Public Universities to use ACMIS System for data backup

Public Universities are set to use the ACMIS System for data backup. The completion and adoption of ACMIS System follows the recent tragedy where Kyambogo University staff deleted all data for students who are set to graduate.

In 2020, the government of Uganda supported Public Universities and Self Accounting Institutions (PUSATIS) to develop an Academic Information Management System(ACMIS) which meets their academic requirements.

ACMIS is a modular component of the National Education Management Information System Framework through which the entire education cycle from Pre-school to Tertiary and University level will be automated.

The development of ACMIS was spearheaded by the Directorate of Information Computer and Technology system, DICTS Kyambogo and external participants and took into consideration the challenges encountered in Academic Information Management System ( AIMS) whose support from the government ceased on 30th June, 2021.

The AIMS was being funded by the government, however it stopped the funding and the Universities had to play this on their own.

“We really found it difficult to buy data and also fund this system. Therefore as a team we had to develop a traditional based system that is cheaper for saving our information,” Prof. Kakumba Deputy Vice Chancellor said.

He added that the system will enable the refunding of students’ monies incase of any balances. And there will be quick uploading of students’ marks on their portals.

Dr. David Kiwana, DICTS Manager, says that the ACMIS System is already in Makerere University locally installed at the DICTS Network Operations Centre and student data is being migrated.

“ACMIS unlike AIMS will be hosted locally at PUSATIs and each will have its own source code-instance. In other words individual Universities will have full control of both the system and institutional data,” Dr. Kiwana added.

UBL reflects on its journey as it marks 75th anniversary

Uganda Breweries Limited (UBL) has reflected on its journey saying that they have paid Shs 7.4 trillion in taxes for the last 75 years and Shs 420 billion in the last financial year.

Established in 1946, UBL is Uganda’s leading premium adult beverage company moved from sourcing 1 percent of inputs locally in 2006 to 92 percent. Last year the UBL paid Shs 45 Billion to farmers. Only 7 percent of its profit goes to shareholders.

Reflecting on its journey and marking its 75th anniversary, the Managing Director of UBL Alvin Mbugua said the company contributes 0.4 percent of the country’s total GDP and employs close to 1 percent of the country’s workforce directly and indirectly.

“The partnerships we have created have enabled us to source all our spirits from within Uganda, the Pearl of Africa. This is what partnerships do; they enable us to grow our ecosystem and our shared value. If you pulled UBL out of the equation, over 4 million households would be affected directly. Nearly 93 percent of the population would feel the adverse effects,” he said.

“We must create a business that has winning opportunities for everyone and not just the business. I can tell you, without our local raw material sourcing program, we wouldn’t have survived COVID-19,” he said.

“Uganda Breweries were pioneers in pulling out the use of non-recyclable plastics such as sachets that we used to pack in Uganda Waragi.  It affected our business negatively but we did it for the environment,” Former UBL MD Mark Ocitti said.

UBL has invested in a number of Water Access, Sanitation and Hygiene (WASH) community projects and provided direct livelihood support to over 25,000 farmers in Uganda.

According to the former Marketing Manager of UBL, the company has supported Art, Sports and music in the country. She said Bell Lager and Guinness have sponsored rugby at the time when they were really needed.

“The company through its flagship brands has as well done a lot of sport events, that is to say the Buganda sports gala. It also sponsored pearl of Africa Music Awards, Miss Uganda and all stars,” she said.

“We are probably the only company that gives women a six months maternity leave in which they still earn. Celebrating life and growing Ugandans taps into our core aspects,” said Jimmy Mugerwa, Non-Executive Director on UBL’s board.

Gov’t to release Shs21 billion for reconstruction of Makerere Ivory Tower building

The Ministry of Finance, Planning and Economic Development has been directed to release Shs 21 billion for the reconstruction of the Makerere University Ivory Tower building.

According to Dr Chris Baryomunsi, the Minister for Information Communication and Technology (ICT), the directions follow cabinet’s decision and resolution that the fire gutted building be razed down and reconstruct a new one.

“Cabinet decided that the Makerere main building be demolished and rebuilt. We have also directed the Minister of finance to release Shs 21 billion for the reconstruction of this main building,” he said.

In September last year, the country woke up to sad news of fire gutting the Ivory Tower building. According to the University, the fire started on 19 September 2020 destroying the top floor before the second phase which left the left wing housing human resource and records department razed down.

However the committee which investigated the matter alluded the razing of building to old electrical wiring which was more than 30 years.

The committee which comprised staff from the National Building Review Board, the Criminal Investigations Department (CID), the Directorate of Forensic services, the Directorate of Government Analytical Laboratory and the Occupational Safety and Health department of the Ministry of Gender, Labour and Social Development however recommended that the University should ensure that all CCTV connections in the buildings are fully functional and monitored in a central surveillance room at all times.

It also recommended that police Fire Brigade to beef up its capacity to effectively and efficiently respond to fires and that a firefighting truck is permanently stationed at Makerere University.

Parliament staff relocate to Kingdom Kampala Mall

Parliament has started moving some of its staff to tycoon Sudhir Ruparelia’s Kingdom Kampala Mall.

As per a communication from the Clerk to Parliament, Adolf Mwesige, the transition to move staff is planned to “secure workplaces for the leadership of Committees, Members of Parliament with Disabilities, Elderly Members of Parliament and furthermore add on the quantity of Committee rooms.”

With effect from Thursday September 2, 2021, parliamentary staff have been directed to move to the Kingdom Kampala located on Nile Avenue.

Throughout recent years, Parliament has been wrestling with office space to oblige the rising number of Members of Parliament and staff. Accordingly, the Parliamentary Commission chose to lease office space at the Kingdom Kampala building for its MPs for a period of two years.

Among the staff who are relied upon to move are the individuals who have been consuming previous board of trustees rooms. These include staff from the Department of Litigation and Compliance, General Counsel to Parliament and Communication and Public Affairs.

Other staff who are relied upon to move this Thursday incorporate; staff from Department of Clerks, Budget Office, Corporate Planning and Strategy, Research Services, Legislative and Procedural Services and Administrative and Transport Logistics. This excludes Directors and Assistant Directors of the particular divisions.

The Clerk to Parliament has additionally coordinated that the Protocol Officers who have been involving Office 114 on first floor South Wing be designated one more office inside the principle working to make that space accessible for Board Room gatherings. This fleeting plan is supposed to go on until the finishing of the development of the Shs200 billion Parliament chambers.

Kabale police hunting for local assailants who murdered a Rwandan national

 

The body of a 52-year-old Dusabimana Theoneste from Gicumbi Rwanda was Monday morning found in a pull of blood in Rushaki village, Katuna town council Kabale district.

Rushaki village is just meters away from the Katuna borderline.

It is alleged that on Sunday night, the deceased was heard making an alarm from the side of Rwanda and Monday morning his lifeless body was found on the Ugandan side in Rushaki village with deep cut wounds around the head.

Kigezi Regional police Spokesman, Elly Matte says the police from Kabale have taken the body to Kabale Regional Hospital mortuary as investigations continue.

Yesterday Rwandan authorities handed over to Uganda a body of a Ugandan young man put out of action by their security as he smuggled crude waragi into Rwanda.

‘Gamba nogu’ transferred to Rubaga as Museveni reshuffles RDCs

Herbert Anderson Burora, the Deputy Resident City Commissioner (RCC) of Nakawa Division has been transferred to Rubaga.

Burora who has been in Nakawa office for three years shot to spotlight while enforcing Covid-19 health guidelines when the pandemic erupted last year.

In his bid to crackdown violators of Presidential directives, Burora recently made comments on TV which inoculated his popularity.

However, his remarks portrayed his kinsmen (Banyankore) as leading violators of President Yoweri Museveni’s directives.

While on NBS TV political show, Mr Burora said many people had turned a phone into a travel permit during the second lockdown.

Speaking in vernacular- Runyankore, he said they would give a phone to security personnel manning road tolls to “speak to higher authorities.” “GAMBA NOGU.”

Mr Burora has since issued a statement about his transfer.

“Thank You Nakawa 3 years with You wasn’t a piece of cake but a basket of Challenge. I thank all the People, the Leaders and my Bosses (Supervisors) for the guidance. It was my Major National Deployment and I can say that I am Proud of myself.

High Court nullifies Soroti City East MP elections

The High Court in Soroti has nullified the election of the Forum for Democratic Change (FDC) party flag bearer Moses Attan Okia as the Member of Parliament for Soroti City East constituency.

Herbert Edmund Ariko, who came second in the January 14 general elections of the constituency, had challenged Attan’s victory.

In his petition, Ariko claimed that there was election malpractice and voter bribery.

In her ruling, Lady Justice Anne Mugengyi nulled and ordered that fresh elections be conducted in Soroti City East.

Justice Mugenyi added that; “The declaration of the 1st respondent (Attan) as a directly elected Member of Parliament by the 2nd respondent (Electoral Commission) is annulled and a fresh election to be conducted by the 2nd respondent (Electoral Commission).”

Court further awarded costs to the Petitioner, to be payable by both respondents.

The MP seat had attracted six candidates in the race that included; Attan who polled 7,606 votes, Ariko 7,164, Jimmy Ekemu (NRM) 397, Sarah Inachu (Independent) 185, James Herbert Elaju (UPC) 99 and Arnold Emachu (NUP) 86 votes.

I have no plans of contesting for presidency in 2026-Rugunda

Former Prime Minister Dr. David Livingston Ruhakana Rugunda has said he has no intentions of contesting for presidency in 2026.

Rugunda denied social media posts that linked him to 2026 presidency ambition saying he has no such ambitions.

“I have read social media postings and suggestions that I should run for President in 2026. I would like to make it known that I have no such intentions or plans”. Dr. Rugunda wrote.
Dr Rugunda is a former Prime Minister of Uganda from 2015-2021. He replaced his close confidant John Patrick Amama Mbabazi who ran against President Yoweri Museveni in 2016 presidential race.
Both Rugunda and Mbabazi are close allies of Mr. Museveni and have worked closely with the National Resistance Movement (NRM) party.
The former PM didn’t disclose those pushing him to contest for the highest office in the land but if there is any truth in it, he joins other former colleagues of Mr. Museveni that have competed against Mr. Museveni are these include; Dr. Kizza Besigye, Amama Mbabazi, late Maj. Gen.Benon Biraro, Maj.Gen. Mugisha Muntu and Lt.Gen. Henry Tumukunde.
Upon being dropped as Prime Minister, Dr. Rugunda was named Special Envoy for Special Duties, Office of the President.

Continuing students to receive government loans – HESFB

The Government of Uganda through the Higher Education Students’ Financing Board (HESFB) is set to finance final year students on loan to enable them complete their studies.

This was announced today by the HESFB Executive Director Mr. Micheal O Wanyama who said that this initiative is aimed at helping students facing financial challenges.

“I announce that in the Academic year 2021/2022, the higher education students’ financing board will be receiving applicants from final year students who need a financial intervention to finalize their programmes of study,” he revealed.

Applicants should be doing HESFB’s approved STEM programmes or programs approved under affirmative action and they should demonstrate the financial need. And on top of that, they should be Ugandans.

Over the past 6 years, Government has been assisting new university entrants with loans to aid them undertaking their studies and then pay after studies. Currently over 10000 students are benefiting from this scheme.

Cristiano Ronaldo completes transfer to Man Utd from Juventus

Manchester United has confirmed the signing of Cristiano Ronaldo on a two-year contract with the option to extend for a further year.

Cristiano, a five-time Ballon D’or winner, has so far won over 30 major trophies during his career, including five UEFA Champions League titles, four FIFA Club World Cups, seven league titles in England, Spain and Italy, and the UEFA European Championship for his native Portugal.

Cristiano is the first player to win leagues in three different countries, he was also the highest goalscorer in last season’s Serie A and won the golden boot at this year’s European Championship. In his first spell for Manchester United, he scored 118 goals in 292 games.

Cristiano Ronaldo said: “Manchester United is a club that has always had a special place in my heart, and I have been overwhelmed by all the messages I have received since the announcement on Friday. I cannot wait to play at Old Trafford in front of a full stadium and see all the fans again. I’m looking forward to joining up with the team after the international games, and I hope we have a very successful season ahead.”
