Kampala, Uganda: As Housing Finance Bank steps up efforts to improve how customers access and interact with its banking services, the appointment of David Twinamasiko as Head of Operations signals a focus on the operational capacity needed to support this evolution.
Effective November 2, 2026, Twinamasiko takes on the role at a time when the Bank is advancing several initiatives aimed at making banking more accessible, convenient and efficient. These include the revamped HFB Mobile App, which offers customers enhanced ways to manage their finances, and plans to introduce additional ATMs to extend access to self-service banking.
Delivering on these initiatives requires more than investing in technology. It also calls for efficient internal processes, reliable banking infrastructure and well-coordinated operations to ensure that the services customers access through digital and physical channels work seamlessly.
“Banking is evolving, and customers increasingly expect services that are convenient, accessible and reliable, whether they are banking through a mobile app, an ATM or a branch. As Housing Finance Bank continues to invest in these areas, our focus will be on ensuring that the operational systems and processes behind these services are efficient, responsive and dependable. I look forward to working with the teams across the Bank to strengthen service delivery and ensure that our investments translate into a better banking experience for our customers,” said Twinamasiko.
He brings more than 25 years of banking experience to the role, including over 17 years at Housing Finance Bank. His experience spans branch management, electronic delivery channels and alternative banking, giving him an understanding of both the operational systems behind banking services and the channels through which customers access them.
During his tenure at the Bank, he served as Project Manager for the implementation of its current Flexcube Core Banking System, a key platform supporting its banking operations. He also led the alternative banking channels function, having previously served as Senior Manager, Electronic Delivery Channels before the role was redesignated Manager, Alternate Channels in December 2020.
He joined Housing Finance Bank in May 2009 as Branch Manager. Before that, he held various positions at Barclays Bank Uganda, now Absa Bank Uganda; DFCU Bank; and Post Bank Uganda, now Pearl Bank. His experience across these institutions includes branch management, relationship management and administration.
Twinamasiko holds a Master of Arts in Economic Policy and Planning and a Bachelor of Commerce in Finance, both from Makerere University.
His appointment comes as banks increasingly look beyond physical branches to deliver services through mobile platforms, ATMs and other alternative channels. For Housing Finance Bank, strengthening the operational function will be important in supporting its ongoing investments while ensuring consistency and reliability across the different customer touchpoints.
The Bank also recognised James Daniel Nsibuka for his leadership as Acting Head of Operations during the transition period and his contribution to maintaining continuity within the function.
