Controversial Senior Presidential Advisor on Security matters in Buganda, retired Major General Kasirye Ggwanga has warned that use of force against the wish of former Coordinator of Intelligence Agencies, Gen. David Sejusa to retire him from military will not soften him.
Gen. Ggwanga said that just like himself, no amount of intimidation can be used against his resolve when he is determined to achieve his agenda.
“They won’t manage him; Gen. Sejusa is like Kasirye Ggwanga. He is not bothered but instead they are those ones worried about him. They don’t know the people they are dealing with because we can’t be happy when the country is not happy” Gen. Ggwanga told Eagle Online.
Yesterday Daily Monitor Newspapers reported that Gen. Sejusa had been removed from the list of 17 army generals who were approved for retirement last year and will be discharged from military service next month.
In October last year, the Uganda People’s Defence Forces (UPDF) said Gen Sejusa was on the list of the officers to retire but the army. Gen. Sejusa has on several occasions applied for retirement since 1996 but the army has turned down his pleas to leave the military he has served for 37 years.
He applied to the army for retirement but his application was rejected. He then petitioned the High Court, saying he had been constructively retired following the withdrawal of his entitlements as a serving army officer.
In 2015, the court ruled that Gen. Sejusa had indeed been constructively retired from military service after the army withdrew all his entitlements as a serving General.
Asked why he stormed Serena Conference Centre where President Yoweri Museveni was addressing the State of the Nation without invitation for such a function, Ggwanga said he was is angered by reports that President Museveni is set to award medals to former fighters of Uganda Freedom Movement.
“I went there because I was protesting the award of medals to Kayira and his fighters. Kayira attacked Lubiri, he even killed my brother. He was a fool because I found him in the bush without any plan” Ggwanga said.
Adding “Kayira led a group of fighters in the early 80s into the bush, he abandoned them as he ran away , I looked for him up to Nairobi and asked him why he took off leaving soldiers standard and that is when Gen. Saleh (Salim) got chance to get guns from his fighters”.
President Yoweri Museveni, will on Sunday June 9, award 100 medals to different people in various categories in recognition for their distinguished work toward the ‘liberation’ of Uganda.
Heroes’ Day anniversary is an annual event to pay tribute to people who exemplified and defended the highest values of patriotism and sacrifice for the wellbeing of the Uganda and its citizens. It is normally celebrated on June 9.
This year’s celebrations will be held at Kasanje Town Council in Wakiso district under the theme; celebrating the courageous heroes that brought the peace and prosperity we are enjoying.
Government says what is critical about Kasanje and Mpigi areas is that they suffered brutal arrests and death of the citizens especially after the botched attack on the Lubiri barracks by the UFM forces in early 1982.
“Kasanje was a fighting corridor against a fascist regime of UPC in 1980s and was at first dominated by UFM led by the late Dr. Andrew Kayiira before they joined hands with another fighting group FEDEMU of the late George Nkwanga. These two later merged with the NRA en-route to liberating Uganda in 1986” Esther Mbayo, the Minister in charge of the presidency told reporters early this week.
Who was Dr. Andrew Kayira?
Andrew Kayira was a leader of the Uganda Freedom Movement (UFM), was a guerrilla organization that fought the governments of Milton Obote and Tito Okello between 1980 and 1986. Kayiira and the UFM were often seen as a rival to the National Resistance Arm/ Movement (NRA/M) led by Yoweri Museveni, which was also fighting a guerrilla war against the Obote and Okello governments. When the NRA took power in 1986, Kayiira was appointed Minister for Energy by Museveni. However, he later that year arrested for treason but later released. He was killed by unknown gunmen on March 9, 1987 at a friend’s home in Makindye.
