WHO’s data tool improves Ebola surveillance, contact tracing and decision making in Uganda

 

Government and world health organisation (WHO), have revealed that the recently introduced Go.Data, a software tool for outbreak investigation and contact tracing has revolutionized data collection, collation and analysis which are critical in disease outbreaks situations.

In the recent Ebola Virus Disease (EVD) outbreak in Kasese district, western Uganda, the tool enabled frontline health workers and District Health Teams (DHTs) to handle information management for contact follow-up and reporting in real-time.

Created by the Global Outbreak Alert and Response Network (GOARN) group in close consultation with WHO Member states and partners, the Go.Data tool focusses on the core data record of a case, a set of contacts linked to that case and a set of follow-up records created for each contact.  In other words, the tool has strengthened follow-up of cases and contacts outbreaks involving human to human transmission of disease.

Its easy-to-use interface enabled EVD contact tracers with limited information and communication technology knowledge to easily collect and share data quickly with their supervisors.  They were not required to use tracing sheets, as Go.Data allowed them to collect real-time data and upload it to the dashboard for analysis.

Owing to the recurring health emergencies, the need for appropriate outbreak response tools during complex emergencies cannot be overemphasized. During emergencies, existing national public health surveillance systems may be underperforming, disrupted or non-existent. In addition, existing tools may not be comprehensive enough, or address requirements in the field during emergencies, leading to proliferation and fragmentation of data collection at the frontline.

With Go.Data, there is a shift to digital real-time data collection, analysis and communication during disease outbreak preparedness and responses.  Visualization of chains of transmission or report generation is done easily thus enabling decision-makers to make informed decisions. In addition, case management and contact data are also collected, analyzed and communicated to improve the response.

“These tools are being incorporated into Uganda’s outbreak readiness and response system to enhance data collection which in turn will improve preparedness and response,” says Mr Moses Bagyendera the Health Informatics Officer at WHO.

Globally, Uganda is the second country after Bangladesh to deploy the Go. Data tool in a disease outbreak situation. The tool that is easy to install and manage on computers and smartphones is indeed a work of genius in improving a country’s readiness and effectiveness in disease outbreak response.

ADB, partners prioritise the African Education Fund

The African Development Bank (ADB), the Association for the Development of Education in Africa and the African Union are recommending the establishment of the African Education Fund to address the challenges of education and skills development in Africa.

A joint declaration in support of the African Education Fund was produced after a workshop organised in Abidjan.

“The African Education Fund is a vision many education stakeholders in Africa have had but could not put into practice. It is no longer just a vision – it is a reality,” Oley Dibba Wadda, the Bank’s Director of human capital, youth and skills development, told more than 50 attendees representing 12 African governments, 4 regional economic communities and other development partners specialising in finance, skills development, and education.

Workshop organisers sought inputs from regional member countries on the structure of the African Education Fund and highlighted the need to strengthen its position as a ‘go to’ resource for financing education across the continent.

“The AEF is a unique, Africa-initiated and continental mechanism for resourcing post-secondary education in Africa” said Albert Nsengiyumva, Executive Secretary of the Association for the Development of Education in Africa.

Beatrice Njenga, Head of the Education Division at the African Union Commission, reminded workshop participants that the Fund was not intended to be a substitute for existing funding mechanisms. “The African Education Fund complements these mechanisms at national and international levels”.

Côte d‘Ivoire’s Minister of education and technical, vocational education and training, Kandia Camara, opened the workshop, emphasizing the need for countries to be accountable and to take ownership of Africa’s education and training. Camara also encouraged participants to pay special attention to supporting girls and people with disabilities in the structure of the fund.

The two-day series of presentations, discussions and group sessions explored strategies for financing projects intended to contribute to human capital and skills development across Africa under the banner of the African Education Fund.

Gov’t tables the long-awaited electoral reforms

The Attorney General, William Byaruhanga, has tabled the long-awaited electoral reforms as directed by the Supreme Court.

In 2016 Supreme Court judges led by the Chief Justice Bart Katureebe ordered the Attorney General to implement ten orders including the tabling of the electoral reforms within two years after the judgement.

The proposals are contained in the Presidential Elections (Amendment) Bill 2019, Parliamentary Elections (Amendment) Bill 2019, Electoral Commission (Amendment) Bill 2019, Political Parties and Organisations (Amendment) Bill 2019 and Local Government (Amendment) 2019.

The bill has been referred to the legal and parliamentary affairs committee for scrutiny. The political parties according to proposal, want powers over its members who intends to stand as independents after losing in internal party elections.

The bill proposes that the parties should not ally with a political pressure groups aiming at fighting against ruling government.

“It is not a proposal to remove one group against the other, there are different proposals, the main purpose is for them to be debated and in the end, a final position will be reached,” said Mr Byaruhanga

He said the government also against the use of cameras and mobile phones at polling stations while the Electoral Commission will be given powers to gazette restricted voting areas. When the proposals are passed by Parliament, the Electoral Commission will be free to tally results in the presence of only five people.

The orders by the court included the need to review the time for holding fresh elections in case a presidential election was nullified.

The judges also made order relating to using modern technology in adducing evidence, the need for equal access to public media, late enactment of relevant electoral legislation, and the involvement of public officers in political campaigns among others.

The Justices thought that the reforms would level the electoral ground by the 2021 general elections so as to avoid anomalies that characterized the previous polls.

Rugby Cranes take on Zimbabwe in the Victoria Cup

The Uganda Rugby Cranes head coach Robert Sseguya named the national team to lock horns with the Sables of Zimbabwe on Saturday, 27 July 2019 at Legends Rugby ground, Kampal.

Twenty players were retained from the game against Kenya, plus three debutants. The debutants are Kelvin balagadde, Ivan Kabagambe and Farag Odugo.

Charles Uhuru will be sitting in for Brian Asaba as the assistant Captian who is injured.

The Victoria Cup is a rugby union tournament contested by the four African nations of Kenya, Uganda, Zambia and Zimbabwe as of 2019. After a seven-year hiatus, the competition was revived following Rugby Africa’s cancellation of the Africa Gold Cup in 2019 due to sponsorship loss.

The Cup is named after Lake Victoria in Kenya and Victoria Falls which were named in honour the reigning Queen Victoria and her great grandmother.

Mwine Mpaka off the hook

The Western Youth MP, Mwine Mpaka, is finally off the hook after identifying his soulmate, Isabelle Amanda Nankanda.

According to information obtained by this website, the MP will on August 03, 2019 exchange marriage vows with his fiance at St. James Cathedral, Ruharo and the couple will thereafter, host their guests at Emburara Farm Lodge in Mbarara.

The function is expected to be graced by the Speaker of parliament, Rebecca Kadaga and other legislators and other dignitaries.

Mr. Mpaka, 32, is the son to State Minister for Veterans Affairs, Lt. Col (Rtd) Bright Rwamirama, also Isingiro North County MP.

Mpaka holds Bachelor of Science in Information Technology degree obtained from Uganda Martyrs University. He came to Parliament in 2016 after beating Gen Henry Tumukunde’s son, Amanya Tumukunde in a tight race amidst allegations of vote rigging by security operatives.

Junior Gazelles set for FIBA U16 Women’s African Championship

The Federation of Uganda Basketball Associations (FUBA) has announced that the Uganda U16 Women’s National Team – the Junior Gazelles will take part in the upcoming FIBA U16 Women’s African Championship set to take place in Kigali, Rwanda.

The team has been in residential camp at the African Bible University in Lubowa and they are very confident about raising the nation’s flag high in this tournament.

The Junior Gazelles will face competition from the record five-time reigning champions Mali, Egypt, Angola, South Africa, Tanzania, Mozambique and hosts Rwanda in a battle for the continental trophy.

The championship will be played from July 28 to August 3 at the Amahoro Indoor National Stadium.

This is the first time that Uganda is competing in this event and the team is indeed excited about donning the national colours.

The contingent will depart for Kigali this Friday, July 26 and they will need to finish among the top two teams to qualify for the FIBA U17 Women’s World Cup 2020.

“We are grateful to the Government of Uganda through the National Council of Sports for the continuous support they have offered our National Team programs over the years.” Nasser Serunjoji the FUBA president said while flagging off the team.

German Embassy donates sports equipment to Teryet Primary School

The German Embassy in Kampala Uganda have donated a set of several sports equipment in football, volleyball, handball, netball, track & field and gymnastics to Teryet Primary School in Kapchorwa District.

The donation was handed over to the Head Teacher of Teryet Primary School Mr. Chepkwurui Geofrey.

The Ministry of Education and Sports represented by Mrs. Grace Abalo, Senior Education Officer in the Department of Physical Education and Sports, welcomed the sports materials which are provided to continue to motivate school children and young students in the area of the National High Altitude Training Center (2555m) at Teryet.

She also urged the people in Kapchorwa District to participate in education / physical activity as a base for a dual career in life and sports.

In the framework of the Uganda-Germany Cooperation in Sports Development, the Ministry of Education and Sports requested for the re-secondment of the German Sports Development Expert Mr. Gunter Lange to Uganda to support the country in the further development of Physical Education and Sports Development.

The planned activities are reflected within the Ministry of Education and Sports strategic plan of 2017/2020.

The Germany Government has for over the past years assisted the Ugandan Government with human resource training and equipment support among others in different sectors and this strengthens the relationship that exists between the two countries.

Cecilia Ogwal is an adamant liar- Gen Tumwine

MBARARA-The Minister of Security, Gen Elly Tumwine, has lashed out to Dokolo Woman MP, Cecilia Ogwal saying she is an adamant liar’ and faulted journalist for failure to seek his view on allegations brought against him.

“I don’t know what exactly the cause of these lies was but people are upset that we did well and continuing to do well,” he said. At Lake View hotel, Mbarara. “Unprofessional journalists are some of the causes between public figures,” he said. He castigated journalists in attendance and asked for a more professional and objective approach to news reporting.

However, Tumwine’s  dragging of journalists into an affairs that was between legislators in their chambers is diversion of sorts because the matter at hand was being debated on the floor of the house with some media houses broadcasting it live.

The former Army commander believed that ‘false claims’ are a result of ingratitude and anger at the successful operations of the government.

Tumwiine also blamed NBS journalists for being biased in their reporting and following only Ogwal’s line of accusations without getting both sides of the story or fact checking the report made by the MP

On Tuesday, Tumwine was summoned to appear before the parliament’s disciplinary committee after Bukonjo West County MP, Godfrey Katusabe, raised an issue that Gen. Tumwine made the comments about the shoot-to-kill order following the deployment of the police and army to quell riots in Kasese district when Mirama abattoir was shutdown.

Gen. Tumwine said he had discussed the security concerns in Kasese district with Katusabe, and that provisions to harmonize the impasse had been established.

During the debate Cecilia Ogwal advised that the Security Minister desists from defending himself on the floor of Parliament but faces the Committee that would investigate the allegations and present a report. Gen. Tumwine is no stranger to such behaviors as in the 7th parliament he pulled a pistol on Mr Jacob Oulanyah when Oulanyah then a member of the opposition Uganda Peoples’ Congress asked why he had carried a gun with him into the chambers, an incident that resulted into a an exchange between the two.

Speaker Kadaga asked the House Committee on Rules to also investigate the concerns raised by Cecilia Ogwal on threats by the Security Minister and present a comprehensive report.

Ogwal said after the adjournment, the army general attempted to beat him in the corridors of parliament over comments she made in the house.

FUFA to cater for travel expenses of KCCA and Proline during Caf engagements

The Federation of Uganda Football Associations (FUFA) Executive Committee has approved travel funding for the Caf interclub competition representatives.

KCCA FC won the StarTimes Uganda Premier League title and will feature in the Caf Champions League while Proline FC lifted the Stanbic Uganda Cup to take the berth in the Caf Confederation cup this season.

The latest development was confirmed by FUFA Finance Director Decolas Kiiza who says guidelines will be followed to benefit from the decision taken by the FUFA Executive.

“FUFA has made strides as a result of increased Government funding for the Uganda Cranes activities. We now have resources for other football activities and stakeholders to develop the game of football in Uganda” said Kiiza according to the fufa website.

The following guidelines will be followed by the two clubs;

“FUFA shall assume the expenses of travel by plane and allowances for the Leader of Delegation.

FUFA shall assume the expenses of travel by plane in economy class of the participating team for a maximum of 25 persons (18 players and 7 officials) from Entebbe to the Airport of the host Country within the provisions of the relevant Competition regulations.

The participating club shall provide in writing to FUFA CEO the list of the travelling contingent 14 days to the intended date of departure.

FUFA shall not assume the expenses arising out of any changes (for whatever reason) to the air tickets originally issued.”

The two clubs are the first beneficiaries of this FUFA financial help.

Over the years, Ugandan clubs like Paidha Black Angels, Express FC, missed out on representing the country on the continent due to lack of such funds but now Fufa coming in to help with a big part of the expenses is a huge step forward for Ugandan football.

Uganda stagnant in 2019 July Fifa rankings

 

Uganda Cranes have maintained their position in the July football rankings released today by the world football governing body, FIFA.

The Cranes have not made progress despite reaching the knockout stages of the Africa Nations Cup in Egypt and remain at position 80 in the world, and are 16th on the continent.

Neighbours Kenya dropped 2 ranks to 107, Tanzania also dropped 6 places to 137, Burundi settled for position 148 after a disastrous Afcon and Rwanda at 133.

African champions Algeria (40th, up 28) are the biggest mover in the July edition by ranks and points (up 117), while fellow finalist Senegal (20th, up 2) did not make a huge leap but reached their best-ever Ranking position.

Semi-finalists Nigeria (33rd, up 12), are joined by surprise quarter-finalists Madagascar (96th, up 12) and Benin (82nd, up 6) in seeing their continental performances rewarded with a Ranking rise.

The top five countries in Africa are; Senegal (20), Tunisia (29), Nigeria (33), Algeria (40) and Morocco (41).

New South American champions Brazil (2nd, up 1) leapfrogged France (3rd, down 1) in second place and trail leaders Belgium by a narrow margin of 20 points.

Other sides in Copa America action improved their Ranking positions substantially, namely quarter-finalists Uruguay (5th, up 3), Colombia (8th, up 5), and Venezuela (26th, up 7) – who reach their best-ever Ranking position after their run to the last eight. Bronze-medallists Argentina (10th, up 1) complete a quartet of South American teams in the top ten.

Concacaf champions Mexico (12th, up 6) and fellow finalist USA (22nd, up 8) made big strides up the table with an honourable mention for surprise semi-finalist Haiti (83rd, up 18).

The Biggest movers were Algeria while Burundi dropped the hardest by down 14 ranks to 148.

Teams inactive for more than four years are not ranked.

The next FIFA/Coca-Cola World Ranking will be released on 19 September 2019.
