Kabila names new PM

DUAL CITIZENSHIP QUERIES? New Democratic Republic of Congo Prime Minister Samy Badibanga

Democratic Republic of Congo (DRC) President Joseph Kabila has appointed opposition politician Samy Badibanga as prime minister, under a controversial power-sharing deal that effectively extends his term in office.

The move was part of an October agreement between the government and fringe opposition groups that was criticised by the main opposition coalition as a Kabila ploy to stay in power.

Badibanga had taken part in last month’s talks even though his party – led by longtime opposition figure Etienne Tshisekedi – had boycotted them.

The main opposition bloc, the Union for Democracy and Social Progress (UDPS), denounced Badibanga’s choice as a ‘provocation’, dashing hopes the decision might ease the risk of violence over Kabila’s plan to stay on until at least April 2018.

A source close to the leadership of the UDPS, of which Badibanga used to be a leading member until he defied orders not to form a group in parliament, said his nomination was a ‘non-event’.

Tshisekedi has called himself the country’s ‘president elect’ since the last presidential poll in 2011.

Paving the way for Badibanga’s nomination, former premier Augustin Matata resigned on Monday.

The October deal, which emerged following a so-called ‘national dialogue’, aimed to calm soaring political tensions but will extend Kabila’s term to at least late 2017. He was due to leave office next month.

“The deal currently represents the only roadmap put in place by the Congolese themselves,” said Kabila during a defiant speech to parliamentarians in the capital Kinshasa on Tuesday.

He added that he was ready to defend against any attempt to take over the country by force, pledging that elections would be organised in the coming months.

Badibanga’s appointment came as a surprise as Vital Kamerhe, who led the fringe opposition that participated in the national dialogue, had been cited as the favourite to succeed Matata as premier.

The 54-year-old represents a constituency in the capital Kinshasa and was among opposition figures who in early 2015 put their name to a statement branding Congo an ‘open air prison’ after access to text messaging, mobile internet and radio stations were blocked.

Among his first tasks on taking office will be to organise elections in the vast country, which has one of Africa’s richest mineral reserves.

Kabila took power in 2001, 10 days after the assassination of his father, the then-president, Laurent Kabila.

A 2006 constitutional provision limits the presidency to two terms.

Violent anti-Kabila protest in September triggered by the political instability claimed 53 lives, according to the UN.

US pushes for arms embargo against South Sudan

The United States circulated on Thursday to the 15-member United Nations Security Council a draft resolution to impose an arms embargo on South Sudan and further targeted sanctions amid warnings by a senior UN official of possible genocide.

Political rivalry between South Sudan’s President Salva Kiir, an ethnic Dinka, and his former deputy Riek Machar, a Nuer, led to civil war in 2013 that has often followed ethnic lines. The pair signed a shaky peace deal last year, but fighting has continued and Machar fled the country in July.

Adama Dieng, UN Special Adviser on the Prevention of Genocide, last week visited South Sudan, which gained independence from Sudan in 2011.

“I saw all the signs that ethnic hatred and targeting of civilians could evolve into genocide if something is not done now to stop it. I urge the Security Council and member states of the region to be united and to take action,” Dieng told the council.

“There is a strong risk of violence escalating along ethnic lines with a potential for genocide. I do not say that lightly,” he said, urging the council to impose an arms embargo.

Samantha Power, US ambassador to the United Nations, told the Council that Dieng’s warning should serve as a wake-up call. “None of us can say we did not see it coming,” Power said.

The UN Security Council has long-threatened to impose an arms embargo on South Sudan, but veto powers Russia and China are skeptical whether such a move would make a difference as the country is already awash with weapons.

“We think that implementing such a recommendation would hardly be helpful in settling the conflict,” Deputy Russian UN Ambassador Petr Iliichev said. “Introducing targeted sanctions against South Sudanese leaders would be the height of irresponsibility now.”

The Security Council set up a targeted sanctions regime for South Sudan in March 2015 and has blacklisted six generals – three from each side of the conflict – by subjecting them to an asset freeze and travel ban.

“An arms embargo is effective if there is a broad and robust commitment to its enforcement,” Power told the Council.

“Imposing new targeted sanctions designations will isolate the individuals who have consistently been responsible for the acts that have brought South Sudan to this moment and which have caused so much suffering,” Power said.

South Sudanese soldiers and rebels said on Thursday they had clashed in a state bordering Sudan, killing at least 15 people.

Uganda to host regional Jua Kali exhibition

The 17th edition of the East African Community Jua Kali/Nguvu Kazi Exhibition will take place from 5th to 11th December 2016 at the KCCA open grounds in Lugogo.

Addressing the press at the Media Centre today, the Minister of Trade, Industry and Cooperatives Amelia Kyambadde said that the exhibition, to be held under the theme:’Buy East African products, build East Africa’, is to show case the stock products locally made by artisans in East Africa.

According to Ms Kyambadde, the exhibition that is expected to bring together over 500 artisans of whom 200 are from Uganda, will also help in the transfer of knowledge and capacity building for value addition.

The Jua Kali/ Nguvu Kazi exhibition is an annual event that is organized by the East African Community (EAC) currently comprising the partner states of Uganda, Kenya, Tanzania, Rwanda, Burundi and South Sudan.

In order to support promotion of the Jua Kali/Nguvu Kazi sector of the regional economy, the EAC Secretariat in collaboration with the Partner States and Confederation of Informal Sector Organisation East Africa (CISO-EA) has organised the annual exhibitions since 1999.

Appearing today on ABS TV, Tamale Mirundi said Dr Besigye yesterday engaged in acts of ‘defiance’ to divert attention from Mr Kanyamunyu, who is a nephew to Dr Besigye’s wife Winnie Byanyima.

Yesterday, Dr Besigye engaged in altercations with the police as he was restrained from accessing Uganda House where he was headed to allegedly consult with his lawyer Ladislaus Rwakafuzi.

This followed early appearances at the Nakawa magistrate’s court, where he had gone for the hearing of a treason case against him, and then a later date at the High Court, where he sought to settle his bail obligations.

“Besigye cannot dare to comment about Akena’s death simply because the prime suspect Mr Kanyamungu is his in-law,” Tamale Mirundi said adding: “as a move to divert the media Kizza Besigye had to cause chaos in the city.”

He added: “The responsibility was left to the media to spread their propaganda, while the police and a few Members of Parliament from the greater Acholi region were battling it out.”

 

Meanwhile, Tamale Mirundi did not also spare the rod; he took on government, accusing the state of lackadaisical approach to Kanyamunyu’s case, allegedly because of ‘fearing the Byanyima family’.

“That is why they (state) are silent on the Kanyamunyu issue,” Tamale Mirundi said, in respect to the accusations he made against the state and the Byanyima family, whose member Winnie was one of the first Ugandans to boldly come up and call for justice to prevail in respect to Akena’s killing.

Writing on her Twitter account, Ms Byanyima admitted that Mr Kanyamunyu, the prime suspect in Akena’s murder, is her nephew, and called for the law to take its course.

CAA accounts frozen, staff worried over salaries

The Civil Aviation Authority (CAA) accounts, both shilling and dollar accounts, have been frozen following a protracted tussle between the Director Human Resource and Administration (DHRA), Fred Bamwesigye and the General Manager Entebbe Airport, John Okalany.

Sources at CAA told EagleOnline that the CAA staff are now worried they may not receive salaries on time because of the differences between Bamwesigye and Okalany, which developed after the former ‘hurriedly’ advertised and replaced Okalany, when the latter had gone for treatment to India.

According to the source, the advert for the post of General Manager, referenced CAA/ADV/EXT/06/2015, was carried by The New Vision and Daily Monitor newspapers in June 2015, a development that set the two men on a collision course that has reportedly affected most operations at CAA.

Further, according to the source, when Okalany returned after treatment he resumed office but without pay, which prompted him to seek legal redress which resulted into court ordering that he be paid all his outstanding dues, all amounting to about UgShs2 billion.

“Because of one man (Fred Bamwesigye) Director HRA decision, has led to all CAA’S accounts both local and dollar to be frozen,” the source said, adding: “So GM sued the company and his lawyers have secured a court order blocking all CAA’S accounts until they pay damages.”

Contacted, an official official from the CAA communications department referred EagleOnline to a one Vianney Luggya, who did not pick his phone, 0752426559.

Meanwhile, EagleOnline has learnt that because of the intrigue and backstabbing, the CAA, which supervises Entebbe International Airport and other internal airfields, has sometimes failed to maintain airport standards at Entebbe, something that one time prompted President Yoweri Museveni to complain about the bushes that had grown around the airport.

Recently, the CAA was also in the news for the wrong reasons following  complaints that it was illegally recruiting children of top politicians.

The total prize of Euros 55,000, which aims to encourage start-ups in Africa to launch innovative projects that promote development, has been extended this year to the Middle East, with a new award, the Special Prize for Cultural Content, also introduced.

The three prize-winners received grants of 25,000, 15,000 and10, 000 Euros, and the winner of the Special Prize for Cultural Content received 5,000 Euros. In addition, the shortlisted finalists and the winner of the Special Prize for Cultural Content will benefit from six months of support from Orange experts and the NGO.

The first prize was awarded to Medtrucks of Morocco, while Nanoe of Madagscar and Ma Tontine, wwere awarded the second and third prizes, respectively. The Special Prize for Cultural Content was awarded to Bulles Magazine of Cote d’Ivoire.

The winners were selected by a jury made up of experts from Orange, journalists, investors and institutions that promote development, while the first prize winner will also be offered a patent registration.

For the sixth year in a row, the Orange Group recognized four innovative projects that further development within the region. The objective is to stimulate entrepreneurs’ initiatives that use new technologies to meet the needs of people in Africa and the Middle East.

More than 750 candidates responded to the call for projects, which ran from May to September 2016, reflecting the potential of the telecommunications sector to support development in Africa and Middle East in fields as diverse as healthcare, agriculture, education and energy.

Eleven projects were shortlisted and presented on Orange’s new pan-African web portal for entrepreneurs in the region.

Former Kiira Mayor shot at, out of danger – Police

ATTACKED: Former Kiira Town Council Mamerito Mugerwa

Former Kiira Mayor, Mamerito Mugerwa was last night attacked by unknown gunmen, who fled without wounding him.
Sources say Mr Mugerwa found them at his home and they opened fire as he parked his car, shooting at him several times. According to police, he was also armed and overpowered them during the scuffle.

The assailants fled and police is still hunting for them, but Mr. Mugerwa was rushed to Nakasero Hospital, where he is recovering from shock.

This is the second time Mr Mugerwa’s life is coming under threat, the first having been in 2013 when five local leaders in the contested area of Kasokoso, a slum area in then Kiira Town Council, reportedly attempted to lynch him. In the process they also torched his car.

At the time residents of the area suspected that Mr Mugerwa was conniving with the National Housing and Construction Company, the alleged owners of the contested land, to evict them.

Meanwhile, the incident didn’t spare the life of Mr Mugerwa’s dog; it was killed during the shootout.

City murders: Bobi Wine pushes for justice for singer ‘Master Blaster’

PHILANTHROPHY: Bobi Wine is contributing towards the Uganda Cranes AFCON campaign in Gabon next year.

Kenneth Akena, a social worker who was shot dead on Saturday for allegedly knocking and leaving scratches on a car belonging to a one Mathew Kanyamunyu, was finally laid to rest yesterday at his ancestral home in Kitgum.

But as he was being buried, musician Bobi Wine couldn’t help thinking about the late singer Denis Innocent Oringa aka Master Blaster, who was killed in an almost similar manner in December last year.
It’s now a year since the incident happened but no one has been brought to account. In fact, according Bobi Wine, initially it had been a one Wagaba Gonzaga who was arrested in relation to the incident but he was released even before Master Blaster, popularly known for his song, ‘Emboko’ had been buried.

“He was shot dead on Tuesday 29th December last year in Bwaise by a police officer called Wagaba Gonzaga cpc attached to Kawempe Police Station. There were riots in Bwaise but we managed to calm the people down and restore peace. The police officer was arrested but to my dismay even before the victim was buried the killer was set free. Yes, he was released on 29th of December 2015 while we buried Master Blaster on 2nd January 2016,” Bobi Wine says.

“Criminal case no.11731 was opened at Nabweru court but since then, court has been adjourning till today with the next hearing on 28th November 2016….Justice delayed is justice denied!”

Bobi Wine dedicated his post to the late Keneth Akena “who was buried today (yesterday) after being shot dead for allegedly scratching a rich man’s expensive car while parking….and to all those very many innocent ‘common’ people that get killed while the killers go Scot-free, MAY YOU NEVER REST UNTILL JUSTICE IS SERVED!!”

It should be remembered that justice is also yet to be accorded to Badru Kateregga who was killed in 2012 at Panamera bar in an almost similar manner.

According to court documents, Kateregga, then working at Panamera bar as a waiter was allegedly tortured to death by his boss Desh Kananura together with his brothers. He was tortured for allegedly being found in possession of Shs30,000 contrary to the bar rules.
Kananura flew to the UK shortly after the incident and returned the following year. He was briefly detained before being released on bail. The case had never been heard until this month.
