FDC dismisses Ingrid Turinawe, two others from party

The Forum for Democratic Change (FDC) has dismissed Ingrid Turinawe, Winnie Babihuga, and Darius Tweyambe from the political party after they defied the party constitution and stood as independent candidates after losing out in the primaries.

In a letter copied to the FDC party president, the chairperson of the Electoral Commission and all flag bearers, the party Secretary General Nandala Mafabi states that as per Article 12(d) on Cessation, it states that; if a member joins another party or in an election stands as an independent ceases to be a member of FDC.

“The entire public is hereby informed that these independent candidates are not members of FDC and have no moral authority to act on behalf of FDC,” Mafabi stated.

Nandala also ordered that FDC structures in Rukungiri must only be used to solicit support for FDC and warned that any other party members who campaigns for an independent candidate or otherwise shall be dismissed from the party.

He further told the three members to immediately stop using the FDC sign and colors or otherwise they shall advise the Electoral Commission to disqualify them.

“Any member of the party who campaigns for an independent or otherwise shall be dismissed from the party,” Mafabi warned.

The party also confirmed its Rukungiri flag bearers as Tumwine (Rukungiri Municipality), Betty Muzanira (Woman MP Rukungiri), Charles Maharu (Mayor Rukungiri Municipality), Fred Turyamuhweza (Rujumbura Constituency) and Naboth Namanya (Rubabo County).

Errant Generals must be rebuked by the Commander in Chief

Electoral Commission Chairman and Justice Simon Mugyenyi Byabakama, the country appreciates receipt of the initial badge of our electoral materials in a record time. However “cgs”, “ndc”, “psc”, initialled generals world over must be familiar with operational art, mission command, organization of command, mission analysis and exercise of command yet some are threatening to disapprove the outcome of the electoral process in breach of the army and national law. If so why don’t we abandon the general election altogether and adopt a LOTTERY to pick lucky leaders, to assist save the hundreds of Billions of shillings and Dollars, avoid chaos and resultant blood bath such as what is taking place in the country during this political season?.

This system worked for a poor young American boy many years ago who had lived single (alone) for some time and wished to get married but no girl would accept the boy’s proposal because of the moneyless condition he was in and certainly could not be able to support both himself and a wife. It is a situation in which many young men including the church goers (faithful) often find themselves. So in spite of all that the young lad could do, he was entirely unsuccessful in his hunt for someone to share life with. He had two problems; one how to secure sufficient income and two to convince the girl to marry him. The young man designed a plan to advertise in such a way that he could soon have a needed money to enable him get a girl to marry. So one morning his advertisement appeared in Georgian (USA) newspaper with catch words;

“A young man of a good figure and manners but not rich wishes to get married as soon as possible and needs money for this purpose. He therefore proposes the following strategy”. “Six Hundred serial numbered TICKETS shall be printed and each shall be sold for 50 (Fifty) US Dollars. The buyers of the tickets shall be restricted to only girls and or women under the age of 32. After all the tickets are sold, one lucky number shall be drawn and the owner of the ticket with that number shall be THE WINNER. The proposed price to be won by the lucky girl/woman shall be the young bachelor himself together with 50 per cent share of the 30,000 dollars   

We do not need to be prominent or influential to be good thinkers!!. For starters, I have read compelling and consistent regime stories and accepted the old normal is that every regime has destructive arrivists (the we’re going nowhere) and the Twakowa (we’re fed up) camps. Arrivists normally include civilian opportunists and armed personnel who tend to be intimidating, powerful, ambitious and dominant.

General Idi Amin Dada’s generation birthed Hussein Malera, Butabika, Isaac Maliyamungu, Nassur Abdallah, Hussein Mawa, Noparking extra but one would also find highly professional soldiers (Officers) such as Gen. Francis Nyangweso, Moses Ali, Hussein Ada. The Obote 2 Government produced the likes of Major Ageta, Basilio Olara Okello, Kakata Namiti and many others. It can therefore be dangerously abnormal to see LACK OF THE SAME CAMPS IN OUR CURRENT GOVERNMENT, BUT DISCIPLINE THEM.

UEFA Champions League round of 16 line-up complete

UCL draw balls

The line-up for the 2020/21 UEFA Champions League round of 16 knockout stage is complete.

The 16 teams will be put into two pots – one for the seeded teams, who are the eight group winners, and one for the unseeded teams, who are the eight runners up.

Teams from the same national association/country cannot be drawn against each other.

English teams; Chelsea, Liverpool and Manchester City join defending champions Bayern Munich and 12 other teams from across Europe in the knockout stage.

The trio all won their respective groups to progress, with Manchester United the only side from the Premier League to suffer an early exit.

Spanish giants Barcelona and current La Liga leaders Atletico Madrid are two potential opponents for the English teams in the early knockout phase.

The seeded teams ahead of the draw are; Bayern Munich, Chelsea, Borussia Dortmund, Juventus, Liverpool, Manchester City, Paris St-Germain, Real Madrid.

The unseeded are; Atalanta, Atletico Madrid, Barcelona, Borussia Monchengladbach, Lazio, Porto, RB Leipzig, Sevilla.

The first legs will take place on 16, 17, 23 and 24 February, while the second legs will be played on 9, 10, 16, 17 March.

Seeded teams will play away for the first leg before being at home for the return matches.

The draw takes place on Monday, 14th December. It will be held at Uefa’s headquarters in Nyon, Switzerland.

Outgoing UNBS ED Dr. Ben Manyindo’s farewell message

Outgoing Uganda National Bureau of Standards (UNBS) Executive Director Eng. Dr. Ben Manyindo finally bid farewell from the standards body during the official send-off ceremony at Serena Hotel in Kampala on Wednesday.

Dr. Manyindo joined UNBS in 1998 as the Deputy Executive Director in charge of Technical Operations before assuming the position of the Executive Director in 2012 where he has been at the helm for last 8 years.

Mr. David Livingstone Ebiru replaced Dr. Manyindo as the Acting UNBS ED.

Below is Dr. Manyindo’s farewell massage;

Dear UNBS staff and stakeholders,

Allow me to share some thoughts at end of my tour of duty at UNBS. The 22 years journey has been worth the travel and traveling the journey together made us reach thus far in 2020. Ebenezer (thus far the gracious God Almighty has brought us). Many successes registered and milestones reached, a number of lessons learnt but there were also some disappointments. We persevered, worked hard and remained focused on the vision.

UNBS being a unique institution has a wide mandate that touches the quality of life of all people. It is the only government institution that administers two acts of Parliament, namely the Standards Act and the Weights & Measures Act. Ideally, it is two institutions in one. Further to this, the work done at UNBS is not learnt from any academic training institution, it is an on job training and that excites and challenges many staff that want to develop a career in Standardization and Metrology (science of measurement). I hope with time (resources permitting), the academic institutions will develop interest and train our young people in the fields of standardization.

The UNBS vision and mission underpinned by its core values must not be lost in UNBS ‘quest for growth, influence and relevance to the people of Uganda. There is no one who is not affected or impacted by UNBS work that is undertaken through integrated standardization (standards, metrology, and conformity assessment). Indeed, standardization is key to our safety and health, socio-economic development and the protection of the environment.

While this is so, standardization and its benefits are not fully understood and appreciated by many and over the years the Bureau has been challenged to get consumers, business community, legislators, media and the policy makers to fully appreciate the work of the Bureau. This has in a way slowed down the investments, growth and response actions by UNBS. The advocacy, engagement and investments must therefore continue clearly identifying strategic partners and influencers to support the Bureau, invest in human capital and infrastructure so as to support the private sector growth.

Internally within UNBS, a lot of innovations leveraging on staff competences and talent, digital platforms and technology need to be deepened and fast tracked to ensure that service delivery processes and procedures continue to be simplified, and made faster and better. The restructuring of the organization to align it with the National Development Plan III, private sector demands and consumer protection is an exercise that needs to be prioritized and concluded. The embedding of Risk management and compliance in all the Bureau processes as well as international accreditation of all its services must be prioritized and resourced to keep the institution among the top ten agencies of government.

At the 2020 milestone, and after 31 years of existence, the vision and standardization road are clear. Team UNBS has acquired the requisite skills and expertise to offer the desired services within its mandate. The foundation has been well laid for the next phase. The institutional strategic and operational goals should be monitored and constantly reviewed for improvement so as not to lose focus of the visions and mission of UNBS. The next team leader should consider and continue to position UNBS as a key and relevant player in the socioeconomic development of Uganda more specifically in implementing government policies such as BUBU, imports substitution and the industrialization agenda in the next five years.

The achievements and challenges of UNBS have been articulated and laid out in many documents and reports including the UNBS annual reports. The demand for UNBS services has grown exponentially in the last five years and continues to grow putting a lot of pressure on existing resources that need further improvement by government.

Permit me therefore, to say farewell and (thank you x n) to all staff and stakeholders who supported the Bureau in general and myself in particular during my earlier technical service and later as team leader of UNBS . Let us be reminded that COVID19 pandemic is yet to be contained and therefore the need for appropriate responses and staying safe. I wish all of us God’s blessing wherever and whenever we are called to serve. Merry Xmas and Happy New year.

Senator asks USA to place sanctions on Uganda military officers over alleged human rights abuse

Representative Eliot L. Engel, Chairman of the House Committee on Foreign Affairs in USA, has called on the Trump Administration to take immediate action to address a worsening human rights situation in Uganda prior to general elections next month.

In a letter to Secretary of State Mike Pompeo and Treasury Secretary Steven Mnuchin, Engel underscored the need for the United States to provide robust support to human rights defenders and prevent further abuses perpetrated by Ugandan security forces against the country’s citizens.

“I am writing to express my concern regarding the alarming slide towards authoritarianism in Uganda, a major recipient of U.S. foreign aid and one of the top recipients of U.S. security assistance in Africa. Having been in power for over three decades, President Museveni’s government has a long track record of repressive behavior,” wrote Engel.

“More recently, this has included attacks on independent media, the banning of political rallies and concerts, the arrest, detention, and torture of individuals who dare to challenge the president or the ruling party, and a persistent lack of accountability for the arbitrary and extrajudicial killings and torture perpetrated by Ugandan security forces.”

Engel adds in his letter; “To cite a few examples: In November 2016, Ugandan security forces massacred over 100 civilians in Kasese. In September 2017, Ugandan Special Forces forcibly entered parliament during a debate over whether to remove presidential age limits from the constitution, which now allows President Museveni to rule indefinitely. During the tumult, MP Betty Nambooze suffered serious spinal injuries from which she is still recovering.”

“In July 2018, the government imposed a tax on citizens who wished to access social media platforms such as WhatsApp, Facebook, and Twitter – a transparent ploy to discourage anti-government mobilization on the part of youths and dissidents. The following month, MP Robert Kyagulanyi and 32 other opposition politicians were arrested and brutally tortured following a by-election in Arua. Earlier this year, MP Francis Zaake was brutalized for distributing supplies to needy citizens during the coronavirus lockdown, while just last month, at least 45 people were killed by Ugandan security forces following protests in Kampala.”

“These violent incidents reflect a highly disturbing trajectory for the country, thus ensuring that the environment for general elections in January 2021 has been fundamentally tilted in favor of an incumbent who has been in power since 1986. Therefore, I request that the Treasury Department and the State Department utilize the authority of the Global Magnitsky Human Rights Accountability Act (Global Magnitsky Act) to designate individuals who may be responsible for violence in Uganda in recent years.”

He notes that the individuals responsible are; Lt. Gen. Peter Elwelu, Commander of Land Forces; Maj. Gen. James Birungi, Commander of the Special Forces Command; Maj. Gen. Don William Nabasa, former Commander of the Special Forces Command; Maj. Gen. Abel Kandiho, Chief of Military Intelligence; Maj. Gen. Steven Sabiiti Muzeyi, Deputy Inspector of General of Police; Frank Mwesigwa, Commissioner of Police; and Col. Chris Serunjogi Ddamulira, Director of Crime Intelligence.

“I also ask that the State Department commence a review of all non-humanitarian assistance to Uganda; commit to providing robust support to human rights defenders, and independent journalists and to building the capacity of civil society organizations; and coordinate with like-minded allies to issue a joint condemnation of violent repression,” he said.

“My desire to see a better human rights record in Uganda is firmly rooted in the country’s own constitution and legal code, which prevent torture and enshrine the right to freely assemble and express viewpoints that may not be in accordance with those of President Museveni. I look forward to your response and thank you for your attention to this urgent matter,” Engel concluded.

UPDF flags off Battle Group 31 to Somalia

The Chief of Staff, Land Forces, Major General Leopold Kyanda, flagged off Battle Group 31 comprising of 1,714 troops heading to Somalia to serve under the African Union Mission in Somalia (AMISOM).

Addressing the troops and officers at the flag off, Maj. Gen Kyanda called on the troops to build on the discipline and successes of the predecessor battle groups that have been instrumental in the pacifying of Somalia. He noted that the pacification of Somalia is crucial in the stability and development of not only Uganda but other African States.

While giving the troops and guests a general overview of the situation in the country, Maj. Gen. Kyanda said that it is the Constitutional obligation of the Uganda Peoples’ Defence Forces to preserve and defend the sovereignty and territorial integrity of Uganda and to also foster harmony and understanding between the Defence Forces and Civilians.

Maj. Gen. Kyanda thanked the government of Somalia and the African Union for agreeing to stabilize Somalia where Al-Shabaab terrorists had created insecurity that led to disunity amongst the Somalis and destabilization of Somalia.

He underscored the importance and need of the troops to be disciplined, patriotic in carrying high the flag of Uganda. He reminded them that the participation of the UPDF in AMISOM is in line with the principle of Pan-Africanism. “Your positive contribution will lead to the realisation of Uganda’s vision of Pan-Africanism, social and economic transformation,” Said Maj Gen Kyanda.

He cautioned the soldiers against living lives of promiscuity, drunkenness, corruption while reminding them that both COVID-19 and AIDS are real and it is their duty to stay healthy.

Maj Gen Leopold Kyanda thanked the Commandant Brig Gen Bonny Wolimbwa and his team for successfully completing the pre-training mission that was conducted mainly by Ugandan instructors.

In his remarks, the Commandant of the Peace, Support Operations and Training Centre, Brigadier General Bonny Wolimbwa commanded the group for their cooperation and having endured the training especially towards following the Standard Operating Procedures to guard against COVID-19.

He noted that while they were supposed to be deployed in August, circumstances couldn’t allow them to be deployed then. He further said that the Training Centre has now developed capacity to train and deploy to mission areas with limited support from partners.

He stressed the need for the troops to be good ambassadors of the country and ensure the success of the mission. Brig Gen. Wolimbwa also reminded the troops that they need to endure because COVID-19 is real and kills and thus they need to keep themselves safe while protecting others.

The flag off was attended by senior UPDF officers and partners.

MTV Africa Music Awards (MAMA) has revealed Africa’s top acts with first nominees list. Talented African musicians feature from Burna Boy, Busiswa, Davido, Diamond Platnumz, Innoss’B, Kabza De Small, John Blaq, Master KG, Suspect 95, Sheebah, Soraia Ramos, Tiwa Savage, Yemi Alade and WizKid – who were each nominated for two awards. São Tomé and Príncipe’s Calema leads the pack with three nominations for Artist of the Year, Best Group and Best Lusophone Act.

The nominees from 15 countries were revealed in the initial 10 music categories by MTV Base this evening, in partnership with Uganda, the Pearl of Africa, during a 45-minute special show that aired on MTV Base.

In the Best Male category, Nigerians Burna Boy, Rema and Fireboy DML will face off against South African musos Kabza De Small and Master KG, as well as Tanzanian artist Harmonize, and Innoss’B from the Democratic Republic of Congo. The highly contested Best Female category features fierce female competition and is led by Uganda’s Sheebah, Sho Madjozi and Busiswa from South Africa, Cape Verde’s Soraia Ramos and Simi, Yemi Alade and Tiwa Savage from Nigeria.

An epic battle of the bands is set to take place between Blaq Diamond; Kabza De Small & DJ Maphorisa of South Africa; Sauti Sol and Ethic from Kenya; Calema from São Tomé and Príncipe and Tanzania’s Rostam in the Best Group category. The Artist of the Year also has some stiff competition, namely Burna Boy, Davido, Tiwa Savage and Wizkid from Nigeria, São Tomé and Príncipe’S Calema, Diamond Platnumz from Tanzania and South Africa’s Master KG.

Two new categories have been announced for the MAMA Kampala 2021. The first is the exciting entrant of the Best Ugandan Act, which recognises the host country’s star and rising talent. The nominees include Sheebah, Bebe Cool, John Blaq, Vinka, Daddy Andre, and Spice Diana. The second new category inspired as a reflection of the unique reality of the music scene in 2020 is the Alone Together: Best Lockdown Performance.

“This is a milestone moment for Uganda to bring the MAMA Kampala 2021 to the African continent that presents a great opportunity to share the beauty and diversity of our magnificent nation, music and culture from the Pearl of Africa,” said The Honourable Godfrey Kiwanda, State Minister for Tourism Uganda.

“The MAMA is a great platform to highlight the continent’s music and showcase the full spectrum of what the continent has to offer. We extend our congratulations to everyone who has been recognised with a nomination.”

The second round of nominations, including Best Collaboration, Best International, and Personality of the Year, Best Alternative Act, Best Fan Base Award and Song of the Year will be revealed from the 5 January 2021 on MTV Base.

The nominations in the music categories are selected by the MAMA Kampala 2021 Academy, an esteemed group of music industry, opinion formers and tastemakers from across the African continent who create a shortlist based on the artists and musicians who have received airplay on the channel over the previous year. The academy looks for artists who embody the very best of African talent, who can bring a sense of Africa to a global audience and who want to inspire the youth with their music.

Voting for MAMA KAMPALA 2021 started yesterday, Wednesday 9 December at www.mtvmama.com , and affiliated Twitter, Facebook and Instagram accounts.

The MTV Africa Music Awards Kampala 2021 will be broadcast on MTV Base and MTV Africa on 20 February 2021. The show will also be aired on MTV channels across multiple continents as a one-hour MAMA-themed MTV World Stage feature.

2021 Elections: First batch of ballot papers arrive in Uganda

The first batch of ballot papers for the 2021 general elections arrived in Uganda at the Entebbe International Airport aboard an Ethiopia Airlines Cargo plane on Wednesday night.

The Chairperson of the Electoral Commission, Justice Byabakama Mugenyi Simon received the ballot papers. The delivery was observed by agents of political parties and organisations as well as the media.

The delivery was made by Al Ghurair Printing and Publishing Company based in Dubai, United Arab Emirates. This firm won the contract for Lot 2 of the ballot papers for the General Elections.

According to Byabakama, the delivery comprises 116 pallets which contain ballot papers for districts falling in seven (7) electoral regions, namely Kampala, South West, Central South, Elgon, Karamoja, Norther and West Nile.

He added that materials for the five (5) remaining regions are expected within the next few days, which is still within time.

The cost for the delivered election materials is Shs 2,536,352,880 (two billion five hundred thirty-six million three hundred fifty-two thousand eight hundred eight), out of the total consignment cost of Uganda Shillings 9,701,600,000 (nine billion seven hundred one million six hundred thousand).

“The 116 pallets weigh a total of forty (40) tons and have been delivered by Emirates Airlines Flight Number EK 9757 at 6pm. Our technical team has already commenced with processes to clear the cargo and deliver it to our Stores for safe storage ahead of the packing into the polling kit,” Byabakama said.

In addition to the above, the electoral body received official confirmation of completion of printing of Ballot Papers and Declaration of Results Forms for Presidential Elections 2021.

The printer, United Printing and Publishing of Abu Dhabi confirmed the delivery of these materials on Thursday 10th December 2020 at 13:15 hours, on Emirates Flight 9865.

“These deliveries are a positive indicator of the progress of implementation of critical and final preparations for polling for the 2021 General Elections. This is indeed a sign of our readiness to deliver the elections as scheduled,” Byabakama said.

The elections for president and MPs will take place on January 14, 2021.

ECONOMIC MELTDOWN: Gov’t suspends expenditure on Christmas and end of year parties

Government has ordered for the suspension on expenditure by its ministries and agencies on christmas and end of year parties.

In a letter dated December 9, to all Accounting Officers of both Central and Local Government and to all heads of State Owned Enterprises and Public Corporation, government said it is faced with expenditure pressure and as such, the government is undertaking efficient measures  which entail the need to adjust spending during the festive season in all ministries, agencies  and local governments.

“Consequently, this is to direct you not to organise Christmas and end of year parties as well as not engage in printing of Christmas cards, diaries, calendars, buying of Christmas gifts and hampers and anything else related to such expenditures.” reads the letter.

” It further reads The purpose of this letter therefore, is to communicate as above and urge you to utilise electronic options to deliver the relevant messages” signed by Patrick Ocailap on behalf of the Permanent Secretary and Secretary to the Treasury which was copied to the Minister of Finance, Planning and Economic Development and head of Public Service/Secretary to Cabinet.

Nancy Kalembe cries out for support as campaigns hit her pockets harder

Independent presidential candidate Nancy Linda Kalembe has cried out for help from the public following the breakdown of her campaign cars.

The former Uganda Television (UTV) now UBC TV news anchor who decried the poor road network had covered the eastern part of the country except Busoga sub region and Lango sub region.

“I halted my campaign trails last Thursday for lack of funds. Our cars have broken down due to the poor state of roads in the country. I want to ask everyone to contribute to us through the bank, mobile money and other avenues,” she said.

She apologised to her supporters in Mbarara for not meeting them as earlier stipulated and pledged to resume her campaigns when she gets money.

“Please give us your cars to help us in campaigns, we shall handle them well. The campaigns are so costly, in that I travel with not more than 15 people but we have run out of funding,” she said.

She urged people willing to contribute towards her campaigns to send their mobile money  on 0787820101 or make a call away for more details.

Who is Nancy Kalemba?

Nancy Kalembe was born to the late former LC-V chairman of Iganga district George Patrick Bageya and Aida Cissy Kubaaza.

She went to St Mary’s College Namagunga for O-Level and Mariam High School for A-Level. She graduated with a Bachelor of Science in population studies from Makerere University in 2007.

In 2003, she joined the Miss Uganda contest and although she did not emerge winner, she was voted Miss Intelligence, earning her a job with Sanyu FM. On January 8, 2008, she joined the Apprentice Africa, the African version of the American reality TV show, The Apprentice, hosted by Donald Trump. She emerged sixth out of the 16 finalists, winning a working slot at PHP Bank in Nigeria.

Kalembe returned to Uganda in 2009 and worked with Orient Bank until when she resigned in 2010 to fully concentrate on her businesses.

She is the founder of Spring Clean, a cleaning company, and Mbalimbali Ltd, a pineapple juice and jam-producing company based in Nakawa. Before reaching these heights, Kalembe, 34, tasted the varied waters of employment. She worked as a news anchor at the then Uganda Television (UTV).

She was the account manager for Uganda Telecom (UTL) and account holder for Nation Media Group at Lowe Scanad advertising agency, and sales and promotions executive at Sanyu FM.
