Government to increase research funds for Universities

Minister of State for Education and Sports John Chrysostom Muyingo has revealed that the Government of Uganda will increase University Research Funds to boost their research capacities.

Speaking during the induction workshop of the 5th Kyambogo university council at Imperial Golf Hotel in Entebbe on thursday, Minister Muyingo said that it is Makerere University that has mostly benefited from the research funds yet all Universities should benefit from it.

He said that as a developing country, more research is needed and to achieve this, the government is set to increase research funds of universities which will help in building the capacity of research in our education sector.

According to Muyingo, the budget for the research funds of Universities stands at shillings 20 billion. This will be increased to the amount of money that the minister did not reveal but said, it will be communicated by the ministry soon.

It is only Makerere University that has so far received special funding from the Government of Uganda to support high impact Research and Innovations totaling Shillings 30 Billion (equivalent to US$ 8,100,000) under the Government Research and Innovation Fund (RIF).

Minister Muyingo reveals that if Uganda is to develop, it needs to invest heavily in research, adding that some increment is already in the budget which is going to be discussed by the Parliament.

“Like you have heard people say, the need for research is big, we have asked the ministry of Finance, Planning and Economic Development to increase research funds for Universities” Muyingo reveals.

When asked about the figures, Muyingo said he could not tell how much the government will add in research at the moment, but the government will communicate the figures very soon.

In the same workshop, the minister cautioned schools and parents that have illegally opened for learners who have not yet been accepted to go back to schools.

“Schools have reopened for candidates and those in final years. So if anyone goes against this and reopen for other learners, the hand of law will go for them. We shall take the decision to put them right.”  Muyingo cautions.

He further asked the Ugandans to be patient and cooperate with the government during the reopening of Learning Institutions.

Adding that the lives of Ugandans are more important than any other thing. “You know how children can behave when they are at schools; it is hard to ensure the implementation of standard operating procedures-SOPs.”

The minister argued the 5th Council of Kyambogo University chaired by Dr. Mary Gorretti Nakabugo to work hard to help the University fulfill its vision and also be relevant to the Kyambogo community. Kyambogo’s Vision is to be the center of academic and professional excellence.

According to Jackson Betihama and Robert Ojambo, the representatives of non-teaching staff teaching staff to the 5th council respectively, Kyambogo University is currently facing challenges like low staffing and poor salaries in teaching and non- teaching staff.

Minister Muyingo said poor salaries and low staffing is a general challenge in most Universities and promised that he will work with stakeholders to ensure these challenges are solved.

Speaking at the sidelines of the workshop, the Vice Chancellor, said while the university reopened for finalists last year and continuing students this year, they still have a challenge with students studying online and finalists who are still failing to do their internships especially teachers because of COVID-19 impact.

Museveni to address the nation about re-opening of schools

President Yoweri Museveni will today Thursday, February 4th, 2021, address the nation about the reopening of all schools, Covid-19 pandemic and security related issues.

On Monday, Cabinet Okayed the reopening of schools to non-candidate students. In March last year, Mr. Museveni ordered for closure of all schools. The move according to the fountain of honour peddled at curbing the spread of the deadly Covid-19 pandemic.

The schools will be allowed to reopen in a staggered manner that will ensure compliance with Covid-19 Standard operating procedure (SOP) of maintaining social distance, washing hands or sanitizing, and wearing of face masks.

Globally there 102, 942,98 confirmed cases of Covid-19, including 2,251,613 deaths, reported to the World Health Organisation (WHO). Uganda has 39651 confirmed cases and 325 deaths.

The Ministers decided that in order to finish up the academic year and ensure progression, all semi candidate classes, which include primary six, senior three and senior five should report back to school in the short term and study with the candidate classes.

Meanwhile, pre-primary schools will remain closed because the learners in this category cannot observe SOPs and are prone to respiratory infections. It added that because many of the pre-primary institutions are day-based, there is a lot of interaction between learners, and parents, teachers which would increase the risk of contracting the virus.

Seven arrested with counterfeit US dollars

The Directorate of Crime Intelligence in coordination with the territorial police in Katwe, raided criminal gang dealing in counterfeit US dollars, at Linca Hotel located in Ndeeba, Kampala District.

The task team arrested seven suspects and recovered fake US dollars totaling $320,000 and a safe. The suspects have been identified as; Muliisa Robert Ivan, male adult and resident of Mpererwe; Asiimwe Hillary Mark, male adult and resident of Namasuba Kikajjo; Tukwasibwe Rosemary, a female adult and resident of Kamwenge Rugonjo; Gatete Geoffrey, male adult and resident of Kyebando Katale Zone, Tusasirwe Anitah a female adult and resident of Ndejje, Hadengho Moses a male adult and resident of Masajja A.

According to Kampala Metropolitan police spokesperson Patrick Onyango, the suspects were thoroughly surveilled over a couple of months, for defrauding victims, by selling the fake US dollars at prices lower than the prevailing exchange rates and related multiplicity scams.

The exhibits are to be submitted for further forensic analysis at Bank of Uganda, while the suspects are being processed on charges of dealing in forged currency notes, counterfeiting and uttering counterfeit currency notes.

“We would like to warn all unscrupulous business persons who engage in fake US dollars and other illicit transactions that our multi-agency task teams are robust and will crack them down and bring them to justice,” Onyango said.

He urged the public to remain vigilant especially when approached by dealers fronting transactions that appear so lucrative.

Dominic Ongwen found guilty of murder, rape, enslavement and torture

The International Criminal Court (ICC) has found the former Lord’s Resistance Army (LRA) commander, Dominic Ongwen guilty of murder, enslavement and torture.

Dominic Ongwen is accused of 70 counts of war crimes and crimes against humanity allegedly committed while commanding LRA rebels who attacked four camps for displaced people in Pajule in Pader District, Abok, Lukodi, Odek in Gulu and Oyam districts in 2003 and 2004 killing, raping and looting among other crimes committed by the insurgents.

According to court ruling, the Ex LRA Commander was found guilty of war crimes committed ate Pajule camp, Rape committed at in 2003 and 2005, sexual slavery, slavery among others.

“Dominic Ongwen has been found guilty beyond reasonable doubt for all the crimes he committed. He has been found guilty of enslavement, outrages, destruction of property, forced marriage, slavery, abduction of people, conscripting children below the age of 15 into the brigade attempted murder and forced pregnancy,” the judgment reads.

The court will convene and pass the sentence after submissions by the prosecutor and defence by the Mr. Ongwen.

The trial in this case opened on 6 December 2016. The Prosecution and the Defence have completed the presentation of their evidence. The Legal Representatives of Victims also called witnesses to appear before the Chamber. On 12 December 2019, the Presiding Judge declared the closure of the submission of evidence in the case. The closing briefs were filed on 24 February 2020. The closing statements took place from 10 to 12 March 2020.

Over the course of 231 hearings, the Chamber heard 69 witnesses and experts called by the Office of the ICC Prosecutor, Fatou Bensouda, 54 witnesses and experts called by the Defence team lead by Krispus Ayena Odongo and 7 witnesses and experts called by the Legal Representatives of the Victims participating in the proceedings. The judges ensured the respect of the rights guaranteed by the Rome Statute to each of the parties, including the right to question the witnesses.

A total of 4065 victims, represented by their legal counsels Joseph Akwenyu Manoba, and Francisco Cox, as well as Paolina Massidda, respectively, have been granted the right to participate in the proceedings. They have expressed their position on matters heard before the Chamber and were authorised to examine witnesses on specific issues.

The Trial Chamber issued 70 oral decisions, and 190 written decisions during the trial phase of the proceedings. The total case record, consisting of the filings of the parties and participants and the Chamber’s decision, currently includes more than 1750 filings.

The Chamber is composed of Judge Bertram Schmitt, Presiding Judge, Judge Péter Kovács and Judge Raul Cano Pangalangan. The three judges ensure the fairness of the trial and that the rights of both parties and of the victims are respected.

Onduparaka FC lands AbaBet sponsorship deal

Onduparaka FC partners with AbaBet

Arua-based Uganda Premier League club Onduparaka Football Club have today announced their newest partnership with sports betting company AbaBet.

The new deal will see AbaBet become the club’s official sponsor starting the 2020/2021 football season in a deal worth Shs 625 million for the three years.

The betting firm will also take the naming rights of the Onduparka home ground in Arua and it will now be known as the AbaBet Green Light Stadium.

They join telecommunications giants MTN Uganda, who earlier this week renewed their sponsorship deal with Onduparaka and officially launched a new design of their jersey with a traditional fabric.

Onduparaka returns to league action on Friday 12th February 2021, against Busoga United FC in match day six at their AbaBet Green Light stadium in Arua city.

In the opening five games so far, the Caterpillars have recorded two draws, two draws and one defeat, sitting 7th on the 16-table log with 8 points.

Since gaining promotion in 2015, Onduparaka have enjoyed a successful stay in the Uganda Premier League making it the first club from the northern region to stay longer.

Besigye decries continuous terror of kidnapping Ugandans

Former Presidential candidate Dr. Kizza Besigye has decried the continuous terror of kidnapping and violation of people’s rights before and after the 2021 general elections.

Since the launch of presidential campaigns in November last year, the country has witnessed a number of kidnappings by both armed plain cloth men and security personnel traveling in Toyota Hiace commonly known as drones. Most of the victims have since not been arraigned before courts of law nor released on police bond.

According to Besigye, the victims are supporters of opposition political parties especially the National Unity Platform (NUP) working to take over leadership from president Museveni. “Citizens should get their sovereignty; citizens should have a right to choose who should lead them. Citizens should have the right to choose what is right or wrong.” he said.

“We have put on notice those who are terrorizing our citizens not only to stop but to also release those who are being held. Most of them have since passed on pile their bodies in the mortuary and later bury them in limbo,” he said.

Besigye said the 2021 elections confirmed that Uganda is under a military government that organizes elections to demonstrate that the country is a democratic country.

“We go to elections knowing that they won’t announce me. That is why I announced myself. We must consciously coordinate, think and work together to get rid of this problem. If people unite and decide what to do, it wouldn’t take two weeks with the regime still here. Our struggle is not a contestation of the office. The contestation is about Ugandans getting their rights back.” he said.

He called on the international community to stop extending loans to the government of Uganda noting that the borrowed funds are used to fund inhuman acts committed against Ugandans.

“Ministers are out there looking for who will lend us money. One day we shall resist and declares them odious because we don’t benefit from them instead they are used to keep Museveni in power,” he said.

A delegation of European Union (EU) Ambassadors has paid a courtesy visit to the former National Unity Platform (NUP) presidential candidate Kyagulanyi Sentamu Robert aka Bobi Wine a few weeks after the general elections.

It is averred that the ambassadors move to engage the singer on the way forward after the elections and persuade him to opt for peaceful ways to assume power. The ambassadors have since been meeting the self-proclaimed Ghetto president.

On Thursday 14th January, 2021, the Electoral Commission conducted presidential elections where Ugandans exercised their constitutional rights of choosing a president who will lead them through a five year term. Uganda has a total 18,103,603 registered voters and 34,684 polling stations however only 10,350,819 people turned up to vote.

The presidential election which comprised 11 candidates was won by President Yoweri Museveni Tibuhaburwa Kaguta who got 6,042,898 (58.38%). His closest opponent Kyagulanyi Robert Sentamu got 3,631,437 votes (35.08%).

The MP has since rejected election results and petitioned the Supreme Court challenging the election saying that election was not free and fair. He contends that throughout the campaign period the People of Uganda generally, and more particularly his supporters endured untold suffering, torture, degrading and inhuman treatment on the orders of Gen Museveni.

He cited the dark days of 18th and 19th November 2020 which saw over 50 innocent, unarmed citizens murdered in cold blood by the police and military.

“The election was marred with massive irregularities including state inspired violence, intimidation and harassment of my supporters, myself and other opposition candidates, ballot stuffing with pre-ticked ballot papers in favour of Museveni, alteration of Declaration of Results Forms,  Confiscation of Declaration Forms  from our agents by Security Personnel and  flawed tallying processes,” he said after the election.

CHAN 2021: Holders Morocco meet Mali in the final

Holders Morocco will meet Mali in the final at the Ahmadou Ahidjo Stadium in Yaounde, Cameroon on Sunday 7, February.

Raja Casablanca striker Soufiane Rahimi was the two-goal hero for Morocco who produced one of their best displays of the tournament to beat hosts Cameroon 4-0 on Wednesday to keep alive their hopes of retaining the title.

Mohammed Ali Bemammer and Soufiane Bouftini wrapped up the emphatic victory for the Atlas Lions past the Indomitable Lions.

The North Africans secured the title on home soil in 2018 when beating Nigeria 4-0 in the final.

Earlier in the day, goalkeeper Djigui Diarra and striker Mamadou Coulibaly were the penalty heroes as Mali beat Guinea after the first semi-final ended goalless after an evenly-balanced 120 minutes at Douala’s Japoma Stadium.

Diarra saved Guinea play-maker Morlaye Sylla’s penalty while Coulibaly maintained his calm to send Tsekouba Camara the wrong way on the winning penalty to secure a place into the final.

Mali will be in the CHAN final for a second time, and looking to improve on their 3-0 defeat to DR Congo in 2016.

Guinea will play hosts Cameroon in the third-place playoff at the Reunification Stadium in Douala on Saturday.

Former Makerere Guild President scores zero in Youth MP polls

Former Makerere University Guild President miserably lost an election to represent Western Uganda youth in the Uganda Parliament.

The 83rd Guild President of Uganda’s premier University and the largest public university in the country had abandoned his job at Makerere University to join elective politics, hoping to be part of the 11th parliament.

However, to the shock of his life, in an Electoral College vote cast on 1st February, at Ntare School in Mbarara city, Paul Kato did not even obtain his own vote. According to a youth delegate in Mbarara who preferred anonymity, Kato had withdrawn from the race but it was already late, hence appearing on the ballot paper.

This website has learnt that none of the 1,891 youth who voted in for Youth MP in Mbarara was convinced to vote for Paul Kato.

According to the declaration form seen by this reporter, Edson Rugumayo, a member of the ruling National Resistance Movement (NRM) swept the ballots after obtaining 1,419 votes.

Second in position was Arnold Turwomwe, a biological son to the Minister of Lands Beti Namisango Kamya who polled 402 votes.

Others in the race included former Bishop Stuart University Guild President and Forum for Democratic Change –FDC’s Adios Beinomugisha who polled 26 votes, National Unity Platform’s James Kamukama who garnered only three votes and Edwin Muramuzi who obtained 41 votes.

Meanwhile, Agnes Kirabo, the flag bearer of the ruling National Resistance Movement (party), was declared winner of the central youth parliamentary seat. The elections were held at Mubende National Teachers College amid heavy police and army deployment.

Kirabo managed 780 votes while her closest rival, Ivan Bwowe, a former Makerere University guild president garnered 85 votes. She has previously served as secretary for female affairs and auditor at the NRM Secretariat.

Independent candidate Micheal Katongole obtained 78 votes, Simon Ssenyonga, a Prophet Mbonye fanatic, and former Makerere University Guild Presidential aspirant got 49 votes.

Meanwhile, Abdel Kareem Ziritwawula, also a former Guild Presidential aspirant at Makerere University managed only nine votes. FDC’s Javiira Kasumba obtained two votes; Alvin Ssemambya got one vote while NUP candidate Moses Kasule was disqualified from the race, a day to voting on grounds that he used a non-youth seconder to support his candidature.

Ivan Bwowe has since rejected the results saying the exercise was marred by voter bribery and pledged to seek legal redress. In a short video shared via NTV platforms, Bwowe went physical with Robert Beine, the returning officer accusing him of bias and failure to provide the candidates with the voters’ register.

In Eastern Uganda, Ruling National Resistance Movement’s Bernard Onen Mutusa Odoi, who was initially disqualified from the race for being too old and later reinstated is the winner for the Eastern Uganda youth MP seat.

The Electoral Commission had initially disqualified him on grounds that the academic papers he submitted for nomination are not compatible with his age. Odoi’s academic documents show he sat his O-Level exams in 1999, yet, he stated he was born in 1991, meaning he sat his S.4 at 8 years.

In Northern Uganda, NRM’s Boniface Henry Okot beat others to become the Northern Region Youth MP. Okot is also the former Guild Aspirant at Makerere University.

10 confirmed dead in Kasese road accident

Ten people have been confirmed dead in a road accident that happened last night at Kanyansi between Hiima and Rugendabala on the Kasese – Fortportal Road.

The Police together with the team from the Red Cross Society responded to the scene immediately.

The accident involved 5 vehicles; UAU 700U (Premo), UBF 968T (canter), UAU 457F (canter), UAY 793E and UAY 836Y (trailer).

Ten people died on spot while 33 were seriously injured and rushed to Kilembe hospital and St Paul Hospital in Kasese for treatment, 2 have since been referred to Mbarara Regional referral Hospital for more medical attention.

The cause of the accident is still being investigated and more updates will be shared in due course.
