Gov't secures 2.4 million doses to counter foot and mouth disease

The state minister for Animal Husbandry, Rtd Col. Bright Rwamirama has revealed that the Ministry of Agriculture Animal Industry (MAAIF) has procured 2,400,000 doses to vaccinate animals in 24 districts hit by foot and mouth disease (FMD).

Foot and mouth disease (FMD) is a viral disease that affects cattle, goats, sheep and pigs among the domestic animals. It also affects the related cloven (two) hooved wild animals like the buffaloes, antelopes and wild pigs.

FMD vaccination is currently being undertaken in 24 districts that include; Gomba, Isingiro, Kalungu, Kampala, Kazo, Kiboga, Kiruhura, Kiryandongo, Kyankwanzi, Kyotera Koboko, Lyantonde, Mbarara, Masindi, Mukono, Nakaseke, Nakasongola, Rakai, Rubirizi, Sembabule, Ibanda and Serere.

According to Annual Agriculture Survey of  2018, Uganda ha livestock population estimates of  cattle 12.1 million heads, goats 15.2 million heads, sheep 5.4 million and pigs 5 million, which translates to 37.7 million livestock that are susceptible to FMD. This is in addition to the wild life that is susceptible to FMD and the fact that there are four serotypes that are common in Uganda.

“Livestock farmers and the general public are hereby advised to take note of these control measures that have been put in place by the Government through the Ministry of Agriculture, Animal Industry and Fisheries to address the Foot and Mouth Disease in affected districts,” he said.

The minister urged affected farmers to ensure hygienic milking methods, report the disease to the nearest veterinarian and alert neighbors about it, have the affected animals isolated from the rest of the herd and avoid taking animals to the communal grazing and watering areas and the neighbors should avoid communal grazing and watering during the time of FMD outbreaks.

He also said that the affected animals should be properly treated by a competent veterinarian using appropriate drugs to avoid secondary bacterial infections and complications.

“Check points with disinfection shall be established along the major routes entering or exiting the affected sub county and they will be manned by the local council personnel, the police the parish chiefs and other law enforcement personal supervised and coordinated by the area veterinarian,” he said.

Ruparelia Group awarded contract to build Shs38b Kibuli Apartments

Ruparelia Group through its construction company VCON has been awarded a contract to construct a project for Uganda Muslim Education Association (UMEA) after emerging the best bidders out of 14 other companies that expressed interest.

Vcon Construction (U) Ltd in partnership with Ambitious Construction Limited Joint Venture has been awarded contract by Uganda Muslim Education Association (UMEA) for construction of residential and commercial complex in Kibuli.

The contract is valued to be worth 38 billion Ugandan shillings and will cater residential houses with an in-house commercial complex in heart of Kibuli. It is funded by IsDB Bank, Saudi Arabia under Supervision of Dolsar Limited.

Rajiv Ruparelia the managing Director Ruparelia Group during the ground breaking ceremony thanked Prince Kassim Nakibinge and the management of Uganda Muslim Education Association (UMEA) for giving Ruparelia Group an opportunity to showcase its competence.

“We are extremely grateful for this opportunity for being able to illustrate our competence and capability to deliver a high quality and standard development as Ruparelia Group,” Mr. Rajiv said.

He added that; “I also want to thank His Royal Highness Prince Kassim Nakibinge who has invited us for a ground breaking ceremony of this project and we have partnered to do it together with Ambitious Construction Ltd to be able to build two blocks of residential and commercial buildings for the Kibuli community.”

He said that the Prince Nakibinge has donated 5 acres of land for the project which will be completed in a period of one year.

“This is the first phase and we expect to have more multiple phases.  It is not only going to benefit the Kibuli community but Kampala as whole and Uganda at large,” he added.

Prince Kassim Nakibinge also while addressing the media at his home in Kibuli congratulated Ruparelia Group for having emerged the winner of the biding process and said that he is sure they are going to produce the best quality work.

Nakibinge added that once the project is complete, it will also change the skyline of Kampala city. He further thanked the project financiers and all those behind the project.

Makerere researchers caution against extinction of indigenous languages

Researchers at Makerere University have cautioned against destroying indigenous languages and emphasized that there is a need to preserve them to avoid their extinction.

The researchers from the Department of Linguistics, English and Communication skills, through their research project titled Corpus Development of So Language for community Empowerment (2020), argue that if any culture is to be preserved, languages should be preserved.

Dr. Celestino Orikiriza, the Principal Investigator of the study, revealed that a number of languages in Uganda face extinction if no action is taken to preserve them. One of such languages is ‘So’, commonly known as Tepeth that is spoken by sections of the population in the districts of Moroto, Nakapiripirit and Napak in Karamoja sub region.

Orikiriza further reveals that they found out from young people that even some of the parents who knew the language cannot teach their children in fear of exposing them to harm from neighboring people of Karamoja.

According to the 2016 population census by the Uganda Bureau of Statistics, the language is spoken by 23,422. However research shows that hardly 100 people can speak the language fluently.

This is partly attributed to the marginalization of the ‘So’ community, insecurity, existing economically and socially viable languages, lack of curriculum for the language and intermarriages. Research further shows that the fluent speakers of ‘So’ are old people and there is hardly transmission of the language to the young generation.

Dr Saudah Namyalo, the Dean, School of Languages, Literature and Communication reveals that, documenting the languages will bring a chance to have information and then use it as reading materials.

“Many of the Ugandan languages, including those that are widely spoken like Runyakitara and Luganda are not well documented. Languages form what we are. Without them our identity is lost. It is therefore incumbent upon us to preserve our languages to save them from extinction.”

According to Oriikiriza, the study will serve as a source of data for use in describing the linguistic nature of the language, establishing its spelling system, compiling its vocabulary in dictionary form, and writing the literature, culture, and history of the people using their language.

Michael Wangotta, a co- investigator Researcher said that they found out that people from these endangered tribes feel marginalized, despised and they said the government seems to have ignored them. Therefore, researchers want to task the government and academicians to care for them, and that they can partner with them to bring life into their languages.

Bernard Lubega, the assistant commissioner for culture and family affairs at the ministry of Gender, Labor and Social development said that in every culture, language is very important, therefore, it needs to be preserved.

“Ladies and gentlemen, all you should know is that if you want to destroy the community, destroy the language and if you want to promote it, preserve the language”. Lubega asserts. He adds that the cultural policy of the government has 10 priority areas and one of them is about languages. “Government undertakes initiatives to ensure that we protect and promote our culture through our languages.

Michael Lokawuo, the former Member of Parliament for Moroto Municipality expressed gratitude to the researchers noting that the study was timely and would largely complement their efforts in preserving the language.

Lokawuo says that in his area, the deterioration stands at 10 percent which is so worrying to So speaking natives.

Idi Amin was a coward and illiterate, that is why he killed Archbishop Luwum – Museveni

President Yoweri Museveni has criticised his predecessor the late Idi Amin for allegedly killing Archbishop Janani Luwum.

The late bishop who was killed on February 16, 1977 under orders of former President Idi Amin after the late clergyman blamed the dictator for his regime’s cruelty. Official accounts say Bishop Luwum died in a car crash, which is disputed as it is said to have been stage managed.

Speaking during the 44th Janani Luwum day celebrations at State house Entebbe, Museveni said there was no reason for Idi Amin to kill Bishop Luwum, even if he was criticizing him.

“He could have just ignored him but Idi Amin was also illiterate and yet he was managing state infrastructure. People who kill other people are lazy and they are cowards,” he said.

“There are some people who want to disturb our peace but we can’t accept that. Our freedom fighters are still here, no one will destabilize us. Our peace will not be disturbed,” he said and urged Ugandans to look at what is happening in Congo and south Sudan.

In 2015, President Museveni gazetted February 16th as Archbishop Janani Luwum Day, a public holiday for the country to celebrate life.

The Archbishop of the Church of Uganda, Most Rev. Dr. Stephen Samuel Kazimba, asked president Museveni to gazette 29th of October as a public holiday in remembrance of Bishop James Hannington the first Anglican bishop of East Africa.

He was killed on orders of Kabaka Mwanga II on 29 October 1885. His alleged last words to the soldiers who killed him were: “Go, tell Mwanga I have purchased the road to Uganda with my blood.”

Bobi Wine threatens to withdraw petition as Supreme Court blocks his evidence

Former National Unity Platform Presidential (NUP) presidential candidate Robert Kyagulanyi Ssentamu aka Bobi Wine has threatened to withdraw the presidential electoral petition if Supreme Court declines to receive pieces of evidence.

Earlier this month, Bobi Wine petitioned the Supreme Court challenging President Yoweri Museveni’s victory in the just concluded January general elections saying that the election was not free and fair. He contended that throughout the campaign period the People of Uganda generally, and more particularly his supporters endured untold suffering, torture, degrading and inhuman treatment on the orders of Gen Museveni. He cited the dark days of 18th and 19th November 2020 which saw over 50 innocent, unarmed citizens murdered in cold blood by the police and military.

Yesterday, the Supreme Court declined to receive over 200 pieces of evidence from his lawyers who were led by Anthony Wameli. The court registrar Ssali Harriet Lukwago said the Supreme Court could not receive the affidavits because they were filed beyond stipulated time as agreed during the pre-hearing session held on Thursday last week.

“The collection of evidence has been a hurdle, most of the witnesses were abducted, arrested and prosecuted in various courts of law and others are on run. So we could not beat time,” Bobi Wine said.

Last week as well, Supreme Court chaired by the chief Justice Alfonso Owiny-Dollo dismissed the MPs petition where he sought to adduce more grounds to support his 26 claims of election fraud, for which he wants president-elect Yoweri Kaguta Museveni annulled.

“We ran to court not because we trust judges, but we went to court because we trust the law. As you aware, Justice Mike Chibita who constitutes a panel of judges was a private secretary to president Museveni for seven years so we expect nothing from him but putting him to test,” he said earlier today.

He decried Chief justice’s behaviour of hosting president Museveni and asking him to implement a number of issues which includes increasing the number of judges and chief magistrates yet he constitutes a panel of judges who are scheduled to deliberate on the electoral petition challenging his victory.

“The chief magistrate was a minister in Museveni’s government, I doubt his credibility in the matter but we put him to the test. We shall withdraw our petition because they don’t want us to file evidence yet all petitions are based on evidence. We had few days to file the petition because I was under house arrest,” he said.

Wasswa Bbosa fined by FUFA for post-match comments

Express FC head coach Wasswa Bbosa has been fined two million shillings by FUFA following his comments about the referee he made during a post-match media press conference after a one-all draw with Vipers SC.

After the game on 9th February 2021, Bbosa was quoted stating that, “We have drawn with a 12-man Vipers, we had won the match but they used their 12th player, the referee to get a free-kick they scored.”

Wasswa Bbosa in his written response to FUFA Disciplinary and Ethics Committee apologised for the comments made stating that it was a lapse in judgement.

In the case, FUFA Adjudicatory Chamber decided to impose the following by way of sanction in order to reflect the seriousness of the offence identified;

“Mr. Wasswa Bbosa, the head coach of Express FC is hereby FINED UGX 2,000,000 (Two million Uganda shillings only) for his unsporting comments made after the  match between Express FC and Vipers SC in accordance with Article 8(10)(c) of the FUFA Communications Code,” reads part of the statement.

According to FUFA, should he fail to pay the fine within 30 days from the date of the decision, a three-match touchline ban shall be imposed onto him.

“The fine is to be paid within 30 days from the date of this decision, failure of which, a three (3) match ban shall be applied,” the statement adds.

Kiira Motors to produce 1,000 buses in Uganda by end of 2021

Kiira Motors Corporation (KMC) is working with strategic partners to produce 1,030 buses by the end of 2021 to modernize public transport in the urban centers in Uganda and beyond.

This builds on the successful development of the Kayoola Electric and Diesel Buses built through technology transfer and utilizing the facilities and resources at the UPDF National Enterprise Corporation Luweero Industries in Nakasongola.

The buses 50 of which will be electric, are part of 30,000 Buses the company and its partners are set to produce for the regional market, with 65% parts and components localized by 2030.

“Kiira Motors and the partners plan to produce and deploy 1,030 Buses by end of 2021, 50 of which will be electric. The initiative is aimed at modernizing public transport in the urban centers in Uganda and beyond, while building the indigenous motor vehicle industry through technology transfer and localization of auto parts manufacturing,” a statement issued by Kiira Motors reads in part.

“Kiira Motors Corporation is working with reputable strategic partners to produce 30,000 Buses for the regional market, with 65 percent parts and components localized by 2030,” the statement adds.

The initiative is aimed at modernizing public transport in the urban centers in Uganda and beyond while building the indigenous motor vehicle industry through technology transfer and localization of auto parts manufacturing.

Kampala and other Cities in the region have for decades faced challenges of road and traffic congestion, pollution, unemployment and under employment resulting into low fuel economy, poor air quality, low labour productivity, and compromised road safety.

“This calls for the establishment of a robust integrated and inclusive mass transport system based on environmentally friendly transport solutions. Coupled with localization of capabilities to develop, make and sell vehicles and components, this provides an unprecedented opportunity for transforming the economy drawing on the demographic dividend of Uganda.”

According to Kiira Motors, the establishment of Mass Transit Bus Systems supported by the domestic manufacturing of buses and components for the regional market is consistent with Uganda’s aspirations and pathways to Vision 2040 outlined in the National Development Plan III and the NRM Manifesto 2021 – 2026.

The developments are projected to create over 30,000 jobs directly, 100,000 jobs indirectly, and catalyze investments by Micro Small and Medium Enterprise in the manufacture of motor vehicle parts. The strategic and long-term focus on electric buses for the cities further demonstrates Uganda’s commitment to enhance environmental stewardship.

Study: Culture and Heritage, unutilized in Uganda’s tourism

Makerere University study has revealed that the tourism sector has not yet utilized various cultures and heritages in Uganda.

In a study titled Many People, Many Cultures, and Many Heritages: Going Beyond Nature-based Tourism in Uganda, Uganda’s tourism can be promoted through utilizing different cultures and heritages that Uganda is gifted with.

The study involved documenting the role and relevance of culture-based tourism as opposed to promoting nature based tourism.

The Principal Investigator of the study, Dr. William Wagaba, said revisiting Uganda’s tourism culture and heritage would not only benefit the tourists but as well help the domestic market because there is a lot which is un ventured into.

“Our emphasis was on documenting monuments, culture sites, neglected places, especially places that we take for granted and also comprehending how many they can add to the package of promoting tourism in this country,” says Wagaba.

Wagaba who is also the Head of Department of European and Oriental Languages in the school of Languages, Literature and Communication at Makerere University, said that he is optimistic that the approach will boost Uganda’s tourism even more.

The researchers looked at different places and stories around those places. Places included Uganda, Martyrs Museum, Namugongo, Bwaise a city suburb, Kabaka Anjagala road, Bulange building, River Nile, Sezibwa Falls, Bujagali Caves, Mapera tree in Kisubi,Nyakahondokoro and Gault tombs in Ibanda, Nakayima tree in Mubende, among others.

Dr. Enoch Sebuyungo a co-investigator and a lecturer in the department of European and Oriental Languages explained the finding about Martyrs Museum, Namugongo as one of the places they researched on,and said that the name Namugongo dates back in 1760s when Buganda Kingdom was thriving.

“This was a place of execution where King’s subjects in Buganda were killed for the acts of disobedience and the King was not supposed to see the bodies, so this place was located far from his Palace,” Dr. Sebuyungo highlights.

Namugongo was designed in 1760 during the reign of Kabaka Kyabagu, the 25th Kabaka of Buganda, and the culprits used to be dragged on their backs up to the place where their bodies would be predisposed off.

Then, the people would ask in Luganda that Omuntu on azze atya?, translated as, How did this person come? And Kabaka’s men would respond that azze namugongo-he came by his or her back.

Therefore, the reference was made to that dragging and peeling of the back and the phrase” azze namugongo” was shortened to “Namugongo” which became the name of the place and later on, the Christian martyrs were executed there. This is an interesting story about this place which is hardly stated even when the tourists visit the place.

Similarly, Associate Professor Edith Natukunda also from the Department of European and Oriental Languages says this is an important part of tourism that should be promoted. She says the project will diversify the tourism sector as well.

Meanwhile, Dr. Josephine Ahikire, the Principal of college of Humanities and Social Sciences remarked that there has been a discussion on the role of culture which is an intangible aspect of human life and she thinks the project will bring on board the questions of culture and stories around decolonization times.

Dr Stevens Aguto Odongo from the Department of Sociology and Anthropology Makerere University says this research aimed at broadening what people are already aware of.  He adds, “If a tourist is introduced to cultural places, they will promote our cultures”.

Bobi Wine hits at Museveni as he releases list of over 240 abducted NUP supporters

Former National Unity Platform Presidential (NUP) presidential candidate Robert Kyagulanyi Sentamu aka Bobi Wine has released a list of abducted and missing party supporters.

Since November last year, the country has witnessed spates of kidnappings by both armed men in civilian clothes and security personnel traveling in numberless Toyota Hiace vehicles commonly known as ‘Drones’. Most of the victims have since not been arraigned before courts of law nor released on police bond.

While addressing the nation on Saturday, President Yoweri Kaguta Museveni assured the country that the kidnappings will soon stop.

Bobi Wine said Gen. Museveni was on TV trying to downplay the abductions of people by criminals on his orders.

“Like all tyrants before him, he tried to push the narrative that everything is well, even when mothers, fathers and siblings are in tears all over the country. Museveni and the few criminals he sends to torment citizens should be rest assured that they will answer for each and every crime they continue to commit against innocent citizens,” Bobi wine said.

Asiimwe who is credited with special investigative skills returns to CMI hardly a year after he was transferred from Counter terrorism.

Brig. Asiimwe has previously served as the Head of JAT as the Director of Counter Terrorism has been elevated to Assistant/Deputy Director of Chieftaincy of Military Intelligence (CMI) in charge of counter terrorism.
