David Sigano appointed as acting CEO of East Africa Law Society

The East Africa Law Society-EALS has appointed Mr. David Sigano as their acting Chief Executive officer (CEO).

“The East Africa Law Society (EALS) informs its members, partners, and other stakeholders of the immediate appointment of Mr. David Sigano as its Acting CEO,” Bernard Oundo, the President of East Africa Law Society said in a statement.

Mr. Sigano has, until now, been the Society’s Programs Manager. He is an experienced administrator with a Master of Laws degree from Nottingham Law School and a Bachelor of Laws degree from the University of Nairobi.

He replaces Mr. Hanningtone Amol whose contract period came to an end.

“The East Africa Law Society has embarked on the search for a substantive CEO and will communicate officially regarding a competitive hiring process.”

“We thank Mr. Hanningtone Amol for his service and wish him all the best in the next phase of his career,” the statement further read.

MPs contest list of 177 persons under custody released by gov’t

The Minister for Internal Affairs Minister, Gen. Jeje Odongo, finally named 177 persons under its custody, who have been declared missing by relatives.

Gen. Odongo said the individuals arrested were allegedly found in possession of military stores or were said to have been planning an insurrection after the 2021 general election.

“Today, I am presenting to you a list of 177 names clearly identifying the person, the date when the person was arrested, the place where the person was arrested from, the reason why the person was arrested and the case management history,” he said.

He had chosen not to read the names and offered to have the list deposited with Mr Asan Kasingye, the Police Political Commissar, but this quickly received an avalanche of criticism, the first in line coming from the Chief Opposition Whip, Hon. Ibrahim Ssemujju.

“The first time he came here, he read about 40 names; I am surprised that the Minister of Internal Affairs, a General, does not know where people are,” he said.

Ssemujju pleaded with the plenary, chaired by the Deputy Speaker on Thursday, 4 March 2021 that the names be read verbatim, prompting the Minister to oblige.

The largest number of the detainees are held at the Makindye Military Barracks awaiting trial by the Lt. Gen. Andrew Gutti-led Court Martial, a move MP Theodore Ssekikubo (NRM, Lwemiyaga), quickly opposed.

“Why are they being tried in the Court Martial; for God’s sake let them be brought to civil courts for trial,” he said.

MP Mathias Mpuuga (DP, Masaka Municipality) got permission to lay on Table his own list, saying it by and large contradicts the one issued by the Minister.

MP Mpuuga said as Vice President of the National Unity Platform (NUP) party, he has received a long list of relatives claiming lost loved ones.

“I have my own list of people who have disappeared in the region of 423 persons,” said Mpuuga, adding that most of them are not accounted for in Gen. Odongo’s list.

After the 2021 general election, there has been a widely condemned crack-down on a section of people believed to be working for the Opposition, who suffered dramatic arrests by plain-clothes security operatives moving in the infamous ‘drone’ vehicles.

In an address a month ago, President Yoweri Museveni said the arrests are sanctioned by government, and are meant to forestall an insurrection by the Opposition following their defeat in the elections.

The President condemned foreign interests he said are responsible for motivating the Opposition supporters into violent activities.

He, however, condemned their torture, saying security forces should only arrest and feed prosecutors with good intelligence to build a solid case against those arrested.

On Tuesday, 2 March 2021, Speaker Rebeca Kadaga gave MPs the green light to Table their own list of arrested persons, after government continued to dillydally with its list.

UNDP donates to Police

The United Nations Development Program (UNDP) has donated items to the Uganda Police Force to help in the fight against Covid-19.

The items were handed over by the UNDP Deputy Resident Representative, Ms Sheila Ngatia, to the Police Chief of Staff, AIGP Jack Bakasumba, at a function held at Police Headquarters, Naguru.

“The items we are handing over this morning include 92,000 face masks;7,400 litres of Sanitizer liquid; 500 Automatic sanitizer dispensers and 80,000 litres of liquid soap worth Uganda shillings 603,060,000.  These items will benefit over 45,000 officers of the Uganda Police Force across the country. This is part of UNDP’s contribution to the novel corona virus disease (COVID-19) national response,” said Ms Ngatia.

She noted that the Uganda Police Force is one of the frontline institutions in fostering law and order and enabling justice services and responsive governance.  In doing so, she said, Uganda Police Force personnel; greatly interface with the public which predisposes them to the risk of contracting COVID-19.

“We are thus pleased to be partnering with you in strengthening the Uganda Police Force’s response and resilience to COVID-19,” she added.

In his speech, the Chief of Joint Staff AIGP Bakasumba, thanked the UNDP for the kind gesture saying the donation will further cooperation between UNDP and the Police Force.

The United Nations Human Development Report 2016 estimates the number of Ugandans in the diaspora at 2.5 million people but only 30% save back home. As of January 2021, Housing Finance Bank had 2,267 customers enabling them acquire homes and transact seamlessly.

The partnership is expected to boost inward remittances as customers will be able to access services on mobile phones, tablets and computers through the World Remit App which is approved in more than 220 countries globally.

The Force Commander of the African Union Mission in Somalia (AMISOM), Lt. Gen. Diomede Ndegeya has commended Uganda troops for their immense role in restoring security and stability by degrading the Al-Shabaab and winning the hearts and minds of local Somali communities by implementing Civil Military Cooperation, CIMIC, activities in their Area of Responsibility

Lt. Gen. Ndegeya said during his visit to headquarters of Ugandan AMISOM forces in Mogadishu. Troops from the Uganda Peoples Defence Force, UPDF, serving under AMISOM are in charge of sector one, which includes the Lower Shabelle region of Somalia and Mogadishu, and houses the headquarters of AMISOM and international partners.

Allow me to congratulate through you, sector commanders – both AMISOM and SNA, and all the brave SNA and UPDF soldiers who, recently, on 20 February put out of action 60 Al-Shabaab militants, including some of their commanders,” Lt. Gen. Ndegeya said.

“Additionally the visit has the objective to set up staff and coordination activities in sectors, to engage sector commanders on enhancing joint offensive operations, to promote the spirit of cooperation and to synchronize operation plans,” the Force Commander said.

“Sector one in implementation of AMISOM reconfiguration plan endorsed by the Military Operations Coordination Committee, MOCC, on October 20, 2020 is taking the lead by relocating Mashlay Forward Operating Base, FOB, in Janale, repositioning the standby mobile force and partially handing over Afgoye bridge FOB,” Lt. Gen. Diomede revealed.

The SNA Chief of Defence Forces, Gen. Odowaa Yusuf Rageh, commended AMISOM for its contribution to the stabilization of Somalia, noting that SNA is keen to harmonise strategies.

“As you all know, we have been implementing strategic documents, including the Concept of Operations, CONOPS, the Somali Transition Plan, STP, and others over the past 14 year period that AMISOM has been in the country. To expedite our shared goals, we found it necessary to reconfigure our strategies together,” Gen. Odowaa said.

Uganda is one of the Troop Contributing Countries, TCCs, under AMISOM and was the first country to volunteer its troops to the mission when it was formed in 2007.

Supreme Court adjourns hearing of Bobi Wine’s application for Counsel Segona to renew practicing certificate

The Supreme Court has adjourned the hearing of Former National Unity Platform Presidential (NUP) presidential candidate Robert Kyagulanyi Ssentamu aka Bobi Wine’s application seeking to withdraw the Presidential election petition for Counsel Medard Lubega Segona to renew practicing certificate.

When the matter came up for hearing earlier today, Bobi Wine’s lawyer Counsel Ssegona sought advice from the court noting that his practicing certificate and that of his team expired, and the issuance of a new one has been delayed.

In response the Attorney General William Byaruhanga; “We are going to suggest that if the court deems it fit, we have no problem with adjournment so that the Segona’s finish with their practicing certificate.”

“We give you up to 5:00 PM today to finish with your practicing certificate. In case the process is long, you can be given a temporary practicing certificate. The matter is adjourned to tomorrow,” Chief Justice Alfonse Owiny-Dollo said.

On Wednesday last week, Bobi Wine filed a petition seeking withdrawal of the matter in which he challenged President Yoweri Museveni’s victory on grounds that the court declined to receive his evidence.

On 1st February 2021, Bobi Wine petitioned the Supreme Court challenging President Yoweri Museveni’s victory in the just concluded January general elections saying that the election was not free and fair.

He contended that throughout the campaign period the People of Uganda generally, and more particularly his supporters endured untold suffering, torture, degrading and inhuman treatment on the orders of Gen Museveni. He cited the dark days of 18th and 19th November 2020 which saw over 50 innocent, unarmed citizens murdered in cold blood by the police and military.

Last month the Supreme Court declined to receive over 200 pieces of evidence from his lawyers who were led by Anthony Wameli. The court registrar Harriet Ssali Lukwago said the Supreme Court could not receive the affidavits because they were filed beyond stipulated time as agreed during the pre-hearing session held last month.

“Among the rejected evidence included the affidavits of the NUP secretary general Lewis Lubongoya, videos of pre-ticket ballots, and evidence of various polling stations where the incumbent got 100 percent. At Lwaweba polling station where they claim that Museveni got 100 percent seven of my relatives who votes from that station didn’t vote, two pregnant women were in the labour ward and two were arrested,” Bobi recounted.

In February Supreme Court chaired by the chief Justice Alfonso Owiny-Dollo dismissed the MPs petition where he sought to adduce more grounds to support his 26 claims of election fraud, for which he wants president-elect Yoweri Kaguta Museveni annulled.

In the fresh grounds, Bobi contended that Mr Museveni was not qualified as Candidate and could not lawfully Contest in the Presidential Elections being a person in command of military and police contrary to Presidential Elections amendment Act and the Constitutional Amendment

In tandem, the Bobi Wine asked Justice Owiny Dollo, Mike Chibita to back off from hearing the matter because of a clear conflict of interest. He said Chief Justice represented Museveni as his lawyer in the presidential petition filed by Dr. Besigye in 2001 and the former DPP Chibita is Museveni’s former private secretary for seven years.  However, justice Dollo declined to recuse himself from the bench.

Religious leaders call for speedy national dialogue in meeting with Opposition

The Inter-Religious Council of Uganda (IRCU) has called for an immediate national dialogue, saying the political situation in the country demands urgent reconciliation.

In a farewell meeting with the Leader of the Opposition in Parliament, Hon. Betty Aol Ocan, the IRCU Chairperson and Grand Mufti of Uganda, Sheikh Shaban Ramadhan Mubajje, said there are pressing issues that warrant urgent dialogue.

“As the Covid-19 pandemic is subsiding, there is need to re-embark on the Uganda National Dialogue course; there is no doubt that the challenges and emerging issues that call for the dialogue are as compelling today as they were in the preceding an post-election periods,” he said.

Ms Ocan asked the religious leaders to spearhead national dialogue, saying there are pressing issues that need to be resolved and that the process should not be abandoned to politicians alone.

“Support resumption of meaningful national dialogue as you have indicated, and I emphasise meaningful because there are other processes that are ongoing but never yield much,” she said.

Her party, the Forum for Democratic Change, announced Monday it will boycott the Inter-Party Organisation for Dialogue (IPOD) summit to be chaired by President Yoweri Museveni, also ruling National Resistance Movement (NRM) party Chairperson, on Friday.

At a news briefing, party Spokesman MP Ibrahim Ssemujju (FDC, Kira Municipality), dismissed the process as a mere tea party that will yield nothing tangible.

Ocan told the religious leaders that key issues to be considered in the national dialogue is the alleged brutality of security forces, and electoral malpractices and irregularities.

“The death, teargas and brutality in the streets is not called for; the name is Independent Electoral Commission but its practice doesn’t show independence,” she said.

MP Emmanuel Ongiertho (FDC, Jonam) said political actors should approach national dialogue without arrogance if the process is to yield much.

“If this dialogue is supposed to be meaningful, we must accept that the current positions we hold, ma have to go for the sake of dialogue; It is therefore important that we approach dialogue without arrogance because with arrogance it is very difficult to listen and arrogance stops us from acknowledging that there can be alternatives to our thinking,” he said.

Metropolitan Jonah Lwanga, who heads the Orthodox Church in Uganda, said the country is running away from the truth.

“We cannot move as a nation when we do not recognise truth; we must begin the process of national dialogue systematically by first recognising the presence of truth,” he said.

Ocan was also accompanied by MPs Santa Alum (UPC, Oyam) and Betty Bamukwatsa (FDC, Rukungiri).

FUFA fines Asan Kasingye Shs2.5 million for unsporting behaviour

Uganda Police FC chairman Asan Kasingye has been fined two million five hundred thousand shillings by FUFA following his unsporting behaviour during their game against Vipers SC.

During the game on February 19 at St. Mary’s stadium in Kitende, Kasingye came from the stands and protested on the touchline against goalkeeper Derrick Ochan’s red card which was shown to him for allegedly handling the ball outside the box.

Kasingye took further several rants about the incident on social media accusing Vipers of compromising referees with cash hand-outs to help them win games.

However, the FUFA Referees Disciplinary Panel later rescinded the red card in a game Vipers SC won the game 3-2 but the red card was the turning point. Prior to the moment, Police FC were leading 2-1.

FUFA said in a statement; “FUFA Ethics and Disciplinary Committee has sanctioned Uganda Police FC Chairman Asan Kasingye for violating Article 39 (2) of the FUFA Ethics Code.”

Article 39(2) of the FUFA Ethics Code provides that; Persons bound by this Code are forbidden from making any public statements of a defamatory nature towards FUFA and /or towards any other person bound by this code in the context of FUFA events.

“A minimum fine of UGX 2.5M (Two Million Five Hundred Thousand Uganda Shillings Only) under Article 39 (3) and Article 40 (2) of the FUFA Ethics Code.”

According to FUFA, the fine should be paid within 30 days from the date of the decision. “The fine must be paid within thirty (30) days from receipt of the decision,” the statement reads.

“An automatic 6 month ban from all football related activities (Nationally & Internationally to be served in the event that Kasingye commits any other specified unethical conduct against match officials or club officials or in case he fails to furnish proof of payment of the fine.”

Uganda Airlines set to start flights to Europe, Asia and Middle-East

Uganda Airlines will start inter-continental operations of long-haul routes to Europe, Asia and the Middle-East. This will be after completing their ongoing A330-800neo aircraft certification process with the Uganda Civil Aviation Authority. This is a five phase process which once complete will result in the addition of the aircraft to the Uganda Airlines Air Operator Certificate (AOC).

The targeted initial routes with the A330 are London, Dubai, Guangzhou and Mumbai, with the airline operating direct flights to these city pairs from Entebbe International Airport.

Meanwhile the process of obtaining traffic lights, foreign air operator permits and landing approvals, in the targeted destinations is progressing well. So far, the airline has successfully obtained landing slots at London Heathrow Airport, in the United Kingdom and Dubai International Airport in the United Arab Emirates.

Dates for start of operations to each destination will be announced soon.

Before the new two A330neos arrival Uganda Airlines was limited to flying short-haul routes within Africa to places like Nairobi, Lusaka, and Dar es Salaam.
