President Museveni has asserted he will continue to fight until the problems affecting the nation are over. He was on Wednesday at the Serena Hotel Kampala giving his budget speech which preceded the reading of the budget.
“Apart from the infrastructure and affordable finance, there are also software issues. In this term (Kisanja), I will not tolerate any weaknesses like corruption, delays, red-tape, duplication of roles that hinder investors,” Mr Museveni said.
“Anybody who obstructs investors in any way will be sent home to look after his/her chicken or goats or whatever. To go forward, Uganda wants those who are not corrupt and who are fast movers.
This comes barely a fortnight after declare a “relentless war” on corruption and related problems that bedevil the country as he opened Uganda’s 10th Parliament.
During his during his swearing-in last month, President Museveni still vowed to fight corruption and impose discipline on inefficient bureaucrats who are frustrating investors.
As the new Financial Year beckoned, Mr. Museveni revealed that this new budget aims at modernizing agriculture by continuing to vigorously convert the dormant 68% of Ugandan homesteads from subsistence farming to commercial farming.
“This is where Operation Wealth Creation (OWC) comes in and the focusing I talked about last time ─ not “trying to be everywhere and ending up being nowhere,” Museveni said.
“Government will focus on expanding the infrastructure and also availing affordable finance for borrowing so that investors can access affordable finances.
President Museveni also said he was disappointed by the 4. 6 percent rate of growth in the last financial year. He implored that meeting the standards; Uganda needs to move to double digit growth and could not wait for oil money to develop.
Experts however say the growing Ugandan economy has not kept up with a rising population, while critics complain about corruption and a clampdown on dissent.
