Army explains presence at Gen. Sejusa’s home

The military police has come to explain their presence this afternoon at the home of controversial army general David Sejusa in Naguru, a Kampala suburb, with officers seen talking to people there.

Military Police Spokesperson, Maj. Stanley Birungi told EagleOnline that whereas, they were seen at the home of General David Sejusa, the purpose of the visit was not to arrest or do anything but rather to drop food supplies for their officers who are deployed at his home.

“It is true, our soldiers have been there doing those other duties and like we do to any other high ranking officials and generals, we deploy officers in their home,” Maj. Birungi said.

EagleOnline had earlier reported about the Military Police being present at the General’s house.

Army Spokesperson Lt.Col. Paddy Ankunda also has also demised new deployment “No new military police deployment has been made at Gen. David Sejusa’s residence”

Over the years the General has had a not-so-rosy relationship with the NRM government and in April 2013 Sejusa, a former Coordinator of Intelligence Services, penned a dossier to the Director General of the Internal Security Organisation (ISO) Brig. Ronnie Balya, in which he claimed President Yoweri Museveni was hatching a plan to have his son Muhoozi Kainerugaba, succeed him. In the same dossier the General also claimed there were plans to eliminate him and some senior political and military figures including then Prime Minister John Patrick Amama Mbabazi and then Internal Affairs minister, the late Gen Aronda Nyakairima, among other people.

‘Hyena’ arrested for sex crime

A man who  featured in a viral story as being involved in an initiation ceremony to “cleanse” young girls by having sex with them, has been arrested.

Malawian Eric Aniva had been arrested on President Peter Mutharika’s orders, a government spokesman has told the BBC’s Focus on Africa radio programme.

He said Mr Aniva, nicknamed “hyena” for his role in the initiation, would be prosecuted for violating children’s rights.

He also said that the president was disturbed by the revelations made in the story and has vowed to crackdown on the cultural practice.

The man revealed in the feature that he had had sex with more than 100 girls and that he was HIV positive.

The sex cleansing practice is a traditional custom endorsed and funded by some communities in southern Malawi but the government has been trying to stop it.

BREAKING: Military surrounds Gen Sejusa Naguru house

The Military Police has surrounded General David Sejusa’s house in Naguru, a Kampala suburb, with officers questioning people at his home.

It has not been possible to establish the exact reason the ‘red top’ cordoned off the house but observers attribute the development to the General’s activities that have seen him ally with the opposition since he returned from a self-imposed exile in December 2015.

Contacted for comment army spokesperson Lt. Col. Paddy Ankunda said he was ‘not aware’ of the development but promised to establish the cause of the cordon and get back to the EagleOnline.

Police ignores Besigye, to report back to Court on August 9

Opposition strongman Kizza Besigye has today had a hustle-free reign in town as he left court, where he had gone to fulfil his bail obligations.

The former Forum for Democratic Change (FDC) presidential candidate, who is facing treason charges, was earlier this month given a Shs100 million non-cash bail by High Court judge Wilson Masalu Musene and ordered to report to the Registrar of the court once every two weeks, starting July 26. Dramatically, when he obliged today, he was told the Registrar, Mary Eleanor Khainza, was away attending a conference in Entebbe. He was then told to report back to court on August 9.

Then, followed by a procession of chanting supporters and his two lawyers, Ernest Kalibala and Frederick Mpanga, Dr Besigye made his way through the City Center. However, this time there was no heavy security deployment and blocking of roads as is usually done, with observers saying that the development was prompted by the police’s condemnation by Parliament and the civil society for brutalising opposition supporters.

Yesterday, a case of disobeying lawful order against Dr Besigye and Kampala City Lord Mayor Erias Lukwago was dismissed by Makindye court, only for the opposition figure to be arrested and detained at Jinja Road Police station, from where he was set free at 9pm.

It is just one of many cases he is facing in different courts since he challenged long-serving President Yoweri Museveni in February’s disputed election.

The most serious charge –  that of treason – has not yet been dropped.

It was brought after Mr Besigye rejected Mr Museveni’s victory as a sham, and said he was the democratically elected president.

Mr Besigye is currently out on bail, and says he will also be cleared of the treason charge.

Ten killed in Mogadishu bomb blasts

At least 10 people have been killed in two car bomb attacks near an entrance to the airport in Mogadishu, Somali police and eyewitnesses have said.

Thick smoke could be seen rising from the area, where there is also a base for African Union (AU) peacekeepers.

Local journalists said one of the bombs was detonated by a suicide attacker near a checkpoint. Another blast hit the airport’s perimeter wall.

Those killed were believed to include security guards at the checkpoint.

The militant Islamist group, al-Shabab, has said it was behind the blasts and its target was the AU force’s headquarters.

The AU mission in Somalia condemned “these senseless attacks that aim to disrupt and cripple the lives of ordinary Somalis”.

Al-Shabab has carried out frequent attacks in Somalia, including in Mogadishu, in an attempt to oust the UN-backed government.

The group, which is allied to al-Qaeda, has been pushed out of most of the main towns it once controlled, but analysts say it remains a potent threat.

It has been increasing its attacks ahead of planned elections in Somalia.

Hotels have been attacked by car bombs and then armed assault teams over the past few weeks.

The large airport area in Mogadishu is a secure “green zone” for UN operations, the AU peacekeeping force and foreign embassies.

The Somali government, with the help of AU forces, is fighting al-Shabab militants in several parts of the country.

Kiir fires Machar

South Sudan President Salva Kiir Mayardit has relieved his First Vice President Riek Machar Teng of office, leading to speculation that the country may slowly slide into chaos again.

Announced through a presidential decree ‘appointment of the first vice president of the Republic of South Sudan’, Mr Kiir appointed General Taban Deng Gai the new vice president.

South Sudan became independent five years ago, but two years down the road the country broke out into war that was temporarily contained when the two warring factions signed a peace deal in August 2015 in Addis Ababa, Ethiopia.

However, two weeks ago forces loyal to Kiir and Machar engaged in a bitter exchange of fire, forcing the latter to flee Juba and go into hiding.

But Kiir gave him an ultimatum to go back to the city by last Saturday, a ‘directive’ Machar ignored, leading to the Monday announcement of Deng Gai as vice president.

Over the years since Independence in 2011 the relations between President Kiir, Machar and Deng Gai has not been a rosy affair, and in July 2013, Kiir dismissed Machar as his deputy and also fired Gen Deng Gai from the governorship of Unity State.

Kibuku MP Kinobere thrown out of Parliament

The Mbale High Court on Monday nullified the election of Kibuku MP Tom Herbert Kinobere in favour of Godfrey Wairagara Kamba on grounds that the former lacks academic papers. Kinobere was also found guilty of vote stuffing during the February 18th parliamentary elections in the eastern district of Kibuku.

The two are fighting to succeed long-serving Kibuku legislator Lt Saleh Kamba, who been area MP for over 10 years. The prominent legislator was one time and was one time named State Minister for Bunyoro Affairs, but was rejected by the parliament’s appointment committee folack of the requisite academic qualifications.

Meanwhile, earlier on Monday, there was jubilation at Soroti High Court, Alice Alaso Asianut, was declared winner of a petition case against the newly-elected Serere District Woman Member of Parliament Hellen Adoa (NRM).

“Court found out that there was fraudulent distribution of sugar, soap and salt across the constituency coupled with the use of government motor vehicles taken to every rally,” the verdict by Soroti Chief Magistrate, Ruth Nabaasa read.

Meanwhile, court also dismissed the election petition of Nakapiripirit District Woman Member of Parliament.

Court found out that the court petition logged by Nakapiripirit former Woman MP, Rose Iriama against the newly elected woman MP Esther Davinia Anyakun could not overturn the results and the elections.

Police issue tough guidelines for boda boda cyclists

Police have issued a raft of tough guidelines for boda boda cyclists, and any breach will make the errant rider face heavy penalties. The development follows a meeting convened by the traffic commander Kampala Metropolitan Police (KMP) Norman Musinga earlier today, held at the Sharing Hall in Nsambya.

In a communication released today and signed by Mr Musinga, the cyclists were warned against dangerous riding, riding without a reflector jacket, riding on the pillions, disrespecting traffic lights and riding numberless motor cycles among other omissions.

According to Mr Musinga, every cyclist will also be required to have fulfilled all the requirements including having a driving permit and license in three weeks, ending August 16.

Over the years Boda Boda cyclists have ‘enjoyed’ a exhibited a high level of impunity on the roads, something that has led to the deaths of thousands of people who hire their services.

‘To better understand the danger posed by the errant cyclists, a visit to Mulago Hospital where the administration opened a ward specifically to handle victims of boda boda accidents, will suffice,’ one Jamil Ssenyange remarked on the sidelines of the meeting today.

New movie ‘The Only Son’ raises Shs 20m for Tororo charity

A Tororo-based charity that looks after 800 orphans and disabled children is set to receive a Shs 20m cash donation following the successful premiere of new Ugandan film The Only Son.

Producers of the film have confirmed that all proceeds from its glitzy debut held at Serena Hotel in Kampala last Friday will go to Adyac Foundation, a voluntary organisation with whom they have had an understanding for the last three years.

“We have been donating Shs 5m to them annually since 2013, but we hoped to up our grant to at least Shs10m through the premiere this year,” said Bobby Tamale, the film’s lead actor, producer and CEO of Tamz Production.

Tamale told this blog in an exclusive interview yesterday that his team has so far counted Shs 10m from ticket sales and are expecting at least another Shs 10m from audience pledges made during the premiere.

The 29-year-old businessman-turned-filmmaker got emotional on Friday as he thanked guests for turning up in big numbers to support a film that’s been touted as one of the best local productions this year.

There had been earlier fears the event would flop due to heavy pricing of tickets, limited publicity and the exclusivity of Serena.

But in a clear show of the increasing popularity of Ugandan cinema, hundreds of moviegoers packed the splendid Victoria Hall to catch the latest offering from the budding local industry.

By 5pm, swarms of stylishly-dressed guests had already started arriving at the venue where they were welcomed by a sprawling red carpet and media scrum.

The wide-ranging crowd comprised of some of Kampala’s glitterati including musicians, filmmakers, business moguls and fashionistas – all united by their impressive sense of style.

The absence of famous Ghanaian film star Majid Michel, who had initially been expected to headline the event, gave chance to the local film’s cast and crew to shine as they posed for pictures with fans on the red carpet.

Written and directed by Richard Mulindwa, The Only Son charts the story of Davis, an heir apparent and only child of a cancer-stricken millionaire (played by Michael Wawuyo Sr). The only thing Davis knows best is how to blow money, not how to make it.

His lavish lifestyle however takes a drastic turn as his father gets his entire fortune seized by Interpol following an apparent embezzlement scandal.

Now penniless and lonely, Davis struggles to adapt to his new situation, a journey that beats him into a better man by teaching him priceless life virtues he hitherto never knew about.

The twist to the story is that the embezzlement case and assets seizure was all but a sham and desperate plan by Davis’ dying father to groom his son into a responsible heir.

Tamale, a relatively new actor with plenty to learn, appeared to be the audience’s favourite as he went through a range of emotions and experiences in his titular character.

Much of the critical acclaim however went to Nisha Kalema with the 23-year-old actress proving why she’s a force to reckon with in her endearing turnout as Diana, a kind-hearted waitress who nurses Davis’ wounds and heartache.

“She just changed the entire film’s trajectory for the better the first time she came on screen,” film critic Andrew Kaggwa noted of Kalema’s performance.

The 2015 UFF Best Actress award winner also rocked the red carpet with an androgynous look, complete with a white suit, bowtie and a half-shaven head.

Veteran stage actor Raymond Rushabiro also continued his impress screen run in the film since making the transition last year as so did Doreen Nabbanja.

The Only Son will next show at Club Ambiance in Masaka on August 3rd ahead of an extensive theatrical run in Kampala. The film is also participating at this year’s Uganda Film Festival (UFF) this August where it’s tipped for an awards haul.

Former Minister advises Museveni to retire

A former minister who served in different ministries in President Yoweri Museveni’s government has advised the president to consider calling time on the presidency.

In an interview with a local newspaper, Gabriel Opio, who served as minister in various ministries including planning, education and gender, said Mr Museveni should now begin preparing someone to take up the task.

‘He should listen to the people, and if I were him this would be my right time to start preparing someone so that I can retire. But we need to come together. We can’t run this country when we are not united,’ Mr Opio said.

He added: ‘At the beginning of his (Museveni) rule, almost everyone was there and he was accepted even by Buganda, Bunyoro and Tooro. However, at the moment we don’t get that feeling. People have started feeling that attitude of ‘it is theirs’ not ‘ours’. Of recent the issue of Museveni’s retirement has rebound to prominence, given that he is serving his last constitutional term. According to the 1995 Constitution, one is not eligible to run for presidency after clocking 75 years, and by 2021 Mr Museveni, who was born in 1944 and turns 72 in August this yeasr will have surpassed the presidential age limit.

Meanwhile, Mr Opio, who spoke about several issues during his time in government, also gave a brief detail on the thorny issue of the burning of the Buganda royal tombs, the Masiro, in March 2010. According to the former state minister, who at the time served at the gender ministry, the matter was investigated and a report handed over to the President.

‘The investigations were done and a report was submitted to the President… I don’t know why they have not released it to the public. If they haven’t, then it is unfortunate,’ Mr Opio, who currently chairs the Madhvani Scholarships Committee, added.
