to utilize more of our raw materials and to put more products on the Ugandan market. I want to thank you for the steady investment into the economy. I also want to thank you for the support you have given to URA over the years by contributing significantly to tax revenue collections. We take you as partners, not just as taxpayers,” he said.

Special Juvenile Criminal court sessions commence

The Head of the Criminal Division of the High Court, Justice Wilson Kwesiga commenced a special session targeting over 90 capital offenses against juvenile offenders within Central and parts of Eastern Uganda.

At least 28 of the 90 cases will be handled at Naguru, the rest will be selected from Mpigi, Mukono, and Jinja  with all the matters expected to be handled to conclusion within a month.

Justice Kwesiga who will be the presiding judge in these sessions says that the initiative of taking the court to the remand home is a response mechanism that will see justice administered while adhering to the government’s COVID SOPs.

“So we decided that to lessen the risks of getting these children being exposed to COVID outside, we the judges and judicial officers come to where they are, we hear their programs, we hear their conditions,” he said.

He added that the law is in favour of such practices since it provides that trails of a juvenile must be as informal as possible and the whole process takes a reformatory approach rather than a punitive one.

In this spirit he appealed to the government through the Justice, Law and Order Sector and the Ministry of Gender, Labour and Social Development (MGLSD) to identify technical colleges where these juveniles can be admitted for further mentoring.

Aside from the Court session, JLOS and the Ministry’s officials trained parents and local council leaders on legal processes of juvenile trials and the citizenry role.

The Principal Probationary Officer at the Ministry of Gender, Ogwang Jane Stella, urged participants to help reintegrate the children back to society. “Show them love, forgive them, they have no other parents but you and they need you,” she said.

According to the Naguru Remand Home In-charge of probation and welfare officer, Kyomugisha Mary, the total number  of juveniles remanded at Naguru is 138 out of which 92 are accused of capital offences especially defilement, aggravated robbery and a few murder cases, 42 for minor offences and 4 pending settlement.

This program is part of the general project funded by JLOS intended to have criminal sessions conducted in all remand homes across the nation.

Similar Sessions will later be conducted in Fort portal, Kabale, Arua, Gulu and  Kabale.

Museveni pardons rebel MPs

National Resistance Movement (NRM) MPs who defied Party directives on several positions have met the party chairman, President Yoweri Museveni and asked forgiveness.

The rebel MPs opposed various party positions, like the Constitutional Amendment Bill 2017, which sought to remove the presidential age cap.

“We are here as your sons and daughters. We request you to forgive us and we move on,” said Kumi Woman MP, Monica Amoding, on behalf of her 16 colleagues.

At the meeting, attended by the NRM secretary general Justine Lumumba, were MPs Theodore Ssekikubo (Lwemiyaga), Barnabas Tinkasimire (Buyaga West), Mbwatekamwa Gaffa (Kasambya), Muyanja Ssenyonga (Mukono South), Kibalya Maurice (Bugabula South), Sylvia Rwabwogo (Kabarole Woman) and Sam Lyomoki (Workers).

Others were Michael Timuzigu (Kajara), Moses Adome (Jie), Susan Amero (Amuria Woman), James Kaberuka (Kinkizi West), Robert Migadde (Buvuma), Sarah Nakawunde (Mpigi Woman), Evelyn Chemutai (Bukwo Woman), Dennis Sabiiti (Rubanda) and Anthony Semuli (Mubende Municipality).

Museveni welcomed the members back into the fold, saying he would table their request for forgiveness before the party’s Central Executive Committee (CEC).

The NRM party, said President Museveni, had foreseen these challenges, choosing to advocate and work for the survival of the black race.

“I joined leadership to support black people to survive and prosper. It is not a career,” he said while stressing the need to focus on the four key principles of the NRM party; patriotism, pan-Africanism, social economic transformation and democracy.

He warned the MPs against preaching parochial politics of identity, guiding that they should instead focus on wealth creation for the people.

“Because people are now waking up, we are having a lot of food, sugar, milk, bananas etc. Do not talk about your tribe or religion but talk about prosperity and wealth creation,” he said.

Ssekibubo told the President that the group was ready to support and work with him. “When duty calls we are here and ready for deployment,” he said.

Tinkasimire, who thanked Lumumba for organising the meeting, said they wanted the NRM to recognise them and they would in return, work for the party. He commended President Museveni for being a father figure and a great leader.

Rwabwogo on her part reiterated her commitment to work with the President while Dr Lyomoki said their presence in Parliament was due to the NRM revolution.

“Without your revolution, we wouldn’t be in that Parliament so thank you for this opportunity and please forgive us,” said Lyomoki.
