Gov’t launches construction of first Public Free Zone in Uganda

The Minister of Finance, Planning and Economic Development Matia Kasaija has commissioned the construction of the first Public Free Zone in Uganda at Entebbe International Airport adjacent to the Cargo Terminal.

The Shs 47 billion investment is a flagship Project which is fully funded by the Government of Uganda and complements other national projects such as; the Entebbe Express Highway, Uganda Airlines and the on-going expansion of the Entebbe International Airport. The Project will directly contribute to the achievement of NDP III, and the NRM Manifesto of 2021-2026.

On completion, the Free Zone will house seven production units and a Trade house that will host offices of UFZA, URA and other Government offices to facilitate smooth flow of business in the Zone.

The facility will have firms engaged in high value mineral processing activities, light manufacturing and agro-processing for export through Entebbe International Airport. The zone will generate an additional US$13.4 million in capital investment, create over 200 direct jobs, realise export earnings of over US$4.02 million per annum increasing the volumes of goods exported through the Entebbe International Airport and generate Shs 108.3 billion in direct revenues within 15-years of operation.

The proposed sectors for the project include: food processing (agro-processing), mineral processing, warehousing, storage, simple assembly, etc. All Operators in this Public Free Zone will process their products for onward export through Entebbe International Airport.

On 23rd September 2020, UFZA handed over the site of five (5) acres of land to National Enterprise Corporation (NEC), to embark on the initial phase of construction of the Free Zone in Uganda. The Supervising consultant is Oubuntu Consulting Limited in association with Kkatt Consult Limited.

The Authority is mandated to spearhead and oversee the establishment, development, management, marketing, maintenance, supervision and control of Free Zones and other related matters.

Constitutional Court to handle 25 petitions

The Constitutional Court has dedicated two weeks of day to day hearing, starting today (February 1), to dispose of 25 petitions before embarking on Judgment writing. A Cause List signed by the Court’s Ag Assistant Registrar, Mary Babirye, indicates that the Deputy Chief Justice, Richard Buteera, will lead a panel of five justices to handle the petitions.

The other Justices are Kenneth Kakuru, Catherine Bamugemereire, Christopher Madrama and Irene Mulyagonja.

On the matters cause-listed, at least eight matters were filed in 2015. Ms Babirye says this is a deliberate effort to handle backlog at the Court. The other matters to be handled in this session are those filed between 2016 and 2020. As at Friday, the Court had a total of 249 pending Constitutional Petitions.

Some of the notable cases include that of Unwanted Witness Uganda challenging the Uganda Communications Commission decision to block and shut down social media platforms during the elections.

In another matter, Fox Odoi is contesting the declaration of 20 (21) of the Regulations for NRM Primary Elections is contrary to Article 28(1), 44(c) of the Constitution.

The Democratic Republic of Congo is also seeking for a declaration that the various orders made by the High Court of Uganda that led to the attachment and sale of the premises of Zaire government in Kololo and Mbuya are contrary to the Foreign Policy objectives outlined in part XXVIII of the Constitution.

Ms Babirye reassured the parties involved in the Session that it will be held in conformity of COVID-19 Standard Operating Procedure protocols to avert the spread of the virus. “The Court will encourage only advocates and litigants in the matters to participate to avoid crowding the court hall,” she said.

The participating advocates have been advised to file both soft and hard copies of their submissions ahead of the hearings.

The Registrar of the Court, Susan Kanyange, said the Court intends to hold two other Constitutional Petitions sessions during the course of this year. Later this month, the Court of Appeal will hold a Civil Appeals Session.

Ugandans cautioned on the dangers of using VPNs

Ugandans could have surrendered their data privacy to unknown people over the last two weeks, since the government shut down social media access.

The shutdown of the internet on the eve of the presidential and parliamentary elections, forced Ugandans to find ways of communicating, and the Virtual Private Networks (VPN) came in handy.

“Privacy, data safety and trust is eroding in Uganda as government censorship intensifies”, says Unwanted Witness, a human rights advocacy group, as the world marked the international Data Privacy Day.

The day aims at raising awareness about respecting privacy, safeguarding data and enabling trust.

However, the day is being marked at a critical moment when privacy, data safety and trust is eroding amidst intensified government censorship and surveillance in Uganda.

On election eve, the government shutdown the internet on grounds of maintaining public order, and although the internet has partially been restored, social media platforms remain restricted.

Unwanted Witness Uganda says it is concerned about how this prolonged social media restriction is driving Ugandans to using VPN that come with a lot of data manipulation risks.

“Using VPNs in our daily lives creates an addiction but they siphon our data information from names, addresses to do behavioural analytics for marketing and profiling.

This information is transferred to third party users or the makers without the users’ consent”, Says Mr Chris Kalema the Lead Technologist at Unwanted Witness.

He adds that VPNs are designed with codes that have trackers that the users may never know and unfortunately Ugandans are using them without any clarity.

“VPN applications are free but they have permissions and pre-installed trackers that users cannot control or uninstall by design and therefore cannot be trusted”, he adds.

The group says that throughout the election process, Unwanted Witnesses observed increased use of technology by security agencies to surveill on street protests and opposition political rallies, with an intent to limit dissenting voices.

“This has resulted in arrests and disappearance of unidentified number of youths and scores of deaths.”

The elections also posed another risk to people’s privacy, as there was lack of public scrutiny in the use of biometric machines to verify voters, and unknown results transmission system generated mistrust between citizens and the Electoral Commission, jeopardizing the credibility of the process, according to Unwanted Witness.

As a move to curb the spread of Covid-19, the Electoral Commission instructed political candidates to use digital platforms to look for votes, but the group says it witnessed an unprecedented illegal use of people’s personal data by politicians.

“Political parties were not transparent about their data processing activities, including publicly identifying the mechanisms they used to engage with voters, like social media, websites, and direct messaging, and how they collected people’s data, what data they collected, and the sources of it and how they used it.

“The Electoral Commission failed to have in place effective safeguards (Binding code of conduct/Regulations) that reflected changes in digital campaigning. By doing this they would have fulfilled their mandate established under Article 60 and Article 61 of the Constitution of the Republic of Uganda 1995 (as amended) to organise, conduct and supervise regular, free and fair elections and referenda, among other functions.” Says Dorothy Mukasa the Executive Director of Unwanted Witness Uganda.

She notes that one of the qualities of a trusted data collector is the ability to be transparent and accountable to the data subjects as enshrined in Section 3 (a) and (f) of the Data Protection and Privacy Act 2019.

They also allege that statutory agencies that use people’s personal data, like the Electoral Commission or NIRA which gather, use, disclose and manage a person’s data, do not have a Privacy Policy.

“This lack of transparency led to voters missing out on the voting exercise because the voters’ register was unclean with voters’ names repeated, name-face mismatches and deletion of some voters’ names from the register”, the statement claims.

It also urges the government of Uganda to expedite the enactment of Data Protection and Privacy regulations for effective enforcement of the Data Protection and Privacy Act 2019 and to fully restore the internet to avoid data manipulation risks that come with the use of VPN.

Kyambogo cancels reopening date, maintains online teaching

Kyambogo University will not open for physical lectures like they had planned on 1st February for students who are supposed to complete their 2nd semester and semester 1 and 2, 2020/2021 academic year for all the students.

The university resumed for semester two 2019/200 academic year with Open Distance and E-learning-ODel on 18th January and was supposed to end on 30th January. And then they were supposed to report for face to face lectures on 1st February and end on 14th February and then sit for their final exams from 15th to 28th February.

In his letter to the students and academic staff dated 29th January, Professor Elli Katunguka Rwakishaya, the University Vice chancellor noted that as one of the Higher Education Institutions, Kyambogo University will adhere to the President’s directive and await further guidance.

“The purpose of this letter therefore, is to relay the position of the government on the re-opening of the universities and to encourage students and academic staff to continue utilizing online learning using the ODel system as we await government guidance”. The letter reads in part.

The President guided that all Higher Education Institutions should continue studying online using the ODel system for at least another three months, to enable the Government find a lasting solution.

ODel is an acronym for Open Distance E-learning, a system institutions of higher learning adopted last year(2020) when they partially reopened to final year students following their closure in March after coronavirus outbreak.

On January 21st, National Council for Higher Education-NCHE executive director, Professor Mary Okwakol, directed institutions not to reopen for non finalist classes until a decision from the government on the matter is communicated.

Six days later, she wrote to Vice Chancellors and Principals noting that they had received communication from Janet Museveni, the Education and Sports minister, advising that they continue studies online without physical meeting as they (government) establish a solution to COVID-19.

US announces it is considering action against Museveni

The United States says its is considering action against the government of President Yoweri Museveni just three weeks after a reelections that saw him emerge with 58% against his close ally Bobi Wine who scored 35%.

Museveni has been considered a US and European countries longtime. The announcement was contained in a publication by New York Time, a publication considered to be a mouthpiece for the US spy agency CIA. The New York Times said that it had received an email from the State department to that effect.

It also comes at the time when US Ambassador to Kampala Natalie Brown held private talks with National Unity Platform Principal Robert Kyagulanyi aka Bobi Wine at his Magere home the Ambassador had earlier been blocked from visiting Mr.Kyagulanyi by security that was placed at his home.

They discussed the political situation in Uganda, the essential role that constructive political opposition plays in a democracy, the decades-long partnership between the people of the Uganda and the United States, and the political transition in the United States, according to a statement issued by the U.S embassy.

However, Eagle Online was unable to ascertain what kind of restriction and action Washington was likely to impose on Kampala. Last year, US Senator announced that it was considering travel bans and sanctions against security chiefs whom they said were earmarked after being accused of human rights abuse and harassment of the political opposition.

Gen. Tumwine defeated in UPDF elections

Veteran Uganda People’s Defence Forces general, Elly Tumwine has been defeated in the army representatives to parliament.

Gen Tumwine got 104 votes while Chief of Defence Forces Gen. David Muhoozi 335 votes. He got the highest votes.

Majority of the current representatives including Gen. Ivan Koreta and Brig. Felix Kulaigye didn’t contest.

Generals Tumwine, Koreta and Pecos Kutesa that have been in Parliament are due for retirement. Sources told Eagle Online that Tumwine had resisted calls to retire saying he would retire with President Museveni when he retires from politics.

MP Silwanyi survives being lynched by locals at the burial of Wafula Ogutu’s mother

Bukooli Central MP and Vice Chairperson for National Resistance Movement (NRM) Caucus Solomon Silwanyi was been forced to leave Wafula Ogutu’s home where mourners had converged for the send off of his mother.

Upon arrival, mourners became rowdy and started confronting him for allegedly indulging in electoral fraud in the district. He tried to maneuver through to the tent however; mourners blocked him chanting that he should go. They started pushing and pulling him till went to his car and later sped off.

This is not the first time that Silwanyi  was forced to leave the function, during Bugiri Municipality by-election in 2018, the MP was evacuate at Naluwerere polling station over allegations that he was armed with a pistol. Voters averred that the legislator stormed Naluwerere polling station bribing voters with money.

His presence however, attracted an angry mob that narrowly lynched him hadn’t he not pepper sprayed them and disappeared in the safety of police that escorted him out of the polling station.

Muslim community gets hygiene boost in worship places

Coca-Cola Beverages Africa in Uganda (CCBA) have so far distributed more than 3,000 handwashing jerrycans and stations across the country with the recent donation to the Muslim community.

Salam Charity Foundation received over 250 handwashing jerrycans that will be distributed in Wakiso District and later areas of Mpigi, Mukono and Kampala.

Coca-Cola has been at the forefront of championing the handwashing campaign in partnership with different stakeholders such as government, local NGOs, schools, health centres and community organizations to boost public hygiene in the fight against Covid-19 pandemic.

The donation was received by Wakiso District Khadi, Sheikh Erias Kigozi at a brief handover even attended by Hajji Haruna Mubiru, General Manager Salam Charity, Hajji Karim Kaliisa and Sheikh Muhamood Walukaga who officiated over the event held at the headquarters of Salam Charity Foundation and Salaam TV.

During his speech, Khadi Sheikh Erias Kigozi said that Islam encourages and loves cleanliness of the mind, soul, and body and this calls for all places of worship to have hygiene stations.

“Wakiso district has 1,500 mosques where people congregate. This COVID-19 period has been very challenging as there were worship places that lacked proper water storage and hygiene facilities. I am glad Coca-Cola has provided these handwashing stations and we are going to make sure they get to the places that need them the most,” he noted.

“Thank you, Coca-Cola, for thinking of the lives of Ugandans. Islamic region holds life in high esteem and that we must do everything to protect it. The work you are doing is not just for the Muslim community, but all Ugandans stand to benefit,” said Sheikh Muhammad Walukaga.

The handwashing jerrycans are to be distributed in densely populated areas in Wakiso which include Kira, Masulita, Nabweru, Gombe, Kakiri, Kasanje, Katabi, Nsangi and Ssabagabo.

Washing hands with clean water and soap for at least 20 seconds is among the recommended Standard Operating Procedures issued by the Ministry of Health and the World Health Organization. At the start of the pandemic, CCBA diverted all of its commercial budgets to different COVID-19 interventions across the country.

Emmanuel Otim, Coca-Cola Beverages Marketing Representative reiterated the company’s commitment to continue supporting its people in the face of this pandemic.

“People have always been at the centre of our business operation and that is not about to change any time soon. This is our ethos. We place the health and safety of communities we operate in as a priority and thereby engage in activities that protect lives directly and with other community players,” he said.

“We will continue to engage with government and other sector players as we work on stabilizing our economy. COVID-19 is now at community level thus very contagious. This places responsibility on each of us to observe the SOPs for our safety and loved ones,” he added.

Currently, Uganda has registered 39,424 positive cases and 318 deaths as of 27th according to the Ministry of Health. The cases are expected to increase as the infections are now at a community level.

Its revival now means Uganda Airlines will have to compete with Africa’s best such as South Africa Airways, Ethiopian Airways, Kenya Airways, RwandAir and others on the continent, not forgetting International ones such as Emirates Airways, Qatar Airways and Turkish Airways among others that land at Entebbe International Airport.

Rugiirwa Katatumba remanded over Shs120m debt

City businessman Rugiirwa Katatumba has been remanded to Kitalya prison after he failed to clear Shs120 million he acquired from Prime Finance Company.

Katatumba is a son to the deceased businessman and former Consular of the Pakistan Islamic Republic in Uganda Boney Katatumba.

Appearing before the Buganda Road Court Magistrate, Fidelis Otwawo, Rugiirwa was charged with obtaining money by false pretense.

He denied the charges, but was denied bail because he had allegedly jumped a police bond. His lawyer sought for an adjournment to today to make a full reply against the objection to his client’s bail application.

Prosecution avers that between September, October and November 2019 Rugiirwa obtained Sh120 million from Prime Finance Company Limited located at Crane Chambers in Kampala and promised with an interest.
