Uganda receives extra 100,000 doses of #Covid-19 vaccine

Uganda through the Ministry of Health has received a donation of 100,000 doses of the AstraZeneca #Covid-19 vaccine from the Government of India.

The vaccines were received by the Minister of Health Dr. Jane Ruth Aceng on Sunday evening who urged Ugandans that vaccination does not mean the public should stop following the #Covid-19 prevention measures.

This adds to the first 864,000 doses of the AstraZeneca #Covid-19 vaccine that were received from COVAX facility on Friday.

Government will kick off Vaccination against #Covid-19 on Wednesday, 10 March 2021 with health-care workers in public health facilities..

The vaccination campaign target in Uganda stands at 21,936,011 people equivalent to 49.6 per cent of population of Uganda compared with the target population earlier communicated (60 per cent and 27,000,000 people) in line with WHO and Africa CDC global guidance.

The Minister said the vaccines available are not yet authorized for use in persons younger than 18 years of age in whom research is still ongoing. If vaccines become available for below the age of 18, the ministry will update its plan accordingly and inform the public.

The #Covid-19 vaccine is given intramuscularly on the left upper arm – 0.5mls each. All health workers from public, private not for profit and private health facilities will be the first group to receive the vaccines.

The second group will be the teachers. All teachers will be required to access vaccines from the nearest public health facility starting from HC III up to a National Referral Hospital.

The third category will be all persons above 50 years of age. The next category eligible for vaccination are the 18 to 50-year olds who have the following underlying health conditions: hypertension, Diabetes, cancer, organ diseases such as Liver, Kidney or heart disease. Each category will be alerted on the days on which to report for vaccination

All persons eligible for vaccination will be required to provide a National Identification-NIN Card in the case of Ugandan citizens or a passport in the case of non-Ugandans.

Bobi Wine couldn’t win the petition due to false affidavits – Oscar Kihika

The ruling National Resistance Movement-NRM Party Legal Director Oscar Kihika has castigated National Unity Platform presidential-NUP candidate Robert Kyagulanyi for filing false affidavits saying which upon realising that he could not defend before court hence petition withdrawal.

Kihika was addressing the media at the party headquarters in Kololo on Sunday where he said that Kyagulanyi realised that he could not defend his fabricated affidavits and had insufficient evidence to back up his petition, which forced him to withdraw the petition.

“Bobi Wine filed false affidavits yet he swore before the commissioner of oaths that they were true. We the respondents looked at them and filed ours in rebuttal. He was then given time to file affidavits in rejoinder, a thing he never did. He realized that his affidavits were fabricated given that we are living in the age of false and fabricated information,” Kihika said.

According to Kihika, Bobi Wine did not abide by the rules and guidelines set by the electoral commission right from his time of nomination, a thing the second respondent, the Electoral Commission has put on record.

“If you go to the public records of the Supreme Court and see the affidavits filed in response to the case that was stated by the petitioners, you will note that Bobi Wine from the very beginning was very clear that he intentionally said he was not to abide by the rule and directions set by the EC.”

Kihika gave an example of Kyagulanyi’s nomination day where he disobeyed a lawful order that was issued by the police and published in the newspapers which action was supported by section 24 of the police act in regard to the direction of traffic.

He however blamed the media for presenting one sided narrative of campaigns by not showing the public the defiance side of Kyagulanyi, instead brought to light him playing victim following his multiple interceptions and arrests.

“I must say that the public missed some facts of Kyagulanyi’s defiance instead the media brought to public where he was lawfully intercepted and arrested for his actions. He then played victim and sought public sympathy. The justification for his arrest is on record but the public missed an opportunity to see that side of the story. With this petition, the public would see the story in full, the opportunity that has already been denied.” He said.

On Friday, the Supreme Court sitting in Kampala granted leave the former presidential aspirant Robert Kyagulanyi alias Bobi Wine to withdraw his petition he filed challenging the January 14th elections. In its brief ruling, the chief justice Justice Owiny Dolo said that the full ruling will be delivered on notice and determine whether the withdrawal will be liable to costs.

Kihika while smiling from ear to ear confirms that with the concession on the side of the petitioners and withdrawal of the case, President Museveni’s victory is sealed pending swearing in on May 12th 2021.

“With the petition withdrawal, this wraps up the court chapter. This therefore means that Museveni is the dully elected president of Uganda and he is waiting to swear in on 12th May 2021 as the constitution establishes,” Kihika said.

Uganda receives 864,000 doses of #Covid-19 vaccine

Uganda through Ministry of Health has received the first 864,000 doses of the AstraZeneca #Covid-19 vaccine donations from COVAX facility.

The vaccines were received by the Minister of Health Dr. Jane Ruth Aceng, UNICEF’s Representative to Uganda Munir Safieldin and World Health Organisation (WHO) representative to Uganda Yonas Tegegn Woldemariam.

Currently, there have been 115,094,614 confirmed cases of #Covid-19, including 2,560,995 deaths, reported to WHO. A total of 249,437,147 vaccine doses have been administered however none of the population has been vaccinated in Uganda. Uganda has 40408 confirmed deaths and 334 deaths.

Speaking after receiving the vaccines, Dr. Aceng said; “An exciting day for us as Uganda received the initial batch of 864,000 doses of AstraZeneca #Covid-19 vaccines manufactured by the Serum Institute of India and shipped via the COVAX facility. Thank you to all who made this possible.”

Safieldin said #Covid-19 vaccines arrival marks a historic step towards the goal to ensure equitable distribution of vaccines globally, in an unprecedented effort to provide at least two billion doses of #Covid-19 vaccine by the end of 2021.

“UNICEF is pleased to be a key partner in the COVAX Facility. We have been preparing for this moment by working closely with all partners to make sure that the necessary logistical and planning arrangements are in place,” he said.

“I am delighted to note that Uganda is among the top ten African nations receiving the first doses from COVAX, thanks to the excellent level of preparedness put in place by the Government of Uganda,” he said.

Dr. Yonas urged all people who have been identified for the initial and subsequent vaccination of the #Covid-19 to turn up and take this life-saving vaccine. By protecting ourselves we also protect our loved ones.

The vaccine will be launched on Monday, March 8, and vaccination will kick off on Wednesday, March 10,. Vaccines will be given to eligible persons eight weeks (56 days). However, this can be extended up to 12 weeks as recommended by WHO Strategic Advisory Group of Experts on Immunizations.

“Government Health center IIIs, IVs, District Hospitals, Regional Referral, National Referral Hospitals and specialized Institutions have been designated as vaccination service points in each district and City. Eligible persons will access their vaccines from any of these points,” she said.

Why we must up our efforts to tap into the women potential for development

Uganda will join the rest of the international community to mark the International Women’s Day on Monday  March 8, 2021. The day will be celebrated under the theme, Building on Women’s Strength for a Better Future in a COVID-19 World. Although the Covid-19 pandemic has adversely affected many countries and indeed created many challenges that are seemingly insurmountable, nations around the world are slowly and steadily recovering.

This year’s theme therefore, is an opportune moment to reminisce on how we can continue to engage the women in Uganda’s development agenda, the aforementioned challenges notwithstanding.

The International Women’s Day is also an occasion to look back at how far we have come as a country and indeed as humanity in harnessing the potential of women to address the development challenges of our times. Owing to history, culture and ignorance, many societies in the world have over the years failed to realize the role women do play in the development programmes of their communities. With the women emancipation movement however, countries have rather belatedly understood the invaluable contribution of the female gender to the development of nations.

The Public Procurement and Disposal of Public Assets Authority (PPDA) appreciates the significance of the female gender if we are to attain our development aspirations as enshrined in the National Development Plan and Vision 2040, plus other national, regional and international development instruments we subscribe to. Women constitute more than 50 per cent of our population. Therefore, it is foolhardy to imagine that we can make any significant strides in our development journey without recognizing the importance of the biggest segment of our population.

It is against this background that with support from the United Nations Entity for Gender Equality and the Empowerment of Women (UN WOMEN) we conducted a study to review the opportunities and barriers to participation of women entrepreneurs in public procurement in Uganda. The study found out that women in business face challenges including lack of awareness on public procurement among others. The findings from the study also revealed that a collection of initiatives involving a collaborative approach by various stakeholders would be required to have any impact.

Furthermore, according to the study, increasing women’s economic opportunities in Uganda’s public procurement system, in the region and in the world is not a favour. It is anchored on a number of factors:

  • It is a human right as provided for in our national legal framework and other international instruments.
  • Women constitute more than 50 per cent of the human resource of many economies and evidence shows that economies do better when the women potential is harnessed;
  • It is a moral imperative and is a matter of fairness and equity;
  • Procurement of goods, services and works by government is a key policy tool governments use to advance social-economic goals; therefore it would be imprudent to expect serious results when more than 50 per cent of the population is ignored in such undertakings.
  • The global development agenda pronounce in strong terms the gender equity principles and women are now a formidable force in all sectors. Advancing the gender issues in public procurement will be used to address the barriers that affect women participation in the tendering processes at both the central government and local government levels.

To this end, the PPDA has engaged the women owned businesses as well as women entrepreneurs currently involved in public procurement to build their capacity in public procurement.

In collaboration with Uganda Women Entrepreneurs Limited (UWEAL), the PPDA has undertaken the equipping of potential women entrepreneurs, with knowledge and information to successfully bid for public contracts. Activities to ensure this included capacity building exercises in Kampala, Masaka, Mbarara, Mbale, Gulu, Jinja, Soroti, Hoima, Kitgum, Fort Portal and Pallisa Districts. To date, capacity building engagements have seen more than 600 women in the supply and services sectors trained in best public procurement practices.

Additionally, a redesign of the Register of Providers under the PPDA has been undertaken. The objective of this redesign is to promote the visibility of women owned businesses and provide an opportunity for women to showcase their skills and experience which shall augment their chances of participating in public procurement.

The PPDA has also issued guidelines on reservation schemes to promote local content in public procurement. A reservation scheme serves to set aside procurement opportunities to benefit a target group of providers such as women, youth, and the elderly depending on the objectives. It is a kind of affirmative action.

The reservation schemes which also provide for increasing the input of local labour, goods and services in the procurement of public sector projects, goods and services within the country will tap into the potential of hitherto marginalized groups including women, youth, persons with disabilities  and the elderly.

With these initiatives and others that we shall continue to unravel, we look forward to the enhanced participation of women in business and ultimately in public procurement. We wish all women and all Ugandans the very best on the 2021 International Women’s Day.

Boda riders get prizes worth Shs300m in Shell Advance Kapo W'ekibuga campaign

Vivo Energy Uganda, the marketer and distributor of Shell fuel and products has handed over four brand new motorbikes to four lucky winners in the ‘Wangula nga Kapo’ promotion.

This promotion has been part of the Shell Advance ‘Kapo W’ekibuga’ campaign that was launched in December 2020 to recognize, appreciate and reward boda boda riders for the role they play in our community. The campaign has seen over 15,000 boda riders rewarded with prizes of up to UGX 300 million shillings.

Speaking at the final handover event, Mr. Gilbert Assi, Managing Director of Vivo Energy Uganda said, “Over the last 12 weeks, we have been shining a light on boda boda riders. The role that boda riders play in our communities is understated and we are happy to have used this campaign platform to appreciate and reward them for being the true heroes of our cities”.

A total of 15 motorbikes were given away to boda riders across Uganda in the ‘Wangula Nga Kapo’ promotion. Other prizes included fuel, Shell Advance engine oil, t-Shirts, reflector Jackets and Tank Head covers.

One of the winners Vincent Bukenya who operates from Kiito boda stage in Banda could not hide his joy upon receiving his motorbike, “Thanks to this promotion, I am now a mega kapo. This new bike will supplement my existing source of income and help me provide even better for my family.”

The ‘Wangula Nga Kapo’ promotion was executed across more than 190 participating outlets, among which were 73 Shell fuel stations where riders can access a broad range of other amazing dedicated offers.

Uganda Rugby league returns tomorrow

After almost a year of no action, the 2021 Uganda Rugby Premier League season kicks off this Saturday, March 6, 2021 at three different grounds.

This time, the league will be played in a single round robin format with ten (10) teams participating and will end in May 2021. Teams to take part in this league: Heathens, Kobs, Pirates, Impis, Jinja Hippos, Buffaloes, Warriors, Rhinos, Rams and Mongers.

The Uganda Rugby Union (URU) completed the government guidelines on Covid-19 having tested over 400 players and staff.

Heathens will take on Stanbic Black Pirates as the league opener at 4:00pm at Kyadondo while Impis will host Mongers at Makerere at 4:00pm. Toyota Buffaloes will host Rams at Kyadondo at 2:00pm while Rhinos host Kobs at Legends at 4:00pm.

The Uganda Rugby Union stated that there will be no relegation at the end of this tournament.

The Nile Special Stout sponsored league will take place for a period of 9 weeks. The tournament will be held with strict observation of the Covid-19 Standard Operating Procedures.

Bob Kasango’s burial hangs in balance as family members fail to resolve on where to lay him to rest

The late Robert Aldridge Kasango aka Bob Kasango’s burial arrangements have indefinitely been postponed to allow his family and in-laws to reach an amicable agreement on where his remains should be laid to rest.

Kasango died on Saturday night, in Murchison Bay Hospital inside Luzira Prison. The cause of death was reported to be heart failure.

On Tuesday, there was drama at All Saints Cathedral, Nakasero as two families fought for the body of lawyer Robert Aldridge Kasango. During the funeral service at the Cathedral, a group of Kasnago’s relatives from Tororo District in Eastern Uganda stormed the church and grabbed the casket containing his remains from the A-Plus pallbearers.

Relatives from the side of Kasango’s wife Nice Bitarabeho Kasango and eldest son Samora Paul Kasango tried to insist but they were overpowered by the team from Kasango’s family. Police intervened, pursued the pickup, intercepted it, removed the body and handed it back to his wife’s family.

Kasango was jailed in 2018. He was serving 16 years sentence in jail over Shs15 billion pension funds by the Anti-Corruption Court. He was also involved in another high-profile case involving the Tooro Queen Mother Best Kemigisa at some point.

Kasango was sentenced alongside the former top Ministry of Public Service officials who include the former Permanent Secretary, Jimmy Lwamafa, Principal Accountant and the former Commissioner for the Compensation Department in the same ministry.

While in prison Kasango became a lecturer teaching law at prison, helped inmates to get international degrees from University of London. He continued to help inmates to convene and pray fellowship, get closer to God as he invited prison officials to communion with him and other inmates.

Supreme Court grants Bobi Wine’s application to withdraw election petition

The Supreme Court has granted former National Unity Platform Presidential (NUP) presidential candidate Robert Kyagulanyi Ssentamu aka Bobi Wine’s application seeking to withdraw the Presidential election petition.

On Wednesday last week, Bobi Wine filed a petition seeking withdrawal of the matter in which he challenged President Yoweri Museveni’s victory on grounds that the court declined to receive his evidence.

Appearing before a panel of nine judges led by Chief Justice Alfonso Owiny-Dollo, Counsel Medard Lubega Segona explained that their move to withdraw election petition is not influenced by any corrupt bargain as also confirmed by respondent’s affidavits. He asked the court that each party bear their costs after the withdrawal.

In response, Museveni lawyers represented by Edwine Karugire didn’t oppose the application for withdrawal however objected to some claims Sseggona gives as reasons for the withdrawal and hence labeled them false allegations.

Counsel Karugire told the court that the reason for withdrawing is that the evidence on record is not sufficient to support the petition and accuse Bobi Wine of launching attacks against the court on TV when he said he is going to public court.

In a short ruling delivered by Justice Mary Stella Arach-Amoko,  court granted the application for withdrawal of the petition following submissions from both the petitioner and respondents. “Court therefore grants the application and full ruling will be delivered on notice,” court ruled

On Thursday 14th January, 2021, the Electoral Commission conducted presidential elections where Ugandans exercised their constitutional rights of choosing a president who will lead them through a five year term. Uganda has a total 18,103,603 registered voters and 34,684 polling stations however only 10,350,819 people turned up to vote.

The presidential election which comprised 11 candidates was won by President Yoweri Museveni Tibuhaburwa Kaguta who got 6,042,898 (58.38%). His closest opponent Kyagulanyi Robert Sentamu got 3,631,437 votes (35.08%).

On 1st February 2021, Bobi Wine petitioned the Supreme Court challenging President Yoweri Museveni’s victory in the just concluded January general elections saying that the election was not free and fair.

He contended that throughout the campaign period the People of Uganda generally, and more particularly his supporters endured untold suffering, torture, degrading and inhuman treatment on the orders of Gen Museveni. He cited the dark days of 18th and 19th November 2020 which saw over 50 innocent, unarmed citizens murdered in cold blood by the police and military.

Last month the Supreme Court declined to receive over 200 pieces of evidence from his lawyers who were led by Anthony Wameli. The court registrar Harriet Ssali Lukwago said the Supreme Court could not receive the affidavits because they were filed beyond stipulated time as agreed during the pre-hearing session held last month.

“Among the rejected evidence included the affidavits of the NUP secretary general Lewis Lubongoya, videos of pre-ticket ballots, and evidence of various polling stations where the incumbent got 100 percent. At Lwaweba polling station where they claim that Museveni got 100 percent seven of my relatives who votes from that station didn’t vote, two pregnant women were in the labour ward and two were arrested,” Bobi recounted.

In February Supreme Court chaired by the chief Justice Alfonso Owiny-Dollo dismissed the MPs petition where he sought to adduce more grounds to support his 26 claims of election fraud, for which he wants president-elect Yoweri Kaguta Museveni annulled.

In the fresh grounds, Bobi contended that Mr Museveni was not qualified as Candidate and could not lawfully Contest in the Presidential Elections being a person in command of military and police contrary to Presidential Elections amendment Act and the Constitutional Amendment

In tandem, the Bobi Wine asked Justice Owiny Dollo, Mike Chibita to back off from hearing the matter because of a clear conflict of interest. He said Chief Justice represented Museveni as his lawyer in the presidential petition filed by Dr. Besigye in 2001 and the former DPP Chibita is Museveni’s former private secretary for seven years.  However, justice Dollo declined to recuse himself from the bench.

Uganda Cranes: 31 summoned to face Burkina Faso, Malawi in Afcon qualifiers

The technical team in charge of the Senior Men’s National Team has on Friday summoned a total of 31 players that will feature in the final two 2021 Africa Cup of Nations qualification games against Malawi and Burkina Faso.

Abdallah Mubiru, the Uganda Cranes assistant coach together with Coach Livingstone Mbabazi named the team in a brief function held at FUFA Complex, Mengo.

The team comprise of four goalkeepers, ten defenders, eleven midfielders and six forwards.

Two players from the Uganda Hippos (U20) who are currently playing at the Africa U20 Cup of Nations in Mauritania have been included on the team named today. These are Captain Garvin Mugweri Kizito and midfielder Bobosi Byaruhanga.

Uche Ikpeazu Mubiru who features for Wycombe Wanders in the English Championship is also part of the team. Despite earning calls previously, this will be his first team to be part of the squad.

Uganda is second in group B on seven points and will face leaders Burkina Faso on 24th March in Kampala before ending the campaign away against Malawi on 29th March.

Radio Simba employees arrested, set to appear before Buganda road Chief Magistrate

Four Radio Simba employees and comedians dubbed as Bizonto family have been arrested for allegedly skipping police Bond. They were arrested from their work station and they are currently waiting to be arraigned before Buganda Road Chief magistrate.

The Bizontos are; Julius Sserwanja aka Kidomoole, Mbabaali Maliseeri (Uncle Luyuguumo) Sssaabakaaki Peter (Omuzinyuuzi) and Gold Ki Matono, aka Opeto journalist.

Three of them are part of the station’s morning show which is packaged with satirical skits, mainly linked to the current affairs. One of them, Sssaabakaaki Peter Kajabuzi (Omuzinyuuzi), works with the evening show- Mukulikeeyo.

They were arrested in July last year over a recorded video where they mockingly prayed for Uganda’s top leaders in a skit titled who are our leaders?  The seven-minute skit which was uploaded on July 15, 2020, has attracted more than 11,000 views on YouTube alone.

The skit starts with a musical, the group members list all persons holding key positions in the security forces of the country saying that they all come from Western Uganda.

After their lawyers led by Eria Nawenuwe, they secured a court order served the Inspector General of Police (IGP) Martin Okoth Ochola, Criminal Investigations Directorate (CID) and special investigations unit (SIU) Kireka where the artists were detained. Court order was issued by Buganda road Chief Magistrate Stella Amabirizi.

“Court has ordered for unconditional release of the five. We hope that the respective directorates/institution will adhere to the court order and release our clients,” he said earlier today adding that there were reports that the detainees file had been forward to the directorate of public prosecution (DPP) however on consulting DPP’s office, the lawyer said they were fed on wrong information.
