Police busts notorious criminal gang, 10 arrested

The Flying Squad Unit with assistance from SFC, CMI, the 1st Division Kakiri and Savannah Regional team, have arrested the prime suspect and team leader of the notorious criminal gang that was actively involved in the string of aggravated robberies and related murders in the districts of Luwero, Nakasongola, and Nakaseke.

Police says the prime suspect identified as Kisule Stephen, was arrested on the March 2, 2021, together with Mawejje Samuel, while hiding in Bombo and this brings the total number of suspects arrested to 10 including two female suspects.

The suspects arrested earlier include Miga Shaban, 22 a year old male adult and resident of Nkonkojeru; Olega Mansur, a 35 year old male adult, Mwanje Rogers, a 24 year old, boda boda rider and residentĀ  of Buvuma Village; Yiga Rashid, Kiwanuka Fred; Lutale Hellen, Nakiranda Shakira and Ngozi Robina, the wife to Kisule Stephen.

The searches at their residences led to the recoveryĀ  of a pistol with two magazinesĀ  and 17 rounds of ammunition, that they robbed from the Late Major Noel Mwesigye, an SMG gun with two empty magazines, 17 mobile phones, a motorcycle Reg numberĀ  UEV 185W, Bajaj Boxer Red in colour.

ā€œThe arrest of these gang leaders is a very big achievement in the efforts of the joint security agencies that included; the Flying Squad Unit, SFC, CMI, 1st Division Kakiri, and the territorial units of Savannah Region, Luwero, Nakaseke and Nakasongola districts. The motive behind this wave of gun violence was established to be financial gains. They are going to be held accountable for the death of 10 victims and an additional 44 victims of aggravated robbery from the respective districts,ā€ the Police Spokesperson Fred Enanga said in a statement.

ā€œWe would like to reassure the public that we shall continue working tirelessly to counter all forms of gang crime in our communities. We believe this successful operation will greatly reduce violent crime in the area, and also enable them go about daily activities normally,ā€ Enanga added.

Museveni to chair IPOD summit as FDC confirm absence

The National Resistance Movement Party Chairman Yoweri Kaguta Museveni will on Friday March 5, 2021 host the Interparty Organization for Dialogue (IPOD) summit at Kololo Independence grounds.

IPOD brings together parties with representation in Parliament to dialogue on issues affecting the country and political players in the country.

Members of IPOD are drawn from the ruling party National Resistance Movement-NRM, Democratic Party-DP, Forum for Democratic Change-FDC, Justice Forum-JEEMA and Uganda People’s Congress-UPC.

According to the Chairperson of the IPOD Council who is also the NRM party Secretary General, Rt Hon Justine Kasule Lumumba, the third ordinary summit of leaders will be held under the theme: “Dialogue for National Cohesion.”

With a handful of people expected due to Covid pandemic SOPs, the attendance will entail presidents and Secretaries General of DP, JEEMA, NRM and UPC, the political parties with representation in Parliament.

However, FDC announced they won’t be attending the dialogue due to the gross human rights violations that have taken place before and after the January 14, 2021 Polls.

Speaking to the press on Monday, Party Spokesperson Ibrahim Semujju Nganda said the party will not attend the meeting that will be chaired by President Yoweri Museveni.

“As a party, we are concerned with the deterioration of human rights observance in Uganda, the replacement of our courts with the court martial and the cover up by Mr. Museveni,” Semujju Nganda said.

The summit will be convened and hosted by Museveni. The summit will among other things review the previous elections and what needs to be done going forward.

“As you may know, the just concluded general elections witnessed high levels unprecedented violence, lawlessness, riots, protests, hate speech along tribal and sectarian lines, misinformation and disinformation among many other electoral vices that continue to undermine our electoral democracy and threaten national security and social cohesion,” Lumumba states in the letter.

Other issues related to expanding the democratic space, upholding the rule of law, protection of the human rights of Ugandan citizens, enhancing electoral integrity and reviewing the role of security agencies in electoral processes will be discussed.

The summit is also expected to review and make a follow up on the previous summit resolutions including but not limited to the agreed position on the effective implementation of the Public Order Management Act (POMA). In line with the IPOD Memorandum of Understanding, which provides for the IPOD Council of Secretaries General to periodically organize a summit of leaders at least once every six months.

The February 23, 2021 meeting therefore resolved to organize this summit with a view to dealing with the current political challenges that the country is faced with.

IPOD was formed in 2010 by the political parties represented in parliament. Its mandated to consolidate multi-party democracy through dialogue.

Emirates Group reaffirms commitment to wildlife and habitat conservation

On the occasion of World Wildlife Day, the Emirates Group has reaffirmed its long-standing commitment to protecting wildlife and habitats. It also shone the spotlight on conservation efforts across the organisation at an online Environment Forum for its global employees.

During the forum, experts from the Dubai Desert Conservation Reserve, Emirates One & Only Wolgan Valley in Australia, and Emirates SkyCargo spoke about the work being done to protect endangered species and habitats in Dubai, restoration efforts following aftermath of the Australian bushfires, and how the airline was doing its part to foil wildlife trafficking across its network.

In addition to reducing emissions and consuming responsibly, the preservation of wildlife and habitats is one of the three pillars under The Emirates Group’s environmental sustainability strategy. The Group believes that future generations should enjoy seeing wildlife in the wild, and that the world’s beauty and biodiversity is an inspiration for travel.

Since 2003, The Emirate Group has funded and supported the 225 square kilometer Dubai Desert Conservation Reserve (DDCR), a protected inland desert habitat that houses over 560 different species and where 31,000 native trees have been planted. DDCR plays an important role in preserving Dubai’s unique desert environment including its indigenous flora and fauna.

Amongst its achievements, is DDCR’s successful reintroduction programme that started in 1999. Since then, the programme has grown the ungulate population- including the Arabian oryx, Arabian gazelle and sand gazelle, to over 1,300. In fact, the reintroduction programmes have proved so successful that they have triggered the process of relocating some species to other protected areas within the region. Additionally, over 2,800 houbara, or MacQueen’s bustard have been reintroduced into the DDCR, while other important bird species such as the pharaoh eagle-owl and the lappet-faced vulture are resident in the reserve, and some birds are monitored via satellite tags.

The DDCR is a regional leader in ecological research, actively collaborating with local and international educational and research institutions with over 30 biodiversity projects completed so far. DDCR also promotes sustainable tourism, and provides authentic desert experiences while educating visitors on the delicate nature and the living heritage of Dubai. Prior to the pandemic, the reserve responsibly hosted close to 290,000 tourists a year, making it the most visited protected area in the region.

In Australia, Emirates has been supporting the protection of Australia’s wilderness and bush for over 12 years through the conservation-based Emirates One&Only Wolgan Valley located in the World Heritage-listed Greater Blue Mountains region.

Emirates One&Only Wolgan Valley demonstrates a strong commitment to its carbon neutral status by scaling up its environmental, heritage and environmental initiatives. After the bushfires in early 2020, which affected a portion of the Blue Mountains, the teams at One&Only Wolgan Valley embarked on a regeneration of the landscape, and habitat restoration work has been stepped up at the resort with several ā€˜Habitat Recovery Areas’ identified as a source of environmental data to monitor the gradual renewal of wildlife and ecosystems.

 

The parts of the landscape that were impacted have made a rapid recovery and wildlife biodiversity and ecosystems have been largely preserved. Over the past decade, a seedbank of over one million seeds representing 25 native species has been built up with the assistance of field guides, hotel employees and guests at the property. These seedlings are now playing a vital role in repopulating areas of damage, helping to recreate natural habitat complexity for insects, reptiles and small marsupials who have been impacted by the bushfires.

Additionally, the mapping of significant, hollow-bearing trees on the property, some dating over 150 years old, is being done to collect information and provide a snapshot of the impact of the bushfires on different species who sought refuge there. Other projects include habitat restoration with guests, which involves moving and shifting debris to improve habitat complexity. This helps to create shelters and wildlife corridors, which is vital to helping animal and insect populations thrive after the bushfires.

Emirates SkyCargo has stepped up as a global leader in the fight against illegal wildlife trafficking and exploitation. In 2016, Emirates signed the Buckingham Palace Declaration, and joined the United for Wildlife Transport Taskforce in the fight against the illegal wildlife trade. It is also a partner of ROUTES (Reducing Opportunities for Unlawful Transport of Endangered Species).

Emirates SkyCargo has adopted a zero tolerance policy on illegal wildlife trade which includes big cats, elephants, rhinos and pangolins, among other types of contraband animal cargo, and has implemented a complete ban on hunting trophies for the Big-4, even in cases where the shipment may be considered legal under CITES* rules.

Emirates SkyCargo has also invested in awareness campaigns, as well as education and training on issues associated with illegal wildlife trade for its teams. Cargo teams are trained to look out for warning signs of smuggled wildlife products during cargo transportation and screening. This includes document verification, container or cage examination, and confirming the authenticity of CITES* permits. Employees across the business are encouraged to report suspicious activity through designated internal channels for investigation, and the intelligence gathered is shared with relevant authorities as well as used to benefit the worldwide data collection for further wildlife trafficking prevention purposes.

Working with Dubai Customs, Dubai Police and other authorities globally, Emirates SkyCargo has helped to intercept several illegal wildlife shipments since 2017.

The Convention on International Trade of Endangered Species of Flora and Fauna (CITES). Emirates maintains an embargo on the carriage of CITES-listed products and parts of endangered animals and plants.

Cranes coach McKinstry to step aside for one month

Uganda Cranes head coach Johnathan McKinstry has been told to step aside for a period of one month with immediate effect.

“The FUFA Executive Committee has asked the Head Coach of the National Senior side-The Uganda Cranes Mr. Johnathan McKinstry to step aside from managing and coaching the team for the period from 2nd- 31st March 2021,” FUFA said in a statement.

In the meantime, Assistant Coaches Mr. Mubiru Abdallah, Mr. Mbabazi Livingstone and goalkeeping coach Mr. Kajoba Fred will take charge of the team during this period. The rest of the Technical team remains unchanged.

“FUFA will use the period to assess and monitor the performance of the team,” the statement read.

McKinstry was appointed as the Uganda Cranes head coach in September 2019, replacing Sebastien Desabre who resigned after the Africa Cup of Nations tournament in Egypt.

Uganda Cranes will play against Burkina Faso at home on March 24 before concluding the 2021 Africa Cup of Nations qualifying campaign away against Malawi on March 29. The Northern Irish manager won’t be on the touchline for both games.

Anti-Corruption Court orders for arrest of former minister Kabafunzaki

Former Labour Minister Hebert Kabafunzaki was arrested on April 1, 2017.

The Anti-Corruption Court Judge Margaret Tibulya has ordered for the arrest of former State Minister for Labour, Herbert Kabafunzaki pending his corruption trial. This was after the former minister skipped court for the second time.

Minister Kabafunzaki was arrested on April 1, 2017 with his assistants Bruce Lubowa and Brian Mugabo, for allegedly soliciting for a Shs5 million bribe from AYA Group Chairman Muhammad Hamid.

During an earlier hearing, Kabafunzaki denied the charges but Mugabo said he hid the money on the orders of the minister. Brian Mugabo has since reportedly accepted hiding Shs5 million.

The former minister and his co-accused were in April 2017 arrested at Serena Hotel, produced before Anti-Corruption Court and charged with corruption.

On April 12, 2017 Kabafunzaki was granted a non-cash bail of Shs50 million by the Anti-Corruption Court Chief Magistrate Agnes Alum, ordered to deposit his passport with court and told to report to court whenever he is required. However he has not appeared for the last two court proceedings prompting court to issue an arrest warrant.

There was drama at All Saints Cathedral, Nakasero as two families fought for the body of lawyer Robert Aldridge Kasango.

Kasango died on Saturday night, in Murchison Bay Hospital inside Luzira Prison. The cause of death was reported to be heart failure. Earlier during the funeral service at the Cathedral, a group of Kasnago’s relatives from Tororo District in Eastern Uganda stormed the church and grabbed the casket containing his remains from the A-Plus pallbearers.

Relatives from the side of Kasango’s wife Nice Bitarabeho Kasango and eldest son Samora Paul Kasango tried to insist but they were overpowered by the team from Kasango’s family.

In tandem, police intervened, pursued the pickup, intercepted it, removed the body and handed it back to his wife’s family.

Kasango was jailed in 2018. He was serving 16 years sentence in jail over Shs15 billion pension funds by the Anti-Corruption Court. He was also involved in another high-profile case involving the Tooro Queen Mother Best Kemigisa at some point.

Kasango was sentenced alongside the former top Ministry of Public Service officials who include the former Permanent Secretary, Jimmy Lwamafa, Ministry Principal Accountant and the former Commissioner for the Compensation Department in the same ministry.

While in prison Kasango became a lecturer teaching law at prison, helped inmates to get international degrees from University of London. He continued to help inmates to convene and pray fellowship, get closer to God as he invited prison officials to communion with him and other inmates.

Daniel Kaluuya named the Golden Globe Award winner

The UK based actor with roots from Uganda Daniel Kaluuya has been named the Golden Globe Award winner after portraying Black Panther leader Fred Hampton in Judas and the Black Messiah.

He clinched the award under the category of Best Performance by an Actor in a Supporting Role in Any Motion Picture in Judas and the Black Messiah movies.

Kaluuya was born in London, to Ugandan parents. His mother, Damalie, raised him on a council estate in Kentish Town, along with an older sister. His father lived in Uganda, and rarely visited due to UK visa regulations. Kaluuya attended St Aloysius College, London. He lives in West London.

Kaluuya began his career as a teenager in improvisational theatre. He subsequently portrayed Posh Kenneth the first two seasons of the British television series Skins, in which he co-wrote some of the episodes.

Playing the lead role in Sucker Punch at the Royal Court Theatre in London, Kaluuya was particularly praised for his performance and he won both the Evening Standard Award and Critics’ Circle Theatre Award for Outstanding Newcomer.

He played Michael “Tealeaf” Fry in the BBC dark comedy series Psychoville and Michael “Mac” Armstrong in the BBC Three horror drama series The Fades.He gained further acclaim for his performance as Bingham “Bing” Madsen in the Black Mirror episode ā€˜Fifteen Million Merits’.

Kaluuya appeared as Agent Colin Tucker in the 2011 film Johnny English Reborn and portrayed Black Death in the 2013 film Kick-Ass 2. In 2015, he had a supporting role in Denis Villeneuve’s film Sicario.

In 2017, Kaluuya starred in Get Out which garnered him critical acclaim and a nomination for the Academy Award for Best Actor. This was followed by roles in Ryan Coogler’s blockbuster film Black Panther (2018), Steve McQueen’s heist film Widows (2018) and Melina Matsoukas’s romantic road crime film Queen & Slim (2019).

The Golden Globe Award for Best Supporting Actor-Motion Picture was first awarded by the Hollywood Foreign Press Association in 1944 for a performance in a motion picture released in the previous year.

The formal title has varied since its inception; since 2005, the award has officially been called “Best Performance by an Actor in a Supporting Role in a Motion Picture”.

Six actors have won the award twice: Richard Attenborough, Edmund Gwenn, Martin Landau, Edmond O’Brien, Christoph Waltz, and Brad Pitt.

EU announces Shs1.6b support to address biodiversity conservation needs in Uganda

Grants to the total value of 368,939 EUR (Shs1.6 billion) have been awarded to five organisations in Uganda to address biodiversity conservation needs. The European Union (EU) and the Organisation of African, Caribbean and Pacific States (OACPS) have made funds available through the IUCN Save Our Species African Wildlife Initiative and the BIOPAMA Action Component (AC), both managed by the International Union for Conservation of Nature (IUCN).

In 2020, in response to the #Covid-19 pandemic and the severe loss of income for many protected areas and biodiversity projects, IUCN Save Our Species and the BIOPAMA AC opened a special call for proposals within both of these mechanisms to alleviate impacts caused specifically through the pandemic.

Four million Euros were made available as Rapid Action Grants under IUCN Save Our Species to help address impacts from Covid-19 on the conservation of terrestrial or freshwater species in continental Sub-Saharan Africa and Madagascar. Another two million Euros were made available through the BIOPAMA Rapid Response Grants to address impacts of #Covid-19 in and around protected areas in the African, Caribbean and Pacific regions.

Three of the five grantees in Uganda through IUCN Save Our Species and BIOPAMA are implementing a range of activities to alleviate the impacts of COVID-19, including diversifying livelihoods to absorb the loss of tourism income, implementing health protocols and monitoring to protect gorillas, and clearing invasive species to secure rhino habitat. The Environmental Governance Institute (EGI), Conservation Through Public Health (CTPH) and the Rhino Fund Uganda are implementing these activities in and around Murchison Falls National Park, Bwindi Impenetrable National Park, and Ziwa Rhino Sanctuary.

Two of the projects supported with EU funds through IUCN Save Our Species are longer-term projects, not directly linked to #Covid-19 impacts. Ecological Trends Alliance (ETA) aims to fight against lion persecution in Queen Elizabeth National Park, while the Snares to Wares Initiative transforms wire snares taken from Murchison Falls National Park into sculptures that not only generate alternative revenue opportunities for local communities, but also shine a spotlight on illegal poaching practices.

ā€œMany of the threats facing biodiversity and protected areas have been exacerbated following the #Covid-19 Pandemic. But we have also seen greater appreciation of nature and the importance of conservation. Working together with various stakeholders including local communities IUCN is confident that we will develop more resilient ecosystems for the benefit of nature and people,ā€ says Luther Anukur, IUCN Regional Director for Eastern and Southern Africa.

ā€œThese response activities are key to address conservation and wildlife protection in these very difficult times plagued by the #Covid-19 pandemic,ā€ says His Excellency Attilio Pacifici, Head of the Delegation of the European Union to Uganda. ā€œThese actions are also important to preserve the foundation for the future of the Ugandan Tourism Sector which is highly dependent on its beautiful and unique natural parks and its wildlife. Protecting the wildlife species is about protecting us and our lives. It is about safeguarding the future of our daughters and sons and securing for them a world in which they can live.ā€

Communities in the Murchison belt cannot count on tourism as a source of income anymore due to the closing of borders following the #Covid-19 outbreak. In response to this situation, EGI supports them in diversifying and developing alternative livelihoods, through trainings on alternative land use, photography, writing, communication and catering. Additionally, the project will also promote the conservation of various threatened species, including elephants, carnivores and primates.

Bwindi Impenetrable National Park is home to 43 per cent of the remaining 1063 free-ranging Mountain Gorillas in the world. If #Covid-19 were to infect the park’s gorilla population, it could have a devastating impact. CTPH will ensure the protection of Endangered Mountain Gorilla by conducting thorough and frequent #Covid-19 tests on both humans and gorillas, and by training staff on #Covid-19 prevention and gorilla health monitoring. The project will also help the local community generate alternative sources of income by training farmers on how to grow and sell organic coffee. The income generated from the sales will reduce their dependence on gorilla habitat to meet basic needs for food and wood, limiting human-gorilla contact as much as possible.

The lion population in Uganda is deteriorating due to human-lion conflict in and around Protected Areas. Queen Elizabeth National Park is an important stronghold for Uganda’s remaining lions, providing a home to an estimated 144 of the 408 lions in the area. However, lions in the park are threatened by retaliatory killings by local pastoralists who live in villages inside the park. Entire lion prides are killed as either retaliatory persecution or for prevention. ETA aims to reduce the number of both livestock depredation by lions, and of lions persecuted in the four enclave villages. Additionally, by involving the local community, the goal is to strengthen the relationship between local communities and the Protected Area.

Four arrested for stealing €100,000 from businessman

Police is holding four people for alleged involvement in aggravated robbery of cash 100,000 euros (approximately Shs440 million) from a city businessman known as Kannankutty krisnamoham.

According to the spokesperson Criminal Investigations Department (CID) Charles Twiine, it is alleged that on 8th February 2021 at Jinja Road opposite Bank of Africa at 10 am, the suspects moving in 4 pairs on motorcycles, violently hit the victim in the face making him unconscious before grabbing and fleeing with the money, to an unknown destination.

The Victim was picked up by sympathizing boda boda riders and later rushed to the hospital for treatment. On recovery, the victim reported the case at Central Police Station (CPS), Kampala and investigations commenced.

Through credible intelligence, one suspect who was identified as Ssentimba Samuel a.k.a Simple was arrested in Namungona, Rubaga Division and on interrogation, the suspect confessed and revealed some of his accomplices who include Mugisha Julius ,35, a boda boda rider,Ā  at William street at Arua park stage, and a resident of Wakiso Town.

The arrested suspects are part of the gang that had earlier escaped from lawful custody on their way to prison in June 2020 after they had been charged with aggravated Robbery of Ugx200 Million which they had robbed using a similarĀ  violent method to the prejudice of a Somali businessman at Equatorial mall in Kampala.

ā€œVigorous efforts are being undertaken by our officers to ensure that the suspects who are still at large are traced, apprehended and charged before the Courts of Law,ā€ Twiine said.

ā€œUganda police would however wish to caution the general public especially the business fraternity to avoid moving with big amounts of money (cash) without security protection, and further advise that such security protection services can be sought from private security organizations as well as Uganda Police Force.ā€

ā€œFinally Uganda Police is grateful and indeed appreciating the members of public for their cooperation in sharing various pieces of information that enable us crack down these criminals,ā€ he added.

The Supreme Court registrar Harriet Ssali Lukwago has set Thursday as the day for hearing of Former National Unity Platform Presidential (NUP) presidential candidate Robert Kyagulanyi Ssentamu aka Bobi Wine’s application seeking to withdraw the Presidential election petition.

Yesterday, Uganda gazetted the application after a panel of nine Judges of the Supreme Court led by chief justice Alfonse Owiny-Dollo directed before the hearing.

On Wednesday last week, Bobi Wine filed a petition seeking withdrawal of the matter in which he challenged President Yoweri Museveni’s victory on grounds that the court declined to receive his evidence.

Over the weekend, Solomon Muyita, a senior communication official of the judiciary said Bobi Wine, Museveni fulfilled all requirements for withdrawal of election petition. ā€œBobi and his lawyer Medard Ssegona filed affidavits confirming the withdrawal of the matter and the respondents who include President Museveni and the Electoral Commission filed their submissions in regard to the case,ā€ he said.

On 1st February 2021, Bobi Wine petitioned the Supreme Court challenging President Yoweri Museveni’s victory in the just concluded January general elections saying that the election was not free and fair.

He contended that throughout the campaign period the People of Uganda generally, and more particularly his supporters endured untold suffering, torture, degrading and inhuman treatment on the orders of Gen Museveni. He cited the dark days of 18th and 19th November 2020 which saw over 50 innocent, unarmed citizens murdered in cold blood by the police and military.

Last week the Supreme Court declined to receive over 200 pieces of evidence from his lawyers who were led by Anthony Wameli. The court registrar Harriet Ssali Lukwago said the Supreme Court could not receive the affidavits because they were filed beyond stipulated time as agreed during the pre-hearing session held last month.

ā€œAmong the rejected evidence included the affidavits of the NUP secretary general Lewis Lubongoya, videos of pre-ticket ballots, and evidence of various polling stations where the incumbent got 100 per cent. At Lwaweba polling station where they claim that Museveni got 100 percent seven of my relatives who votes from that station didn’t vote, two pregnant women were in the labour ward and two were arrested,ā€ he said earlier last week.

A week ago, Supreme Court chaired by the chief Justice Alfonso Owiny-Dollo dismissed the MPs petition where he sought to adduce more grounds to support his 26 claims of election fraud, for which he wants president-elect Yoweri Kaguta Museveni annulled.

In the fresh grounds, Bobi contended that Mr Museveni was not qualified as Candidate and could not lawfully Contest in the Presidential Elections being a person in command of military and police contrary to Presidential Elections amendment Act and the Constitutional Amendment

In tandem, the Bobi Wine asked Justice Owiny Dollo, Mike Chibita to back off from hearing the matter because of a clear conflict of interest. He said Chief Justice represented Museveni as his lawyer in the presidential petition filed by Dr. Besigye in 2001 and the former DPP Chibita is Museveni’s former private secretary for seven years. And yesterday Dollo declined to recuse himself from the bench.
